Village Representatives differ among themselves in respect of the 'constitutional' conditions in which they come into office. In some communities, perhaps the majority, elections never take place, the Village Representative commanding enough general influence to enter unopposed. In others a ballot is held and then the question of the franchise arises, especially in regard to the newly immigrant population who can lay no claim to be established villagers and whose interests have nevertheless to be represented. If they are in fact given the vote then it must be because each candidate has decided that he can win their support. In the Tai Po District, and I suppose generally in the New Territories, the vote is given to the heads of households, so that the electorate may be said generally to represent mature male opinion.\n\n36. Who would be a Village Representative? He draws no pay and belongs to a body, the Rural Committee, which has no formal powers. But in fact candidates are forthcoming, and there is evidence that many men are willing to work hard in office. They gain prestige, and if they are ambitious enough, they may eventually reach the Heung Yee Kuk. Certainly, Village Representatives give the impression of being very busy men, running constantly to the District Office, mediating between the Administration and their constituents, and consulting with one another. From the Administration's point of view Village Representatives are what their name implies, but it is a matter of common observation that in their own communities they are called 'village heads' (ts'uen cheung). What power do they in effect have? They are not a sole channel through which relations between the villagers and the Administration flow, for any individual is free to approach the District Office or one of its staff in the field, and many exercise this right freely, especially in areas where communications are good. But a villager's claim on the attention of officials is presumably strengthened when he has his Representative (his headman from his point of view) to speak for or stand by him, and from this position the Village Representative is able to extract a power advantage which in reality raises him above the status of a mere mouthpiece for his constituency. Again, when he is called upon to represent to the Administration the state of opinion in his community on a particular issue or to aid in conveying to the community an instruction from the Administration, the Village Representative is able to some extent to manipulate the reactions of his people, perhaps sometimes for his own ends,",

There must be a proper diagnosis of cases according to western medical practice and careful and accurate mortality schedules kept. Fortunately, the majority report of the Commission recommended the continuance of the Hospital, though it would be necessary to appoint a western trained doctor as a member of the staff.\n\nOn the occasion of an official visit of the Tung Wah Hospital Committee at Government House in December, 1896, the Governor set forth his views on the Hospital.\n\nI am especially glad to observe that the three members of the committee who are entrusted with the management of its financial affairs and upon whom the chief share of the executive falls are gentlemen who have been long connected with Hong Kong and possess a knowledge of English. I trust that this is a sign that the Corporation as represented by the Committee is prepared to take steps to improve the present condition of the hospital. That such an improvement is necessary, I am fully convinced.*\n\nHe announced that he was about to appoint a Steward for the Hospital whose responsibility would be to establish sanitary and clean conditions, commenting that this \"should stop complaints as to unclean hospital clothing and bedding and unwashed and unshaven patients\". He reassured the committee that he didn't wish to interfere with Chinese medical treatment but that he believed patients ought to be able to have a choice regarding the type of treatment they received - Chinese or Western. He pointedly remarked that some members of the Committee were in the practice of consulting western trained doctors. Why then should not the poor have the same chance? To give them this opportunity he would appoint a Chinese trained in Western medicine to reside at the Hospital. He encouraged the Committee by saying, \"I feel sure you can explain this to the Chinese community or Kaifong for whom you are acting.\" He then shook a firm stick.\n\nIt has been hinted to me that there may be opposition to these appointments I intend to make. If I find anyone trying to stir up trouble, and by means of misrepresentation create bad feeling, I will take prompt steps to deal with such a person. He ended the visit of the deputation on a more positive note, expressing his confidence that the Committee would do everything\n\n* Hong Kong Telegraph, Dec. 4, 1896.",

        "content_text": "278\n\nNOTES AND QUERIES\n\nThis mounting criticism did not escape the notice of the Chinese community. A public meeting was held at their Hall in November, 1875 to discuss allegations against the Hospital occasioned by the Committee's interest and concern regarding a plan by the Dutch Government to recruit labour for Sumatra.\n\nThe Editor of the China Mail had pointed out that there was \"a vast difference between a reasonable recognition of native merchants and permitting them to interfere with and almost override the action of duly qualified officials\". It was charged that the Governors in their relations to the Committee had failed to preserve the proper reserve toward representatives of the Chinese community which had led them \"to regard itself (the Committee) as fully competent to regulate all affairs of Church and State\". In receiving deputations from the Committee and in consulting them directly for advice, the Governor was by-passing the channels previously created for communication between officialdom and the Chinese community, namely the Registrar General or Protector of the Chinese. The result was that there had arisen an imperium in imperio which threatened the whole structure of colonial administration in Hong Kong.\n\nThe meeting of the Chinese to consider these criticisms was attended by some 300. Eight propositions were presented for discussion and decision. The particularly relevant ones were:\n\n(2) Should the Hospital Committee in the future participate in anything which affected the interest of the Chinese Community at large.\n\n(3) Whether the Committee should cooperate with Government in suppression of gambling, kidnapping and transmission of women abroad for immoral purposes.\n\n(4) Had the Committee usurped the authority of local officials.\n\n(5) Was the Hospital a guild detrimental to the interest of the Community.\n\nThe decision was \"yes\" to the first two and \"No\" to the last two. (China Mail, Nov. 13 and 15, 1875).\n\nSuggestions had been made in the press in 1873 in discussing the hiring of detectives by the Hospital Committee to assist in detecting kidnappers that, rather than have a body such as the Tung Wah in charge of such matters, \"it would probably be wiser to give the Chinese a recognized status in regard to local Government, by",

PAS\n\nrecommendations for ultimate implementation.\" Appearing on the master list was the subject \"Treatment by United States Occupation Forces of Special Areas: Hong Kong.\"59\n\nThe Department of State was first invited to submit a paper, bearing on the political aspects of the question, to the State-War-Navy Coordinating Committee. After considerable deliberation the department concluded that in view of the political differences between China and Great Britain regarding the future status of Hong Kong, United States forces should not participate in operations for the reconquest or occupation of Hong Kong unless absolutely necessary from a military point of view, and that the United States should make no plans to participate in military government in Hong Kong which, according to the previous agreement of the Combined Civil Affairs Committee, was to be instituted by Britain.60\n\nOn receiving the department's recommendation, and after consulting the Joint Chiefs of Staff, the State-War-Navy Coordinating Subcommittee for the Far East submitted a draft report in mid-June. Apart from reiterating the Department of State principle of non-involvement, the report further pointed out that while the Joint Chiefs of Staff had agreed to substantial United States participation in the Canton-Hong Kong operation, it was a Chinese operation under Chiang Kai-shek and not an operation conducted by United States forces under the Joint Chiefs of Staff. The Joint Chiefs of Staff therefore should not regard themselves as obligated, in so far as the Canton-Hong Kong operation was concerned, to the civil affairs agreement with the British. Moreover, China was not a signatory to this agreement, and it did not cover the situation in the case of a Japanese withdrawal from Hong Kong. The subcommittee accordingly recommended that the United States Chiefs of Staff inform the British Chiefs of Staff that United States support of the operation was being furnished to attain strictly military ends, and that arrangements with regard to the civil affairs administration of Hong Kong should be worked out between Britain and China.61 This document, with some minor alterations, was accepted by the Joint Chiefs of Staff and the State-War-Navy Coordinating Committee by the end of July. The suggestion that Chiang Kai-shek should be consulted with regard to civil affairs in Hong Kong was naturally unpalatable to Britain.62\n\nThe news that Japan would accept defeat in the near future changed the entire picture.         "content_text": "49\n\nplace was occupied by Japan, which had outstripped the Anglo-Saxon population in the Settlement. Japan got another seat in 1927 and although they pressed for more representatives these demands were resisted.41\n\nChinese representation\n\nThe Settlement was really a foreign one in so far as its government was dominated by non-Chinese, but with the advance of time, introduction of new ideas among sections of the Chinese population, the increase of this population itself and the resulting problems, it was evident that some mode had to be devised for representation of Chinese on the Municipal Council, if not at Public Meetings. The very first proposal for native representation was made in 1866 by the Commission which had drafted the new Land Regulations. It was proposed that a Board of three Chinese was to be established to advise the Municipal Council. This scheme was apparently not approved by the foreign ministers, for it was never put into practice.12\n\nA second attempt was dodged by the ratepayers in 1906. After the Mixed Court riots a new move was deemed necessary to improve contact between the Chinese and foreign sections of the population. Chinese merchants proposed a Consulting Committee which could express native opinion, especially that of a business nature. The Municipal Council inclined to agree with this scheme, but the ratepayers objected to it on the ground that they feared the body would be government infiltrated.\n\nAnother effort was made in 1915 when a Chinese proposal to set up an Advisory Board which would include members of different guilds was passed at a ratepayers meeting, but rejected by the foreign ministers.\n\nFour years later there was agitation among the Chinese residents for direct representation on the Council. This campaign was partly engendered by a threatening increase in taxation, partly by the heightened feelings of nationalism. Both the Municipal Council and the ratepayers objected to direct Chinese membership and as a temporary measure an Advisory Committee was installed in 1921. This body was to be recruited by the Chinese Ratepayers Association which was formed in 1919. The Committee did not",

Visits in particular take a lot of preparation if they are to go well, and with larger numbers it is essential. This is the place to say a special word of thanks to Rosemary Lee, Dan Waters, Richard Gee and Geoffrey Roper who have again been active during the year as members of this very keen Committee.\n\nWe are also grateful to our speakers and tour organizers. Librarian has tabled his report, from which you will see that a considerable number of books has been added to the Library this year. As I have been largely responsible for book purchases during my presidency, and before, let me explain why there has been a continuing effort to increase its size, now around the 3000 volume mark,\n\nOur Collection mainly comprises old and out of print works in English and other European languages on China and the Far East. It covers the European and Western response to, and experience of and in China, in a direct and authoritative way. Many of the authors wrote with first-hand knowledge, or after consulting official and other reports. Their works have an abiding interest, intrinsically and because they reflect the concerns and attitudes of their times.\n\nSuch books are not only becoming increasingly hard to find: they are also becoming very expensive. However, in the course of my personal collecting, here and overseas, I have been able to add many books to our Library Collection, usually at reasonable or modest cost, in the firm belief that both the Society and the Hong Kong public will benefit. Some of the additions to the Library are also by donation, for which we are grateful. It is to be hoped that Members will keep the Collection in mind when disposing of their own books.\n\nxi",

        "content_text": "252\n\n'Mountain Lodge', the Governor's summer residence. Smith was convinced the Peak Tram had a future.\n\nThe original promoters included F.B. Johnson of Britain, F.D. Sassoon of Hong Kong, C.V. Smith of Shanghai, and W.K. Hughes of Hong Kong. Capital for the new company amounted to $125,000 in $100 shares. Construction began in September 1885, when 30 to 40 families customarily spent their summers on the Peak. The Peak Hotel was opened in 1873.\n\nThe Peak Tram consulting committee included Phineas Ryrie, Findlay Smith, A. McIver, J.B. Coughtrie, and McEwen and Company. The project was completed and opened on 30th May 1888. The original tram had 30 seats, the front two of which were reserved for the Governor until two minutes before departure. The steepest gradient is one in two, at May Road, and the original steam engines were not replaced by an electrically powered system until 1926. The ten-minute journey on the cable car provided the only mechanical form of transportation to the 1305-foot high Victoria Gap until Stubbs Road was completed in 1924.\n\nIn 1905, the original firm was sold to the newly-incorporated Peak Tramways Company which included entrepreneurs such as Sir Paul Chater, H.N. Mody (Mody Road is named after this Parsee merchant), Abraham Jacob Raymond, Charles Wedderburn Dixon, and Creasy Ewens. The Kadoorie family has been connected with the Tramway since 1905.\n\nTrams and trains\n\nIn spite of the original 1883 Ordinance, mentioned above, the tramway scheme along the North shore of Hong Kong Island was delayed. It finally opened in 1904. In those early years, trams were a prestige form of travel.\n\nSimilarly, although Jardine's and the Hong Kong and Shanghai Bank formed a company in 1898, which was granted rights to build a railway from Kowloon to Canton, construction did not begin until 1906 and was undertaken, in the event, by Government. The British section was completed in 1910. By October 1911, the railway opened for through traffic to Canton.",
