        "content_text": "The District Watch Committee\n\n121\n\ncorrupt than regular police18: Chinese could at least understand the rationale of the tariff and no doubt accepted it as a normal condition of life in their time.\n\nIt was, however, J. H. Stewart Lockhart19, the occupant of the combined posts of Registrar General and Colonial Secretary at the end of the century, who perceived the strategic importance of a Chinese advisory council for the colonial government and who, at the same time, helped strengthen and expand the network of committees and boards on which prominent Chinese sat. In 1891 Lockhart took a decisive step: he recommended that twelve Chinese gentlemen, including such influential Chinese as Dr. Ho Kai (Ho Ch'i), Wei Yuk (Wei Yü), and Ho Fook (Ho Fu), should be appointed by government to form a far stronger committee20 than the informal body that had supervised the Force since its inception, so as to improve co-operation between the force and the Registrar General's Department. As Lockhart stressed in his report for 1891, 'it is hoped with the aid of the Committee the efficiency of the District Watch will be increased, and that the advice of the gentlemen forming the Committee will be of great assistance to this office in dealing with the affairs of the Chinese community'. The following year he was pleased to note that ‘its advice on several important questions connected with the affairs of the Chinese community has been of great help to this Department'. Lockhart saw the Committee, then, as a key advisory body for his own department and, it follows, for the colonial government in general. In this, it appears, he was strongly supported by the rich compradore, Wei Yuk, an unofficial member of the Legislative Council and a collaborator of Lockhart's. Wei Yuk had urged that a new committee should be nominated and that this reorganised committee should be given official recognition, backing and status.22 I have been unable to ascertain the names of the members of the Committee before 189123 but I suspect that many must have been nonentities in the eyes of the Registrar General and prominent Chinese local worthies and local leaders rather than Chinese conspicuous for great wealth, prestige and power24.\n\nIt is not possible to reconstruct Wei Yuk's reasoning at this date; nevertheless it is plausible to surmise that Wei Yuk understood that the tighter the connection between the Committee of",

Of this latter group, student-interpreters in the Consular Corps probably made the greatest contribution — such names as Herbert A. Giles, E.H. Parker, E.D.H. Fraser, W.F. Mayers, Thomas Watters, G.M.H. Playfair, E.T.C. Werner,44 speak for themselves but Hong Kong cadets, although few in number (from 1861 to 1941 only eighty-five were appointed), also made a significant contribution and one should cite not only Lockhart but Sir Cecil Clementi45 and Sir R.F. Johnston. All these early British 'scholar-officials' helped to lay the foundations in Britain of Chinese studies and were among the first to staff and to head new departments of Chinese studies or to interest people in the study of a unique Asian civilisation and culture.\n\nLockhart, of course, was a busy, conscientious and efficient civil servant who could not spend his working hours brooding over knotty problems of translation or sinological conundrums; but he was always a remarkably energetic man and, according to his daughter, rose early in the morning and did his private work long before his Department was open officially.\n\nLockhart's studies appear to have extended into the evenings as well. There is an interesting reference to him, by T. Kirkman Dealy, in the Preface (1907) to his revised edition of Chambers' English-Cantonese Dictionary:\n\nI still vividly retain very clear recollection of a periodical after-dinner meeting which I was privileged to attend, in the middle eighties, at the former London Mission House, where, round a lamp-lighted table, under the personal presidency of the then venerable head of the London Mission [Dr. John Chalmers], sat the late Dr. Faber, Mr. J.H. Stewart Lockhart (now His Honour the Commissioner for Wei-hai-wei), Mr. (now Dr.) G.H. Bateson Wright, Head Master of Queen's College, Mr. Addys of the Hongkong and Shanghai Bank, the late Mr. A. Falconer, Second Master of the old Government Central School, and others, eagerly discussing, assiduously comparing, commenting on, and revising, translations of portions of a minor Chinese classic made, since the previous session, by individual members of the class.46\n\nThis very Victorian passion for work, which embraced not only his official duties but his private interest in sinology, allowed Lockhart to publish in 1893 his first book, a Manual of Chinese Quota-",

        "content_text": "\"PATTERNED BANDS\" IN THE N.T. OF HONG KONG\n\n89\n\ntinued to wear the style of dress and patterned bands of their own native areas.\n\nMore broadly speaking, these aspects of women's dress and adornment serve as an assertion of Hakka identity. It is primarily Hakka women in the New Territories who wear patterned bands, the black-fringed hat, and small ornamental aprons. They also use distinctive forms of jewellery. There may be some use of these forms by other groups and individuals, including speakers of some variants of Cantonese, but they are most generally characteristic of the Hakka.\n\nWith the modern development of Hong Kong and heavy immigration, regional and ethnic distinctions are breaking down, so that these differences in dress are now less significant, and indeed are unrecognized by many people. In Tsuen Wan, only the most elderly of the indigenous Hakka people still wear traditional clothing. Virtually all can speak Cantonese, and intermarriage with Cantonese people is common. Patterned bands are rarely worn, and many of the young people know nothing about their existence, much less the technique of their manufacture. They are astonished to find that their mothers have this skill. The middle-aged and elderly women still have some treasured bands secreted away in their dowry chests, however, and the way in which they show them and talk about them demonstrates the significance they had until two or three decades ago.\n\nThis is not yet true of the more rural areas of the New Territories. A visit to the market towns of Tai Po, Yuen Long, or Sai Kung will show these traditional forms to be still in use among older women, with some available for sale, although it is unlikely that they will remain as these areas develop into urban centres like Tsuen Wan. Patterned bands are also still being made and worn in Tung-kuan County, Kwangtung, not very far from Hong Kong, according to visitors to a Hakka brigade of a commune there.12 Another visitor saw a different variety still in use in T'ai-shan county, in another part of Kwangtung.13\n\nA large collection of these bands exists at the National Minorities Institute in Peking, according to the anthropologist Fei Hsiao-t'ung.14 However, they are kept there as examples of minority handicrafts, specifically from the Yao, Miao, and Tung peoples.         "content_text": "PHONOLOGY OF A CANTONESE DIALECT OF THE NEW TERRITORIES: KAT HING WAI\n\nLAURENT SAGART*\n\nThe walled village of Kat Hing Wai (hereafter KHW) near Kam Tin in the New Territories of Hong Kong is inhabited by a lineage of the Tang clan, whose founding ancestor is believed to have settled there in the 10th or 11th century, coming from Jishui in Jiangxi1. Their dialect, which they refer to as way2 t'aw2 wa4 or 'dialect of the (walled) villages', differs from Standard Cantonese (SC) in a number of respects, and some of its speakers have formed the notion that it is really a transplanted Jiangxi dialect. It is not, however, only in use among members of the Tang clan, or in the village of KHW: I have heard a very similar dialect spoken in the Lau Fau Shan peninsula. Furthermore, Dr. P. H. Hase informs me that most, if not all indigenous Cantonese speakers of the New Territories call their dialect 'dialect of the (walled) villages' or 斗話. While there seem to exist differences between the different branches of this dialect, especially between the varieties spoken in the N.W. plains around Yuen Long and in the Eastern N.T. around Tai Po and Kowloon, the nature and extent of such differences are not known. Consequently, the scope of the present paper is limited to the phonology of way2 t'au2 wa4 as spoken in KHW.\n\nSha Tin\n\nI undertook a survey of the phonology of this dialect, which I believe has not so far been described, in October and November 19822. The informant, Mr. Tang Sau-man XXX, a 66-year-old native speaker of the 'dialect of the walled villages', was born and had always lived in KHW. He went to school in Kam Tin until the age of 18. The school was in the traditional Chinese style, and the courses were given in the local dialect by a teacher, himself a 'person of the walled villages' from 圍頭人.\n\n* Dr. Sagart (Doctorat de 3o cycle Paris 7, 1977) is a full-time researcher with the Centre National de la Recherche Scientifique, Paris.",

The documents are to be found in two volumes, both with the number R802.79 4431, both with the title ([D] (A Collection of Exemplars of Documents and Couplets]). Accession numbers of the two volumes are 622670 and 622679.\n\nMy thanks are due to Dr. David Faure and Mrs. Nga-ching Miller for assistance with the translation. The two versions show minor variations in wording: these are not noted here.\n\nMORE ON THE MAN THE EMPEROR DECAPITATED\n\nIn Volume 28 of the Journal, David Faure printed various folktales from the Eastern New Territories relating to the history of Ho Chan, in a Note headed \"The Man the Emperor Decapitated\".' Recently, a further story of the same sort was given to me by Tsim Foh-sang, a village elder of Tsap Wai Kon village in Sha Tin. Mr. Tsim was born about 1918, and was educated in his village. This story was written down by Mr. Tsim in 1981 as an interesting note on the history of Kau Sai. Mr. Tsim's story shows that stories about Ho Chan were current in Sha Tin as well as Kat O and Sai Kung, and were probably current throughout the Eastern New Territories. Tsim Foh-sang's note reads:\n\nI was told that there is a Fung Shui site in the sea near Kau Sai.         "content_text": "YET MORE ON THE MAN THE EMPEROR DECAPITATED\n\nWONG WING-HO\n\n179\n\nI was interested to read, in Volumes 28 and 29 of the Journal, material on folk-tales from the New Territories relating to Ho Chan, the late Yuan Guangdong Warlord, and early Ming Minister of the Left, collected by Dr. D. Faure, Dr. J.W. Hayes and Dr. P.H. Hase. In 1991, while working as a Research Assistant in the Chinese University of Hong Kong, I collected a further folk-tale of a similar character, very similar, in fact, to the ones collected by Dr. D. Faure at Kat O and by Dr. J.W. Hayes at Kei Ling Ha. Because of the interest of these folk-tales, this version is printed here.\n\nTranslation of Notes of an Interview with Mr. Yeung Fuk-sham (楊福杉) of Ha Ling Pei Village, Tung Chung, Lantau, 5th July, 1991.\n\nFuk-sham is of the Yeung surname, of Ngau Hom Village in Tung Chung. She is now 65 years of age. At age 24, she married Lei Fuk-hei (李福喜), of Ha Ling Pei Village. Fuk-sham said that her husband's grandmother frequently told her this tale.\n\nThe Ho family was originally very wealthy. When the old city was built (the fort at Tung Chung), the imperial court called on Ho, the Minister of the Left, to provide the funds. However, Ho was unwilling to provide them - if he had been willing, the old city would have been big enough to take in the sites of Upper and Lower Ling Pei Villages. It is because Ho, the Minister of the Left, was unwilling to provide the funds that the old city is its present size. It is also because of this that the Fung Shui and gravesites of the Hos lost their effectiveness, though the influence of the city. If the site of the city had been able to include Upper and Lower Ling Pei Villages, then the Fung Shui of the Hos would still be extremely good. Because the city is small, when the cannon fired, the explosive power was very great, and the ancestral tablets of Minister Ho were toppled over by the blast.\n\nHo, the Minister of the Left, was executed by beheading at the orders of the Emperor.         "content_text": "74\n\nThe coloured and inscribed cloth banners presented in recognition of services rendered were the least expensive of presentation items. They were needed in considerable quantities at some major events, and could be seen stacked in piles on the table at which the principal guests sat. This was just as well, since they had all to be presented by one or other of their number. They were made up by firms specializing in the production of flags and banners of all shapes and sizes. They usually bore four Chinese characters, aphorisms betokening diligent or whole-hearted service to the people, and the like, together with the name of the individual or body for whom it was intended. (Plate 15) As often as not the aphorisms came from the Chinese (Confucian) classics and have become proverbs in everyday usage.\n\nChrome or silver-plated items like dishes or figurines obtained from specialist firms were presented to deserving helpers or supporting organizations. Again, these were inscribed as appropriate to the occasion - especially the dishes, which often carried the four-character phrases - and named the event and date, together with the name of the individual or organization concerned (Plate 16)\n\nMore substantial items were prepared for the presiding officials, who might be presented with scrolls, couplets or paintings. As often as not, the scrolls and paintings would already have been framed. It mattered not that the official or guest whom the association wished to honour was Chinese or foreign. The same token of appreciation was applied to all, facilitated by the practice of equipping foreigners with Chinese names. In China up to 1949, missionary doctors and educators were frequent recipients of such tokens of gratitude for services rendered, and there must still be many examples of the kind to be found in their homes across the globe and on the antique market. So, too, it was in Hong Kong. Like many other officials, I was the recipient of such traditional literary tokens when serving in the district administration in town and country.\n\nSometimes a Committee would have invited an artist friend of their acquaintance to attend the occasion, and would prevail upon him to paint something for the principal guests. Our President, Dr. Patrick Hase, and I still have the pictures of tigers painted for us by Mr. Ng Shan at a gathering of the Ap Lei Chau Kaifong Association around 1974, when we were serving together in the Urban Services Department.",
