PRYOR\n\nSection 151 of the new Ordinance restricted the depth of domestic buildings to not more than 40 ft; greater depths could be permitted, however, if every storey were provided with windows to ensure that the whole storey was adequately lit. Another provision prohibited rooms in existing domestic buildings which had neither a window nor skylight. Cubicles were limited to no more than two per room and each cubicle had to have a minimum floor area of 64 sq. ft. and a minimum depth or width of 7 ft. In rooms with no adequate natural lighting and ventilation, cubicles were prohibited.\n\nSection 179 of the Ordinance when first mooted required every domestic building to be provided with open space at the rear equivalent to not less than half the roofed-over area of the building; however, due to opposition from property owners, this provision was made to apply only to buildings erected on land leased after 1903. For buildings erected on land obtained before that date, the amount of open space to be provided was not less than one-third the roofed-over area.\n\nIn the case of building heights, opposition from vested interests also resulted in differential controls being applied so that on land obtained after 1903 the height of buildings was limited to a dimension not greater than the width of the street whereas for land that was leased before 1903 the maximum height was set at one-and-a-half times the street width. A maximum height of 76 ft. and a maximum of four storeys also applied in addition to the above limitations. These provisions remained in effect until 1935.\n\nIt was not long before the new regulations came under attack, and in 1906 a commission was appointed to look into the effectiveness of the Ordinance and also the existence of corruption in its application.         "content_text": "EUROPEAN WORKING CLASS IN 19TH CENTURY\n\n93\n\nclandestine (i.e., unlicensed and unregistered) brothels. For example, John Lee, an Inspector of Brothels in 1877, had joined the Hong Kong Police in 1864 and had been appointed Inspector of Brothels by the government in 1870. As a constable he had spent part of his service on dockyard duty; appointment as an Inspector of Brothels was a step up in the world; he improved both his status and finances. Such persons, too, had chances of obtaining, corruptly, substantial sums of money from Chinese, in this case from brothel keepers and their charges.5\n\nThe increase in demand for, what may be termed, low-level European man-power, was caused by the establishment of new government departments and an expansion in the activities of the old, as ordinance after ordinance was introduced into the colony. This was particularly true of the Surveyor General's Department, renamed the Public Works Department (P.W.D.) in 1891. The carrying out of large public works projects, such as the construction of public buildings, reservoirs and roads, meant that there was an increasing need for supervisors, overseers and inspectors. There were difficulties in finding suitable men. Departments had to take what they could find locally. Some specialists badly needed by the Hong Kong government were, however, recruited in London by the Crown Agents.\n\nMany P.W.D. overseers were former Royal Engineers, who had taken their discharge in Hong Kong, and as soldiers had had experience in the building of fortifications and other military works. They were, in modern army parlance, ‘tradesmen'. But an overseer admitted to a commission of enquiry in 1902 that it was always difficult to obtain responsible assistants:\n\n\"You can get beach-combers (sic) and old sailors, but they are no earthly use if you put them on a job and you have to depend on a Chinese foreman or contractor for a knowledge of the details of the work. They must be figure heads, but it is no use to put them on a Department like this.\"\n\nHe also confirmed that ‘any European here—it doesn't matter who he is or where he is picked up—can be put on a job and is termed an Overseer'. An architect concurred, stating that many overseers were picked from the beachcomber class.         "content_text": "# EUROPEAN WORKING CLASS IN 19TH CENTURY\n\n111\n\nIt is exceedingly difficult to assess the cultural impact of working-class Europeans on the Chinese population; there were strong, but not completely impenetrable, barriers between the two; each despised the other, the underdog European particularly so. Although the latter usually lived in Chinese quarters of the town, spoke pidgin English or a little Cantonese, and often lived with a Chinese woman, this did not make him necessarily feel less British. He was, it can be inferred, as jingoistic as his counterpart in Liverpool or London, buoyed up at times by a sense of racial and national superiority. He did not belong to Chinese society and, it can be surmised, never wished to. He was more at ease with Portuguese and Eurasians; but his social contacts with them were often touchy, prickly, and patronising; for even the déclassé European knew he was a member of a dominant race.\n\nAt the end of the century, Taipan and pong-paân were residentially segregated. He strongly opposed the sending of an investigatory commission from London, which the Colonial Office had been pressing upon him. Peel's views were supported by the Permanent Under-Secretary and officials in London, who advised against any immediate action. A League of Nations commission to enquire into the international traffic in women and children was about to visit the Far East and this gave a good reason for delay, since any sudden change of policy would appear to be either designed to impress the commission or else to be an admission of guilt. Lord Passfield accepted this advice.\n\nFor the next six months the question was allowed to rest. Then in June 1931 Peel again wrote to the Colonial Office, enclosing a long memorandum on the legal position of brothels in Hong Kong written by the Chief Justice, Sir Joseph Kemp. This legal exposition concluded by warning that, though the suppression of all registered brothels might possibly lead to less illicit intercourse, it would probably arouse great resentment if the Chinese brothels patronized by the Chinese were to be suppressed. He continued: ‘I fear the danger of shaking the loyalty of the Chinese community as a whole and their confidence that the government will respect Chinese customs generally. The risk may have to be run, but I think it is a real one. It must be remembered that the Chinese do not view prostitution as we do. They look upon it with a more lenient eye, though excess is reprobated just as excess in other forms of self-indulgence is reprobated. Prostitutes are not social outcasts to the same extent as in 'Western' countries. A prostitute often becomes a highly respectable concubine . . . I realise that this is a very difficult defence to make, especially as the English public do not always realise the delicacy required in ruling an alien civilisation.' Peel offered up a small sacrifice to appease the Secretary of State: he suggested that the seven brothels containing European prostitutes should be closed down. This was not a sign that Peel had been converted to the moralists' point of view; European prostitutes were customarily deported from Hong Kong from time to time, since their presence was considered demeaning to European prestige in the East. This decision to close the brothels employing European, Australian and American women was endorsed by the Executive Council in July 1931.",

The questioner did not realise that the proposal had never come before the Legislative Council but had only been under consideration in the Executive Council.\n\nIn reply to the question the Government spokesman said the matter had been under consideration by the Colonial Government and the Governor was to be asked what measures, if any, were contemplated.\n\nA comment for the information of the Under-Secretary minuted on a Colonial Office Despatch contained the following history of the progress of the Sanitary Board's recommendation through the Executive Council. In June 1919 the Executive Council in Hong Kong had considered the proposals of the Sanitary Board but had postponed the matter. The next week it asked the Sanitary Board to supply statistics relating to the classes of work in which children were employed and the hours of work. This report was considered on 24 July, but the Colonial Secretary had concluded that if the education problem were solved, then the child labour problem would solve itself. Though the Executive Council side-stepped the problem, pressure for action was continued by interested groups. At the end of December the Council proposed appointing a Commission to enquire into the conditions of the industrial employment of children and to advise as to the desirability and feasibility of legislation. But as the agitation died down the Executive Council in March 1920 decided to postpone the appointment of the Commission.\n\nProposals passed at a Church of England Men's Society Meeting February 1921\n\nThe example Hong Kong could set for China was a theme which ran through the discussions on child labour laws. Poor man, he was only obeying his orders and did not know what to do; but he went. After that we were only watched by plain clothes men; but the dismissal of the escort, or prisoner's guard, as it would be called to the natives, showed the natives that we intended to be masters in our house, and helped to break down the fear under which they laboured.\n\nI was sorry to lose the men of the escort: they came from far away Hunan, and were good representatives of the salty peasant stock of a great nation.\n\nExcept on certain main routes used by the Chinese troops the villages in Kokang were not deserted, like many of those we had passed in Yunnan. It is an old story. A British officer, H.P. Davies, who was travelling through these parts in 1895, wrote: 'Our first march only took us back to Na-hsang, the place I had passed through on my way to Tawnio. This village which appeared quite prosperous a month before, we found almost entirely deserted. On enquiry we learned that some Chinese soldiers were expected there soon as escort to the boundary commission. No doubt these worthy villagers had had previous experience of Chinese troops and were determined to hide themselves and their property as much as possible.\n\nTawnio in Burmese, and Malipa in Chinese, is the name of the chief town in south Kokang; Na-hsang is a village across the border on the Chinese side. Here again it is most unfair to blame the Chinese troops. They are expected to move without commissariat and to live off the country; they have no money with which to pay for what they take, so no wonder the people of the villages make themselves scarce.\n\nAt Nancha we came across the makings of a small tragedy. The old headman had two unmarried daughters - his son had been carried off by the Chinese to attend school at Kun-ming, in other words he was a hostage - the elder of whom had bound feet, and the younger not bound. The modern young men would no longer look at any girl with bound feet; that was out of fashion; but until the elder sister was married, the younger, a bright good-looking girl, could not marry. It was a puzzle to which there appeared to be no solution. But the women in these parts are very independent; I heard later that the younger girl had run away from home and married the swain of her choice by just going to live",

        "content_text": "99\n\n1941 there were thirteen operational batteries (complete with underground ammunition magazines, living quarters and access roads) on the Island, the earliest emplacements for these being built around 1895, an underground battle headquarters off Queen's Road near the naval dockyard (completed in 1940) and scores of reinforced-concrete structures comprising pill-boxes, observation posts, searchlight positions, anti-aircraft sites, bunkers, shelters, ammunition and stores dumps, tunnels and water tanks. On Stonecutters' Island the Royal Navy built between the World Wars a huge ammunition depot which included eleven large underground magazines; earlier the first land-based explosives' depot was completed here in 1876 from where it was transferred to Green Island in 1906. Of the original six battery emplacements designed and constructed on Stonecutters' Island during the period 1880-1905, only one remained commissioned at the outbreak of hostilities.\n\nThe two battery positions on Devil's Peak in Kowloon overlooking Lai Yue Mun gap were constructed soon after the New Territories' lease was signed in 1898 and a redoubt on top of the hill was completed by the Royal Engineers in 1914. The guns however were removed in 1936 and transferred to the Island. Subsequently the 18km-long Gin Drinkers' defence line was constructed during the mid-1930s across the hills to the north of the Kowloon peninsula and comprised a series of pill-boxes, trenches, bunkers and tunnels, the key feature being the underground Shing Mun Redoubt covering some five hectares on the northern flank of Smugglers' Ridge.\n\nThe decision to construct air raid shelters so that the whole urban population could be protected was not taken until 1940. In the space of about a year some 22 kilometres of 2.5m-size tunnels (of which about 80% still exist) were constructed on the Island and in Kowloon, including one adjacent to the Secretariat in Lower Albert Road which extended to Government House causing structural damage. In view of the urgent need for these tunnels, the project was arranged on a cost-plus basis and gave rise to rampant corruption, one architect involved even committing suicide to avoid giving evidence. The sub-standard pre-cast concrete breeze blocks made by the Director of Air Raid Precaution's girlfriend's firm are still (or at least until recently) known in the trade as Mimi blocks.         "content_text": "204\n\nIn the late 1860s the regular police came in for massive criticism because of claims of corruption and general inefficiency. As a result of public and other concerns, a Commission of Enquiry was convened in December 1871 to inquire into and report as to the present organization of the Police Force generally, and to suggest such improvements and reforms therein as may be thought expedient by this Commission.'10 Although the Commission's main raison d'être centred around the many defects of the Hong Kong Police, its ambit also included the District Watch Force. Thus, in the last days of his Governorship, MacDonnell tasked the Commission to 'report as to the expediency of continuing to maintain, with Chinese co-operation and pecuniary aid, the auxiliary force of District Watchmen,' and to determine whether the latter body 'has rendered any essential or useful service to the Colony, also whether, as at present controlled, there is any danger to be apprehended practically from allowing such a force to be maintained'. The pseudo-apologetic language used by the outgoing Governor suggests that the community still contained many who wished that the force of District Watchmen would just quietly disappear or at least be swallowed up by the Police Force.\n\nThe Commission's Report was finally published on 27 June 1872, by which time Sir Arthur Kennedy had succeeded MacDonnell as Governor. It was a lengthy document, and the District Watch Force seemed to be one of the least contentious issues, with the majority view holding that they were 'a useful body of men.' The Commission recommended that they should be left alone for the present, but, with the reorganization of the regular Police, 'they should be gradually disbanded or absorbed into the latter force.'11\n\nSanitary Matters and the District Watch\n\nMany books about Hong Kong have documented the problems which have existed in sanitary matters since the colony's earliest days. Indeed, the lamentable lack of adequate sanitation was one of the main reasons cited for the high loss of life in the military and the police. Throughout the years, the considerable growth in population was accompanied by a corresponding increase in waste materials of all kinds.
