His official rank corresponded with that of a Lieutenant-Governor, so that he received a salute of only fifteen guns compared with the seventeen of first-class Crown-Colony Governors, such as that of Hong Kong. But, as R.F. Johnston pointed out: 'his actual powers, though exercised in a more limited sphere, are greater than those of most Crown-Colony Governors, for he is not controlled by a (Legislative) Council.'33 Lockhart's official duties, which of course kept him extremely busy, were nevertheless limited in nature, and the tempo of life in the Territory did not change dramatically during his tenure of office, for after the lease was signed, little was done with the Territory. At first, it was thought that the port could be transformed into a fortified naval base like Hong Kong, but to do so would have been extremely costly and would have involved the construction of a long breakwater and extensive dredging work in the harbour. In fact, the port was never utilised as a strategic naval base; it became merely a naval rest centre and a place where the British China Squadron lay at anchor when it paid its annual summer visit to North China. A few visitors also arrived from time to time and stayed at its European-style hotel, and an English school34 attracted boys from China, Japan, and Hong Kong.\n\nLockhart was administering a mainly agricultural region, equivalent in area to a small-sized Chinese district magistracy (hsien). The leased Territory, with its population composed principally of fairly well-to-do peasant farmers, fishermen, craftsmen, and artisans, was in composition like that of the New Territories which he had left. Lockhart did not feel called upon to alter drastically the life of this old, settled community, nor indeed was it the intention of the Colonial Office that he should. The Order-in-Council under which British rule in Weihaiwei was inaugurated stated: 'In civil cases between natives, the Court should be guided by Chinese or other native law and custom, so far as any such law or custom is not repugnant to justice and morality.'\n\nLockhart attempted, then, to preserve as much of the fabric of Chinese society as was possible. In his report for 1902, he wrote: \"With the policing of the territory at Hong Kong as a guide, it might have been thought that this question (the maintenance of peace and good order) was one easy of solution; but it required no long residence here to reveal that the conditions existing in the new territory of Hong Kong and those of Wei-Hai-Wei are widely different. But a significant proportion were always local recruits; they were simply lower-class women forced into prostitution because of poverty. The case of Bridget Montague, convicted in 1873, at the age of 23, of running a clandestine brothel is illustrative. Bridget, a Californian, had married a Portuguese storekeeper in San Francisco. Her husband took her to Hong Kong where he abandoned her. She went to live with an Irish barman from the Crown and Anchor, a tavern in Queen's Road. A year later her bibulous Irishman was sentenced to two months' imprisonment for public drunkenness. Homeless and penniless yet again, she took lodgings with a young Portuguese widow from Macau, who had been formerly kept by a policeman. The two women, now lacking male protectors, went into business as full-time prostitutes. Convicted, together with the Portuguese widow, Maria Roza, of running a clandestine brothel, Bridget was fined $50, or one month's imprisonment, and compelled to undergo medical examination for a period of six months.15\n\nA life of prostitution was the common destiny of many European women deserted, abandoned or widowed, whose husbands or protectors were, or had been, policemen, turnkeys, inspectors, overseers, or employed in similar occupations. Prostitution was the only occupation that allowed a destitute European woman, if reasonably young or attractive, to support herself, for there were no jobs available in Hong Kong for uneducated European women, and precious few, apart from work in mission schools, for the educated. Bridget Montague, for example, after conviction and payment of fine, went back to work as an independent prostitute, took a beachcomber as a lover for a time, and then disappeared from Hong Kong.\n\nIn 1877 there were about 17 European prostitutes known to the police, but probably many more operated covertly as occasional or part-time prostitutes. There were also working transients, mainly French women, on their way to Shanghai or Yokohama. In the 1870s the number of prostitutes increased, mainly from a great influx of such women from San Francisco. At the turn of the century with the growing respectability of the European population in Hong Kong and a growing feeling that Europeans had to prove their moral worth as missionaries of Western civilisation in the East, the government took steps to reduce by deportation their numbers.\n\nApart from prostitutes, Hong Kong always had a small number of seedy adventurers, gamblers, swindlers, impostors, petty criminals\n\nPage 105\n\nPage 106",

Their King is the District Officer South, the \"Lord of the Isles,\" but Kaifong and Residents Association alike show a praiseworthy spirit of independence, and a capacity for governing themselves; moreover, the injunction “Agree with thine adversary quickly\" is well understood and followed in China, even under British rule. \n\nBut we have drifted from geography into politics, like better men before us, and it would be well to pass back to the native community, through the terraced fields dotted with blue-clad figures bowed over the hoe, or shuffling along the narrow paths with a yoke of watering buckets, or cutting and pulling the beetroots, carrots, and cabbages. We will go back to the Eastern end of the village and then traverse its length, completing our brief survey by passing out to our waiting boat over the harbour, and so back to Hongkong. On the stage thus set, it may be that we or someone more competent may stage scenes from the life of the island folk from time to time. There is a strange and interesting feast in the Spring, well worth describing, and at the New Year when the whole fishing fleet lies at anchor in the bay, the little town is all alive. A sitting in the Court of the District Magistrate would be worth describing too, and a meeting of the City Fathers, the Kaifong. We must write, for lack of better witnesses, yet how true it is that those who know do not say, and those who say do not know! \n\nBut to our walk. There lies our little yacht that brought us from Hongkong, white and strange among the high-sterned junks with their brown mat sails. We have all the afternoon to wander, and half the night to lie in the Harbour before the tide turns and we must up anchor and away. \n\nStrolling through the Town \n\nWe have landed on the beach near the Temple of Kwan Yin and find ourselves among the Hakka people who inhabit this end of the town. Their small, sturdy figures are to be seen clustered about the well where the women are drawing water, or bending over the boats in the boat-building yard that slopes to the water's edge. There is material for a whole study in the types of boat and the methods of building alone, but we cannot stop to watch for more than a few minutes while the skilful ship's carpenters fix the ribs and planking of a brand new sampan. At the Yuen Long Old Market many of the families working in the Market lived in the adjacent villages of Nam Pin Wai and Sai Pin Wai. As well as the 100 shops donating in 1837, 7 residents in the Market, 52 in Nam Pin Wai, and 22 in Sai Pin Wai donated, suggesting a total community of about 200 families, about half of which had shops.         "content_text": "306\n\nthe San Bernadino Strait and searched the east coasts of Samar and Mindanao.\n\nBy the 24th December the Sphinx had arrived in Davao and made preparations for an eastward search through the Caroline Islands. Following fruitless enquiries in Palau from the local chieftains, the Sphinx churned her way further east through the myriad islets and atolls.\n\nBy the time HMS Sphinx had reached the Enderby atolls, Cmdr Brown had begun to lose hope of finding the Norna survivors. One last possibility lay ahead of him. Truk (now known as Chuuk), was the group of islands closest to St Augustine on the intended route of the Norna's castaways. In the early morning of the 3rd March 1862, HMS Sphinx eased her way through Truk's 100 mile circular coral fringe.\n\nNo sooner had they entered the lagoon than they saw an European style boat being rowed frantically towards them. The four lascar occupants scrambled up to the Sphinx's deck and explained they were from the shipwrecked barque Norna. They also told Brown that the rest of the crew were being held captive as slaves on various other islands in the group; they themselves had managed to escape.\n\nAfter a minor skirmish with the natives, HMS Sphinx rescued all the castaways from the Norna save for one who had died a few months earlier from the treatment meted out by the Trukese. It had been all but a year since the Norna was wrecked on the reefs of Oroluk Lagoon.\n\nOn the 19th March 1862, HMS Sphinx set course for Guam where they arrived six days later. After 10 days of rest and recreation, Brown set the Sphinx on course for Hong Kong and came to anchor close by the guardship, HMS Princess Charlotte, which was anchored not far from today's Kellet Island.\n\nHMS Sphinx had more than successfully acquitted herself in her endeavours. She had sailed and steamed nearly 6,000 miles through the little known waters of the Western Pacific in search of a crew who might or might not have survived.
