        "content_text": "100 \n\nJAMES HAYES \n\nFifthly, land was indirectly of the greatest importance for a man's emergence as an area leader. Through acquiring land other than in one's native village a man became known outside it. If he was a landowner renting out the land and clearly a person of ability and presence the way was paved to an extension of his sphere of influence because the local people would, in time, call on him to assist in solving disputes in which no decision could be reached. In a mountainous island where bad communications resulted in the growth of isolated communities the purchase of land or operation as a money lender was almost the only way in which personal influence could be extended without a charge of unwarranted “interference\" being made. This much is obvious on a moment's reflection, but it is not always apparent without personal knowledge of an area and its geographical characteristics.\n\nSixth and last, it is probable that the rural gentry of Lantau Island in the earlier part of the Ching dynasty were similar in origins and career to these men.\n\nThis closes the main part of the article, but I would like, as a postscript, to mention the external and more formal side of their activities; that is, their relations with other gentry of the whole administrative district and with its civil and military officers. There is a distinct lack of definite information with a local content. One imagines, however, that they would have been on good terms with the officers of the military garrison and the naval patrol vessels that called at the island from time to time, combining with the village leaders and the shopkeepers of the market town to entertain them on certain festivals and on public occasions. By way of a return, the officers contributed to local repair projects such as the reconstruction of village temples and gave something towards the cost of local opera shows and festivals. This much is certain because many repair tablets and commemoration boards show this pattern. Besides, the basic nature of government in rural areas has changed very little to this day, being founded on the creation and retention of goodwill wherever and however possible as true for the Hong Kong government today as for the Chinese district government 70 years ago.\n\nThe position is much less clear on the civil side.         "content_text": "26\n\nT. C. CHENG\n\nin 1936 he was succeeded by Mr. (later Sir) Man-kam Lo. Sir Man-kam, born in 1893, was the eldest son of the late Lo Cheung-shiu, J.P., who was Chairman of the Tung Wah Hospital in 1915. He was also the son-in-law of the late Sir Robert Hotung. Sir Man-kam went to England to study law in his youth and later founded the solicitors' firm, Messrs. Lo & Lo, his partner then being his younger brother, M. W. Lo. He was appointed a J.P. in 1921 and served on the District Watch Force Committee, the Sanitary Board and many other Boards and Committees. He was Chairman of the Tung Wah Hospital in 1929 and was a member of the Legislative Council from 1936 to 1941. After the war he was appointed to the Executive Council and was knighted in 1948. Sir Man-kam was not only a brilliant lawyer but also a very conscientious and outspoken member of the Legislative and the Executive Councils in his time. His views and advice were always highly esteemed by the Government. He died suddenly in 1959.\n\nIn his book Via Ports, a recent Governor of Hong Kong, Sir Alexander Grantham, had this to say about Sir Man-kam: “Out-standing amongst them (i.e., Executive Council Members) was Sir Man-kam Lo, whose death in 1959 was a great loss to the Colony. He had a first class brain, great moral courage and a capacity for digging down into details without getting lost in them. I can picture him at a meeting of the Council when some difficult or controversial subject was under discussion. Another member would be expounding his views. From the glint in 'M.K.'s' eyes and the way his lips were moving, I knew he had something forceful to say. I could hardly wait for the previous speaker to finish and to hear 'M.K.' Then again, when a complex but dull matter was being dealt with by the circulation of papers, on which members would write their opinions, I would look to see what 'M.K.' had written and, as often as not, save myself the tedium of reading all the other minutes. He was invariably right to the point”\n\n28\n\nWhen Dr. Tso Seen-wan resigned from the Legislative Council in 1937, he was succeeded by Dr. Li Shu-fan who, born in 1887, received his early medical training at the Hong Kong College of Medicine and later at Edinburgh University.         "content_text": "THE DISTRICT WATCH COMMITTEE: 'THE CHINESE EXECUTIVE COUNCIL OF HONG KONG\n\nH. J. LETHBRIDGE*\n\nAn American political scientist, Lennox Mills, concluded after a period of research in Hong Kong that the District Watch Committee was 'in reality the Chinese Executive Council of Hong Kong'. Yet ‘legally', he continued, it is merely a committee of fifteen Chinese who meet under the chairmanship of the Secretary for Chinese Affairs to manage the District Watch Force\" — in 1941 a body of some 120 Chinese constables and detectives recruited and paid for by the Committee for the purpose of patrolling predominantly Chinese districts of urban Hong Kong Island and Urban Kowloon. The 1941 Committee contained the five names of the Chinese unofficial members of the Legislative and Executive Councils as well as a number of extremely rich and influential Chinese, all of whom sat on various interlocking committees and boards. The Committee, needless to say, because of its prestigious membership, exercised political power within the Chinese community: it was, therefore, a group listened to and cosseted by the government.\n\nThe purpose of this paper is to trace the development of the District Watchmen Force, a constabulary body, from its inception in 1866 and to show how its Committee of Management acquired over time prestige, status and power so that it became, as Lennox Mills wrote, 'the Chinese Executive Council of Hong Kong'.\n\nWhen the Island of Hong Kong was ceded to Britain in 1842, some Englishmen assumed its Chinese inhabitants were a chance collocation of poor peasants, piratical fishermen and unkempt\n\n* Mr. Lethbridge is Senior Lecturer in the Department of Sociology, University of Hong Kong.         "content_text": "The District Watch Committee\n\n121\n\ncorrupt than regular police18: Chinese could at least understand the rationale of the tariff and no doubt accepted it as a normal condition of life in their time.\n\nIt was, however, J. H. Stewart Lockhart19, the occupant of the combined posts of Registrar General and Colonial Secretary at the end of the century, who perceived the strategic importance of a Chinese advisory council for the colonial government and who, at the same time, helped strengthen and expand the network of committees and boards on which prominent Chinese sat. In 1891 Lockhart took a decisive step: he recommended that twelve Chinese gentlemen, including such influential Chinese as Dr. Ho Kai (Ho Ch'i), Wei Yuk (Wei Yü), and Ho Fook (Ho Fu), should be appointed by government to form a far stronger committee20 than the informal body that had supervised the Force since its inception, so as to improve co-operation between the force and the Registrar General's Department. As Lockhart stressed in his report for 1891, 'it is hoped with the aid of the Committee the efficiency of the District Watch will be increased, and that the advice of the gentlemen forming the Committee will be of great assistance to this office in dealing with the affairs of the Chinese community'. The following year he was pleased to note that ‘its advice on several important questions connected with the affairs of the Chinese community has been of great help to this Department'. Lockhart saw the Committee, then, as a key advisory body for his own department and, it follows, for the colonial government in general. In this, it appears, he was strongly supported by the rich compradore, Wei Yuk, an unofficial member of the Legislative Council and a collaborator of Lockhart's. Wei Yuk had urged that a new committee should be nominated and that this reorganised committee should be given official recognition, backing and status.22 I have been unable to ascertain the names of the members of the Committee before 189123 but I suspect that many must have been nonentities in the eyes of the Registrar General and prominent Chinese local worthies and local leaders rather than Chinese conspicuous for great wealth, prestige and power24.\n\nIt is not possible to reconstruct Wei Yuk's reasoning at this date; nevertheless it is plausible to surmise that Wei Yuk understood that the tighter the connection between the Committee of",

        "content_text": "The District Watch Committee \n\n129 \n\nBut one point needs further elaboration. Fifty-two Chinese were appointed to the Committee between 1891, the year the Committee was put on a proper footing by Lockhart, and 1941, the year of the Japanese invasion and occupation of the Colony. Nearly all, as I have said, were re-appointed to the Committee after their five-year term of office expired, so that the majority continued in office until death or complete decrepitude released them from public service31. A few resigned because of ill-health or because, so one suspects, they suffered severe financial reverses and thus lost standing as successful merchants or businessmen in the community, in the Chinese Chamber of Commerce, and in their district association. The District Watch Ordinance of 1930, which consolidated earlier legislation, said quite simply that 'the Governor may appoint any person to membership of the District Watch Committee (and) such persons shall hold office for such period as the Governor may direct', thus recognising a situation that had arisen: the permanency of the committeemen. On the other hand, those Chinese who served on the committees of the Tung Wah Hospital and the Po Leung Kuk, two very prestigious associations, were in office for one year only and then were replaced at the next election by a new committee: but a Chinese appointed to the District Watch remained in office practically for ever. \n\nThe Committee became, in other words, a permanent advisory board comprising the richest, most influential, most prestigious and politically powerful Chinese in the Colony; and the Committee always contained the Chinese unofficial members of the two Councils. J. H. Stewart Lockhart, who had also been instrumental in the 1890s in reorganising and strengthening the committees of both the Tung Wah Hospital and the Po Leung Kuk, may be thought of, then, as the main architect of the system of colonial government which matured in Hong Kong in the period 1891-1941. This system brought the interests of European administrators, European businessmen and prominent Chinese into a closer alignment; it tended to reduce conflict. \n\nA number of other permanent boards and committees were established in the period after 1890 but although these formed a necessary part of the system they were hardly as crucially important as the District Watch Committee. LETHBRIDGE\n\nPermanent Board of Direction was established by ordinance in 189352, the Tung Wah Hospital Advisory Board came into being in 189633, the Chinese Permanent Cemetery Committee in 1913 and the Chinese Temples Committees in 1928. Two other Chinese committees should be mentioned: the Chinese Recreation Ground Committee, established in 1890, contained the Registrar General and the Chinese unofficial members of the two Councils; and the Chinese Public Dispensaries Committee, formed in 1909, consisted of the Registrar General as chairman, the Chinese members of the two Councils and the Sanitary Board, the three chairmen of the annual committee of the Tung Wah Hospital and a number of other leading Chinese. In 1941, the official Chinese committees, inclusive of the District Watch, were eleven in number. Together their members represented a Hong Kong Chinese élite, in which such values as wealth, prestige and power, to use William Skinner's expressive term, ‘agglutinated’.\n\nNomination to the District Watch Committee was a great achievement, but nomination to the other ten committees and boards was also regarded as an honour and an additional notification of a person's standing within the community. But Chinese appointed to these ten committees and boards exercised either a more specialised or more purely honorific role, primarily because these committees did not hold a constant or uninterrupted dialogue with the Registrar General/Secretary for Chinese Affairs. They met infrequently, sometimes only once or twice a year; and although they gave advice on occasions, the giving of advice was not their primary function. Much of the work of these committees centred on the allocation of charitable funds, the management of property and the supervision of accounts. The District Watch Committee represented the real locus of power: at its meetings the members formulated a Chinese point of view on government policies and general issues. The Committee acted as a permanently installed barometer for the government, giving it a clear indication of the state of mind of the Chinese bourgeoisie. It marked out for government how the élite felt on certain questions39.\n\nThe same people were to be found represented on all the eleven committees and boards (although in slightly different combinations in each case) so that it is a little unreal to distinguish",

In one case, a District Watch Inspector arrested a member of the Secret Strike Party (the so-called Labour Commission) carrying illegal dispatches to union members, a fact duly noted in the Secretary for Chinese Affairs' report for 1925. \n\nIt is difficult to see how the Hong Kong government could have coped as well as it did with periods of economic recession after 1918, with years of labour unrest, with the rising tide of nationalism emanating from Nationalist China, without the strong support of the Committee, whose members between them sat on most of the ten other official Chinese committees and boards. The members of the District Watch Committee were strongly entrenched in the Chinese Chamber of Commerce and the Chinese Clubs and they played a significant role in the Chinese Manufacturers' Association. They also occupied important positions in district associations, benevolent societies, guilds of employers and business associations. The power and influence of the Committee ramified down through such associations, so that the few were able to exercise political control over the many62. Thus the power of the Committee was diffused through many associations, helping to maintain what no doubt the government would call 'sensible attitudes' among the Hong Kong-born Chinese, the group that formed the vertebra of the Colony. \n\nThe District Watch Committee was re-established after the return of the British administration in 1945, the Committee containing the same names as in 1941. No further nominations were ever made. A hundred and one District Watchmen reported for duty in 1945-6 and carried on with their normal duties: patrolling streets, conducting enquiries in connection with boarding houses, guilds, and the protection of women and girls, and making general investigations on behalf of the Secretariat for Chinese Affairs. In addition, the force assisted the rice controller in checking black marketing in government supplies; they were also put on static guard duties at various premises requisitioned by government. But the pre-war system of soliciting private subscriptions for the upkeep of the force was abandoned in 1945: henceforth it was financed entirely by the government; and government soon decided that the strength of the force should gradually be reduced to about fifty men, which would be sufficient to deal with the special requirements of the Secretariat for Chinese",

See Johnston's obituary in the Times of 8 March, 1938.\n\n37 R. F. Johnston's, Twilight in the Forbidden City, London, 1934, describes his experiences as an Imperial tutor.\n\n38 Much information on Johnston's experiences as District Officer and Magistrate are given in his book, Lion and Dragon in Northern China.\n\n39 Annual Report on Weihaiwei for 1921, p. 3.\n\n40 Annual Report on Weihaiwei for 1903, p. 5. From time to time the Magistrate's office issued proclamations in Chinese, notifying the people of the wishes of the Government.         "content_text": "204 \n\nNOTES AND QUERIES \n\nthere is a shrine at the rear inscribed Tao Kuang 27th year (1847-48). \n\nPoints of interest are the excellent granite work screen and balustrade along the whole front of the temple: the Shek Wan pottery decorations on the roof (Hsuan-Tung 1st year: 1908-09) and the large boulder inside the building which was probably the uncovered site of the original shrine. (There is a similar one inside the Lin Fa Kung temple at Tai Hang, which is of approximately the same age.) \n\n3) The Sui Tsing Pak temple at Tik Lung Lane. This is not housed in a temple building but in several houses in a terrace. The god is said to have been a man named Chan (**陈**) enobled as marquis (**侯**) who lived in the Sung dynasty and performed many good deeds. His title means the 'Pacifying Marquis' (**遂清侯**). The date of its establishment is not known, but several of the memorial boards inside the temple carry inscriptions in the late Kuang Hsü reign (1875-1908). Among them are boards presented by residents of 'The Thirty Houses' (the local Chinese name for Staunton Street, in Central District) and another by the community of Hung Hom village in Kowloon. \n\nThe upstairs rooms are devoted largely to the care and worship of memorial tablets, many with photographs of the deceased, placed there for a subscription by friends and relatives. This temple is of particular interest for the various art objects and antiquities kept inside the upper rooms, which make it almost a museum. They include paintings and porcelain. The interior decoration of the temple should also be noted especially the screens and fittings for the various altars upstairs which are probably at least 60 years old. \n\n4) Yuk Hai Kung Temple (**玉皇宫**), Stone Nullah Lane. This temple to Pak Tai, the god of the North (**北帝**), is again of early origin. According to an inscription above the entrance, the present structure dates from the first year of the T’ung Chih reign (1862-63). This is a large temple with side rooms which is still in an excellent state of repair. The building on the right of the temple is a public office or kung sor (**公所**) in which the temple management committee met to discuss the affairs of the temple and the neighbourhood. It was, as Carl Smith remarks, under the control of the Wanchai Kaifong from 1882 and before. \n\nPage 210\n\nPage 211",

        "content_text": "RELIGIOUS LIFE IN PRESENT-DAY TAIWAN \n\n187 \n\nThis may at first appear as a tautology: all religions are naturally human. However, in contrast again with the Judaeo-Christian and Islamic traditions, in which God is seen as the Absolutely Holy and Transcendent One, the Chinese worshippers in the folk-religion conceive of their deities and relate to them in very human or humanistic terms. This can be explained in many different ways. One aspect is the magico-religious treatment of the gods, just mentioned, but there are several other angles to look at this complex phenomenon. The Chinese deities are often man-made: created by the people, and sometimes in the past appointed by the imperial government. Many gods and goddesses are actually apotheosized historical figures of special reputation or virtue who after their death proved to possess spiritual powers to assist the suffering people. There exists even the conception that the whole Chinese pantheon (not including the Buddhas-bodhisattvas) is modelled after the imperial government: they present a mirror-image of this world with the emperor — the Jade Emperor at the top. Underneath him are the various boards or ministries, the provincial governors, district and city officials down to the lowest rank of neighborhood inspectors. The humble Tu-ti-kung or Earth-spirits are thus the lowliest rank in the divine hierarchy. Gods and goddesses can be promoted or fired just like humans; in cases of mismanagement or misconduct they are sent into exile or otherwise punished. Man's imagination sees this whole spiritual world as operating by virtue of rules and relationships characteristic of his own this-worldly society. Perhaps the most striking manner to illustrate the humanity of the Chinese religion is that it is so evidently utilitarian. The gods and goddesses are worshipped by the people mainly and perhaps exclusively to obtain divine assistance in various difficult or important circumstances. These may be of individual significance or may relate to social concerns: family and community. But most often the blessings requested belong to the sphere of this life: health and wealth, fertility and progeny, position, success in business, cures of diseases (often in the past: epidemics) and overall protection against evil forces, evil spirits who threaten to destroy human happiness. Concern with the after-life may also be a motivation of religion, but then life after death is seen as a continuation of life on earth. The deceased are imagined to have the same needs as in this world: food, shelter and clothing are their most important concerns. 'The movement of the brush is directed by the mind,' Liu replied. \"The brush will move properly if the mind is rectified.\" The emperor changed his expression immediately since he knew that Liu's remarks had a double meaning. They were a remonstration, though indirect and implied. \n\nOf another famous calligrapher, Tung Ch'i-ch'ang of Ming, it was written \n\nTung Ch'i-ch'ang was equally famous for seal carving and calligraphy. Hardly did a day pass without someone requesting his work. Even a letter or a brief note of his became a collector's item, and people were willing to pay a high price for it. He was profound and discriminating as a critic—a single word in his own handwriting commanded such attention that a collector would consider it a matter of great prestige to have obtained it. \n\nOur abbot, then, followed in a great tradition and his work on presentation boards and inscriptions, done in various styles, can be appreciated by visitors. He used three pen names, *, *, and *. The abbot also took a great interest in natural beauty and was instrumental in calling attention to various local beauty spots which he and his friends and disciples proceeded to embellish by carving names and inscriptions on rocks. They added, in a tasteful way, to the amenities of the area since many persons would come to visit them. The most famous of these places is Sam Dip Tam (=the three saucer-like pools) to the west of the Monastery, which owes its present name to Abbot Mou Fung. Closer by is a small garden area, now neglected, with a pool called Kan Lo Chi (*) commemorated with an inscribed tablet and formerly nicely laid out with statues of Kuan Yin, the Goddess of Mercy, a popular Buddhist deity. The Abbot chose this area because of the two rivulets of clear water which ran through this small area. Unfortunately, they have since been polluted by pig farms and bean curd factories above the site and the area has been neglected. However, the District Office Tsuen Wan intends to assist in restoring the place and put it under proper management, so that visitors to Lo Wai village and the monasteries can again enjoy its former charms.",

I did, however, hear of such misuse during my earlier research in other districts.\n\n17 It might be mentioned here that a number of MAC office-holders, most often the chairmen, are asked to participate on other community organizations, thereby representing the MAC and forming a link between it and the organization. The nature of such links varies from committee to committee, but membership on the Area Committee is common. For example, nearly all the chairmen of Lok Fu Estate MACS participate in the Lok Fu Area Committee. Participation on such outside organizations increases the duties of the office-holders, as they must carry back to the MAC information and announcements for dissemination.\n\nIn a few committees, these items were purchased by the officers (usually the chairman) and donated to the committee. Other committees have applied to the Sir David Trench Fund. This fund, made up of a sports grant from the Council for Recreation and Sports, can be used to pay for sports equipment such as table tennis tables. Applications are invited once a year, usually in September or October. At that time, the District Office sends the temporary community organizer to each MAC, to ask the chairman if any equipment is desired. If so, the forms are completed and forwarded to the City and New Territories Administration by the District Office. The forms are tabulated and the committees are then informed of what they can buy. The committees then buy the approved items and are reimbursed.\n\nThe Mutual Aid Committees are not unusual in their practice of inviting honorary members. Honorary members seem to be a part of many Chinese organizations, both traditional and modern.\n\nThe position of honorary member is not based on sex; both men and women can be asked to be honorary members, although male honorary members are more numerous, reflecting the generally greater participation of men in the Mutual Aid Committees.\n\nDespite the popularity of inviting honorary members, the District Office does not encourage this practice, as it views the officers and the floor representatives as the functioning members. In addition, there is potential for committee conflicts if members cannot agree on who to invite as honorary members, and this should be avoided.\n\nThe terms \"honorary\" or \"ordinary\" refer to the distinctions made by some committees. Actually, there is very little substantive difference between president and honorary president or consultant and honorary consultant. In a few committees, it seems that the titles of honorary president or honorary consultant confer a bit more prestige, but this is by no means certain.\n\nEach registered Mutual Aid Committee may request reimbursement of its essential expenditure up to a total of $2,000 per year, computed quarterly (that is, $500 every three months). This money is provided for the MACs from a special fund from the City and New Territories Administration and may be used to pay the costs of the initial setting up of the MAC office; to purchase supplies such as blackboards and notice boards, first-aid kits, and loud speakers; and to pay the monthly bills (such as rates or the cost of electricity) for the office. Sports equipment cannot be bought with this money. Newly-established committees that are setting up their offices can ask for a one quarter's advance, so that they can use up to $1,000 in the first quarter if necessary. However, if the $2,000 yearly allotment is insufficient for the committee's needs, or if special expenditure is planned, the additional funds must be collected from the residents, or donated by the honorary members.",

        "content_text": "271\n\nWell, over to you again, David.\n\nDavid Faure\n\nWhen I was in England last year I had a look to see what local history societies do, and what sort of material people have in local histories, and I was very impressed. Wherever you go, you find some sort of society with people who are interested in something. Then you have publications that are primarily documentation. You have to walk into a church or the pub, pay your 10p, and you get your little sheet where somebody has written up the history of a village and that sort of thing. You have a whole range of them, you've got scholars interested in broader problems in the field, or trying to fit the local scene into a larger context. You also have the tourist side of things, where people just want to know what that churchyard is all about.\n\nI think we fall far short of that in Hong Kong. I suppose the nearest to a local history society we have in Hong Kong is the Royal Asiatic Society, and our Journals are the only ones I know of that discuss local history as local history. You have a few other places you can publish in. The academic journals abroad are interested in Hong Kong material if you can fit what is said here into a wider theoretical context, so called. Then you also have the publishers that are interested in having a few books on Hong Kong. But we have not got a lot of local materials assembled where people can have a look at them. The conference on Hong Kong History that we had a couple of years ago at the Chinese University was a venue for people interested in the subject, and I suppose we should have more of those. Some sort of publication of source materials would also be useful, and I can't think of a better way of doing it other than by photocopying them and leaving copies in the major libraries.\n\nIt is a new development that the District Boards are now interested in their own history. Quite a few seem to be. They are all compiling these handbooks, describing what happened with the district, and want to include a section on the history of the district. That would be a useful development for our sort of interest.",

Those repackaged as guidebooks to historical monuments and historical sites, adding practical information on how to get there, are particularly popular.\n\nPublishing for the general public was also stimulated by the District Boards, established in 1982, now 19 in number, each vying to promote the district and inculcate a sense of community. Each Board commissions authors to write the district's history, and because of its regional nature, residents in the district are persuaded to donate old photographs and documents and supply information, which have helped to enrich the content of the books. District Board inspired activities, such as exhibitions and the collection of folk songs, have also helped to give a new connotation to the word 'local' and the idea of 'local history'\n\nThe museums, AMO and the District Boards publish bilingually, and this seems to meet the demand of the general reader in Hong Kong.\n\nMainland Chinese Writers\n\nIn the early 1980s, when talks began between China and Great Britain on the return of Hong Kong to China, interest in Hong Kong history emerged from another quarter - Mainland China. Several centres to study Hong Kong and Macao were set up in Beijing and Guangzhou, and later Shanghai. The Chinese Academy of Social Sciences in Beijing leads the study on Hong Kong, and has produced a number of quality academic works In Guangzhou, the leading light in Hong Kong history research was Jin Yingxi, until his death in 1991. A graduate of the King's College (secondary) and the University of Hong Kong, Professor Jin displayed a rare sensitivity toward Hong Kong society throughout his work, and his proficiency in English also enabled him to use English sources more effectively than most other Mainland historians.\n\nMainland academic historians tend to write about Hong Kong's political development and its place in Sino-British diplomacy rather than local history as such. But they have also produced some micro-studies. 15 As a whole, their works have helped to stimulate interest among both Hong Kong and Mainland Chinese readers. \"Hong Kong mania\" which was supposed to have swept the Mainland in the early 1980s also helped to create a market for works on Hong Kong history written both by Mainland and Hong Kong scholars.",

        "content_text": "163\n\nProblems\n\nSo far I have been dwelling mostly on the progress of the study of local history, but that is not to imply that there are no problems.\n\nThe truth is, there is still a lot of local history waiting to be done urgently. There are villages, streets, institutions, trades, interesting and significant personalities that are hardly documented. There are archives to be discovered, records to be catalogued and indexed, folk tales and personal accounts to be recorded. There are myths to be debunked. In face of rapid urbanization and large-scale emigration — and always, old people dying — we are losing materials at an alarming rate.\n\nUnlike most other places, Hong Kong's problem is not money. In fact, there is now ready money offered to fund research. The budget for the new Museum of History is HK$580 million (approx. US$74m) and for the Heritage Museum, HK$772 million (approx. US$98m), so there will be plenty to pay for research. Academics can, moreover, apply for funds from the University Grants Committee which seems to favour projects related to Hong Kong. The Hong Kong Jockey Club has been a consistent donor to projects related to heritage, and other local bodies such as District Boards have funded publications. In addition, there is the Wilson Heritage Trust Fund, named after the former governor Lord Wilson of Tillyorn and set up in 1992 to promote the preservation and conservation of Hong Kong's human heritage. To date, it has funded television programmes, conferences, student projects and a wide range of other activities.\n\nThe problem is not so much money as manpower. Some of the pioneers of local history such as Barbara Ward and Lo Hsiang-lin have passed away. A number of experienced scholars have retired and emigrated, or have left Hong Kong universities to teach elsewhere. In a way, this is not a total loss, for David Faure and Bernard Luk are actually taking Hong Kong studies to Oxford and Toronto where they now teach. But the fact is that they are not here and can no longer supervise the kind of fieldwork they did in the late 1970s and early 1980s.\n\nThe sudden surge in demand for researchers created by the rapid expansion of the Museums and the Antiquities and Monuments Office both highlights and aggravates the problem of manpower shortage. They pointed up more outspokenly than the emollient main report the shortcomings of an out-of-touch government administering a non-English-speaking population that was only too open to misunderstandings and misconceptions (such as that taxes levied were drained off to the UK Treasury.) Interim steps should concentrate strongly on building up public confidence in the unaccustomed principles and practice of popular elected representation (the ‘political education' mentioned above.) The provisional system of regional advisory councils, coupled with departmental decentralisation and administrative co-ordination, should then lead to full local authorities in about six years. Meanwhile Tsuen Wan was indeed a unique opportunity for immediate action (the new towns to come of Tuen Mun, Sha Tin, Tai Po et al had yet to be envisaged.) These three semi-dissenters did not co-ordinate their Note with the other.\n\nDickinson has been described by one of his working party as “the least understood and worst treated member of the Cadet Service\" (the original title of Hong Kong's Administrative Branch of the HMOCS, which survived in common parlance long after the absorption into the Colonial Service of the pre-war Eastern Cadetships.) He chose to retire early for personal reasons. It is ironic that in the aftermath of the Cultural Revolution overspill, when special duties officers in the defence branch of the secretariat, the SCA and the Information Services Department became so active in devising new ways to win hearts and minds, to keep in touch with the people and to encourage the use of Chinese language, so much of what had been adumbrated in the Working Party Report re-appeared; but because the new ideas now came from well-established senior sources, they became respectable and it was to be long before they offered electoral participation in executive decisions. The SCA became the Secretariat for Home Affairs; City District Officers were created in ten urban districts, and found much to do that had not been done before; City District Committees were established in 1972; a Tsuen Wan District Advisory Board was at last set up in 1977, followed by others; in 1980 a new pattern for district administration was at last suggested, with direct elections to District Boards. But in all these and still later developments that affect present history, there was no official backward recognition that the ground",

Watson, \"Eating from the Common Pot: Feasting with Equals in Chinese Society\", published in Anthropos, Vol. 82, 1987, pp. 389-401.\n\nIn the course of enquiries (1970s) into foods made at festival time, I came across some interesting facts about the preparation process. This was often laborious. The \"cakes\" made at the lunar New Year are a case in point. The materials comprised pounded glutinous rice and cane sugar. According to men from two of the former Tsuen Wan villages, sixteen hours were needed to cook the mixture in a very large, deep wok (the Chinese frying pan) in effect for a whole day, from dawn till dusk or later. Cooking in an old-fashioned village stove, fuelled by dried grass or firewood, was essential; since the taste would be different were charcoal or gas to be used. Some of the Sham Tseng elders (also Tsuen Wan District) said that each \"cake\" might require between 30 to 50 catties of glutinous rice, resulting in very large \"cakes\". In one household of my acquaintance (originally from Shek Pik on Lantau Island, resited to Tsuen Wan in 1960), it had been usual for them to make four large \"cakes\" every lunar New Year. These were distributed as goodwill gifts to shops in the market towns of Tai O and Cheung Chau, and the boat people's families in the Shek Pik anchorage - indicative of this household's economic and social ties. People also gave and received portions of such cakes during the customary visiting to mark the arrival of the New Year.\n\nThe Sham Tseng men had also mentioned a rather curious requirement involved in the preparation of the dumplings made for the fifth day of the fifth lunar month festival, commonly known as the Dragon Boat Festival. The dumplings had to be made with a preparation of wood ash, placed between bamboo leaves, and filtered with water. This watery ash, known as kan shui [the character I was given for 'kan' is that for 'root', but though this sits oddly with the context, I have not been able to find anything more suitable in a dictionary search] had to come from \"new\" wood, though not necessarily of any particular kind. It was no use trying to filter ash from anything that came to hand, like old boards or drift-wood.\n\nTurning to other topics, I had earmarked but subsequently overlooked two interesting items in the course of shaping the chapters.",
