One of the conditions was that the Library should be unconditionally returned to the City Hall upon demand of the Committee but this right was revoked in 1925 when they \"definitely and permanently renounced their right to demand the return... of the... Library\" and it became University property. The books may now be consulted by any interested member of the public upon application to the Librarian of the University. Another move is still planned for it to the new air-conditioned University Library where it should continue to provide rewarding browsing for the curious for many years to come.\n\nPerhaps a note on the end of the first City Hall Library should be added. The rest of it remained open until 1932 when an ordinance was passed by the Legislative Council on 23 June to the effect that Government had decided to resume possession of the City Hall site. The ordinance stated that;\n\nThe premises together with all buildings now standing thereon revert to the Crown free from any restriction whatever.\n\nThe City Hall Committee also has to hand over the furniture, fittings, bookcases, books, show-cases, specimens, exhibits, etc., of the City Hall, including the library and museum to the Director of Public Works who shall dispose of them, or any of them as the Governor in Council may direct.... The Future. It is not the intention of the Government to re-erect a City Hall on this site, part of which will be sold and part developed to accord with a general scheme of town planning; but as part of that scheme it is the intention of the Government to make provision for public amenities of the kind hitherto provided by the Committee of City Hall.'\n\nSo did the Government of the day commit itself to providing a public library for the community and at last in 1960 piling for a new City Hall Library is under way.\n\nTHE BOOKS\n\nIt would be unfair to judge the library which bears Morrison's name as a reflection of his own taste or scholarship. Too many books have been added to it from a variety of sources for that and too many from his original collection have been lost.         "content_text": "OLD BRITISH KOWLOON\n\n131\n\nexample of a local boy making good, whilst his public activities demonstrate the sustained zeal to perform charitable works that continues to typify leading members of the Chinese community of Hong Kong to this day. Farming was not for him. When in his twenties he set up a general store in Yau Ma Ti where his elder brother was already running a wholesale vegetable business. Very soon he turned his energies in other directions and established two cross-harbour ferry services with steam launches running from Yau Ma Ti and Mong Kok. At the same time he also went into the confectionery and soft-drink business in Hong Kong. These activities prospered to such an extent that whilst still in his thirties they enabled him to undertake public affairs. He served on the Yau Ma Ti Kaifong for many years and, up to the time of its removal, he was also the leading manager of the Tai Shek Kwu Temple which, as you will recall, was a particular concern of his own village of Mong Kok and the adjoining rural settlements. In 1917 he became founder President of the Kowloon branch of the Hong Kong Confucian Society and two years later he was appointed a director of one of Hong Kong's oldest charitable institutions, the Po Leung Kuk. These appointments mark the summit of his career. He responded to the traditional Chinese concern for his family ties and background by founding the Wong Clansmen's Association of Hong Kong in 1925, and when the universal flood disasters of 1924 affected his family's home district of Wai Yeung he had become founder President of the Wai Yeung Relief Association and was responsible for raising the then considerable sum of $9,000 to help flood victims there. He was also president of the Chinese Steamboat Association for some time.45\n\nWith its varied activities his career is a useful reminder that a person can be involved in various public capacities at one and the same time. The various community and welfare groups which characterised Hong Kong society at this time and later were operated on a complementary basis and not one of exclusion. As in his case the strands of village, town, business, family and district are all interwoven to form the traditional pattern of Chinese charitable activities.\n\nFinally, I wish to touch on another aspect of village and town life in Old Kowloon.         "content_text": "HONG KONG CADETS, 1862 - 1941\n\n49\n\nThe staffing situation improved between 1897 and 1901 and 12 more cadets were recruited from England, the Straits Settlements and the Federated Malay States including Reginald Fleming Johnston, Cecil Clementi, A. G. M. Fletcher,50 and Geoffrey Norman Orme. The incorporation of the New Territories into the Colony meant that more recruits would be needed for district administration and as members of the Land Court set up to determine thorny problems of land ownership and tenancy.52 However, 17 cadets were recruited between 1901 and the end of 1914. There were losses of course: notably the gifted Stewart Lockhart who was transferred in 1902 to Wei-hai-wei as H.M.'s Commissioner, and the equally gifted R. F. Johnston who was also transferred to Wei-hai-wei as District Officer in 1904.\n\nA posting in the New Territories provided for some younger cadets an escape-hatch that removed them from office life in the Colonial Secretariat and other departments in the Central District. Service in the New Territories, a mainly agricultural area dotted with small village communities and small market towns, had more in common with colonial service in Africa and South-East Asia, and the cadet was left comparatively free to go his own way, lead an open-air life and exercise judicious authority. The job demanded initiative, stamina, and magisterial skills; and, if one is to believe Mr. Austin Coates,54 a cadet at a much later date, it was a deeply rewarding life which allowed a cadet to become involved in the lives of simple people, farmers and fishermen, small shopkeepers and craftsmen. Certainly, the report of the District Officers for the New Territories, such as those written by Stewart Carne Ross, have a little more colour than the stilted administrative reports presented annually by heads of departments.\n\nBy the 1920s cadets had become entrenched in most government departments and they filled all the senior posts in the Colonial Secretariat, the directing and co-ordinating agency of government. The exceptions were some departments, such as the Medical and Sanitary Services, Public Works, the Royal Observatory, and Marine Department, which necessitated at the top someone with specialist knowledge.         "content_text": "194\n\nNOTES AND QUERIES\n\nThe map was clearly of potential value for any persons travelling in or having business with the District, and Colonial Office documents now in the Public Record Office, London show that it was, in fact, used by British diplomats and administrators during the important negotiations following the Convention of Peking of 6 June 1898, which leased the present New Territories to Great Britain, and before the take-over of the leased area in March-April 1899.\n\nOn 10 February 1899 the Governor of Hong Kong, Sir Henry Blake, sent a telegram to Sir Claude Macdonald, the British Minister at Peking urging him to secure the important market town of Shum Chun, just north of the leased area (an afterthought on the part of local Hong Kong officials) and advising that it could be located on the Missionary map of 1866'. This is clearly a reference to Mgr. Volontieri's map, which includes the date (May 1866) in the descriptive lettering.\n\nAgain, when Governor Blake wired to the British Secretary of State for the Colonies, Chamberlain, on 10 March 1899 he advised, in an accompanying 'Memorandum regarding the proposed survey of the Territory in Kwang Tung Province leased by Great Britain from China' (being Enclosure 1 to telegram No. 53): 'There is available a fairly correct map of the country, on a scale of an inch to the mile, prepared by the Jesuit missionary (sic). It shows the coast line correctly; the position of all villages, streams, roads, etc., approximately'. This memorandum was drawn up by the Director of Public Works in Hong Kong with the assistance of Colonel Elsdale, R.E.\n\nThese passages make it fairly clear that Mgr. Volontieri's map-making efforts in the early 1860s were of considerable assistance to British officials nearly forty years later.\n\nThe documents quoted above are in CO129/290 in the Public Record Office, London.\n\nHong Kong, 1970.\n\nPostscript\n\nJAMES HAYES\n\nThe notice that follows came to my attention recently. There was first police supervision, then official protection under a succession of qualified officers, then representation in the Colony Legislature and on the Commission of the Peace. The colonial executive has wisely left to the Chinese a large measure of a kind of self-government which is more effective than anything that could find its expression in votes of the Legislature. The administration of purely Chinese affairs by native committees, with a firm ruling hand over their proceedings, seems to fulfil every purpose of government.\" The Englishman in China during the Victorian Era, Edinburgh and London, William Blackwood, 1900, vol. 1, pp. 280-1.\n\n60 The Labour Advisory Board was established in 1937 and consisted of the Secretary for Chinese Affairs, the Secretary and Cashier of His Majesty's Naval Yard, the Assistant Director of Supply and Transport of the China Command, a representative of the Public Works Department, the Manager of the Taikoo Sugar Refinery, the manager of the Hong Kong Electric Company, and the manager of the Taikoo Dockyard. The members consisted entirely of representatives of large government departments and employers of labour. The board rarely functioned.\n\n61 The Chinese General Chamber of Commerce was founded in 1896 principally by Ho Kai and Wei Yuk. It was called at first the Chinese Merchants Bureau. In 1913, after a period of decline, a new building costing $40,000 was erected in Connaught Road. After 1913 the Chamber became one of the most influential bodies in Hong Kong, and many members of the District Watch Committee served at one time or another on its executive committee. The Chinese Club was founded in 1899 by Sir Robert Ho Tung and modelled on the European Hong Kong Club. A description of the Club's premises is to be found in Mrs. Archibald Little, The Land of the Blue Gown, London, T. Fisher Unwin, 1902, p. 323: \"We were taken by the Committee into an upper room, where European comforts of curtains and cushioned arm-chairs were judiciously intermingled with Cantonese elegances of black carved wood and landscape marble.\" Mrs. Little was a member of the Anti-Footbinding League or Natural Feet Society.\n\n62 See G.         "content_text": "204\n\nNOTES AND QUERIES\n\nin Macao, when he was a Cadet of the Hong Kong Civil Service, some thirty years earlier, and of how he had heard of Sir John's friendship for Macao and of his association with the Church of San Paulo and that it had had some influence on the hymn.\n\nProf. Hugo Brunt, whose account of San Paulo is so well liked,* tells me that he is rewriting the article and adds that he was told by Mr. T. Bowring, then Director of Public Works in Hong Kong, about the influence of the ruins on his grandfather.\n\nIt is not surprising that so many people, not making an effort to trace the date of the first publication of the hymn, were led to believe that it was written after Sir John Bowring had actually seen the ruin, but we are indebted to Prof. Goodrich for pointing out the facts.\n\nHowever, I have come across a reference which may serve to shed some light on the subject. There is a reference to the hymn in Rev. W. T. Keeler's Romantic Origins of some Favourite Hymns, London, Letchworth Printers, 1947, where mention is made that although the hymn was first published in 1825 the fourth verse was added after 1859. It is not impossible, therefore, that Bowring could have been impressed with the close appropriateness of his hymn to the Cross surmounting the old ruin at Macao and this could have explained how his name came to be associated with the ruin.\n\nCanberra, 1971.\n\nJ. Early in 1960, road widening took place at Hiram's Highway which links the Clear Water Bay Road with Sai Kung Market. Objections to the work were received from villagers of Pak Wai, where the existing road passed behind the village fung shui grove and from Sai Kung Market where the road passed behind a family's ancestral hall. In accordance with usual Government practice, due notice was taken of these legitimate objections, and payments were arranged for ceremonies to offset the adverse influences which those concerned feared would result from disturbing the two locations.",

        "content_text": "62\n\nHENRY JAMES LETHBRIDGE\n\nhad two meetings with the Chinese delegate, Huang Tsun-hsin1, and an agreement was signed at Government House on March 14. On the 16th Lockhart accompanied by the Director of Public Works left for Mirs Bay and proceeded to delimit the boundaries of the New Territory, which were fixed along a line joining the heads of Deep Bay and Mirs Bay, following the Sham Chun River for most of its course. Lockhart had urged the inclusion of Sham Chun and its valley but this was rejected later by the Chinese authorities.\n\nOn 1 April Lockhart and a party sent by the Public Works Department to erect the posts on the boundaries settled upon were stopped by villagers and informed that if they attempted to get on with their work they would be killed. Understandably, the party withdrew to Hong Kong. At the same time, Wei Yuk# 1 an unofficial member of the Legislative Council, procured a copy of a placard that was being posted up in many villages and market towns; the translation revealed that people in the New Territories were being urged to drill with firearms. This was the first sign that the occupation of the New Territories was not likely to occur without incident.\n\nThe Governor, Sir William Blake, accompanied by his Colonial Secretary, Lockhart, hastened forthwith to interview the Viceroy at Canton and they secured from him a promise of co-operation and the sending of Chinese troops to protect the two matsheds at Taipo that were being erected for the occupancy of police and officials from Hong Kong. On 3 April, however, F.H. May, Captain Superintendent of Police, and his small party of Sikhs and Chinese guards were set upon by 'villagers', the matsheds burned to the ground, and the group forced to retreat to Kowloon. The Governor immediately despatched troops by motor torpedo boat destroyer to Taipo. The troops were accompanied by Lockhart, of whom the commanding officer later said: 'I have to record my sense of the tact and judgment displayed by Mr. Stewart Lockhart in eliciting information most unwillingly given; and the interpreter whom he brought with him was simply invaluable owing to his proficiency in both English and Chinese and his knowledge of the system of dealing with the natives.' The interpreter was Ts'oi Yeuk-shan, First Chinese Clerk in the Registrar General's Department, a former pupil at Queen's College. Lockhart and the troops returned to Hong Kong later in the same day.",

PRYOR\n\nthe Commission reported that \"there are many insanitary properties in the Colony, and dwellings which, in their present condition, are unfit for human habitation.\" The Commission came to the conclusion that it was unnecessary for the government to undertake widespread resumption but that it would be sufficient for various improvements to be carried out at the owners' expense. The principal improvements which were recommended were the provision of open spaces at the rear of premises and the prohibition of cubicles under certain conditions.\n\nIn the compilation of the Commission's report, the views of Dr. Ayres, the one-time Colonial Surgeon, were sought. He very observantly commented that:\n\nMany laws have been made in the 20 years previous to 1894 to remedy the insanitary state of the Colony, but most have remained dead letters owing to the difficulties of enforcing them and the prejudices of the Chinese especially and other sections of the community. The labours of Hercules in cleansing the Augean stables were a trifle compared with that the Government has to contend with in the near future in cleansing the City of Victoria and other inhabited portions of the Colony.14\n\nThe recommendations of the Commission were by and large incorporated in the Insanitary Properties Ordinance of 1899, the provisions of which, however, the then Director of Public Works regarded as a compromise designed to meet objections by the unofficial members of the Legislative Council and the propertied interests which they represented.15\n\nChadwick Returns and New Reforms\n\nDespite all the steps taken by the colonial government to come to grips with the problems created by the disorderly growth of the city, deep feelings of discontent were expressed by certain sections of the community against the inadequacy of the administration's efforts. In particular, the Hong Kong Chamber of Commerce in 1901 went so far as to gather 1000 signatures for a petition to the Principal Secretary of State for the Colonies to set up a commission to investigate, report and make recommendations on the sanitary\n\n13 Ibid., p. 12.\n\n14 Ibid., Appendix 14, p. 52.\n\n15 Letter of 18th July 1901 to the Hon. LACK \n\nshall not to be so met), the question of whether additional taxation should be imposed by higher assessed taxes or light dues will have to be considered. \n\nHe went on, \n\nI hardly think the honourable member who represents the Chamber of Commerce can be allowed to have the last word on that subject. He stated the Colony depends entirely on its shipping, I know that is the usual way of putting the case, but is it really the correct way, does not the colony depend as much on its trade as it does on its shipping, would the shipping exist without its trade. I think not, the shipping makes profits and I imagine they are large ones from the Colony and it is not clear why those profits as well as the profits from trade should not be taxed. At any rate that is not a matter I need to settle at the present moment. \n\nTwo months later, in November, 1906 the Director of Public Works laid upon the table in Legislative Council the report of proceedings of a Committee, together with a chart of the harbour on which were shown possible sites for harbours of refuge and the various locations which the Committee had recommended and the probable cost of the construction of the harbour of refuge at any one of them. These included the possible shelters at, \n\nMong Kok Tsui - a detached breakwater extending from near Tai Kok Tsui to opposite the southern end of Yaumatei enclosing an area of 166 acres at a cost of $600,000. Cheung Sha Wan -- a detached breakwater extending from near Lai Chi Kok to near Shamshuipo enclosing an area of 168 acres, again at a cost of $600,000. \n\nStonecutters—a detached curved breakwater off the east end of \n\nthe island extending from near the northeast point to near the southeast point and enclosing area of 107 acres at a probable cost of $765,000. \n\nKellet Bank -- a breakwater extending northwards from Green Island, curving round and then extending southward to about opposite its point of commencement and enclosing an area of 136 acres, the total cost of $1.1 million. Kennedy Town—a curved breakwater projecting from Belchers Point enclosing alternatively an area of 32 or 75 acres according to the lengths to which it was to be extended. The",

LACK \n\nAt the same meeting another unofficial member, Mr. Osborne,* mounted a quite blistering attack upon Government's past failure to provide adequately for the shelter of the boat people in Hong Kong. He referred to the typhoon of 1841 and to the storm of 1874 in which over 2,000 lives were lost within the space of 6 hours and 35 foreign vessels were wrecked or badly damaged. He claimed that the screaming of those in distress on the water could be heard in the mid levels of the town above the noise of the storm. He went on to refer to subsequent and more recent typhoons, one of which (1906) had exacted a toll of 10,000 lives in two hours. He demanded to know what it was that had been done with the lessons of previous years, and came to the reluctant conclusion that very little had been done. He castigated Government's lavish expenditure on various new public buildings, notably the Supreme Court, the Harbour Office, and the intended Post Office Building, as being quite beyond the bounds of what was required, and ended with these remarks,\n\nDuring a rather long residence in the Colony, I have had exceptional opportunities of coming into contact with the boat population. Though, like most humanity, their character is a blend of the good and the bad, there is one quality they possess in marked degree, which has always commanded my deep admiration, and that is their patience and philosophic bearing under circumstances of trial and suffering. LACK \n\nthat the dredger which they were buying was in every way fitted for the purposes in which it was being put. \n\n. \n\n** \n\nThe Director of Public Works said in reply that he welcomed the opportunity which was given him to contradict the gross mis-statements which appeared in the article to which his Honourable Friend alluded. The \"Canton River\" had been bought by the same firm from which the Government purchased the \"St. Enoch\". It was brought here in 1899 having been acquired as a second-hand vessel from one of the home ports to perform the work which ultimately devolved upon the \"St. Enoch\". He said that the firm in question had paid some £6,000 for repairs and work on the vessel before it was sent to the East, and he thought that in itself was a guarantee that she was not in the best condition when they purchased her. He was unable to give the relative dates of construction of the two vessels but did not think anyone could come to the conclusion that one was a more up-to-date vessel than the other. He reminded members that the \"Canton River\" had been sunk in the typhoon of November, 1900 and had lain for 8 months at the bottom of the harbour, \"a circumstance scarcely calculated to improve the condition of any vessel of that type.\" With regard to the question of price, he hoped that he was not revealing any secrets but he had ascertained that at the present moment the \"Canton River\" was being offered for sale at £22,000 as compared with the £15,000 which the Government required for the \"St. Enoch\". He pointed out that this was practically 15% more instead of $100,000 less. In regard to efficiency, he said that it so happened that the vessels had conducted operations exactly similar in kind in this harbour. The result had been that the \"St. Enoch\" was found to perform 34 trips during which she conveyed 700 tons each time, as compared with the \"Canton River's\" 3 trips with 400 tons each time, a total of 2,100 tons for the \"St. Enoch\", as against 1,200 tons for the \"Canton River\". Having in some triumph quoted these figures he concluded that it was almost unnecessary for him to speak further on the relative merits of the two vessels, but thought that some reference had been made to their inability to dredge Causeway Bay. In that connection, he pointed out that the \"St. Enoch\" drew 13 ft. 5 in. of water when loaded and the \"Canton River\" drew 1 ft. less so that in no case was either of the vessels capable of dredging Causeway Bay \"without performing a vast amount of absolutely unnecessary work\". \n\nHe finally routed the Unofficials by pointing out that the \"St. Enoch\" was capable of dredging a depth of 48 ft. as compared with the \"Canton River's\" 35 feet. It was not of course suggested that their depths would have been appropriate for the typhoon shelter which was to be built, but nevertheless, these figures appeared so to have so bemused the Unofficials that they raised no further comment. \n\nThe Governor had the last word. In the course of a speech at a following meeting, he said: \"I have alluded to the dredger. At the last meeting of Council, in answer to the question from the hon. member on my right (Hon. Mr. Slade), the Hon. Director of Public Works gave full information regarding that purchase. I think we may say it was a good bargain, and I hope that its acquisition will reduce the cost of the typhoon shelter. I may remind you that if the dredger had been sold out of the Colony we should have had to pay monopoly rates for whatever work we had to do, and I have good reason to believe it was likely to be sold out of the Colony. On the 6th August, 1908 the Governor submitted for the acceptance of the Council the following resolution.\n\nBe it resolved that on and from 1st January, 1909 the owner, agent or master of every ship entering the waters of the Colony shall pay the following dues to such officer as the Governor may from time to time appoint. For all river steamers 5/6 ths of a cent per ton register. All other ships entering the waters of the Colony 2 cents per ton register.\n\nThe Yaumatei typhoon shelter was therefore to be financed by an impost placed on shipping entering Colony waters. The prolonged arguments of the preceding years as to how the Colony was to find the money for the new typhoon shelter were resolved by the introduction of this impost.\n\nIt was not to be anticipated that such a proposal as this, hitherto objected to by commercial interests, would pass without strong justification for it being advanced by His Excellency himself, and he did this in the course of a speech at the next meeting of the Council on 20th August, 1908. Thereafter matters continued apace. On the 25th February, 1909 a report on the proposed boat shelter at Mong Kok Tsui was tabled and in August 1909 the first reading of an Ordinance to authorize the construction and maintenance of a harbour refuge and the extinguishment of various marine rights was introduced to Council. Thereafter another altercation broke out in the Council on the introduction of the Liquor Ordinance which was to provide for the collection of duties upon intoxicating spirits, so it was not until October, 1909 that the matter of the typhoon shelter could next be proceeded with. However all submissions to the Legislative Council were finally completed in November, 1909. Nearly a year later, in October 1910, the Director of Public Works advised members of Council that a contract worth just over 2 million dollars had been let concerning the construction of the detached breakwater, and completion was anticipated in five years.\n\nIn 1911, 1912, 1913, 1914 work on the typhoon refuge continued steadily as the papers tabled before the Council indicate.         "content_text": "Chinese call District Officers \"father and mother officers\" because they are in direct contact with the people, and in China carry on nearly every function of Government, except the making of laws. In Hong Kong the District Officer is a land court judge, magistrate, public auctioneer of land and property, director of small public works, county judge for small debts, land tax collector, registrar of land deeds, rates collector, matrimonial disputes officer, forestry officer, agricultural \"expert\" (so called), land resumptions officer, and six or seven other things I can't now remember.\n\nThe District Officer's chief function is certainly to adapt the new 20th century conditions to the ancient agricultural environment of the people he rules. More clearly than anyone he sees the need of going slowly, so as not to break up the rural economy and the whole social order with it, in the name of a badly-thought-out \"progress\".\n\nEconomics of the Islands\n\nFarming, fishing and forestry are the three chief occupations. Rice is the main crop. Owing to the rainfall coming in summer, two crops a year are raised on most fields, with a third crop of sweet potatoes or vegetables in the winter: the first seedlings are planted in February; in March they are planted out; in July this crop is reaped and the second crop sown; in August that is planted out, and in October and November it is reaped and the winter crop planted.\n\nHeavy manuring with everything available alone keeps the soil fertile, and as there is neither meadow nor pasture as we understand it, there is not much animal manure to be had. Milk is not produced except in modern dairy farms, so that very little land is used to support animals. All the conditions favour the production of a dense human population; and this in fact is the object of the whole of Chinese civilisation: not the making of money, but having enough sons to ensure that the father's ghost, and the ancestors, shall always receive due honour and offerings, and so will send prosperity and good luck to their descendants; they can if neglected send the reverse.",

As late as 1911 the number of males to females, including children, was 1,041 to 396. However, like the number of boats and boat people in the anchorage, the numbers and proportions fluctuated. In 1897, the respective numbers had been 783 to 340,14\n\nThis population of landsmen came from the nearby districts of Kwangtung province. Their interests were looked after by three organizations named the Fuk Hing Fong, Luk Hing Fong and Sau Hing Fong (*****). They were formed by the (福祿壽慶坊) men of San On, Tung Kwun and a mixed group of men from other districts respectively.15 It is not known when they were established, but the available evidence points to the earlier part of the settlement's history. For reasons that will be given below, they amalgamated about 1930, when they took the name of Tung Hing Kung She (東興公社), meaning the Society of the Combined 'Hings', retaining the common part of their old names.10\n\nThe leaders of the three Fongs managed the affairs of the small Ap Lei Chau community. They looked after the structure of the local temples and came together to discuss district affairs whenever circumstances warranted. It was to the shops of the leaders that persons in need of assistance went in time of need. The connection between the main temple, the Fongs, and the Kaifong (街坊) of Ap Lei Chau is shown in a petition to the Director of Public Works dated 17 April 1893, which is styled 'the petition of Chung Tat Chi and others, Committees of the Hong Shing Temple at Aplichow and the Kaifong of Aplichow' (English translation of a Chinese text not now available). Chung is recalled locally as a prominent shopkeeper and the leader of one of the Fongs. Again, at a hearing to determine ownership of the Hung Shing temple in 1893, one witness said 'The Kaifong are the shopkeepers', and for our present purposes he might have added \"The shopkeepers are the leaders of the three Fongs.\"17\n\nHowever, I am more concerned here with the three Fongs.         "content_text": "47\n\nThe intention to recruit engineers to undertake these works in Hong Kong was presumably advertised in the Home Civil Service and Borough Councils, where Jackman was employed from 1897. Given his training and experience in Sheffield, he was well qualified for the type of work needed in Hong Kong and he was recruited to the Colonial Service on 20 October 1902.\n\nThe City of Hong Kong at the turn of the century was undoubtedly impressive: with most industry and wharfage on the eastern part of the Island and Kowloon, Central District had developed into a well laid-out commercial area with fine examples of architecture in a number of styles. The city was expanding rapidly, and 65 acres with two miles of sea-front were added with the completion of the Praya reclamation in 1903. Even back in the 1900's, the view of Victoria Harbour often prompted heady descriptions\n\n\"Viewed from the Harbour, Hong Kong presents a very picturesque appearance, not unlike that of the north coast of Devon or the west coast of Scotland. At night, the scene resembles a city en fête. The riding lights of the shipping sparkling like gems on the bosom of the deep, the bright illuminations of the waterfront, the countless lamps that bespangle the hillsides and stretch along the terraces as though in festoons, furnish a sight that fascinates the eye and leaves an enduring impression of delight upon the mind.\" (H.A. Cartwright, in Twentieth Century Impressions etc. 1908)\n\nJackman arrived in Hong Kong in 1903 and reported for duty in the P.W.D. on 15 July at an annual salary of $3,000. His rank was Executive Engineer, of which there was a single grade then (the rank was split into First and Second Grade Executive Engineer in 1911). The Director of Public Works at that time, as during much of Jackman's Civil Service career, was William Chatham.         "content_text": "50\n\nSTEPHEN SELBY\n\nPlanning maps for that time show extensive plans for dwelling houses along the alignment of Prince Edward Road out to East Kowloon and the reclamation works undertaken by Ho Kai and Yau Tak (the Kai Tak residential development at Kowloon Bay) were under planning. The plans even show the proposed alignment of a branch railway to Ngau Tau Kok which is very close to the present-day MTR alignment.\n\nJackman was promoted to Assistant Director of Public Works on 1 June 1921 at a salary of £1,000; he had acted in the post for much of the previous year. His responsibilities included overseeing the planning of the Kowloon urban layouts and their implementation, including negotiation over resumption of private building and agricultural lots and arbitrations over difficult cases. In the mid-twenties, the Kai Tak residential development plan failed and the Government took back the partly-reclaimed area in order to form a commercial aerodrome using material dredged from the Harbour. The aerodrome came into use in 1928, although the flying club occupied a corner (as it does now) from about 1925.\n\nIn 1922, Jackman acted Director of Public Works during the sickness of the substantive incumbent, and from 15 May to 29 August of the following year, he again acted during his superior's leave. As DPW, Jackman also served as vice-president of the Sanitary Board and member of both the Legislative and Executive Councils. He was member of the Court and Council of the University of Hong Kong. The period of the mid-1920's was an unsettled one in Hong Kong, reflecting political events in China. A number of seamen's strikes and general labourers' strikes took place causing much uncertainty in the commercial sector and the Government.\n\nH. T. Jackman acted DPW for most of 1927, but at that time was already suffering from ill health. He was seriously ill at the end of the year, and at the St. George's Ball on 7 January 1928 he was invited to the official supper party, but only his wife could attend. On medical advice, he retired at the age of 54 (one year early) on 3 July 1928. He and his wife were given a farewell reception by the Acting Governor, W. T. Southorn, at Government House. The",

In the subsequent re-development, the old houses were demolished and replaced by new ones provided with windows, privies and space in front and behind as required by newly enacted legislation. Many other actions were taken to deal with the situation. The whole of Hong Kong was subjected to a thorough cleaning up. The laws related to public health were amended to impose strict measures against the Epidemic, including compulsory reporting and removal of patients. To enforce this, house-to-house search was conducted by British soldiers, against the violent objection of the Chinese community who regarded it as unwarranted intrusion into the privacy of their homes. Additional hospital facilities for the isolation of patients were hastily made and as the epidemic progressed, more had to be opened up from time to time.\n\nWithin the administration, responsibility for the health of Hong Kong was divided between the Sanitary Board and the Colonial Surgeon at that time. The membership of the Sanitary Board was as follows: the Registrar General, the equivalent of a Secretary for Chinese Affairs, as Chairman, the Surveyor General, the equivalent of a Director of Public Works, the Captain Superintendent of Police, the Colonial Surgeon, and five other members. After the Epidemic broke out, a Permanent Committee was appointed to recommend necessary legislation and bye-laws for taking vigorous action. In the post of Colonial Surgeon, the equivalent of the present-day Director of Health, was Dr. P.B.C. Ayres who had held it since 1872. Under him was Dr. J.A. Lowson, whose diary we are going to look into.\n\nJames Alfred Lowson was born in 1866. He graduated from Edinburgh University in medicine in 1888 at the age of 22. He came to Hong Kong, probably in or before 1892, because in October that year he represented Hong Kong at interport cricket in Shanghai. On the return trip, his ship, the S.S. Bokhara, was sunk off the Pescadores in a typhoon. He and one other member of the cricket team were among only twenty-five survivors out of about 150 passengers and crew on board. In 1894, at the age of 28, his posting was medical superintendent of the Government Civil Hospital, at the onset of the Epidemic. At that time, in the medical and health service, there were only three full-time medical officers, Dr. Ayres, Dr. J.M. The gun embrasure was bricked up as part of the 1974 conversion works and steel dead shoring erected to provide extra support for the overhanging cantilevered canopy. A new door opening was also formed in 1974 in the rear wall. The original door opening is still there and leads to a small rear compartment with three recesses in the wall noted on the P.W.D. drawing as 'voids' which would have been the expense magazines. The original rear entrance staircase to the gun emplacement was filled in with compacted earth and slabbed over with concrete.\n\nThe 1968 Hong Kong Government 1:1,000 scale Survey Sheet (Sheet Number 16-NW-2D) shows several small rectangular structures near the gun emplacement, but there is no indication what they were originally. One was probably a searchlight emplacement and another one near the cliff edge may have been a forward observation post. Another rectangle marked 'R' for ruin on the inland side of the hill may have been the main magazine as it appears to have what looks like a separate blast wall constructed along one side of it. Still yet another structure further down the hillside may have been a barrack block for the gun crew. All this is of course conjecture and independent verification and further research are needed.\n\nA report on the gun emplacement was prepared in 1999 by the writer and submitted to the Antiquities and Monuments Office for record purposes. It is however unlikely that the structure will be graded as a historical building or receive cultural heritage status. Due to its remoteness Tathong Point is not easily accessible and with its dangerous steep and rocky cliffs it is not recommended to encourage the general public to visit the site. Permission from the Marine Department would be necessary anyway.\n\nTo illustrate the hazards involved in visiting Tathong Point, an incident recorded in the Public Works Department file should be mentioned. The file contains a memorandum (Memo) from the Director of Marine to the Director of Public Works reporting that at 11:00 hours in September 1966 (exact date not given) the launch “Ming Kee” carrying 12 'light-house workers' capsized off the Tathong Point Light House. All were saved by a sampan which was fishing in the vicinity. Enquiries revealed that the workers were employed by the Fook Lee",
