        "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nRASHKB and author\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\n55\n\nlesser degree and the rebinding and repairing which has been done is unskilful in the extreme.\n\nThe City Hall Library flourished in spite of some administrative difficulties and, in the Annual Report for 1880, it was stated that there had been 1917 readers during the year, that subscriptions amounting to $650 had been received from Europeans and $347 from Chinese and that it was 'fairly self supporting'.2 The salary of the Curator was paid by the Government.\n\nThe Library continued to justify its existence and in Twentieth Century Impressions of Hong Kong, published in 1908 it is described as follows:-\n\nThe nucleus of the Public Library was the library received in 1869 from the Morrison Education Society as a free gift for the use of the public, on condition that in consideration of this gift and of the great services of Dr. Morrison to both European and Chinese, the books are to be kept distinct from all other collections in the City Hall, and designated the Morrison Library in perpetuation of the great missionary's memory'. In 1871 the City Hall Library consisted of 8,000 volumes, 3,000 of which were unconditionally presented by the Trustees of the Victoria Library. Since that date it has been added to from time to time, and now contains 3,332 volumes in the Morrison Library, 6,220 including 320 Chinese religious and devotional books, in the City Library, and 3,287 in the lending collection—a total of 12,839 volumes. There are many valuable philological, biographical and other works, including some rare first editions, the department dealing with China and Japan being especially well filled. The Library is freely used, the register bearing the names of nearly 500 borrowers. The visitors to the reading-room, which is well supplied with local, home, and American newspapers and magazines, average about 1,412 non-Chinese and 628 Chinese a month. The library is open from nine to nine.\n\nBut a few years later the usefulness of the Morrison Library to the general public was in doubt and it was thought that it would have more practical value in the newly founded University of Hong Kong. At a meeting of the Senate on 25 September, 1913, the Vice-Chancellor was authorized to approach those concerned as to the feasibility of the University's taking over the Morrison Library. This was agreed to in the following terms: \"Upon the petition of the... Attorney General . . . praying for an Order that the Committee of the City Hall be at liberty to hand over to the University of Hong Kong a collection of books designated the 'Morrison Library' upon conditions IT IS ORDERED that the petition be granted in the terms\n\n2 China Mail, 27 August, 1880.",

        "content_text": "86\n\nTHE CHINESE UNIVERSITY OF HONG KONG\n\nSTEVE S. C. HUANG\n\nThe need for a university in Hong Kong teaching through the medium of Chinese has existed for many years. As the \"Report of the Committee on Higher Education in Hong Kong,\" published in 1952 by a group of British scholars led by Professor John Keswick and commonly known as the Keswick Report, said, \"Hong Kong is unique geographically and politically and its people have a more advanced cultural background than the peoples of most other colonies.\"\n\nThe vast majority of its inhabitants are Chinese, and the Chinese have a traditional love of scholarship, and a highly developed language, literature, and artistic sense. Hong Kong, it was thought, by reason of its location and circumstances, should certainly be a centre for the East and the West to meet, not only for commercial advantage, but also for cultural exchange. To accomplish this, a university with Chinese as the medium of teaching was considered as important as a university with English as the medium of teaching; each would make a valuable complement to the other,\n\nEver since the inception of the University of Hong Kong, even among the British residents in the Colony, there have been many who have advanced the idea of establishing a university which would teach through the medium of Chinese, or a university which would teach through the medium of both Chinese and English, in all branches of learning. The Keswick Report gave strong support to such an idea. For various reasons, however, this recommendation of the Keswick Report did not lead to immediate action.\n\nNevertheless, the need existed. Since 1949, social and political conditions in China have undergone a great change. In addition to the large number of young men and women of college age who could no longer return to China for their higher education as earlier generations did, there were thousands who emigrated from\n\nThe author, a former student of Journalism and History at the University of California, Berkeley, and City Editor of the Hong Kong Tiger-Standard, is currently Assistant Registrar of the Chinese University of Hong Kong.",

Blofeld, The Wheel of Life, London, 1959, pp. 40-56.\n\n30 The leading spirit of the society was Ch'ü Yang-kuang, formerly governor of Shantung and Chekiang and Minister of the Interior. This Bodhi Society (P'u-ti hsüeh-hui) had no connection with the Bodhi Society (P'u-ti She) established by T'ai-hsü in 1918.\n\n31 Chinese Year Book 1935-36, Shanghai, 1935, p. 1514, Huang was the editor of the Chinese Buddhist, \"an English magazine which was to link up China with foreign Buddhists.\" It ceased publication before he died in 1933.\n\n12 It was a common practice for Chinese monks to take their ordination vows a second or third time in order to strengthen their commitment to follow them, or in order to draw inspiration from an eminent ordaining monk. Hence, from the Chinese point of view, receiving the Theravada ordination meant supplementing, not replacing the Mahayana ordination.\n\n33 Their names were Pei-kuan, Teng-tz'u, Hsing-chiao and Chüeh-yuan. They were supposed to remain in Thailand four years. See Chinese Year Book 1936-37, Shanghai, 1936, p. 1446.\n\n34 Their Chinese religious names, followed by their Theravada names, were: Hsiu-lu (Kondanna), Wei-chih (Bhaddiya), Hui-sung (Vappa), Fa-chou (Mahanama), and Wei-huan (Assaji). Their later histories would make an interesting study in acculturation. Wei-huan disrobed within a few months and returned to China where he married. Eventually he became the principal English interpreter for the Chinese Buddhist Association established in Peking in 1953. Fa-chou married a girl of Dutch descent and eventually became a lecturer at the University of Ceylon. Hui-sung, who stayed longest, became mentally deranged. Wei-chih, after disrobing, went to Singapore, where he died during the war. Hsiu-lu, after disrobing, went to India where he pursued his studies at Santiniketan and/or Nalanda. Only the information about the first two is reliable. Another moot question is who sent them to Ceylon in the first place. Their Sinhalese hosts believed that they had been selected and sent by T'ai-hsü; and it is true that he acted as their guarantor (see Yin-shun, T'ai-hsü, p. 404). But another Chinese source states that their group was \"formed by the Chinese Buddhist Association in accordance with the proposal made by the Pure Karma Buddhist Association,\" both of which were housed in the same building in Shanghai. See Chinese Year Book 1936-37, p. 1446.\n\n35 Liao-ts'an (Dhammakiti) who went to Ceylon in 1945 returned to China about 1953 with Fa-fang's ashes, disrobed and became an instructor in Pali at the Chinese Buddhist Institute in Peking.\n\n36 Today many Theravada Buddhists have a very different attitude and publicly advocate tolerance and respect for Mahayana Buddhism. In 1956 the fourth Conference of the World Fellowship of Buddhists voted to abolish even the use of the terms \"Theravada\" and \"Mahayana\" (see Report of the 4th World Buddhist Conference, Kathmandu, no date, p. 2). There are some Theravadins, however, who even today believe that the world would be a better place if Mahayana was removed from it.\n\n37 He had gotten the information at first hand from Liao-ts'an (Dhamma-kiti) who had heard the complaints of members of the 1936 group. They are stated to have been novices (sha-mi) when they left China and the Theravada ordination they received on May 6, 1936 was also, apparently, the novice's ordination. Hence there would have been more justification for withholding the respect due to bhikkhus than in the case of Liao-ts'an and his fellow monk, who came in 1945. More information is needed.",

        "content_text": "The District Watch Committee\n\n123\n\nDistrict Watch Committee. In 1920 the post of Advisor (Ku Man) was created and the first occupant — and it would seem the only one — was the distinguished Sir Boshan Wei Yuk, the founding father of the Committee.\n\nBy the end of the nineteenth century, relations with the Police had improved. In 1897 the district watchmen on duty in Victoria were placed on police beats and subjected to the supervision of police inspectors and sergeants on patrol duty. This was done on the recommendation of the Captain Superintendent of Police, F. H. May (a Cadet Officer like Lockhart), who remarked in his annual report for that year that 'the object was to improve the efficiency of this very useful auxiliary Police Force, and to bring them into closer touch with the Police'. The reputation of the regular police had improved by that date and the Committee concurred with the innovation. The efficiency of the District Watch was further raised by the secondment in 1918 of a European police officer27 to take charge of and train the detective staff, a practice that continued until 1949. As a result of this change, the number of convictions obtained by the district watch detective force tended to rise from year to year. The force became steadily more professionalised, especially its detective branch. The Secretary for Chinese Affairs claimed in 1922 that 'the connection with the Regular Police has been effectively used to the advantage of both sides, and without interference with the essential character of the District Watch'; and in 1924 he wrote 'the Captain Superintendent of Police was on occasion present by invitation at the Councils of the Committee, and it is satisfactory to note the close co-operation between the two forces'. However, the force did not increase markedly in size over time — there were only 48 watchmen in 1891 and 120 in 194128 — although the area patrolled and the urban population both increased over this period. In 1910 it was found necessary to extend patrols further as the Chinese population spread up to the higher levels of the town; in 1913 the Committee was obliged to raise money for District Watchmen's Quarters in Kowloon; and by 1925 the districts of Yaumati and Mongkok were being patrolled; and by 1930, Shamshuipo.         "content_text": "136 \n\nH. J. LETHBRIDGE \n\ncensus 13 of the 76 Chinese enumerators were district watchmen; in the 1901 census 5 out of 107 were. In the 1906 census the 120 enumerators were shown round the blocks (census sub-divisions) by district watchmen. They also gave help in the 1911 census, and in the 1921 one the bulk of the force was placed at the disposal of the commissioner of census, who wrote 'each Chinese watchman engaged was in charge of two sections; they helped clear up misunderstandings and kept a check on enumerators'. The Committee was thanked on many occasions by government for its public service; it was praised for the help it rendered to the police during the riots which occurred in 1894 during the great epidemic of plague. The Committee did all it could to help its sister organizations the Tung Wah Hospital and Po Leung Kuk. Thus district watchmen were always employed on special duties at the Tung Wah Hospital during outbreaks of plague and the Chinese Public Dispensary Committee used Watchmen to prevent the dumping of bodies in the streets. The Po Leung Kuk's two principal detectives were serving district watchmen at the turn of the century. Co-operation was easy because most members of the District Watch Committee had served or were serving on the committees of the Tung Wah Hospital and Po Leung Kuk. In 1895 head district watchmen were paid $240 a year, assistant head district watchmen $180 and watchmen from $84 to $96. \n\n18 For examples of police corruption in nineteenth century Hong Kong see numerous references in Norton-Kyshe, op. cit. \n\n19 After a distinguished academic career at Edinburgh University, J. H. Stewart Lockhart became a Hong Kong Cadet in 1878; Registrar General in 1887; Colonial Secretary in 1895. In 1902 he was appointed first Civil Commissioner of Weihaiwei and retired from this post in 1921. Among his numerous publications there are several of sinological value. See particularly: 'Contributions to the Folklore of China', China Review, vol. 14, no. 6, pp. 352-353 and vol. 15, no. 1, pp. 37-39; also 'Some Chinese Folk-lore', Folk-lore, vol. 14, 1903, pp. 292-298. Lockhart was local secretary in Hong Kong of the International Folk-lore Society. \n\n20 In 1892 new rules were drawn up under Ordinance No. 13 of 1888, with the advice of the Committee, for the regulation and guidance of the watchmen. 'Copies of these rules have been distributed among the contributors of the District Watchmen's Fund, by whom more interest seems to be evinced in and more assistance asked from the force than formerly': See Report of the Registrar General for 1892. Lockhart also persuaded two Chinese newspapers—the Tsun Wan Yat Po and the Wai San Yat Po—to publish weekly lists of cases brought before the magistrate by the District watchmen for the information of subscribers to the District Watchmen's Fund. Lockhart realised that publicity was good for the Committee: he saw that they got it. The report of the Registrar General/Secretary for Chinese Affairs always contained a section on the District Watch and news about members was given: deaths, resignations, appointments, etc. \n\n21 Wei Yuk (1849-1921) was the son of Wei Kwong, compradore to the Chartered Mercantile Bank of India, London and China. He was educated at the Government Central School in Hong Kong and in 1867, at the age of 18, became a pupil at the Leicester Stoneygate School and in 1868 of the Dollar Institution, Scotland. He returned to Hong Kong in 1872 to become assistant compradore in the Chartered Mercantile Bank. He succeeded his father on the latter's death in 1879. Wei Yuk married the eldest daughter of Wong Shing (Huang Shêng). He was the fourth Chinese to be appointed to the Legislative Council, the other three being Ng Choy (Wu Ting-fang), Wong Shing and Ho Kai. He was knighted in 1919. During his public career he served on all the commissions appointed by government to inquire into matters affecting the Chinese. In this case, I suspect, the Registrar General bowed to the will of the Committee. \n\n26 There was a marked tendency for the committees of such associations to grow very large in size-so many affluent Chinese wanted their names recorded as committeemen, and to donate money, without of course doing any committee work. Professor Freedman supplies an explanation for this phenomenon in Singapore: 'Since office-holding occupies a strategic position in the formation of social status, it is not surprising that the structure of associations seems adapted to this function. This adaptation is clear in two features: the elaboration of offices, such that many positions are made available, and the institutional arrangements for filling the offices with the well-to-do', Maurice Freedman, Chinese Marriage and Family in Singapore, London, H.M.S.O., 1957, p. 95. \n\n27 In 1903 the proposed scheme of detectives under the control of the Committee was not approved; but permission was given at a later date, apparently during the First World War and probably because of the shortage of European policemen. \n\n28 In 1938 there were 5 Head District Watchmen, 6 Assistant Head District Watchmen, 26 detectives and 103 uniformed men. The position was approximately the same in 1941. \n\n29 In 1902 the rate paid by Chinese shops was increased slightly and in 1924 it was increased by another 1/4 per cent. \n\n30 Butters writes that the figures which appear annually regarding the cost of living in the report of the Secretary for Chinese Affairs are based on information obtained from the District Watch Force. At my request figures were furnished from the same source showing the cost of living of an ordinary labourer': H. R. Butters, Report on Labour and Labour Conditions in Hong Kong, Sessional Papers, No. 3 of 1939, p. 137. Applications from guilds and trade unions to the Secretary for Chinese Affairs for permission to hold 'sing songs' were granted conditionally on a district watchman attending the meeting to see that nothing unlawful transpired. See Butters, p. 126. The watchmen were always regarded as a source of information about the Chinese population. When the commission on chair and jinricksha coolies attempted to discover whether there was a secret union of public transport workers, the first people they contacted for information about the matter were district watchmen. See Report of the Commission on Chair and Jinricksha Coolies, Sessional Papers, No. 47 of 1901, p. 56. \n\n31 The Registrar General in his report for 1868 made this quite clear: 'the chief object of the Chinese paying these watchmen is to drive away thieves, the cardinal evil of a shop-keeping population, And it is thought that the watchmen succeed, not only in arresting actual offenders, but also in keeping away those who live by pilfering'. \n\n32 These constables were recruited mostly from Weihaiwei, a territory leased to Britain on 1 July, 1898. \n\n33 These facts are taken from the reports of the Secretary for Chinese Affairs for the respective years. \n\n34 See above: note 33. \n\n35 The Lok Sin Tong was an association established by officials and village gentry in Kowloon about 1879 to perform charitable works in the surrounding district.         "content_text": "THE DISTRICT WATCH COMMITTEE\n\n139\n\n36 In 1917 there were 31 guilds for employers only (in trades such as silk, sandalwood, wicker furniture and copper), 35 skilled craftsmen guilds (sandalwood workers, masons, tinsmiths, etc.) and 5 guilds with mixed membership (employers and workers). There were also 17 district societies, such as the Heung Shan (Hsiang-shan) resident merchants association and the General Commercial Association of the Tung Kun (Tung-kuan) merchants resident in Hong Kong. See the list of exempted and registered societies in the Gazette, 27 April 1917.\n\n37 Wei Yuk was appointed in 1891 and served until his death in 1929. He resigned several times in order to allow a newcomer to join the Committee but was soon re-appointed. Lau Chu-pak was appointed in 1902 and served until his death in 1922. Sir Shouson Chow was appointed in 1917 and was still a member in 1949, the year of the demise of the Committee.\n\n38 During the years 1929 to 1931 and in 1936 the Committee met four times a year at Government House. Lennox Mills states that members had the right to a guard of the District Watch Force on the occasion of weddings and other festivities'. The Secretary for Chinese Affairs tells us in his report for 1936 that through the kindness of His Excellency the Committee was able to meet the members of the Mui Tsai Commission on the occasion of their first visit to the Colony, 'All members attended and there was a valuable discussion with frank interchange of views'. When the Governor, Sir Henry Blake, left the Colony in 1903 on the day of his departure he inspected the District Watchmen. Clearly, everything was done by the government to give prestige and éclat to the Committee and the force.\n\n19 T. C. Cheng, op. cit., p. 18.\n\n40 Of the Chinese land population in the 1901 census 227,615 returned themselves as natives of Kwangtung Province, 179,296 of this number belonging to the Kwong Chau Prefecture, 28,844 came from Tung-kuan hsien, 28,587 from P'an-yü hsien, and 27,221 from Nan-hai hsien. The situation was substantially the same in the censuses of 1911, 1921 and 1931. In 1911, for example, 311,992 out of 350,418 Chinese in Hong Kong, exclusive of the New Territories, spoke Cantonese,\n\n41 Op. cit., pp. 399-400.\n\n42 Heung Shan, present-day Chung Shan, is the arid county on the west side of the Pearl River, stretching down to Macau. It was the Heung Ha, the Cantonese term for the province, district or village from which each person derives his ancestry, of many prominent Chinese, including Ng Choy (Wu Ting-fang), Yung Wing (Yung Hung), Wong Shing (Huang Shêng), and Sun Yat-sen. Many Chinese merchants in Hong Kong came from this county; for example, Wei Yuk, Ma Ying-piu (founder of the Sincere Company), M. Y. San (before 1941 the largest biscuit manufacturer in China), Tsang Foo, Look Poong-shan (founder of the Bank of Canton). Su Chao-cheng, organiser and leader of the Seamen' Strike in 1922, came from this county; in 1928 Su was elected to the Central Political Bureau of the Chinese Communist Party. The anarchist, Liu Ssu-fu, was also born there. In 1938 the Chung Shan Commercial Association had a membership of over 4,000 in Hong Kong.\n\n43 In 1905, for example, at least seven members of the Committee were compradores to important western firms; one was manager of a native bank; another of a prosperous pawnshop; a third ran a large export firm.         "content_text": "64\n\nHENRY JAMES LETHBRIDGE\n\nFrom his headquarters at Taipo Lockhart was directly in control of the administration of the New Territories from May to July 1899. His first task was to establish law and order and this was achieved through the activity of the able F.H. May, Captain Superintendent of Police, who stationed police at convenient points throughout the area. Steps were then taken to define the Districts and Sub-Districts under section 4 of the Communities Ordinance, No. 77 of 1899. The principle followed was to adhere as closely as possible to the divisions recognised traditionally by the Chinese, which meant in most cases that such divisions followed the natural features of the countryside, so that in the main each sub-district was contained in a valley. The territory was divided finally into eight districts and forty-eight sub-districts. After these had been defined, committee-men were appointed for each sub-district. In Lockhart's words: \"These Committee-men have formed a useful link between the Government and the villagers, and have been of much assistance in explaining to the people the objects of the various measures of Government which have been introduced from time to time. The Committee-men as a rule are those who possess influence in their own immediate neighbourhood, whose advice is listened to, and whose lead is generally followed. The wisdom of affecting with responsibility those to whom the people have been accustomed to look for leadership and of using them to elucidate the objects of Government is evident.\"25\n\nBut the most important task accomplished by Lockhart was the allocation and registration of all privately-owned land. This necessitated, as Lockhart had suggested in his report of 8 October, 1898, a proper cadastral survey. The surveying began in November, 1899, and was completed by May, 1903. In the meantime the registration of land claims was being carried out steadily from July, 1899, at Taipo, Ping Shan, and in the Land Office in Hong Kong. In the following year all the registration work was taken over by the Land Court. The object was to secure the registration of all the owners of cultivated land in the New Territories in order to prepare a Crown Rent Roll.\n\nWhen Lockhart returned to his office in the Colonial Secretariat in July 1899, the day-to-day work of administering the New Territories was carried on by three cadets — E.R.         "content_text": "REVIEW OF HOUSING CONDITIONS IN HONG KONG\n\n109\n\nThus, by 1950 the population was estimated to be nearly 2.1 millions, and as the houses were filled to capacity people overflowed into the streets and erected virtually overnight large squatter settlements on the urban periphery, on the roofs of buildings and in sheltered coastal embayments on boats.\n\nYet a further problem which added to the burdens of the population and the administration was that in 1951 the United Nations imposed an embargo on trade to the Mainland due to the intervention of China in the Korean War. This action virtually eliminated the entrepot trade from which Hong Kong drew economic sustenance and a radical reorientation of productive enterprise had to be achieved through the development of manufacturing industry, upon which the Colony has since thrived.\n\nBy and large, the task of providing new housing during the immediate post-war years was left to private enterprise, but its resources were unequal to the task. In December 1953, however, a disastrous fire in a squatter settlement at Shek Kip Mei in Kowloon made 53,000 people homeless overnight and the government initiated an emergency programme to build basic resettlement accommodation. Since then, the resettlement programme has been greatly expanded and has been augmented by other forms of subsidised accommodation, about which more is said below.\n\nDespite the commencement of Government participation in the large-scale provision of housing, the rapid rate of population growth combined with low family incomes continued to create acute housing problems, the extent of which came to light as the result of a sample survey24 carried out by the University of Hong Kong in 1957 as part of a report by a special committee on housing.\n\nThe survey was based on a 1.6% sample of some 118,000 tenement floors and covered 1,265,000 persons comprising 267,000 households. It was found that roughly 70% of households had a living area of less than 120 sq. ft. each, and that of the accommodation occupied 49.2% comprised cubicles, 25% bed spaces, 24.7% rooms used for general living purposes, 7.6% rooms used other than for sleeping, 5.0% verandahs and 4.8% cocklofts. \"Doubling up\" of families was found to be widely prevalent, as indicated by the fact\n\n24 Maunder W.         "content_text": "NOTES AND QUERIES\n\n203\n\nAt this time the population of Ha Wan was 4861 (G.N. 21 of the Government gazette for 5th March 1859).\n\nObservation Point must be the Observation Place shown on the Map accompanying Mr. Chadwick's Report on the Sanitary Condition of Hong Kong, published by the Colonial Office in 1882. The map shows Ha Wan as District No. 6 and Wanchai as District No. 7. This indicates that Wanchai was taken from it at some date between 1857 and 1882. Observation Place is shown at p. 46 of the Index to the Streets, House Nos., and Lots in the Colony of Hong Kong, 1903, and may be identified with the lower end of the present Tin Lok Lane, near its junction with Hennessy Road, then seashore.\n\nWanchai was one of the first districts to be developed after the British Occupation of the Island in 1841. The Reverend Carl T. Smith has kindly provided an account of this development, based on his original researches into Hong Kong records. This is attached as a separate Note.\n\nThe Itinerary and Places of Interest\n\nThe party will follow a circuitous route among the back streets, steps and terraces of old Wanchai between Monmouth Path in the west and Stone Nullah Lane on the east.\n\nAmong the places of interest to be visited are several Chinese temples and shrines as follows:\n\n1) The Pak Kung Shrine at the side of No. 7, Star Street. This was established before the War, probably upwards of 70 years ago. The shrine is a To Tei Miu (±普普) or altar to the earth god. The main festival of the year falls on the 2nd day of the second lunar month when the management committee of local residents organises a religious and social celebration.\n\n2) Hung Shing Temple, Queen's Road East. This temple is one of the oldest of the area and may even have existed as a shrine before the British Occupation of the Island. According to Carl Smith there was a small settlement nearby which may have provided the body of regular worshippers, along with visiting boat people.\n\nThe present structure dates from Hsien Feng 10th year (1860-61), repaired in T’ung Chih 6th year (1867-68) when the persons responsible are listed as 'the whole body of devout Hong Kong believers'. Many disputes must have been dealt with in the communities within which they arose, and the remoter villages may in fact have had little to do with the Administration directly; but over a large area of the New Territories it came to be accepted that the administrator was a sure and final arbiter of major differences. In his report on the Northern District for 1913 Ross wrote: 'Some years ago by tacit consent parties did not bring forward cases relating to the \"tso\" and the settlement of ancestral property. Now a large number of cases heard are applications for a declaration as to the parties entitled to share in the property of a common ancestor...\n\n39. The powerful role of the pre-war administrator in social control has left a legacy which weakens the effectiveness of modern attempts to divert the settlement of disputes to other channels. The Rural Committees are now expected to take over a large share of the burden of mediation. In fact, the tendency still seems to be that differences which cannot be composed within a village (where the Village Representative and the other elders are often incapable of exerting the authority to settle the matter) pass first to the District Officer whence they may be referred to the Rural Committee, sometimes returning to the District Officer when the Rural Committee finds itself unable to produce a settlement. And in some cases a settlement is never reached, because as matters have stood in the last couple of years, the District Officers no longer exercise many of the judicial functions with which they were formerly endowed. Land and small debts cases now fall within the competence of the new District Court.\n\n40. Two questions are raised about the operation of the new court. First, is it so court-like in comparison with the informality of the old system practised by administrators that it attracts to itself the unfavourable attitudes which Chinese traditionally displayed towards the yamen? As well enter the jaws of hell as pass through the gates of the yamen.\n\nSecond, are the subtleties of Chinese custom likely to be taken account of in the new court as they were in the days when justice was administered by officers trained to study and respect these niceties? It even continued throughout the Japanese Occupation, a hard time when traditional practices were sometimes dispensed with and not taken up again. Princeton: Princeton University Press, 1976.\n\nIt is interesting that in many cases involving homicide resulting from marriage or family problems, the accused was formally sentenced in accordance with the Marriage Law of June 1950, which in itself simply stated that persons guilty of such an offense would bear criminal responsibility before the law.\n\n\"The right of defense was provided for in Art. 12 of the \"Provisional Regulations of the Shanghai People's Court Governing the Disposal of Civil and Criminal Cases\" (Aug. 11, 1949) and in Art. 6 of the \"Organic Regulations of the People's Tribunals\" (July 20, 1950), but was left out of the \"Provisional Organic Regulations of the People's Courts\" (Sept. 3, 1950). I know of no case where defense was actually permitted during the pre-Constitution period. Even appeal was very rare. The first public notice of the use of lawyers that I know of involved thirteen American nationals charged with espionage who were tried and then released in November 1954 by a military tribunal.\n\n冉\n\n* According to an editorial in the Guangming Ribao (Jan. 27, 1957), by 1957 there were some 670 legal advisory offices with 2,100 professional lawyers scattered throughout the country. Fees were paid by clients to the legal advisory office according to their ability to pay. Lawyers were paid salaries by the advisory office. As a defense counsel, people's lawyers were not considered an agent of the accused. They constituted an independent party at the trial and were not bound by the will of the defendant. Their duty was to help clarify the facts and present whatever extenuating circumstances might assist the judges in rendering a fair sentence.\n\n* Codification had been called for as far back as the Yenan Period and in 1948 it was discussed by the Central Committee of the CCP. MINERS\n\n28\n\nThis report was sent to Hong Kong for comment; a committee was appointed by the Governor which naturally refuted the more extreme of Mrs. Neville-Rolfe's strictures, and disagreed with her recommendations. Correspondence between the Governor and the Colonial Office on the matter continued for several years. Stubbs strongly supported the established system of regulation and the only suggestion that he was prepared to implement was the provision of free outpatient treatment for venereal diseases at the government hospital. Meanwhile in London the National Council for Combating Venereal Disease and other women's organizations continued to badger the Colonial Office to put pressure on Hong Kong, and the report by Mrs. Neville-Rolfe and Dr. Hallam provided a fine source of material for questions in the House of Commons, particularly from a small group of newly elected women M.P.s, led by Viscountess Astor.\n\nThe main focus of parliamentary attention, however, was not on Hong Kong but Singapore. The government of the Straits Settlements had repealed its contagious diseases legislation in 1894 at the same time as Hong Kong and had set up a similar extra-legal system of tolerated houses. As in Hong Kong, newly arrived prostitutes were interviewed by the staff of the Chinese Protectorate, lists of known brothels and their inmates were maintained and brothel mistresses arranged for their girls to be inspected by private doctors under the implicit threat of the closure of their premises. But this system of control had become less effective and comprehensive by the 1920s. All European prostitutes had been deported in 1916 as a wartime measure, and the Japanese brothels had been closed and their inmates repatriated to Japan at the instance of the Japanese consul-general in 1919. Their clientele then turned to the growing number of sly brothels staffed by Chinese and Malay women who were not subject to any form of control and who were, it was alleged, normally infected with disease. This led to a rapid increase in venereal disease among both the European and Chinese population. Exact figures were not available but various doctors estimated the incidence at between 50 and 75 per cent among the local Chinese and possibly at as high a ratio among the Europeans. He was not immediately reinstated as a member in good standing by the church, but the missionary committee permitted him to teach again. His salary, however, was reduced from $20 to $15 a month, until he was granted full fellowship in the church.\n\nIn reporting this, Dr. Legge says: \"He continues to exhibit a humble and subdued deportment.” Some time after he was restored by the church, he was described as “a wiser and seemingly better man.\"\n\n**\n\nIn 1853 he was sent by Dr. Legge to Shanghai to investigate the possibility of missionaries taking up residence at Nanking, the capital of the Taiping Kingdom.\n\nThe missionaries hoped to influence the Taiping movement and correct some of its mistaken views of Christianity which formed a part of its ideology.\n\nAs a companion on the trip A-sow had another Hongkong mission worker, Keuh Agong, sometimes also called Wat Angong. He was the same man who years earlier had called Dr. Legge's attention to the boy A-sow as a possible object of Dr. Legge's benevolence.\n\nThe investigatory trip of the two men from Hongkong was unsuccessful. Conditions created by the conflict between the Taiping and the Imperialist armies prevented their making the necessary contacts at Nanking.\n\nAfter his return to Hongkong, A-sow taught English to advanced students at a day school opened by the London Missionary Society in their rebuilt Bazaar Chapel. They had found an able spokesman.\n\nWHEN THE CANTON AND MACAU GROUPS 'RULED' SAN FRANCISCO\n\nTong A-chick had become the spokesman for the Chinese community in California because of his natural leadership qualities, his fluency in English and his knowledge of Western manners and customs.\n\nThe organisation in which he first rose to leadership was the association organised in San Francisco by people from his home district Heung Shan (Hsiang-shan, now Chung-shan). It was one of the earliest of what were eventually six such organisations of people from the Pearl River Delta. The Heung Shan men adopted the name Yeung Wo for their group, meaning Association for Peace in a Foreign Place.\n\nSuch bodies organised by the Chinese outside China to oversee community affairs were sometimes criticised by the established Government authorities. This was true of the Tung Wah Hospital Committee in Hongkong in the 19th century and it was also true of the Chinese associations or “companies” of San Francisco.\n\nIn 1853 the California Legislature and a San Francisco Grand Jury looked into the manner in which the Chinese had organised themselves to look after the interests of their community.\n\nThe report submitted to the legislature by its Committee on Mines and Mining Interests begins with a statement of the reasons the associations were organised. “After the large immigration which took place in 1850, the Chinese, finding that their language, habits and customs were not understood by our people, thought it necessary to establish some system for their better regulation and internal government.",

        "content_text": "11\n\nQueen's College (then in Hollywood Road), the Government secondary school which is still situated on Hong Kong Island. In 1913, the Technical Institute entered [6] candidates for local examinations of whom 116 passed. Subjects included shorthand, sanitation, building construction and field surveying.\n\nThe development of technical education was slow. However, in 1926 the Salesian Fathers commenced classes in shoemaking, carpentry, tailoring, and printing; at about the same time, Taikoo Dockyard, situated at Quarry Bay, opened evening classes for their apprentices.\n\nIn 1903, a positive step was taken by the Government towards the development of technical education when a committee was formed to report on the possibility of introducing a system of practical education. This Committee, under the chairmanship of Sir William Hornell, made three main recommendations. These were the establishment of a junior technical school; the provision of evening classes for apprentices; and the commencement of full-time courses at a later date.\n\nAs a result, in 1932 the Junior Technical School was established, which was Government's first venture into full-time technical education. This secondary school provided a comparatively narrow four-year course designed mainly as pre-apprentice training for the engineering trades. In 1957, 'JTS', as it was usually known, moved from its accommodation in Queen's Road East (from 1974 to the time of writing this has been occupied by the Technical Teachers College) to the three-storey building in Wood Road vacated by the then Technical College. At the same time, the name (JTS) was changed to Victoria Technical School (VTS), and a phased conversion from a trade to a secondary school, albeit with some emphasis on non-vocational technical subjects, took place.\n\nFurther progress was made in 1935 when the Catholic Salesian Society founded the Aberdeen Trade School. This provided a general education, together with training considered comparable to an apprenticeship within an institution. The School was converted into a secondary technical school in the late 1950s. The author first visited this establishment in January 1955 and recalls the high standard of projects on display.",

        "content_text": "13\n\nAn increasing population and rising standards of prosperity gave impetus to the growth of technical education. In 1953, the Technical Education Investigating Committee (the Burt Report) concluded that a technical college in Kowloon was essential.1 The Chinese Manufacturers' Association offered to donate one million dollars towards a new college if Government would provide a similar sum and a site. The Administration accepted the offer and the College commenced classes on its Hung Hom campus in November 1957.16\n\nIn the 1947/48 academic year there were 25 full-time and 599 part-time students on the roll of the Technical College. By the time the College moved to Kowloon in November 1957, these figures had increased to 345 full-time and 5,532 part-time students.7 With the help of donations the Technical College expanded rapidly. New buildings were added which included an all-purpose hall, a dyeing and finishing block, a new electrical laboratory, another workshop block (for construction as well as electrical and mechanical trades), and a heavy-current workshop as well as a library, a textile workshop block, and a new classroom wing. It was estimated in 1967 that, of the total building costs of approximately $7.5 million, some $4.8 million (64 per cent) had been donated. Similarly $2.4 million (40 per cent) had been given towards the cost, or was the estimated value, of the donated equipment out of a total value of $6 million.\n\nDuring the 1960s the Technical College was mainly preoccupied with technician level work, but it also ran courses for technologists (professional) and a limited number at craft level. Most of this development took place under the direction of S.J.G. Burt, who had joined the Trade School in 1938 and was Principal of the College from 1951 to 1963 when he became a full-time technical education adviser to the World Bank. The late Sydney Burt has frequently been regarded as the \"grandfather\" of technical education in Hong Kong.\n\nThe Principal and staff of the College had long felt an institution was required which would concentrate on craft and technician courses. This is the main reason why the first technical institute (of which the author was the first principal) came into being in 1969. It occupied borrowed premises for one year, at the Technical College at Hung Hom, and moved to its new building, at Morrison Hill, in 1970.",

The Chinese subscribers, who had so generously supported the development of the LMS hospitals, gained and strengthened their power on its committees, but were involved also in these secular developments. The death of Dr. Ho Kai in 1914 coincided with staff shortages and restricted finance for the hospital, as war clouds gathered, making it harder to regain the lead. On the resignation of Dr. Sibree, the impetus for leadership and innovation was lost by the AMMH, although demand grew. It was not restored until the arrival in 1925 of Dr. Annie Sydenham, who, as a long term incumbent, was in a position to introduce preventive and outreach programmes. In his Report to the Governor, he described some changes he saw in the red and white cells under the microscope. Perhaps if he had time to pursue the study he might well have found the bacillus?\n\nMay 13th\n\nAnother heavy day. Hot sun. Cases pouring in and outlook appalling. Opened Kennedy Town Hospital.\n\nAs more beds were needed the local police station in Kennedy Town was evacuated and converted into a hospital.\n\nMay 15th\n\nOut of bed to Executive Council meeting. On this day's entry, there was the following annotation:\n\nMay 24th\n\nThe Glass-work hospital was filled up immediately and the scene there baffled description. When think of it now (1933) I wonder how anyone can come out alive.\n\nThe truth of the matter was that the Chinese did not want to be admitted into the Hygeia because it was under \"foreign control,\" meaning they would have to be treated by expatriate doctors with western medicine. They wanted another hospital like the Tung Wah where all patients, including plague cases, were treated by herbal medicine by Chinese physicians. The method of disposal of one such case is recounted in the District Commissioner's report for the year 1948-49:\n\n\"For the first time since 1913 a land dispute, which had dragged on for nearly a year, was resolved when one of the parties satisfied the District Officer Taipo of his good faith by decapitating a cock in a local temple, a supreme test of honesty. As the dispute was not formally heard under Part II of the Ordinance, the legality of this expedient will fortunately not be subject to review by a Judge.\n\n1920\n\nThirdly, the Full Court ruled that it had no jurisdiction to entertain a further appeal from the decision of a judge of the Supreme Court under section 23 of the New Territories Regulation Ordinance, 1910,\n\nThere are, however, a further eight unreported cases of the Supreme Court sitting in its appellate jurisdiction from decisions of the land officer in land cases arising in the New Territories. The cases all date to the first post-war decennium until 1956. The pre-war records of the Supreme Court were destroyed during the Japanese occupation 1941-45; and since 1956 there has been no appellate proceeding of this type.\n\nWithout proof by evidence in court, it would clearly be dangerous to rely upon works describing customary law obtaining generally or in certain areas of China in the past, as information as to customary law obtaining in the New Territories for Chinese customary law \"is subject to divergencies not only from Province to Province but sometimes from clan to clan in the same neighbourhood.\" Such books may have some comparative value.         "content_text": "built all over the Territory: a taste has sprung up for many foreign luxuries, and aerated waters, cigarettes, clothes, caps, towels and kerosene oil are now common objects of sale in the small market towns\". The district officer also noted the villagers' openness to new ideas: \"Contact with foreign ways has rendered the average villager less superstitious than of yore”: as an example of this openness to new ideas, he stressed the \"suddenness and unanimity” with which the New Territories villagers accepted the 1911 Revolution: \"all showed ... that they had long been ready to join the party of progress.\"\n\nIf, however, in the generation before 1911, there was already some openness to foreign ideas in the New Territories, the efforts by the Hong Kong Government to inculcate these new ideas formally through the schools were initially less successful. In 1902, the Brewin Committee recommended setting up government schools in the New Territories to teach village youths English and a modern curriculum. The first such school, at Yuen Long, was established in 1904, and schools at Tai Po and Cheung Chau followed in 1906 and 1909. However, in their first decade, these schools were unpopular with poor academic standards, and had little influence: in 1911 the three government schools only had 66 pupils between them, out of 3,085 pupils at school in the New Territories generally (2.1%). However, during the next decade the standards and acceptability of the government schools began to rise: in 1920 their combined enrolment reached 133. It was only after that date, however, that the government schools began to have any very marked effect.\n\nIn 1913 the village schools were brought within the ambit of the Education Ordinance. The Sung Report recommended paying a grant to those village schools of a better quality willing to include some modern teaching within their curricula. Initially 50 schools (out of the 260 existing) were chosen, and the scheme was begun in 1914. By 1916, however, only 11 of the aided schools were as yet able to teach a \"modern curriculum\". In 1918 a two-level grant scheme was introduced, and in 1919 a three-level scheme: this was designed to increase the number of schools eligible for a grant, and to increase the leverage of the government in introducing more modern subjects into the village schools. By 1921, however, there were still only 85 village schools which the government considered fit to receive any form of grant.",

        "content_text": "212\n\nThe following year the Government exercised its authority by withdrawing the $2,000 grant which had been awarded annually to the District Watch Force since 1870. The purpose of this small grant was to augment the contributions from the Chinese merchants for the running of the Force. However, Mr A. M. Thomson, the Acting Registrar General, considered that, because of the large surplus which the Committee had accumulated by 1893, there should be no need to resume the grant until 1905. The background to the distribution of this grant is of interest since it shows once again the interaction between the District Watch Force and the Hong Kong Government. During the years 1870-1873 an annual grant of $1,600 was paid to the 'Native District Watchmen' from a Miscellaneous services vote.18 In 1874 this amount was raised to $2,000 p.a. and remained listed as a miscellaneous expense until 1879. However, an important administrative change occurred the following year when the annual grant payable to the District Watch Force became a Police expense and remained as such until it was withdrawn in 1894.\n\nIncreased Government Influence\n\nIn mid-1897 the control exerted by the Government over the District Watch Force increased still further. Francis May, the Captain Superintendent of Police who had become a member of the District Watch Committee in 1894, had recommended that the District Watchmen on duty in Victoria between 6 p.m. and 6 a.m. should be placed on Police beats and be 'subjected to the supervision of Police Inspectors and Sergeants on patrol duty.' In his Annual Report for 1897 May took pleasure in informing its readers that this scheme had been introduced in June 1897 'to improve the efficiency of this very useful auxiliary Police Force, and to bring them into closer touch with the Police.'\n\nAs time went by the number of the District Watchmen increased gradually. Before the creation of the District Watch Committee the number had remained static with six Head District Watchmen and thirty-seven or thirty-eight District Watchmen. In 1892 and 1893 this grew to forty-two and fifty-seven District Watchmen respectively and the following year the addition of a further five District Watchmen and a detective bought the total number to sixty-nine men. In 1900 the Force became even more entwined with the Government when the latter, after several years of deliberation, finally granted a site for a Central Watch-house on the Taipingshan Resumption Area and promised a contribution of $1,000 towards the cost of its construction. Whilst this house was intended to accommodate the Watchmen of Districts 3, 4, 5 and 6, the premises were to include quarters for two European sergeants. When the building was completed in August 1902, far from being merely a house to accommodate the Watchmen, the quarters on the top floor were described as being 'sufficient for the accommodation of one married European Police Sergeant or for two unmarried Sergeants, who will be placed there by the Captain Superintendent of Police.' In 1903, two years earlier than anticipated by Mr A. M. Thomson, the allocation of an annual Government Grant of $2,000 was resumed and remained in force until 1936 when it was reduced to $100 p.a. because this was 'considered sufficient.'\n\nIn 1904 a further thirteen District Watchmen's posts were added and the reasons behind this increase illustrate, once again, the influence which the Hong Kong Government exerted over this force of supposedly private security men. According to the section of the Registrar General's Report of 1904 dealing with the performance of the District Watch Force, 'During the year 1904 the Force had been increased by thirteen men consequent on an understanding come to with the Government by which a piece of land in the Eastern part of the town was given as a site for a District Watchmen's House on condition that the number of the Force was increased.' Stripped of the convoluted language, this meant that the District Watch Committee had to agree to the employment of more Watchmen if they wanted the extra space. The cost of building the quarters in Stone Nullah Lane near Wanchai Market was to be $4,000 and a contract to that effect was drawn up. In the same annual report the Registrar General noted rather critically that the condition of the Force during the year was not quite satisfactory. Because of the difficulties in attracting and retaining good men, a pay rise was introduced in August 1904 which brought the pay scale into line with that of the Chinese Police. Problems concerning remuneration were nothing new. In April 1897 an allowance of $2 per month was awarded to each Watchman because of the high price of rice but even this was insufficient to entice good quality men into the Force during 1901. This was certainly a considerable improvement from the situation which existed a mere decade earlier when District Watchmen had been specifically excluded from searching passengers who arrived at or left Hong Kong by ship.24\n\nIn 1930 a new Ordinance, No. 23 of 1930, was passed entitled the District Watch Ordinance and, although its provisions differed very little from Chapter IV of the 1888 'Regulation of the Chinese Ordinance,' it is useful to repeat the justification given by the Attorney General at the first reading of the new Bill since it illustrates the apparent high regard in which the Force was held at this time: 'It has been decided that this very valuable Force should have an Ordinance of its own and the name of the Committee had been changed from The District Watchmen's Committee to the District Watch Committee as more suitable and as preferred by the Committee themselves.'25 Only when the replacement Bill was read for a second time do we see that a new ordinance was a necessity since other parts of the \"Registration of the Chinese Ordinance' were considered to be of no further use in the interests of the Colony generally.' Along with the new ordinance, a new pay scale was introduced in 1930 and the establishment of the District Watch Force rose to 133 which enabled the patrols to extend to Shamshuipo.\n\nDuring the next few years more Watchmen were recruited and by 1934 the full strength of the Force was 140. Not only did they attend the Police Training School, they participated in revolver courses organised by the Police. 1933 was particularly glorious for the Force since every one of the 131 District Watchmen who took part in the revolver course passed.26 Although the District Watchmen had considerable success in bringing suspects of minor crimes to Court, they were much more than a duplicate Police Force, even though they did assist the Police in dealing with serious crimes such as the riots of 1894 and Communist infiltration in 1929. We have seen that as early as 1883 they were engaged in sanitary duties and in 1899 'during the outbreak of plague in the summer months 8 District Watchmen were employed on special duty at the Tung Wah Hospital.' Articles on cricket include, Days of Yore, China Coast Cricket (1922-23), A Brief History of Cricket in Hong Kong, by Peter Hall, written in the 1990s, and Cricket in Shanghai (2 pages). In 1981, Arnold Graham donated a large collection of cricketing books and magazines to the Hong Kong Cricket Association.\n\nIn fact, when Arnold Graham came to play cricket in Hong Kong in 1933, he was married in Saint John's Cathedral and there is a wedding photograph to prove it.\n\nAnother of Arnold Graham's pastimes appears to have been the Garrison Players and, on different occasions, he played the role of both producer and actor. Various plays, mostly with a British ring about them, were staged. These included HMS Pinafore, Trial by Jury, Merrie England (1926) and The Scarlet Pimpernel.\n\nIn the box sent by Arnold Graham's daughter there were also a number of photographs and snaps of places like Hangchow (1932 and 1933) and the Hong Kong and Shanghai Bank on the Bund. Also included is what could have been a soccer team where all players are Chinese, except for one European. There are also photocopies of pictures of groups of people taken at the Hankow Races in 1888, the Hankow Club in 1934 and 1935, and a picture of the stewards of the Shanghai Paper Hunt Club, season 1926-27. Many of the pastimes, years ago in Shanghai, were similar to those of Europeans in Hong Kong.\n\nArnold Graham also spent much of his spare time with the Shanghai Volunteer Corps, over a period of 13 years, and there is a paper about the socio-military history of the Corps (14 pages). There are photographs of a military tattoo and another of a group of officers, mainly Europeans (one presumes of the Corps), taken in 1937. There is also a large, dark-blue epaulette, which appears to have been cut from a uniform, embroidered with a gold dragon.\n\nHaving had only one home leave in 13 years he managed to persuade his employer to grant him furlough during the Second World War, whereupon he joined the army in New Zealand.         "content_text": "213\n\nA Brief History of Technical Education in Hong Kong\n\nKong today. In the early 20th century it formed a department under the Director of Education. It had no building of its own but was housed in Queen's College,\n\nthen sited on Hollywood Road. In 1913 it entered a mere 161 candidates for local examinations of whom 116 passed. Subjects included shorthand, sanitation, building construction and field surveying. This first Technical Institute was\n\nabsorbed into the Hong Kong University when it opened in 1912.\n\nPost-World War One\n\nThe development of technical education was nevertheless slow, But in\n\n1926 the Salesian Roman Catholic Fathers, who have done so much over the\n\nyears to promote technical education, commenced shoemaking, carpentry, tailoring and printing courses and, at about the same time, the old Taikoo Dockyard in Quarry Bay started classes for their own apprentices.\n\nIn 1931, a committee was formed under the chairmanship of Sir William Hornell, then Vice-Chancellor of Hong Kong University, to consider the\n\npossibility of introducing a system of technical education. The Report's three\n\nmain recommendations were:\n\n* the setting up of a junior technical school,\n\n* the provision of evening classes for apprentices, and\n\n* the commencement of full-time classes at a later date.\n\nAs a result the Junior Technical School, Government's first venture into\n\nfull-time technical education, was up and running by 1932. This secondary school ran a comparatively narrow, four-year course designed mainly as pre-apprentice training for the engineering trades. I remember JTS, as it was usually called, in the mid 1950s in more or less that form, where the Headmaster, an Englishman,\n\nwas a pattern maker by trade and proud of it.         "content_text": "II\n\nasked that Britain should approach Australia to secure for Hong Kong the same tariff preference as Britain enjoyed, in accordance with article 15 of the Ottawa agreement. He pointed out that Hong Kong had granted Australian brandy a preference in the excise duty of three dollars a gallon and had received nothing in return. Cunliffe-Lister refused to take any action minuting that he was not prepared to press for equal treatment in the dominions for British and colonial industries like shipbuilding in which owing to different standards of living the levels of cost were necessarily different. This attitude shocked the civil servants in the Colonial Office. One senior official minuted, 'I have always assumed that the Secretary of State would be the advocate of colonial interests.' The matter was not allowed to rest there in spite of the views expressed by Cunliffe-Lister. Officials consulted the Board of Trade and when that department raised no objection a letter was sent to the Australian High Commission asking for the grant of preference. The Australian government was most unwilling to extend preference to a territory with oriental wages even though it was part of the empire, but eventually granted all the colonies preference at the same rate as Britain in respect of vessels over 500 tons only.\n\nIn 1933 Hong Kong manufacturers followed the lead of the Singapore factory in vigorously expanding their exports. Sales to Britain grew from HK$16,190 in 1930 to HK$454,252 in 1933 and to HK$1,823,874 in 1934. British manufacturers protested to the Board of Trade about this competition in their home market and the Board of Trade passed on their complaints to the Colonial Office. Cunliffe-Lister suggested that Britain should confine its preference to primary products and that entry free of duty should be refused to colonial manufactured goods which could compete with an efficient British industry. This proposal did not find favour with the civil service. Instead officials proposed that an interdepartmental committee should be set up to consider the whole question of the industrial development of the colonial empire. The committee was composed of officials from the Board of Trade, the Department of Overseas Trade, the Dominions Office and the Colonial Office. The first meeting was held in January 1934. R.V. Vernon of the Colonial Office was the chairman and was said to have been largely instrumental in drafting the committee's report.\n\nThe committee concluded that industrial development in the colonial empire was an inevitable contingency which could not be prohibited or indefinitely retarded; but the committee saw no reason why a conscious policy of the artificial encouragement of industry should be undertaken by the institution of a tariff high enough to protect the products of local industry from imports from Britain or elsewhere.         "content_text": "Though the 1934 interdepartmental committee report had not been officially approved by the cabinet, the Colonial Office regarded it as an authoritative guide to policy. Governors were instructed to refer all proposals for industrial development to London before any changes to tariffs or excise duty were submitted to legislative councils, or any promises of financial or other assistance were made to the promoters of the project. Entrepreneurs also approached the Colonial Office directly with their own schemes for industrial development. Officials examined the proposal to see if it was economically sound. Normally the Board of Trade was consulted for advice as to whether British exports would be adversely affected. Expert advice was sometimes obtained from outside government. If the colony was receiving a grant from Britain to balance its budget, the views of the Treasury were sought. The general attitude of the Colonial Office was an exceedingly cautious one, but if the project appeared to be economically viable, officials did not feel justified in preventing its development.\n\nWhen a proposal was rejected by the Colonial Office, a governor could still protest at the decision, arguing that the special circumstances of his colony should be taken into account. Governors often submitted counterproposals suggesting a lower protective tariff or a different mix of financial incentives to enable the project to go ahead. Governors were insistent on the need for industrial development, and the Colonial Office was always very reluctant to overrule a governor who persisted in pressing his views on what was in the best interests of his colony. In 1936, the colonial secretary wrote to the chancellor of the exchequer suggesting that the cabinet should reconsider the 1934 Report, so that when writing to governors, he could refer to the principles laid down in the report as having the authority of the whole government. The Federation of British Industries had also written to the Treasury complaining about competition from dominion and colonial manufacturers which enjoyed free entry into the British market. Treasury officials believed that the Colonial Office was too ready to sanction the establishment of industries in the colonies which might adversely affect British exports, ignoring the fact that Britain bore the whole cost and responsibility for the Royal Navy and colonial defence.68\n\nA new committee was set up, which, unlike the 1933 committee, included representatives from the Treasury and the Bank of England. It met for the first time in February 1937. The committee tried to formulate general principles, but found that in every case they examined, special considerations could be adduced to justify the new industrial development. Almost all the raw materials for industry had to be imported. The population (840,000 at the 1931 census) was wretchedly poor and could not provide the purchasing power to support large-scale industry. But Hong Kong was well-placed to export cheap manufactured goods to the vast market of China and the neighbouring countries of Asia where until the 1930s tariffs on imports were low. The world depression led China and other Asian countries to erect high tariff barriers which threatened to cripple Hong Kong's burgeoning industry. The colony was saved by the decisions taken at the Ottawa conference to adopt the policy of imperial preference. This handicapped its main competitor, Japan, by imposing high tariffs and later quotas designed to exclude Japanese manufactures from markets in the British empire. This created a vast imperial free trade area embracing Britain, its colonial territories and New Zealand. Traders and businessmen in the African or Caribbean colonies could have seized the opportunity to exploit it, but it was only the energetic and adaptable Chinese entrepreneurs of Hong Kong who did so.
