A.L.A.\n\nTHE HISTORY\n\nThe history of the Morrison Library goes back to 1806 when the members of the English Factory in Canton unanimously decided to establish a Library by subscription \"comprising a moderate collection of works of acknowledged value and respectability; together with an annual contribution of all the most desirable new publications, which are at present, generally either not imported at all, or multiplied by unnecessary repetitions. . . It would be a library. . . far surpassing in extent, variety, and adaptation to general use, any collection that has hitherto been in possession of, or attempted to be formed by, any European in this country\". The president of the select committee of members of the Factory granted a \"very commodious\" room for a library and by 1832 it contained 1600 different works in about 4000 volumes and a catalogue was published.\n\nThe Library flourished until the withdrawal of the charter of the East India Company in 1834 and the break-up of the English factory.\n\nJust about this time, on the 1 August, 1834, occurred the death of the Rev. Robert Morrison, D.D., the first protestant missionary to China and well-known scholar. A circular dated 26 January, 1835 was distributed among the foreign residents in Canton and Macao suggesting the formation of the Morrison Education Society to carry on the work he had started and to be a \"testimonial more enduring than marble or brass\". The idea received considerable support, twenty-two signatures to the circular were obtained, the sum of $4,860 was subscribed and a provisional committee consisting of Sir George R. Robinson, bart., Messrs. William Jardine, David W. C. Olyphant, Lancelot Dent, John Robert Morrison (Robert Morrison's son who had succeeded his father as Chinese Secretary and Interpreter to His Majesty's Commission in China) and the Rev. E. C. Bridgman was formed to act until a general meeting of the subscribers in China could be convened to form a board of trustees.\n\nThe Chinese Repository, a monthly magazine in English, had been founded in 1832 by Morrison and Bridgman. It gave its support to the foundation of the Society and in the number for June 1835, it published the details given above, saying, \"We have been led to make these remarks by a desire to suggest to the",

        "content_text": "11\n\nNESTORIAN CROSSES AND NESTORIAN CHRISTIANS IN CHINA UNDER THE MONGOLS\n\nA lecture delivered on December 11, 1961\n\nF. S. DRAKE, O.B.E., B.A., B.D.*\n\nI. THE NIXON COLLECTION\n\nThe purpose of this paper is to introduce, to those who may be unfamiliar with it, the F. A. Nixon Collection of Nestorian Bronze Crosses from the Sino-Mongolian Borderland recently presented by the Hon. R. C. Lee and Mr. J. S. Lee to the Museum of the University of Hong Kong, in relation to the great movement which the Crosses represent.\n\nSoon after the attention of scholars was called by the Rev. P. M. Scott1 to these small bronze objects, fourteen of which he had discovered in the shop of a Chinese curio dealer in Pao-t'ou2 near the great northern loop of the Yellow River, the former home of the Christian Ongut tribe, Mr. Nixon, then Postal Commissioner stationed at Peking, began to make his collection, which by the time he left China in 1949 had grown to nearly 1,000 pieces, the largest collection of its kind in the world, and as far as we know, the only one of the collections then made which has remained intact, and therefore is at the present time unique. The collection includes some crosses given by Fr. Mostaert which shepherds had picked up in the sand3. From the beginning opinion among scholars was divided as to the original purpose of these bronze pendants, of which the majority were shaped like Greek crosses; but Pelliot among others came out strongly in favour of their Christian origin,4 expressing a view which now predominates. Especially interesting was the opinion of Fr. A. Mostaert, a Belgium missionary and well-known authority on the Mongols, stationed at Borobalgasoun on the\n\n£\n\n* Professor Drake is Professor of Chinese in the University of Hong Kong and Editor of the Journal of Oriental Studies.\n\n1 Discovered August 1929.         "content_text": "NESTORIAN CROSSES\n\n21\n\nNestorian community in his letters, and their king George, whom he converted from Nestorianism to the Catholic faith.\n\nThe scattered references to the Nestorians in the accounts of the friars are confirmed by Marco Polo (1271-1295) who with his father and uncle can represent for us the second group of travelling merchants. Everywhere through Central Asia and China Marco found Nestorian Christians, usually in the service of the Court, and probably more often than not of Syrian, Persian or Turkish race, employed as administrative officials by the alien government on account of their high standard of literacy.\n\nMarco Polo also confirms the existence of a Nestorian Christian tribe with their Christian king George (whom he confuses with Prester John as Odoric also does) at the Yellow River bend. It seems likely that the name 'Tenduc' which he gives to the region is the early pronunciation of T'ien-tê which was an old name of the present city of Kuei-hua{ in that region, near which is the important market town of Pao-t'ou in which Mr. P. M. Scott found the first fourteen crosses of our paper. Similarly the Tozan of Odoric may be identified with Tung-sheng, an early name for the same region. The Christian Mongol tribe situated by the Ordos bend of the Yellow River is known from various sources to have been the Onguts (Wang-ku people), to which Marco Polo refers, though confusedly, in calling their king Ung-Khan.\n\nThese facts are confirmed in a remarkable way by a Syriac document describing a pilgrimage of two Eastern Nestorian monks—one an Ongut, the other of Uigur stock—from their monastery near Peking to the seat of the Nestorian Patriarch in Mesopotamia in A.D. 1278. In the course of their journey they visited the Christian Ongut tribe by the Yellow River bend, and from them received a touching farewell.19\n\nIV.         "content_text": "STRUCTURE AND FUNCTION IN AN URBAN ORGANIZATION: THE MUTUAL AID COMMITTEES\n\nJANET LEE SCOTT*\n\nThe Mutual Aid Committees (MACs), or as they are more commonly known in Hong Kong, were first established in June of 1973. They are organizations composed of residents of a building, or more rarely, a group of buildings, and have the dual aims of promoting a sense of friendship and mutual reliance among all authorized tenants and of cooperating to promote better security, a better environment and more effective management generally (City and New Territories Administration 1982:1).\n\nWhy are Mutual Aid Committees established? Investigations and interviews with government officials carried out during 1976-1978 suggested the following reasons. The first was the desire of the Hong Kong Government to improve communication with the people of Hong Kong. The MACs were originally created under directives from the Home Affairs Department, and came under the jurisdiction of the City District Offices, themselves set up under the City District Officers Scheme of 1968. As one writer described this Scheme:\n\nThe CDO Scheme was announced at the beginning of 1968, but the first CDOs were appointed in the middle of that year. The Scheme divides the urban areas into ten districts: four on Hong Kong Island and six in Kowloon. A City District Commissioner on each side of the harbor coordinates the work of the CDOs, each of whom has liaison and other duties.\n\n* Dr. Janet Lee Scott is a member of the Department of Anthropology, New Asia College, The Chinese University of Hong Kong. Her research on the Mutual Aid Committees was supported by a grant from the Institute of Social Studies of the Chinese University. Doctoral dissertation research carried out during 1976-1978 was supported by a National Science Foundation Doctoral Dissertation Research Grant, an N.D.F.L. fellowship awarded through Cornell University, and a grant from the Cornell Center for International Studies.         "content_text": "5\n\nrelationship of these groups to bureaucratic institutions in terms of the neighborhood associations' autonomy, effectiveness, and satisfaction\" (Jones, Ho, Chau, Lam, and Mok 1978: i). Other studies will no doubt appear in the future, using the Mutual Aid Committees as a base for the investigation of still other problems.\n\nThere are perhaps many reasons for this scholarly popularity, but a major characteristic of Mutual Aid Committees, one that makes it possible for them to serve as a starting point for so many studies is their flexibility. This characteristic has already been alluded to, in the sense of \"the lack of barriers to committee membership and participation\" (Scott 1980:213). However, the flexibility of the committees can also be seen through an examination of their basic structure and function. It is this structure, its variations, and the functions performed that form the subject of this paper. The following discussion (with the exception of certain data gathered during the previous research period of 1976-1978) is based on research conducted at Lok Fu Estate, Kowloon.\n\nThe Research Area Lok Fu Estate\n\nLok Fu Estate is one of six subdivisions making up the Lok Fu Area Committee Area. In its turn, this Area is coterminous with one of the twelve District Board Constituencies established for the Wong Tai Sin District. The Area is bounded by Junction Road, Tung Tau Chuen Road, and Fung Mo Street. By the end of 1982, the total population of Lok Fu Estate was approximately 20,000, out of a total of 31,000 for the entire Area and 524,000 for the entire Wong Tai Sin District (Wong Tai Sin District Report 1982:271). The first blocks of Lok Fu Estate itself were under construction by 1955, at what was then called Lo Fu Ngam (虎崗) (Tiger Hill). However, residents felt that such a name was inauspicious and so it was later changed to Lok Fu (樂富) (Happy and Wealthy). By the end of 1956, the twenty-three blocks of the Lok Fu Resettlement Estate had been completed, twelve blocks of the Mark I type and eleven of the Mark II style (Wong Tai Sin District Report 1982:271-272).         "content_text": "Notes and QUERIES\n\n287\n\nIt is possible to trace the history of Mr. Herton's unhappy experience in the matter of transit passes in the consular correspondence from Kiungchow (H) or Hoihow (now Hai-k’ou), the port of Hainan Island facing the mainland. Briefly, the facts appear to be as follows. On 7th June 1877 the British firm of Herton, Ebell & Co. applied for transit passes to bring sugar from the interior. The reply from the Chinese customs authorities was that regulations for issue of transit passes had not yet been drawn up, so none could be issued. Edward Herton decided nevertheless to go and buy sugar and galangal (or galingale), for which he paid duty at Hai-Ant customs house. Further purchases were made in July and November 1877, on each occasion transit passes being applied for and refused, and duties at a higher rate than would have been due under the transit scheme were paid.\n\nOn 8th May 1878, Messrs. Herton, Ebell & Co. made a formal complaint to H.M. Consul at Kiungchow, claiming $20,000 against the Chinese Government for excess duty paid and losses incurred due to the non-issue of transit passes. The acting consul, James Scott, forwarded this to Hugh Fraser, H.M. Chargé d'Affaires in Peking on 30th May (F.O.228, v.612, p.273-4), with his comment that there was insufficient supporting evidence for such a large claim. Scott had previously submitted to Fraser on 8th May (F.O.228, v.612, p.267-71) a claim on behalf of Messrs. Herton, Ebell for excess duty amounting to $909.57, for which there was supporting documentation. What happened to this earlier claim is not clear, but Fraser forwarded the larger claim, which was in the form of a petition to the Secretary of State with supporting documents, to the Foreign Office on September 25 (F.O.228, v.603, p.262-3) with the comment:\n\n“British traders may perhaps not unjustly ask to be reimbursed the amount actually paid by them as Transit duty over and above that which they would have had to pay had passes been allowed them; but I am not prepared to support any such demand for an additional ‘indemnity’ as that which is made in Mr. Herton's letter to acting Vice Consul Scott of the 8th August last.”",

        "content_text": "288\n\nNOTES AND QUERIES\n\nThe reply from the Secretary of State, Lord Salisbury, was, “I approve your proceedings\" (F.O.228, v.605, p.237, dated Dec. 9, 1878).\n\nThe letter from the Foreign Office to Mr. Herton which he referred to in his letter to Mr. Keswick has not been traced in F.O.228. Perhaps he would have been less pleased with Foreign Office action if he had been aware of the above exchange.\n\nNothing further appears to have happened until 24th July 1879, when Sir Thomas Wade, who as H.M. Minister in Peking had meanwhile taken over from Chargé d'Affaires Fraser, wrote to Mr. Scott enclosing a memorandum on the Herton claim (F.O.228, v.630, p.101-2), and instructing him to inform the Superintendent of Customs at Kiungchow that the firm's claim for $909.57 was supported, and that the attention of the Chinese authorities in Canton had been directed to the case. It is not entirely clear whether this was before or after Scott's letter of 3rd July, enclosing one from Herton of 2nd July to Sir Thomas Wade (F.O.228, v.630, p.134-6), had reached Peking, though the latter are filed later. Herton claimed that, because of his \"unfair treatment at the hands of the Authorities\" his business had been \"entirely crippled\", and he was \"now in most pressing need of the money,\"\n\nIn accordance with Sir Thomas Wade's instructions, Scott wrote on 22nd August 1879 to the Customs, claiming $909.57, and rehearsing the whole affair on the lines of Wade's memorandum (F.O.228, v.630, p.165-7). No reply of substance was received until November, when, on the instructions of the Governor General of the two Kwangs, the old argument was reiterated, that no instructions for issue of transit passes were drawn up until January 1879 and as Herton had made his journeys in 1877 the duties paid were legally charged (F.O.228, v.630, p.174-5). In reply, Scott referred Acting Taotai Liu to the Treaty of Tientsin, art. XXVIII (see note 3 below), and pointed out that transit passes had been obtainable at Shanghai and other open ports for many years. He continued, \"Are the Canton Authorities then alone to be free to carry out their individual opinions under pretext of drawing up rules, refuse to issue passes and levy any dues they please in opposition to Treaty rights?\"\n\nIn",
