It controls the old defence bureau which is rented out and the proceeds added to the association's funds. Very little information is at present available concerning its history beyond the fact that it existed in the Ch'ing period*1 and that it had a close connection with the members of the Tong, who were its principal patrons and sponsors.\n\nTwo other instances of communal enterprise remain to be mentioned. There was, before the outbreak of the Pacific War in 1941, an organisation of local leaders known as the Kaifong##, which is now represented in most things by the Cheung Chau Rural Committee. The Kaifong had an informal constitution and its leaders were generally those persons who were already playing a leading part in the affairs of the four old district associations. The Kaifong had a general concern in Cheung Chau affairs whereas the district associations may be said, in the best sense, to have had a sectional interest.\n\nThe history of the Kaifong is less easy to trace than that of the associations, very likely because it was a less tangible body. However, it seems to have existed before 1898 because the land registers list a club house or kung soA which was described as public property. This must have been built and administered by somebody and the Kaifong is the most likely candidate. In the early part of this century the building probably housed a school and is known to have served as a headquarters for the town's watchmen.* These were both likely activities for a Kaifong, and it is probable that it ran these and other central services before the British lease. Presumably, too, it administered CHOI Leung's Fong Pin hospital, which the registers describe as an asylum* and as public property. But whilst I am satisfied that there was a Kaifong on the island before 1898 which organised various functions on behalf of the whole community, there is, as yet, no information as to the date of its origin, though there is one clue which takes its history back another twenty years at least.*2\n\nThis was the provision of what are still known, to-day, as kaifong junks or kai to*. These are cargo vessels which are managed by prominent persons for a group of financially interested",

(Resolutions of Jan. 18, 1870) \n\nAfter the reorganisation, the Committee came under male domination; local firms were liberal supporters. Some members of Jardine, Matheson and Company were on the Committee from 1869 to 1901, William Keswick serving the longest from 1869 to 1888, except for his absences from the Colony. Sir Catchick Paul Chater served from 1874 to 1925. \n\nThe school was particularly useful in meeting the educational needs of the increasing Eurasian element in Hong Kong and the China Coast. It educated many of the future leading members of these communities. In 1869, it was decided not to admit any more girls as boarders, though they could continue as day students. In 1892, the girls then in attendance were transferred to a Boarding School 'Fairlea' conducted by Miss Margaret Johnstone. \n\nBefore occupying a building especially erected for the school on a lot on Bonham Road at Eastern Street in 1863, the school had been at the Albany, a building loaned to them by the Government. The Bonham Road building was enlarged and improved over the years. In time, however, it became inadequate for the needs of the school, especially as a growing emphasis on the role of sports in the life of the school was frustrated by a lack of proper playing fields. In 1917, a definite decision was made that a new site be secured. The firm of Messrs. Little, Adams and Wood drew up plans for a new school in 1920, but negotiations with the Government for a site were not completed until 1923. Site formation began in 1924. The general strike of 1925 and the resulting financial recession slowed down the construction and necessitated the elimination of certain parts of the original plans. An imposing tower, a feature of the original plan, was never erected. \n\nThe buildings were occupied in 1926, but in 1927, the school somewhat reluctantly released the premises to the Army for a hospital for the Shanghai Defence Force. The school took up temporary quarters in a recently built block of buildings on Nathan Road near Prince Edward Road. In January 1928, the premises were returned to the school. The school faced another crisis in 1932 when suggestions were made that the Government resume the property in default of payments on the debt the School owed and",

        "content_text": "## TWO ESSAYS ON THE CH'ING ECONOMY OF HSIN-AN\n\ngovernment in his Discussion of the Official System (￥##): \n\n79 \n\n(咸豐: \n\nDuring the troubled years of the Hsien-Feng period (: 1851-1862), the gentry of the various villages formed t'uan-lien (*) for the purpose of self-defence. If a village was weak, then it united with other villages to form one large district. In this way, all of the villages within one geographically distinct area were united under one committee of gentry, referred to as chu. These organizations were responsible for collecting taxes, and were managed by a staff of local administrators.34 \n\nThe similarity between these developments, which transpired in Nan-Hai Hsien (南海縣), and the description of the collapse of li-chia in Tung-Kuan is remarkable. There was an unquestionable link between the presence of taxlordism and chu throughout South China in the nineteenth century. Kuhn (1970) cites evidence from Hunan which demonstrates that the primary function of chu in that province was the collection of the land tax; in some areas, chu effectively coupled the monopolization of land tax collection with the early administration of likin.35 In Hsin-An itself, it is quite clear that the services performed by taxlords were often coordinated by gentry committees; moreover, the services performed by these groups were essentially identical to those performed by the chu of Nan-Hai (these include: dispute-settlement, maintenance of irrigation works, temples, schools, roads, bridges, and the provision of sacrifices.)36 \n\nI propose that chu were essentially bodies of taxlords which regulated the collection and expenditure of revenue from agricultural production within the boundaries of tung or similar areas.37 The collection of revenue was greatly facilitated by 1) the location of chu in the major market town of the tung, and 2) its recognized status as overseer of the affairs of the tung, with the right to petition the magistrate in the name of the inhabitants.38 After collection of the land tax, a certain amount was extracted and set aside as public funds to meet \"fixed costs.\" For extraordinary expenses, such as those incurred by the resistance campaign, the taxlord-gentry would either petition the magistrate to temporarily forego collection of the land tax, or would levy supplementary taxes of their own on the established rent and tax quotas of villages within the tung.39\n\n## TWO ESSAYS ON THE CH'ING ECONOMY OF HSIN-AN\n\ngovernment in his Discussion of the Official System (￥##):\n\n79\n\n(咸豐:\n\nDuring the troubled years of the Hsien-Feng period (: 1851-1862), the gentry of the various villages formed t'uan-lien (*) for the purpose of self-defence.         "content_text": "157\n\nlife, but all declined and stated their intention to continue their profession in Canton or Macao.*\n\n42\n\nThe end of licensed prostitution was followed, as Peel had prophesied, by the opening of a large number of sly brothels masquerading as dancing academies, bath houses, or massage parlours. The government had to decide what was to be done and the Executive Council directed that houses containing one or two prostitutes might be left undisturbed by the police so long as they did not constitute a nuisance to the neighbourhood, but that the keepers of larger establishments should be prosecuted, and deported if found guilty.\" There was also a vast increase in the amount of soliciting on the streets, since prostitutes were obliged to advertise their services openly instead of being found in a recognized place of resort. The incidence of venereal disease soon increased among the soldiers and sailors of the garrison: during 1938 24 per cent of servicemen were reported sick with venereal disease (29 per cent in the Navy, 20 per cent in the Army).\" This compared with an infection rate of 7 per cent in 1922 when the tolerated houses were in business. There was also probably a similar increase among the general population; the number of new patients seeking treatment at government venereal disease clinics went up from 3,533 in 1932 to 8,573 in 1939, though possibly part of the increase was the result of the increased availability of treatment and changing attitudes to European medicine.\"\n\n43\n\nAlarm at the extent of venereal disease in the garrison led the Governor, Sir Geoffrey Northcote, to appoint a local committee in 1938 to examine the situation. This included representatives of the navy, army, police and medical services. The committee clearly regretted the ending of the system of tolerated houses six years earlier; the report stated bluntly: \"The results of abolition, namely the increase in venereal disease with its appalling effect upon the defence forces of the colony, and the unpleasant conditions of the streets are much more of a disgrace than the tolerated houses ever were\".\" It was noted that before 1932 any serviceman could identify the woman he had visited and she could be compelled to seek treatment at the expense of the keeper of the brothel; but in the new era there was no means of compelling a prostitute to seek treatment and it was estimated that three-quarters of the prostitutes...\n\n45",

        "content_text": "―\n\n131\n\nEast. Thirty-five million tons of shipping entered the port each year, carrying twenty-five per cent of the trade of China. The vast town was controlled by three independent authorities: the International Settlement, where British and American influence predominated; the French Concession, mostly residential; and the Chinese Municipality. A polyglot population of between four and five million Chinese, and fifty thousand foreigners, thronged the streets. The war had brought about a great shift of population from the Chinese area, where residents were exposed to Japanese oppression, to the comparative safety of the two foreign areas, whose Chinese inhabitants increased from 1½ millions to 4 millions, resulting in a heavy congestion.\n\nIt was a far cry back to those days in 1845, when in the British Concession, before it was amalgamated with the American district to form the International Settlement, the British Consul appointed \"three upright merchants\" to act as a Committee of Roads and Jetties to supervise the inconsiderable municipal needs of a small community living on a mud bank. From those simple beginnings had grown the proficient machine required to cope with the extensive complexities of a unique metropolis.\n\nH.G.W. Woodhead, the talented editor of \"Oriental Affairs\", described the functions of the Municipal Council of the International Settlement, and I cannot do better than quote his words:\n\n\"Owing to its peculiar status as a sort of 'imperium in imperio', the Shanghai Municipality has had to shoulder various responsibilities that in other countries would be assumed wholly or in part by the State. For example, it maintains its own Defence Force, the Shanghai Volunteer Corps, and a highly efficient professional Russian unit. It maintains, what, for the average daily number of prisoners, is the largest gaol in the world. It maintains or makes substantial grants in aid to many hospitals. It started subsidizing Foreign education in 1880, and Chinese education in 1900, and now operates, or makes grants in aid, to numerous Foreign and Chinese schools. It has an Industrial Section, which concerns itself with labour problems, and also controls the rickshaw business to the extent of limiting hire charges, and providing for welfare work among the pullers. It maintains a public library and a municipal orchestra and an up-to-date Public Health Department.         "content_text": "118\n\nassistance which it might be possible to provide, and, soon after, the Myosa left to return to his country.\n\nIn August 1943 British troops were poised on the Assam border at Imphal, Tamu, and Tiddim, awaiting sufficient replenishment of equipment and the cessation of the rains to undertake the return advance into Burma; and there was activity down in the Arakan: while General Stilwell's Chinese divisions, retrained, reinforced, and re-equipped in India after their withdrawal from Burma, were just beginning to feel their way forward from Ledo, away up at the northern end of Assam, down the road which later was to become famous as the Ledo road. General Wingate's first expedition into Burma had just been completed, with heavy loss on our side, but with much success in confusing the enemy and disorganising his effort to consolidate his positions. The shape of future operations depended on the enemy's dispositions, so that any information which could be collected in eastern Burma would be useful: and in Kokang it might also be possible to organise patriot parties to assail his communications.\n\nIt was not an easy matter to obtain the consent of our allies for the passage of a British party to Kokang. The Chinese have unfortunately imitated the Japanese in a predilection for red tape; formalities are extended ad infinitum. It was fair enough that any British officer who entered China should require a pass issued by the Chinese authorities - though no such restriction attached to the presence of Chinese officers in India - but was it really necessary that the power to issue the pass should be retained by the highest authority in the land, the Military Affairs Council which would correspond with our Committee of Imperial Defence and that it should have to carry the personal chop of the Generalissimo? It did not make for speed in administration. It should also be remembered that the Chinese refused to serve in Burma under British command: that is how General Stilwell first came on the scene; and I think it is fair to say that our American allies had come to look on the Far East, and perhaps more particularly China, as their own special sphere of operations, where there was no room for any British.\n\nMy appointment was from the Army in India, which in those days, before the South East Asia Command had been established, was responsible for the operations in Burma.         "content_text": "Though the 1934 interdepartmental committee report had not been officially approved by the cabinet, the Colonial Office regarded it as an authoritative guide to policy. Governors were instructed to refer all proposals for industrial development to London before any changes to tariffs or excise duty were submitted to legislative councils, or any promises of financial or other assistance were made to the promoters of the project. Entrepreneurs also approached the Colonial Office directly with their own schemes for industrial development. Officials examined the proposal to see if it was economically sound. Normally the Board of Trade was consulted for advice as to whether British exports would be adversely affected. Expert advice was sometimes obtained from outside government. If the colony was receiving a grant from Britain to balance its budget, the views of the Treasury were sought. The general attitude of the Colonial Office was an exceedingly cautious one, but if the project appeared to be economically viable, officials did not feel justified in preventing its development.\n\nWhen a proposal was rejected by the Colonial Office, a governor could still protest at the decision, arguing that the special circumstances of his colony should be taken into account. Governors often submitted counterproposals suggesting a lower protective tariff or a different mix of financial incentives to enable the project to go ahead. Governors were insistent on the need for industrial development, and the Colonial Office was always very reluctant to overrule a governor who persisted in pressing his views on what was in the best interests of his colony. In 1936, the colonial secretary wrote to the chancellor of the exchequer suggesting that the cabinet should reconsider the 1934 Report, so that when writing to governors, he could refer to the principles laid down in the report as having the authority of the whole government. The Federation of British Industries had also written to the Treasury complaining about competition from dominion and colonial manufacturers which enjoyed free entry into the British market. Treasury officials believed that the Colonial Office was too ready to sanction the establishment of industries in the colonies which might adversely affect British exports, ignoring the fact that Britain bore the whole cost and responsibility for the Royal Navy and colonial defence.68\n\nA new committee was set up, which, unlike the 1933 committee, included representatives from the Treasury and the Bank of England. It met for the first time in February 1937. The committee tried to formulate general principles, but found that in every case they examined, special considerations could be adduced to justify the new industrial development.
