A.L.A.\n\nTHE HISTORY\n\nThe history of the Morrison Library goes back to 1806 when the members of the English Factory in Canton unanimously decided to establish a Library by subscription \"comprising a moderate collection of works of acknowledged value and respectability; together with an annual contribution of all the most desirable new publications, which are at present, generally either not imported at all, or multiplied by unnecessary repetitions. . . It would be a library. . . far surpassing in extent, variety, and adaptation to general use, any collection that has hitherto been in possession of, or attempted to be formed by, any European in this country\". The president of the select committee of members of the Factory granted a \"very commodious\" room for a library and by 1832 it contained 1600 different works in about 4000 volumes and a catalogue was published.\n\nThe Library flourished until the withdrawal of the charter of the East India Company in 1834 and the break-up of the English factory.\n\nJust about this time, on the 1 August, 1834, occurred the death of the Rev. Robert Morrison, D.D., the first protestant missionary to China and well-known scholar. A circular dated 26 January, 1835 was distributed among the foreign residents in Canton and Macao suggesting the formation of the Morrison Education Society to carry on the work he had started and to be a \"testimonial more enduring than marble or brass\". The idea received considerable support, twenty-two signatures to the circular were obtained, the sum of $4,860 was subscribed and a provisional committee consisting of Sir George R. Robinson, bart., Messrs. William Jardine, David W. C. Olyphant, Lancelot Dent, John Robert Morrison (Robert Morrison's son who had succeeded his father as Chinese Secretary and Interpreter to His Majesty's Commission in China) and the Rev. E. C. Bridgman was formed to act until a general meeting of the subscribers in China could be convened to form a board of trustees.\n\nThe Chinese Repository, a monthly magazine in English, had been founded in 1832 by Morrison and Bridgman. It gave its support to the foundation of the Society and in the number for June 1835, it published the details given above, saying, \"We have been led to make these remarks by a desire to suggest to the",

This plan was brought to our notice by the following letter, (which we publish with Mr. Colledge's permission) addressed:\n\nTo the Rev. E. C. Bridgman, corresponding secretary to the provisional committee of the Morrison Education Society.\n\nMy dear sir, On the dissolution of the British factory, it became necessary to make some disposition of the library belonging to the members of that establishment; and it was proposed to give the whole collection to the Morrison Education Society. The arrangement, however, not meeting with the concurrence of all the proprietors, a division of the books was determined on; and while I regret that so excellent a suggestion should not have been adopted, I am still happy in performing with my share, what it was my anxious wish should have been done with the whole, by presenting it to that admirable institution.\n\nThe very injudicious method pursued in the division of the works, has allotted to me volumes of comparatively little value. Such as they are, I present them to the Morrison Education Society; with an ardent hope that I may live to see an institution, which so distinctly marks this enlightened age, attain, under your fostering care, the full realization of its philanthropic intentions, by promoting virtue and happiness through the blessings of education.\n\nI am, My dear sir,\n\nRespectfully and faithfully yours,\n\nT. R. Colledge.\n\nMacao, May 21st, 1835.\n\nFurther early history of the Society can be traced through reports in the above-mentioned journal.\n\nOne book still in the Library, A Catalogue of Books and Manuscripts Collected with A View To The General Comparison of Languages, And To The Study of Oriental Literature, by William Marsden, London, 1827, is inscribed by the author, \"For the Library at Canton from the Author\" and reminds the reader of the origin of some of the books.\n\n\"Proceedings relative to the formation of the Morrison Education Society including the Constitution\" were published in December, 1836. By this time there was a collection of some 1500 books on scientific, literary, and other subjects which had been presented to the Society, 700 from Mr. T. R. Colledge, 600 from Mr. J. R. Reeves, and others from Messrs. Dent, Fox, A. S. Keating, and J. R. Morrison, who gave a number of his father's books, some of which still bear his signature.\n\nA constitution was drawn up for the Library which stated that \"The books belonging to the Society shall form a public library and be styled the 'Library of the Morrison Education Society',\" and also provided that “rules for the regulation of the",

The books had suffered a good deal in being constantly moved about, the number was now 3800, all of them dilapidated and 3000 were considered worth rebinding. This would cost about $3,000 but the Society had no money for this work. A despatch dated 29 December, 1863 from the acting Governor, W. T. Mercer to the Colonial Secretary quoted the Morrison Education Society's circular and asked for action.1 \n\nA City Hall containing a Library and a Museum was eventually built on the site now occupied by the Bank of China and the Hong Kong & Shanghai Banking Corporation in Queen's Road Central and adjoining Statue Square. It was opened by the Duke of Edinburgh on the 2 November, 1869 and during his tour of the building His Grace visited both the Library and the Museum. \n\nA printed catalogue of the Morrison Library was issued in 1873 by the City Hall Committee. It contains 1666 entries arranged in alphabetical order of authors or titles, editor, translator, etc., where the author is not known, only eight of which I have been able to identify as belonging formerly to the Royal Asiatic Society. The books are classified, single letters indicating the following groups :- \n\nA History. Peerages, &c. B Biographies and memoirs. C Geography including works on various countries. Travels, Voyages and Adventures, \n\nD Natural History: Ornithology. E Botany. \n\nF Atlas Gazetteers, Meteorology, Guidebooks, Geology, Metallurgy and Mineralogy. Topography. \n\nG Mechanics. \n\nH Encyclopaedias, \n\nI Commercial Statistics. International Law, Jurisprudence, \n\nJ Complete Works. K Astronomy. \n\nL Chemistry. Optics. \n\nM Mathematics. \n\nN Painting, Music. Science and Art, \n\nO Medicine and Surgery. \n\nP Biblical works. \n\nQ Oriental Societies. Journals. R Classics. Dictionaries. \n\nS Novels. \n\nT Drama and poetry. \n\nU Periodical works. Directories. V Divinity. Law, Treaties and Conventions. W Miscellaneous works. \n\nA stocktaking was made in 1956 and of the 1666 titles there are now 1233 remaining (2748 volumes out of 3583). Some volumes were removed during the Japanese occupation of Hong Kong and were not subsequently recovered. The condition of the books is poor.         "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nRASHKB and author\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\n55\n\nlesser degree and the rebinding and repairing which has been done is unskilful in the extreme.\n\nThe City Hall Library flourished in spite of some administrative difficulties and, in the Annual Report for 1880, it was stated that there had been 1917 readers during the year, that subscriptions amounting to $650 had been received from Europeans and $347 from Chinese and that it was 'fairly self supporting'.2 The salary of the Curator was paid by the Government.\n\nThe Library continued to justify its existence and in Twentieth Century Impressions of Hong Kong, published in 1908 it is described as follows:-\n\nThe nucleus of the Public Library was the library received in 1869 from the Morrison Education Society as a free gift for the use of the public, on condition that in consideration of this gift and of the great services of Dr. Morrison to both European and Chinese, the books are to be kept distinct from all other collections in the City Hall, and designated the Morrison Library in perpetuation of the great missionary's memory'. In 1871 the City Hall Library consisted of 8,000 volumes, 3,000 of which were unconditionally presented by the Trustees of the Victoria Library. Since that date it has been added to from time to time, and now contains 3,332 volumes in the Morrison Library, 6,220 including 320 Chinese religious and devotional books, in the City Library, and 3,287 in the lending collection—a total of 12,839 volumes. There are many valuable philological, biographical and other works, including some rare first editions, the department dealing with China and Japan being especially well filled. The Library is freely used, the register bearing the names of nearly 500 borrowers. The visitors to the reading-room, which is well supplied with local, home, and American newspapers and magazines, average about 1,412 non-Chinese and 628 Chinese a month. The library is open from nine to nine.\n\nBut a few years later the usefulness of the Morrison Library to the general public was in doubt and it was thought that it would have more practical value in the newly founded University of Hong Kong. At a meeting of the Senate on 25 September, 1913, the Vice-Chancellor was authorized to approach those concerned as to the feasibility of the University's taking over the Morrison Library. This was agreed to in the following terms: \"Upon the petition of the... Attorney General . . . praying for an Order that the Committee of the City Hall be at liberty to hand over to the University of Hong Kong a collection of books designated the 'Morrison Library' upon conditions IT IS ORDERED that the petition be granted in the terms\n\n2 China Mail, 27 August, 1880.",

        "content_text": "3\n\n1847 and 1859 contained nothing by Chinese scholars since even by 1859 there were no Chinese able to write in English. In contrast Volumes I and II of the present Journal contain articles by Mr. James J. Y. Liu, Mr. Liu Tsun-yan, Miss B. T. Chiu, and Dr. T. Y. Li. The first volume was most ably edited by Mr. James Liu who is now a lecturer at the University of Hawaii. Another Chinese scholar, Mr. Ma Meng, is a member of the publications committee responsible for the present volume of the Journal. While in the past missionaries were responsible for a large number of articles in the former Transactions, the two volumes of the Journal so far published contain no contributions from missionaries, though it should be noted that Professor F. S. Drake spent thirty-eight years in China as a missionary, and for more than twenty of these years he was on the staff of Cheeloo University where he taught (in Chinese) first as Associate Professor of Education and later of Church history. Finally, whereas the earlier volumes contained very little on Hong Kong itself, in the current volumes published by the Society several articles have dealt with various aspects of the Colony. So far the subject matter of these articles has included archaeology, natural history (birds and flowers) and local history. This comparison may serve to emphasize the great contrast between Hong Kong then and now, and the great changes and developments which have taken place within the last hundred years. The Editorial Committee hopes to develop the study of Hong Kong in future numbers of the Journal.\n\nIt would be invidious to claim that the contributions printed in the Journal of the present Society are more learned or more weighty than those printed in the earlier period. But if one is full of admiration for the pioneering work of these early scholars, one may also feel a sense of pride in the vigorous scholarship and spirit of enquiry fostered by the Royal Asiatic Society in Hong Kong and exemplified in the first two volumes of the Society's Journal. We are particularly glad to welcome to the present volume a contribution written by a District Officer of the Colony about the New Territories. This is an encouraging sign and we hope to be able to print in future further articles and short notes about the life and customs of the people of Hong Kong.\n\nMr. Ma is Principal of the Language School in the Institute of Oriental Studies at the University of Hong Kong.",

        "content_text": "86\n\nTHE CHINESE UNIVERSITY OF HONG KONG\n\nSTEVE S. C. HUANG\n\nThe need for a university in Hong Kong teaching through the medium of Chinese has existed for many years. As the \"Report of the Committee on Higher Education in Hong Kong,\" published in 1952 by a group of British scholars led by Professor John Keswick and commonly known as the Keswick Report, said, \"Hong Kong is unique geographically and politically and its people have a more advanced cultural background than the peoples of most other colonies.\"\n\nThe vast majority of its inhabitants are Chinese, and the Chinese have a traditional love of scholarship, and a highly developed language, literature, and artistic sense. Hong Kong, it was thought, by reason of its location and circumstances, should certainly be a centre for the East and the West to meet, not only for commercial advantage, but also for cultural exchange. To accomplish this, a university with Chinese as the medium of teaching was considered as important as a university with English as the medium of teaching; each would make a valuable complement to the other,\n\nEver since the inception of the University of Hong Kong, even among the British residents in the Colony, there have been many who have advanced the idea of establishing a university which would teach through the medium of Chinese, or a university which would teach through the medium of both Chinese and English, in all branches of learning. The Keswick Report gave strong support to such an idea. For various reasons, however, this recommendation of the Keswick Report did not lead to immediate action.\n\nNevertheless, the need existed. Since 1949, social and political conditions in China have undergone a great change. In addition to the large number of young men and women of college age who could no longer return to China for their higher education as earlier generations did, there were thousands who emigrated from\n\nThe author, a former student of Journalism and History at the University of California, Berkeley, and City Editor of the Hong Kong Tiger-Standard, is currently Assistant Registrar of the Chinese University of Hong Kong.",

        "content_text": "The Chinese University of Hong Kong\n\n87\n\nMainland China to the Colony. The growth of population in the Colony from less than a million to nearly four million between 1949 and 1963, accentuated the need for a second university.\n\nThere are thousands of students who passed the Chinese School Certificate Examination each year, but most of whom have found no opportunity for higher education. It would be not only wasteful, but also dangerous to society, should the ablest youths who pass the Chinese School Certificate Examination lack suitable avenues for university education, with the exception of those who go abroad.\n\nAmong the immigrants to Hong Kong were a number of refugee educators and missionaries, formerly teachers in universities or colleges on the mainland of China, who began to found colleges of their own, with very inadequate resources.\n\nNew Asia College was founded in 1949 by such a group of refugee professors and students, and, at first, used rented flats in a slum district of Kowloon. Chung Chi College was founded in October 1951 with only sixty-three students and a few rented classrooms, by educators and several representatives of various Protestant Churches and Missions in Hong Kong. The United College of Hong Kong, a combination of five refugee colleges, carried on its work in similar rented premises. However, in spite of adversity, devotion to learning kept the Colleges going, and with the help of overseas friends and society at large, and by their own persistent effort, all three Colleges developed steadily.\n\nAt the end of 1956, at the initial suggestion of the Rev. Charles H. Long, Jr., Representative of the Yale-in-China Association which was assisting New Asia College, the Right Rev. R. O. Hall, Bishop of Hong Kong, called a meeting of representatives from Chung Chi, New Asia and United at his home in order to discuss joint policies and action for the achievement of objects of common interest. This Provisional Committee for Joint Action by the Chinese Colleges of Hong Kong had several meetings and finally a Chinese College Joint Council was established on February 25, 1957, with Chung Chi, New Asia and United Colleges, each having three representatives. The Rt. Rev. R. O. Hall and Dr. C. L. Chien of the Education Department were co-opted as advisers, and Dr. F. I. Tseung was elected the first Chairman.",

HUANG \n\nThe objectives of the Council were to raise standards in Chinese higher education; to develop joint policies where possible, to work for the achievement of objects of common interest; and to represent Member Colleges in joint negotiations with Government where common policy is concerned. \n\nThe Director of Education, then the Hon. D. J. S. Crozier, was informed of the organization of the Joint Council and he showed sympathy with its aims. Conferences between the Council, the Director of Education and Sir Christopher Cox, Educational Adviser to the Colonial Office, in 1957 offered the hope that there might be a possibility of Government support of a new university which would teach through the medium of Chinese, but only when the Colleges had achieved the necessary standards. \n\nSo in October, 1957, the Council appointed a Committee to discuss standards for admission and for graduation, standards of teaching staff, library provision and equipment, etc., and administration and control of the Colleges. Their recommendations were summarized in a Memorandum published in 1958. \n\nThe Memorandum was sympathetically received by the Government and finally a Committee composed of Mr. L. G. Morgan, then Deputy Director of Education, Dr. C. L. Chien of the Education Department, Dr. F. I. Tseung, then Chairman of the Joint Council and the President of United College, Dr. L. G. Kilborn of Chung Chi College, Dr. A. S. Lovett of New Asia College and Mr. J. C. L. Wong, then the Executive Secretary of the Council, was appointed to consider a Post-Secondary Colleges Ordinance, and Grant Regulations to define the conditions under which Government would give financial assistance to selected colleges. \n\nIn June 1959 Government announced a programme which made these following points: that a Chinese University with Chinese as the principal medium of instruction should be established; that financial aid would be given to the three colleges concerned to improve their standards; and that a commission would be appointed to recommend on the preparedness of the Colleges for university status. Financial assistance began that year, and in May 1960 the Post-Secondary Colleges Ordinance was enacted into law, giving Government power to proceed with its plans.",

        "content_text": "90\n\nS. HUANG\n\nIn June 1961 the University Preparatory Committee, chaired by the Hon. C. Y. Kwan, was appointed. Its terms of reference were to advise on a site for the central university buildings and the accommodation required. In due course a site in the upper Shatin Valley, not too far from Chung Chi College, was selected and Government was persuaded to set aside 250 acres there for the new University.\n\nFinally, in May 1962, Government, satisfied with the progress made on all fronts, announced the appointment of a commission to make recommendations on the establishment of the University. The Commission was a distinguished group of men, and credit for bringing them together must go to the Inter-University Council for Higher Education Overseas in England, in particular to Sir Charles Morris, Chairman of the Council, and to Sir Christopher Cox.\n\nThe Commission Chairman was Mr. J. S. Fulton (now Sir J. S. Fulton), who has been mentioned earlier. The other members were Dr. Choh-Ming Li (now first Vice-Chancellor of the Chinese University), Professor of Business Administration and Director of the Centre for Chinese Studies at the University of California, Dr. J. V. Loach, Registrar of the University of Leeds, Professor Thong Saw-pak, Professor of Physics at the University of Malaya, and Professor F. C. Young, Professor of Biochemistry at the University of Cambridge. Mr. I. C. M. Maxwell, Secretary of the Inter-University Council for Higher Education Overseas, joined the group as Secretary. The Commission came to Hong Kong that summer and before its departure publicly announced that in their view the three Post-Secondary Grant Colleges were ready for university status. They took it that their job was to make recommendations on the organization and constitution of the University.\n\nIn April 1963 their eagerly awaited report was published and was received with general enthusiasm. Shortly thereafter, Government announced that it had approved the Commission's recommendations in principle, as had the Colleges. In June the formation of a Provisional Council was announced; and on July 2, 1963 with the completion of necessary preliminary work, which was considerable, the process of preparing the way for the establishment of the University began.",

        "content_text": "The Chinese University of Hong Kong\n\n91\n\nA Selection Committee to find a suitable candidate for the post of Vice-Chancellor was appointed. Meanwhile the executive affairs of the University were entrusted to the Pro-Vice-Chancellor Dr. C. T. Yung, with the Acting Registrar, Mr. H. T. Wu (now Registrar), assisting him.\n\nThus, a university was finally born.\n\nThe Chinese University, by its very name, was established primarily for Chinese youths in Hong Kong. The enrolment in 1964/65 was about 1,700, almost the same as the undergraduate enrolment at the University of Hong Kong, thus doubling the opportunities for secondary school graduates to enter a university in Hong Kong.\n\nThe Chinese University gives its entrance examinations mainly in Chinese and the principal medium of instruction is the Chinese language, but by an intensive programme students are expected to become bilingual during their four years of training at the University.\n\nThe subjects offered at the University do not differ from those offered in universities in other parts of the world, although courses in Chinese Language, Literature, Philosophy and History occupy an important place in the curriculum. The University has three faculties, namely the Faculty of Science, of Arts and of Social Science and Commerce. It has a total of fifteen departments, namely Chinese Language and Literature, English Language and Literature, Fine Arts, Geography, History, Philosophy and Religious Education, Biology, Chemistry, Mathematics, Physics, Economics, Commerce, Business Administration, Sociology and Social Work. The wave of affiliation with the Honganji died down. In any case, however, it had been limited to the area of the Treaty ports. Japan had tried to claim the same missionary rights elsewhere, invoking the \"most favoured nation\" clause, but without success. It failed again in 1915 when the fifth group of its Twenty-one Demands (including parity with Western missionaries) was rejected.\n\nIndeed, during the whole first twenty-five years of the Republican period, its missionary work in China was said to have been \"hindered by conditions” - a phrase that may allude to growing anti-Japanese feeling as well as to civil wars. Very few new temples were established. Therefore Tokyo turned its attention to the possibilities for ecumenical cooperation. In 1923-1924 the Japanese Foreign Ministry took an interest in the Buddhist conferences held at Lu Shan under the auspices of T'ai-hsü. In 1924 it arranged for Japanese delegates to be present and to offer their country as the venue for a similar conference the next year. Accordingly, the East Asian Buddhist Conference was held in Tokyo November 1-3, 1925. Twenty-one Chinese delegates attended, unofficially led by T'ai-hsü. The only other delegations were from Korea and Formosa with three members each. T'ai-hsü pointed out that whereas the Chinese excelled at religious cultivation, the Japanese excelled in organizing propaganda and community service. Thus the Buddhists of the two countries had complementary talents. A Sino-Japanese liaison committee was set up to put these talents to work, with Wang I-t'ing as the Chinese representative, and resolutions were passed to carry on work in the fields of education and social welfare. Also included in the conference was a symposium on Buddhist doctrine at which T'ai-hsü gave papers on the doctrine of alaya-vijnana and the secularization of Japanese Buddhism. CARRINGTON GOODRICH\n\nIn 1963 the Journal of the Hong Kong Branch of the Royal Asiatic Society published a paper of mine entitled \"The development of printing in China and its effect on the renaissance under the Sung dynasty (960 - 1279).\" Recently a new find was made which, if confirmed, pushes back the history of block printing some fifteen years, possibly more. The discovery occurred last October when certain Korean scholars noticed that a stone stupa known as Sokka Tap 釋迦塔, at Pulguk sa 佛國寺, had been damaged. On investigation they found a printed Buddhist sutra hidden in its interior. (See plates 5 and 6) It was in the form of a scroll made of thick mulberry paper, mounted on a piece of bamboo, lacquered at each end. The text is some 630 cm. long and 6 cm. wide, the printed portion being 5.3 cm. in width. The exact length cannot be determined as the scroll has not been fully unrolled due to its poor condition. In fact, about one third has suffered serious damage from worms; the rest of it, however, is in fair condition. Later examination revealed that the printing had been executed by means of a series of woodblocks, twelve in number, each about 20 or 21 inches in length. Then the separate pieces of paper had been joined together to form a continuous scroll, just as was the text of the famous Diamond Sutra of 868, discovered in 1907 at the cave library of Ch'ien-fo-tung near Tun-huang (west China) by Sir Aurel Stein, now at the British Museum. The scholars who have pronounced this an authentic piece of printing are Professors Kim Sanggi and Yi Hongjik, members of the Cultural Assets Preservation Committee, Ministry of Education, Seoul.\n\nIn the cavity of the stupa there were, besides the scroll, reliquary vessels, Buddhist images, tiny pagodas, incense sticks, pieces of silk, etc. (See plate 7). They seem to be typical of the period not only in Korea, but also in China and in Japan. These items are important discoveries in themselves, and deserve further study.\n\nThe text is well known. It also sometimes brought organized groups into being among those already having common interests but no other form of organization. In certain circumstances it gave rise to organizations contributing to the integration of whole communities: when all individual members of a community had a status or interest in common. Ancestor worship did so when all villagers were kinsmen; temple organization might do so when it could appeal to all members of the community as residents, for whom a particular god had significance. In both cases wealth and education were needed to bring such organization to its highest development and were themselves factors limiting control. In certain circumstances secret organizations might provide some form of village cohesion: either through a common interest in resisting them, or, when economic and social conditions reduced the differences among members of a community, through common membership of such bodies.         "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n13\n\nLegislative Council. He was awarded the C.M.G. in 1892 and created a knight bachelor in 1912. His achievements were many and varied.\n\nHo Kai's first and foremost contribution to Hong Kong was the promotion of western treatment and western medical education among the Chinese, despite the fact that he himself ceased practising western medicine soon after his return to Hong Kong. In the year 1884, when his wife died, he offered to provide the cost of building a hospital as a memorial to her. Thus the Alice Memorial Hospital, under the control of the London Missionary Society, was first opened in Hollywood Road in February 1887.12\n\nThe formation of a medical school in Hong Kong had been discussed by Dr. Ho Kai, Dr. (later Sir) James Cantlie and Dr. (later Sir) Patrick Manson who is often referred to as the \"father of tropical medicine\". With the opening of the Alice Memorial Hospital, the opportunity was therefore taken to start a medical school. Dr. Manson happened to be Chairman of both the Hospital's management committee as well as of the newly-founded Hong Kong Medical Society, and so was able to enlist the support of the profession. With Dr. Manson as its dean, the Hong Kong College of Medicine was formally inaugurated on 1st October 1887 and Li Hung-chang, Viceroy of Kwangtung, was Patron of the College until 1901. Dr. Ho Kai was the Rector's Assessor of the College as well as professor of medical jurisprudence. He held the latter post for nearly 20 years. This College had the distinction of having Dr. Sun Yat-sen, the founder of the Chinese Republic, as one of its first two graduates in 1892. In 1912 when the University of Hong Kong was founded, the College merged with it to form the Faculty of Medicine of the new university. Dr. Ho Kai also played an important part in the founding of the University of Hong Kong and was a member of the University Council. When the University was formally opened on 11th March 1912 by the Governor Sir Frederick (later Lord) Lugard, the occasion was also marked by the grant of a knighthood to Dr. Ho Kai.\n\nThe work of the Alice Memorial Hospital grew and it was not long before an extension was necessary. There was no land available adjoining the hospital in Hollywood Road, so the London Missionary Society gave a site on Bonham Road for the purpose,",

For these invaluable services he was later presented with a gold medal and a letter of thanks from the general public of Hong Kong.\n\nWei Yuk was also a far-sighted person, for it was he who first seriously pursued the idea of constructing a railway from Kowloon to Canton and thence to Peking. He spent large sums in furtherance of the scheme which failed, however, owing to the obstacles placed in its way by officials in China.21\n\nWei Yuk served on many Government and public committees. While not being noted for long speeches, he was always clear and precise in expressing his views and advice. He retired from public service in 1917 at the age of 68. For his invaluable services to the Colony, he was awarded the C.M.G. in 1908 and knighted in 1919. He died in 1922.\n\nWhen Sir Kai Ho Kai retired in February 1914, his place in the Legislative Council was filled by Lau Chu-pak, who was born in Hong Kong in 1866. He was a brilliant scholar at the Central School and in 1885 was the first boy to be awarded the Stewart Scholarship.22 After leaving the Central School, he was for a time chief clerk at the Hong Kong Observatory. Later he became a tea merchant and amassed a fortune. He was a generous benefactor of education and helped financially many poor children to complete their schooling. With Ho Fook, he was co-founder, in 1900, of the Chinese Merchants Bureau which was renamed in 1913 the Chinese Chamber of Commerce. Before he was appointed to the Legislative Council, he was for many years an active member of the District Watch Force Committee, the Sanitary Board, the Board of Education and the Council of the University of Hong Kong. He was Chairman of the Po Leung Kuk in 1903, a founder-director of the Kwong Wah Hospital in 1907 and Chairman of Tung Wah Hospital in 1909/1910. In January 1909 when a powerful committee was nominated, with the Governor Sir Frederick Lugard as Chairman, to raise funds to start the University of Hong Kong, Lau, Dr. Ho Kai and Wei Yuk were all members of the Committee.\n\nLau Chu-pak's concern in education was demonstrated in 1916 when he suggested, in a Legislative Council meeting, that the",

As a result, a Committee was appointed in 1917 \"to enquire into the teaching of the English language to Chinese boys in Government schools, and to examine the question whether by a reduction in the number of other subjects more time can be devoted to such teaching\". The Committee reported the same year, but did not recommend any changes in the school curriculum. However, they recommended (a) small classes, better buildings and better-paid teachers which would bring better results, and (b) the appointment of one English teacher to a maximum of 120 pupils. The Committee also advocated medical inspection of pupils in Government schools, as a result of which a system of medical examination was instituted the following year. \n\nIn recognition of Lau's services towards his fellow-men in Hong Kong, the Chinese Government conferred upon him “The Order of the Excellent Crop, Third Class\" in 1916. He died in 1922. \n\nThere is a Chinese belief that “good deeds will be rewarded by bearing good offspring\". This seems only too true in his case, for his eldest son, Lau Tak-po, founded the Hong Kong & Yaumati Ferry Company and his eldest grandson, Lau Chan-kwok, J.P. is now the Managing Director of the Company. \n\nWhen Sir Boshan Wei Yuk retired from the Legislative Council in 1917, he was succeeded by Ho Fook, younger half-brother of the late Sir Robert Hotung. He was another outstanding student of the Central School. In 1878 when the Governor, Sir John Pope Hennessy, attended his first Prize Giving at the Central School, Ho Fook, then in Class 2, received from him a prize in the form of a gold pencil case.23 He served in the Compradore's Department of Jardine, Matheson & Company and in 1900 was a founder of the Chinese Merchants Bureau. He remained in the Legislative Council for only four years and retired in 1921. \n\nHo Fook was a generous benefactor of education. In 1917 he donated HK$50,000 to the University of Hong Kong for the erection and equipment of the School of Physiology. He also endowed prizes in all the faculties of the University. Like the Honourable Lau Chu-pak he produced some very fine offspring.24",

That may be forwarded later.\n\nI would however like to take this opportunity of making the point which I personally believe cannot be too strongly stressed at this stage of Hong Kong's development, where one so frequently still hears the question asked: \"Why do we need a public museum?\" Those who still ask that question obviously know nothing of modern museums or modern education. We need an up-to-date museum, not because all other cities in the world worthy of the name have at least one museum and that therefore we must follow suit, but because a museum in these days is something more than a mere repository of things relating to the past; it is as much an active, integral and essential part of any system of public education as a school, a college or a university is.\n\nAny modern museum worthy of the name provides opportunities for study which are complementary to the routine courses provided by institutions of learning at all levels of education - primary, secondary or tertiary - and the real value of these complementary opportunities lies in the fact that they are of a more informal nature, and consequently allow (and indeed encourage) the development of initiative and specialization among pupils.\n\nFor this reason, expenditure on a museum project is not to be regarded as favouring the intelligentsia or a minority group; it is essential for its part in the balanced development of the young minds in the colony of all classes.\n\nThis makes it of all the more importance in Hong Kong where our youth forms over 50% of our population, because the financial provision for these educational facilities is every bit as important as the provision of recreational facilities for our young people which so much more readily captures the imagination of social workers and the readers of the headlines in our press.\n\nYours faithfully,\n\nL.         "content_text": "CHINESE ELITE IN HONG KONG\n\nTiuchau merchant, Ko Mun Wo\n\n93\n\nalias Ko Cho Heung\n\nof the Yuen Fat Hong. He was the founder of the firm which established itself in Hong Kong about 1858 and developed an extensive business in the importation of rice from Siam. It soon became one of the wealthiest Chinese firms. In 1881, Ko Mun Wo was the sixteenth highest rate payer, and when he died the year following, the value of his estate was estimated at $163,000. After his death the business was continued by his four sons.\n\nTang Pak Yeung\n\n16\n\nalias Tang Kam Chi was the youngest member of the first Tung Wah Hospital Committee. He was a merchant in the chartering firm of Kwong Lei Yuen. He had received an English language education. He was not a large property owner, nor does his name appear in other lists of the elite.\n\nTHE COMPRADORES GROUP\n\nThe compradores were an important new class which arose in the nineteenth century in the port cities of China. A recent study by Yen-p'ing Hao entitled The Comprador in Nineteenth Century China, Bridge between East and West (Cambridge, Mass., 1970) shows how influential this group became in providing capital for the introduction of modern forms of communication, industry, mining, banking and journalism in the late Ch'ing Dynasty. The origin of the compradore system is in the Co-Hong organization through which China channelled all trade with foreigners before the opening of the Treaty ports in 1843. The compradores were recruited from the Canton and Macao area. A large majority of the most influential compradore families were from the Heung Shan District near Macao. When the foreign firms came to Hong Kong they brought with them their compradores. As trade increased on the China coast, the compradores were provided with an opportunity to accumulate considerable capital. This they invested in real estate and in Chinese commercial firms.\n\nThe late Ch'ing Dynasty was often in financial difficulties. One method of raising income was through the sale of official degrees. The compradores and merchants of the port cities, who formed a newly-created bourgeois nouveau riche group within",

        "content_text": "CHINESE ELITE IN HONG KONG\n\n109\n\nWhile abroad he had been baptized and on his return he became a member of the Chinese congregation of the London Missionary Society. One of his benefactors had been Andrew Shortrede, owner and publisher of the China Mail, and for about two years after his return from America he worked for the China Mail. In 1864 mention is made of a Chinese publication known as Assing's Daily General Price Current. This was probably a journalistic venture of Wong Shing. He also served as an interpreter for the Government. In 1853 he was placed in charge of the printing establishment of the Anglo-Chinese College operated by the London Mission. He continued as manager for some ten years, when he left to join the staff of the Chinese Government School being established at Shanghai to teach foreign languages to Chinese students. However, he did not find the work there satisfactory, and after a short time returned to Hong Kong and resumed management of the Mission press. In 1872 he went to Peking to set up a printing office with moveable type for the Tsung Li Yamen. From there he went to the United States with the second group of students in Yung Wing's Educational Mission scheme. In 1858 his was the first Chinese name to appear on the roll of Jurors in Hong Kong. He was a member of the organizing Committee for Tung Wah Hospital. In 1884 he was the second Chinese to be appointed to the Legislative Council, serving until 1890. He died in 1902. His obituary mentioned his frugality and his lack of parsimony: \"His family was poor and he was taught to be frugal. He could save about $1,000 and bought land in Hong Kong... before Hong Kong business flourished....It increased ten times in value. He had the opportunity to raise rent, but he did not do so. Those who had property and could earn more ridiculed him. He had a family of children, and his expenditures increased, so that his income did not take care of his expenditures, but he still held to his idea.\"48 Realizing the advantages he had derived from a foreign education, he was among the first Chinese to privately finance the education of his children abroad.\n\nWhen the Rev. Elijah Bridgman, a missionary of the American Board of Commissioners for Foreign Missions, moved to Hong Kong from Macao in 1842, he had under his patronage two young men who had been his students. He was a member of the Masonic Order in Hong Kong. His first four children, a son and three daughters, were baptized at St. John's Cathedral, but his venture into the opium trade marked his departure from the Christian community. He later took on two concubines and was survived by six sons. His eldest son George Chan Su Kee was the first Chinese to be married in a civil ceremony at the Registry Office in Hong Kong.\n\nIn this group of Chinese who came under the influence of the missionaries, with the exception of Chan Tai Kwong, we find certain repeated patterns. They received an English language education at mission schools and their sons were usually educated abroad. Almost without exception they served a time as interpreters in the Hong Kong Government. Most of them were interested in journalism. The first four Chinese appointed to the Legislative Council were from this group, their service covering the years 1882 to 1914. They were either blood relations or intermarried, until their family structure forms a complex of inter-relationships. Several of them served the Chinese nation in high posts of responsibility. They were the most significant of the several groups that provided a Chinese élite in Hong Kong before the turn of the century.\n\nCONCLUSION\n\nWith the establishment of Tung Wah Hospital, the Hong Kong Chinese had a structure with which they could handle the problems that were peculiar to the Chinese community. They had also a representative élite leadership through whom they could make representation to government and to whom government, in turn, could turn for advice on problems affecting its relationship with the Chinese community. LETHBRIDGE\n\nmonthly meetings, but it is clear that consensus was usually arrived at and the Registrar General/Secretary for Chinese Affairs given sound advice on important local matters for it was politically unwise for the Committee to be deadlocked or sharply split for long. If that had occurred too frequently, the utility of the Committee as the chief consultative body would have declined46,\n\nIt would be wrong, however, to think of the Committee as being, in modern parlance, a purely 'Establishment' body. Certainly its members had very close links with European businessmen in the Colony. At the beginning of this century over half its members were compradores to European firms and banks. On the other hand it is clear the Committee did succeed in expressing what we can only call a Chinese point of view”. There are a number of reasons for this. Most committeemen had contacts of one sort or another with the commercial world of Canton and some were involved in the politics of Kwangtung Province and one in particular, Ho Kai, with Sun Yat-sen's revolutionary movement47. Many owned property and land in Kwangtung and were interested in the economic development of that area48. And nearly all sent their male children back to China for education49. Thus the members of the District Watch Committee were involved in two sets of interests: those of Hong Kong and those of Kwangtung.\n\nYet when they spoke up about an issue they represented principally the interests of the compradore bourgeoisie, suggesting a narrower but perhaps more complex set of interests than would be conveyed by the use of the word 'Chinese'. Even the highly westernised Ho Kai, a Chinese who had studied Western medicine at Edinburgh University, dispensed with the queue and wore London suits, who married an Englishwoman and wrote better English than Chinese50 was still able to represent the generalised opinions of the Chinese community and, more importantly, the point of view of a segment of Hong Kong's Chinese community, that of the Chinese businessman and speculator. The advice given by the Committee to government must be seen then as a distillation of all these complex sets of interests.\n\nThere were, as I have already emphasised, several reasons why the Committee became so important as a key advisory body.",

It was also resolved that \"This Society do communicate with similar Societies in India and at home, requesting them to send us Reports of their proceedings, this Society promising to act in the same manner towards them\" (9). The importance of India, and the establishing of a system of exchange of publications, are matters to which further reference will be made.\n\nThree days after the inaugural meeting the Committee of management met, again at Dr. Dill's house, and recorded the names of seventeen doctors as members. A list of ten British medical periodicals was approved, and the Secretary was asked to order them through \"Mr. William's the Bookseller\" (10), but a decision on other titles \"from America, India and other countries was referred to a subsequent meeting.\"\n\nAt the first general meeting of the Society an introductory address was given by Alfred Tucker, the newly elected President, on \"The advantages to be gained by a Medical Association, and a cursory review of diseases incidental to Europeans in China.” The latter part included a \"synoptical table of the first 1,000 patients sent on board the Minden's Hospital for treatment\" (Transactions, p. 8-10), from which it is seen that dysentery (359 cases) was the most prevalent disease, followed by remittent fever (165 cases). The overall mortality rate was 31.5%. Nearly half of Tucker's address was concerned with the efficacy of the various remedies available for different diseases. It is interesting to note that he hoped \"one day to see a Medical School established at Victoria. . . It is only by education that we can expect to remove the old deep-rooted prejudices of ages, and in what better manner could the pupils educated at the Schools instituted for the Chinese be made useful instruments for introducing the Scriptures among their deluded countrymen.” To this theme we shall revert later.\n\nApart from Dr. Tucker's introductory address, the Transactions contain four full-length papers.         "content_text": "224\n\nNOTES AND QUERIES\n\nThe area still retains its distinctive character and is a tribute to the vision and public-spirit of its chief promoter, Mr. Ede (1865-1925). A small plaque set into the wall of a park in Essex Crescent perpetuates his memory.\n\nAnother Garden City plan for the area south of Prince Edward Road, west of Waterloo Road and north of Argyle Street was initiated by the Hong Kong Engineering and Construction Company in 1932. Unlike the Kowloon Tong area, which was levelled by cutting and filling, this project was to utilise the natural features of the site. It was claimed that 'for excellence of situation, beauty of outlook, serenity of location and conformity with surrounding amenities, it will be without an equal in the Peninsula'. (South China Morning Post, Jan. 21, 1932, remarks at Sod Turning Ceremony.) Mr. J. P. Braga, Chairman of the Company undertaking the project, gave his name to the road at the centre of the tract, Braga Circuit. The area still retains some of its secluded and serene character and is a favourite of courting couples. It is better known today as Kadoorie Avenue, the general name used to describe the several roads that make up this residential complex.\n\nThe Diocesan Boys' School\n\nAs the name indicates the Diocesan Boys' School is an institution of the Anglican Church in Hong Kong. In 1859 the wife of Bishop Smith, being interested in the education of girls, organised a committee of women and founded the Diocesan Native Female Training Institute. It was established 'to introduce among a somewhat superior class of Native Females the blessings of Christianity and of Religious Training' (The First Annual Report). Education was to be in English. It was hoped the girls would make suitable brides for the male converts from St. Paul's College. However, there were some publicised instances of students from the School being sought after as mistresses of Europeans, their ability to speak English being a particular asset in such an arrangement. Due to this bad publicity local support fell off and the school was in financial difficulties. In 1867 all Chinese girls, except orphans and destitute, were dismissed. In 1868 Bishop Alford somewhat reluctantly agreed to head up a reorganisation. The following year the name was changed to the Diocesan Home and Orphanage. Under a new admission policy the Home was 'to receive and place children of both sexes, sound both in body and mind, of European, Chinese",

The first matriculation class was formed in 1933.\n\nWith the beginning of the European War in 1939, the Government interned enemy aliens on the College premises. The Japanese used it as a hospital. The Brothers re-occupied the buildings after the liberation of Hong Kong, but from 1949 the British Army took it over for use as a hospital. During these periods the College was housed in temporary quarters.\n\nToday the school is under the direction of Brother Raphael Egan. There is a student body of some 1,500, the greater majority being Chinese, though there is still in the student body a number of Portuguese boys. They continue the contribution this part of Hong Kong's population has made to the history of the school.\n\nOther Schools in the Area\n\nNorth of Boundary Street between Waterloo Road and La Salle Road is Oxford Road. In one block there are six Middle Schools: Pui Shing Middle School, Tung Wah Hospital No. 1 College, Ying Wa College, Moral Training English School, Jockey Club Government Technical School, and Bishop Hall Jubilee School. Maryknoll Convent School opened in 1936 is nearby at the corner of Boundary Street and Waterloo Road.\n\nOf these schools, three have roots in Hong Kong's early history. While the association of the Royal Hong Kong Jockey Club with education through financial support is of recent origin, the Race Meets were a prominent feature of Hong Kong life from early days.\n\nYing Wa College continues the tradition of the Anglo-Chinese College established by the missionaries Robert Morrison and William Milne at Malacca in 1819. In 1843 it was moved to Hong Kong by the Rev. James Legge. The school was closed in 1856. It had been organised and conducted by representatives of the London Missionary Society. In 1914 the Society opened a school in Kowloon bearing the Chinese version of the English name, of their former school: Ying Wah, that is 'Anglo-Chinese'.\n\nThe Tung Wah No. 1 College opened in 1962 is a part of Tung Wah Hospital efforts to provide education for under-privileged children. This programme began in 1880 when a Free Primary School was opened in the Chung Wah College premises adjoining the Man Mo Temple on Hollywood Road.         "content_text": "268\n\nNOTES AND QUERIES\n\nin its power to promote harmony and to co-operate cordially with him.\n\nThe result of the Governor's notice was a general meeting called by the Tung Wah Committee to sanction appointment of a Chinese trained in western medicine. The representatives of the Kaifong had been invited to the meeting but none attended. The Committee felt it should not make a final decision until there was some agreement from the Kaifong, they therefore adjourned the meeting for a week. This did not please the Governor who wanted immediate action. He was in no mood to countenance stalling tactics. Fortunately there was a representation from the Kaifong at the next general meeting to consider the question. It was agreed that Dr. Chung King-u, a graduate of Viceroy Li's Imperial Medical College at Tientsin be appointed as a resident doctor, thus meeting the requirement of the Governor that there be a medical officer trained in western practice on duty for those who wished to avail themselves of his services. The Hospital Committee anticipated a reaction from the Kaifong to this appointment, hence one of the Directors moved that the proceedings be entered into the record \"so Kaifong people could not complain afterward\". Then on behalf of the Kaifong people Mr. Fung Wa-chuen thanked the Directors. All seemingly ended in peace.\n\nGradually through the succeeding years more and more Western medical practices were introduced into the hospital routine. The transition has not been without tension and controversy but today, in every respect, Tung Wah is recognized as a modern, well-equipped medical institution.\n\nThe series of traditional Chinese medical books on display in the Museum are reminders of the many years when patients were treated according to methods stemming from centuries of medical tradition in China. The facilities and equipment of the Hospital today represent the latest advances in modern medical science.\n\nTung Wah and Education\n\nTung Wah's direct interest in education began in 1880 when the Hospital Committee assumed responsibility for the management of the Chung Wah school which was attached to the Man Mo Temple. By 1908 eight such schools attached to temples were managed by the Hospital Committee. When in that year the Ordinance was passed by the Legislative Council vesting the property of the Man Mo Temple in the Tung Wah Hospital, the schools became a legally recognized part of the Hospital's activity and responsibility. \n\nAfter the establishment of Kwong Wah Hospital it likewise assumed charge of the school attached to the Tin Hau Temple on the Public Square at Yau Ma Tei, Kowloon. \n\nAll of these schools were free schools for the poor. They provided a traditional Chinese basic primary education. With the gradual introduction of modern educational methods and text books into China, the schools operated by Tung Wah also changed, and eventually middle school education was offered. Tung Wah's contribution to education merits detailed study since it will shed useful light on the general history of education in Hong Kong. \n\nReligious aspects of Tung Wah \n\nFrom its foundation Tung Wah explicitly stated that it was not a religious institution, but on the other hand it had its religious aspect. This is in keeping with the fact that most areas of Chinese life are reinforced by some kind of transcendent authority. Or as it is expressed in the General Rules of the Hospital, \"Chinese in their custom generally respect spirits\". The Rules then proceed to state that patients expect the protection of spirits, and that hospital servants are made dutiful through fear of the spirits. \n\nMost trade and business guilds have a patron deity. As a medical institution Tung Wah gave place of honour to the patron of medicine. To honour him the Regulations of the Hospital contained the following provision: \n\n+ \n\nNo image \n\nAll members of all ranks in the Hospital shall be present in the Grand Hall between 5 a.m. and 7 a.m. on the 1st and 15th day of each month to worship the Patron Saint (Shen Nung), so as to show that they are pure, upright and honest.         "content_text": "The Chinese Church, Labour and elites and the Mui Tsai question in the 1920's 99\n\nabuses, why, he asked, had the question never been raised by officials of the Government Cadet system who had studied Chinese language, manners and customs in Canton. \"Surely these men's experience and knowledge of the system is not inferior to those of Mrs. Haselwood.\"\n\nMr. Ho suggested the Chinese organize a society among themselves to deal with any problems there might be in the system, \"why cannot we Chinese take up the matter ourselves by forming a society with a strong committee of management for purpose of enlightening and educating the masses in their duty towards the servant girls, and securing proper power to prosecute the cases of cruel treatment of these girls?”\n\nSome passion was injected into the meeting when after Mr. Pun Yat-ki vividly described three cases in which cruel punishment was inflicted on servant girls, Mr. Ho Kom-tong, the brother of Ho Fook and Ho Tung, excitedly shouted that Mr. Pun and his informant should be charged with accessory to the crime for not reporting the offending master to the authorities.\n\nHis remarks brought both loud applause and vehement cries of protest. Mr. Chung Wen-sang arose to appeal to the meeting \"to stop these unpleasant disputes\".\n\nDr. Yeung Shiu-chuen was the main speaker for those who advocated abolition of the mui tsai system. He contended that persons who commiserated with the girls who came into their households were \"rare mortals\". Girls were always badly treated, and the Po Leung Kuk and Secretary for Chinese Affairs had little influence in alleviating their condition. To claim that there were no complaints was a failure to understand the pressures under which the girls lived, for \"many had been wronged by their masters but had not the courage to lodge complaints with the authorities, under the impression that if this were discovered, their lives would be made even more unpleasant.\"\n\nRather than attempt to counteract the accusation the English had brought against the system and regard them as a slur on the Chinese people, the problem should be honestly faced.         "content_text": "103\n\nby law,\" and \"the accused shall have the right to defense.” This latter provision formed the basis for the establishment of legal advisory offices attached to courts and staffed by people's lawyers, who in addition to performing all sorts of advisory and mediative work, were also empowered to defend both civil and criminal defendants, including counter-revolutionaries, in court.\n\nWhat followed during the next three years until the late spring of 1957 seemed very promising at the time. Work was begun on a series of codes, legal education was greatly expanded, law journals began to appear which by late 1955 were discussing a wide range of topics with increasing frankness. For example, in 1955, the majority of the articles published in the most important of these journals, Zhengfa yanjiu, were of a simple informative or propaganda nature. The remainder were divided between articles on Soviet law, which were important in providing acceptable precedents supporting reform, and articles dealing with practical problems such as how to prepare documents, the meaning of legal terms, investigative procedures, and questions involving the marriage law and inheritance. While none of these articles were particularly controversial in nature, they did indicate a move toward professionalism. By 1956 and through the first half of 1957, however, many articles began dealing with such highly sensitive issues as what constitutes evidence, particularly the place of confessions, the proper attitude of the court toward the defendant (one writer even called for presumption of innocence), the use of analogy, the need for Party and state organizations and functionaries to obey the law, and various problems of procedure.\n\nIn spite of the increasing demand for professionalism in judicial work and liberalization of the legal system, none of these articles faced up to the basic problem of Party control over the courts. This had to await the revitalized \"Hundred Flowers Movement\" in the late spring of 1957. Following Mao's February speech, \"On the Correct Handling of Contradictions Among the People,\" the Party Central Committee urged non-Communists to voice their criticisms of Party work in order to assist the Committee in eradicating the three evils of bureaucratism, subjectivism, and sectarianism. Regrettably, it has not said a word on the \"May 7 cadre schools\" that involved hundreds of thousands of intellectuals and their families.\n\nThe experience is still fresh in our minds. No doubt we can have fragments of this history written down in books like this (which are necessary and valuable). But if there were no objective work done by historians on the background and influence of cadre schools, then a void would be created for this 'earth-shaking' era of Chinese history. We've paid a high price for it. And it would be more and more difficult to fill up the void with the lapse of time.\n\nHow can we account for ourselves before the people if we pay our fees but leave behind nothing but a blank?\n\nI would like to give my humble opinions and offer some simple clues to those interested in this episode of history.\n\nMdm. Yang was sent down to a cadre school in July, 1970, about one year after I was so transferred.\n\nAs far back as 1968, the Cultural Revolution saw an end to the power struggle that was raging all over the country. Except Taiwan, all provinces, municipalities and autonomous regions replaced their Party committees with the newly-established \"revolutionary committees\". The Heilongjiang provincial revolutionary committee, which was set up as early as the beginning of 1967, had those cadres who had not been absorbed into the new organ of political power transferred to the Liuhe county to be engaged in the so-called \"struggle-criticism-transformation\" campaign following Mao Zedong's \"May 7 Directive\" of 1966, after which the cadre schools were named. Mao highly commended the practice and written instructions were circulated all over the country. In the summer of that year, a struggle to seize power broke out between two student groups in Qinghua University, Mao despatched troops and workers' propaganda teams to schools and later workers' teams were also ordered to be stationed in cultural and educational organisations throughout China.         "content_text": "153\n\nunanimously recommended the re-enactment of the contagious diseases legislation in its entirety including the registration of all brothels, the licensing of their inmates and the compulsory medical examination of all prostitutes whether working in brothels or independently. The Governor quickly accepted the conclusions of the report; a bill was drafted to implement them without delay; and both were sent home for the approval of the Secretary of State.\n\nThe draft bill immediately evoked a storm of protest. To calm the critics both inside and outside the House of Commons the Secretary of State appointed a new Advisory Committee on Social Hygiene and asked it to consider the bill and the report on which it was based. The committee included the redoubtable Mrs. Neville-Rolfe and Lady Astor. It spent little time in considering the arguments put forward in the Straits Settlements for the state control of prostitution, which it considered to be completely discredited. Its final report asserted that, quite apart from the moral arguments, periodical examinations of prostitutes was medically ineffective in checking the spread of venereal disease; no examination could guarantee that a woman was free of disease, and even if she was she could become infected immediately afterwards or be the carrier of the contagion from one client to the next; such examinations merely gave men a false sense of security and encouraged promiscuity. The committee recommended various measures to improve social conditions, better housing, education and more recreational facilities; more doctors and free diagnosis and treatment. Its main conclusion was that all known brothels should progressively be closed down commencing with those frequented by Europeans, and that all sly brothels should be closed as soon as they were detected. The committee's conclusions were unanimous and the Secretary of State, Leo Amery, had no alternative but to over-rule the Governor and direct that the recommendations of the committee should be carried out. This was done and the closure of brothels in the Straits Settlements commenced in 1927.\n\nThe Social Hygiene Committee had only been asked to consider what was to be done at Singapore, but its conclusions obviously applied equally to Hong Kong and other colonies. In 1878 a number of Chinese, concerned about the traffic in women and girls, petitioned the Governor for permission to form an Anti-kidnapping Association. The Governor appointed a committee of four, including Francis, to investigate the matter. The committee met in 1878 and 1879 and Francis put forward “Suggestions for the organisation of the proposed Chinese Society for the Protection of Women and Children\". He proposed that a company limited by guarantee be formed with a management committee of seven, two to retire annually and their successors to be elected by the shareholders, the Governor having a right of veto. The objects were to be the protection of women and children by detecting and suppressing kidnapping, the restoration of women and children to their homes (if that were not possible making provision for their future), providing temporary accommodation and a refuge for the homeless and raising funds. He also proposed that the Society should employ detectives to be sworn in as special constables with powers to act against kidnappers. (The activities of these detectives led to a number of cases in the courts in some of which Francis was engaged). In the result the Po Leung Kuk, or Society for the Protection of the Innocent, was formed in 1880. Francis drafted rules and regulations for the running of the Society. They stood the test of time as was affirmed by Governor William Robinson when he laid the foundation stone of a new home for women and girls in 1896. After reviewing the history of the Society he said “And let me say here that the rules and regulations under which the Society has so long and successfully worked were drawn up by our eminent Q.C. Mr. Francis. The society has proved itself worthy of confidence and I ask you to concur with me in the hope I now express that its future success may be greater still\". That hope has been fully confirmed.         "content_text": "111\n\nkept, rather than the simplified Dai script which has been in use for some time.\n\nOne of the strongest historical divisions between the Han and non-Han peoples in southern China has been that marked by the ability to write and to possess a form of writing, which 37 of the national minorities are listed as not having, and many groups which traditionally lacked any form of writing, such as the Hani and the Hmong, have legends attributing the loss of an original form of writing to the persecutions of a dominant, literate, majority population (in the Hani case, the Dai, in the Hmong case, the Chinese). Since literacy has historically been so strongly associated with the state in China, and since education has remained for so long an unattainable ideal for the minorities, we can, I think, understand something of the jealousy with which those groups possessed of an indigenous form of writing have guarded it, and those who have not, have, wherever possible, adopted one.\n\nIn the Chinese context, there could be no more adequate emblem of ethnic identity than the possession of a unique form of writing, and the importance currently attached to minority writing systems leads not only to important conclusions about the sense of ethnic consciousness among many of the minorities, but also points clearly to the quasi-religious significance with which some forms of writing can be invested. It is particularly significant in this regard that no fewer than ten writing systems have been invented for minority nationalities, while two others have been reformed and romanization introduced for a further two (Hsieh 1986), since this is in accordance with the original Article 53 of the 1949 Common Programme adopted by the Chinese People's Consultative Committee that ‘all minority nationalities shall be free to develop their own dialects and written languages'.\n\nEconomic liberalisation\n\nThe fourth major trend evident in the development of the minority nationalities has resulted directly from the abolition of the people's commune system and the economic reforms introduced into the countryside. He was the highly respected compradore of Gibb, Livingston and Company. For many years he had been prominent in affairs within the Chinese community and had been chairman of the organising committee for the Tung Wah Hospital. His standard of English, however, was a handicap in aspiring to the membership of the Legislative Council.\n\nWong Shing was Wei Yuk's father-in-law. He was a man of high principles, but quiet and reserved. He had been in the first class of the Morrison Education Society School in Hongkong and with three of his classmates had been taken to the United States to further his education by the headmaster of the school. His health, however, did not permit him to finish his studies. He returned to Hongkong and took up employment with the London Missionary Society, in a short time becoming manager of the society's printing establishment. For a brief period he was with the Chinese Educational Mission in the United States, but now he was looking after his properties in Hongkong and managing other business interests. He had no ambition to be a prominent public figure but when Ng Choy's successor as Councillor was named at the close of 1883, it was Wong Shing.\n\nIn January 1883, however, it appeared that Dr. Ho Kai was the most likely candidate for the seat. He had left Hongkong when still a young boy to receive an education in Scotland and England. He was a brilliant student earning degrees both in law and medicine.\n\nWhen he returned to Hongkong in 1882 he was thoroughly Anglicised, had a beautiful English bride and wore European clothing. He was also a professing Christian. Europeans did not doubt that such a man would be sympathetic to their views about the Chinese and Chinese matters.\n\nHo A-mei was of a different sort altogether.         "content_text": "59\n\n30\n\nPope Hennessy. This was the Normal School, which was opened in Queen's Road East, Wanchai, on 12th September, 1881, under the headmastership of A.J. May, previously Acting Third Master at the Central School. Partly because Hennessy had not taken the precaution of gaining the prior approval of the Colonial Office in London, and partly because several members of the Education Commission then sitting to consider the elevation of the Central School to collegiate status were unconvinced of the necessity for separate provision of teacher education, the scheme failed. On the recommendation of Dr. George Bateson Wright, the Acting Inspector of Schools who, as Headmaster of the Central School, was normally in a state of dispute with the substantive Inspector, E.J. Eitel, the Wanchai Normal School was closed in October 1883. A.J. May returned to his ordinary teaching duties at the Central School, at first as merely an “extra-master” and, according to Gwenneth Stokes, “always very much on his dignity.”\n\n31\n\nAnd of the original 1881 intake of ten students, only two eventually became teachers. Meanwhile, the failure of the Normal School project led to a resumption of the pupil teacher scheme at the Central School. To avoid the problems faced earlier, first by Stewart and then by May, the revised pupil-teacher scheme gained additional stability by the requirement that each pupil-teacher articled had to deposit $100 with the Government Treasury. Further progress in the field of teacher education in Hong Kong was slow, the next major step being the establishment of “evening extension courses” in 1906, the formalization of these under the aegis of the newly established Technical Institute in 1907, the running of teacher education courses as a part of the Arts Faculty curriculum at the University of Hong Kong from 1916 onwards, and, finally, the establishment of the first permanent training college for teachers in Hong Kong in 1939.\n\n32\n\nAlthough the Normal School was shortlived and made only a minimal contribution to the teaching supply of Hong Kong schools, it was an interesting experiment. Comparable British colonies in Asia, the Straits Settlements and the Federated Malay States launched no such experiment to supply teachers capable of using English as the medium of instruction. In this file, Colonial Office minutes are critical of Hennessy's extravagance, note that \"the scheme is evidently Dr. Eitel's with Governor Hennessy's fiat\" and other correspondence (e.g., Eitel first report on the Normal School, in Eitel to M.S. Tonnochy, Acting Colonial Secretary, 19th January, 1882, and his second report enclosed in his letter to Tonnochy of 19th January, 1882) shows that Eitel, the Inspector of Schools, felt that there would be very unfortunate repercussions if the school were to be closed and that the headmaster, A.J. May was even prepared to take a salary reduction (from the original proposal of $2,400 a year to $1,600) rather than see the Normal School break up. In later reports (contained in CO129/202 p. 532f.), Eitel compared the Normal School, with its \"special private tuition and instruction\" in pedagogy, to the pupil-teacher scheme at the Central School to the disadvantage of the latter, and May, in his letter to Frederick Stewart of 19th July, 1883, mentioned the virtues of being able to utilize simulation techniques for the preparation of teachers at the Normal School. The actual end of the Normal School, which had been dismissed as unnecessary in the Education Commission Report of September 1882, was precipitated by A.J. May's insistence, in September 1883, that the students agreed to a bond to teach for five years at a salary rate of $25 per month on their completion of the course. The immediate result was that four of the ten students left for the Medical College at Tientsin, three joined commercial firms, and one became a government interpreter, leaving only two of the original intake, as mentioned above, to become teachers.\n\n33\n\nIn Singapore, a central training college for men teachers using English as the medium of instruction was proposed in 1904 and again in 1910, but the scheme was aborted because of the lack of applications. In Kuala Lumpur, an experimental teacher training course began in 1905, proved successful, and was followed by a two-year course in Penang in 1907. He did not, therefore, have the time to be enrolled in a pupil teacher's course, which customarily lasted for three years, but he might have taken an examination in \"Pupil-Teacher's Theory\" while studying in Class 1.\n\n35\n\nThe dispute over the opening hours at the City Hall Museum had come to a head in 1880 when the Executive Committee of the City Hall Museum, led by its chairman, William Keswick, attempted to restrict the entry of Chinese to the afternoons. They were opposed by the first Chinese member of the Legislative Council, Ng Choy, and by the Governor, Sir John Pope Hennessy. See CO129/189 p. 476-614 for correspondence, largely unsympathetic to the Committee's discriminatory proposal and including an extract from the Hong Kong Hansard for 1880 reporting a speech by Ng Choy, and CO129/192 p. 438-446 for correspondence which includes Keswick's opinion that racial distinctions should not be abolished with regard to admission to the Museum of the City Hall. Eitel. His endorsement was, therefore, particularly valuable. He had been appointed, together with his successor as Inspector of Schools, E.A. Irving, and the Chinese member of the Legislative Council, Ho Kai, to the 1901-1902 Education Committee, the report of which contains blatant calls for the separate educational treatment of the different races and a clear recommendation, compatible with the extremes of colonialistic paternalism, that, as far as Chinese education was concerned, the Government should concentrate its efforts and finances on the education, in English, of the few who could be regarded as potential leaders. Interestingly, the Secretary of State for the Colonies at this time, Joseph Chamberlain, totally rejected this recommendation (Chamberlain to Sir Henry Blake, Governor of Hong Kong, 12th September, 1902, in CO129/311, p. 481).\n\n\"For certain individuals, this explanation is something of a euphemism since the “medical and sanitary precautions\" involved burning down their homes.\n\nThe Plague first broke out in Hong Kong in the Spring of 1894. The death rate for the first five or six months was over 2,500, and, though, it was the Chinese population which was most affected, the Europeans were not untouched. Lady Robinson, the wife of the Governor of Hong Kong, was, for example, a victim. Dr. E.J. Eitel, the Inspector of Schools, provided details of the rumours circulating among the less educated Chinese, and their effects, in a memorandum to the Colonial Secretary on 22nd May 1894. Eitel wrote to report and explain \"the panic which has suddenly decimated the attendance in the local Chinese Schools\" and noted that the rumours began to spread in districts affected by the Plague on Sunday, 20th May and reached other districts the next day. The principal rumours were (a) that \"the Government intended to select a few young Children from each School to subject them to a surgical incision of the liver in order to obtain bile, this being the only known remedy for curing the plague”; and, (b) that \"every School would be visited by officers who would examine every child and send to the \"Hygeia\" anyone having the least boil or pimple on its body\". Eitel speculated about the origin of the panic, attributing it to \"the malicious distortion of the native medical fraternity\" and concluded: “I do not think anything very effectual can be done to remove the suggestions of native malice to native ignorance and suspiciousness. Distrust of the Government is still rampant among the lower classes of Chinese. Education will remove it in time. (Memorandum No. 38 of 22nd May, 1894, by Dr. E.J. In the Anglo-Chinese Commercial Directory of circa 1915 (Chief Editor, Jan George Chance), a Mok Jao Chuen, clearly the same person as Mok Tso Chun, appears as Compradore for Butterfield and Swire, while a Choi Kung Po and a Mok Kon Sang appear as Assistant Compradores. Mok Man Cheung acted as witness to the will of Mok Tso [or Jao] Chun and the will, itself, makes it clear that Mok Kon Sang was Mok Tso Chun's eldest son. The editor of the Hong Kong Telegraph described Wei Yuk as “a gentleman of great intelligence besides his wealth and position, exercising vast influence in all local matters appertaining to the Chinese.\" He served on the Legislative Council from 1896 to 1914 and became known after receiving a knighthood as Sir Wei Po-shan. Po Shan Road is named after him.\n\nLeung On, alias Leung Hok-chau, was a man of maturity. He was the highly respected compradore of Gibb, Livingston and Company. For many years he had been prominent in affairs within the Chinese community and had been chairman of the organising committee for the Tung Wah Hospital. His standard of English, however, was a handicap in aspiring to the membership of the Legislative Council.\n\nWong Shing was Wei Yuk's father-in-law. He was a man of high principles, but quiet and reserved. He had been in the first class of the Morrison Education Society School in Hongkong and with three of his classmates had been taken to the United States to further his education by the headmaster of the school. His health, however, did not permit him to finish his studies. He returned to Hongkong and took up employment with the London Missionary Society, in a short time becoming manager of the Society's printing establishment. For a brief period he was with the Chinese Educational Mission in the United States, but now he was looking after his properties in Hongkong and managing other business interests. He had no ambition to be a prominent public figure but when Ng Choy's successor as Councillor was named at the close of 1883, it was Wong Shing.\n\nIn January 1883, however, it appeared that Dr. Ho Kai was the most likely candidate for the seat. He had left Hongkong when still a young boy to receive an education in Scotland and England.         "content_text": "141\n\nOf the issues raised in the editorial comments on the Chinese protest meeting chaired by Ho A-mei, English language education and the consultative process are still Hongkong concerns.\n\nHOW AN OBNOXIOUS LAW WAS ABOLISHED\n\nThe China Mail in commenting on the protest meeting against the light and pass regulations held in 1895 emphasised the theme of sedition and the threat to internal security. It approved the warning the Governor had given the speakers.\n\nThe Telegraph, however, upheld the principle of freedom of speech and the right of the Chinese to express their opinions. Its editorial was colourful and strongly worded.\n\nToday the English language press seldom openly attacks a Government official. Journalism in Hongkong is much too polite and gentlemanly for this. The Chinese press, however, has its own subtle way of ridiculing public servants.\n\nThe Telegraph spoke out boldly in criticising the tone taken by Governor Robinson in his remarks to the Directors of Tung Wah Hospital. In its opinion, what was needed was a “Government gag.”\n\nIt stated that \"His Excellency Sir William Robinson is badly in need of an automatic patent safety gag, so arranged as to shut everybody's mouth as soon as there is any occasion for absolute freedom of speech. We have seen many ebullitions of petty resentment on his part... but we have seldom seen such a determined onslaught on the divine right of freedom of speech as the one hinted at so plainly threatened is the word, for it rather more than hinted ---- in his recent address to the Tung Wah Committee”.\n\nThe Governor had probably spoken \"off the cuff\". If he had given the matter more careful consideration, he probably would have expressed himself in a less abrasive manner. However, his words reflected a popular method of dealing with Chinese. One did not listen, discuss nor bargain. With the backing of superior power, one told them what was expected of them.",

He remarked: \"I have very grave doubts whether any public meeting gathered here is ever likely to come to any definite resolution.” This would seem to have been a fair estimate of the mood of the assembly.\n\nHe proposed that a representative committee be appointed to collect all the probable schemes with all facts necessary for their implementation. The schemes with detailed plans could then be presented to the public in written form and considered at a later meeting. He thought there probably would be only three institutions submitted for consideration, Dr. Manson's sanitarium, Mr. Crow's library, and his own pet scheme, an institution for female education. There was as well, he added, the suggestion of a statue of the Queen. His effort to steer the meeting into less troubled water was greeted with applause.\n\nMr. Stewart-Lockhart endorsed the bishop's suggestion. The meeting should be adjourned at this point as it seemed to be at a deadlock, for, as he summed it up: \"There was a question as to whether a resolution had been carried or not. Some were under the impression someone had counted wrong and others that he had counted right.\" An adjournment would allow feelings to cool, proceeding with the meeting would only further inflame them.\n\nThe chairman's wisest act during the course of the meeting was to see the sense in the proposal for an adjournment. Accordingly, he seconded the motion. It was unfortunate, however, that before doing so, he did not take up the Bishop's suggestion and have a committee appointed to receive and consider plans.\n\nThe next meeting was set for four days ahead. With fortune smiling, tempers would have cooled, proposals would have taken on solid form, and community feeling would have become more harmonious. The interval between the meetings was, however, perhaps too brief for this to happen.\n\nThe chairman, Mr. Ryrie, was criticised in the press for his inept handling of the meeting.         "content_text": "11\n\nQueen's College (then in Hollywood Road), the Government secondary school which is still situated on Hong Kong Island. In 1913, the Technical Institute entered [6] candidates for local examinations of whom 116 passed. Subjects included shorthand, sanitation, building construction and field surveying.\n\nThe development of technical education was slow. However, in 1926 the Salesian Fathers commenced classes in shoemaking, carpentry, tailoring, and printing; at about the same time, Taikoo Dockyard, situated at Quarry Bay, opened evening classes for their apprentices.\n\nIn 1903, a positive step was taken by the Government towards the development of technical education when a committee was formed to report on the possibility of introducing a system of practical education. This Committee, under the chairmanship of Sir William Hornell, made three main recommendations. These were the establishment of a junior technical school; the provision of evening classes for apprentices; and the commencement of full-time courses at a later date.\n\nAs a result, in 1932 the Junior Technical School was established, which was Government's first venture into full-time technical education. This secondary school provided a comparatively narrow four-year course designed mainly as pre-apprentice training for the engineering trades. In 1957, 'JTS', as it was usually known, moved from its accommodation in Queen's Road East (from 1974 to the time of writing this has been occupied by the Technical Teachers College) to the three-storey building in Wood Road vacated by the then Technical College. At the same time, the name (JTS) was changed to Victoria Technical School (VTS), and a phased conversion from a trade to a secondary school, albeit with some emphasis on non-vocational technical subjects, took place.\n\nFurther progress was made in 1935 when the Catholic Salesian Society founded the Aberdeen Trade School. This provided a general education, together with training considered comparable to an apprenticeship within an institution. The School was converted into a secondary technical school in the late 1950s. The author first visited this establishment in January 1955 and recalls the high standard of projects on display.",

        "content_text": "13\n\nAn increasing population and rising standards of prosperity gave impetus to the growth of technical education. In 1953, the Technical Education Investigating Committee (the Burt Report) concluded that a technical college in Kowloon was essential.1 The Chinese Manufacturers' Association offered to donate one million dollars towards a new college if Government would provide a similar sum and a site. The Administration accepted the offer and the College commenced classes on its Hung Hom campus in November 1957.16\n\nIn the 1947/48 academic year there were 25 full-time and 599 part-time students on the roll of the Technical College. By the time the College moved to Kowloon in November 1957, these figures had increased to 345 full-time and 5,532 part-time students.7 With the help of donations the Technical College expanded rapidly. New buildings were added which included an all-purpose hall, a dyeing and finishing block, a new electrical laboratory, another workshop block (for construction as well as electrical and mechanical trades), and a heavy-current workshop as well as a library, a textile workshop block, and a new classroom wing. It was estimated in 1967 that, of the total building costs of approximately $7.5 million, some $4.8 million (64 per cent) had been donated. Similarly $2.4 million (40 per cent) had been given towards the cost, or was the estimated value, of the donated equipment out of a total value of $6 million.\n\nDuring the 1960s the Technical College was mainly preoccupied with technician level work, but it also ran courses for technologists (professional) and a limited number at craft level. Most of this development took place under the direction of S.J.G. Burt, who had joined the Trade School in 1938 and was Principal of the College from 1951 to 1963 when he became a full-time technical education adviser to the World Bank. The late Sydney Burt has frequently been regarded as the \"grandfather\" of technical education in Hong Kong.\n\nThe Principal and staff of the College had long felt an institution was required which would concentrate on craft and technician courses. This is the main reason why the first technical institute (of which the author was the first principal) came into being in 1969. It occupied borrowed premises for one year, at the Technical College at Hung Hom, and moved to its new building, at Morrison Hill, in 1970.",

        "content_text": "Introducing a motion for the adoption of the recommendations of the sub-committee, Mr. Bowley stated that in the Peace Treaty then under discussion provisions were made for an International Labour Convention and for a League of Nations. In the proposals for both organizations the welfare of women and children were dealt with. Appended to the section of the Peace Treaty dealing with the Labour Convention was the affirmation of the principle of an eight hour working day and a forty-eight hour week.\n\nMr. Bowley reminded the Board that the matters being proposed were on the agenda of the Labour Convention which was to be held in Washington, D. C. in the United States in October 1919. These developments had a particular meaning for Hong Kong as a British outpost in the East, for if Hong Kong took action as a part of the British Empire it might influence “our neighbouring allies' China and Japan, both of whom were parties to the Treaty and who had accepted both the League of Nations and the Labour Convention.” He continued. “If Hong Kong, China and Japan are to be included in the comity of nations on equal terms, it behoves us and our neighbours to consider these questions very carefully”.\n\nHe contrasted the absence of factory legislation in Hong Kong with Britain where such legislation had been gradually developed and enforced over the past eighty years. One reason for the difference between the two places was that Hong Kong until only recently had not been much of a manufacturing centre, but now there were many new factories. \"The time has come\", he said, \"when some, at least, of most of the elementary principles of the Factory Acts should be introduced into the Colony”. The experience of England had been that factory legislation had to be related to provisions for education and it would be difficult to apply the same laws to Hong Kong if there was no movement at the same time toward compulsory education, but since the Sanitary Board had no jurisdiction over education, the committee had concluded that it was impossible to prohibit employment of children even of the tenderest age, for it was better for children to be occupied with light tasks with their parents than playing in the gutter. Moreover, the criminal law contained provisions for the punishment of parents or masters and mistresses who ill-treated or neglected their children or child servants. These could be operated by the Confucian Society and the Tung Wah Hospital Committee. Both were already sponsoring free schools. The Government should assist them to open more. He was not, however, advocating compulsory education at this time. He felt Hong Kong was not yet ready for it.\n\nThe Senior Unofficial Member, the Honourable Mr. Parr spoke in support of the views expressed by Mr. Chow, and said, “I think my Unofficial colleagues will agree with me that the Government should make some arrangements on the lines suggested.”\n\nEditorial comment\n\nThe leader of the Daily Press on the day following the discussion of the Bill in the Legislative Council took up the problem of young children between the ages of five and ten who were taken to factories where their mothers worked. With the passage of the Bill the factory owners would probably discourage the practice as the children's presence might raise questions as to their exact age and activities when inspectors visited the factories.\n\nAs an example of what enlightened factory owners might do in Hong Kong, he pointed to a textile factory in Shanghai where the Chinese - probably Sincere or Wing On Companies — provided facilities in the factory compound for the care of young children while their mothers were working.\n\nowners\n\nFR\n\nProvisions of the Ordinance\n\nThe Ordinance came into effect on 1 January 1923. The vast town was controlled by three independent authorities: the International Settlement, where British and American influence predominated; the French Concession, mostly residential; and the Chinese Municipality. A polyglot population of between four and five million Chinese, and fifty thousand foreigners, thronged the streets. The war had brought about a great shift of population from the Chinese area, where residents were exposed to Japanese oppression, to the comparative safety of the two foreign areas, whose Chinese inhabitants increased from 1½ millions to 4 millions, resulting in a heavy congestion.\n\nIt was a far cry back to those days in 1845, when in the British Concession, before it was amalgamated with the American district to form the International Settlement, the British Consul appointed \"three upright merchants\" to act as a Committee of Roads and Jetties to supervise the inconsiderable municipal needs of a small community living on a mud bank. From those simple beginnings had grown the proficient machine required to cope with the extensive complexities of a unique metropolis.\n\nH.G.W. Woodhead, the talented editor of \"Oriental Affairs\", described the functions of the Municipal Council of the International Settlement, and I cannot do better than quote his words:\n\n\"Owing to its peculiar status as a sort of 'imperium in imperio', the Shanghai Municipality has had to shoulder various responsibilities that in other countries would be assumed wholly or in part by the State. For example, it maintains its own Defence Force, the Shanghai Volunteer Corps, and a highly efficient professional Russian unit. It maintains, what, for the average daily number of prisoners, is the largest gaol in the world. It maintains or makes substantial grants in aid to many hospitals. It started subsidizing Foreign education in 1880, and Chinese education in 1900, and now operates, or makes grants in aid, to numerous Foreign and Chinese schools. It has an Industrial Section, which concerns itself with labour problems, and also controls the rickshaw business to the extent of limiting hire charges, and providing for welfare work among the pullers. It maintains a public library and a municipal orchestra and an up-to-date Public Health Department.         "content_text": "197\n\nbecause, after Legge himself had remarried back in England in 1858, Rengan arranged for his relatives to stay with the Legge family until he called for them from Tianjing. The final demise of the rebellion included the capture and execution of Rengan by the Qing armies. In spite of the personal training given and closeness felt by Legge, the power of blood relations carried more influence than the power of Christian care. This made the need to understand the Chinese heart and mind all the more concrete to Legge.\n\nA more direct influence was the inability of Legge and his teaching staff to produce through the Anglo-Chinese College and its Seminary a continual supply of Chinese pastors and teachers. The government licensed the school with the understanding that some of those who graduated would be sent on to government placements as translators. Since the pay from the government was far more than any pastor could receive while working with a very small community at best, most students were drawn into government and business.\n\nThere is no doubt that there were also strong theological reasons behind the change. Legge's missionary service was directed toward the Chinese population. In order to know them and to be accepted by them, he felt he had to display a knowledge which they would honour: a knowledge of the Confucian Classics. Convinced that the earliest Chinese did know the true God named Shangdi, as found in The Book of Documents (HK) and the oldest portions of The Book of Odes, Legge was all the more concerned to discover how Chinese themselves responded to these religious dimensions of Confucianism. This attitude informed Legge's educational philosophy.\n\nThus, Legge supported the provision of general education for selected Chinese students, rather than requiring them to follow any rigidly missionary curriculum. After arrival in Oxford in 1876, Legge also took up the cause of women's education. He was, for instance, on the initial committee which founded Somerville College at Oxford in 1879, helping to draft its \"religious but not sectarian\" rules.\n\nA photograph provides us with a fitting symbol of Legge's life, love for Chinese, and his educational commitment. Students in his class during November, 1897, took a picture of his notes in Chinese left on the blackboard from the last class with the Professor. The picture one sees there manifests a startling simplicity: Professor Legge was still teaching a beginner's class in classical Chinese, and so had left there, in the very shaky hand of an octogenarian, situational phrases meant to prompt discussion. They began with, \"On the top of the mountain there are three men\" and went on describing animals on the mountainside and a river at the bottom. Somehow in the midst of this simple lesson religious issues arose, for in the bottom left-hand side of the board, in a portion where he may have been drilling students on specific characters, he wrote the two characters for \"Jesus\".\n\n• 52\n\nThus Legge had a deeply thought-out programme of educational philosophy and scholarship. It is a misapprehension that Legge was simply portraying China for Western audiences. He was just as much involved with teaching Chinese, and promoting education generally.\n\nIV. One can only assume that, although the position had been more or less promised to Dr. Sibree by the government's Medical Officer of Health, Dr. Gibson was able to gain the reinstatement of the AMMH. This was probably supported by the Legislative Councillor and Chairman of the Alice Hospitals, Dr. Ho Kai. Thus, the AMMH was again the provider, through its Lady Doctor, of the supervision of government midwives. That decision was clearly linked with the designation of the Medical Superintendent and Lady Doctor of the AMMH as members of the Midwives Board in the 'Midwives Ordinance', proclaimed in September, 1910.\n\nThe resistance of the District Committee and Dr. Gibson to the inclusion of extra Chinese subscribers on the maternity hospital's management subcommittee was overcome shortly after, when a proposal to add two subscribers was linked with a proposal to build a Training Institute for Nurses and Midwives. As well, the right of subscribers to nominate students for training was agreed. Finance was subsequently raised in the Chinese community for the project, which was opened in March, 1914.\n\nOutcomes and Implications of This Development Process.\n\nBetween 1903 and 1911, then, the first maternity hospital for Chinese women was built and training for Chinese midwives set up. That it happened at all was due to the convergence of interests of the LMS, the Chinese elite and the Hong Kong Government. The struggle for control in pursuit of sectional interests, Dr. Gibson versus the LMS District Committee, Dr. Gibson and the District Committee versus the Chinese subscribers, and the position of the LMS in relation to medical education, placed difficulties seen to be insuperable in the way of the Lady Doctor and the development of her service, as she was excluded from general medical work.\n\nIt is hard to reconcile the picture of Dr. Sibree as portrayed in the correspondence of her detractors as unable to adapt; lacking initiative; reluctant to state her case to the District Committee directly, rather going behind their backs to the LMS; and publicly denying any problem in her relationship with Dr. Gibson, with the strong figure she later appears. She was reappointed to the Midwives Board in 1914, became Supervisor of Midwives in 1916, and was awarded an MBE in 1919 for wartime services. From 1918, she was employed by the government, when she became Acting Medical Officer of Health, being appointed Assistant Medical Officer in Charge of Native Hospitals in 1923.* On her untimely death in 1928, she was lauded for her work amongst poor Chinese women over nearly twenty-five years.\n\n84\n\nShe must have been a woman of strong personality to persist and achieve difficult goals in the alien environment of Hong Kong. Dr. Sibree's interaction with others was moulded by her personality, partly formed by her experience of gender, class, and patriarchy, in a Christian family environment. She reacted in a 'feminine' non-confrontational way, according with social expectations.* Had she behaved in a 'masculine' mode, she would have been no more likely to achieve her goals. Thus, she was in a 'no-win' situation. Breaking away from the LMS in Hong Kong, which perhaps reproduced family relationships, may have been necessary for her autonomy. Dr. Perkins' experience was different, but the circumstances cannot be equated. First, given the delay in her appointment, and Dr. Gibson's overwork, her presence was welcome and doubtless upset would be avoided, by either Dr. Gibson or the District Committee; secondly, the service was well set up and not pioneering, as in Dr. Sibree's case; thirdly, Dr. Gibson went on leave in 1912; and fourthly, she developed a romantic attachment with the widower* locum, Dr. Mitchell, resulting in their marriage in 1913.\n\nThe barriers facing Dr. Sibree in the early years resulted not only from the relationship with Dr. Gibson and the perceived lack of support from the LMS Hong Kong. It is probable that the barriers to work with Chinese women, and to access to work with women at the Tung Wah were entrenched cultural barriers. China had been through waves of anti-European feeling and, both in Hong Kong and in China itself, there was minimal contact between Chinese and European women.7 Chinese women of the upper classes lived behind 'a bamboo screen', unlike their menfolk who learned English and engaged in commerce with the foreigners. These barriers broke down to some extent in the changed political and value climate of the years after the Manchu overthrow. Even before that, change was discernible in the trend to education of daughters.",

Why Dr. Gibson was treated as Mr. Pearce said 'shabbily', is not known, although in Dr. Mitchell's eyes, there had been no necessary connection between the LMS and medical education, and he had warned against any expectation of a linkage.\" The effect, however, was to remove the students from the institution of the Alice, and with it, the main rationale justifying the exclusion of the lady doctor from general medical work. By this time, maternity work had grown and lack of work was no longer an issue. 94\n\nThe AMMH was most important in the establishment of Hong Kong's maternity service for several reasons: first, the resources set up were both hospital-based and domiciliary, and therefore set the parameters for subsequent development, which included hospitals, maternity clinics, and government midwives attending home births. Secondly, under the umbrella of the LMS, the place of Western medical practice amongst the Chinese people was strengthened, demand increasing in the post-World War I decades. Thirdly, female doctors acquired a primary role in service provision and thereby a career pathway for Chinese women as doctors and midwives was opened. That pathway was to extend to general nursing, although even until the 1930s at the Alice Hospital, male dressers, supervised by female European nurses, were needed to work in male wards. Fourthly, a service which was accessible to all classes of Chinese women was set in place. That is, poor women were looked after on the basis of need, whereas the wives of the wealthy Chinese subscribers were entitled to care in terms of the Lady Doctor's contract. The outcome was a service that was, as much by default from the power play between Dr. Gibson and Dr. Sibree as by intention, culturally appropriate to the Chinese community. That is, status differentials were recognised, and at the same time, the level of qualification seen as adequate for a public health-oriented service was selected, analogous to the level of training for the Chinese doctors.\n\nThe lack of continuity in the service left a gap which, with greater recognition of need, was filled by secular agencies, as the Chinese Public Dispensaries Committee set up a maternity home in Wanchai in 1919, run by Dr. Alice (Sibree) Hickling, followed by the Tsan Yuk Hospital in 1922.         "content_text": "Ancestral land is land that has been originally set apart for ancestral worship and is increased by purchase from time to time in the name of the deceased ancestor, in whose name also the Government taxes are paid. The rent of ancestral land is devoted to the upkeep of the ancestral temple, to the education of the members of the clan, to the education of the members of the clan, to the worship of ancestors, to the relief of poor members of the clan, to marriage expenses of those who require assistance and to the funeral expenses of those whose relations are poor. Such land is always held in the name of the ancestor who bequeathed the property, the land being nearly always leased to members of the clan who cultivate it and pay a yearly rent. Sometimes the different branches of a clan cultivate the land in rotation, the branch in occupation of the land being held responsible for the payment of the expenses incurred on account of the objects for which the land was originally transmitted. Clan land cannot be alienated without the consent of the representatives and elders of the whole clan. The rent roll is kept by a Committee of the clan.92\n\nThis type of ancestral land tenure is still in operation,\n\nTemple land or miu t'in existed also in the territories under Chinese custom as described in the Memorandum:-\n\n\"Temple land is devoted to the support and upkeep of a temple dedicated to the service of some specially selected idol in the name of which the land is held. Some of those who originally subscribed towards the erection of the temple or their descendants act as trustees and keep the rent roll and an account of current expenses. Certain land in Kam T'in and Tsiu Kwang is devoted to the support of a few nuns.         "content_text": "built all over the Territory: a taste has sprung up for many foreign luxuries, and aerated waters, cigarettes, clothes, caps, towels and kerosene oil are now common objects of sale in the small market towns\". The district officer also noted the villagers' openness to new ideas: \"Contact with foreign ways has rendered the average villager less superstitious than of yore”: as an example of this openness to new ideas, he stressed the \"suddenness and unanimity” with which the New Territories villagers accepted the 1911 Revolution: \"all showed ... that they had long been ready to join the party of progress.\"\n\nIf, however, in the generation before 1911, there was already some openness to foreign ideas in the New Territories, the efforts by the Hong Kong Government to inculcate these new ideas formally through the schools were initially less successful. In 1902, the Brewin Committee recommended setting up government schools in the New Territories to teach village youths English and a modern curriculum. The first such school, at Yuen Long, was established in 1904, and schools at Tai Po and Cheung Chau followed in 1906 and 1909. However, in their first decade, these schools were unpopular with poor academic standards, and had little influence: in 1911 the three government schools only had 66 pupils between them, out of 3,085 pupils at school in the New Territories generally (2.1%). However, during the next decade the standards and acceptability of the government schools began to rise: in 1920 their combined enrolment reached 133. It was only after that date, however, that the government schools began to have any very marked effect.\n\nIn 1913 the village schools were brought within the ambit of the Education Ordinance. The Sung Report recommended paying a grant to those village schools of a better quality willing to include some modern teaching within their curricula. Initially 50 schools (out of the 260 existing) were chosen, and the scheme was begun in 1914. By 1916, however, only 11 of the aided schools were as yet able to teach a \"modern curriculum\". In 1918 a two-level grant scheme was introduced, and in 1919 a three-level scheme: this was designed to increase the number of schools eligible for a grant, and to increase the leverage of the government in introducing more modern subjects into the village schools. By 1921, however, there were still only 85 village schools which the government considered fit to receive any form of grant.",

More specific evidence of contact is a book which the owner of the collection bound in fragments of an Italian newspaper. This evidence dates from 1910-1920. From the late 1890s, there is a deed from Hoi Ha regulating the village's relationship with the bottom-soil landlord, which states that a copy has been deposited with the priests \"for safekeeping\". In practice, however, the average Chinese does not resign himself entirely to fate. He also appreciates that success depends on ability, education and hard work (Waters, 1997, 103).*\n\nNevertheless, in research undertaken in the United States, it was concluded that American Chinese (not Whites) die significantly younger if they have a disease coupled with a birth year which both Chinese astrology and Chinese medicine calculate ill-fated. In such cases the more strongly a person believes in Chinese traditions the earlier he or she seems to die. Even with Westerners, in a different experiment, Caucasians who were given a placebo were convinced, later, that the medicine they had received had been effective (Doyle, 2000). Certainly both for Westerners and Chinese, much does appear to be in the mind.\n\nBut, returning to the first experiment and Chinese who are born in a certain year associated with an ailment or a special part of the body. A person born in a 'Fire' year (e.g. 1967), for instance, is supposed to be, according to Chinese belief, susceptible to tumours. A traditional Chinese is therefore liable to feel a sense of hopelessness and helplessness if he or she contracts a growth (Phillips, 1993).\n\nThere is little doubt there are, according to the Author's observations, many serious believers in tun fu among the New Territories' community just as there are others who do not take it seriously. Some, of course, take part because they are expected to do so by their family and other villagers. Most such functions are, after all, quite enjoyable social occasions.\n\nWomen's role\n\nAlthough over 1,000 sat down for the basin-meal after the Pat Heung tun fu ceremony, as previously stated there were only just over 20 women (around two per cent). Those that did attend were generally female village committee members or government officials. No women, as can be seen from the photographs, played a major part in the actual Pat Heung tun fu ceremony itself, although many watched and burned joss sticks on their own or with members of their families. It had no building of its own but was housed in Queen's College,\n\nthen sited on Hollywood Road. In 1913 it entered a mere 161 candidates for local examinations of whom 116 passed. Subjects included shorthand, sanitation, building construction and field surveying. This first Technical Institute was\n\nabsorbed into the Hong Kong University when it opened in 1912.\n\nPost-World War One\n\nThe development of technical education was nevertheless slow, But in\n\n1926 the Salesian Roman Catholic Fathers, who have done so much over the\n\nyears to promote technical education, commenced shoemaking, carpentry, tailoring and printing courses and, at about the same time, the old Taikoo Dockyard in Quarry Bay started classes for their own apprentices.\n\nIn 1931, a committee was formed under the chairmanship of Sir William Hornell, then Vice-Chancellor of Hong Kong University, to consider the\n\npossibility of introducing a system of technical education. The Report's three\n\nmain recommendations were:\n\n* the setting up of a junior technical school,\n\n* the provision of evening classes for apprentices, and\n\n* the commencement of full-time classes at a later date.\n\nAs a result the Junior Technical School, Government's first venture into\n\nfull-time technical education, was up and running by 1932. This secondary school ran a comparatively narrow, four-year course designed mainly as pre-apprentice training for the engineering trades. I remember JTS, as it was usually called, in the mid 1950s in more or less that form, where the Headmaster, an Englishman,\n\nwas a pattern maker by trade and proud of it. For those who do not know, a\n\npattern maker was a craftsman who made timber moulds for metal castings in a\n\nfoundry. It was not until 1957, when the name was altered to Victoria Technical",

Even Professor F S Drake, an Englishman heading the Chinese Department at Hong Kong University who lectured in the medium of Mandarin, sang the praises to me of rote learning in a Chinese environment.\n\nOn a visit to a building site in January 1955 in So Kon Po, to which some of our students were attached for on-the-job training, I found that craftsmen were being paid $5.00 a day and women labourers $1.50. Some of the latter were straightening nails which had been knocked out of dismantled formwork (used for the pouring of concrete) so that the nails could be re-used. This practice stopped a few years later when it became cheaper to buy new nails. While talking of money, our full-time students could expect, on average, a salary of $300.00 a month in the mid 1950s after a three-year, full-time, post-secondary course, when they took up their first jobs.\n\nThere was also a clause written into the Government Public Works Department standard specification saying that if any of our building graduates could not find employment at the end of their course, main contractors were forced to take on two trainees on each major site. Their salary was $150.00 a month.\n\nStill on the subject of money: one evening student used to walk home from the College in Wood Road to Sau Kei Wan, after class, in order to save his 10 cents second-class tram fare. In those days second-class was on the lower deck.\n\nContinuing with another subject: with Hong Kong's population increasing post-World War Two at about one million per decade (in the mid 1950s it stood at around two-and-a-half million), coupled with rising standards of prosperity, impetus was given to the further development of technical education. Although we had wire netting screens to protect the Technical College windows in the 1950s, demolition teams still managed to break a few panes of our glass after they had beaten gongs as warnings and blasted away at 12 noon every weekday.\n\nIt was great getting back to my old stamping ground at MHTI, in 1970. I have always considered the four years I spent setting up and serving as Principal of the Morrison Hill Institute as one of the most satisfying periods of my career. I had splendid staff. Nevertheless, equipment was far more basic then than that used today. TIs were a new venture for Hong Kong. For us, it seemed, at times, almost a spiritual search for the mountain top.\n\nBut moving on. In the latter part of the 1960s, it had become obvious that one technical institute was not going to be sufficient to serve Hong Kong's industry which, before China started opening up in December 1978, was largely fairly basic manufacturing. As a result, the Technical Institute Committee, of the Industrial Training Advisory Committee (ITAC) (on which I sat), endorsed our proposals that five TIs were required with a further three coming on stream later, making a total of eight.\n\nAlthough many were dissatisfied with the pace of development, with Kwun Tong and Kwai Chung Institutes as proposed by the Education Department only coming into being in 1975, the Government Public Works Department wanted to delay the completion of the new buildings. The then new Governor, the late Sir Murray MacLehose, held a meeting in Government House in early 1972. He soon let it be known ‘..... there would be two more technical institutes by 1975'.\n\nAnd there were. Lord MacLehose, as he later became, was a man of action.\n\nCarrying on from there, the Haking Wong and the Lee Wai Lee Institutes came on stream in 1977 and 1979 respectively, although the latter was not entirely completed until 1980. See the numerous references to Wong Shing in Carl Smith's Chinese Christians, and Legge's reference to Wong's Christian character in 1859 to counter public doubts in Britain about the authenticity of the conversions of Chinese Christians (EMMC, April 1859, pp. 266-267). After Legge departed for the last time from Hong Kong for England in 1873, Wong Shing and Wáng Tāo purchased from the London Missionary Society the Anglo-Chinese Press through Legge's arrangements, and so initiated the first major Chinese language newspaper published by Chinese editors.\n\n8. Nothing previously was known about Luó Zhōngfán until research in Legge's personal library uncovered his work. It has been discussed in two essays by Lauren Pfister, \"Some New Dimensions in the Study of the Works of James Legge (1815-1897): Part II,\" Sino-Western Cultural Relations Journal 13 (1991), pp. 33-46, and in a more extensive manner in the essay, \"Discovering Monotheistic Metaphysics: The Exegetical Reflections of James Legge (1815-1897) and Lo Chung-fan (d. circa 1850)\" in Ng On-cho, Chow Kai-wing, and John B. Henderson, eds., Imagining Boundaries: Changing Confucian Doctrines, Texts and Hermeneutics (Albany: SUNY Press, 1999), pp. 213-254. Wang Tāo passed through different jobs as an aid to Walter Medhurst in Bible translation during the Delegates' Committee meetings (1847-1852), later working with Legge on the Chinese Classics (1862-1873). In the period between 1868 and 1870 Wáng spent nearly two years with Legge and his family in Scotland collaborating on the Chinese Classics and learning much about English and European cultures. How much Wang's work actually influenced Legge's translations and interpretations of the Ruist canon has been discussed in detail in my article, “王韜與理雅各對新儒家憂患意識的回應”戟林啟彥,黃文江主編《王韜與近代世界》(香港:香港教育圖書公司,2000),頁117至147, an English version being published a year later as \"The Response of Wang Tao and James Legge to the Modern Ruist Melancholy\", History and Culture (Hong Kong) 2 (2001), pp. 1-20. Wang Tāo's writings on those European experiences and advocacy of institutional change in China catapulted him into the status of a well-known reformist figure in the 1870s and 1880s, making it possible for him to return to Shanghai as a leader in non-traditional education. His career was chequered by covert associations with the Taiping insurgents and habits which called his character into question in some circles. A substantial and earlier study of Wang's life has been written by Paul Cohen, Between Tradition and Modernity: Wang Tao and Reform in late Ch'ing China (Cambridge, Massachusetts: Harvard University Press, 1974).
