Lin Tse-hsü was dismissed from office in 1840 and later sentenced to exile in Ili in Chinese Turkistan, where he remained for three years. He was allowed to return to Peking in 1845. He later served as Governor-General of Yunnan and Kweichow, and retired from office in 1849. He died in 1850 at the age of sixty-seven. (J.L.C.B.)\n\n25 Heang-shan (Heungshan). John Robert Morrison (1814-1843) was born in Macao, the second son of Dr. Robert Morrison and his first wife Mary (née Morton). He had some schooling in England but at the age of twelve he came back to Canton with his father in 1826. He became a fluent Cantonese speaker as well as a Chinese scholar, and on the death of his father in 1834 was appointed Chinese Secretary to H.M.'s Commission in China. In 1838 he became, in addition, Interpreter, and in 1841 succeeded Elmslie as Secretary and Treasurer to the Superintendent of British Trade in China. In 1843 he was appointed Chinese Secretary and member of the Executive Council of the newly founded Colony of Hong Kong and was recommended for appointment, by the Governor, as Colonial Secretary. Before the appointment was approved, however, he died in Macao in August 1843, and was buried in the Old Protestant Cemetery there. (L.T.R.)\n\n27 Kwang Chow Foo. (J.L.C-B.)\n\n30 Fearon, Samuel Turner Fearon was the second son of Christopher Fearon and Elizabeth Noad who were married on 14 May 1818 at the Streatham Parish Church. His father served as a midshipman at the Battle of Trafalgar and after being discharged from the Royal Navy he joined the Honourable East India Company's marine service. In this service he made a number of voyages to Canton and when he decided to take a shore posting there he brought his wife and family out with him. Samuel became a fluent Cantonese speaker and in 1838 was appointed Interpreter to the Canton General Chamber of Commerce. After the cession of Hong Kong he was appointed interpreter and clerk of the Chief Magistrate's Court and a couple of months later were added the duties of Notary Public and Coroner. Three years later he was appointed Assistant Magistrate of Police and on 1st January 1845 he became Registrar General and Collector of Revenue. In July 1845 he was granted a year's sick leave and while in England he was appointed Professor of Chinese at King's College, London, an appointment which he held from December 1846 until December 1852. Magdalenus Jacobus Senn van Basel, born in Groningen, Holland on 27 September 1808, was appointed clerk in the Dutch Consulate at Canton in 1826, and Vice-Consul in November 1831. HUANG \n\nThe objectives of the Council were to raise standards in Chinese higher education; to develop joint policies where possible, to work for the achievement of objects of common interest; and to represent Member Colleges in joint negotiations with Government where common policy is concerned. \n\nThe Director of Education, then the Hon. D. J. S. Crozier, was informed of the organization of the Joint Council and he showed sympathy with its aims. Conferences between the Council, the Director of Education and Sir Christopher Cox, Educational Adviser to the Colonial Office, in 1957 offered the hope that there might be a possibility of Government support of a new university which would teach through the medium of Chinese, but only when the Colleges had achieved the necessary standards. \n\nSo in October, 1957, the Council appointed a Committee to discuss standards for admission and for graduation, standards of teaching staff, library provision and equipment, etc., and administration and control of the Colleges. Their recommendations were summarized in a Memorandum published in 1958. \n\nThe Memorandum was sympathetically received by the Government and finally a Committee composed of Mr. L. G. Morgan, then Deputy Director of Education, Dr. C. L. Chien of the Education Department, Dr. F. I. Tseung, then Chairman of the Joint Council and the President of United College, Dr. L. G. Kilborn of Chung Chi College, Dr. A. S. Lovett of New Asia College and Mr. J. C. L. Wong, then the Executive Secretary of the Council, was appointed to consider a Post-Secondary Colleges Ordinance, and Grant Regulations to define the conditions under which Government would give financial assistance to selected colleges. \n\nIn June 1959 Government announced a programme which made these following points: that a Chinese University with Chinese as the principal medium of instruction should be established; that financial aid would be given to the three colleges concerned to improve their standards; and that a commission would be appointed to recommend on the preparedness of the Colleges for university status. Financial assistance began that year, and in May 1960 the Post-Secondary Colleges Ordinance was enacted into law, giving Government power to proceed with its plans.",

The watershed provided by the war, and the change in Hong Kong's fortunes as a result of the establishment of a strong and Communist Government in China, the independence of most other former colonial territories in Asia and the incipient industrialization of all of them put post-1949 Hong Kong into a totally different category from the quiet backwater which it occupied before.\n\nSo much has changed that the early history of the Colony sheds little light on its development today, and it remains only of academic significance, particularly in connection with the expansion of Western interests in China. An account of Hong Kong's growth in the last fifteen years, however, does go some way towards explaining what is a unique political and economic phenomenon and one which is too much overlooked by the outside world. It is the chapters which deal with the post-war years and look to the future which are the most thought-provoking in the book, for they discuss questions and problems to which there are many answers and varying solutions. These speculations are more stimulating than the carefully documented facts about, for example, the evolution of Hong Kong's Sanitary Board; and the summing up of how today's Government actually functions has more relevance than the picturesque disputes between early officials.\n\nThe success of the present Administration — “government by discussion\", Mr. Endacott calls it — is certainly peculiar and deserves examination. In this most uncolonial age, Hong Kong's Colonial Government has grown and prospered. Of the Legislative Council, Executive Council and Urban Council, only the last named has any elected members, and the number of electors is minute compared to the population (and, it may be added, a very small percentage of those entitled to vote actually do so). Mr. Endacott adduces a good deal of evidence that public opinion, while having little constitutional voice, is very carefully ascertained and considered before a new policy is embarked upon, and given the lack of unrest here, it must be conceded that Government seldom if ever inflicts a truly unpopular policy on the people. The press, and the various sections of the populace which have an articulate voice are given considerable attention, and the members of the Urban Council are apt to bring well into the\n\nPage 105\n\nPage 106",

        "content_text": "GOVERNMENT AND PEOPLE IN HONG KONG 1841 - 1962 99\n\nwas actually protecting local Chinese. The Colonial Office had no desire to see the indigenous population handed over to the power of the Hong Kong British business interests. It was not considered until the 1870s that the Chinese might have a part to play in the function of government, the Colonial Office believing that \"the testimony of those best acquainted with them represent the Chinese race as endowed with much intelligence but very deficient in the elements of morality\" (Secretary of State for the Colonies to Sir John Bowring). The first Chinese member of the Legislative Council was not appointed till 1880, and he, so a Colonial Office minute tells us, was a cipher. While obviously it was not practical to give much in the way of electoral power to either the British or the Chinese communities in the nineteenth century, it seems a pity that more was not done between the two world wars when it might have been feasible. There was a certain broadening of the Executive Council by greater community representation soon after the first war, and significantly, as Mr. Endacott points out, what had been the continuous representation on the Council since 1850 of Jardine, Matheson was interrupted in 1921. But the slump in Europe, its effect on the Colony's trade, and the rising militarism of Japan all discouraged progress.\n\nIt is true that the Colony has gained some measure of independence over the years from control from London. It is financially self-supporting, and since 1958 the annual estimates have no longer been submitted to the Secretary of State. Representation on the two Councils, Legislative and Executive, has been broadened, though there is still no elected element. Furthermore, an effort has been made to bring local people into the ranks of the Civil Service, though it has not met with the success of similar efforts in, for example, former African colonies.\n\nMr. Endacott notes that in 1952 for the first time a locally recruited officer was promoted to be the head of a government department; unfortunately, he does not tell us which department, or how often this has happened again in the succeeding thirteen years. For many and various reasons, the recruitment of Chinese to the Administrative Service in particular has been slow. Cumming have resigned owing to their many other commitments, and in the case of Mr. Cumming owing to the likelihood of his being away a good deal from the Colony during the year. Of the original Council of 1959 there are only two left - Dr. Marjorie Topley and myself. The Council is a hard-working body; it meets at least once a month and its activities involve a great deal of time and labour.         "content_text": "CHINESE UNOFFICIAL MEMBERS OF THE LEGISLATIVE AND EXECUTIVE COUNCILS IN HONG KONG UP TO 1941\n\nT. C. CHENG, O.B.E., M.A.(LOND.)*\n\n(A lecture delivered to the Branch on 29 April 1968)\n\nOn 5th April, 1843, Her Majesty Queen Victoria granted to Hong Kong a Royal Charter which declared Hong Kong a separate Colony. The main provisions of this Charter, published in Hong Kong in June 1843, included, among other things, the following:\n\n(i) There should be a Legislative Council to be composed of the Governor and of such Public Officers within the said Colony, or of such other persons as shall from time to time be named or designated by Her Majesty for the purpose;\n\n(ii) An Executive Council should be established to advise and assist the Governor, who was authorized to summon as an Executive Council such persons as may from time to time be named or designated by Her Majesty.\n\nIt was, however, not until January 1844 that the Legislative Council first met, being composed of all officials, viz., the Governor (Sir Henry Pottinger), the Lt.-Governor (Major-General D'Aguilar) and the Chief Magistrate (Major Caine). The Clerk of Councils was the Legal Adviser to the Governor (R. Burgass).\n\nMajor-General D'Aguilar and Major Caine were also appointed members of the Executive Council.\n\nIn June 1850 the first British unofficial members were nominated to the Legislative Council. They were Messrs. David Jardine and J. F. Adger, both elected by the unofficial Justices of the Peace. Even at this early period of the history of Hong Kong, dissatisfaction was already expressed, mainly among the British community, with the small number of unofficials serving on the Council. In the case of the Chinese, they were, however, inarticulate because there were then very few Chinese who were educated through the medium of English and who could communicate adequately in that language.\n\n\"Mr. Cheng has been President of United College in The Chinese University of Hong Kong since 1963. Prior to that he was in Hong Kong Government service since 1939, his last post being Chief Assistant Secretary for Chinese Affairs.",

CHENG \n\nDr. Ho died in September 1914 at the age of 55 leaving over ten sons and daughters by his second wife who was a Chinese. \n\nThe fourth Chinese to serve on the Legislative Council was Wei Yuk, son-in-law of Mr. Wong Shing. He had another name Wei Bo-shan17 and Po Shan Road is named after him. He was born in Hong Kong in 1849 of a wealthy family, his father, Wei Kwong, being compradore to the Hong Kong branch of the Chartered Mercantile Bank of India, London and China (now the Mercantile Bank Ltd.). After many years of Chinese studies under private tutors, he entered the Government Central School. In 1867, at the age of 18, he proceeded to England to attend the Leicester Stoneygate School. In 1868 he went to Scotland and studied for four years at the Dollar Institution. After a European tour, he returned to Hong Kong in 1872 and then worked in China for a short period. When his father died in 1879 he succeeded him as compradore to the bank. He was a very public-spirited citizen, well-known for his charming manners and pleasant personality. In 1880 he was elected a director of the Tung Wah Hospital and in 1887 became its Chairman. He was appointed a Justice of the Peace in 1883. \n\nWei Yuk's appointment to the Legislative Council was additional to and not in replacement of Ho Kai, and came about as follows. \n\nDuring 1894, the Governor, Sir William Robinson, forwarded to the Secretary of State a petition signed by the Honourable Messrs. Thomas Whitehead, Paul Chater, Ho Kai and other residents in the Colony, asking for unofficial membership in the Executive Council; \"free election of representatives of British nationality in the Legislative Council\"; \"a majority of such representatives in the Legislative Council\"; and freedom of the official members to vote according to their conscientious convictions.18 \n\nThe Secretary of State, Lord Ripon, criticized the petitioners' demands as lacking in clarity on the ground that the petitioners \"asked for the free election of representatives of British nationality without reference to the qualifications of the voters\". Thus if the petitioners intended that only those from the British Islands should vote and be eligible for election, this would exclude the Chinese who comprised nine-tenths of the entire population. He dismissed the claim to have a majority of elected representatives,",

        "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n17\n\nand stated that free debate by officials was impossible because paid servants must support Government measures or resign.\n\nHowever, in a confidential letter to the Governor, Lord Ripon agreed that unofficial representation on the Legislative Council should be enlarged and that there should be two unofficial members nominated to the Executive Council. Considering the extent of the Chinese contribution to Hong Kong and the undesirability of making any distinctions of race, he was of the opinion that one of them ought to be a Chinese. In his reply, the Governor, Sir William Robinson, doubted the advisability of the proposed increase in the Legislative Council and opposed having a Chinese on the Executive Council on the ground that he \"could not and would not be an independent member\". He also added that the Chinese did not understand representative Government.\n\nIn 1896, the new Secretary of State, Joseph Chamberlain, approved the appointment of an extra unofficial in the Legislative Council, preferably a Chinese, and the appointment of two unofficial members for the first time in the Executive Council. Thus in 1896 Wei Yuk became an unofficial member in the Legislative Council, and Messrs. Paul Chater and J. Bell-Irving of Jardine, Matheson & Co., took their seats in the Executive Council on 22nd October, 1896. From the year 1896 to 1929 there were two Chinese unofficial members serving concurrently on the Legislative Council.\n\nAlthough he was junior to Dr. Ho Kai in the Legislative Council, yet because he was older in age and much more Chinese in his mentality and approach, he was just as much respected by the Chinese as was Dr. Ho Kai. He did a good deal to bridge the gap between the Europeans and the Chinese on the one hand, and the Government and the Chinese population on the other. His advice was highly respected by the Government, especially at times of strikes and troubles among the Chinese masses, e.g., the coolie strike against the health regulations for plague prevention in 1894. He was noted for his ability to settle matters amicably before they assumed serious proportions. He was very much concerned with law and order among the Chinese masses because in those early days riff-raff and political refugees from South China continued to come into Hong Kong. In all necessary measures to that end, I know that I can rely upon the whole-hearted support of this Council\". At the same meeting, the Senior Unofficial member, Sir Henry Pollock, paid the following tribute to Sir Shouson Chow and Robert Kotewall; \"During the last seven months, in particular, we have felt indebted not only to Sir Shouson Chow but also to his Chinese colleague on the Council. We, Sir, behind the scenes, can appreciate perhaps more fully than the general public the work of the Chinese members of this Council during the period I have referred to”. \n\nOn 9th July 1926, Sir Shouson Chow was also appointed the first Chinese member of the Executive Council, following the death of Sir Paul Chater who had served on that Council since 1896.26 Although the appointment was made on personal grounds, it was evident that political considerations also came in, viz., to pacify anti-British sentiment in China and to further encourage the loyalty of local Chinese towards Hong Kong. \n\nSir Shouson Chow served on both Councils until 1930, when he resigned from the Legislative Council. He continued, however, to be a member of the Executive Council until he retired in 1936. He died many years after the war, in 1959, \n\nWhen Lau Chu-pak retired from the Legislative Council in 1922, he was succeeded by Ng Hon-tsz who was born in 1877 and was compradore to Shewan, Tomes, Ltd. He was a director of the Tung Wah Hospital in 1907 and was a founder of the Tsan Yuk Hospital. He was at various times a member of the District Watch Force Committee, the Sanitary Board and the Council of the University of Hong Kong. He served in the Legislative Council for only two years and died in 1923 while in office. After his death, Sir Henry Pollock remarked at the Legislative Council meeting held on 10th May 1923 that Mr. Ng had always been a \"wise, sound and faithful councillor”. \n\nMr. Robert Kotewall, who succeeded Ng Hon-tsz as a member of the Legislative Council in 1923, was born in Hong Kong in 1880. Educated at the Central School as well as the Diocesan Boys' School, he was a noted English as well as Chinese scholar and was a very good speaker.         "content_text": "24 \n\nT. C. CHENG \n\nfounded a company named after himself. He was also General Manager of Chinese Estate, Ltd., and adviser to the Hong Kong and Yaumati Ferry Company. He was Honorary Adviser to the Chinese Government as well as the Kwangtung Provincial Government. In 1924, he turned down a Chinese offer to be ambassador to England. He was a member of the Legislative Council for 13 years, from 1923 to 1936, and a member of the Executive Council for 5 years from 1936 to 1941. He was created a knight bachelor in 1938.\n\nThe big strike of 1925 was followed by a boycott of British goods and shipping in China until 10 October 1926, resulting in a serious economic depression in Hong Kong. Mainly through the persuasiveness of Robert Kotewall a special loan of £1,600,000 with an interest rate of 5½%, was arranged from the British Government to assist the merchants of the Colony until normal trading was resumed. Because of this, the Chinese gave him the nickname of \"Silver Tongue\". Sir Robert Kotewall died after the war in 1949,27\n\nIn 1929, the Legislative Council was enlarged through the initiative of the Governor, Sir Cecil Clementi, who was a noted Chinese scholar. The number of officials was increased from eight to ten, including the Governor, and the number of unofficials was increased from six to eight. Of the two additional unofficial members, one was to be a Chinese and the other a Portuguese. Thus the number of Chinese unofficials was increased from two to three and the Portuguese community was represented for the first time on the Council by Mr. Jose Pedro Braga.\n\nIn addition to Sir Shouson Chow and Robert Kotewall, Dr. Tso Seen-wan became the third Chinese member of the Legislative Council in 1929. Dr. Tso, born in 1868, studied law in England. In 1896 he started his practice as a solicitor in Hong Kong together with a partner named Hodgson. In 1902, he, Dr. Ho Kai and some other Chinese leaders were responsible for the founding of St. Stephen's Boys College. He served on the Sanitary Board in 1918 and was appointed a J.P. the same year. As early as 1916, he was awarded the honorary degree of LL.D. by the University of Hong Kong, and in 1928 and 1935 was awarded the O.B.E. and C.B.E. respectively.         "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n25\n\nDr. Tso was noted as a very frank, honest and outspoken person. On 26th August 1936 when Mr. (later Sir) M. K. Lo proposed a motion in the Legislative Council that the censorship of the Chinese press should be abrogated, he opposed it by saying that, although he appreciated the principle of the freedom of the press within certain limits, he must ask that local conditions and the interest of the Colony, and in particular of the Chinese community, should be taken into consideration as of first importance. He argued that as there was so much unrest and uncertainty in the political atmosphere in the Far East as a result of Japanese aggression in China, it was very easy and quite natural for the Chinese papers to over-step their bounds by giving expressions to their feelings on matters Chinese. Such expressions, if undesirable and unchecked, might create misunderstandings outside and stir up trouble inside the Colony. He advocated that prevention was better than cure; for, if bad feeling or bad blood were stirred among the masses, especially among the less intelligent sections of the Chinese community, it would be most difficult to restrain or pacify. He felt therefore that Government should continue to censor the Chinese press, although the better controlled English press needed little, if any, censorship. Although Lo's motion was also opposed by other members and was lost, Dr. Tso's frank remarks led to fierce criticisms and even hostility against him by the Chinese press and the Chinese public. This was probably the cause of his resignation in 1937.\n\nIn 1931, when Sir Shouson Chow left the Legislative Council, he was succeeded by Mr. Chau Tsun-nin, now Sir Tsun-nin Chau. Sir Tsun-nin, born in 1893, is the seventh son of the late Chau Siu-ki who was acting Legislative Councillor in the years 1921, 1923 and 1924. Having received his early education at St. Stephen's Boys College, he completed his university studies at Oxford. He was then admitted to Middle Temple and became a barrister. In 1914 he returned to Hong Kong and, after practising as a barrister for a few months, turned to business. He was appointed a J.P. in 1923 and a member of the Sanitary Board in 1929. He was a member of the Legislative Council from 1931 to 1939, and was awarded the C.B.E. in 1938. After the war he was appointed to the Executive Council and was created a knight bachelor in 1956. Sir Man-kam, born in 1893, was the eldest son of the late Lo Cheung-shiu, J.P., who was Chairman of the Tung Wah Hospital in 1915. He was also the son-in-law of the late Sir Robert Hotung. Sir Man-kam went to England to study law in his youth and later founded the solicitors' firm, Messrs. Lo & Lo, his partner then being his younger brother, M. W. Lo. He was appointed a J.P. in 1921 and served on the District Watch Force Committee, the Sanitary Board and many other Boards and Committees. He was Chairman of the Tung Wah Hospital in 1929 and was a member of the Legislative Council from 1936 to 1941. After the war he was appointed to the Executive Council and was knighted in 1948. Sir Man-kam was not only a brilliant lawyer but also a very conscientious and outspoken member of the Legislative and the Executive Councils in his time. His views and advice were always highly esteemed by the Government. He died suddenly in 1959.\n\nIn his book Via Ports, a recent Governor of Hong Kong, Sir Alexander Grantham, had this to say about Sir Man-kam: “Out-standing amongst them (i.e., Executive Council Members) was Sir Man-kam Lo, whose death in 1959 was a great loss to the Colony. He had a first class brain, great moral courage and a capacity for digging down into details without getting lost in them. I can picture him at a meeting of the Council when some difficult or controversial subject was under discussion. Another member would be expounding his views. From the glint in 'M.K.'s' eyes and the way his lips were moving, I knew he had something forceful to say. I could hardly wait for the previous speaker to finish and to hear 'M.K.' Then again, when a complex but dull matter was being dealt with by the circulation of papers, on which members would write their opinions, I would look to see what 'M.K.' had written and, as often as not, save myself the tedium of reading all the other minutes. He was appointed a J.P. in 1933 and was a member of the Legislative Council from 1939 to 1941. After the war he served as a magistrate and was awarded the O.B.E. in 1951. He has been in retirement since 1958.\n\nBesides the above, there were three persons who served at one time or another for short periods on the Legislative Council.         "content_text": "THE BEGINNINGS OF TAIPINGSHAN\n\n75\n\nevery piece of ground and every house in the island downwards, morally speaking, were they to do so, they would be little better than robbers.\" But whatever the morals of the removal of the bazaar lot-holders, the Notification of 25 July produced the desired result for, by the beginning of September, there had already been a movement to the west to the area designated. The Hong Kong Register on 3 September 1844 somewhat uncharitably, and ignorantly since they were at this time still the official Government organ, expressed dissatisfaction with the \"Chinese village rising to the westward of Victoria\", but modified their opinion on discovering that many of the houses belonged to the 'squatters' dislodged from the Upper Bazaar who were allowed to find temporary sites until they could rebuild on land allotted to them for the purpose by Government. The area referred to was being built up fast during the month of September and opposite it, on the northern side of Queen's Road, a Government Market was erected, 18\n\nEventually, Davis's expenditure on levelling the site and providing compensation was approved at home.19 But before even the reply had left the Colonial Office, Davis received a petition from the Upper Bazaar lot-holders, praying for monetary compensation in addition to the 'rent holiday' proposed. On consideration of this petition whilst Davis was absent inspecting the new consulates in the northern ports, the Executive Council decided that the rent payable on the new allotments in Taipingshan should commence in January 1849, and not in January 1848 and that the registered holders of \"decent Chinese houses\", 81 in number, should receive $40 dollars each. Two English lot-holders in the area, Oswald and Porter, were allowed compensation on a rather more liberal scale, having refused to move. In communicating this arrangement to the Colonial Office, Davis commented that if the question of the Upper Bazaar Lots had first come up during his tenure of office, he would have allowed the tenants to retain possession, not only because to do otherwise involved a violation of rights, with a consequent heavy expense for Government in compensations, but also because of the obloquy to which Government had been subjected in the Press20\n\nThat is how Taipingshan originated. THE COLONIAL SECRETARY ON THE SUBJECT OF A NEW CITY MUSEUM FOR HONG KONG.\n\n24th May, 1971.\n\nDear Sir,\n\nA NEW CITY MUSEUM\n\nAt a meeting of the Council of the Hong Kong Branch of the Royal Asiatic Society held earlier this year, the question was raised as to whether we, as the executive committee of a Hong Kong learned society, could, with advantage to all concerned, formulate our views on the above-mentioned subject which is exercising the minds of many residents of this Colony at the present moment.\n\nThe members of the committee were unanimously of the opinion that we should do this, firstly because the main purpose in founding our Society as long ago as 1847 was to foster the preservation, and to encourage the study, of all matters concerning the history of this part of Asia; and secondly and more specifically because in the inaugural address of our first President, Governor Sir John Davis, he urged the adoption by the young Society of two practical aims in addition to the lecture and discussion programmes usually adopted by learned societies. His suggested aims were the establishment in Hong Kong (a) of Botanic Gardens, and (b) of a City Museum. A brief statement concerning what was accomplished towards achieving these aims about a century and a quarter ago was recently made by Dr. J. R. Jones, the past President of this Branch of the Society, in his letter published in the South China Morning Post on Friday, 18th December, 1970, under the title of \"Sir John Davis, and Hong Kong's First Museum\".\n\nAfter some discussion which was purposely confined to generalities, and did not extend to the consideration of details, it was unanimously decided that we should support the proposal that the present museum should be re-organized and that the opportunity should then be taken of re-housing it in a new and specially designed building situated on a site chosen for its suitability and adaptability rather than for reasons of expediency.",

Bayard, was very pleased with Tseng's friendly attitude to the United States in his article. Cf. Foreign Relations of the United States, 1887, No. 168, Bayard to Denby, May 7, 1887.\n\n* Ho Kai (Ho Ch'i) was born on 12 March, 1859, the fifth son of the Rev. Ho Jun-yang. Ho Kai obtained his Bachelor of Medicine and Master of Surgery degrees from the University of Aberdeen in Scotland, 1879, and was admitted to Lincoln's Inn on 29 April, 1879. He was called to the Bar on 25 January 1882. Ho Kai was admitted to practice as a barrister in the Supreme Court on 29 March, 1882 after he returned to Hong Kong. From 1882 onward, Ho Kai appeared to be an educationalist, reformist, revolutionary etc. Ho died in September 1914. At the time of his death he was a Member of the Legislative Council of Hong Kong and had been knighted for his public services in 1912. See the account given at pp. 12-16 of T. C. Cheng's \"Chinese Unofficial Members of the Legislative and Executive Council in Hong Kong up to 1941” in JHKBRAS Vol. 9 (1969). After Ho's article was published in the China Mail on 16 February, 1887, it was translated into Chinese entitled \"Shu Tseng Hsi-hou Chung-kuo sheng-shui hou-hsing lun-hou\" by his friend Hu Li-yüan (1848-1916) and was published in the Hua Tsu Jih Pao on 11 May, 1887. Among the Kaifongs themselves, a Joint Kaifong Research Council and, since 1968 a second federation, the Council of Hong Kong and Kowloon Kaifong Associations serve as co-ordinating bodies. Today, there are 54 Kaifongs, claiming a total membership of over 850,000 people.\n\nThe Kaifong associations of Hong Kong are traditional Chinese organizations, whose roles are very similar to the overseas Chinese institutions. The welfare functions of the Kaifongs are comparable to the welfare functions of the district and dialect associations. They form some sort of social security system in places where the government does not always provide such a service for the Hong Kong residents. Thus they give out relief, render medical services, open Chinese language schools and offer death and burial benefits. They encourage mutual-aid and friendliness. Like the district and dialect associations in the overseas Chinese communities, the Kaifongs are community-wide associations. However, the membership of the Kaifongs is neither based on ethnic grouping, nor on dialect grouping. Rather, Kaifong membership is based on the place of residence.\n\nThough the Chinese population is not a numerical minority in Hong Kong, the Chinese here are a minority in the social and political sense. They do not have direct representation in the Legislative and Executive Councils. Elected representatives only sit on the Urban Council, the municipal body which takes charge of civic amenities, public health and environmental sanitation. Socially and economically most Chinese stand at a number of disadvantages when compared to the European élite. Although there is no system of indirect rule in urban Hong Kong, the Kaifongs act as one of the principal intermediaries between the authorities and the people. The Kaifong leaders, being community \"notables\", are very appropriate intermediaries between the Government and the general public. They also act as arbiters of disputes. By tradition, the Chinese are adverse to approaching Government officials directly or going to law for the settlement of disputes. They prefer mediation by a third party.         "content_text": "THE DISTRICT WATCH COMMITTEE: 'THE CHINESE EXECUTIVE COUNCIL OF HONG KONG\n\nH. J. LETHBRIDGE*\n\nAn American political scientist, Lennox Mills, concluded after a period of research in Hong Kong that the District Watch Committee was 'in reality the Chinese Executive Council of Hong Kong'. Yet ‘legally', he continued, it is merely a committee of fifteen Chinese who meet under the chairmanship of the Secretary for Chinese Affairs to manage the District Watch Force\" — in 1941 a body of some 120 Chinese constables and detectives recruited and paid for by the Committee for the purpose of patrolling predominantly Chinese districts of urban Hong Kong Island and Urban Kowloon. The 1941 Committee contained the five names of the Chinese unofficial members of the Legislative and Executive Councils as well as a number of extremely rich and influential Chinese, all of whom sat on various interlocking committees and boards. The Committee, needless to say, because of its prestigious membership, exercised political power within the Chinese community: it was, therefore, a group listened to and cosseted by the government.\n\nThe purpose of this paper is to trace the development of the District Watchmen Force, a constabulary body, from its inception in 1866 and to show how its Committee of Management acquired over time prestige, status and power so that it became, as Lennox Mills wrote, 'the Chinese Executive Council of Hong Kong'.\n\nWhen the Island of Hong Kong was ceded to Britain in 1842, some Englishmen assumed its Chinese inhabitants were a chance collocation of poor peasants, piratical fishermen and unkempt\n\n* Mr. Lethbridge is Senior Lecturer in the Department of Sociology, University of Hong Kong. The problem still exists but in a more intensified form, and there is no doubt in my own mind that Dr. Jones's oft-reiterated solution-premises of our own — is the ideal one.\n\nBut the cost of that is, at the present moment and in the near foreseeable future, far beyond our financial means.\n\nBut the recent proposal concerning a HONG KONG ARTS CENTRE may well be a practicable solution, and your Council has already taken steps to associate itself actively with this well worth-while proposal. In my view it will be one of the most important subjects on the agendas of Council meetings during the forthcoming year.\n\nCommunity Problems. It is a very controversial point as to how well advised the executive committee of an organization such as ours would be in becoming actively or even theoretically involved in general matters of community interest.\n\nThere is one field however in which your Council felt no doubt about the direction in which its duty lay, and that was in the consideration of the problem of a CITY MUSEUM which was exercising the minds of many resident members of our community earlier last year.\n\nThe members of your Council present at the meeting when this subject was discussed, were unanimously of the opinion that we could and should discuss the subject in council.         "content_text": "SIR JAMES HALDANE STEWART LOCKHART\n\n61\n\nCouncil to fill the vacancy caused by the removal of the Chief Justice from that body; and in 1891 he was made a member of the Executive Council. In that year he was also appointed chairman of the Board of Examiners in Chinese and chairman of the Governing Body of Queens' College,17 the oldest Government Anglo-Chinese secondary school in the Colony. In 1895 he was appointed Colonial Secretary in conjunction with his office of Registrar General, 'the first time in the history of the Colony that such a combination had ever taken place and which it was believed was effected for purposes of economy.' At the same time he became Rector of the College of Medicine for Chinese, from which Sun Yat-sen had graduated in 1892. Lockhart in 1895 was, then, the most important official, apart from the Governor, in the Colony and in charge, through his joint appointment, of both Chinese and European affairs.\n\nIn 1898 the leasing of the New Territory (as it was first called) from the Chinese Government for 99 years gave Lockhart yet further employment. The New Territory was an area of 365 square miles, consisting of a portion of the Chinese mainland lying immediately to the north of the Colony; it contained about three-fifths of the Chinese county of San-on (Hsin-an), one of the smaller administrative districts of the Kwangtung Province. In March 1898 Lockhart had proceeded to England on leave of absence but he returned hurriedly to the Colony on 2 August 1898 as Special Commissioner under instructions to inspect and report upon the territory acquired under the Convention of 9 June, 1898. Having completed his inspection he returned to England on 31 August, 1898, by The Empress of India, and submitted a detailed report on 8 October, 1898.19 Thus in less than a month Lockhart had visited the entire district to be taken over, had made assiduous enquiries, and had mapped out, as it were, the entire social and economic organisation of the area.\n\nLockhart returned from his interrupted leave on 3 February, 1899, and on 11 March was appointed to be the representative of the Government of Great Britain for the purpose of fixing the exact boundaries of the extension. By the Convention the boundaries were only indicated generally and provisions had been made for their more exact determination 'when proper surveys have been made by officials appointed by the two Governments.'20 Lockhart",

        "content_text": "YAUMATEI TYPHOON SHELTER, HONG KONG, \n\n1903-1915* \n\nA. J. S. LACK \n\nThere are many things in the port of Hong Kong which are taken for granted. One example which is quite remarkable in its own right is the typhoon shelter at Yaumatei, Kowloon. This shelter has provided refuge for local craft in any number of typhoons since it was completed; but it is not its present use on which I intend to speak to you today, but rather to give an account of the events which led to its construction as these are to be traced in the records of the proceedings of the Legislative Council of Hong Kong†.\n\nThe story goes back to 1900 when a very severe typhoon caused a great deal of damage in the Colony. Following that storm and in the years 1901 and 1902, many demands were made that the Government should do something to afford greater protection to the boat people in Hong Kong during the typhoon season. There were then none of the sophisticated means whereby the course of a typhoon could be accurately plotted several days before striking the Colony. Indeed the nature of these storms was simply not understood at that time, and in the early days of the century and before typhoons would strike without warning and frequently caused extensive damage and loss of life. There were, however, within the harbour some relatively sheltered anchorages and unreclaimed bays in which the fishing people and the boat population in general could take refuge during storms. But there was only one artificial typhoon shelter at that time. This was a small shelter at Causeway Bay, constructed in 1883.\n\n* An Address given to Kowloon Rotary Club on 26th December, 1972. * Mr. Lack is the Principal Marine Officer in the Marine Department, Hong Kong Government, and has lived and worked in Hong Kong since 1953.\n\n† In 1913 when a new edition of the Laws of Hong Kong was published, the Legislative Council of the Colony consisted of the Governor, the Senior Military Officer, the Colonial Secretary, Attorney General and Treasurer, plus up to three other Official Members and up to six Unofficial Members. However, rabid critics of the Committee in the foreign population claimed membership on the Committee did not necessarily confer respectability or responsibility. It was claimed that \"it is undignified on the part of the Government to treat with the often illiterate managers of a Hospital fund as if they possessed official powers over their fellow countrymen\". (C.M. Dec. 3, 1875). The Governor Sir Arthur Kennedy was charged with extending to \"men whose positions were of the humblest nature, a sort of patronage which vastly inflated their self-conceit.\" (C.M. Nov. 8, 1875). \n\nThese criticisms, however, in no way affected the prestige status given to the Tung Wah Directors by the Chinese community. It recognized the men it elected as those who had fulfilled the achievement standards accepted by the community, \n\nIn time the exclusive prestige value of the Committee was diminished by Government appointment of Chinese representatives on the Legislative Council and the reorganization of the District Watchmen's Committee into a status group. Lethbridge, \"The District Watch Committee: \"The Chinese Executive Council of Hong Kong'\", JHKBRAS 11 (1971), pp. 116-141. \n\nThe Tung Wah Committee became responsible on behalf of the Chinese Community for being host to visiting Chinese high officials. A number of the Directors had themselves acquired an imperial degree and hence were of a sufficiently elevated rank to mix socially with their guests. Several of the Directors later entered Chinese government service holding office in the diplomatic corps. \n\nYou will note in some of the museum's old photographs of the Tung Wah functions and in the reproduction of the pictures of the first Committee members that some are dressed in Mandarin costume, wearing the feathers and buttons of the appropriate degree. These they had purchased rather than earned through the literary examination system. Sometime the degree was awarded in recognition of some particularly generous contribution for the welfare of the people of China. Whatever the reason for the degree its recipient was given social deference. Those who had acquired such honours conferred status upon the Tung Wah Committee as a group. \n\nThough in Hong Kong today the Tung Wah Hospital Directorship is not so exclusively the status group of the Chinese community, it is still recognized as a mark of achievement to be sought after.",

Or it may be that several individuals will tacitly be recognized as the responsible leaders.\n\nAssociated with the ancestral temple is a clan council which serves in an executive capacity. The number of members in this council may be fixed, as reported by Leong, or it may include all the Chia-chang. If the size of the council is fixed, the positions may be filled by popular agreement amounting to election, or in rotation by the various Chia-chang.\n\nIII\n\nThe administrative and judicial affairs of the clan are managed by the officers of the ancestral temple. Most clans, through this temple, possess an estate, either in the form of productive farm lands set aside by former clan members, or as a revolving fund raised at some time by popular subscription. This estate the clan council has the duty of administering for the profit of the clan. As an added incentive they will often be granted a larger share of the yearly income from the estate. Regular and necessary expenses to be met from this fund are for the upkeep of the ancestral temple, the care of the graves, and the periodic ceremonies of worship, with their attendant feasts and theatricals.\n\nCharities also come under the jurisdiction of the clan leaders, for poor relief has been in the main a traditional familist concern in China. Poverty is commonplace, and in many areas it is very intense. The care of the poorer members of the clan, and of widows, children and aged who have no other means of support, must be attended to by the council of leaders. Rewards in the form of annual grants are often given to the scholars of the clan. To families\n\n1 Leong, Y. K. and Tao, L. These are quite complicated. Clan estates are sometimes quite large: Tang, Chi Yu; An Economic Study of Chinese Agriculture, p. 236, gives an example of six villages in Swatow, Kuangtung, a province where clans are strong. It has since disappeared, but the photographs which this note supplements reveal how imposing and sumptuously furnished a home it once was.\n\nThe owner\n\nSir Paul Chater, born on 8 September 1846 of Armenian parents from Calcutta, arrived in Hong Kong in 1864. His career began in a bank, but he soon went into business as an exchange and bullion broker and later ventured into various successful commercial enterprises. He established the Hong Kong and Kowloon Wharf and Godown Company, having been authorised by two ordinances in 1884 to construct piers and wharves in Victoria harbour, and was a co-founder (with Jardine, Matheson & Co) of the Hong Kong Land Investment and Agency Co Ltd (now better known simply as \"Hong Kong Land\"); later he formed the Hong Kong Mining Company to exploit deposits of iron ore in the New Territories and operated coal mines in Tonking. He was a public-spirited gentleman who initiated the Praya reclamation scheme in 1887 and campaigned vigorously for acquisition by Britain of the territory where he later discovered iron. Chater served as an unofficial member of the Legislative Council for nearly twenty years, elected to that position by his fellow Justices of the Peace, and was one of the first unofficials to be appointed to the Executive Council.\n\n*Plates 24-32 illustrate this Note,",

        "content_text": "the future we hope it may be possible to organise a small group to visit cultural sites in Thailand (e.g. Chiangmai, Pimai, Sukhothai and Ban Chiang). December might be particularly convenient in view of the projected Hong Kong-Chiangmai direct service by Thai International from April 1. Another small group may be able to visit South Korea at Easter 1980, in cooperation with the Korean Branch of the Royal Asiatic Society. Plans for these visits have to be made many months in advance and many members have found it necessary in the past to withdraw after initial arrangements have been made. Some sixteen members, for example, withdrew from the proposed Darjeeling-Sikkim visit after payment of deposits which were fully refunded. But this entailed a substantial amount of rearrangement of aircraft, hotels, ground transport, and so forth. Although recent and forthcoming excursions are arranged on a 'break even' basis for the Society, they are at considerably less cost to participants than for individual travel; and it may be necessary to consider levying some non-refundable service charge in future to protect the Society's financial interests. I would like to thank Dr. Shaw for all the time and effort he has put into these excursion arrangements and I am sure those who have participated would wish me to do so. Janie Thomas of Urbis Planning Design has also offered to include interested members of our Society in a trip she is planning for later this year to Shanghai and Peking.         "content_text": "THE CHINESE CHURCH, LABOUR AND ELITES AND THE MUI TSAI QUESTION IN THE 1920's 103\n\nto England had continued the campaign to bring the Hong Kong situation to the attention of the British public. The Haselwoods and other interested people had enlisted the support of the Anti-Slavery and the Aborigine Protection Society, the Industrial Committee of the National Council of Women of Great Britain and Ireland, the Women's Committee of the Fabian Society, the International Woman Suffrage Alliance, the League of Nations Union, as well as Members of Parliament.\n\nIn Hong Kong a team of volunteer lecturers had spoken in churches, schools, the YMCA, the YWCA, and labour unions. One of the members had paid for the services of a professional lecturer to address passengers on boats travelling between Hong Kong and Canton.\n\nLiterature was produced both in English and Chinese. All the Parliamentary questions and answers were translated and sent to the Chinese press, along with original articles and correspondence with Members of Parliament, philanthropists and societies abroad. Locally, a literary competition had been held. The winning entry, a ballad, had been published and distributed both in Hong Kong and throughout China. The cost was underwritten by two wealthy contractors, Mr. Li Ping (probably a Roman Catholic) and Mr. Lam Woo (1869–1932) a founding member of St. Paul's Anglican Church and an Executive Committee member of the Society. A magazine of some 400 pages published by the Society contained articles treating the question in various literary forms.\n\nAt the time of the meeting 1,370 members had enrolled in the Society.\n\nOn instructions from the Colonial Office the Governor of Hong Kong issued a proclamation on April 14, 1922 stating:\n\nSlavery is not allowed to exist in the British Empire, and therefore it must be understood that mui tsai are not the property of their employers. HAAN*\n\nIn this article I shall examine the special governmental structure which came into being in the Shanghai International Settlement,1 and which was virtually unique among colonial or semi-colonial territories.\n\nPut succinctly, the Settlement had the following characteristics:\n\n1. It was a territory which had explicitly been set aside by the Chinese authorities (in 1845 on the basis of the 1842 Nanking Treaty) in order that foreigners might live in it and conduct their trade from it. For the rest it was surrounded by Chinese territory, different from, say, Calcutta, Bombay, Colombo or Batavia, which all lay in foreign-dominated areas, if not originally then eventually.\n\n2. It was never the possession of any one single Western power. In this it was distinct from, e.g., Hong Kong, Singapore or Macau. In practice, this meant that no single foreign country was ever able to convert the city into a colony of that country, or to claim sovereignty over it.\n\nIn the crown colonies, government was conducted by a Governor who was appointed by the home country, and he was assisted by an Executive Council, equally appointed by the authorities; furthermore, there was a Legislative Council which consisted partly of official, ex officio, members and partly of non-official\n\n* Mr. Haan is a student of the University of Amsterdam.",

        "content_text": "37\n\nLater, in 1861, it was again stated that \"this Municipal institution (is) founded upon the consent and concurrence of the whole community (...)\" There were even reminiscences of a contract theory à la Locke in a very elaborate article by the editor of the North China Herald on \"Led Horses\" (which at the time were forming quite a nuisance): \"That Britannia rules the waves' is the firm belief of all her sons, and they feel too that her onward march to almost universal dominion as it would seem, is to be traced solely to their obedience to her laws. All men are equal by virtue of their birth and under this conviction the only law that prevailed in the beginning was Club law. The administration of this Code, however, proved to be so fatally inconvenient that men in self-defence met together and voluntarily surrendered a very considerable portion of their birthright to secure that 'comfort, order and convenience' which they so signally failed to obtain under the equality system. Hence the origins of assemblies or 'meeting of wisemen', from Parliament to Parish vestries. Under this system tyrants have come to grief, and legally constituted authorities have grown up like trees by the waterside and have become the polished corners of the temple in our social system. (..)\"15\n\nNow, whether all these statements about the origin and functioning of representative bodies were correct or not, apparently they were believed in by at least part of the foreign community. At times it was very evident that there was no consensus at all about several questions, and that assertions of such a consensus were no more than a polite fiction, but these beliefs in the existence of and need for, consensus were the basis of the willingness of ratepayers to defend local self-government as an essential part of life. In practical terms this meant that the Public Meeting was considered as the local parliament1 and as such the body which had to approve any measures taken by the Municipal Council.\n\nIt seems therefore appropriate to give an outline of the Public Meeting's procedures and practice, as well as the voting qualifications, before turning to its executive organ, the Municipal Council.",

HAAN\n\nPublic Meetings and the voters\n\nI have already quoted some of the articles from the 1845 Land Regulations which dealt with the meetings of landrenters.\n\nThese provisions were still rather crude, but in the 1854 Land Regulations they were refined in the tenth article, and in those of 1869 in articles IX, X, XV, XVIII and XIX. Moreover to the 1869 Land Regulations were added \"Rules of Procedure to be observed at Meetings of Ratepayers\". In article IX it was laid down that \"it being expedient and necessary for the better order and good government of the Settlement that some provision should be made for the appointment of an executive Committee or Council, and for the construction of public works and keeping the same in repair the Foreign Treaty Consuls,\n\nL\n\n1\n\nP\n\nor a majority of them, shall, during the month of February or March in each year, and so early in the same as possible, fix the date for the election of the Executive Committee or Council and shall also during the said months give notice of a public meeting to be held within twenty-one days of such notice, to devise ways and means of raising the requisite funds for these purposes\"; and article XV provided that \"it shall be competent for the Foreign Consuls, collectively or singly, when it may appear to them needful, or for the electors, provided not less that twenty-five agree in writing so to do, to call a public meeting at any time, for the consideration of any matter or thing connected with the Municipality”.\n\nMost Public Meetings up to 1896 were probably held at the British Consulate, although a small number were convened elsewhere. The very first one was in Richard's Hotel on December 22, 1846; later some were held at the Shanghai Library (on April 8, 1861 and August 18, 1864). In 1896 a Town Hall was completed (a new one being opened in 1922) and from that date most meetings took place there. Most of the time the British consul was in the chair.\n\nEarlier we saw that foreign residents thought that municipal government ought to be based on mutual agreement and consensus; but, it might well be asked, whose agreement?         "content_text": "45\n\nwords, to return to the question we put earlier: how representative was the electorate in terms of numbers for the total (foreign) population of the settlement?\n\nFor this we have to rely on scattered figures. Even for the years up to 1865, which I have examined carefully, it is very hard to obtain the necessary data. But apart from details the trend is clear. In 1855 the total foreign population of the Settlement was 2434, while the number of landrenters, all of whom then had the vote, was 107.35 Thus this would mean that 44% of the foreigners were entitled to vote.\n\nEighty years later in 1935, foreigners numbered 38,940 whereas there were 3,852 voters, roughly ten percent. So, although we should bear in mind that in 1935 there were many more children included in the total population number than there were in 1855, with the result that the figure for the potential politically active population should be lower and the figure of 10% somewhat higher, it is nevertheless evident that only a small proportion of foreign residents was eligible for the vote. Far less at any rate than in the 1850s and this notwithstanding the fact that land and house values had gone up very considerably; this could only mean that many foreigners still did not reach the very high standards set by the Land Regulations.\n\nThroughout the history of the Settlement the Chinese who constituted the vast majority of the population were not allowed to exercise the vote at Public Meetings or for the election of the Municipal Council as was of course the case in many countries which enjoyed full colonial status. The reasons for Chinese disenfranchisement have already been quoted from the succinct statement by consul Alcock, but it should be added that only at a very late stage did part of the Chinese population become dissatisfied with their not being represented on the Municipal Council and their inability to take part in elections. In those of 1845 article XX declared that \"the several contributors (of taxes, etc JH) will request the Consul to appoint three upright merchants to deliberate upon and determine the amount to be subscribed by them\". And the 1854 Land Regulations stipulated in article X “meeting of renters of land.. to appoint a committee of three or more persons to levy the said rates and dues ..\". \n\nWith 10 out of the 29 articles of the Land Regulations of 1869 referring to the Municipal Council, this set of Regulations were far more elaborate as to the election and functioning of the Municipal Council than their predecessors. This was mainly caused by the problems several councils had faced in the 1860s as a result of which it was decided to strengthen the powers of the executive. Article XIX laid down the qualifications for a Municipal Council member: \"And no one shall be qualified to be a member of the said Council unless he shall pay an annual assessment, exclusive of licenses, of fifty taels, or shall be a householder paying on an assessed rental of one thousand two hundred taels per annum\". \n\nFrom this it is clear that the qualification for membership of the Council was even more restrictive than that for voting (the threshold for Council membership as suggested by the Commission of 1865-66 was even higher at Taels 1800, but this was changed by the foreign ministers). This was in sharp contrast to the earlier constitutions by which it was theoretically, and even in practice, possible for non-landrenters to sit on the Municipal Council, whereas only landrenters had the vote, thereby indicating that, at that time, the qualification for membership of the Council was more liberal than that for the franchise. In the records of the Settlement's early history (until 1865) two cases have come to light in which a non-landrenter was elected as a member of the Municipal Council, but in both cases there was some opposition from part of the foreign community. \n\nAt the Public Meeting of June 14 1851 three gentlemen were proposed for membership of the executive then still called the Committee of Roads and Jetties, a name it kept until 1854 — William Seton Brown, Clement D. Nye and Edward Langley,37 viz:",

Moreover, the crew of the hotel launch also refused to take him to his ship, and he had to be taken by a government launch instead.1\n\nWhen the strike first became general, there was a consensus in the English newspapers that the fines imposed were the cause. There were doubts as to the legality of the fines, the Daily Press reported,18 and it expressed sympathy for boatmen who had been blackmailed into staging a strike against the French, and then had been fined by the local government for this.19 The strikers themselves protested against the fines. A proclamation posted at Queen's Road by boat people made this clear. It explained that the strike was in consequence of their having been fined by the British authorities for refusing to convey cargo for the French. It went on to implore \"eminent and intelligent gentlemen of your firms [to] be good enough to assist us with the strength of one arm in order that we may not be laughed at by the French.\"20\n\n21\n\nThe Government must also have realized the fatal part the fines played. The Attorney-General himself expressed doubts about their legality. Section XVII of Ordinance 8 of 1858 under which the cargo boats were fined applied only to workers who refused to work unless they were paid more than the stated scale, and not to workers who refused to work at all.22 It is not difficult to see why the Attorney-General should have had doubts.\n\nThe Government, however, chose not to do anything about the fines. At an Executive Council meeting on the 1st October, this issue was discussed, but it resolved not to interfere with the magistrate's decision to fine. The reason given was that, while the strike lasted, the Government should not give the impression that it was yielding to pressure.23\n\nThe English newspapers' attitude to the strike hardened from about this same stage. Withdrawing whatever earlier sympathy it had had for the strikers, the Daily Press suggested on the 3rd that they should be replaced by workers hired from other places even if only to alert the boat people to the possibility that their livelihood was threatened. He believed he had succeeded in persuading them to resume work on the 3rd.25\n\nOn the morning of the 3rd, the police were on the alert, anticipating that the resumption of work would not be trouble free. Extra police were placed on the Praya. Boats did return to the British side of the harbour. As they approached Praya West, they were, as expected, attacked by a group of cargo coolies with stones and bricks, and they promptly moved off again. One of the stone throwers was arrested.\n\nThe stone-throwing stopped when the boats were gone, and the cargo coolies then appeared to turn their wrath upon the rickshaw and chair coolies, wanting them to stop work as well. They started to turn over chairs and rickshaws, pelting coolies as well as passengers with stones. Interestingly enough, the chair coolies resisted being forced into the strike, fighting back at the cargo coolies as did several of the European passengers.\n\nIn the midst of the scuffle, Sikh policemen arrived, and the mob stoned them too. The Sikhs, who were heavily armed with carbines and a good supply of ammunition, got into action at once. They fired into the crowd and cut their way into the crowd with their swords.20\n\nThe Acting Captain Superintendent, having called out all the available men at the Central Police station, sent a request to the Military Barracks for support. One hundred men of the East Kent Regiment, the \"Buffs\", were marched to the scene of the disturbance with fixed bayonets. Their presence seems to have restored order and it was not necessary for them to interfere actively.27\n\nOn hearing of the disturbances, Marsh immediately called the Executive Council, and it met at 11 o'clock on the 3rd.         "content_text": "75\n\nnumber of Chinese women moved to safety in Canton from the 6th onwards.11 On the night of the 7th, a procession going from Hunghom to Yaumati created some anxiety for the police, but it did not lead to any violence.12\n\nThe Executive Council met on the 8th to review the situation, and on the following day, at an extraordinary meeting of the Legislative Council, a bill was passed without any opposition. It was the Peace Preservation Ordinance of 1884 which was to be in force until April of the following year. It gave the Governor power to banish for five years from Hong Kong 38 persons regarded as being suspicious and dangerous characters. It prohibited Chinese possession of firearms, and it enabled the Governor-in-Council at any time to extend the provisions of the Night Pass Ordinance14 of 1870.48\n\nOnly seven of the thirty-eight persons whose banishment had been decreed were found, but the Government believed the rest had already left the Colony. As for arms, 16,000 items of different arms were reported to have been surrendered on the 10th.44\n\nPerhaps because it was now armed with emergency powers, and could now see the return of order, the Government felt it could afford to show leniency toward those rioters who were still awaiting sentence. On the 10th they were tried; several of them were defended by Ho KaiE, a Chinese barrister, and were fined $20.45 This was much lighter than the sentences imposed on the 3rd. The Magistrate had then said that sentences would depend on the progress of affairs, and the new leniency certainly reflects the return of the Government's confidence.\n\nYet, as late as November, cargo boats and coolies still refused to work for French ships. On the 1st, when coolies discovered that they had been unloading cargo transferred from a French ship, they became very agitated.         "content_text": "NOTES AND QUERIES\n\n281\n\ndisturbances were under control to rescind the proclamation invoking emergency powers as soon as the Chinese New Year celebrations were over. But conditions in the colony had not yet fully returned to normal and various wild rumours continued to be put into circulation, including the story that when May arrived the enlarged garrison would make an attack on China and annex further areas of Guangdong north of the New Territories. However, no-one was expecting any serious trouble on the morning of 4th July when the elite of the colony turned out to welcome the new governor.\n\nThe ship bringing Sir Henry May from Fiji arrived off Kowloon point early in the morning and at 10 a.m. Sir Henry crossed the harbour in the government launch to Blake Pier where he was greeted with a salute of 17 guns. He inspected the guard of honour and met the members of the Executive and Legislative Councils, all of whom were well-known to him. Among them was Sir Kai Ho Kai, the senior member of the Legislative Council, who had just received his knighthood, the first ever given to a Chinese in Hong Kong. Sir Kai had strong connections with the reform movement in China, but he had loyally supported the British administration in the measures taken to deal with violence in the colony, and the knighthood was his reward for this as well as for his long career of public service.\n\nThe next part of the ceremonial was the procession to the City Hall. Sir Henry and Lady May took their seats side by side in two sedan chairs, each carried by eight coolies. The chairs were escorted by eight Indian constables, four on the right of Sir Henry's chair marching two paces apart, and four on the left of Lady May's chair. Behind them was a European police sergeant, and he was followed by four more chairs carrying the four daughters of the new governor. This was certainly true of the Chinese elite. A deputation of forty leading Chinese, including Legislative Councillors, the Director of the Tung Wah Hospital and members of the Committee of the Po Leung Kuk and the District Watchmen's Committee, waited on the Governor two days after the crime to testify to the loyalty of the community and their profound horror at the outrage.\n\nThere is little evidence to show how far such sentiments were widely shared by the rest of society. The only surviving Chinese newspaper made no comment and did not even carry a report of the incident.10 The police intercepted a letter from the landlady of the place where Li had been living in which she mentioned casually that her lodger had fired at the Governor 'and most unfortunately missed him'. At least one man saw a good omen in the affair; an Indian shopkeeper when told the news reportedly smiled and said, “Very good joss. That means there will be prosperity for Hong Kong.”\n\nAny deterrent effect of the sentence passed on Li did not last for long. Four months later the Hong Kong government made a further attempt to outlaw the use of coins minted in Canton by persuading the Tramway company to refuse to accept them. Agitators convinced the public that this was an insult to the new Republican government and a boycott of the tramway began in November, accompanied by widespread intimidation and violence directed against those using the trams and Europeans in general. In December the emergency powers under the Peace Preservation Ordinance were once again brought into force by proclamation.12\n\nOn\n\nLi Hon Hing only served six years of his life sentence.13 On 18 June 1918 Sir Henry May informed the Executive Council that he proposed to pardon the prisoner and order his release from prison. When this original lease expired, the industrialists had to pay the market price for their land. But when the renewal became imminent in 1971, the cotton spinners joined force with twenty-six industrial bodies to oppose this re-assessment of industrial land value. They also obtained the support of all the unofficial members in the Legislative Council. Even though the government maintained that the legality and validity of the re-evaluation was incontestable, it finally agreed to modify the statutes in June, 1973, after a protracted confrontation, (Hong Kong Cotton Spinners Association 1973; Miners 1981: 357-359). Yet in spite of their substantial political power, the spinners expressed a passive attitude towards politics. Their views were couched in a common format: 'It would be good if the government would do this and that. But we know these would not happen'. Even the most prominent public figure among them, A22, confessed that he took up unofficial positions in the government because he was invited to do so and he 'hated to say no'. They were hardly the revolutionary bourgeoisie as portrayed by Marx which 'creates a world after its own image'. (Marx and Engels 1967:84)\n\nIn their defensive posture, political vocabularies were conspicuous by their absence. Terms such as democracy, private property, equality, elections and so on were never mentioned. The recurrent phrase was 'peace and stability'. The theme of nationalism, so dominant among American, African and the pre-war Southeast Asian Chinese businessmen (see Seider 1974: 807; Heilbroner 1964: 30-31; Stokes 1974: 557-579; Wong 1975: 117-120), was raised by just two spinners. B1 mentioned this to dismiss the idea:\n\n'In Hong Kong it is money [that accounts for executive turnover]. In South Korea, you can say you are working for your country. But here? He strongly opposed the sending of an investigatory commission from London, which the Colonial Office had been pressing upon him. Peel's views were supported by the Permanent Under-Secretary and officials in London, who advised against any immediate action. A League of Nations commission to enquire into the international traffic in women and children was about to visit the Far East and this gave a good reason for delay, since any sudden change of policy would appear to be either designed to impress the commission or else to be an admission of guilt. Lord Passfield accepted this advice.\n\nFor the next six months the question was allowed to rest. Then in June 1931 Peel again wrote to the Colonial Office, enclosing a long memorandum on the legal position of brothels in Hong Kong written by the Chief Justice, Sir Joseph Kemp. This legal exposition concluded by warning that, though the suppression of all registered brothels might possibly lead to less illicit intercourse, it would probably arouse great resentment if the Chinese brothels patronized by the Chinese were to be suppressed. He continued: ‘I fear the danger of shaking the loyalty of the Chinese community as a whole and their confidence that the government will respect Chinese customs generally. The risk may have to be run, but I think it is a real one. It must be remembered that the Chinese do not view prostitution as we do. They look upon it with a more lenient eye, though excess is reprobated just as excess in other forms of self-indulgence is reprobated. Prostitutes are not social outcasts to the same extent as in 'Western' countries. A prostitute often becomes a highly respectable concubine . . . I realise that this is a very difficult defence to make, especially as the English public do not always realise the delicacy required in ruling an alien civilisation.' Peel offered up a small sacrifice to appease the Secretary of State: he suggested that the seven brothels containing European prostitutes should be closed down. This was not a sign that Peel had been converted to the moralists' point of view; European prostitutes were customarily deported from Hong Kong from time to time, since their presence was considered demeaning to European prestige in the East. This decision to close the brothels employing European, Australian and American women was endorsed by the Executive Council in July 1931.",

MINERS\n\nMeanwhile, at the Colonial Office, Dr. Drummond Shiels, the Parliamentary Under-Secretary to Lord Passfield, had decided that action must be taken by the Hong Kong authorities before the League of Nations commission reported. Having consulted the Colonial Office Medical Adviser, and being assured that the balance of evidence was that the existence of tolerated houses did not keep down the incidence of venereal disease, and that this had been confirmed in the case of Malaya, he proposed that Hong Kong should follow the example of the Straits Settlements and close down all its brothels, beginning with those served by European prostitutes, and the brothels with Chinese prostitutes used by British servicemen. Passfield approved this suggestion and a dispatch on these lines was in course of preparation when the Labour government fell from power in August 1931. The arrival of the Chief Justice's memorandum scarcely modified the draft: the possibility of strong local opposition to the closure of Chinese brothels catering for Chinese clients was noted by officials, but it was pointed out that similar warnings of Chinese resentment had not materialized when the mui tsai system had been abolished. The Governor was advised to proceed cautiously and to attempt ‘to elicit the support of more enlightened Chinese opinion', but it was emphasized that it was the aim of the British government to bring about the suppression of all brothels in Hong Kong. This draft was presented by officials to the newly appointed minister of the National government, Sir Robert Hamilton, who authorized its dispatch.\n\n38\n\nThis directive reached Hong Kong in November 1931. The Governor had been hoping that his pleas for an indefinite delay would be successful and he had just told the Legislative Council that any action would be deferred until after the League of Nations commission had reported.\" But this was not to be, and the Executive Council reluctantly agreed that further registration of new prostitutes should not be allowed and that six months' notice should be given to Chinese and Japanese brothels catering for Europeans. The completion of this stage was notified to London in July 1932. The closure of Chinese brothels catering for Chinese was undertaken much more slowly, and the last of the remaining houses was not closed down until June 1935.         "content_text": "157\n\nlife, but all declined and stated their intention to continue their profession in Canton or Macao.*\n\n42\n\nThe end of licensed prostitution was followed, as Peel had prophesied, by the opening of a large number of sly brothels masquerading as dancing academies, bath houses, or massage parlours. The government had to decide what was to be done and the Executive Council directed that houses containing one or two prostitutes might be left undisturbed by the police so long as they did not constitute a nuisance to the neighbourhood, but that the keepers of larger establishments should be prosecuted, and deported if found guilty.\" There was also a vast increase in the amount of soliciting on the streets, since prostitutes were obliged to advertise their services openly instead of being found in a recognized place of resort. The incidence of venereal disease soon increased among the soldiers and sailors of the garrison: during 1938 24 per cent of servicemen were reported sick with venereal disease (29 per cent in the Navy, 20 per cent in the Army).\" This compared with an infection rate of 7 per cent in 1922 when the tolerated houses were in business. There was also probably a similar increase among the general population; the number of new patients seeking treatment at government venereal disease clinics went up from 3,533 in 1932 to 8,573 in 1939, though possibly part of the increase was the result of the increased availability of treatment and changing attitudes to European medicine.\"\n\n43\n\nAlarm at the extent of venereal disease in the garrison led the Governor, Sir Geoffrey Northcote, to appoint a local committee in 1938 to examine the situation. This included representatives of the navy, army, police and medical services. The committee clearly regretted the ending of the system of tolerated houses six years earlier; the report stated bluntly: \"The results of abolition, namely the increase in venereal disease with its appalling effect upon the defence forces of the colony, and the unpleasant conditions of the streets are much more of a disgrace than the tolerated houses ever were\".\" It was noted that before 1932 any serviceman could identify the woman he had visited and she could be compelled to seek treatment at the expense of the keeper of the brothel; but in the new era there was no means of compelling a prostitute to seek treatment and it was estimated that three-quarters of the prostitutes...\n\n45",

After enquiry through the Hong Kong Library Association, the Council decided to accept an offer from the Chief Librarian, Urban Council Public Libraries, to house our collection in the New Kowloon Central Library on long loan and under certain conditions which included retaining its identity and making it available for public reference.\n\nThe removal proceeded smoothly, and our collection is now on the shelves of the reference section of the Kowloon Central Library. Books are still available for loans to members on production of an updated membership card (now being issued) and, for reference only, to members of the public. A number of Council members attended the opening on 9th September 1985 by Lady Youde. Thanks are due to our Hon. Librarian Mr. Peter Yeung for the considerable work involved in the transfer.\n\nIn the course of making the transfer arrangements and viewing our library in its new home, it became obvious to us how much loving care and effort had been put into its management by our former Hon. After one case Fraser Smith unsuccessfully proposed at an Annual Meeting that his fees be not paid, alleging that he had been actuated by prejudice in advising that there were grounds for expelling Fraser Smith from the Club. I have found no evidence that Francis ever rode or owned horses. However he did run on one occasion. That was in 1880 in the Veterans Flat Race during the Civilian Athletic Sports. He was unplaced off a twenty yard start. T.C. Hayllar won off thirty-five yards.\n\nHe was a member of the Chamber of Commerce, the China Association and the Navy League, and in 1895 accepted the Presidency of the British Mercantile Marine Officers Association. He was also a member of the Gun Club and the Rifle Association. He joined various literary and debating societies. He supported Dr. Cantlie in the formation of the Odd Volumes Society in 1893 observing that he had been connected with many similar ventures during his thirty-three years of residence.\n\nHe was an inveterate lecturer, his subjects ranging from Jesuitism in 1872 through maritime and Asian affairs to the theory of British Advocacy in 1897. He was still lecturing in the year of his death. He was said to be an entertaining, clear and simple lecturer though the China Mail said that his chief fault as a public speaker was \"inartistic redundancy\".\n\nIn 1889 at a meeting of the Literary Society he expressed hope for an elected Legislative Council and objected to heads of departments being members of the Executive Council. In 1893 at the Odd Volumes Society on the subject \"What does Hong Kong want\" he gave the answer “public spirit”, and attacked incompetent officials and harmful legislation.\n\nIn 1899, again at the Odd Volumes Society, he disagreed with the view of an earlier speaker that the British Nation was more vulgar than others and deficient in imagination and gave his own view that the British were disliked by others because of their national self-complacency and arrogance which resulted from the accomplishment of great deeds.\n\nHe played chess and kept open house in his chambers for chess players at 4.30 p.m. on Wednesdays. In 1894 he was involved in a living chess tournament organised to raise funds for the Union Church and held in the grounds of the Hon J.J. Keswick at East Point. In 1897 he took part in the founding of the St. Cecilia Society established to cultivate a taste for music and was its President.\n\nPage 60\n\nPage 61",

        "content_text": "50\n\nSTEPHEN SELBY\n\nPlanning maps for that time show extensive plans for dwelling houses along the alignment of Prince Edward Road out to East Kowloon and the reclamation works undertaken by Ho Kai and Yau Tak (the Kai Tak residential development at Kowloon Bay) were under planning. The plans even show the proposed alignment of a branch railway to Ngau Tau Kok which is very close to the present-day MTR alignment.\n\nJackman was promoted to Assistant Director of Public Works on 1 June 1921 at a salary of £1,000; he had acted in the post for much of the previous year. His responsibilities included overseeing the planning of the Kowloon urban layouts and their implementation, including negotiation over resumption of private building and agricultural lots and arbitrations over difficult cases. In the mid-twenties, the Kai Tak residential development plan failed and the Government took back the partly-reclaimed area in order to form a commercial aerodrome using material dredged from the Harbour. The aerodrome came into use in 1928, although the flying club occupied a corner (as it does now) from about 1925.\n\nIn 1922, Jackman acted Director of Public Works during the sickness of the substantive incumbent, and from 15 May to 29 August of the following year, he again acted during his superior's leave. As DPW, Jackman also served as vice-president of the Sanitary Board and member of both the Legislative and Executive Councils. He was member of the Court and Council of the University of Hong Kong. The period of the mid-1920's was an unsettled one in Hong Kong, reflecting political events in China. A number of seamen's strikes and general labourers' strikes took place causing much uncertainty in the commercial sector and the Government.\n\nH. T. Jackman acted DPW for most of 1927, but at that time was already suffering from ill health. He was seriously ill at the end of the year, and at the St. George's Ball on 7 January 1928 he was invited to the official supper party, but only his wife could attend. On medical advice, he retired at the age of 54 (one year early) on 3 July 1928. He and his wife were given a farewell reception by the Acting Governor, W. T. Southorn, at Government House. The",

Though perhaps the attitudes and policies of the Governors had changed over the years, according to a letter which appeared in 1878 over the name \"Chinese,” there were still giant steps to be taken if any kind of mutual acceptance was to be established.\n\n\"Chinese\" stated bluntly: \"That we Chinese in this Colony are despised individually, collectively, and socially, and that we are ignored as a community (except in a few instances) there cannot be the least doubt. Individually we have imposed on us certain burdens peculiar to our nationality and we receive uncivility and indignity even at the hands of the police, to whom we contribute to pay largely for our protection. In European society we particularly have no status. To correspond socially with Europeans with whom we are daily brought into contact, to be admitted as favoured guests at their dinner table, to have the privilege of counting them as personal friends, are things which no Chinese, however ambitious he may be in other respects, would ever aspire to obtain. As a political body we are unknown. We are unrepresented, and it would be easier to find a fish climbing up a tree, as our adage says, than to see a Chinese Justice of the Peace, or a Chinese member of the Legislative or Executive Council in Hongkong.”\n\nHappily this situation, after exactly 100 years, is greatly altered. Though today things are different in Hongkong, a completely mutual relationship is yet to be achieved between all sections of the community. The colonial status of Hongkong mitigates against equal treatment in all areas.\n\nWith the arrival of John Pope Hennessy as Governor in 1877, the Chinese had an advocate in high places. His so-called \"pro-Chinese policy,\" however, exacerbated the tensions between the foreign and Chinese population of Hongkong.\n\nThe longer he governed, the more he tried to advance the Chinese, the greater became the bitterness and hostility of the European population towards him.",

In this file, Colonial Office minutes are critical of Hennessy's extravagance, note that \"the scheme is evidently Dr. Eitel's with Governor Hennessy's fiat\" and other correspondence (e.g., Eitel first report on the Normal School, in Eitel to M.S. Tonnochy, Acting Colonial Secretary, 19th January, 1882, and his second report enclosed in his letter to Tonnochy of 19th January, 1882) shows that Eitel, the Inspector of Schools, felt that there would be very unfortunate repercussions if the school were to be closed and that the headmaster, A.J. May was even prepared to take a salary reduction (from the original proposal of $2,400 a year to $1,600) rather than see the Normal School break up. In later reports (contained in CO129/202 p. 532f.), Eitel compared the Normal School, with its \"special private tuition and instruction\" in pedagogy, to the pupil-teacher scheme at the Central School to the disadvantage of the latter, and May, in his letter to Frederick Stewart of 19th July, 1883, mentioned the virtues of being able to utilize simulation techniques for the preparation of teachers at the Normal School. The actual end of the Normal School, which had been dismissed as unnecessary in the Education Commission Report of September 1882, was precipitated by A.J. May's insistence, in September 1883, that the students agreed to a bond to teach for five years at a salary rate of $25 per month on their completion of the course. The immediate result was that four of the ten students left for the Medical College at Tientsin, three joined commercial firms, and one became a government interpreter, leaving only two of the original intake, as mentioned above, to become teachers.\n\n33\n\nIn Singapore, a central training college for men teachers using English as the medium of instruction was proposed in 1904 and again in 1910, but the scheme was aborted because of the lack of applications. In Kuala Lumpur, an experimental teacher training course began in 1905, proved successful, and was followed by a two-year course in Penang in 1907. See Wong Hoy Kee, Francis, and Gwee Yee Hean, Perspectives: The Development of Education in Malaysia and Singapore (Kuala Lumpur: Heinemann Educational Books (Asia) Ltd., 1972), pp. 12-14.\n\n34\n\nWhat is certain is that his name does not appear in the Blue Book as one of the Pupil Teachers at the Central School at any time between 1880 and 1885. As noted above, Mok Man Cheung won the Class 1 Mathematics prize in January 1884. He was employed as \"Fourth Chinese Assistant\" at the Central School from September 1884. He did not, therefore, have the time to be enrolled in a pupil teacher's course, which customarily lasted for three years, but he might have taken an examination in \"Pupil-Teacher's Theory\" while studying in Class 1.\n\n35\n\nThe dispute over the opening hours at the City Hall Museum had come to a head in 1880 when the Executive Committee of the City Hall Museum, led by its chairman, William Keswick, attempted to restrict the entry of Chinese to the afternoons. They were opposed by the first Chinese member of the Legislative Council, Ng Choy, and by the Governor, Sir John Pope Hennessy. See CO129/189 p. 476-614 for correspondence, largely unsympathetic to the Committee's discriminatory proposal and including an extract from the Hong Kong Hansard for 1880 reporting a speech by Ng Choy, and CO129/192 p. 438-446 for correspondence which includes Keswick's opinion that racial distinctions should not be abolished with regard to admission to the Museum of the City Hall. The call for separate schools for the different races had been made on a number of occasions in the past, most notably in 1845, 1856, and 1870-1872, but the most recent resurgence of interest and argument about the issue had been provoked by a speech made by the Anglican Bishop Hoare at the Prize Distribution of the Diocesan Boys' School in January",

There clearly was a market for books attempting to bridge the social and linguistic gap between the Chinese and British communities. Also in 1899, for instance, a Lo Sing-lau published his English Self Taught for Chinese at $1 per copy and this went into a second edition in 1904 and a third in 1905, 1904, the year in which Mok Man Cheung produced his English Made Easy, also witnessed the publication of Tang Chi Kun's A Step in English Tongue ($0.80),\n\n41 Letter to the Editor, signed by \"X\", Hong Kong Daily Press, Thursday, 17th January, 1901, p. 2.\n\n42 This assumption is further strengthened by the fact that he made out his will on 28th December, 1917, and that its Probate Number is No. 68 of 1918. I owe this information to Professor Dafydd Evans who also points out the relatively high proportion of \"death bed” wills among the Chinese in Hong Kong at this time. The will itself is serial no. 3135, deposit no. 4, in series 144. It confirms that one of Mok Man Cheung's aliases was Mok Cheuk Lim. An examination of the actual will shows that it was, indeed, a deathbed will and that Mok Man Cheung actually died on 30th December, 1917. The Declaration by Executor before Probate, dated 13th March, 1918, indicates that \"the whole of the personal estate of the said testator amounts in value to the sum of $21,075.53”, certainly no mean sum at the time.\n\n43\n\nThere appear to be no locally-published Chinese language newspapers extant for this period of time. Although the Wah Tsz Yat Po was certainly in operation, unfortunately there is a break in the surviving copies from 18th January, 1917 to 16th February, 1918.\n\n44 The acronym for Queen's College, which was (and is) the current name for the school Mok Man Cheung had attended as \"the Central School\".\n\n45 These are very clear and characteristic indications of his prominence in Hong Kong Chinese society. See, for example, H.J. Lethbridge, Hong Kong: Stability and Change, (Hong Kong: Oxford University Press, 1978), especially pp. 52-102, and Carl T. Smith (1985), especially pp. 139-171. Confirmatory evidence that he was a member of the Committee of the Po Leung Kuk, elected on 20th March, 1909, using his alias, Mok Yeuk Lim, is found in the Hong Kong Government's Administrative Reports for that year, p. C39. If one can assume that another of his aliases was Mok Yuk-chi, confirmatory evidence about his membership of the Committee of the Tung Wah Hospitals can be found in the Administrative Reports for 1913.\n\n46 Even though Mok Man Cheung was certainly successful in a material sense, his name appears neither in Arnold Wright's Twentieth Century Impressions nor in S.L. Woo, The Prominent Chinese in Hong Kong, (Hong Kong, The Five Continents Book Company, 1937) which, though written long after Mok Man Cheung's death, contained reference to several deceased merchants who had been born before 1865. Moreover, he does not appear to have been a member of the District Watch Committee, posited by Lethbridge as the Chinese Executive Council of Hong Kong (Lethbridge 1978, pp. 104-129). On the other hand, Carl Smith's justly-famed index cards reveal that he was involved in many property deals and was, for example, co-proprietor, with Tang Lap Ting and Mok Kun Hiu, of the Wanchai Godown.\n\n47\n\nIn London, a Colonial Office minute in 1907, for example, declared that “I don't think that the fact that Mr. Hee has found an Englishwoman foolish enough to marry a Chinaman is an argument for increasing his salary [as Headmaster of Wanchai District School] (CO129/341, p. 342). Both reflect, as we shall see, the uneasiness underneath the comfortable life of the expatriate in nineteenth century Hong-kong.\n\nCOLONIAL PRESSURE STOPS CONSUL MOVE\n\nIn 1891, Ho A-mei wrote to the newspapers supporting a proposal of the British Foreign Office that a Chinese Consul be appointed for Hongkong. It was an issue which in the past had sharpened differences between Hongkong and the Home Government.\n\nThe matter had first been raised in 1868. When news reached Hongkong at that time that it was being considered by the Foreign Office in London, there was an immediate outcry.\n\nThe Governor, Sir Richard MacDonnell, rushed off a protest to the Colonial Office. He objected not only to the proposal, but also to the manner in which the British Minister at Peking had ignored Hongkong.\n\nThe Governor was not on good terms with the Minister, Sir Rutherford Alcock. He complained that it had been his experience that Sir Rutherford was not concerned about the interests of Hongkong and in his negotiations with China paid little attention to Hongkong opinion.\n\nThe Governor wrote to the Secretary of the Colonies that it was no surprise to him that Sir Rutherford had sent the suggestion of a Chinese Consul to the Foreign Office without consulting or informing the local government, nor had he given Hongkong an opportunity to register its opinion on the matter.\n\nWhen the Governor had eventually heard the British Minister's suggestion, he immediately called together his Executive Council to consider the issue. At that time all the members of the Council were Government officials.",

Governor MacDonnell's views, of course, had been strongly against a Chinese consul in Hongkong.\n\nGovernor Des Voeux consulted his Executive Council and the Chief Justice for their opinions.\n\nAt that time the Council was composed only of Government officials. Therefore the views of the merchants were not directly represented. The fact that they had no voice in privy discussions and decisions caused the merchants to ask for the appointment of unofficial members to the Council. The first unofficial was not appointed until 1895.\n\nThe Governor instructed the Registrar General to ascertain the views of the leading Chinese. He reported that they were strongly opposed. In addition they were quite satisfied with the protection their interests received from the Registrar General.\n\nWhatever may have been the real opinion of the Chinese, the Registrar General would hardly have reported that they were dissatisfied with his services as mediator between the Chinese and the Government.\n\nIn the opinion of the Registrar General, a consul would become a centre of intrigue. This would make difficult the Government's efforts to manage its relations with the Chinese community and would shake the confidence of the Chinese in British rule.\n\nThe Registrar General also informed the Governor that if a consul were appointed, “much of my time which is spent looking after Chinese affairs would have to be spent in watching the Chinese consul and protecting Chinese against the machinations of the officer.\"",

The Surveyor-General was instructed to make the arrangements. For some reason there was no further action on the matter.\n\nThe request for a site was renewed in 1880 under a new administration. The Chinese hoped that the Governor, John Pope Hennessy, who was always kindly disposed to the needs of the Chinese, would support their request and take action.\n\nTheir hopes were not disappointed. He promised to recommend a grant of $10,000 towards building costs and the allocation of a site at Possession Point.\n\nHis proposal was not looked upon with favour by his Executive Council. Possession Point had been previously designated as the Chinese Recreation Ground and was the only public open space in the crowded Chinese section of the city.\n\nMr. Osbert Chadwick, an authority on civic sanitation and hygiene, had been brought to Hongkong to investigate conditions and make recommendations for improvement. He designated the open space at Possession Point as an absolutely necessary “lung” for a dangerously overcrowded neighbourhood.\n\nThis point was raised in opposition to the recommendation of the Governor and the project was put on the shelf.\n\nThe plan for a community hall was revived, however, in 1887 on the occasion of Hongkong's celebration of the 50th year of the reign of Queen Victoria. The questioner did not realise that the proposal had never come before the Legislative Council but had only been under consideration in the Executive Council.\n\nIn reply to the question the Government spokesman said the matter had been under consideration by the Colonial Government and the Governor was to be asked what measures, if any, were contemplated.\n\nA comment for the information of the Under-Secretary minuted on a Colonial Office Despatch contained the following history of the progress of the Sanitary Board's recommendation through the Executive Council. In June 1919 the Executive Council in Hong Kong had considered the proposals of the Sanitary Board but had postponed the matter. The next week it asked the Sanitary Board to supply statistics relating to the classes of work in which children were employed and the hours of work. This report was considered on 24 July, but the Colonial Secretary had concluded that if the education problem were solved, then the child labour problem would solve itself. Though the Executive Council side-stepped the problem, pressure for action was continued by interested groups. At the end of December the Council proposed appointing a Commission to enquire into the conditions of the industrial employment of children and to advise as to the desirability and feasibility of legislation. But as the agitation died down the Executive Council in March 1920 decided to postpone the appointment of the Commission.\n\nProposals passed at a Church of England Men's Society Meeting February 1921\n\nThe example Hong Kong could set for China was a theme which ran through the discussions on child labour laws.         "content_text": "93\n\nas a whole was bitterly critical of the Hongkong Government, and it strongly opposed any suggestion that Government officials should dominate the camp. Mr. Gimson, however, took the view that the Hongkong Government had not ceased to exist, that its authority continued in so far as circumstances permitted, and that, as a matter of practical politics, it was essential that this position be maintained for disciplinary and other purposes unless Japanese intervention was to be constantly invoked. He realised, however, that it was neither possible nor desirable to take a high hand in the matter, and decided to work in with the Communal Councils and trust to time to calm feelings and produce a modus vivendi. He was so far successful that a day or two before we left the camp a resolution asking him to accept the Chairmanship of a reconstituted Council was signed by 1,300 British internees, and the existing British Council tendered its resignation to enable the change to take place. It was clear from this that there was no hostility to Mr. Gimson personally, but the stubborn determination to prevent the \"old gang\" from getting in and \"bossing\" things remained undiminished, and it was tacitly agreed that Mr. Gimson's assumption of the Chairmanship would not involve the placing in executive positions in the camp of the senior Cadet officers.\n\nOne of the rather curious consequences of the \"continuing jurisdiction\" theory is that the Police Courts continued to function, though of course on a very limited scale. Persons were tried and sentenced by the Magistrate for theft. The Chief Justice even declared his readiness to hear certain classes of civil actions, and he did in fact make a decree nisi in divorce proceedings begun before the Japanese occupation,\n\nIt will be noticed that the Japanese interfered actively very little in the internal affairs of the camp. However, they interfered negatively to a great extent, by insisting that nothing was to be changed without their consent, and by refusing to give their consent even in quite trivial matters. They themselves kept aloof. I made repeated written representations about the status of myself and the rest of our Embassy and Consular party and asked for interviews, but received no replies, and it was not until July 20th, when I was about to leave the camp, that I was able to exchange a few words with Mr. Nakazawa, the camp superintendent. Since the development of Nationalism in China, it has had to wage an incessant struggle to maintain, and to prevent encroachments upon, its privileges, especially in such matters as taxation, and interference with the administration of justice and the police. In the last resort, of course, controversial issues have to be adjusted between the Chinese authorities and the Consular Body, and the success of the Council in upholding the status of the Settlement depends upon the support accorded to it by the Foreign Consuls. But unless the Council had taken the initiative and watched very jealously over its privileges, the administration would have taken a very different form from what we see today. It must be considered remarkable, when you come to think of it, that from the early eighteen-sixties a succession of men — mostly merchants with little or no municipal experience, should have administered the Settlement in an honorary capacity, in such a manner as to develop a huge, well-governed, and normally peaceful city out of an area of marshy ground. Although for political reasons the Council has not been popular with Chinese officialdom, the presence within its boundaries today of nearly three million Chinese is evidence of the confidence reposed in it by the ordinary Chinese.\n\n\"Anglo-American interests still predominate in the Settlement. Ever since the amalgamation of the American and British areas in 1863 there has been the closest co-operation between the American and British communities. An American has on several occasions been Chairman of the Council. An American citizen has for the past ten years occupied the highest executive post in the Council, that of Secretary-General. Until comparatively recently the Foreign Councillors were invariably Europeans or Americans. In addition to Americans or Britons, Germans, Russians, Scandinavians, and others have at various times served upon the Council. The growth of the Japanese population, which increased from 736 in 1900 to 7169 in 1915, made it only reasonable that there should be a Japanese representative on the Council, and the first Japanese Councillor, Mr. Ishii, took his seat in the latter year.         "content_text": "318\n\nThe origins of the Grand Council, which served as the highest executive body under the Emperor in the Qing government from the first quarter of the eighteenth century, are clarified for the first time. It was not created one day through act of parliament. Nor was it the accidental survivor of a military planning group as its Chinese name might suggest. Bartlett shows the transformation from direct imperial personal rule (Yongzheng's ad hoc arrangements of the Military Finance Section, the High Officials in Charge of Military Strategy, and the palace memorial system) to joint monarchical conciliar administration (Qianlong's regularization of the Grand Council). The development of an inner court to offset the rigidity and limitations of the outer court is traced, and we are shown how the Qianlong Emperor adapted to the increasingly complex demands of ruling China. The Kangxi Emperor (r. 1662-1722) was brilliant, but could rely on raw Manchu force to rule; Yongzheng and Qianlong had to use more \"Confucian\" means, at the same time surviving the factionalism of the imperial family.\n\nBartlett has not simply used the Qing archives to sketch political events, or to mark the stages of development of the Grand Council. She has used provenance to enlighten us on process, and has gained an understanding of the whole range of communication that passed between Emperor, grand councillors and provincial officials. This system has been researched before, but no one has gone into such detail on the forms of communication and the act of decision making. The grand councillors knew that control of information flow led to control of decisions. As the palace memorial system expanded from a secret, personal channel between the Emperor and a few officials to a broader, prioritized but more impersonal avenue, the councillors and their clerks injected themselves into the process. Before long they perused memorials, drafted summaries and proposed imperial replies (see, for example, pp 98-101).\n\nThe tension between Emperor and officials, and among officials, was conceptualized by Joseph Levenson in his trilogy Confucian China and its Modern Fate.         "content_text": "214\n\nequip another ship for their own salvage purposes\n\nLiu emphasised that all the influential Cantonese merchants agreed with him - \"at the request of 100 odd men in Hong Kong\", a merchant's society was formed “to protect their properties and industries in Canton\". \"For these men cannot afford to sit tight and see their interests seriously impaired by unscrupulous or theory-laden politicians.”\n\nThe Governor was obviously impressed by the scheme. He passed the scheme immediately to the British Consul in Canton, and thence to the British Consul in Beijing. He also informed London that Liu Zhubo was requested by Chen Jiongming to organize an Advisory Committee for the Canton Government. This committee was modelled after the Legislative Council in Hong Kong and would “possess the power of the executive Council\" for the new Canton government.\n\nFor this proposed co-operation, Liu Zhubo planned a three-day trip to Canton in March 1921. On this trip, he submitted a six-page report to the Governor of Hong Kong. During his stay in Canton, Liu recorded that - while Sun Yat-sen and Wu Tangfing gave him little attention, it was General Chen Jiongming who, according to Liu, \"accompanied me whenever I went\". While \"the veteran Doctor Wu discoursed on spiritualism... the redoubtable Doctor Sun gave a dissertation... on what appeared to be a form of communism\", it was General Chen that discussed in secrecy with Liu on the scheme of a proposed new government.\n\nThe meeting ended with the agreement that Liu's son would be appointed member of the Executive Council for the new government \"so things could be done in his name\". Liu Zhubo, as well as the Governor of Hong Kong, however, doubted the leadership qualities of Chen Jiongming who was \"neither by birth nor by temperament fit to be the representative of Kwangtung (Guangdong)\".         "content_text": "2\n\nCouncillors (of whom 20 would be elected from both Chinese and expatriate jurors, or property-holders of a certain value with residential qualifications), and potentially extendible functions. However Young's successor, Sir Alexander Grantham, soon had second thoughts which were warmly shared by his Executive Council (Exco) advisers, and the plans were put into cold storage, to be quietly forgotten. They had seemed to reduce the wholly centralised powers of the Governor-in-Council, besides being of apparently little interest to a mobile and volatile Cantonese population, passing by customary right freely to and fro across the international border, and more concerned with rebuilding their lives after the war's privations. Besides, the Communist victory over the Chiang Kai-shek Nationalists, and the declaration of the People's Republic in 1949, created a new set of problems. It became common parlance that Hong Kong was \"different.\" Unlike African, Caribbean, Asian and Pacific colonies, it could not be built into a Nation.\n\nIn facing such a novel threat there were cultural divisions within Hong Kong's administration in the 1950s and 60s that commentators have often overlooked. The most obvious was that between those prisoners-of-war or internees during the Japanese occupation who had been judged physically fit to return to post-war duties, and their colleagues who either had fought throughout (in China or in other theatres) or had been recruited subsequently but had served in no other territory. They might differ in their views of what threatened stability, but were in agreement that nothing should, in the cant phrase of the time, \"rock the boat.\" All tended to accept what is now dubbed the economic 'trickle-down' theory, that what was good for the businessmen who dominated the Colony's appointed Councils was good for their employees - and equally for a large proportion of the population that had voted with its feet by flooding into Hong Kong to escape Communism, and also to find employment until it might seem safe to exercise their right to cross the border again and go home. But it seemed to some observers that those who claimed to understand and to love the Colony best had least faith in its unsinkability.\n\nA smaller but growing subset consisted of those colonial servants who had been transferred to Hong Kong within Her Majesty's Overseas Civil Service (HMOCS) from other territories, usually upon the grant of independence, or who had accepted fixed renewable contracts as mature entrants (\"retreads\"). Some of what was collected may have been too near the knuckle, some was rather too easily discounted as mere \"gossip,\" important though that might be as a reflection of influential belief at the grass roots, and some may have hurt the dignity of those who had the existing duty of intelligence-gathering. The governor was persuaded to drop the experiment as proving trivial.\n\nBut Trench also showed interest in another interloping proposal that, in the absence of any generalist government institutions to supplement the Secretary for Chinese Affairs (SCA)'s advisory staff (who liaised with the various kai fong (Neighbourhood) Welfare Associations, Clansmens' Associations and Residents' Associations, which were often self-perpetuating), District Officers (DOs) should be appointed in the urban areas; these should have certain executive functions, fewer than those of their colleagues in the New Territories so as not to encroach on the licensing prerogatives of the Urban Council, but sufficient to ensure that all should know of their existence and, above all, of where their offices were. Primarily they should oversee and co-ordinate the activities of the various professional and technical departments in their bailiwicks, but also, like paternalistic mandarins, inquire into, report upon and seek answers to the needs and concerns of the inhabitants. This suggestion was effectively smothered by a DCS who was unable to understand what such DOs might achieve in a city that existing institutions did not already adequately do: the concept of such junior, peripheral, government officers being responsive to people, as opposed to being mere executive agents responsible for essential infrastructural public services, was alien.         "content_text": "course, think about The Little Man; it can't think about little men.\" This is not to decry what individual officers could, and usually did, do for personal complainants in specific cases.\n\nSir David Trench had his own ideas; thoughts from on high are less easily smothered than unsolicited disturbances from below. The received wisdom, which equally impressed most of the interlopers, was that since most of the population might want to return home across the border at some time, the electoral roll would be far too fluid to embrace a stable, identifiable and representable society; and that in any event direct elections to Legislative Council (Legco) were unthinkable, because they would be hi-jacked by the Communist Party of China (CPC) and the Kuomintang (KMT) from Taiwan; the fundamental Chinese political battle would then be fought out in the streets and on any hustings of Hong Kong, which the Chinese People's Republic (CPR) would never be willing to stand idly by and watch being conceivably won by Hong Kong Chinese Nationalist sympathisers. However Trench recognised that Legco was not the only possible forum for expression of popular feeling.\n\nTrench had no problems with sharing some of the lifestyle of the taipans and Chinese millionaires who were so noticeable among those traditionally appointed by governors to Exco and Legco, and whose nature he did little to change; despite the familiar jibe that he ranked third, after the taipan of the Hongkong & Shanghai Banking Corporation and the Chairman of the Royal Hong Kong Jockey Club, all knew that in the last resort he recommended the names of Executive Councillors to the Secretary of State. In his earlier days, however, he had preferred the raffish and disrespectful ambience of the multi-racial Foreign Correspondents' Club to that of the Hong Kong Club, Fanling [the Governor's official residence in the New Territories Hon. Editor] and the Jockey Club; while he enjoyed the actual sports of golf and racing for their own sakes; he never lost touch with his humbler post-war acquaintances in the Chinese community, such as his language teacher. He insisted that the introductory review chapter of one year's colonial annual report should spell out the wide sweep and valued authority of the great number of statutory, non-statutory and ad hoc committees which he believed to be a valid response to critics who would not understand why the people had no democratically elected voice in his councils.         "content_text": "The effective block was however contained in the Dickinson Report itself which, although signed unanimously, contained two Notes of Reservation by four of the six signatories. An undogmatic report in which only the chairman and one other seemed wholeheartedly to believe was easily left on one side.\n\nThe officer who admired the Urban Council subscribed to the spirit of the report but was unhappy with the possible division of the colony into as many as nine council areas within a single command span, without an intervening tier, in that tier he saw a future for a widened Urban Council, in the oversight of the fledglings. He preferred a gentle step by step evolution, taking into account Hong Kong's present lack of talent and expertise in administration, the need not to offend traditional institutions and loyalties, Chinese unfamiliarity with elections, and public suspicion of all uncharted changes. He did not co-ordinate his note with the other semi-dissenters.\n\nThe Chinese officer and the two with a general Hong Kong administrative background thought that the report provided a sound basis for citizen participation; but because of its reliance on the ballot box they doubted widespread public acceptance and goodwill, and whether it would attract the best candidates instead of unscrupulous or corrupt power-seekers. If the Urban Council could not attract heavy registration or electoral turn-outs, nor substantial numerical following among ordinary citizens (a picture which most of those who had never served with the USD recognised), how much less would the new authorities? They pointed to a recent UK National Association of Local Government Officers (NALGO, in modern times absorbed into the public services trades union UNISON) submission recommending abolition of small local authorities and restriction of British local government to regional councils with policy powers only, thus giving wider executive powers to their officials, the union's members. This was bolstered by the Note of Reservation's confidence in a Chinese pattern of strong bureaucratic control disciplined by strict moral principles. They too therefore sought a step by step approach, through a preliminary more determined tapping and usage of the known valuable reserves of respected, able and public-spirited true community leaders who were, they said, at present rarely found among the government's nominated or appointed councils. Owing largely to the fact that many expatriates have left Hong Kong our membership has consolidated and there has also been a tendency for our Branch to become more cosmopolitan. In today's Hong Kong this has advantages. There is strength in diversity.\n\nAlthough there is a reduction in overall numbers your Council feels that the 'quality' of the membership is more important than total numbers, and certainly, over the past year, lectures have generally been well attended and visits not infrequently over-subscribed. In this respect, regarding finance, our Branch derives approximately three times as much money from members attending visits (which is raised at relatively short notice to finance individual functions) as it does from annual subscriptions. In the case of life members, of course, they pay no annual subscriptions, and, in theory at least, the money they originally paid was supposed to have been invested at a good rate of return. Unfortunately, with bear stock markets, this has not always been the case.\n\nAlthough not particularly successful, in order to try to attract student members their annual subscriptions have been left at $50.00 for some years. This, I might add, entitles them to a free copy of our annual Journal which retails at $200. Some Councillors have suggested that students' subscriptions should be increased, although it is debatable whether now, during the present recession, is the most appropriate time to do so. Your Council is also looking into whether our Branch can, in some way, become a charitable institution so that it can use donated funds, which it would hope to attract, to sponsor scholarship and research. As yet, no positive conclusions have been formulated.\n\nI report with pleasure that one year after the Handover, on 1 July, 1998, the following RASHKB members were decorated by the Hong Kong SAR Government of China. J E Strickland was awarded a Gold Bauhinia Star for his work in banking. Jane Cheng Chee-hing received a Chief Executive's Commendation for community service and I received a Bronze Bauhinia Star for my work in heritage conservation.         "content_text": "231\n\nTHE HKBRAS VOLUNTEERS\n\nDAN WATERS\n\nThe RAS Volunteers really began in the summer of 1991 when a meeting was held over lunch in a restaurant in Wan Chai. This was attended by Professor David Lung, Chairman of the Antiquities Advisory Board, Mr Alex Yip, then Executive Secretary of the Antiquities and Monuments Office, and Dr Dan Waters, Council member of the HKBRAS.\n\nLeading on from there, volunteers were invited from among HKBRAS members and from the membership of the Hong Kong Institute of Architects. The response was reasonably good and some 20 odd members, from both societies, submitted their names. The first get-together and briefing was held in May 1992, in the old Museum of History in Kowloon Park.\n\nThose present included historians, architects, surveyors, a civil engineer, lawyers, and others, many with a wealth of local experience. In addition, there were a few members who were interested and just wanted to tag along, help where they could, and learn something in the process.\n\nAt that first briefing, the Volunteers were split into four or so groups and the intention was for each group to operate independently. Assignments were provided by the Antiquities and Monuments Office and generally consisted of inspecting, surveying, researching, and writing up reports on various buildings, both Chinese and Western. Preparatory work was carried out for consideration by the Antiquities Advisory Board concerning the grading of buildings and the Volunteers made recommendations. The research frequently necessitated visits to the Public Records Office, libraries, and similar institutions.\n\nAlthough a great deal of useful work was undertaken, progress was not entirely satisfactory. With a group consisting of, say, four persons, there was sometimes difficulty in agreeing dates when all participants could meet. Then, on the agreed date, possibly there were some who did not turn up. Because of such factors, enthusiasm and numbers of Volunteers unfortunately gradually dwindled.",

Cotton ginning factories, sugar cane crushing mills, fibre decorticating plants, tobacco grading and packing factories, saw mills and tin smelters had been constructed to reduce the bulk of primary products and make them more convenient for export. Other industries were started for the purpose of import substitution. In almost all the sugar producing colonies sugar refineries had been set up. Edible oil, lard and soap factories were established using local produce in Nigeria, Ceylon, Nyasaland, Trinidad, Jamaica, British Guiana, British Honduras and Fiji. Breweries had been established in the Gold Coast, Kenya, Cyprus, Malta, Jamaica and the Straits Settlements; match factories in British Guiana, Jamaica and Trinidad; a canned pineapple factory in Malaya. This is by no means an exhaustive list of industrial enterprises in the colonial empire in 1932. All these factories had been set up to serve the local market and had taken advantage of tariffs which had originally been imposed by colonial governments for revenue purposes. In some cases this level of protection was sufficient to make the factory viable. In other cases the company contemplating investment asked the governor for the tariff to be increased so as to exclude competitive imports or asked for a guarantee that no excise duty would be imposed or that any excise duty would be levied at a reduced rate.\n\nColonial governors showed no reluctance to grant these concessions in order to encourage the establishment of local industries in spite of the loss of customs revenue and the increased prices paid by the consumer for goods previously imported. Often governors neglected to seek specific permission from the Colonial Office to make such changes to the schedules of their customs ordinances. In a number of cases the Colonial Office heard of the new protective duties only when British manufacturers complained that they were being excluded from the colonial market. When an industrial project was referred to London governors used various arguments to support the protection of infant industries in their colonies: that the proposal was a legitimate development of local resources; that it would relieve unemployment; that a pledge of protection had already been given by government to the promoters; or that the proposals had the support of the unofficial members of the executive and legislative councils.\n\nNormally the Colonial Office did not refuse to sanction the grant of assistance to the new local enterprise. For example, in 1927 the legislative council of Jamaica passed an ordinance to increase the tariff on biscuits, soap, edible oils, cordage and matches and to remove the excise duty on soap, edible oils and matches in order to protect local industries. The Colonial Office sanctioned this ordinance without any adverse comment. Once an ordinance had been passed by a colony's legislature and had received the governor's assent it",

        "content_text": "5\n\nalso study how the English system of law was introduced into a largely Far Eastern society and the extent of its impact.\n\nThe nature of the Calcutta administration\n\nLackadaisical attitude\n\nOne of the most glaring problems in the Straits Settlements was the failure of the Indian authorities to establish an effective form of government. This was due to its distance and lack of accessibility which cultivated an indifferent or disinterested attitude on the part of the Indian officials.21 The Indian government was far more interested in its Indian territories than in its possessions in the Malay Peninsular.22 This led to the administrative problems in the Straits Settlements. Owing to this indifference, the men sent from India were young and inexperienced who knew nothing of the problems in the settlements but were only too eager to return to India to reap bigger rewards and promotion.23\n\nLack of representation in Legislative Council\n\nAs the administration of the Straits Settlements was highly centralised in India, the governor of the Straits Settlements had very little authority and merely supervised administration.24 All important matters had to be referred to India for a decision and the governor had no executive or legislative power.25 All the legislation for the Straits Settlements was planned by the Indian government. As the Straits Settlements had no official representation in India, it could not block any legislation that could prove detrimental to the Straits Settlements.26\n\nThus it can be established that the 'roots of the transfer movement lay in the constitutional rearrangement in the Straits Settlements of 1830 and the [Indian] Charter Act of 1833. However, our President, Dr. Patrick Hase, and HKBRAS Council Member and local historian, Mr. Ko Tin-keung, have identified the structure as an old Imperial Maritime Customs Post built probably in the latter half of the 19th century. It was leased by the Hong Kong Milling Company from 1905 to 1925. AMO is looking for a volunteer to carry out further research.
