        "content_text": "LIFE IN THE NEW TERRITORIES \n\n81\n\nweddings and funerals, repairs to the ancestral temple, and so on. In \n\nAnother and less formal method of securing these aims is the setting aside of joss and oil fields, sometimes known by the obscure title of ching sheung 1, whose proceeds, again, are used for the proper observance of ancestral rites and other family needs.1 One need hardly emphasise the integrating effect of these land measures,\n\nTo understand the people and their outlook and background it is necessary to see to what sort of government they were accustomed.1 The government of the San On district was essentially Confucian, like that of every other administrative division; by which I mean that Confucian principles were ostensibly followed. This was sealed by the state worship of the sage. In every district city there was a temple to Confucius styled a man miu in which the District Magistrate, his senior staff and the local gentry paid the customary respects to the sage and his seventy-two disciples on his birthday (twenty-seventh day of the eighth moon) and at the spring worship or chun chai 1 in the second moon. The same thing happened at the prefectural and provincial capitals. At the head of the San On district was the District Magistrate whose superior was the prefect of the Kwang Chau prefecture which embraced at least five large districts. He was subordinate to the provincial governor and he in turn to the Viceroy of the two Kwang Provinces of Kwangtung and Kwangsi. The nature and duties of the provincial officers had been established since the T'ang dynasty and for well over a millennium the pattern of government had been cast in an identical mould. The District Magistrate was usually a scholar who had taken one of the metropolitan examinations at Peking and he was always a native of another province than his native one, this being a long standing rule. He spent three or six years in one post and was then moved elsewhere, and was promoted in due course to be prefect or to higher office through merit, connections or good fortune. Some persons began and ended their official careers as District Magistrates.\n\n1\n\nThe District Magistrate's duties were many and his competence was most extensive. He was, in truth, the father-mother official1 of the people so called by them and also so styled in official documents because of his authority over all their affairs, criminal or civil. An instance of this outlook is a proclamation issued by the Canton Viceroy in April 1899 in which he told the people of the New Territory that the English government had agreed that \"the people are to be treated with exceptional kindness \".10 On the reverse side of the medal the magistrate could also, like his followers in the tribunal, use his authority to evil purposes and be referred to as being as (fierce as) a tiger\" 如虎 or a dog-official\"35 whose extortions and venality were a byword \n\n44 \n\nin the district.1 \n\nC4 \n\n+ \n\n17 \n\nIn his government the Magistrate was usually assisted by an indoor and outdoor staff. The former might consist of personal adherents from his own home district who followed him from post to post, and partly of local personnel of the tribunal or yamen4 such as a legal adviser, secretaries, and land clerks, whose local knowledge it would be difficult to dispense with. All these were entirely dependent upon the magistrate for their livelihood, and upon what they could pick up in the course of their duties. To maintain his position and put food into the mouths of the members of his personal staff and their families the magistrate was given an inadequate salary by government. There were in addition the outdoor staff which comprised a considerable number of police, watchmen, runners and the like, who may have been paid by Government despite what Lockhart says to the contrary, but used their opportunities as they came, \n\nIn the San On district the Magistrate's yamen was at Nam Tau, which lies beyond the northern or further shores of Deep Bay on the far side of the Nam Tau peninsula. This was the district city where the treasury, jail and examination halls were also situated. It also contained a Confucian temple. The seat of government therefore lay outside the borders of the New Territory which, however, was served by several of his subordinate officers. He was assisted by an assistant magistrate10 whose office was at Tai Pang north-east of Mirs Bay and outside the New Territory and two deputy magistrates, one of whom was stationed within the walled city of Kowloon. They had power to make arrests and conduct preliminary enquiries but were bound to refer most cases to Nam Tau for final decision. HAYES \n\nDespite the presence of troops, military posts and police of two types in the Territory, besides the assistance of the local kuk, the magistrate's power to prevent crime appears to have been limited. Piracy, in particular, was rampant at different times, and ranged from the anti-dynastic activities of Koxinga in the mid-seventeenth century on behalf of his former masters the Great Ming, (which occasioned the removal from the coast) through the widespread depredations of large pirate bands at the beginning of the nineteenth, to the milder but still disconcerting activities of the period under review. \n\nIt is necessary to emphasise the prevailing unrest, since until quite recently the only striking difference between the New Territory in 1898 and the territory we know to-day was the imposition of the pax britannica. Until the British Government got into the saddle and established its police stations and patrolling launches, the people were subject to piracy, robbery and other forms of violence as from time immemorial. The Governor mentioned specifically in a despatch to the Secretary of State in April 1899 that “the (Tai Po) district is well known in Canton (i.e. to the Viceroy) to be turbulent, that to the N.E. of Mirs Bay being noted for piracy, and so ill-disposed that I am informed no Customs Official dares to land there except with the support of a revenue cruiser”.30 He probably had this from \n\nLockhart, his main source of reliable information at this time. Of course, the local population were sometimes not averse to such efforts themselves, and as a British Consul wrote at the time \"The old free-booting spirit still survives among many who are now apparently peaceful traders and fishermen [of which] we occasionally get startling proofs in some unexpected daring act of piracy on the high seas or along the coast\".31 Smuggling was also common, whether of salt or opium.** \n\nLooking outside the district to the province and its capital city Canton, the political scene, as revealed by the Trade Reports to the Foreign Office of consuls in the several British treaty ports of Canton, Amoy, Samshui and Pakhoi was the reverse of satisfactory. Though written by a succession of men of obviously varying temperament and outlook they reveal a sad state of affairs. Everywhere there were disturbances which the civil authorities were slow, or incapable to correct, and clear signs that the dynasty was held to have exhausted its mandate from",

For this quotation see p. 198. Lockhart was referring specifically to development which was noticeably lacking. The same cannot be said of the population during this period. The evacuation of the coastal areas (1662-69) caused a great disruption to the villages at the time. For a brief mention in English, based on Chinese authorities, see S. F. Balfour, \"Hong Kong before the British\", an article in T'ien Hsia, Vol. XI, No. 4, 1941, p. 334. In any case there has been a continuous inward flow of both Cantonese and Hakka since then, more especially of Hakka in the 19th century, from which time many of the hill villages in the Colony take their origin.\n\nIt is interesting to compare this report with a book on Wei Hai Wei, Lion and Dragon in North China (London, John Murray, 1910) which was written by a junior colleague from Hong Kong, R. F. Johnston (1874-1938) who went to Wei Hai Wei as Magistrate and Secretary to Government in 1904, probably at Lockhart's request. Johnston, later knighted and Professor of Chinese in the University of London was a man of great application and erudition who became tutor to the deposed boy emperor, P'u Yi, (1919-25) and wrote the well-known book Twilight in the Forbidden City, (London, Gollancz, 1934). He was himself Commissioner of Wei Hai Wei 1927-30. His detailed description of Wei Hai Wei, its people and their customs leaves an impression of the striking similarity of life and thought between that remote part of Shantung and this small corner of Kwangtung. The means of government was of course the same, but so also are the ways of doing and thinking which seem, in my own experience, hardly to differ at all despite the different agricultural background. To anyone interested in the Chinese peasant Johnston's book is a mine of information. The annual reports on Wei Hai Wei presented to both Houses of Parliament are, too, an interesting commentary on life in this northern leased territory.\n\nThe market towns of the New Territories in 1898 were Tai Po, Yuen Long, Tai O, Cheung Chau, Sai Kung and Tsuen Wan. A despatch of 1905 in connection with the Kowloon-Canton Railway No. 59 dated 11th January 1905 from Governor Sir Matthew Nathan to the then Secretary of State, Mr. Lyttelton gives some figures. Yuen Long had \"seventy-four shops of which twenty-five are large and deal in rice, oil, samshu etc. The remainder belong to barbers, doctors, jewellers, vegetable sellers, piece goods dealers etc.\" Tai Po Market consisted of twenty-three large shops and fifteen smaller ones, Tsuen Wan had a few shops supplying the local needs\". No figures are given for Cheung Chau or Tai O with which the railway was not concerned, but an inscription of 1878 inside the grounds of the Fong Pin Hospital at Cheung Chau states that there \"used to be over two hundred shops trading here\". Lockhart Papers 1899, p. 207 gave Cheung Chau a population of 5,000, whilst Tai O with its fisheries and salt pans was reported to have about 3,000. These were larger towns than Yuen Long (no figure given), Tai Po (280), Sai Kung Market (800) and Tsuen Wan (900). The present New Territories towns were not the largest in the San On district. Pride of place went to Sham Chun, now on the Chinese side of the border, with sixty-one large shops and three hundred and twenty-three medium sized shops, and to Kun Lan Hui, also north of the border which was the cattle centre of the whole district with fifteen large and one hundred and thirty-six medium sized shops.         "content_text": "122\n\nNOTES AND QUERIES\n\nQUERIES\n\nPRELIMINARY REPORT ON THE FINDS AT SHEK PIK\n\nAt the beginning of March 1962 a bulldozer employed by Messrs. Dragages on the reservoir site at Shek Pik, south-west Lantau, uncovered coins and pottery on the hillside above the abandoned village of Shek Pik Wai. Unfortunately, the find was not reported by the Company and it was only after a member of the Chief Resident Engineer's staff got to hear of it that steps were taken to recover as much as possible from the workmen.\n\nSome three hundred coins and several small sherds of pottery and porcelain were handed in to the Waterworks Office by the Chief Resident Engineer, Shek Pik and these were sent to the Curator of the City Hall Museum, Mr. J. M. Warner, who passed them to me for a preliminary examination.\n\nOn Sunday, 11th March, members of the Archaeological Team of the University went out to Shek Pik and spent the better part of a day looking round the area which had been cleared by the bulldozers. We managed to recover over a hundred more coins and, which was possibly of greater importance, picked up fragments of porcelain from the site.\n\nThe coins have now been given a preliminary classification in the District Office, Islands. Fortunately, despite their long burial, the characters on most of the coins are still decipherable and it has been possible in all but a few cases to determine to which reign dates they should be assigned. They appear to be copper coins and with the exception of two small groups, have reign titles in the Sung Dynasty (960-1278). Of the sixty reign titles of the eighteen emperors of this dynasty, both Northern and Southern Sung, twenty-nine are represented among the coins which have already been recovered. There is also a group of coins which bear the characters Wang Sung, Shêng Sung, and Ta Sung. These appeared along with coins bearing a reign title, and can also be fixed accurately in time, in these cases 1038-40, 1101 and 1226 respectively. The date of the coins covers the whole length of the Sung period, that is approximately three hundred years from the mid-tenth to the late thirteenth centuries. Besides Sung coins there is a small",

Lin Tse-hsü was dismissed from office in 1840 and later sentenced to exile in Ili in Chinese Turkistan, where he remained for three years. He was allowed to return to Peking in 1845. John Robert Morrison (1814-1843) was born in Macao, the second son of Dr. Robert Morrison and his first wife Mary (née Morton). He had some schooling in England but at the age of twelve he came back to Canton with his father in 1826. He became a fluent Cantonese speaker as well as a Chinese scholar, and on the death of his father in 1834 was appointed Chinese Secretary to H.M.'s Commission in China. In 1838 he became, in addition, Interpreter, and in 1841 succeeded Elmslie as Secretary and Treasurer to the Superintendent of British Trade in China. In 1843 he was appointed Chinese Secretary and member of the Executive Council of the newly founded Colony of Hong Kong and was recommended for appointment, by the Governor, as Colonial Secretary. Before the appointment was approved, however, he died in Macao in August 1843, and was buried in the Old Protestant Cemetery there. (L.T.R.)\n\n27 Kwang Chow Foo. (J.L.C-B.)\n\n30 Fearon, Samuel Turner Fearon was the second son of Christopher Fearon and Elizabeth Noad who were married on 14 May 1818 at the Streatham Parish Church. His father served as a midshipman at the Battle of Trafalgar and after being discharged from the Royal Navy he joined the Honourable East India Company's marine service. In this service he made a number of voyages to Canton and when he decided to take a shore posting there he brought his wife and family out with him. Samuel became a fluent Cantonese speaker and in 1838 was appointed Interpreter to the Canton General Chamber of Commerce. After the cession of Hong Kong he was appointed interpreter and clerk of the Chief Magistrate's Court and a couple of months later were added the duties of Notary Public and Coroner. Three years later he was appointed Assistant Magistrate of Police and on 1st January 1845 he became Registrar General and Collector of Revenue. In July 1845 he was granted a year's sick leave and while in England he was appointed Professor of Chinese at King's College, London, an appointment which he held from December 1846 until December 1852.         "content_text": "PENG CHAU \n\n79 \n\nprovide complementary information which makes it clear that this is the position. \n\nThough this is not stated in the deeds, it is very likely that these two Tongs were related and formed part of one large clan. Of the two, the CHAN Yan Hop Tong is evidently the principal and probably owned more land on Peng Chau than the portion it leased to the other Tong. It is interesting that it still owned land on the Lantau coast after 1898 when the land registers give its address as Nam Tau, the district city of San On. However, on the scanty information at present available, this Tong is rather a shadowy body, though we have a little more information about its lessee, the CHAN Yee Ka Tong, which itself may have been quite wealthy. On one of the 1882 deeds the seller CHAN Kai-sin describes himself as Chung Tong Shi 中堂司 of this Tong. This must have been a clan office and the seller and other members of his Tong were almost certainly resident in Tung Kwun and not in Peng Chau. A few years before (1878) the commemorative tablet in the Tin Hau temple \n\nlists the CHAN Kai-sin Tong4 as having contributed six taels of silver to the repair fund. In the light of the deed, the inscription on the tablet is probably a mistake and should have read CHAN Yee Ka Tong, of which CHAN Kai-sin was a leading member. This gift put this Tong among the main subscribers, thereby attesting its importance on the island. The other is not mentioned on the tablet. \n\nThese Tongs were almost certainly absentee landlords, and the first of them may perhaps have had tax-lord privileges for the whole island which may have been granted to it at an earlier and unknown date, in the eighteenth century or even before, in return for services rendered to the imperial government.27 They most likely belonged to a family of scholar gentry of some importance in its own locality, and the rents from its Peng Chau property would help to support its members and provide funds to enable them to study for the examinations and so continue to obtain official posts. \n\nWhilst the 1798 tablet in the Tin Hau temple gives no direct evidence of these Tongs' ownership of land on Peng Chau in the eighteenth century, it does give a few good hints. Kowloon villages in the article mentioned in note 29 above recalled that similar proceedings took place yearly at the Sham Tai Chi or Temple of the Third Prince on the beach at Law Uk, Cheung Sha Wan until it, too, was removed for redevelopment in the mid 1920s. Fights between the various participants, especially Hakkas with Hoklos, were quite common at festival times.\n\n36 See S. Wells Williams, Easy Lessons in Chinese, Macao; Chinese Repository Press, 1842, p. 127.\n\n37 This type of organisation is also common in the New Territories of Hong Kong. Indeed it was apparently found all over China: see Werner's China of the Chinese, pp. 163-165 for a good general description.\n\n38 In 1897 Yau Ma Tei had a population of 8051 (Sessional Papers 1897, p. 485) and by 1907 as much as 17,812 (Sessional Papers, p. 273). The name means Oil and Hemp Ground, though my informants tell me it has an older name Tai Shek Lat (私大石ᑟ) which may be translated as Row of Big Stones. \"Lat\" is a colloquial word.\n\n39 Hong Kong Government Gazette for 1877, p. 81.\n\n40 See Mr. Chadwick's Reports on the Sanitary Conditions of Hong Kong, Eastern No. 38, printed for the use of the Colonial Office in November 1882, pp. 42-43. Through a printer's error he calls Yau Ma Tei “Yan Ma Ti”.\n\nSee Sessional Papers 1899 p. 482 for another description of the adjoining area.\n\n41 No evidence of this particular type of activity survives from the Yau Ma Tei district. However a few examples can be cited from the Kowloon City area. Mr. W. Schofield has sent details of a tablet (1828) found pre-war beside a broken bridge near the former Kowloon City rifle range which records the names of officials, shops and passage boats contributing to the work; and a tablet dated December 1895/January 1896 recording the repair of \"Temple Road\" at Kowloon City is still in existence. A direction stone at the site gives left for Kowloon Tsai and Sham Shui Po and straight on for the Hau Wong Temple.         "content_text": "24\n\nII. KUAN-FU\n\nJEN YU-WEN\n\nWhere was Kuan-fu Ch'ang? It can be definitely identified with no other place than the eastern side of the Kowloon Peninsula. For several hundred years from Sung to mid-Ch'ing Kuan-fu was the official name of the area, while Kowloon was the vernacular name used by the local people. To avoid confusion, we must carefully differentiate Kuan-fu Ch'ang from Kuan-fu Tsai (stockade), Kuan-fu-shan (mountain) and Kuan-fu hsun-ssu (sub-district).\n\nKuan-fu Ch'ang meant Kuan-fu Field, one of the four salt-producing fields in the Tung-kuan District amongst the thirteen fields of the whole province of Kwantung in the Sung Dynasty. The area of the Field covered not only the entire peninsula but also the nearby islands, including the present Hong Kong. It was under the administration of an office in the stockade called Kuan-fu Tsai, the present so-called Kowloon Walled City. During the last years of the Emperor Tu Tsung (1265-75) the administrator of the field was Yen I-chang of Kaifeng, Honan Province, who had the engraved stone made at North Fu-t'ang in 1274, less than three years before the royal visit to Kuan-fu.6\n\nMy interpretation is that the name Kuan-fu has a political and economic meaning: “Kuan\" means Tung-kuan District and \"fu\" means rich. The field was thus christened by officialdom to signify the rich resources of Tung-kuan. Or else, it might signify the riches of the Emperor, for Kuan Chia was a popular term for the emperor. Anyway, it could not be a natural name and it may be inferred from this that the name of Kuan-fu Mountain, which was a long range of mountains with many hills, was adopted from the Kuan-fu Ch'ang and not vice versa. Researches into the Gazetteer of Hsin-an District, the writings of some historians and maps furnished by the Public Works Department of the Hong Kong Government lead to the conclusion that the Kuan-fu Mountain was along the western side of the Kowloon peninsula (see Plate 12). There were a number of hills of various heights inside the area and the highest, the rocky peak west of Ma-tau-wei Road, reaches a height of 405 feet.         "content_text": "A NOTICE OF THE SANON DISTRICT\n\n115\n\nThe Wai are of two kinds: the one comparatively of small size, is used, as stated above, merely as a place of refuge in times of danger, and is not a permanent residence, except for a few of the poorer class who build in it as a waste place; it is in fact a fort. The other would more properly be called a fortified town; it is of much larger extent, containing within its walls many dwelling-houses, which are generally of a superior class, and are occupied by rich men, who esteem themselves more safely and more agreeably located here than in the open village.\n\nThe Cities (i.e., places fortified by government), are four in number, viz: The district town, San-on, ✯✯, also called Namtow; Tai-pung, at the eastern extremity; Kow-loong, opposite Hongkong; and Tung-chung, on the island of Lantao. It must not, however, be thought that these are the most important and populous places in the district. They are the seats of Mandarins, and with the exception of Sanon (which has about 8,000 inhabitants), the population within the walls is very small.\n\nThe Population of the entire district cannot be given with certainty.\n\nA census at the time when it was first created a district, gives only 34,000 inhabitants. In 1819 it was estimated to contain 240,000, of which number 150,000 were males, and only 80,000(7) females. To these must be added 13,000 strangers (with their wives and families) who served as soldiers, inferior officers, and as labourers in the Imperial rice and salt fields. When Sanon first became a district, about 3,000 king of land paid Imperial taxes. A king, is equal to from 13 to 15 acres. In 1662, the tax-paying lands had increased to 4,000 king. Their present number I have not been able to ascertain.\n\nThe district is governed by seven civil Mandarins. The chief of these is the Chi-yuen, or district magistrate, and he resides within the walls of Sanon. He is addressed by the title of \"Ti-ya” great or venerable father. Second to him is the sub-magistrate, \"Yuen-shing,\" who resides at Tai-pung. This office was first created in the first year of the Emperor Yung-ching. This magistrate's jurisdiction extends over 104 villages, besides the city of Tai-pung. Sixty of these villages have Pun-ti inhabitants, and 44 Hak-ka.\n\nThe two mandarins next in rank to...",

They have nothing to do with the government of the district, but may be called Inspectors of Education. They register the graduates of the district, and present them for examination at the provincial city, and they inspect and superintend the private schools of the villages and towns.\n\nThe fifth and sixth officials bear the title of \"Tsun-lin-tzu\", or chief officer of a township. One of them resides in the market-place called Fuk-wing-ak, on the shore of the Hap-lan-hoi. His jurisdiction extends over the whole plain of San-keaou, and comprises 185 villages; 31 only of these are inhabited by the Hak-kas.\n\nThe other officer resided, when history first makes mention of his office, in the neighbourhood of Kow-loong. Subsequently he transferred his residence to Chik-me, bordering on Deep Bay; but since the first war with England, his chief place of residence has been Kow-loong, except during the autumn of 1854, when his official residence having been burnt by the rebels, he was obliged to reside again at Chik-me.\n\nHe rules over 492 villages, of which 298 are Pun-ti, and 194 Hak-ka. Each of these two officers has a military force of two soldiers at his disposal.\n\nThe seventh officer, the lowest in rank, is the \"Teen-le\" — director of police. He resides with his superior the Che-yuen, and has under his jurisdiction 73 villages (of which only six are Hak-ka), in the immediate neighbourhood of Sanon.\n\nGlancing at the names of the mandarins, who, during the present dynasty, have been at the head of affairs in Sanon, we find that among thirty Chi-yuens, four only have been of Manchu extraction, and the rest all Chinese.\n\nOf these thirty, we find that, on first starting on their political career, ten held the rank of Tsin-tze-it, six that of Keu-jin-A, and nine that of Seu-tsai of the first degree, whilst the remaining five could only boast the title of Kam-shang, which is the lowest bestowed, and which was probably purchased by them.\n\nAmong these last there was only one Chinese, the other four being Manchu.\n\nThe office of Sub-magistrate has seldom been held by a Manchu; most of those who held it were either Seu-tsai or Kam-shang, and received the appointment for good services rendered to the State.\n\nNo Manchu ever held the office of Kau-yu or Fan-to in this district.\n\nThe office of Kau-yu - inspector of schools — is",

These Nam-shang have a small pension from Government, and receive some fees from the aspirants to the examination at Canton, who have to procure from them a certificate in reference to their character and acquirements.\n\nThere are only four Keu-jin in the district; these are all Puntis, and from its western part. They are all engaged in teaching.\n\nThere is only one individual in the district who possesses the degree Tsin-tze +, the famous Chan-kwei-chik of Sha-tsing. This man held office in Peking, but was obliged to retire on account of the decease of his parents. One of his parents dying just as the time of mourning for the other had expired, his exclusion from office was protracted to the term of six years. During this period he led rather an indolent life, occasionally engaging in the healing art; but he was never much known till the time when the differences between the British and the Canton authorities commenced in 1856.\n\nHe then offered his services to the Governor General, promising to inflict severe injuries on the British. To effect this, he organised a force of village braves, and endeavoured to stop the supply of provisions to Hongkong. The district magistrate was not at all pleased with the ascendancy of this man, and in several instances showed his dissatisfaction and disapprobation of Chan-kwei-chik's plans. The latter, however, having been invested with dictatorial powers by the Viceroy, exercised them according to his own discretion, and cared nothing for the approbation of the district magistrate, who was at this time his inferior.\n\nThe measures which he adopted were however unpalatable to the people, who rose against him in the district city, and forced him to retire to his native place. It is said that he also got into the bad graces of the Viceroy, who accused him of having squandered public money, and drawn large sums without effecting anything against the enemy. Chan-kwei-chik is still in retirement in Sha-tsing, and amuses himself by playing on the seraphim which he stole from Mr. Genähr's house in Sai-heong.\n\nNo natives of the Sanon district at present hold any high office in other provinces. Since the commencement of the present dynasty (1644), six natives of this province have obtained the degree of Tsin-tze, and 54 that of Keu-jin.\n\nPage 135\n\nPage 136",

        "content_text": "A NOTICE OF THE SANON DISTRICT\n\n129\n\nIn the superior grades of the military, the natives of this district did not show at all well during the first two centuries of this dynasty, for during this time they could boast of only two military Tsin-tze, and twenty-four military Keu-jins. Forty years ago a more military spirit seems to have arisen amongst them, and the examinations for military degrees have been better attended.\n\nAt each military examination at Canton, the same number, ten, of military as of civil Seu-tsai, are chosen from the students of Sanon, and in the same proportion from the two races, viz., eight Puntis to two Hak-kas. At present there is in the district only one man holding the degree of \"Mo-tsin-tze\", Military Tsin-tze, and about twelve of the degree of \"Mo-keu-jin\". The first is an octogenarian, and lives in his native place, Kap-shui-hou. He has never held any office, and has been chiefly engaged in training pupils for the examination; he is a good-natured man, and is amicably disposed towards foreigners; one of his sons has the degree of Mo-keu-jin.\n\nThe village of Sheang-tsun, between Namtow and Sai-heong, is particularly noted for producing military graduates.\n\nThe highest military mandarin which Sanon can at present boast, is a Chau-toi, or Brigadier; he is a native of Kap-shui-hau, and serves against the rebels. Inferior ranks up to that of Colonel are held by some natives of the district, who have attained these distinctions by meritorious service, and not by examination. A native of San-keaou was stationed in one of the Bogue forts during the first war with the English; he distinguished himself much by his bravery, and was in consequence rapidly promoted to the rank of Colonel. Three years ago he fell at Canton in an engagement with the rebels. Through this officer many natives of San-keaou were induced to enter the service at Foo-mun, and some of them were promoted to inferior ranks.\n\nWe proceed to notice some of the most important Places and Edifices of the district. It is to be remarked, that the district of Sanon, like the empire of China in general, cannot boast much of its architecture. Mention has already been made of the four walled cities, and of the small insignificant forts. The most important place in the district is the city of Sanon. They saw the usefulness of these weapons and set about casting some themselves. These proved effective in the conquest of the northern frontier (1643-44) and in the years to follow as their armies plunged on down across both the Yellow and Yangtze Rivers to Kwangtung and Kweichow.\n\nColumbia University\n\nL. CARRINGTON GOODRICH\n\nNOTES\n\n1 In this I have consulted Mr. C. N. Tay of the American Museum of Numismatics, New York City.\n\n2 The inscription on the cannon is given below. This cannon was found lying on open ground in the Tsiu Keng sub-district in the northern part of the New Territories. It was reported by Mr. R. E. dos Remedios, Senior Land Assistant in the District Office, Taipo in August 1966. The cannon was completely exposed and must have been in this condition for a long time. It is not clear how it came to be there.\n\n* This cannon, which was mentioned in passing in the note on the Tung Chung Fort, at p. 148 of Vol. 4 of the Journal (1964), was dredged from the sea in 1956, either from Kowloon Bay in the course of work on the extension to Hong Kong airport or from Fat Tong Mun (otherwise called Joss House Bay) in the approaches to Hong Kong Harbour—sources differ. It is now mounted with a plaque in Chinese and English outside the Central Government Offices (East Wing), Hong Kong. It was heavier than the one recently discovered; 300 catties as compared with 300 catties. The Chinese inscription, which is much the same, is also given below.\n\n4 An insight into the happenings of these troubled times is preserved in the family record of the Tsui (徐) clan formerly of Shek Pik on Lantau island, to which their ancestor had removed in the 16th Century. The family came from Mong Ngau Tun (望牛墩) in Tung Kwun district (東莞) where they had settled in the Sung dynasty from Kiangsi province. There was fighting in Tung Kwun against the Manchus after their success in the North. The record which gives no precise date for this occurrence, though it must have been within a few years of the change of dynasty in 1644 — reads\n\n—\n\nSau Yeung-kap, a civil officer, and Li Shing-tung, a general, instigated an uprising against the new dynasty in Tung Kwun. As the revolt gathered momentum, oxen and horses were killed for food, and rice and corn became as expensive as pearls. For miles, one could see nothing animate; the fields were covered with dead bodies. In some places, human flesh was eaten by the starving people, and piles of human bones filled the ruined houses.\n\nA detachment of the Manchu army was sent to besiege the district city, then occupied by the rebels. In the conflict that ensued, human beings were massacred as though they were ants, and law-abiding people and bad characters alike were destroyed.\n\nFortunately, our clansmen, then living at Mong Ngau Tun, escaped this calamity. However, many of our former neighbours and fellow-natives in Ming Ka Lane lost their lives and [as the record says in another place] all the dispensations of the previous dynasty were regarded as scrap paper.\n\n(I am grateful to Mr. Gilbert Louie for this translation. See Johnston's obituary in the Times of 8 March, 1938.\n\n37 R. F. Johnston's, Twilight in the Forbidden City, London, 1934, describes his experiences as an Imperial tutor.\n\n38 Much information on Johnston's experiences as District Officer and Magistrate are given in his book, Lion and Dragon in Northern China.\n\n39 Annual Report on Weihaiwei for 1921, p. 3.\n\n40 Annual Report on Weihaiwei for 1903, p. 5. From time to time the Magistrate's office issued proclamations in Chinese, notifying the people of the wishes of the Government. All the villages of the Territory were provided with large notice boards on which such proclamations were posted.         "content_text": "126\n\nSUNG HOK-P’ANG\n\nThe history of the three younger sons is not known, but of Lam, who was born some time during the reign of Shun Hei (FR) A.D. 1174-1189, it is recorded that he held the office of Ts'im P'oon (僉判) and received honour as Tik Kung Long (迪功郎). He was rich and very charitable and he contributed a lot of money towards the building of T’ung Tsai (通濟) and Tak Shaang (得勝) bridges. He also built a pagoda called Ngaan Taap (雁塔) for the public; a house called Ling Yuen Kok (靈隱閣) and gave liberally towards the repairing of a main road which was formerly the haunt of robbers. The Tung Tsai bridge is still in use in Tung Kwun (東莞) and is at Woo Sha (烏沙) in the South-west part of the district. Though the record stone of the Tak Shaang bridge is lost, fortunately there is a copy of it written by Leung Koi (梁楷) the district magistrate of Lai Ling Yuen (東莞縣), a famous scholar and “Tsun Sz” (進士) of the 7th year of Ka Ting (嘉定) A.D. 1214, of Sung dynasty. He knew so much that his nickname was Shue Sz (書廚) \"book case\"! Tak Shaang bridge was a very old bridge over the stream Foong Shaang K'iu Ho (放生橋河). This stream was originally called Chaak Mut (釋物) “kindness to creatures\". It was the custom on the birthday of the Emperor for the magistrate and elders to come to the bridge and there set free birds from cages and put living fish in the stream. This was to show the Emperor's love for living things, and the name of the ceremony was Foong Shaang (放生), \"to set free living creatures\". The bridge was situated at the South gate of the district city of Tung Kwun, and there were many well-built houses by it. The date of when it was originally built is not known, but it was first repaired by Cheung Fan (張範) the district magistrate of Tung Kwun in the 2nd year of Shui Hei (紹熙) A.D. 1191, of Sung dynasty. This repair was done in wood, but later, in the 2nd year of Shiu Ting (淳祐) A.D. 1229 of Sung dynasty, it was rebuilt in stone. This was carried out by Chiu Yue Hon (趙與諴) the district magistrate, who did his best to meet the expenses incurred with money from his government funds. This he found impossible to do, so he appealed to Tang Lam and another wealthy man named Ng Hak Foon (吳學文) who between them promised to pay all the expenses themselves.         "content_text": "NOTES AND QUERIES\n\nThe purpose of the visit is to see\n\n197\n\n(a) the quiet residential terraces of this part of Kennedy Town, namely Tai Pak Terrace, Hee Wong Terrace, Ching Lin Terrace, To Li Terrace, and Hok Si Terrace;\n\n(b) the Lo Pan Temple which stands at the western end of\n\nChing Lin Terrace.\n\nKennedy Town was named after an early Governor of Hong Kong, Sir Arthur Kennedy in whose term of office, April 1872 - March 1877, the district was first developed. Kennedy ‘was genial, and possessed a great sense of humour, much common sense, and a strong Irish accent'. For a short but interesting and lively account of the events of his governorship see Endacott's History of Hong Kong (Oxford University Press, 1958, pp. 160-169),\n\nEndacott gives the following reason for the development of Kennedy Town, then located on the western fringe of the city of Victoria\n\nThe telegraph and the Suez Canal had brought changes in commercial practice; large stocks used to be kept by the European firms to meet any advantageous price changes; but now shipments could be arranged far more quickly. The result was that large godowns in the eastern district were no longer necessary, and coolies moved to the western part of the city in search of employment. To meet this change a new Chinese area was laid out on partly reclaimed land, and named Kennedy Town after the Governor.\n\nThe Five Terraces\n\nCarl Smith has very kindly provided the following information about the development of the particular section of Kennedy Town in which we are interested:\n\nThe area we are visiting today, lying between Pokfulam Road and the sea shore and from Holland Street to Sands Street, was the earliest development in what is now Kennedy Town. George Underhill Sands was granted a Crown Lease in 1873 for 330,634 square feet at Belcher's Bay. The lot was numbered Marine Lot 239. It not only had a sea frontage suitable for docks and a ship slipway, but it extended up the hillside toward Pokfulam Road. Sands died in 1877 and his executors sold the lot with its patent slips and shipways to the Hong Kong and Whampoa",

        "content_text": "312\n\nNOTES AND QUERIES\n\nThe Deputy Commander at Taipang was the highest ranking officer in the locality of Kowloon during the Ch'ing Dynasty. At that time, the headquarters was set up within the Kowloon Walled City. This office, which also served as a garrison, still existed before the Japanese occupation of Hong Kong, but had been converted into a Home for the Aged run by a Catholic Mission. In accordance with the [Kwangtung] military system adopted in Ch'ing Dynasty, there were altogether 6 battalions of armed forces under the Kowloon garrison commander. The reason why the Kowloon headquarters was named the Taipang Garrison is that the geographical name of Kowloon was once alternatively called Taipang Shan (⚟) and was politically under the sovereignty of Po On (then San On) District Magistracy.* Besides, there is also a very good harbour by the name of Taipang Bay located at the southeastern part of Po On District and east of Kowloon. In Taipang harbour the water runs to 5-10 fathoms deep where large warships can cast anchor. It was partly due to the importance of local coastal defence and partly due to the necessity of civil administration that such a garrison was established at Taipang Bay. The post of Deputy Commander was normally held in a 3 years' term; and among all the previous commanders, General Cheung was the most important in terms of historical significance.\n\nCheung Yuk-tong, alias Hon-sang,† was born in Wei Yeung District, Kwangtung, and for many generations the Cheung's family lived in the Peach Garden in the capital town of the Wai Yeung District. In the 4th year of Hsien Feng (A.D.) (1853) he was appointed as Deputy Commander at Taipang, being promoted from staff officer at the Chin Shan Checkpoint [near Macao]. For four successive tours of service, in all a total of 13 years Gen. Cheung had been holding this post, and in those days the local inhabitants enjoyed a very peaceful time.\n\nIt was not until the 5th year of Tung-chih reign (1866) that General Cheung retired from the military service at the age of 72. When the southern part of the Kowloon Peninsula was ceded to Britain as a consequence of the signing of the Peking Treaty he was still in office. As the Treaty was signed by the Imperial Court,\n\n*This is not so, but the Taipang garrison force served in and controlled Kowloon and district.         "content_text": "The Teochiu ethnicity in urban Hong Kong\n\n47\n\nThere are no comparable local level organizations in the urban areas,* though the government has encouraged the development of local-level urban neighborhood associations (Kaifongs), which are presumed to reflect local opinion and to be effective in influencing government decisions affecting the local area. The Kaifongs in resettlement estates with which I am familiar currently fulfill neither of these functions and are hardly considered organizations worthy of much effort to control. Teochiu have primarily been \"isolationist\" in devoting attention and effort to developing their own associations into what are clearly the most active and representative organizations in the local area. The local Kaifongs have thus not become an important focus of interethnic competition. Kaifong associations in other areas of Hong Kong are at times more active in local affairs. They appear to be particularly active when organizing local protest against new governmental policy which would adversely affect local residents. Hong Kong's newspapers periodically carry stories telling of the efforts of particular Kaifongs to mobilize support of local residents against new policy.\n\nThe primary functions of Kaifongs have been to provide social welfare services, serve as a communication channel to government, and to provide prestigious positions for ambitious local leaders (Kan, 1970:95). Kan describes the general image of Kaifongs in the following manner:\n\nthe more 'generalistic' orientation of the Kaifongs is more amenable to the government than is the 'particularistic' orientation of the clan, district, and dialect associations. For this reason, the majority of the population as well as the government itself have believed that the Kaifongs may become the most effective intermediaries between government and people. (Kan, 1970:94).\n\n*The City District Office scheme, initiated in 1968, is intended to bridge the communication gulf between the masses of people in urban areas and government. City District Officers are charged with assessing the overall impact of government policy, and with maintaining contact with all local organizations. In effect, the purpose of the scheme is to \"provide the public with a local manifestation of the Government...         "content_text": "BRUNEI: A HISTORICAL RELIC\n\n23\n\nSpaniards. She worried about the presence of France in Indochina on the opposite side of the South China Sea at mid-century; and later on she suspected imperial Germany of coveting northern Borneo and the Philippines.\n\nThe British sphere was initiated by the private efforts of an English adventurer, James Brooke, a former officer in the Bengal Army. In 1840, he helped bring an end to an insurrection in the Sarawak River, in the southern-most area under the nominal rule of the Sultan of Brunei, and was rewarded by being granted the province. In 1845 Brooke was appointed diplomatic agent to Brunei and supervised the transfer of the island of Labuan to Britain as a colony and a naval station. He also, in 1847, negotiated a consular treaty with the Sultan which effectively gave to Britain control over Brunei's foreign relations. The colony of Labuan languished but the quasi-protectorate over Brunei served as the de facto and legal base for Britain's sphere of influence in Borneo. Such a sphere was proclaimed in 1868 as a warning to all European nations to keep out.\n\nThe real carving-up of the carcass of Brunei began in earnest in 1878 with the founding of another private venture, that of a syndicate of City of London businessmen which later became the British North Borneo (Chartered) Company. The syndicate was under the control of Dent Brothers Company. Alfred and Edward Dent were sons of the owner of the former Hong Kong firm of Dent and Company. Raja Brooke had annexed, by treaty with the Sultan, additional chunks of territory before 1878. In 1853 he purchased northward to and including the large district of the Rajang River. And in 1861 he purchased the five so-called “sago rivers” as far north as Kidurong Point. When that point was reached, the Governor of Labuan objected to any further northward encroachment of Sarawak and Labuan's wishes were supported by Britain.\n\nWhen, however, the British North Borneo Company purchased the large area of Sabah, the whole of the island of Borneo to the northward of Brunei Town, with strong support from the Foreign Office, both Raja Brooke and the Colonial Office protested. It is interesting to note that the permanent undersecretary at the Foreign Office who midwifed the company charter through officialdom in Whitehall was Julian Pauncefote, who was a former attorney-general.",

        "content_text": "MEMORIES OF THE DISTRICT OFFICE SOUTH \n\n149 \n\nin demand, part of the foreshore was reclaimed, and houses of reinforced concrete began to appear in the village, modelled on Hong Kong tenement houses. A great difficulty with this development was the problem of ensuring proper inspection of buildings of this type, as the Buildings Ordinance of 1903 did not apply, and there were one or two rogue architects about who would run up such houses cheap, and make their profit by deviating from plans: swindles that can, as I saw in Hong Kong later, cost lives. The best way of controlling knavery of this sort is to refuse permits to erect any more houses to the architect responsible: that, I was told, is London practice.\n\nThe Cheung Chau Kaifongs, who in my time were led by a Mr. Lo Yip, a prosperous shopkeeper, were certainly enterprising, and had not only started a ferry to Hong Kong on the funds obtained from the Pak Tai Temple at the north end of the town, but had renovated the Temple and set up an electric light installation for the village on the raised ground in the middle of the isthmus. The Ferries Ordinance was passed about 1917 and replaced the ancient launches plying to Yaumati and Kowloon City by much more suitable craft — some of them second-hand Star Ferry boats — far less likely to turn turtle than the overloaded, overcrowded craft which daily imperilled their passengers in the old days, the disasters to which brought about the new legislation. About 1925 the Ordinance was applied to the New Territory, which meant that the existing ferries had to be thrown open to public tender and their boats brought up to a higher standard. The Cheung Chau Kaifongs were encouraged to bid, and as theirs was the only one, and not unreasonable, they got the concession. The old pier by the former police station had sometime before been supplemented by a new wooden pier some 150 yards further north, and this was the Cheung Chau Terminal of the ferry. The concession expired in 1928, and under my successor, Mr. Wynne-Jones, new ferry concessions were made, which according to Mr. Lo Yip had caused great trouble to the Kaifongs. The timetable was certainly improved from the Hong Kong point of view, and day trips to the island became possible. I once discussed with the Kaifongs the question of making the ferry call at Nei Kwu Chau or Ping Chau, but they never agreed to letting the boat go there or to any other island, though a call at Nei Kwu Chau would have solved the education question there by enabling its children to attend school on Cheung Chau. One of my duties was to discover and report beaches that could be dug without injury to cultivated land. Some of these have since then been completely worked out, notably on Sha Chau, as I found in 1938 during archaeological researches. Eventually the P.W.D.* started a scheme for dredging and working sand from the sea bottom off Tai Lam Chung about 1929, which enabled the builders to get what they wanted. The beaches at Tai Long in Lantau and Tai Wan in Lamma were specially reserved for the waterworks filter beds because of the cleanness and high quality of the sand there. \n\nOne of the interesting communities on Lantau was the group of Buddhist temples and chai tong or fasting halls on the well-known high plateau between Tung Chung and Tai O figuring as 'Ngong Ping' on the maps. It lay at about 800 ft. above sea level and its members maintained a good pathway from Tai O across a stream and up the hill to their settlement and ran their buildings, somewhat in the manner of vegetarian youth hostels. They occasionally harboured strange characters, as might be expected in unsettled and revolutionary times. One such, I believe, was a big-scale opium smuggler and den-keeper who had operated in London, and was nicknamed ‘Brilliant Cheung'; I think he got banished from the Colony. The track from Tai O to Tung Chung was a favourite walk for many people: I unfortunately never did it. \n\nAs I notice that Hong Kong seems to have become more and more a tourist attraction of late years, I may perhaps conclude these reminiscences with a few notes on the sites of historical or archaeological interest which can be found in the Southern District, and which may be thought worth preserving. Our chief site, Sung Wong Toi, was I know wrecked by the Japanese as an anti-Kuomintang measure, though the inscription has been preserved. Kowloon City was full of interesting things when I visited it, such as old yamens, drill grounds for Chinese troops, ancient cannon with inscriptions, and above all the old walls and gates; I once sat in the gate to conduct an enquiry, after the manner of King David, with the people assembled round. Close by was a walled and moated village, shown on maps but hard to find, named Nga Tsin Wai, which I hope will not be ‘improved' out of existence by planners! On the low hill west of Kowloon City a loopholed wall and gateway with a ruined guard-house barred the path crossing a gap \n\n* Public Works Department.",

The SCA [Secretary for Chinese Affairs: this title was later changed to Secretary for Home Affairs] is put in overall responsibility for the working of the Scheme. The CDOs are specifically enjoined to a) assess the overall impact of government policies, to explain these policies as well as the difficulties and the achievements of the Government to ordinary people, b) to initiate proposals for the new policies or new procedure when the need for these becomes apparent from the feeling of the public, and c) to become aware of problems and conflicts and trends of public thinking before attitudes have been struck. In short, the new CDO Scheme is a response of Government to the public's by-now-hackneyed outcry for 'closing the gap between the Government and the people' (Wong 1972:223).\n\nAn official source from 1975 gave a similar description:\n\nThis [Home Affairs] department runs the City District Office Scheme, which was introduced in 1968 to improve communication between the government and people. There are 10 City District Offices and 12 sub-offices in the most crowded urban areas of Kowloon and Hong Kong Island. Throughout the urban areas, these offices provide a point of contact with the government where even the humblest citizen can go for help in the knowledge that he will be courteously treated, patiently heard and helpfully advised (Government Information Services 1975:211).\n\nThe Mutual Aid Committees, it was felt, would help the District Offices achieve this aim of improved communication, as they would offer their members opportunities to participate in local affairs, and to express their opinions to the Government.\n\nA second reason for establishing Mutual Aid Committees was to aid the authorities in the promotion of various social campaigns. While most MACs have their certificates automatically renewed, a few may be suspended or dissolved. The 1982 Model Rules states on page six (of Section XIV, rule 14a, i-ii) that an MAC can be dissolved “\n\nupon expiry or the withdrawal of approval by the District Officer/Assistant District Officer,\" or at a General Meeting of heads of household in which a simple majority present resolve that the MAC be dissolved, provided that this majority represents not less than 20% of the householders in the Block.\"12\n\n44\n\n■\n\nDiscussions at the District Office, however, made it clear that the deregistration procedure is more complicated. First, if there is no interest shown by the residents and if no new officeholders can be elected, the committee can be suspended. Suspension can be for an indefinite period, during which staff from the District Office survey the opinions of the residents. If a minimum of 20% of those surveyed twice vote not to have a committee, then the committee moves from suspension to dissolution, and its remaining funds and equipment are donated for charitable purposes or used for welfare or recreational purposes, according to the wishes of the residents and subject to the approval of the District Officer or Assistant District Officer (City and New Territories Administration 1982:6).\n\nWhile conducting research previously, I only learned of a handful of committees in my sample areas of Wong Tai Sin and Mong Kok Districts, mostly those formed during the early stages of the Mutual Aid Committee Scheme, that had ceased to exist. Most were disbanded, I was told, because there was absolutely no enthusiasm left for the committee, and because of that, it was doing nothing for the residents (Scott 1980:26). At present, Lok Fu Estate has two blocks without Mutual Aid Committees: Block #21 and Block #9.\n\nBlock #21 is still in the process of being converted. Prior to this conversion, it had a fully-functioning MAC, but this committee had to be dissolved when the residents were moved out. The Model Rules of 1982 state clearly that \"The number of floor representatives for one floor shall depend on the total number of household units on the floor but shall not normally exceed three. Each floor of the same building shall have an equal number of floor representatives\" (City and New Territories Administration 1982:2). However, the majority of committees show considerable variation in the number of floor representatives elected. While most committees do not elect more than three floor representatives per floor (most elect two or three), the majority of committees operate with unequal representation by floor. For example, in one block one floor had selected seven floor representatives, while other floors in that block had selected only two. While this is an extreme example, half of the committees vary the number of their floor representatives, electing two or three per floor, with different floors electing different numbers. Adding up the figures, eight committees had elected twenty or more representatives, while the remaining had elected nineteen or less. The smallest committee was operating with a total of eight members, which meant that some floors had not elected representatives at all.\n\nMutual Aid Committee officeholders are chosen from the committee's group of elected floor representatives, the floor representatives doing the electing themselves. Aside from this responsibility, what other duties do the floor representatives perform? Much depends on the general functioning of the committee. If it is inactive (that is, meets infrequently, organizes no activities, rarely participates in the activities sponsored by the District Office), the floor representatives will have little or nothing to do. A number of chairmen, rather embarrassed, had to admit that this was so. As their name suggests, the major responsibility of the floor representatives is to keep in touch with the residents of their floor, keeping an eye open for problems, and collecting complaints and opinions to present in the MAC meeting. The floor representatives also help transmit information to the residents from the MAC, which, in its turn, is receiving it from the District Office and other government departments. For example, before the recent District Board elections, the floor representatives of one committee went to the residents of their floors to assist them in registering as electors. Floor representatives also participate in their MAC's subcommittees, if there are any, and so do much of the work of organizing and carrying out activities.\n\nOfficeholders\n\nHow many officeholders are there? The basic committee structure consists of three officers: chairman, secretary, and treasurer. Section VII of the 1982 Model Rules (Composition of Committee) explains that, \"The MAC shall consist of at least three key office-bearers namely a Chairman, a Secretary and a Treasurer, and such other office-bearers as may be elected\" (City and New Territories Administration 1982:2). The three officers (and, of course, any additional officers) are required to show their identity cards and register at the District Office along with the committee itself. The registration practice, which is now standardized for all City Districts, involves giving certain personal data for recording in the District Office. The information recorded is: name, address, telephone number, identity card number, sex, date of birth, age, educational background, occupation, nationality, and C.C.C. number.15 All of the officers of all committees must register. However, the District Office does not keep records on any other members of the committee, nor does it record the structure of the committee itself.\n\nIn addition to the three officers mentioned above, most committees add extra officeholding positions to assist in the running of the committee. While government regulations do not state clearly what positions these might be, all the Mutual Aid Committees in Lok Fu Estate have vice-chairmen. Most have only one, but three committees have two vice-chairmen, one has three, and one has four. Committees have vice-chairmen because they recognize the need for someone to assist the chairman, on whom falls much of the responsibility for the affairs of the committee. Sometimes, there is too much for one person to do. Three more committees have either vice-secretaries or vice-treasurers, and two committees have both a vice-secretary and a vice-treasurer. The chairman of one of these committees explained that these extra vice-officers were the secretary and the treasurer of the previous term and were kept on to advise and assist the newly-elected secretary and treasurer. The secretary, with the assistance of the vice-secretaries, if any, handles the correspondence, takes the minutes at meetings, and in general keeps the letters and correspondence received from outside, although in some committees this latter duty is performed by the chairman. Finally, the treasurer prepares the income and expenditure statements (in cooperation with the chairman and the auditor), issues the cheques (also bearing the signature of the chairman and/or secretary), checks the validity of payment vouchers, and supervises the collection of voluntary contributions and monthly fees (City and New Territories Administration 1982:4).\n\nThese distinctions look neat on paper and the division of labour seems clear, but the actual situation is a good deal less distinct. The lack of enthusiasm on the part of committee members often means that the officers of some committees carry out all the work themselves, and so take on additional duties beyond those formally listed for their offices. In addition, the distinctions between responsibilities often become blurred because officers must help each other perform their duties, especially if one is ill or away. This is especially true for the chairman, who in some committees becomes the only working office-holder. All the chairmen of Lok Fu Estate Mutual Aid Committees stressed the cooperation between the officers and the fact that they all could do each other's jobs when and if that became necessary.17\n\nHow long do officers serve? The Model Rules of August, 1982, stated clearly that, \"The tenure of an office-bearer shall be two years\" (City and New Territories Administration 1982:3). Before these rules were enacted, however, the officers of Mutual Aid Committees served terms of one year. The District Offices had many reasons for extending the term of office, but the most important was that the new officers needed more time to become acquainted with the block, its problems, and the duties of an officer. This was especially true if they were new to the block. In addition, the one-year term of office did not allow sufficient time for the officers to complete projects. The reason for this was that the last two months of a term were taken to prepare for the next election. The majority of public housing estates have set up some kinds of patrol, or have had patrols in the past until the setting up of gates made them unnecessary (Scott 1980:38). While these neighbourhood security patrols are extremely common in other estates, there are very few at Lok Fu.\n\nWhy is this? There are a number of possible reasons, beginning with the smaller size of these blocks. Lok Fu Estate is designed on the older Mark I and Mark II structural designs which accommodate fewer people to start with, and recently, a number of blocks have been losing residents to newer estates elsewhere, or to home ownership schemes. In addition, the conversion of many blocks has meant fewer units, and therefore, fewer resident families. Fewer residents suggests fewer problems to many people, and so residents of some blocks do not see the need for a patrol. In addition, the H-shape of the Mark II blocks with outside balconies makes it easier to spot intruders, and makes residents feel safer. It should also be remembered that Lok Fu Estate has a Neighbourhood Police Unit in Block #13, and all the MAC officers are acquainted with its director. In fact, all the chairmen but one stressed again and again how safe and peaceful life was in the blocks. Another reason, one probably more to the point, is that residents of most blocks are simply no longer enthusiastic about patrolling, and they are not willing to give money to pay for the service, even if earlier in the committee's history they had supported such a team. The result has been half-hearted attempts to form patrols, and numerous failures.\n\nFor example, one committee had planned to establish a patrol team, but both interest and funds were insufficient to support it. Committee officers then decided that it would be more effective to hire a watchman for the front gate, but residents would not give money for that either, so up to now nothing has been accomplished. A similar lack of funds (and authority) prevented another committee from starting a patrol team. \"The MAC organizations were mainly set up in 1973, assisted by the City District Office, because public order was very bad at that",

While the Mutual Aid Committees had (and still retain) their own unique design, their structure (and their functions) were not unfamiliar and they were not viewed as mysterious committees having no resemblances to other, more traditional, Chinese organizations.\n\n* The other five subdivisions are: Kam Kwok Mansion, Luen Hop Building, Mei Tung Estate, Pui Man Tsuen Cottage Area, and Pok Oi Village (Wong Tai Sin District Report 1982:271).\n\n* The exact total, provided by the office of the Housing Manager of Lok Fu Estate, was 21,221 at the end of February, 1983.\n\n• At the end of 1982, the exact figure was 523,927.\n\n* The Mark I blocks include Blocks #1-5, #9, #10, and #12, and the Mark II group is made up of Blocks #13-20 and Blocks #22 and #23. The remaining blocks (#6-8, #11, and #21), already rebuilt, are now referred to as Converted Buildings (Wong Tai Sin District Report 1982:272).\n\n• This information was provided by the office of the Housing Manager of Lok Fu Estate.\n\n* At the end of February, 1983, there were 26 Mutual Aid Committees in the Lok Fu Area and 286 Mutual Aid Committees for the entire Wong Tai Sin District.\n\n* The selection of male members is because all but one of the chairmen of the Lok Fu Estate Mutual Aid Committees interviewed were male. In addition, the opinions of female members towards participation were investigated during the research period of 1976-1978.\n\n* Block #23 of Tung Tau Estate is still divided into floors for the purpose of MAC formation. In early 1983, it had five MACs, one for each three floors.\n\n10 In 1982 the old titles of City District Commissioner and City District Officer were changed to District Officer and Assistant District Officer respectively. At the same time the old Home Affairs Department and New Territories Administration were amalgamated into a new department known as the City and New Territories Administration.\n\n11 The official certificates of registration are framed and prominently displayed in the committee's office, or if the committee lacks an office, are kept by an officer, most often the chairman.\n\n19\n\nHowever, given the apathy of many residents and the low attendance at many MAC meetings, one might wonder if any committee has been dissolved by popular action, the second alternative.\n\n10 This is the schedule as described by the Wong Tai Sin District Office, Tung Tau Sub-office. The office of the Housing Manager, Lok Fu Estate, explained that the conversion has already been completed and that 114 families (the figure as of March, 1983) had already moved in.\n\n\"These figures have been provided by the office of the Housing Manager of Lok Fu Estate, and are accurate as to the end of March, 1983.\n\n16 The C.C.C. number is a code number found on the Hong Kong Identification Card and is written under the Chinese characters of the individual's name.\n\n10 According to the Tung Tau Sub-office of the Wong Tai Sin District Office, there are no instances of the mishandling of MAC funds known in",

I did, however, hear of such misuse during my earlier research in other districts.\n\n17 It might be mentioned here that a number of MAC office-holders, most often the chairmen, are asked to participate on other community organizations, thereby representing the MAC and forming a link between it and the organization. The nature of such links varies from committee to committee, but membership on the Area Committee is common. For example, nearly all the chairmen of Lok Fu Estate MACS participate in the Lok Fu Area Committee. Participation on such outside organizations increases the duties of the office-holders, as they must carry back to the MAC information and announcements for dissemination.\n\nIn a few committees, these items were purchased by the officers (usually the chairman) and donated to the committee. Other committees have applied to the Sir David Trench Fund. This fund, made up of a sports grant from the Council for Recreation and Sports, can be used to pay for sports equipment such as table tennis tables. Applications are invited once a year, usually in September or October. At that time, the District Office sends the temporary community organizer to each MAC, to ask the chairman if any equipment is desired. If so, the forms are completed and forwarded to the City and New Territories Administration by the District Office. The forms are tabulated and the committees are then informed of what they can buy. The committees then buy the approved items and are reimbursed.\n\nThe Mutual Aid Committees are not unusual in their practice of inviting honorary members. Honorary members seem to be a part of many Chinese organizations, both traditional and modern.\n\nThe position of honorary member is not based on sex; both men and women can be asked to be honorary members, although male honorary members are more numerous, reflecting the generally greater participation of men in the Mutual Aid Committees.\n\nDespite the popularity of inviting honorary members, the District Office does not encourage this practice, as it views the officers and the floor representatives as the functioning members. In addition, there is potential for committee conflicts if members cannot agree on who to invite as honorary members, and this should be avoided.\n\nThe terms \"honorary\" or \"ordinary\" refer to the distinctions made by some committees. Actually, there is very little substantive difference between president and honorary president or consultant and honorary consultant. In a few committees, it seems that the titles of honorary president or honorary consultant confer a bit more prestige, but this is by no means certain.\n\nEach registered Mutual Aid Committee may request reimbursement of its essential expenditure up to a total of $2,000 per year, computed quarterly (that is, $500 every three months). This money is provided for the MACs from a special fund from the City and New Territories Administration and may be used to pay the costs of the initial setting up of the MAC office; to purchase supplies such as blackboards and notice boards, first-aid kits, and loud speakers; and to pay the monthly bills (such as rates or the cost of electricity) for the office. Sports equipment cannot be bought with this money. Newly-established committees that are setting up their offices can ask for a one quarter's advance, so that they can use up to $1,000 in the first quarter if necessary. However, if the $2,000 yearly allotment is insufficient for the committee's needs, or if special expenditure is planned, the additional funds must be collected from the residents, or donated by the honorary members.",

He governed with a liberal-mind for he increased the number of unofficial seats in both the Legislative and the Executive Councils in response to a demand for reforming the government. He also agreed to have an unofficial majority on the Sanitary Board. Generally regarded as an able administrator he stayed for fully six years as Governor, the longest tenure held by any governor thus far. In the history of modern China, he would be remembered as the Governor of Hong Kong who imposed a five-year ban on Dr. Sun Yat Sen, who then went to London and was kidnapped but rescued by Sir James Cantlie but that is another story.\n\nSir James Stewart Lockhart, the main target of Lowson's attack, was Registrar General and acting Colonial Secretary in 1894. There is a biography of him written by Shiona Airlie entitled 'The Thistle and the Bamboo.' He emerged from it as a capable but ambitious man who was eager to seek promotion ahead of his time, and in spite of what Lowson said of him, he got on well with the Chinese. The function of a Registrar General in the early years was to deal with Chinese affairs, not legal matters as at present, in fact, the initial title was Protector of the Chinese. In this office, Lockhart maintained good relations with the directors of Tung Wah Hospital and Po Leung Kuk and the District Watch Committee, the three main representative bodies of the Chinese community. As to his character, he was said to possess 'humoured geniality which endeared him to his contemporaries' but 'occasionally his patience snapped and from a man considered in the main to be warm-hearted and genial, he became angry and stubborn.' He made at least one important contribution in connection with the Epidemic. After the Resumption of Tai Ping Shan Ordinance was passed, action had to be taken to demolish the old houses. Both landlords and tenants put up a spirited resistance as they both had to suffer financial loss, no rent to be collected by the landlords for sometime and no cheap lodgings for the tenants who were mostly coolies. The coolies threatened to go on strike which would paralyse the city in already very difficult circumstances. Lockhart, who was fluent in Chinese, having been a cadet in the Hong Kong Civil Service, was instrumental in solving the dispute which ended amicably. In 1895, at the age of thirty seven, he became Colonial Secretary when his acting appointment was substantiated. In addition, he was appointed as Special Commissioner for the New Territories in 1897 after the lease was settled. In 1902, he went to Weihaiwei as its first Civil Commissioner. Completion of its 12 stations, plus additions and alterations to those at Central and Admiralty, was expected in 1985-86. 17 With both new transportation links in operation, the Eastern District would at last come into its own, increasing the value of existing land and buildings there, and enabling the construction of more public and private housing development.\n\nThe coach then took us to Shaukerwan. Our purpose here was quite different: to visit a new temple complex and walk through one of the large old squatter areas on the hillside, then still so characteristic of Shaukerwan, ending the visit with tea at the City District Office premises on the main road. The main temple, the Fuk Tak Chi, had been a 1970 removal and reconstruction of an earlier shrine that had served the old villages in that part of Shaukerwan from the late 19th century onwards. The shrine had prospered in its new location, and two more temples had been added in the mid 1970s. Together, they made an attractive group on the hillside. We were entertained to tea there by friends among the local Kaifongs and the temple managers, managing to attract a group of excited children.\n\nWe then walked up to the large and heavily populated Nam On Fong Squatter Area, built around the nucleus of an older settlement that had originated with the extensive quarrying of the Shaukerwan hillsides in the mid-19th century. Passing through we had vivid glimpses of how people in the older squatter areas lived in all kinds of structures - in some places abutting onto large rocks - some made of wood and others of tin, with a few older cottages of brick and stone. Livestock, mainly pigs and chickens, occupied other premises and some buildings served their inhabitants as both home and workshop. A few religious establishments were dotted here and there on the hillsides or among the huts. They included the large hundred year old Kik Lok Tung, which unfortunately for us was barred and shuttered, its owner being overseas. Moving along, we saw residents engaged in the various pursuits and occupations. This part of the tour provided the visitors with sights that very few European city residents would see in the normal way - and the local people likewise!",

Excluded from the New Territories' lease in 1898, but in de facto British occupation since 1900, the \"Walled City\" had always presented problems for the Hong Kong Government, arising largely from its contentious legal status. No longer \"walled\" - its rectangular wall had been demolished by the Japanese during their wartime military occupation of the Colony - the enclave had soon after become a tightly-packed warren of unauthorized buildings without water supply, roads, or sewerage. In the 1970s - again without proper authorization - most of its four and five-storey structures had been replaced with high-rise buildings of twelve and fifteen storeys, greatly worsening its already unsatisfactory condition. The \"Walled City\" was notorious for drug-trafficking and other illegal or criminal activities. Most European residents of the Colony, and probably many middle-class Hong Kong Chinese too, kept well clear, and few of them had any real idea what it was like.\n\n22\n\nAfter signature of the Sino-British Joint Agreement in 1984, and with the agreement of the Mainland Chinese authorities, the Hong Kong Government had undertaken to remove, compensate, and re-house its population, and to demolish the buildings and replace them with a public park within the same boundaries. Here was a chance to show our members this rather infamous place that few had seen, and at the same time - as on the Chai Wan visit a few years before - let them know what was being done by the Government. By good fortune, one of my friends and former colleagues from the District Office, Tsuen Wan, was the officer in charge of the complicated negotiations with the City's business people and domestic residents, and he was very willing to make arrangements for a Royal Asiatic Society visit.\n\nIn the end, the tour's extreme popularity with our members entailed three separate visits, each attended by well over 100 persons. On each visit, after a general briefing, the government officers who acted as our guides - they included two young police women inspectors - talked to us about their work as they led small groups through the twisting, narrow, and confusing thoroughfares to meet our own RAS tour speakers at a few places en route where points of interest were explained.         "content_text": "219\n\nwould have been rakish nonentities in their home country, and it is incontestable that there was an element of 'keeping the numbers up' in the recruitment of British expatriates by the Hong Kong Government.\n\nJames, though, was never to give anything less than a hundred per cent effort to his work and to Hong Kong in general. After a year's language training, he was posted to the Southern District Office as District Officer. His first assignment was to co-ordinate the clearing of villages soon to be immersed under the new Shek Pik Reservoir on Lantau Island. Thereafter he served with the Resettlement Department, the Secretariat for Chinese Affairs, and the Commerce and Industry Department, in addition to his posts within the City & New Territories Administration. A notable posting was as Deputy Commissioner for Labour from 1982 to 1985. The apogee of his career was as Regional Secretary, New Territories, an area and whose inhabitants he had come to know and love. His postings are remarkable in that he spent almost all of his career outside the Government Secretariat, in contrast to the norm which is generally a mixture of work in the policy branches of government and, in James' words, 'key' departments. Generally, postings to the departments, other than to the most senior positions, are not sought after.\n\nThis book will make a good, informative read for people with little knowledge of Hong Kong and its government. It is written in an informal, pleasant style and there is no impaling of former colleagues or slagging of the system, although James does start drifting towards a characterisation of the political reforms of the eighties towards the end of the book, the impression being that he was not entirely enamoured of the new scheme of things. For 'insiders', there are few surprises and the book is not, therefore, riveting, although it will bring back memories for some, though.\n\nWell done, James, a good addition to the shelves from a former leading civil servant.\n\nPETER HALLIDAY",

No path was built between Castle Peak Bay and Sham Shui Po, or between Tai Po and Fanling in this period.\n\nThis footpath construction programme does not seem to have affected traditional village life significantly, although the District Officer felt the new footpaths had made the work of patrolling and administering the New Territories easier. However, the only specific use the District Office noted for the new footpaths, other than by Government officials, was by cattle drivers sending animals to the City for slaughter. The footpaths were \"justified by administrative and military needs” (the Orme Report, pages 30, 32-33, 36). The present writer can vouch for his active approval of an African-inspired experiment whereby departmental administrative officers in the urban areas would collect and transmit upwards a monthly 'intelligence digest' of local opinion, morale and responses to government action or inaction, and of attitudes to prominent local figures and to Chinese or foreign affairs: this was meant to supplement what was collected in their own specialist manners by the HK Police Special Branch (SB), the New Territories Administration (NTA), the Foreign & Commonwealth Office (FCO)'s Political Adviser (PA) and the Security Liaison Officer (SLO). Some of what was collected may have been too near the knuckle, some was rather too easily discounted as mere \"gossip,\" important though that might be as a reflection of influential belief at the grass roots, and some may have hurt the dignity of those who had the existing duty of intelligence-gathering. The governor was persuaded to drop the experiment as proving trivial.\n\nBut Trench also showed interest in another interloping proposal that, in the absence of any generalist government institutions to supplement the Secretary for Chinese Affairs (SCA)'s advisory staff (who liaised with the various kai fong (Neighbourhood) Welfare Associations, Clansmens' Associations and Residents' Associations, which were often self-perpetuating), District Officers (DOs) should be appointed in the urban areas; these should have certain executive functions, fewer than those of their colleagues in the New Territories so as not to encroach on the licensing prerogatives of the Urban Council, but sufficient to ensure that all should know of their existence and, above all, of where their offices were. Primarily they should oversee and co-ordinate the activities of the various professional and technical departments in their bailiwicks, but also, like paternalistic mandarins, inquire into, report upon and seek answers to the needs and concerns of the inhabitants. This suggestion was effectively smothered by a DCS who was unable to understand what such DOs might achieve in a city that existing institutions did not already adequately do: the concept of such junior, peripheral, government officers being responsive to people, as opposed to being mere executive agents responsible for essential infrastructural public services, was alien.         "content_text": "29\n\nNga Tsin Wai in 1902\n\nA great deal of information on Nga Tsin Wai can be gathered from the Block Crown Lease, which in Nga Tsin Wai dates from 1902. Nga Tsin Wai forms part of Survey District 1, the very first area to be surveyed, and, as a result of experience gained, the later surveys were improved, particularly by the inclusion of the Chinese characters for the names recorded, and the recording of the village the landowner claimed to belong to. Although this useful information is omitted from the Nga Tsin Wai Lease, a good deal of information can still be had.\n\nAt the Appendix is a summary of the land-holdings of Nga Tsin Wai as recorded in the Block Crown Lease. For the purposes of this summary, any villager owning a house in Nga Tsin Wai in 1902 is considered a villager of Nga Tsin Wai, even if he owned other houses elsewhere. Any villager not recorded as owning any house is considered an Nga Tsin Wai villager if the bulk of his farmland was near the village. Any trust is considered a Nga Tsin Wai trust if the Manager (or any one of the Managers) was a Nga Tsin Wai villager, or if it owned a house within the village: any manager of a Nga Tsin Wai trust is also considered a Nga Tsin Wai villager, even if he would otherwise not be. There were other landholders in the Kowloon City area - especially men of the Ng clan resident in Sha Po - who are here considered as Sha Po villagers rather than Nga Tsin Wai villagers, and so are not included in the summary. This is not entirely satisfactory since, in 1902, there was probably no clear distinction drawn between Nga Tsin Wai and Sha Po, and the distinction drawn here between Nga Tsin Wai and Sha Po villagers is one unlikely to have been accepted by the villagers in 1902. However, it is the best that can be done.\n\nThe village consisted in 1902 of about 140 houses within the walls (not including the Tin Hau Temple and the Village Office), and some 48 outside the walls, plus the Ng clan Ancestral Hall and school. Six of these 188 houses were owned by village trusts: 73 individual villagers or groups of villagers owned the others. A further twelve house-owners classed here as Nga Tsin Wai villagers owned houses only in Sha Po, and five more owned houses only in Kowloon City. These villagers are here classed as Nga Tsin Wai villagers because of acting as trustees of Nga Tsin Wai village trusts or because the bulk of their agricultural land lay near the village, or because they formed part of groups of villagers.",
