A.L.A.\n\nTHE HISTORY\n\nThe history of the Morrison Library goes back to 1806 when the members of the English Factory in Canton unanimously decided to establish a Library by subscription \"comprising a moderate collection of works of acknowledged value and respectability; together with an annual contribution of all the most desirable new publications, which are at present, generally either not imported at all, or multiplied by unnecessary repetitions. . . It would be a library. . . far surpassing in extent, variety, and adaptation to general use, any collection that has hitherto been in possession of, or attempted to be formed by, any European in this country\". The president of the select committee of members of the Factory granted a \"very commodious\" room for a library and by 1832 it contained 1600 different works in about 4000 volumes and a catalogue was published.\n\nThe Library flourished until the withdrawal of the charter of the East India Company in 1834 and the break-up of the English factory.\n\nJust about this time, on the 1 August, 1834, occurred the death of the Rev. Robert Morrison, D.D., the first protestant missionary to China and well-known scholar. A circular dated 26 January, 1835 was distributed among the foreign residents in Canton and Macao suggesting the formation of the Morrison Education Society to carry on the work he had started and to be a \"testimonial more enduring than marble or brass\". The idea received considerable support, twenty-two signatures to the circular were obtained, the sum of $4,860 was subscribed and a provisional committee consisting of Sir George R. Robinson, bart., Messrs. William Jardine, David W. C. Olyphant, Lancelot Dent, John Robert Morrison (Robert Morrison's son who had succeeded his father as Chinese Secretary and Interpreter to His Majesty's Commission in China) and the Rev. E. C. Bridgman was formed to act until a general meeting of the subscribers in China could be convened to form a board of trustees.\n\nThe Chinese Repository, a monthly magazine in English, had been founded in 1832 by Morrison and Bridgman. T. Staunton had accompanied his father, Sir George Leonard Staunton, on the Macartney embassy to China in 1793. During the long outward voyage young Staunton had learned some Chinese from two Chinese Catholic priests who were returning to China after studying at Naples. When Lord Macartney was received in audience by the Emperor Ch'ien-lung at Jehol on 14 September, 1793 young Staunton acted as his page. In 1798 he became a writer in the East India Company's Factory at Canton, in 1804 he was appointed a Supercargo, in 1808 promoted to the post of Interpreter, and in 1816 he became Chief of the Factory. In the same year he accompanied the abortive Amherst embassy to Peking. On the return of the embassy he settled in England and became a Member of Parliament. In 1823 he was active in founding the Asiatic Society.\n\nThe following letter was written by Sir G. T. Staunton to the Secretary of the Asiatic Society in 1823.\n\nSir,\n\nHaving in the course of my residence in China formed a considerable Collection of Chinese printed Books, and also of Manuscript Dictionaries, and other works of Europeans, calculated to assist the Student in the acquisition of a knowledge of the language and literature of the Chinese, I feel confident that I cannot more effectually promote the object I had in view making the Collection, namely, the more general acquaintance in this Country with whatever may be found curious or useful among the productions of the Chinese press, than by a respectful offer of the Collection to the Asiatic Society.\n\nMy wish is, that it should be preserved entire, and placed in such a situation as may admit of its being at all times readily accessible to the British and other Students of Chinese Literature, who may frequent this Metropolis, under such regulations as the Asiatic Society may deem it expedient to prescribe.",

HUNTER\n\n  \n    Soldiers with matchlocks, bows and arrows, flags and songs moving across the Square to reinforce those stationed on board the Chop and other boats.\n  \n  \n    Tomorrow is Captain Elliot's last day, when I am quite sure the passports required will not be granted11. The heat of the weather is such that much of our provisions is spoiling.\n  \n  \n    New China Street still remains closed with bars of wood nailed across the gates and police stationed to guard them. The Chinese houses in all directions filled with people looking from the roofs and out of the windows but none daring to attempt an entrance into the Square which is perfectly clear, except the police force. Foreigners move across the Square and into each others Hongs without impediment.\n  \n  \n    Captain Elliot received a communication this morning from the Commissioner direct which ordered him to give up all the opium outside.\n  \n  \n    Captain Elliot's secretary and myself went to the cow-yard with a small piece of paper containing a list of a few articles, such as rice, bread and meat which they wanted in the Company Factory. We thought we could bribe the cow-man to buy them and secrete the articles amongst the straw till we could carry them away a little at a time, but we were so closely watched we had no opportunity to speak to the man and finally the police drove him out of the yard.\n  \n  \n    27 March\n  \n  \n    This morning Elmslie12, Captain Elliot's secretary, came round with a circular to the foreigners in which was requested that all opium owned by British subjects should be surrendered to him for the use of Her British Majesty's government to be delivered to the Commissioner.\n  \n  \n    We made our list and gave up under receipt:\n  \n\n  \n    980\n    chests Malwa\n  \n  \n    356\n    chests Patna\n  \n  \n    33\n    \n    97\n    chests Benares\n  \n  \n    40\n    \n    4\n    33\n    \n    100\n    piculs Turkey\n  \n  \n    700,000 dollars\n  \n  \n    1437 chests the cost of which is upwards of all belonging to our constituents in Bombay",

I paid them half a dollar. The articles were brought by order of Houqua.\n\n29th\n\nTwo sheep, four pigs, sixteen hams, ten fowls, sixteen geese, and six bags of rice were brought today for distribution amongst the American residents. The linguists say they are from the Commissioner* and deputy Governor* and a mark of Imperial favor for having consented to deliver up the opium.\n\nOur situation is one of great mystery. Although the Chinese say that having promised to deliver up the opium we have risen in the Commissioner's esteem yet today no foreigner is allowed to pass up China Street which we were allowed to do till this morning, and a strong guard has been posted there of about fifty men with pikes, staves, shields and so on.\n\n30th 10 p.m.\n\nHouqua's head man came in just now in a great fright and told me that our cook and coolie, who have been in our Factory since last evening and who contrived to get in over the roof of the rear Factory, must immediately leave as the Commissioner had just issued another edict threatening with death any native who sold a particle of food to, or who served a foreigner in any way inside his Factory.\n\nI communicated this to the cook and coolie who consent to remain till morning.\n\n31 March, Sunday\n\nThis morning at 9 a linguist from Old Tom's establishment brought us a basket of bread and eggs.\n\nEvery night the force stationed to guard the Factories consists of about 500 men drafted from the different Hongs and armed principally with pikes or lances and long heavy staves.\n\nWord illegible.\n\nEach",

HUNTER\n\nwears a conical hat made of stout rattan capable of turning aside a cutlass, on it in front is written in large characters the name of the Hong, white on black ground, and every man is furnished with sandals made of twisted grass which lace over the instep. A pair of loose trousers, and a loose jacket tied with a sash about the waist complete the dress.\n\nThe coolie from No. I has just run in to say that the mandarins know he is inside the Factory and that he must be off. I locked the front gate and barred it inside and I tell him to shut himself up in his room.\n\nThese 500 men from the Hongs are posted from the creek to the entrance of our Factory in one line beneath the Company's arch and in the passage way. They are stationed on both sides, as each carries a large rattan shield their appearance is uniform and good, and a finer looking set of men I never saw. They are cheerful, and as we are all known by them they are exceedingly civil and do not molest us in the least. They nearly all know me personally and I often get such a crowd of them about me to talk over the news that sometimes I have a difficulty in escaping them.\n\nAt night they march out headed by the oldest member of the body, in parties, one Hong at a time, on patrol. Starting from their station they cross the front of the Factories, go up and down China Street, then return to their tent, when another party immediately goes the same round.\n\nThe Hong merchants constantly remain under the arch of the Company's Factory except when off on the business of the day. They relieve each other regularly at night, sleeping in large chairs, and the linguists have erected a large shed of mats in the middle of the Square where they also remain on watch. This is the land force. On the water are 200 of the Nam Hoe's guard,14 100 of the Kwang Hups, and a few of the Governor's1. They are distributed in boats lying close to each other and drawn up in three lines along the whole front of the Factories. The first and second line, separated from each other by a space of 100 feet, consist of large boats usually employed in carrying tea. Their bows look towards the Factories. The third row consists of Chop boats. HUNTER \n\nthere was a large Chop posted on the wall of the Company's Factory giving a review of the correspondence between the Commissioner and the foreigners up to this time. \n\nAt 5 p.m. the coolies brought us 6 buckets of water and 4 bundles [of] hay for the cows and promised to bring us some spring water tomorrow. \n\nApril 2, Tuesday \n\nNew China Street, Hog Lane and the alley in front of Cox's house have been built up with bricks for the double purpose of preventing the escape of foreigners and to keep all Chinese out of the Square. None but those on duty are permitted to come in front of the Factories. The guards are erecting more mat sheds by the water side. Supplies of bread, fruit, spring water and other things brought to each Factory. \n\nEverything very dull in the day time. The Factories, deserted by the Chinese who used to live in them, are as desolate as possible, and at night dark and dreary. We have, however, quantities of food supplied us by the Consoo. \n\nHired six of the coolies on guard at our Factory gate to wash out the Hong, and paid them 25 cents each. We have a fellow to look after our cows who comes in and goes out at pleasure, the linguists having furnished him with a pass. All the coolies, police and soldiers stationed around the Factories are each supplied with a pass which they are obliged to show on passing in and out of the gate at the end of Old China Street which is the only entrance into the Square, all the other avenues having been bricked up. The pass is a small piece of wood attached to a red string with the characters Yaou-Pae, meaning \"a pass attached to the waist\" where it is fastened. Beneath these characters are others, private marks. \n\nThe washerman came yesterday and brought our clean clothes and took some away to be washed, having no pass a linguist came in with him and remained till he went away. Everything taken from the Factories, I am told, is first carried to the Consoo House, where, with the carriers, all are examined. A precaution taken to prevent any letter or note being carried out of the Hongs which might be sent to the vessels at Whampoa, at Lintin, or Macao.",

BARTON, George K. \"On some cases of varolous and vaccine inoculation in conjunction\" p. 63-66. These papers were each followed by discussions, which are briefly recorded. There are also records of other meetings which consisted mainly of case studies.\n\nIt will be noted that there is a concentration upon Europeans as patients, presumably because hospital facilities (other than the mission ones) were provided principally for the European community, and also because the Chinese would prefer to consult their own doctors. However, there are mentions of Chinese patients on p. 61 and in the second of Dr. Barton's papers. It is appropriate that dysentery should have been the subject of the first paper, delivered by Dr. Little, since this has already been mentioned as the most prevalent disease. The interest in India has also been alluded to, and can easily be understood when one looks at the catalogue of books available in the Society's library (Transactions, p. 78-9): out of 24 periodicals no less than 7 originated in India. Some or all of these had probably been received on an exchange basis. The East India Company apparently first established medical facilities in China, primarily for the benefit of its own personnel, with the appointment of Thomas Arnot as resident surgeon at the factory in Canton in 1758 (13). It was therefore natural for the first medical men in Hong Kong to look to their colleagues in India for advice and exchange of publications.\n\nApart from the clinical studies listed above, another matter of interest is an investigation into the nature of mineral waters from Foochow. On p. 57-8 of the Transactions is transcribed a letter from Rutherford Alcock, H.B.M. Consul at Foo-chow-foo, dated September 13th 1845, to the Secretary of the Society, in which he promises to send samples of two different kinds of hot spring waters, the first odourless, tasteless and about 120°, which Alcock likens to those of Wildbad in the Black Forest; the other sulphurous,",

In turn, the Company sold the property in 1883 to a Chinese consortium composed of three members of the Li Family and Chan Kun, with the proviso that the premises were not to be used as a dock or slip except for Chinese style ships. This was to prevent Chinese competition to their Dockyards at Hung Hom and Aberdeen. In time other industries were developed on the site: a soy factory, and a lard manufactury, and godowns were built along the Praya.\n\nThe Li family of Tsat Po Heung, San Wui District, had established its interests in Hong Kong as early as 1854, and under the astute leadership of Li Sing it had become probably the wealthiest family in Hong Kong by the turn of century. Shortly before the death of Li Sing in 1900, he divided his extensive real estate holdings among his eight sons. Marine Lot 239 was included in the share of Li Po Lung (***), also known as Li Wai Tong (*). He sold out most of his interests in the property in 1921.\n\n**\n\nIn 1918 new Crown Leases were granted to Li Po Lung in lieu of the original lease of 1873. The upper part of the original lot was then set off as an Inland Lot numbered 1355. The top left-hand corner of the Lot (as seen when standing on the seafront facing the hillside) had some years previous been given to the Contractor's Guild to build the 'Lo Pan' Temple, and a path led up to it bearing the name of Li Po Lung. The hillside was terraced for building sites. The first row was known as Li Po Lung Terrace, situated between Belcher Street and the present Tai Pak Terrace. Ching Lin Terrace upon which the Temple is located was formerly known as Li Sing Kui Road and To Li Terrace was formerly Tam Woon Tong Road.\n\n44\n\nLi Sing Kiu, Tam Woon Tong, Look Poong Shan, Li Tsz Chung and Chung Sek Fan had purchased the site of the Temple along with other land from Li Po Lung in 1921. They, in turn, in 1923, sold the Temple site as Section E of Inland Lot 1355 for a sum of $4,222.40 to Lam Lau, Lam Sheung, Yu Cheuk, Ng Wah and Ng Tsz Mei, representatives of the Temple, though the conveyance stated they were tenants in common in equal shares rather than Trustees.\n\n44\n\nDue to difficulties over payment of the Crown Rent for Inland Lot 1355, the Government re-entered the lot in 1926 in",

        "content_text": "NOTES AND QUERIES \n\nTwo Garden Cities; Kowloon Tong and Kadoorie Avenue \n\n223 \n\nIn 1920 a plan was proposed for the redevelopment of a large area east of the Kowloon-Canton Railway between Boundary Street and the Kowloon foothills with Waterloo Road to form its eastern boundary. The Kowloon Tong and New Territories Development Company was registered in 1922 to put into execution a plan for a 'garden city'. The promoters of the Company had a large vision. They proposed a planned community with houses and bungalows surrounded by gardens. There were to be no commercial establishments. Subscribers to the scheme could choose from a variety of plans drawn up by the Company's architect, Mr. E. D. Shank. The houses were to provide pleasant housing for middle-class families. They could be paid for in instalments. Some 250 houses were to be built on a mass scale. Costs were to be kept low as materials were bought in bulk. The Company established its own brick, tile, and cement block factory and a sawing mill on an adjacent site.\n\nThe Company, under the management of C. Montague Ede, entered into an agreement with Government in 1922. Government, for its part, undertook to prepare the sites, levelling them to an agreed height and provide sewers, water, streets, etc. In return, the Company was to pay a premium on the land at stipulated periods as the project was executed.\n\nTo many, the project seemed a bargain, and a boon in the light of the housing shortage which prevailed at the time the Company was formed. There was little difficulty in attracting sufficient subscribers to the scheme. All went well until the middle of 1925, when at least one-fourth of the area had been handed over by Government to the developers according to the agreed time schedule. Soon, however, the preparation of sites lagged more and more. Government claimed it was due to typhoons, strikes, and unexpected difficulties in site formation. The delay in handing over sites put the Company in an increasingly difficult financial position. It was finally forced into bankruptcy, and Government re-entered those portions of the tract not yet held by individual purchasers under Crown Leases. The whole affair became most complicated and put Government in a difficult position. The project was finally completed in 1930, some five years behind schedule.\n\nFrom the standpoint of the original subscribers, the scheme was a success. They acquired pleasant properties at a reasonable price.",

CRANMER-BYNG\n\nIt is now time to turn to Morse's account of the incident which is as follows:\n\nOn February 2nd the Committee took the extreme measure of presenting a memorial at the City gates, addressed to the Governor and the Hoppo. The memorial was taken by Mr. Parry, the junior member of the Committee, and Captain the Hon. Hugh Lindsay, the senior commander (commodore) of the Company's fleet, and\n\nin order to give the deputation a respectable appearance suited to the occasion it was accompanied by a party of Gentlemen of the Factory and of the Commanders and Officers of the Ships now in China.\n\nThe party was not obstructed at the city gate and proceeded to the Hoppo's yamen, where the memorial was received. In the evening the merchants brought it back, returned after perusal by the Governor and the Hoppo. On February 8th the Committee\n\ngave notice to the principal Mandarins thro' the medium of the Merchants that however desirous we are at all times to pay due deference to the laws of China and the regulations of the Government, we cannot much longer submit to the present injurious detention of our Ships in justification of which we are assured not a single law or regulation of the Empire can be alleged and that we shall therefore take on ourselves to dispatch the fleet even without the usual permission should the Government by protracted delays absolutely reduce us to that unpleasant alternative.\n\nOn that same day in the evening they were assured that the Grand Chops would be issued forthwith; and they were actually issued and the fleet with Mr. Roberts was dispatched on the morning of February 10th. CO.\n\n53\n\nIn all my intercourse with the Chinese I had observed that, however much they were inclined to oppress, a steady and temperate resistance had never failed to succeed in obtaining redress.\n\nIn Canton strangers are strictly prohibited from entering the city, being only permitted to live in the suburbs; I had, however, frequently observed in my walks, that the guards at the gates were very remiss in their duty, and that in the morning, during the time of breakfast, there was seldom more than one man there. I also knew that the streets in the city, like those in the suburbs, were so narrow that not more than three persons could walk abreast; and I had learned from the Chinese that the Viceroy's palace was about a mile from the great gate, but whether in a direct line or diverging I did not know.\n\nOn leaving Mr. Brown I sent orders to the commanders of the fleet to meet me at eight o'clock next morning, at the Company's factory, with all their officers who were in Canton; and I directed that they should be in full uniform, but without sidearms.\n\nAt the time appointed we assembled,—sixteen commanders and their officers, making in all about sixty persons. A handsome dinner was served, with great abundance of hot wine, the produce of China, and, after passing a very pleasant hour, we were put into state chairs, and carried through the city back to the Company's factory—to the astonishment of all the Chinese, and to the no small satisfaction of Mr. Brown, who had been under much uneasiness on our account.\n\nNext day there was a heavy fine levied on the security merchants—the port-clearance was issued the fleet despatched—and here ends my story.\n\nI remain, dear Sister,\n\nYour affectionate brother,\n\nHUGH LINDSAY.\n\nLindsay ends his story abruptly. \"Next day\", he says, \"there was a heavy fine levied on the security merchants, the port clearance was issued, the fleet despatched...\" This should be compared with Morse's account. The incident took place on February 2nd. Lindsay would have everything taking place on the 3rd, including the sailing of the fleet. But Morse has the Select Committee of supercargoes sending a document to the principal Chinese officials on the 8th, threatening to dispatch the fleet without permission. From a wide reading of Morse's Chronicles I have found other instances when a threat from the E.I.C. supercargoes was sufficient to make the Canton officials allow the fleet to sail or trade to reopen; but never the next day. The officials always needed some means of delay and therefore of saving face.\n\nBy way of comparison a similar incident involving Lindsay's only son, Hugh Hamilton Lindsay, in 1831 is worth looking at. Hugh Hamilton Lindsay entered the East India Company's service as a young man and passed through the various ranks until by 1831 he was a supercargo. This story begins in May 1831 when the Governor suddenly and unexpectedly ordered that part of the factory's grounds be destroyed, a linguist put in chains and a Hong merchant sent to gaol. The supercargoes received a copy of an imperial mandate ordering them to comply with a restatement of all the existing restrictions on foreigners. The Select Committee decided to warn the Chinese authorities that if they persisted in enforcing all the regulations these would be resisted, even if it meant withdrawing from trade at Canton. The members of the Committee decided to send Hugh Hamilton Lindsay to Canton (they had recently returned to the E.I.C. premises in Macao for the summer) to hand over the keys of the Company's factory to the Hong merchants for them to deliver to the Governor, with a letter to the effect that they would no longer rent the factory while they were not safe from intrusion and destruction, and if no steps were taken to remedy the situation then trade would be suspended on 1st August 1831. The description of Lindsay's efforts to deliver the letter and the keys is given in Morse, Chronicles, Vol. IV, pp. 282-3. Lindsay didn't manage to persuade the Hong merchants to deliver the letter, but eventually the officer in command of the troops of the district, who customarily received petitions presented at the gates, accepted the letter and the keys of the factory. But he simply handed them to a Hong merchant with the order “None are to be received\". The dispute dragged on till the end of 1831 and occupies as far as page 323 in Vol. IV of Chronicles.\n\nIn the following year Lindsay was given a more congenial commission by the Select Committee. He was sent in the E.I.C. ship Lord Amherst (350 tons), with a cargo of various English cloths, for which he was to find out the probable demand and the prices",

It was at this time that the building sites were regularized and the streets were officially named. Fronting the Dock Company's property and the sea was Bulkely Street, with buildings only on the north side. Behind it was Market Street (now Wuhu Street). The Public Market built in 1886 occupied a block on the north side of this street in the centre of the laid out portion of the village. These were the two main streets running east and west. At the east end of the village was Hill Street, (now Tientsin Street) running north and south, next to the west was Dock Street, then Station Street leading up to the Police Station situated on a hill behind the village, then an unnamed street (now Marsh Street) and finally Temple Street leading up to the Kun Yam Temple nestled under the hill behind Market Street. Also behind Market Street both on the east and west side of the village were rows of small family houses.*\n\nIn the 1890's the area of Hung Hom near the present Chatham Road was being developed for industrial establishments. The area was known as West Hung Hom. At the turn of the century, there was at Hung Hom a match factory, a sugar candy factory, a glass factory, and a dozen or so boat building yards. There was also a Hotel and Tavern, owned by an Indian who left a will.\n\nVarious Hong Kong capitalists invested in Hung Hom lots. The partners of Lapraik and Company owned several blocks in front of the Market House. These were later sold to the Hong Kong Land Company. When new lots were laid out to the west in the 1890's, Ho Tung and later Lau Chu Pak, of the Yaumati Ferry Company, bought several of the blocks. Li Kwong also owned valuable lots at Yaumati.\n\n(b) Some local institutions: Schools\n\nA Government-subsidized village school was established under the direction of the local community, and several Christian schools were opened. He came to Hong Kong in 1842 to establish his own import/export firm which became active in the extensive trading between Southeast Asia and the sea ports of China. This person, and the man who established a certain company still well known among Teochiu merchants today, (★★★), are treated as the first important Teochiu merchants in Hong Kong. The former was also one of the original founders of the Tung Wah Hospital (★###), one of the most important charitable and prestigious Chinese organizations throughout the history of British Hong Kong. In 1892 this man served as the Chairman of the hospital board, a reflection of the prestige accorded him. It is interesting to note that of his nine sons, two became prominent in Teochiu; one established a textile factory in the family's home town and the other became active in politics in Swatow during the 1911 Revolution and later owned a utility company in Swatow. (Ching Hoi Clansmen's Assn, 1970: 55-57). The success of the enterprises of the two sons is presumably related to the commercial success of the father's firm in Hong Kong. This example illustrates the manner in which commercial networks were established between China, Hong Kong and Southeast Asia and also partially explains Teochiu specialization in international trading in certain commodities, such as Chinese medicines and Thai rice. Teochiu firms in one country are likely to consider Teochiu firms in another country as potential business partners (there are exceptions of course) and thus the latter may easily acquire a semi-monopoly over commodities shipped from the former. International Teochiu friendship and kinship networks are undoubtedly an important basis for this intra-ethnic trading. Present-day Teochiu domination of the rice importation, wholesale and retail trade in Hong Kong illustrates the extent to which local commerce has been influenced by the development of Teochiu international networks.\n\nThe following brief discussion suggests the outlines of the development of Teochiu commercial relationships between Hong Kong and Southeast Asia. Most of the firms mentioned below were presumably located in Nam Pak Hong. Prior to the establishment of Hong Kong in 1842, trade between Thailand and China was dominated by Teochiu in Thailand. A Teochiu publication states that after 1842 many Thai Teochiu came to Hong Kong expressly to expedite trade between Thailand and China and that Hong Kong Teochiu soon handled most of this trade (Hung, 1961:3). Hillebrand, not familiar with conditions in Hong Kong and China, was glad to negotiate with an emigration broker to help him recruit the desired number of strong and healthy workers. Such brokers undertook to recruit emigrants for a fee, to provide food and lodging for them before departure, and to put them on board ships to sail to their waiting employers abroad.\n\nIt has this day been agreed between the Hon. W. Hillebrand, acting as agent for the Hawaii Government on the one part and Wohang on the other part:\n\nThat Wohang contracts for the supply of about 500 Chinese emigrants for Honolulu, Sandwich Islands, to be sent by two ships of about equal size, the first vessel has to be dispatched on or before 25th July next and the second ship on or before 20th August next.\n\nThat the said emigrants must be strong and healthy able to perform field factory and domestic labour, none above 35 years of age, unless he belongs to a family to serve... under a contract drawn up by the Hon. W. Hillebrand in accordance with the regulations of the Hawaii Government.         "content_text": "150\n\nWEI PEH-T'I\n\nSince the case of the Lady Hughes in 1784, foreigners had been decrying the barbarity of Chinese justice. On 24 November that year, a British vessel, the Lady Hughes, carrying cargo for the country merchants (individual merchants permitted by the East India Company to trade between India and points east), fired a salute to Chinese officials on shore at Canton. Unfortunately, the gun was loaded with live ammunition instead of blanks. The gunfire injured three minor Chinese officials, two of whom subsequently died from their wounds. By Chinese reckoning, the gunner of the Lady Hughes, in firing the salute, had committed murder, therefore he was subject to Chinese justice. After the British refused to surrender the gunner, Chinese authorities at Canton seized the supercargo of the British factory, isolated the factory itself, and stopped British trade. As a result, the British yielded and the gunner was surrendered to the Chinese. He met the fate of apprehended Chinese murderers, that of being put to death swiftly by strangulation. This incident brought to the fore foreign resentment against the Canton system and their having to submit to Chinese justice which they could neither understand nor condone. Subsequently, foreigners, the British in particular, were reluctant to hand over their nationals who had committed crimes against the Chinese to Chinese authorities. The Chinese meanwhile insisted on their right to dispense justice within their own land, thus leading to periodic impasses.\n\nJuan Yüan's first criminal case involving foreigners and local residents was a straightforward one, for the offenders were Chinese, and their offense was comparable to those committed by coastal pirates Juan Yuan had known on the Chekiang coast earlier. An American ship, the Wabash, secured by Puiqua, was docked at the anchorage at Taipa Island off the Port of Macau. Apparently, a group of Chinese on shore hurled insults at the seamen on 19 June, 1818, then proceeded to board the vessel, and plundered it. The raiding party left three Americans wounded, one of whom later died. Among the spoils taken were sycee silver and a quantity of opium. The presence of opium, a contraband, complicated the case considerably. It also provided Juan Yuan with the ammunition to deal harshly with the hong merchants.\n\nMacau was within the administrative jurisdiction of the district of Hsiang-shan, in Kwangtung. The Select Committee and a representative of the American merchants in Canton, referred to by Morse as \"the American consul\", brought the American complaint against the Chinese to Juan Yuan through Puiqua.         "content_text": "152\n\nWEI PEH-TH\n\n8\n\nThe killing of a Chinese man and wounding of three boys in P'an-yü by a member of the crew of a British vessel, the London, on 27 November 1820, was the first major crisis handled by Juan Yüan involving jurisdiction over foreigners who had committed crimes against Chinese nationals. On 27 November 182o, in broad daylight, a cutter from the London, a ship belonging to the East India Company, sailed “a considerable distance\" beyond Whampoa into a branch stream of the Pearl River, in search of fresh water. On the cutter was the fifth mate of the London, a man by the name of Pigott, and five other crewmen. They had a musket with them. Upon landing at P'an-yü, the men were taunted by a number of boys throwing stones and shouting \"obscenities\" at the foreigners. To frighten away the boys, Pigott fired two volleys, the first one loaded with peas and the second what he thought was \"blank cartridge” but which turned out to be live ammunition. A Chang Shun-ts'un who was hanging up laundry at the stern of a Chinese rice boat nearby, shouted at the boys to disperse. Pigott's second shot entered Chang's chest on the left side, killing him instantly. Meanwhile, three boys all surnamed Ch'en, were wounded on the nose, foot and toes, respectively. While there was pandemonium ashore, the cutter departed, pursued by two Chinese boats, thus it was ascertained that the cutter had come from the London. Later on, despite Pigott's assertion that he had fired what he believed to be blank cartridge, indicating that at least he had known something of the consequences of his shooting at that time, the British spokesman claimed that they had known nothing about the incident until two days later, when Puiqua brought them the news that a warrant had been issued by the Chinese for the arrest of the murderer at P'an-yü.\n\nNormal Chinese procedures under the circumstances would be to stop the offending ship from discharging and loading cargo, while demanding that the criminal be remanded to Chinese justice. After being informed of the incident, Juan Yuan gave instructions to the hong merchants to notify the supercargo of the East Indian Company in the British factory in Canton to bind the murderer over to Chinese authorities. Although the security merchant in this case was Exchin, because of the seriousness of the case, it was Puiqua who went to the British factory to apprise the Select Committee of the existence of the warrant. The Committee then proclaimed that they had known nothing about the incident until that moment. They suggested that Puiqua bribe the Chinese officials, but the hong merchant did not support the idea. Meanwhile, the Committee's primary consideration was “to avoid trouble and embarrassment to the Company's trade\", but Juan Yüan had already placed an embargo on the London.",

        "content_text": "JUAN YUAN'S MANAGING OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826 153\n\nThree days later, on 2 December, when official communications arrived, the British announced that Pigott had \"absconded\" during the early morning hours on the day before.32 Chinese officials were permitted to search the London (in contravention to the Company's stand in the case involving the Wabash two years before) as well as the Duke of York, another Company ship at Whampoa, secured by Chunqua. After Chinese officials left, Barrowcliff, the butcher on board the Duke of York, who had no visible connection with the case or with Pigott, suddenly went berserk and slashed his own throat. It was under these circumstances that the British seized upon the idea of selling to Juan Yüan the story that Barrowcliff had been the murderer at P'an-yü, and that his suicide had taken place because he was fearful of Chinese justice. The hong merchants, enthusiastic towards this suggestion, went together at once to the factory.         "content_text": "28.48\n\nJUAN YUAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826\n\n159\n\nThe Topaze crisis, lasting from late 1821 into 1822, was the most serious confrontation between the Chinese and the British to that day, especially since the controversy involving all the significant issues of the day, including naval presence, jurisdiction over foreigners, and opium smuggling, came so close on the heels of the Terranova crisis. British trade at Canton was stopped for several months. The British factory, fearful that they would be held responsible for the misdeeds of sailors from the frigate Topaze, fled to their ships at Chuenpi on 11 February 1822. At the end of the crisis Juan Yüan made a compromise by not insisting on the surrender of the already departed criminals, but the British capitulated by abandoning the policy of using \"threat of force as a means of protecting or forwarding British interests in China\" at least for the time being. The Court of Directors of the East India Company \"advised the First Lord of the Admiralty to stop all peace-time visits of His Majesty's ships to the China coast unless assistance was urgently requested by the Governor-General of India\". An Order in Council was subsequently issued to this effect in 1823,\n\n1\n\n$\n\nIn December 1821, rancour from the Terranova case had hardly died down. Foreign traders realized that they could not escape completely the newly reinstituted stringent anti-opium laws even by sacrificing Terranova. The Emily, Terranova's ship, as well as three British ships, all with opium on board, were sent away from their Whampoa anchorage to Lintin, where they remained for three years without discharging or taking on cargo. During this period, two British warships, HMS Curlew and HMS Topaze, had sailed into the Pearl Estuary to \"protect\" these commercial vessels. Sailors had gone ashore \"to fetch fresh water\" from time to time. On 14 December 1821, a group of sailors from frigate Topaze came ashore. Only this time they brought along their pet goat. Unfortunately, the goat dug up potatoes, eating a number of them, and damaging the potato patch. A Chinese peasant, Huang I-ming, owner of the patch, then called upon his wife, brothers and neighbours to trample upon the sailors with sticks and stones, and in the fracas two urns of wine on the side of the hut were broken. When the sailors were driven aboard their ship, they discharged the cannon to disperse the pursuing and cursing villagers. During the skirmish among the potatoes a number of British sailors were injured, but none died. The next morning, the sailors, reinforced, went ashore again to revenge their mates. Upon being told of the news, Juan Yuan \"suspended the Company's trade and required the surrender of the man whom he termed the 'Foreign Murderers'\"*\n\n+\n\n63\n\nTo Juan Yuan, the Select Committee's reaction to his demand was in contravention to Chinese regulations. He was told by the Committee to communicate directly with Captain Richardson of the Topaze instead of going through the hong merchants and the Select Committee. Had Juan Yuan done as he was asked, he would have implicitly consented to change the Canton system. This he refused to do. He continued to hold to the principle that the supercargo of the British factory be responsible for the conduct of all British nationals in China. While the hong merchants, British traders at Canton, and Captain Richardson debated various possible courses to take, Juan Yuan suspended all British trade and held steadfast to his principles. On February 3, 1822, a Chinese official was permitted to board the Topaze and was understood to have said that he would make a report to the Governor-General. On 8 February, using as the excuse that as he had not heard from Chinese officials everything must be satisfactory, Captain Richardson took the Topaze to sea.\n\nIt was at this point the crisis really became serious. The British factory left Canton within three days. The language used by both sides in their communications was inflexible and threatening. The Committee insisted upon disclaiming responsibilities for the British navy. Another two weeks passed without any sign of solution. The Committee then explained to Juan that Captain Richardson had returned to Britain to \"report to his sovereign\" and that \"copies of all the papers would be sent to the Court of Directors [of the Company]\". Juan Yuan, noting that since the Topaze had already left Chinese waters, so that it was impossible for the supercargo to surrender the criminals even if he had been willing, and as the entire account was being sent back to both the sovereign and the Company, permitted the resumption of British trade at Canton. This compromise in order to resolve a difficult case reflected Juan Yuan's willingness to make the best of a bad situation.\n\nJuan Yuan did not negotiate with the British except through the intermediary of the hong merchants, and, it was the Company that was to be held responsible for finding the criminals to be remitted to Chinese justice, although no such promise had actually been made.55 And, most important of all, the British navy was removed from the China seas. He is also responsible for the clerk who takes care of all export documentation.”\n\nThe existence of tight supervision came out during my conversations with executives. A sales representative of the parent company of Mill 18 told me:\n\n“You are seldom given real responsibility, especially in the signing of documents. All documents and letters in our factory have to be signed and approved by the Manager, though you may have drafted them. You cannot sign them for the company.”\n\nSuch a defensive strategy is obviously self-defeating. It will only complete a vicious circle of low morale on the part of the employees and mediocre performance for the company. I interviewed the manager who had worked in the company since 1946, just one year after his graduation from St. John’s University in Shanghai. The following was the reason for his long service:\n\nQ: Looking back on your career, what would you say is the most significant event/personality that had influenced you greatly?\n\nA: The late owner of our company, Mr. Zhao. He was the one who invited me to work for him. We knew each other in 1942 when he gave me a scholarship to study in the university. While I was studying, we met about once a month to discuss my progress.\n\nLater in the same interview, the manager said that he would have chosen to be a small owner if given the chance. The same mill adopted the unprecedented policy in the 1950s to open a secondary school of its own. Part of its aim was of course for manpower training. But it might also reflect Mr. Zhao’s attempt to make himself the benefactor of his future workers. But the effectiveness of this approach is limited. Beginning in 1672 three ships a year were to be sent to Japan, one via Tongking and the others via Taiwan. Tongking would supply silk, musk, skins and tutenague for Japan; Taiwan would supply hides and sugar. On the return voyage the three ships would separate: one to Surat, one to Madras, and the third to Taiwan, Tongking and Bantam, to pick up any commodities suitable for Europe.\n\nUnlike the early years before 1623, the East India Company seems to have begun to appreciate that the whole area of South-East and East Asia, from Malaysia to Japan, formed a region-wide commercial unit, criss-crossed by an inter-dependent trade network powered by the monsoons. What the Company was now attempting to do, as the Dutch had already done, was to insert itself into a Chinese dominated system of exchange.\n\nLooking back from the Company's commercial and political strength a century later it is perhaps tempting to see the Japan scheme as a second-best alternative or a prelude to trade with mainland China. However, more than 25 years ago at least one historian argued that the gradual development of trade with China only took place against a background of failure in Japan and difficulties in Tongking, and that it was not until the decade 1674-1684 that interest really shifted from Japan to China. The possibility of direct access to China had agitated Richard Cocks at Hirado in Japan between 1613-1623. But the Company paid little attention to his dreams and the archives covering the new 'East Asian push' of the 1660s and 1670s give China only passing mention. Morse throws Tongking into his confused narrative as a mere extension of China and states that Tongking was the only accessible source for the bulk supply of Chinese silks. Following the 1670 plan three ships, the Zant, Experiment and Return were first despatched from London to Bantam. After leaving Bantam the Zant could not get across the bar of the Red River until 25 June 1672, making her turn around too late to sail for Japan. The Experiment and Return reached Taiwan on 16 July 1672 and, after delays in lading cargo, only the Return went on to Japan. The Experiment was captured by the Dutch (the Third Anglo-Dutch War had reached East Asia) on her way south, while after a wait at Nagasaki from 29 June to 28 August 1673 the Return was expelled by the Japanese. The factories established at Tongking and Taiwan immediately lost their whole basis for existence, yet both survived — Taiwan intermittently until 1685 and Tongking for 25 years, until 1697.\n\n8\n\nFor the first few years the Company remained hopeful of overcoming Japanese hostility, blaming the Dutch for what they saw as a temporary setback. But then the Tongking factory, despite all the difficulties of dealing with the local mandarinate,1 emerged as of value in its own right, supplying finished silks for the London market. The first order was placed in 1675; in October 1676 the English contracted for 4630 pieces; and in 1679 they ordered 18,500 pieces plus 40 bales of raw silk. It was only gradually, through the 1680s, that Cantonese wrought silks, satins and damasks proved more popular at the London sales. Apart from a price disadvantage, the Tongking merchants proved unwilling to adapt patterns and textures to suit European tastes, even though specimens were sent out.2 Chinese adaptability and commercial acumen proved irresistible, access to Japan was finally seen to be impossible, and the English withdrew from Tongking in November 1697.\n\nto\n\nSo far this outline of the Tongking venture must be relatively familiar. My novel element lies in the fact that the English factory archive records previously unnoticed details of the trade between Tongking and Japan which had eluded them. The reason for this stagnation is the political instability of the South Pacific countries like Annam which are imposing a strict quota on imports. As a result, the export value of joss stick has declined very dramatically to less than 40% of that in pre-war years. Moreover, local sales are not satisfactory. Up till now, besides the long-established enterprises like Leung Wing Shing, Leung Wing Hing and Tai Sang Loong which are still thriving in business, the rest of the joss stick factories are barely subsisting. The total number of enumerated factories is about 150 and the total sales value is less than 2 millions.28\n\nNevertheless, from the 1950s, this industry was in a much better position than much of the rest of the economy. Ingrams, quoting from an anonymous article in an American journal, notices, \"Hong Kong means trade. Apart from the British-American Tobacco Company, a few small textile, joss stick and rubber shoe factories and the like, there are no manufacturing factories of more than local importance\".29 However, the influx of refugees from China during the Civil War in the 1940s gave impetus to the industry. Indeed, according to many elder workers interviewed, the market for joss sticks expanded, as many people and refugees recently arrived in Hong Kong thanked the Gods for preserving their lives. Among the refugees were people from Tung-kuan and Hsin-hui who were very skilful in the manufacture of joss sticks. In fact, 80% of the workers in the trade in the late 1950s and later came from Hsin-hui and bore the surname Tai. Equipped with the skill of joss stick manufacture, they were ready to enter this profession as there were few alternative industries open to them.\n\n30\n\nIt became a common practice that the workers in a joss stick factory were provided with meals and accommodation. Thus, the industry was very attractive to newcomers who were not familiar with their new environment. Some entered this industry simply because their relatives and friends were working in one of these factories. After all, the manufacture of joss sticks does not require very high skill. The average period of apprenticeship is only one or two months for male workers. Moreover, the wage system by which wages are calculated on a piece-rate basis allows the workers a high degree of flexibility.\n\nIn the 1960s, the picture of joss stick manufacture was much more",

Today, with people in their employ like Lady Lydia Dunn, Howard Young and others, Swire's can certainly no longer be accused of lacking in community spirit.\n\nFrom 1878, Jardine's acted as agents for the China Sugar Refining Company at East Point. But after going East, Swire soon started to diversify. John Samuel's first marriage was to the owner of a sugar refinery, and not only did he consider he knew something about the business but a study conducted in Hong Kong satisfied him there was potential for two refineries. Consequently, Taikoo Sugar Refining Company was first registered in 1881, although it did not commence production until 1884, at Quarry Bay, in a refinery based on a design of a factory in Scotland.\n\nBy the early 1900s Taikoo was the largest sugar refinery east of Suez, with a turnover of approximately 2,000 tons a week. At one stage it was said to be the largest in the world under one roof. The company was the first in Hong Kong to provide living accommodation on site for its staff. A new factory was completed in 1925. This had to be refitted after World War II, but in the early 1950s there were about 650 workers and it was still the largest sugar refiner in the Far East.",

        "content_text": "By the 1970s, it was no longer such a competitive and profitable organisation and its operations were scaled down. A purpose-built factory was completed on Tsing Yi island in 1991.\n\nAlthough the Swire Group over five generations has always had its head office in England, it has interests throughout Asia and the South Pacific, as well as in North America and Australia. Its China Navigation Company began operations on the Yangtze River in 1872. In World War II, more than half of Swire's ships were lost. A dockyard (of which more later) was established in Hong Kong at the turn of the century.\n\nThe group, which adopts a relatively low profile, has about 28,000 employees in 1988, and is the second largest employer in Hong Kong after the Government. Its complement included, up to 1990, 78-year old Madame Ho Sau-King who had worked at Taikoo Sugar Limited since 1928.\n\nIn 1981 John Bremridge (later Sir John), Taipan of Swire's, became Government Financial Secretary for a term of five years. This was an unprecedented appointment as previous 'FSs' had been promoted through the ranks of the civil service. Like the son of the founder of Swire's, Sir John Bremridge writes and speaks to the point”.\n\nThe conglomeration of interests of this (still largely) family firm and private limited company includes an elite collection of Hong Kong enterprises. Swire's has a controlling interest in Cathay Pacific Airways, founded in 1948, as well as in HAECO aircraft maintenance company. Property is also big business and about 45 per cent of the group's net asset value is in bricks and mortar. Other interests include container terminals, technology, engineering, air catering, investment banking, travel and general trading. Sir Adrian and Sir John Swire have a family fortune estimated at HK$6.3 billion, and in 1989 Sir John was quoted by the Sunday Times Magazine as being Britain's 12th richest person, a position he held jointly with his brother.\n\nDodwell's\n\nW.R. If you do, we will run you off the Pacific.\"\n\nDodwell retired from the East in 1899, the year his firm became a limited company.\n\nIt has continued to prosper. But much of its success in earlier days was due to the personal contribution of Dodwell himself. Profits increased from his shipping department. He also played a prominent part in the shipping world as a whole. G.B. Dodwell, a man of high principles, died in 1925.\n\nGilman's\n\nRichard James Gilman, a tea-taster, who worked for the old established company of Dent's in Canton, set up a partnership, known as Gilman and Bowman, in a Canton factory in 1840. By 1863 the firm was also represented at Kiukiang, Hankow and Tientsin, employing 21 staff. In many ways the firm was similar to Dodwell's, but on a smaller scale, and it was substantially involved in shipments of tea from Shanghai and Foochow in the 1870s.\n\nGilman's was also active in the import-export trade and shipping, and in 1862 it was appointed agents for Lloyd's at Canton, Hankow, Foochow, Hong Kong and Macau. In these ports its reputation in shipping circles was high, especially after the famous tea race of 1866. 'Taeping (sic) Yeung Hong' (KF) (Great Peace Foreign Firm) chartered the 'Taiping' (named after Gilmans) which beat 'Ariel', the rival ship, by 20 minutes over a 99-day voyage from Foochow to London.\n\nGilman's also played an important part in promoting the Hong Kong and Shanghai Bank, when it was established in 1864, and it was represented on its Board in its earlier days.\n\nGilman's failed, however, to heed the warning that there was a growing preference for Indian and Ceylon teas in Britain, and, heavily indebted to its London agent Ashton & Company, it came close to bankruptcy. Even the Encyclopaedia Judaica gives different numbers on different pages. Without scrutinizing temple rolls, it is difficult to ascertain the number of Jews in Shanghai at a given time, but it can be estimated to be less than 2,000 from 1920 through the early 1930s.\n\nDavid Kranzler gave the following figures: On 25 March, 1934, there were 1,671 Jewish adults and children in Shanghai (881 male and 790 female), including Sephardic Jews as well as the Ashkenazi community. A little more than ten years later, 14,245 persons (8,283 male, 5,962 female) were classified as Jewish refugees in Shanghai in November 1944. Of these, 8,114 had come from Germany, 1,248 from Poland, 3,942 from Austria, and 236 from Czechoslovakia. Siewets/van Reeseman (GG 5 Apr 1862) The latter left in 1867 and Theodore Probst was named a partner (GG 12 Jan. 1867) A relative, William Probst, was already a partner, but left at the end of 1869 (GG 8 Jan. 1870) Theodor Probst's interest ceased in 1871 (DP 8 Feb. 1871). New partners were Otto Christian Behn and Johannes F. Cordes. Dr Behn's interest ceased in 1875 and that of Mr. Cordes the next year (DP 20 Apr. 1876, 2 Feb. 1877)\n\nAfter the failure of 1878 a new company was formed. Two of the sons of the founder of the old firm became partners in the new, Wilhelm Carl Engelbrecht von Pustau, Junior, and Theodore Johannes Engelbrecht von Pustau. The firm became Reuter, Brockelmann and Co in 1898. Ernest Carl Ludwig Reuter had been a partner in Pustau and Co. from about the year 1882 and Friedrich Alexander Alfred Buesing Brockelmann was admitted to partnership five years later (DP 4 Jan. 1887) Mr. Reuter died at sea only a few months after the name of the company had been changed (DP 15 Nov. 1889), Mr. Brockelmann died in 1902, aged forty-five (CM 15 Mar. 1902).\n\nIn 1914 the office of Reuter, Brockelmann and Co. was in the Prince's Building. The partners were H. Heyn, of Hamburg, R. Fuhrmann and M. Steger.\n\nCarlowitz and Company\n\nThe first German firm to be permanently established in China was Carlowitz and Co. It was founded by Richard von Carlowitz who opened an office at Minqua's Hong in the Canton foreign factory compound in 1844. Since 1840, he had been coming to China on periodic business trips sailing around the Cape of Good Hope (DP 31 Dec. 1895). He went into partnership with Bernard Harkot in 1846 (CM 13 Mar. 1846). A soap factory was built on Shaukiwan Marine Lot which the company purchased at a Crown Land Sale in 1890 (DP 29 June, 6 August 1890) In a series of articles on Hong Kong Industries published in the Hong Kong Telegraph the writer chides British reluctance to invest capital in Hong Kong and cites the soap factory as another case in which German enterprise had outstripped that of the British (HKT 10 September 1895)\n\nAt the time of the forced liquidation of German firms in 1914 the partners of Blackhead & Co were F H Hohnke, then of Hamburg, E H Thiel and J E Danielsen. Hohnke had been a partner since about 1888. At about the same time a son of the founder joined the firm. After Germany acquired the concession at Tsingtao, Mr Hohnke went there to open a branch of the firm (DP 7 March 1905).\n\nGerman Watchmakers\n\nCharles Weiss, Gaupp and Co\n\nThe first shopkeeper in Hong Kong with a German-sounding name was Charles Weiss. Aberdeen Street second in the list of foreigners on the China coast published in the Chinese Repository in 1845 gives his nationality as German. In May of the previous year he advertises himself as \"Charles Weiss, Chronometer and watchmaker from London and Geneva, Oswald's Hill opposite Gibb, Livingston and Co.\" This would be in the vicinity of the present Aberdeen Street (FC 24 May 1844) Two months later he moved a bit down hill to the corner of Graham and Wellington Streets (FC 24 July 1844) His brother Alexander A took charge of the business in 1853 during a temporary absence of Charles (FC 6 July 1853). Charles left Hong Kong permanently in 1856 and transferred his business to Henni Vaucher, formerly of Canton (FC 2 June 1856) Henni Vaucher was either French or Swiss; he had been a clerk in the watchmaking firm of Bovet Brothers and Co at Canton from 1851 to the time he took over Charles Weiss's business. He died of chronic diarrhea a year after moving to Hong Kong (FC 6 Nov 1857).\n\nLouis Heermann was an assistant in the shop of Charles Weiss from the year 1854.         "content_text": "123\n\nCasualties suffered by the Chinese were estimated at some twelve to fifteen hundred, with a powder factory and several arsenals destroyed.\n\nThe incident which has left its mark in regimental histories is now known as the Battle of the Joss-house. A small detachment of the Royal Irish were held up by some three hundred Manchu Tatars who, having seen their retreat cut off by the Naval Brigade, had taken cover in a small Buddhist temple, the Temple of Reverence for Heaven, between two hills, one of which was Kuan Yin Shan, with a single entrance guarded by an internal 'spun wall'. The stubborn valour of the Tatar soldiers cost the Royal Irish dear. After an initial sortie, their detachment commander, Lieutenant A. Murray, drew off his men to wait for reinforcements. The next assault by a small number of men from both the Royal Irish and the 49th (Hertfordshires) had already been repelled with at least one killed and several wounded. A company of the Royal Irish, commanded by Captain Edwards, was intercepted in its advance and, accompanied by Colonel Tomlinson, who had heard what was passing, proceeded to the valley and joined the small body blockading the joss house. While the platoon of the Royal Irish waited for the rest of the battalion to come up, Lieutenant Murray was approached by the Hertfordshire's battalion commander who, having been warned that the temple was strongly manned, was understood to have made \"an injudicious and undeserved remark\" which was overheard by Colonel Tomlinson. They were now a force considered strong enough by Tomlinson to carry the building at the point of the bayonet, and Tomlinson's reaction to what he must have taken as a slur on Irish courage, his regiment or himself, was immediately to call for the men of the Royal Irish and the Hertfordshires to follow him and storm the temple. He rushed in at the temple door where he was shot dead with two bullets through the neck and all who had accompanied him were either killed or wounded. After Tomlinson had fallen, it became almost impossible to prevent the Royal Irish from rushing madly at the temple, for the men burned to avenge their Colonel, whom they described as \"the best officer who ever said 'Come-on' to a grenadier company\". In more formal language, General Gough recorded the same opinion, saying in his despatch that Tomlinson fell \"in full career of renown, honoured by the troops, and lamented by all\".         "content_text": "231\n\n[Seen but citation mislaid] The origin of the term \"Fokies\" is unknown to me. However, it seems to have been in use in the British navy long before the Opium War. For instance, it appears in the Account of A Voyage to India, China, & in His Majesty's Ship Caroline, Performed in the Years 1803-4-5 By An Officer of the Caroline, published by Richard Phillips, London, in 1806. There, it is written \"Fukki,\" and is applied to a Chinese pickpocket who got the worst of an encounter with a British naval officer on the street near the British factory at Canton (pp.70-71). This book is remarkable for the unmistakable impression it creates of the high morale, national pride and spiritness of a well-led ship's company, the very same qualities which were to be again much in evidence in accounts of the Opium War; whilst the fate of the forts at the Bocca Tigris in 1841 are foreshadowed by a description of the battery at “Annanhoy\" (Anunghoy) and its accompanying dismissal, “Such is the gasconade of the Chinese about a fort, that a man of war's launch, armed with a carronade, would knock about their ears in a very short time” (p.55 with 56-7).\n\nYet it would seem that those few naval officers with earlier experience of dealing with the Chinese bad, like the officer of HMS Caroline, already taken the measure of their military and naval officials and their equipment. Critical assessments can be found in John McLeod's The Voyage of [HMS] Alceste to the Ryukyus and Southeast Asia, at pp. 125-170 of the Tuttle 1963 reprint of the First Edition published by John Murray of London in 1817; and in Captain Basil Hall's account of the same voyage, Narrative of a Voyage to Java, China, and the Great Loo-Choo Island (London, Edward Moxon, new edition, 1840) at pp.68-76, including the forcing of the Bogue. The joining fee was F Fr. 40 and a further F Fr. 2 per day. Friday evening was guest night. Stuckey's cubicle was also well fitted-out, made from timber scrounged by his servant, Wu.\n\nThe officers and Chinese were well fed, the latter tending their own vegetable gardens near the Hospital. Sir Sam Fay recounts an amusing episode:\n\n'Some genius reported that special food in the form of cuttle-fish and old time eggs were necessary for health. Three shiploads reached Liverpool, but due to the smell were ordered to be sent to Dieppe, where many Chinese worked in the bakery. Being Northerners, they laughed, as they were grain eaters despising southern China's delicacies. The specialities were quickly dumped in the Channel.'\n\nAnother story is told of the deputation to an officer from coolies working in an ammunition factory. They requested extra food as they did not have the same opportunity to steal food as did the dockworkers.\n\nIn August the Chinese at the Hospital celebrated the 'Eighth Moon Festival' with races and a football match, won by the white staff, 2-1. Favourite platoon officers were invited to partake of specially prepared food.\n\nIn September 1917, Mr O'Neil from Manchuria, a Chinese speaker, planned to run the YMCA hut for the Chinese, being available for white personnel in the evenings. In early November the Chinese staged a Chinese play as an \"opening ceremony\" for the new YMCA and a collection by them raised a sum of F Fr. 680, saying that they could not take the benefits freely without contributing.\n\nStuckey remarked that at least two coolies won the Distinguished Service Medal for conspicuous bravery, going through a barrage three times to get food for their company when its supply had been cut off by enemy fire. Occasionally the coolies fought the war their own way and after one German air raid, killing some Chinese, their friends then killed several German prisoners before the sentries were aroused.",

        "content_text": "3\n\nBefore 1932 a number of small factories had been established in the colonies. Cotton ginning factories, sugar cane crushing mills, fibre decorticating plants, tobacco grading and packing factories, saw mills and tin smelters had been constructed to reduce the bulk of primary products and make them more convenient for export. Other industries were started for the purpose of import substitution. In almost all the sugar producing colonies sugar refineries had been set up. Edible oil, lard and soap factories were established using local produce in Nigeria, Ceylon, Nyasaland, Trinidad, Jamaica, British Guiana, British Honduras and Fiji. Breweries had been established in the Gold Coast, Kenya, Cyprus, Malta, Jamaica and the Straits Settlements; match factories in British Guiana, Jamaica and Trinidad; a canned pineapple factory in Malaya. This is by no means an exhaustive list of industrial enterprises in the colonial empire in 1932. All these factories had been set up to serve the local market and had taken advantage of tariffs which had originally been imposed by colonial governments for revenue purposes. In some cases this level of protection was sufficient to make the factory viable. In other cases the company contemplating investment asked the governor for the tariff to be increased so as to exclude competitive imports or asked for a guarantee that no excise duty would be imposed or that any excise duty would be levied at a reduced rate.\n\nColonial governors showed no reluctance to grant these concessions in order to encourage the establishment of local industries in spite of the loss of customs revenue and the increased prices paid by the consumer for goods previously imported. Often governors neglected to seek specific permission from the Colonial Office to make such changes to the schedules of their customs ordinances. In a number of cases the Colonial Office heard of the new protective duties only when British manufacturers complained that they were being excluded from the colonial market. When an industrial project was referred to London governors used various arguments to support the protection of infant industries in their colonies: that the proposal was a legitimate development of local resources; that it would relieve unemployment; that a pledge of protection had already been given by government to the promoters; or that the proposals had the support of the unofficial members of the executive and legislative councils.\n\nNormally the Colonial Office did not refuse to sanction the grant of assistance to the new local enterprise. For example, in 1927 the legislative council of Jamaica passed an ordinance to increase the tariff on biscuits, soap, edible oils, cordage and matches and to remove the excise duty on soap, edible oils and matches in order to protect local industries. The Colonial Office was most reluctant to exercise this power except in extreme circumstances since it might cause the governor public embarrassment. There are only three cases to be found in the files before 1933 where the Colonial Office was consulted about a project and imposed its veto.\n\nThe progress of industrialisation in Hong Kong was completely different from all other British colonies where factories could be established only with the aid of protective tariffs and other government assistance and manufactured goods were sold only in the local market. Hong Kong island was originally occupied because it had the best deep-sea harbour between Shanghai and Indo-China. It served as a base for the British navy and a place where merchants could store their goods and transfer them from ocean-going vessels to smaller ships to trade at ports along the China coast and inland waterways. About 80 per cent of the goods passing through the harbour consisted of re-exports destined for South China from overseas or from North China, or exports from China being transhipped in Hong Kong. Since the principal reason for Hong Kong's existence was to be an entrepôt for trade with China, it has always been a free port with no customs duties on imports or exports. Industries were established early in the colony's history to provide for the needs of the port and to process primary products for local consumption and export to China. Shipbuilding and ship-repairing yards were established soon after Hong Kong island was occupied in 1841, followed by a rope-making factory in 1851, a flour mill in 1859, a sugar refinery in 1870, a distillery in 1871, tobacco and cigarettes in 1880, a cement factory in 1897, and a cotton spinning and weaving company in 1899.\n\nIn 1911 the Hong Kong General Chamber of Commerce carried out a survey of all European, American, and British Indian firms in the colony engaged in import, export, and manufacturing. The survey listed 38 trading companies which had also set up factories. The 1931 census found that about a quarter of the working population (112,133 out of 470,794) were employed in manufacturing industries. The 1930 Blue Book listed 3,164 factories and workshops under 102 categories ranging from 124 boat builders to 116 tin beaters and 14 weaving factories. Most of these establishments were very small, situated in the back streets and tenements of the urban area. In 1932 only 586 were registered under the new Factories and Workshops Ordinance, which regulated firms that employed at least 20 persons. It is difficult to quantify the size of the manufacturing sector in the absence of detailed statistics of local consumption, but it appears that domestic exports of manufactured goods in 1932 totalled at least HK$36 million (about £2,500,000).1 The main items exported were cement, refined sugar, preserved ginger, lard, knitted singlets and hosiery, and electric torches.",
