The pirates spent a considerable time on and near Lantau, which must have suffered from their depredations. The clan record of the HO family of San Tsuen, Pui O, on the south side of the island mentions pirate raids and a decision to fortify the village with walls which can still be seen, with several embrasures for cannon.\n\nPiracy continued until a much later date. The Cheung Chau police station was attacked and burnt in 1912, necessitating its removal and enlargement, one of the Cheung Chau ferries was pirated in 1923, and in 1925 a band of sixty robbers from the Delta entered Tai O by way of Po Chue Tam creek, killed a woman and made off with young men and a fair amount of booty without any difficulty. The Police Station is situated at the other end of the town and knew nothing of the attack until it was over. This commenced the modern or more correctly the European history of the river. \n\nBy the terms of the Treaty of Tientsin three ports on the river were opened to foreign shipping and trade - Chinkiang, Kiukiang, and Hankow, Hankow, by far the largest and most important of the three, was six hundred miles from the mouth of the river. The Franco-Chinese Treaty, signed at the same time, provided for the opening of Nanking. At that time, however, and for a further six years, Nanking was occupied by the Taiping rebels, and no attempt was made to trade there, and it was not until 1899 that the Chinese Maritime Customs opened a station there. \n\nWhen the Treaty of Tientsin was signed in 1858 most of the Lower Yangtse was in a disturbed state because of the Taiping Rebellion, and a great part of the river was under rebel control. In these circumstances, therefore, it was not expected that the river would be opened to foreign trade until the restoration of Imperial authority. Lord Elgin, the British Plenipotentiary, however, was unwilling to wait for this, and persuaded the Chinese authorities to allow him to make a voyage up the river. His expedition consisted of the frigates Retribution and Furious, and three small gunboats, Cruiser, Lee, and Dove. After being fired on by the rebels at two places, Hankow was reached on 6th December 1858, the first time it had been visited by a foreign ship. \n\nLord Elgin went ashore at several places on the river, and made short excursions into the country. He found the people to have no sympathy with the rebels, and thought they welcomed the prospect of foreign trade. He also thought them reasonably prosperous and contented, and not too heavily taxed. At Hankow he found coal and iron, the latter in abundance, also considerable quantities of imported cotton and woollen goods; but he formed the opinion that British manufacturers would have to exert themselves to supplant native goods. It was a pleasing fallacy, he wrote, to imagine that it was only the malign influence of intriguing mandarins which caused the Chinese to prefer native to foreign goods. James Matheson, one of the founders of Jardine, Matheson and Company, frankly admitted on several occasions the superiority of Chinese nankeens over Manchester cotton goods.",

        "content_text": "MILITIA, MARKET AND LINEAGE\n\n43\n\nbad informal connections with Hong Kong's officialdom and that its activities were a foretaste of the future.\n\nBy March of 1899, British officials began to appear in the territory. A party was busy near the Sham Chun river, marking out the frontier with China. Meanwhile, the officer in charge of the Hong Kong police was touring the territory, considering alternative locations for police stations. This official—Captain Superintendent F. H. May arrived at Ping Shan on 27th March. His first action was to post a proclamation saying that the Hong Kong government would not interfere with the land, buildings, or customs of the people. He then designated a hill behind Ping Shan as the site for a police station. A crowd gathered and the argument began. “It says that land, buildings, and customs will not be interfered with but will remain the same as before. Why should they, therefore, when they first come into the leased area, wish to erect a police station on the hill behind our village? When has China ever erected a police station just where people live? The proclamation says that things will be as before. Are not these words untrue?”\n\n54\n\nThe Resistance Movement -- 28th March to 18th April, 1899.\n\nThe day after May's visit to Ping Shan, discussions were held in the ancestral halls of Ping Shan and Kam Tin. In both instances, agreement was reached that resistance should be offered to the British. Following the two meetings, a third took place in an ancestral hall at Ha Tsuen. Representatives of all three Tang lineages were present and previous decisions to offer resistance were ratified. Messages were sent to leaders throughout the marketing area, asking them to attend a meeting at Yuen Long market the next day.\n\nSteward Lockhart later argued that the resistance leaders feared for their positions of power and privilege. At the Ha Tsuen meeting, a wider range of anxieties were expressed: “... that under English law a poll tax would be collected; that houses would be numbered and a charge made therefor; that fishing and wood-cutting would be prohibited; that women and girls would be outraged; that births and deaths would be registered; that cattle and pigs would be destroyed; that police stations would be erected, which would ruin the Fung Shui [Mandarin: Feng Shui] of the place. In short, that the evils that would arise would be so great",

Lockhart had received the administration of a territory that could never be a great financial success.\n\nExcept for two periods of leave, in 1909 and 1918, and short absences from the Territory, such as ceremonial visits to the Chinese Governor of Shangtung at Tsinan, Lockhart was continuously in charge for nearly nineteen years. Weihaiwei was an extremely healthy place, free of malaria, with a climate like that of a northern European country and Lockhart was able to indulge in the recreations he loved most. He rode nearly every day or played a round of golf on the mainland on Yuan Shih-k'ai's parade ground. The dedication to Lockhart of Johnston's book, Lion and Dragon in Northern China, reads: 'In memory of two moonlit nights at Lutao-k'uo, five frosty mornings at Pei-K'uo Temple and a hundred breezy gallops over the hills and sands of Weihaiwei.'\n\nIn 1904, Johnston, then Acting Assistant Colonial Secretary at Hong Kong, had been appointed to Weihaiwei and the two men, who had worked together previously in Hong Kong, soon became close friends. In 1919 Johnston accepted an appointment as tutor to the ex-Emperor of China, P'ü-i,37 and Lockhart in his report for that year spoke of the 'great loss to the service. He had served uninterruptedly in Weihaiwei since 1904 and had proved himself an officer of exceptional administrative capacity, his intimate knowledge of the Chinese, their customs, and their language having won for him a high place in the esteem of the native population with which his duties brought him into such intimate contact.'38 They were both Scots but their friendship, it would seem, was based not on tribalism but on a mutual admiration for Chinese civilisation.\n\nLockhart left Weihaiwei on 23 April, 1921, on H.M. Ship Cairo, a passage having been placed at his disposal by the Commander-in-Chief, China Station. His popularity with all classes of the Chinese population 'was evidenced by the erection of two \"Pei\" (commemorative tablets) in his honour and the presentation of numerous addresses and scrolls, two \"myriad name\" umbrellas, one dress of \"myriad name robes\" and a bowl of pure water (the symbol of purity of administration).'39\n\nLockhart had been popular mainly because he understood the Chinese and left them alone.         "content_text": "The Hong Kong Region\n\n125\n\nthe inhabitants were less fortunate and had either to flee into the hills or stay to oppose or meet the pirates' demands. Walls were built or repaired, and a defence by desperate men of even these not very imposing defences might help to stave off an attack. Village refuges, into which cattle and livestock, valuables, women and children and old people were put, were also utilised. One of these places existed at Shek Pik, but was already in ruins by about 1900.1 Most villages kept arms and even cannon available for use up to 1899 and some of these remain to this day.2\n\nNonetheless, the villagers' position was pitiful in the event of attack, and their attitude towards pirates was probably too often similar to that recorded by Commander Vansittart of H.M.S. Bittern from the River Min in March, 1855:\n\n+ miserably poor boats followed the Brig begging assistance; one Village sent me a well drawn up petition; another a present of waste paper and Joss-stick; fishermen, and passage boats, small Traders, all telling the same pitiable story; landing on Hootow, I was quickly surrounded by Peasantry; desiring the Interpreter to ask them why so many fine looking fellows permitted strangers to molest them; they declared it was useless to resist Pirates, and so whenever Pirates came the villagers hid themselves and cried.\n\nThis extract, quoted from Miss Fox's book,3 shows how Chinese on land and sea suffered at the hands of their less scrupulous fellow countrymen.\n\nThings were no better on the sea at the end of the century. L. C. Arlington of the Chinese Maritime Customs, who spent six years 1893-1899 in charge of the Customs station at Cheung Chau, says;\n\n'as well as other numerous islands forming the Ladrones, [it] was the rendezvous of pirates, who kept all of us on the qui vive, foreigners and natives alike. Gangs of pirates would get together and attack the villages, even in broad daylight, and after looting and killing, escape either to Macau or Hong Kong, where they disposed of their booty. The Customs Officers had many tussles and narrow escapes from these pests of the sea.\n\n1 The elders told me about it after I had come across a reference to it as a place name in an old deed of sale of fields in the valley.\n\n2 R.         "content_text": "126\n\nHe went on to say,\n\nJAMES HAYES\n\nDuring my time in Kowloon territory, i.e., from 1893 to 1901, piracies were so common that we regarded it as extraordinary if a day passed without one. Indeed, it was the daily routine for junk masters to report at the Customs Station that they had been pirated and all of their cargo looted.\n\nCustoms duty was 'practically confined to chasing pirates and smugglers', and Arlington states that 'at one time I had no less than sixty pirates chained to old cannon to prevent them from escaping pending their transfer to Canton for trial'.*\n\nWhilst some villages were blameless and the victims of raids and assaults, there were others whose innocence was doubtful. Arlington mentions one case in which pirates had disappeared with an entire cargo consisting of 250 huge vats of indigo weighing as much as 500 lbs each vat, besides 100 head of cattle and 500 pigs, of which there was no trace when a Customs cruiser arrived on the scene only two hours after the piracy was reported by signal at Cheung Chau. It was, he says, 'a safe bet that the pirates came from these villages, and had secret places to hide their booty where it was safe from discovery'.2 The villages in question were on the mainland but he does not say where.\n\nIn the wider area, the reports of the British Consuls on the trade of Canton, Amoy, Sam Shui and Pak Hoi in the 1890s—all save the second within the Kwangtung Province—reveal a disturbed situation. One Canton report comments, \"The old free-booting spirit still survives among many who are now apparently peaceful traders and fishermen, of which we occasionally get startling proof in some unexpected daring act of piracy on the high seas or along the coast.3 His colleague's report from Pak Hoi was more down-right. 'Piracy\n\n'Piracy is in the blood of the race. A glance through the year's diary shows a monotonous record of petty coast raids, hoverings of pirate junks (which still terrorise the neighbouring coastline) and robberies of every degree of dignity from the sacking of the larger pawnshops to the plunder of a returned emigrant from the Straits or Sumatra',4\n\nArlington's evidence shows that the Hong Kong region was scarcely better in these respects than any other.         "content_text": "A JOURNEY TO YENAN 1946\n\n53\n\nit helped prevent disappearance of vital parts of the trucks (and also the precious cargo) and one did not have to contend with the intelligent West China bed bugs which were liable to infest the inns.\n\nReturn to Chungking\n\nComing through the passes and down into Szechuan the first signs of spring appeared, the delicate pale green of the young willow leaves and the rich red earth contrasting with the dry, dusty, harshness of the Shensi countryside. Most of our passengers had not, one gathered, been to Szechuan before and were seeing all this fabled richness of the province for the first time. Crossing the Fu River ferry at Mienyang brought us into the plains and we came next to Ching Mo Kuan (Green Pines Pass) where the main customs and control station for Chungking was situated. This was another place where we had anticipated difficulty, especially if the negotiations had taken a turn for the worse since we left Yenan two weeks before. We pulled up near the barrier and everyone stayed in the trucks. We kept the engines running while Yu Chin-lung and I took our documents for checking to the duty officer. When asked what passengers we had we truthfully replied \"Forty members of the 8th Route Army\" which he solemnly wrote down and then chopped our pass. We were in the trucks and handing this to the sentry before the officer could report to higher authority. So, much relieved, we drove on to Chungking, off-loaded our passengers outside the city and then returned, via the upper ferry, to our South Bank base. Distance covered about 3200 kilometres in a travelling time of 32 days and, apart from our initial crash, no accidents, and few roadside repairs.\n\nThree days after our return we were again entertained by the 18th Group Army and General Chou En-lai personally thanked us for what we had done. Later we were invited to send medical teams up into the Border Region working directly with the medical authorities there. The FAU/FSU continued after Liberation and the last member left China in 1952.",

        "content_text": "TWO ESSAYS ON THE CH'ING ECONOMY OF HSIN-AN\n\n69\n\nwas occasioned by the second, more famous event; the occupation of the leased Kowloon hinterland under provisions of the Convention for the Extension of Hong Kong, implemented by colonial troops in April, 1899.1\n\nMention must be made of these events, for had they not occurred, little would be known of the actual workings of revenue collection in late Ch'ing Hsin-An. For reasons which will become apparent, local magistrates were loath to describe the realities of tax collection, and usually preferred to maintain a semblance of li-chia (2*) in official accounts. Hence, we must turn to those foreigners whose job it was to decipher the workings of the system, in order to impose a more formal, “rational” approach.\n\nBrown, in the Report for 1887-1891, relates the initial difficulties brought about by local opposition to the establishment of the Kowloon Customs:\n\nAlthough as stated, the Hoppo and the Likin Department withdrew from the stations in 1887, there still remained the agents of certain syndicates who had farmed the collection of Likin and other local charges on some of the principal articles of trade, as kerosene oil, matches, etc. The presence of these men at the station was an inconvenience, a cause of friction, and a waste of time, as merchants were obliged to have their goods examined by, and to pay dues to, two or more independent offices. It was pointed out to the provincial authorities that the method of collecting Duties by means of farms was most wasteful, as no more than half the money taken by the farms from the traders reached the provincial treasury. These representations finally prevailed, and about the middle of 1890, as soon as vested interests could be got rid of, the whole of the farm agencies were removed.\n\nUnfortunately for Brown and the merchants, tax farming was not restricted to the four stations under his control. Evidence suggests, for example, that the primary market mechanism employed by magistrates in late Ch'ing Hsin-An was the farming of brokerage taxes (†) to local tongs (*) which in turn oversaw the operation of periodic markets (3); Freedman (1966) and Groves (1965) supply us with some data on this aspect of tax farming as it applied to Tai Po Kau Hui (★★⇓). Similarly, services along trade routes, as well as the collection of corresponding duties, were farmed.",

        "content_text": "223\n\nLUKE KWONG\n\npunctuated by periodic transfers from port to port, station to station, and they still recalled memorable events and personalities they encountered on their various postings. What follows is a summary of the more notable points that emerged during the interviews. It might be noted that the dialect used on these occasions was Cantonese, the interviewees being all from the Canton area in Kwangtung. Yet, these elderly gentlemen's flair for English expressions was given ample opportunity to manifest itself.\n\nIndeed, knowledge of the English language was, in those days, an essential requirement for any Chinese who wanted to join the Customs' clerical staff. In view of the Service's cosmopolitan character, illustrated by its multi-national personnel composition, this emphasis on an international language seemed only fitting. Facilities for learning English in early twentieth-century China, though limited, were nevertheless available. Despite their somewhat disparate educational background, somewhere in their early training the interviewees had all studied the language. One learned it for two and a half years at a school in Tientsin. Another attended St. Francis Xavier's College in Shanghai, where English was an instruction language. The third actually graduated from the Customs College in Peking, where students were required to attain a certain proficiency in a second foreign language, English being counted as their first (consequently, he knows French, as well). Invariably, they had had to demonstrate a sufficient mastery of English before entering the Service in 1910, 1917 and 1919, respectively.\n\nCompetition for Customs positions was always keen. For a post with the Customs was not just any job. It had a number of superior features. One was security. Once inside the Service and beyond probation, and as long as he did not commit any serious legal offence, a Customs employee could consider his job as secure, in colloquial parlance, as an “iron” or even \"gold rice-bowl.\" Another was its liberal pay. It was recalled that even a janitor working in a Customs office made three times as much as he would working for a private firm. There were fringe benefits, as well. At the end of every seven years of service, an employee received a gratuity as \"retiring allowance\" and on retirement would be provided with \"pension benefits” in a lump sum.         "content_text": "158\n\nNOTES AND QUERIES\n\nYET ANOTHER LIBRARY\n\nIn his Korea, published by William Heinemann of London in 1904, Angus Hamilton has a good deal to say about John McLeavy Brown, C.M.G., LL.D., formerly Treasurer-General of that Kingdom and, when he wrote, Chief Commissioner of Customs, that is, of the Korean Customs.\n\nHamilton writes (pp. 85-86):\n\nIn his official life he represents a type of Englishman that is rapidly disappearing from our public services. His private life reflects the culture and the grace of an attractive personality. They say, in Seoul, that Mr. McLeavy Brown is more skilful as a diplomatist than as an administrator; and his brilliant conversational powers give some colour to the assertion. Upon arrival in Seoul, newcomers are apt to hear that \"Brown is a walking encyclopædia.\" He speaks, reads and writes with equal facility French, German, Italian and Chinese. It will be remembered that he is in the service of the Korean Government, a sphere of utility and activity which demands fluency in yet another language. His library attests the breadth of his culture; it numbers some 7000 volumes, and fills the walls of the rooms and corridors of his house at Seoul from floor to ceiling. Boxes of new books arrive by every mail. When he reads them it is difficult to conjecture. At night, as one strolls from the British Legation to the Station Hotel, the lights in his study window may be seen burning brightly. He is believed to sit up with his books very often until dawn.         "content_text": "108\n\nand more than half of them still live within two miles of these ancient sites, which speak of hundreds of years of settlement and progress, before the Han emperors conquered the coast with a fleet and army.\n\nLeaving aside the islands close to Hong Kong, which have little of interest, we next pass the Potoi group off Cape d'Aguilar (named after a Major-General who commanded the troops in Hong Kong in its early years). All are of granitic rocks seamed with dykes of dark green stone which decay more rapidly than the granite and so often form valleys, caves and hollows. All but Potoi itself are barren and deserted, except for the light on Waglan (Wang Lan \"Barrier Fence\"). About nine years ago, the Chinese second officer of a ship distinguished himself by steering straight on to the island, where the ship not unnaturally stopped. There was no discoverable reason for this exploit; it was not bad weather, though dark it was about 2 a.m. and the light showed clearly. A similar but more excusable disaster occurred in 1916 on the east end of the Lema's eight miles to the south on Tam Kon Shan (“Carrying Pole Mountain\"), when the Chiyo Maru, which was a big trans-Pacific liner, ran aground. I believe few or no lives were lost.\n\nnets.\n\nPotoi has a small but good harbour, very popular with boat people, and with a handsome temple. There are a few shops, and its economic centre is Stanley. The beach is used for drying. Once in 1930 an ingenious fellow tried to monopolize the beach by applying for a matshed site right in the middle of it. I saw the place, saw through his game, and turned him down. Up in the hills are three tiny hamlets, living on the scanty crops their fields produce, and probably selling to the boat people as well; their names mean \"Long Stone Ridge\", \"Cow Lake\", and \"Mountain Hut\" 27.\n\nTo the north, at the entrance to Junk Bay, known in Chinese as \"General's Haven\" (Tseung Kwan O), is an island called Fat or Fu Tau Chau (“Buddha's or Tiger's Head Island\"). It was the site of one of the \"Blockade of Hong Kong\" customs stations; the station is in ruins, although the island has a few inhabitants.",

The present leaders have told me recently that, beginning in 1973, a centrally organized show, provided through the Rural Committee which is also responsible for fund-raising, has been presented instead.\n\nVISIT TO THE MITSUKOSHI DEPARTMENT STORE,\n\nMUROMACHI, TOKYO, JAPAN, JUNE 1986\n\nThe highlight of our recent four-day visit to Tokyo (seeing my daughter Suki and my wife Mabel's resounding success with buying clothes apart) was undoubtedly our morning walk from Marunouchi Hotel to Mitsukoshi Department Store and being there in time for the opening ceremony. Unlike the short walk to the old and rather grimy Tokyo (Central) Station, the walk to the Tokyu and Mitsukoshi department stores in the Nihombashi/Muromachi districts is mostly along the broad Eitai-dori Avenue which is lined with banks and business houses on either side. The buildings are large and impressive, and many have been planted out completely at front and side with trees and shrubs. At this time of year some azaleas are still in flower in Tokyo, and the bushes are pruned low and shaped in interesting ways.\n\nWe arrived at Mitsukoshi before opening time at 10 a.m. We thought we were going to a branch of the main store, and therefore were not surprised to find a relatively small building. However, behind it, separated by a narrow street, was the main building, built in the 1920s or even before, and from its grandeur and solidity reminiscent of B. Altmann, Saks and similar large department stores on Fifth Avenue in New York City. The gold logo, a flower on which is superimposed the Yuet (&commat;) character, was placed on the building and on the house flags, also in gold, that hung from it at intervals. In 1859, the Commodore, Chang Yu-tang ski, erected a fine pavilion over an incinerator and old men were hired to gather abandoned paper for burning. On the plaque over the entrance were engraved the characters “Ching-hsi tzu-chih-ch'u”**(A pavilion for revering word-bearing paper) in Chang's calligraphy. Though a military man, Chang had pretensions to being a scholar and calligrapher, and his inscriptions found in the pavilion were reportedly much copied in the region.'\n\n16\n\nUp to 1898 there were no shops of any kind within the City.1 In fact, the word \"ch’eng” is rather arbitrarily translated as \"city\", which to a modern person, immediately conjures up visions of shops and other commercial facilities. This is misleading since traditionally, a Chinese ch'eng was simply an area enclosed for defence, and where officials resided. However, a cluster of shops lined the street Kowloon Street — which stretched for about a quarter of a mile from the East Gate to the water front. This became an increasingly prosperous market town, serving not only the Walled City but more distant areas such as Saikung and Shatin. From a fairly early date, a kaifong (chieh-fang i.e. neighbourhood) association, which organized such public functions as health, safety and good order, had existed.ii By 1880, the Lok Sin Tong (Luo-shan-t'ang; lit. Hall of Willing Charity) was founded. Like many Chinese \"charitable societies”, it exercised great social and economic influence, and its contribution was most strongly manifested in providing free education and free medicine in the area.\n\n18\n\nAs trade grew in the area, a Kwangtung Provincial Customs station was set up in 1871 to prevent smuggling, especially opium from Hong Kong. In 1886, it was replaced by a Chinese Maritime Customs station.iii A pier, the Lung-chin jetty, completed in 1875 after two years of construction, extended some 700 ft. into the sea. The south wall soon began crumbling, and by the mid-20s, the Commodore's office, once the grandest building there and used for a time in the early twentieth century as a plague hospital, was in complete ruins. By the '30s, the sixty or so domestic dwellings were mostly in poor repair. Its vegetable gardens, pig farms and traditional crafts gave the \"City\" a rural flavour.\n\n57\n\nUntil the outbreak of war in 1941, it remained a tourist attraction. Foreigners came to seek “a little bit of Old China”. Invariably, Chinese guide books to Hong Kong recommended it for nostalgic, historical sightseeing. Local residents also found it worthwhile photographic material. It must have been rather pleasant to stroll in the shade of ancient trees, take photographs before the cannon and historical buildings, and admire the many inscriptions in them. One inhabitant even made a living by selling copies of the City's inscriptions to visitors.\n\nThe rapid development outside the wall from the 1910s onwards - the Kowloon Bay reclamation, the construction of tenement houses, shops and factories, and eventually the airport - passed the City by. Reclamation left it further and further inland. For a while after 1899, the customs station was used as a police station, but in the late 1920s, it had to be abandoned in favour of a site by the new waterfront. The Lung-chin jetty fell into disuse, and only the end portion could be used to serve a ferry running between Hong Kong Island, Hunghom and Kowloon City. After the War, the Yaumati Ferry Company built its Kowloon City Pier near the site.\n\nThe Kowloon fort was in decay. The cannon suffered various fates. The British had dismantled them, presumably out of distrust of the Chinese. Some were reportedly sold to old metal dealers. Two were displayed outside the Water Police Station, and four outside the new Kowloon City Police Station. They could rest confident in the fair administration of British justice. In addition it was pointed out, \"they have an important official in the Registrar General, to whom as 'Protector of Chinese' they can always have recourse for advice and assistance.\n\nThe Chefoo Convention was never ratified by Britain. Therefore China could not claim by treaty rights the privilege of appointing a consul for Hongkong.\n\nThe question arose again in 1874 as the result of the so-called \"blockade of Hongkong.\" This development had been anticipated by Sir Rutherford Alcock, the British Minister to China, at the time China had first asked for permission to station an official in Hongkong as a check to smuggling.\n\nIn 1868 the Viceroy of the Two-Kwangs had opened customs stations near Hongkong to collect provincial duties on goods carried by Chinese junks sailing from Hongkong.\n\nTwo of them were near the eastern and western approaches to the Hongkong harbour. Another was on the island of Cheung Chau. In 1871 the stations began collecting the treaty tariff duty on opium,\n\nIn addition, armed revenue cruisers were introduced to see that the stations were not bypassed. They patrolled Chinese junks, chased smugglers and attempted to ensure that proper duties were paid.         "content_text": "176\n\nBefore the public meeting could be held, the Home Government changed its mind about the appointment.\n\nTHE DAY AN ADMIRAL TRIED TO STEAL THE SHOW\n\nIn an attempt to solve the blockade question, Sir Brooke Robertson, the British Consul at Canton, suggested in 1878 that a European be appointed as Chinese Consul in Hongkong. He could check on cargoes of junks and make reports to the Customs authorities in Canton.\n\nIn this way the Chinese could exercise better control over the collection of duties on goods shipped in and out of Hongkong on Chinese vessels. Presumably he would not be prone to engage in all the irregularities allegedly practised by all Chinese officials.\n\nHongkong, however, resisted such an appointment and the matter was dropped at that time.\n\nThe Opium Agreement between Britain and China signed in September 1886, provided for a Chinese Maritime Customs collecting station at Kowloon. The Hongkong Government unofficially condoned the residence of its Commissioner, a British national, in Hongkong.\n\nIn view of this arrangement and the easing of the tensions created by the Chinese blockade of Hongkong, the appointment of a Chinese Consul for Hongkong continued to lay dormant.\n\nIn 1891, however, the Colonial Office suddenly informed Hongkong that a Chinese Consul had been appointed for the port. There was an immediate outcry of indignation. It was this tradition that accounted for the people's readiness to identify unjust actions as \"unrighteous\" and to combine in opposition to the local authorities.\n\nMany examples of indignant or infuriated action by the populace can be cited from the Ch'ing period alone. It is hardly surprising that among them we should find a few local instances. A case in point from Tsuen Wan itself comes from Ma Wan.\n\nWhen the Chinese Imperial Maritime Customs took over the duties of the Canton Customs post on Ma Wan in 1897, there were soon serious differences with the local villagers. A large stone inscription in the village, bearing the enigmatic words \"Seven English Feet of Leased Land to the Kowloon Customs\" is a memorial of the dispute. Fortunately, because the tale that emerges has epic qualities, its enigmatic wording can be supplemented by another old text which explains what happened on that occasion:\n\nAn access road was needed from the Kowloon Customs Station to the hills behind it and the sea beyond, and [the authorities] began excavation work without any announcement. Private land was utilized at will, and the objections of the villagers were not heeded. It was intended to build a [new] customs station also. At this time the people's tolerance had been strained to the maximum and furious anger was sparked off. Neighbouring villagers willingly joined in this righteous cause.\n\nThe head Customs Office heard of this incident and feared that the incident would develop into an uncontrollable one. A special mediator was sent to the Heung [Ma Wan] to settle the dispute on the following terms:\n\n1. Land could be leased for constructing the road, provided it was not more than seven feet wide and that its route was not circuitous.\n\n2. The site of the [new] station should be kept close to the hillside and [boundary] stones should be erected to mark the four corners.",

The wharf proposed was to be built very close to the Imperial Maritime Customs station: the Customs supported the proposal since it would make their anti-smuggling work in the area far easier.\n\n―\n\nA lease (for a smaller area of 850 feet not so obviously blocking the channel) was granted by the Hong Kong Government. The Tung Ping Kuk, however, (represented by two Cheungs and a Wong; by this date the Wongs were normally allies of the Cheungs, being united by their mutual antagonism to the Tsois whose land lay between them) complained to the San On Magistrate, who promptly had the Yuen elders imprisoned for the \"fraudulent attempt to divert the toll from the Kuk to themselves\". The District Magistrate also made a strong statement of the rights to take toll being a Government right, founded on Government ownership of the wastes of the river bank. The Kuk sent young men to tear the new wharf down. The affair then petered out - the Magistrate was willing to take a far more active role in 1903-1905 than in 1875 or earlier, and the opening of the railway a couple of years later made all discussions of rights to toll somewhat academic, since trade now began to flow in different directions altogether.\n\nThese documents show three points of interest: the ineffectiveness of the Magistrate in settling affairs of this sort in the mid/late-nineteenth century; the critical importance of control of markets, roads, ferries, bridges and other nodal points of the traffic system in local politics; and the blood-thirsty and implacable nature which inter-village disputes could assume.\n\nThe disputes over the ownership of the landing place at Sham Chun lasted some seventy years, from the 1830s to 1905. Effective action by the District Magistrate seems to have been limited to the period 1903-1905: the actions of the Magistrate in 1875 were ineffective in the extreme, and there seems to have been no action at all in earlier disputes. In 1875, it was only when the dispute had escalated to such a state that the army was forced to intervene that any effective Government action was seen but it came very late. In other inter-village disputes in the area in this period the same ineffective inaction by the District Magistrate can be seen.         "content_text": "156\n\nbecoming \"import\" or \"export\", and subject to all these controls.\n\nVillagers from Wo Hang or Nam Chung buying a new plough animal, or seed-pig, were \"exporting live animals\"; if they bought a new plough, or reaping knife, they were \"exporting ironwork\"; if they took cloth to market to be made into a pair of trousers, or to be dyed, then they were \"importing cloth\" - duty in all these cases had to be paid. Traditionally, sugar was grown in this area, carried as cane to Sham Chun, pressed and refined there, and then carried back for sale in the New Territories markets. This now became “importing sugar” in the first instance, and “exporting sugar\" in the second.28 In the 1930s, the Chinese Government imposed a heavy import duty on fish, causing the very important carrying trade in fish from Sha Tau Kok to Sham Chun to face the same problems.29\n\nAs soon as the new frontier was established, the Kowloon Customs (the local division of the Imperial Maritime Customs) moved to control it. The Kowloon Customs was headquartered in Hong Kong, but established its new operational headquarters at Sham Chun. Below this, work was initially conducted through three Divisions: Duty Collection, Border Patrol, and Sea Patrol. The Border Patrol duties were conducted from Patrol Stations, which were arranged in Districts, with a Patrol District Headquarters in each District. Duty was collected at only a relatively few Duty Stations, which were the only places where dutiable imports and exports could legally be handled. The Kowloon Customs also had half a dozen steam launches as gun-boats: each had a Sea Patrol District to control, centred on a Sea Patrol District Headquarters.\n\nSha Tau Kok was chosen as the Patrol District Headquarters for the Patrol District running from Lin Ma Hang to Siu Mui Sha (Xiaomeisha), with sub-stations at Yim Tin (Yantian) and Chan Hang (Chenkeng). It was the Duty Station for the north-west quadrant of Mirs Bay. It was also the Sea Patrol District Headquarters for the Mirs Bay Sea Patrol District. It was one of the centres of the Mounted Horse Patrols which, from 1932, patrolled the area behind the zone covered by the foot patrols of the Border Patrol staff. After 1934 it was one of the centres of the new Automobile Patrol, which patrolled the newly completed motor road along the frontier. The Customs Station at Sha Tau Kok was headed by an expatriate Assistant Superintendent of Customs. For most of the time, there were between 70 and 100 customs staff working in Sha Tau Kok.30",

They were not locals (they were mostly Mandarin speakers), indulged in looting the shops in the market, and were generally believed to be behind some at least of the bandit raids. The District Officer, New Territories, specifically accused Chinese irregular soldiers of mounting eight cross-border armed bandit raids in 1924. The Kuomintang forces eventually secured the area in 1925-1926, but the irregulars were only replaced by regular soldiers in 1928, when the irregulars at Sha Tau Kok were punished for some of their misdeeds.\n\nThe period of post-Revolutionary chaos along the border came to a peak in 1925, when the Kuomintang finally secured Sha Tau Kok, but immediately used it as a base for the General Strike boycott against Hong Kong. The 1925 Boycott caused serious problems for the villagers in the Sha Tau Kok area. If they loathed the Customs for insisting that their daily marketing was dutiable, they were even less enamoured of the view that their every-day shopping constituted \"trading with the enemy\", which should be stopped by whatever terrorising tactics could be brought to bear. The strikers seem to have taken over the Customs Station in Sha Tau Kok, and it is clear that local trade, and with it the villagers of the area, suffered greatly.\n\n17\n\nA third period of disturbance on the frontier was 1928-1937, in every year of which, except one, smuggling was noted as being a greater problem than in the previous year. During this period, further rebellions (by Communist-inspired guerrillas) in the area east of Yim Tin caused problems, which were then exacerbated with the attacks on the area by the Japanese from 1938. The closure of the Mirs Bay Customs stations in 1938 marks the date when the Kuomintang Government finally took control of the area - the Customs reopened the Sha Yue Chung station in 1939, but only following an \"agreement\" with the guerrillas, who were by then the only effective government there. 40 Although the western, Yuen Long, area of the frontier was the worst smuggling centre, major battles with smugglers/pirates took place in waters close to Sha Tau Kok in 1928, 1932, 1935, and 1939, and a major battle with smugglers in the Ta Kwu Ling area in 1932. Kai Chung Customs post was sacked by bandits - presumably a smuggler gang - in 1932 as well. From about 1937 smuggling of strategic goods to Sha Yue Chung, for the guerrilla rebels, and later of goods to be slipped through the Japanese lines, became a major business at Sha Tau Kok - this trade was centred on the Sha Yue",

        "content_text": "171\n\nHowever, the move towards Wang Tau Street had only led to building on the area immediately west of the old walled market by 1898. When the gambling house was established in Sha Tau Kok (about 1904), it found the area immediately south of the walls empty and ready for development. This area was quickly built over - a row of houses for prostitutes being built to the east, connected by a new alleyway through the walls with Lower Street, and the gambling house nearby to the west, closer to Wang Tau Street, was a long wooden building, set awkwardly at an angle to the street, which was used as a restaurant serving noodles (especially dog-meat noodles, for which Sha Tau Kok was famous). Between the noodle restaurant and the gambling house Wang Tau Street formed a small irregular triangular open space.\n\nNone of the elders claims to know anything of what the prostitutes' houses were like inside, except to say that it was generally believed that the prostitutes also offered opium to their customers. The prostitutes' houses were small, however, and probably consisted of two main rooms only: a front room where guests could take opium, and a bed-chamber.\n\n4).\n\nThis\n\nMore is remembered about the gambling houses. It was approximately square - about 40 feet by 50 - and two-storeyed. The western part of the ground floor was one big square room, of about 40 feet square. This had doors leading directly to the street on the north (leading to the street of the prostitutes' houses), west (leading to Wang Tau Street), and south (leading to the guesthouses and Customs Station). Of these, the west door was the main one. This ground floor square room was the main gambling hall. It contained four tables, where the game offered was Po Tau (which consisted of the manipulation of small, nested brass boxes). The game was very popular, and the room was often crowded. The eastern side of the ground floor comprises stores, service rooms, and the staircase up to the second floor. This contained (on the east) the residence of the manager, and, on the west, a second gambling hall, with wide windows overlooking Wang Tau Street. This second gambling hall was half the size of the ground floor one, and had two tables, at which Tsz Fa (七花) was offered. In addition, tables for Pai Kau (牌九) were set up in the street outside the main entrance, under an awning. The gambling house was a very prosperous business, and the little open space in front of its door was one of the central spots of the town - wood and grass for fuel were sold here.",

        "content_text": "172\n\nThe guesthouses (), lower down Wang Tau Street from the gambling house, were three-storeyed shop-houses. The ground floor was the residence of the owner; sometimes a small shop was run as well. Above, on the first floor, was a dormitory for villagers and poor travellers staying the night in town. A few large beds stood here - for one or two cents, you could share a bed with whoever else was looking for a place to stay. For the more fastidious and wealthy, small cubicles on the top floor offered privacy and an unshared bed. Military officers visiting the town would stay in these private cubicles. The guesthouses did not serve meals; guests took food at the adjacent noodle restaurant. The 'totally comfortless' guesthouse used by the Basel missionaries in 1859 must have been of this type.\n\nThere was only one full-time opium divan in the market, although opium could be taken in the prostitutes' houses as well. Up until 1917, there had also been several low-class opium divans in sheds in British Sha Tau Kok - these were closed in that year, as part of the agreement to end trade in opium between Hong Kong and China which, it was hoped, would allow the Chinese Government to end all opium imports, and to control the sale of opium in China. The chaos in the border area, however, made it impossible for the trade on the Chinese side of the frontier to be effectively controlled, and the Sha Tau Kok opium divan continued to trade unmolested until 1951. Opium could also be bought for home consumption from the two tobacco shops in the market. These shops were also heavily engaged in smuggling opium into Hong Kong.\n\nNext to the opium divan was the market barber. In 1853 there had only been itinerant barbers in the town. This shop should be seen, to a large degree, as one of the service trades attracted by the opportunities brought about by the new frontier and garrison, like the prostitutes and the gambling house.\n\nBeyond the guesthouses, near the sea, Wang Tau Street was occupied by the fish laans and the Kowloon Customs Station. The Customs Station was rebuilt several times during this period. The Station building in existence in the 1920s was a solidly built, European style, single-storey structure, with a verandah, built of brick and tile. One end was the residence of the Assistant Superintendent. In the middle were the offices, and the barrack quarters for the junior staff were at the further end. Even in the 1920s, however, it dominated the seafront of the town, facing the sea between the two piers (the public pier to the west, and the Customs pier to the east), separated from the Tin Hau Temple by an irregular strand with two huge banyan trees.\n\nAt the foot of the public pier, between the Customs station and the Tin Hau Temple, was a small kiosk where tickets for the Sha Yue Chung ferry were sold. The Shap Yeuk let the operation of the ferry, and the right to collect the fares, every so often. In the 1930s the fare to Sha Yue Chung was high - 480 per person, plus extra for goods carried. This was because of the difficulties involved in the ferry travelling from Kuomintang to rebel-held territory, and later because the ferry had to travel very close to, or even across, Japanese lines. Much of the freight carried at this date was smuggled kerosene. The other ferries - to Kat O and Kuk Po - collected fares on board the boat.\n\nThe fish laans were just a paved floor, with a tiled roof supported on brick pillars. There were no walls. Each of the fish laans occupied a part of the floor. When the fishing boats arrived in the early morning, the fishermen would carry their catch inland, past the Customs Station, into the laans, to sell to the laan or laans with which they were accustomed to deal. Some of the laans only dealt in the wholesale trade, and only had offices and stores apart from their share of the trading floor. Others also had retail shops in the town.\n\nAs well as the fish faans, there was another wholesale market in the town in the 1920s. This was the grain market. This was, like the fish faans, just a paved floor with a tiled roof supported on brick pillars. It stood beside the sea, just behind the Man Mo Temple. Villagers with grain to sell would carry it here on market days (the 1st, 4th, and 7th days). The grain dealers from the market would come here and buy, and carry it to their stores in the town, either to sell there by retail, or else to arrange to have it carried to Sham Chun. The town weigh-beam was kept here, in a shed next to the market – it was normally only used by people buying or selling grain, who paid a few cents for the use of it.\n\nOpposite the grain market was a row of blacksmiths' shops. These were built here, separated by an alley from the other buildings of the town, for fear of fire.",

        "content_text": "174\n\n-\n\nBetween the grain market and the fish laans was a broad open space. This was used for drying grain and fish, and other things. This was where the matsheds for the local Ta Tsiu were put up - the gambling house also put on opera here at the New Year, partly as a gesture of thanks to patrons, but also to cope with increased demand at this season (gambling tables were set up in the matshed). This space was where the execution of about 1935 mentioned above took place.\n\nWest of the Tin Hau Temple, the village of Sha Lan Ha (Shalandia, [] F) stretched along the shore. This was predominantly a residential village, mostly of the Ng (A) family, genealogically connected with the Ngs of Tam Shui Hang. There were no shops here, just houses, for the boatyard, 4 and one of the town tobacconists, who found except this site, close to the Customs Station, profitable. The boatyard was a large concern, with associated ropeworks and sailyards within the village.\n\n叫\n\nThe biggest and most prestigious building in the town was the Tung Wo School and Man Mo Temple at the north-east corner of the town. This was a well-built brick building, with three courtyards, and, as mentioned above, had been built shortly after 1854 by the Shap Yeuk as the district school and also their office and Meeting Hall. The temple was at the seaward end of the complex. It was built several steps higher than the school, and it had a higher roof. The whole building was essentially single-storeyed, but there were cocklofts for resident students. The original main entrance was facing the bridge, but after the soldiers took over the attached gun-tower as their barracks they used the open space in front of the main door as part of the barracks, and the villagers disliked passing that way. New side doors were, therefore, provided on the side facing the sea, both for the school and the temple, and these were the normal entrances in the 1920s. Between the school and the sea a four-foot high wall with a gate delimited the school and temple yard.\n\nWithin British Sha Tau Kok there were only a few buildings in 1925. On the saltpans, the workers lived in tiny huts - no more than 10 feet square. These workers were not local. The local villagers did not know how to make salt. The saltpans were owned by local villagers - mostly trusts and individuals from Tam Shui Hang village - but the owners merely rented the saltpans to overseers who brought teams of workers with them. The overseers and workers were Hoklos from Swabue (Shanwei, E) down the coast. The workers did not have their families with them.",

His temple, or rather hovel, was close there and he got his living by begging. He was stone blind. It was a mendicant Friar, and a wandering Friarð in argument. He freely acknowledged the absurdity of his creed. He is a Buddhist: and offered me on the spot to go with me and learn my creed if I would feed and clothe him. Then I jeered him about his idols, and why he did not get them to help him. The worst of them is, they all acknowledge the absurdity of it, but say it is their custom. Western Foreigners have customs and celestial's have customs, and all creeds are good alike: here the matter ends.\n\nWe again got on our route, and descended the valley. Mr Stringer and myself were so long with the old priest that we were far behind the rest of the party; but we were armed and therefore there was no danger. When we again reached the valley at the bottom, our road lay along a small stream for a few miles. The rest of the party were out of sight, and we went on alone, partly uncertain that we were going right. At last, however, the road suddenly opened into a deep valley on the right, and at last we saw the German Mission House, just under the brow of the hill, and our companions seated very comfortably on the balcony [Ed.: An illustration of the Lilong Station accompanies this article.] So we put our best leg foremost, and at last tired of walking and riding we got in about 5 o'clock. The house is not a very grand affair. But it just has served their purpose. There is only one other house near it for a long way. The situation is beautiful in the extreme, and as healthy as possible. They have a little ground in front, and on the sides of the hills are plantations of tea shrubs, though nothing very bright about them.\n\nThe missionary staff consists of Mr Winnes, who has been in China nearly 20 years, and a fine young German, named Eitel\". I was much struck with him. There is a nobleness and firmness in him which I greatly admire. In fact, there is something almost severe about his look. But the animation with which he speaks, and the natural energy of his character, together with his pleasing and gentlemanly deportment, lead you soon to see he is not an ordinary person.         "content_text": "53\n\nOf those from the Chinese Customs Service in Shanghai who served with the Allied Forces, the names of 23 are on their Roll of Honour and have been buried or commemorated not only in the UK, Belgium and France but also in Greece and Turkey.\n\nDecorations\n\nMany Chinese members of the CLC received the British War Medals but this is a subject into which I have not carried out any research. The Meritorious Service Medal for devotion to duty was awarded to Zhao Wende [30828] and Wang Chenjing [30064], both Labourers of the 57th Company CLC, and to Liu Dianzhen, Class One Ganger of the 108th Company CLC. Also to Wang Yushao [15333] Labourer of the 59th Company CLC [of Da Cheng county in Zhili] for bravery, his citation reading:\n\nNear Marcoing [near Cambrai] on June 6th, 1919, he observed a fire on a dump of ammunition situated close to a Collecting Station. On his own initiative he rushed to the dump with two buckets of water which he threw on the fire and then seized a burning British 'P' Bomb [apparently the cause of the outbreak] and hurled it to a safe distance from the dump. He then continued to extinguish the burning dump which had spread to the surrounding grass in which rifle grenades and German shells were lying. By his initiative, resource and disregard of personal safety this Labourer averted what might have been a serious explosion.\n\nYan Dengfeng [91085], Class One Ganger of the 130th Company CLC was also awarded this decoration for:\n\nOn 23rd May 1919 at Bailleul [near Armentieres] following an explosion, he worked constantly for four hours removing tarpaulins from the stacks of ammunition and drenching them with water.\n\nSgt W J Yaxley [553653] British Army, serving with the 60th Company CLC was also awarded this medal.\n\nThe Chinese Order of Wenhu [The Order of the Striped Tiger]",

        "content_text": "PHOTOGRAPH OF HONG KONG HARBOUR AND WATERFRONT TAKEN IN 1954\n\nJACK LAO MOU CHI\n\n251\n\nThe photograph is actually five photographs joined together, approximately 30 inches by 6 inches.\n\nStarting at the Central District Vehicular Ferry to Jordan Road, it can be seen that, moving to the right, Connaught Road at the time formed the Praya or Waterfront. Near the right-hand end of the photograph both Blake Pier and Star Ferry Pier can be seen. The Star Ferry moved to its present piers, on reclaimed land, in late 1957 when a number of people complained about the extra distance to walk!\n\nBehind the two piers can be seen the Queen's Building (where the Mandarin Hotel stands today), the old Hong Kong Club building and Mercury House (Cable and Wireless). Behind is the Royal Naval Dockyard, which was where Admiralty is situated today. Beyond, of course, is Wan Chai, where Gloucester Road at that time formed the Waterfront, and still further on is North Point.\n\nOn the other side of the Harbour the skyline is formed by the Kowloon Foothills and one can pick out such landmarks as Kowloon Peak (Fei Ngo Shan), Lion Rock and Beacon Hill. Passes along the Foothills, from west to east include Kowloon Pass, Sha Tin Pass, Grasscutters' Pass, Customs Pass and Tate's Pass. Further to the north are Heather Pass and Buffalo Pass.\n\nRight over to the west of the photograph is Tai Mo Shan, Hong Kong's highest mountain.\n\nIn those days there was a clear view of the Harbour from Government House and Governors were said to use the number of ships in the Harbour as a barometer of the economy. Realistically, occupation would be a foregone conclusion: the challenge was to struggle on by covert means and to develop some resistance mechanism. In short, a new concept of waging war, based on intelligence and action behind enemy lines.\n\nMilitary intelligence\n\nThree years after the outbreak of the Sino-Japanese war, [Hon. Ed. - I find it difficult to see how Japan's unprovoked occupation of large parts of China and the atrocities committed by its army can be termed a 'war.'] the British Army, Navy and Air Force created a 'Far East Combined Bureau.' It operated openly, employed no agents and depended on information volunteered by customs officials, commercial travellers and the like. Its offices, based within the Naval Dockyard compound, discouraged visits from casual informants, and much of its work involved monitoring personal reports from China sent by courier, rather than proactive intelligence gathering. Naval Intelligence provided support and maintained a signals station on Stonecutters Island for transmitting information to Singapore. GE Grimsdale, later to become Major General, joined the FECB in its early days. One of his earliest recommendations on curbing Japanese espionage in Hong Kong was to suggest that tourists be banned from using cameras! Later he was to acknowledge that espionage was harmless in a place like Hong Kong where defences were open and unsophisticated - one snatched photo of a ship leaving the naval dockyard revealed less than its official description in Jane's Fighting Ships.\" In any case, Japanese had been known to go to Kelly and Walsh, the booksellers in Central District, to find maps better than their standard issue 1:20,000 series.\n\nIn January 1937, Capt. Charles Ralph Boxer, of the Lincolnshire Regiment arrived in Hong Kong. Everything about Boxer contrasted strongly with the stereotype of a colonial in the Far East. Although he came from a family of military men, he was an unconventional individualist. Moreover, he was a scholar, who spoke fluent, literary Japanese, studying Japanese history and culture to the extent that he was welcomed in some of the most influential Japanese social circles. After the war, these values would pit him against bigots for whom any sympathy for the Japanese was anathema. But pre-war, he represented",
