        "content_text": "J\n\nHONG KONG CADETS, 1862 - 1941\n\n45\n\nThe recruitment of cadets changed the nature of administration in early colonial Hong Kong. The cadets were professionals, unlike the earlier officials who were a mixed lot from variegated backgrounds. They spent their working lives—20 to 30 years on average—in one or other of the Eastern colonies, for some of course transferred from, or to, Hong Kong. Since their profession was administration, and the government of Hong Kong was mainly a matter in those days of running a municipality—between 1886 and 1939 only four new departments were established, the District Office New Territories after 1899, the Kowloon-Canton Railway in 1906, and air services and broadcasting in 1929—they soon introduced routines and procedures, organised the files, and set the administrative machine into grooves, along which it ran, on the whole, smoothly and uneventfully for many years. Several governors evinced surprise at the little work they were called upon to do, for ways of doing things had soon become fixed and immutable, and colonial officials were reluctant to change well-tried methods. Sir George Bowen, Governor 1883-1885, declared that the routine and absolutely necessary work of Hong Kong administration \"seemed to me from the first to be much lighter than that of any Crown Colony which I had previously governed\";40 and Sir Frederick Lugard, Governor 1907-1912, of the same opinion, was amused by the bland efficiency and meticulousness of his able Colonial Secretary, Francis May. In Lugard's day, as Margery Perham writes, the officials \"were certainly efficient; the place was small and administration was conducted according to a system which had been seventy years in the making\". Of course, before 1941, most of the problems dealt with by administrators in Hong Kong tended to be workaday ones, and dramatic solutions were hardly called for until the post-1945 period, when massive immigration changed the face of things.\n\nWith regard to administration, then, Sir Hercules Robinson's scheme had worked. It also produced results in another respect, interpretation. Eitel wrote in 1878: \"There are now very few departments where there is not someone who can read a Chinese petition for himself and efficiently check the oral interpretation of the native clerks acting as interpreter. The Coroner's Courts, the Registration Office, and Chinese Protectorate, even the Colonial Secretary's Office, are well provided with a sufficient check on...",

LETHBRIDGE\n\nany interpretation that may be going on'.42 On the other hand, the scarcity of cadets in government caused serious problems at the end of the century. No scheme of localisation, except at the clerical level, had been promoted in Hong Kong; and although Government had been forced, as a result of Sir William Robinson's Retrenchment Committee of 1894, to abolish the post of Clerk of the Councils, one Magistrate and the Superintendent of the Jail, and amalgamate the posts of the Colonial Secretary and the Registrar-General, the number of cadets was still far too small for the efficient administration of even a municipality. Alleyne Ireland, after a visit to Hong Kong at the turn of the century, argued that there was a need for more cadets, and reported that 'no one who has spent four months, as I recently did, in the Colony could fail to be impressed, as I was, with the fact that in the service as well as in the junior ranks of the service there are a few men of the highest ability and usefulness, nor could he fail to notice that such men were few and not many'.43 The reports of the Finance Committee for 1901 showed, moreover, that the attendance included an Acting Attorney-General, an Acting Colonial Treasurer, and an Acting Director of Works. The service of the colony, Ireland adduced, 'has suffered greatly from the evil of acting appointments, and a system should be introduced under which it would not be necessary to transfer so many officials from one department to another whenever a senior official goes on leave'.44 He also pointed out the inadequate size of the Government offices, and 'the employment of a large number of junior clerks, Chinese and Portuguese, at salaries little better than those paid to day labourers'. Ireland, however, did not mention that the incorporation of the New Territories had led to a drain of officials from Hong Kong.\n\nA concatenation of these processes of retrenchment, scarcity of cadets, acting appointments, and ill-paid clerical staff led to a major government scandal which brought to an end in 1895 the career of one cadet, N.G. Mitchell-Innes,45 who had joined the service in 1881, and this scandal led not only to a commission of inquiry but a rebuke from the Secretary of State.\n\nMitchell-Innes' troubles began when Alfred Lister was appointed Treasurer in 1888.         "content_text": "FATHER ERNESTO GHERZI, S.J., 1886 - 1973 AN APPRECIATION\n\nG. J. BELL*\n\nIn the Bulletin de Geophysique No. 34 from the College Jean-de-Brebeuf, Montreal there was enclosed a notice of the death of Father Ernesto Gherzi, S.J. at Saint-Jerome, Quebec. He died on 6 December 1973 at the age of 87 years and 4 months. Fr Gherzi was a very well known and popular figure on the China coast between the years 1910 and 1954. He made notable contributions to the science and practice of seismology and meteorology while at Zikawei Observatory, Shanghai from where he operated an efficient typhoon warning service. He was a colourful character who made a great impression on all those who met him and he is remembered with affection by very many mariners and aviators—both military and civil—who served in the Far East in the thirty years prior to 1954.\n\nEARLY YEARS\n\nFr Gherzi was born in San Remo, Italy on 8 August 1886. In October 1903 he joined the Society of Jesus, an order whose members had made great contributions to geophysics and meteorology at their Observatories at Zikawei and Manila. He was posted to Zikawei for the period 1910-13 after which he went to England to work with Appleton on ionospheric studies for the Admiralty, London. He was ordained in England in June 1916 and returned to China in October 1920 to start his long scientific career in the famous meteorological, seismological and magnetic observatory at Zikawei.\n\nThe Zikawei Observatory was supported by grants from the Chinese Customs, the Shanghai General Chamber of Commerce, the Shanghai municipality and the telegraph companies; in return it provided time signals, weather forecasts and magnetic data for shipping. Fr Gherzi produced annual summaries of typhoon tracks for 1926 and for the years 1928 to 1940; they were addressed to the\n\n* Mr. Bell has been Director of the Royal Observatory, Hong Kong, since 1965.         "content_text": "35\n\nThe 1866-1869 Land Regulations\n\nThe first two sets of Land Regulations had been drafted by the Chinese and/or local foreign authorities; this was not the case with the third Constitution, the one of 1866-1869,\n\nIn the years between 1854 and 1866 a great number of problems had arisen, partially caused by the influx of Taiping rebellion refugees. Moreover, civic discipline among foreigners was waning (taxes were not being paid, nuisances were being caused in the form of building materials left lying around, the authority of the Municipal Council to levy taxes was being questioned, the members of the Municipal Council had been held personally responsible for any deficits and debts of the municipality, etc.). All this contributed to the opinion that something had to be done to increase the authority of the Municipal Council, and on April 15, 1865, a Public Meeting of landrenters appointed a Commission to draft new Land Regulations. This Commission consisted of Henry Dent (member of the Municipal Council 1863-64 and 1864-65), R. F. Gould (former municipal secretary), Thomas Hanbury, James Hogg, and William Keswick (all members of the Municipal Council 1865-66), J. P. Lynill, and G. Tyson. The new proposed Regulations were published on January 22, 186610, and discussed in Public Meetings on March 9, 12, 13, and 1711. After a delay of three years, they were eventually approved by the foreign powers in 1869.\n\nThere were a number of differences between the draft and the final version, but space does not permit me to detail these12. The new Constitution consisted of 29 articles, in which the position of the Municipal Council was strengthened as compared to the former Land Regulations. These Land Regulations were subsequently slightly amended, some articles being added in 1898. In this form, they remained in force until 1943, when the Settlement was returned to China.\n\nIn the course of these years, only a few byelaws were altered or introduced; and thus, during the greater part of its existence, the Settlement had as its constitutional foundation a set of Land Regulations devised essentially by the landrenters themselves in 1866.",

HAAN\n\nfunction very well and in 1925 there were fresh cries for Chinese representation.\n\nThis time the direct cause was the May 30th incident and as a result of numerous Chinese protests, demonstrations and strikes which took place at that time, the Municipal Council understood that the Chinese could no longer be barred from membership.\n\nIn 1927, for the first time in the Settlement's history, three Chinese took their seats on the once exclusively foreign Shanghai Municipal Council and three years later their number was increased to five.\n\nAll members were chosen by the Chinese Ratepayers Association, mostly from industrial and commercial circles so that the Chinese members came from the same business background as the foreign members.\n\nThus the electoral basis for Chinese differed materially from that for foreigners, which was understandable from the foreign point of view, for direct election would have meant that eventually the Council would become Chinese dominated. Besides, it suited most Chinese guilds and other business circles which were not used to open voting procedures, but preferred to be represented on an indirect functional basis. Moreover, it should be borne in mind that in the neighbouring Chinese Greater Shanghai Municipality, established in the same year of 1927, there also was an appointed Municipal Council.\n\nThe elections\n\nIn contrast to most governments and municipal councils in other countries, the Shanghai Municipal Council tenure of office was for only one year. Until 1865 the Councils were elected at a Public Meeting which was held especially for that purpose, as well as to discuss the budget (first introduced in 1854) and other financial and municipal matters. In the early years the months in which these electoral meetings were held varied, some being convened in January (1856, 1857, 1859), some in February (1858, 1860), March (1849, 1855, 1862), April (1863, 1864), May (1852), June (1851), July (1854) or August (1850). If the Council took measures which were not taken in the other municipalities it was easy for those affected who did not want to adhere to the new rules, simply to move to one of the other municipalities.\n\nIdeally any measures would have to be taken by all municipalities in cooperation, but this was often objected to by the Chinese authorities who to an ever increasing degree were opposed to the usurpation — as they saw it — of new rights by the Municipal Council of the Settlement.\n\n3. A third important reason was the very restricted financial basis upon which the Settlement government operated. The only taxes that, according to the Land Regulations, could be levied were a land tax, a house tax, wharfage dues and licence fees. And though the rates of these taxes could be, and were, raised3 and though the increase in the value of property and trade saw to it that municipal revenues steadily grew (from about Taels 25,000 in 1860 to about Taels 1,600,000 in 1930) nevertheless this was not enough to pay for any extensive schemes of social welfare. But even with the small amounts available there were Chinese complaints that too much of the money benefited foreigners principally and that too few dollars were spent on the much larger Chinese population.\n\nA wealth or income tax was considered out of the question as for this the Land Regulations would have had to be changed and too many vested interests would have been attacked.\n\nUnder the circumstances, the Settlement authorities could not and would not introduce far-reaching changes in the administration of social welfare. In this they did not materially differ from their colleagues in the colonies.\n\nDefects\n\nWe may well ask what became of the high-sounding principles which were uttered in the early days of the Settlement when \"consensus and consent\" were thought to be the foundations of the political establishment in the Far East.\n\nIf ever they were true in practice, even in the beginning, later government tended to develop into an oligarchy. Members of the Municipal Council are bound not to disclose matters discussed in meetings and no reporter of a local newspaper has ever attended a meeting of the Council. The Council does issue a so-called Municipal Gazette, probably the dullest official journal in the world, which contains brief reports usually starting out \"Notice is hereby given\" or \"I have the honour to convey\n\netc.\"\n100\n\nNow it is, of course, true that in Western countries with a parliamentary government, meetings of the cabinet or other governing bodies were (and are) not open to the public. But there the rulers were responsible to representatives of the people, be it in parliament or its local equivalent. Nothing of the kind happened in Shanghai, which apart from the other structural and institutional regulations which halted democracy as understood elsewhere, made the whole administrative system come to be looked upon as oligarchic.\n\nSummary\n\nSummarizing this article we might say that the Settlement government rested on a base which became increasingly outmoded in Western countries where democracy allowed ever more people to participate in politics. Franchise according to tax paid was gradually abolished in the West, but in the International Settlement at Shanghai it remained till the last day of its existence. In the beginning, consent of all residents was claimed to be the foundation of municipal government, but as time progressed the administration degenerated into an oligarchy with or without the negative implications which the term suggests. Political interest was low and nobody really tried to change the system. Though Justice Feetham published a massive report about the situation in the Settlement and offered valuable advice in 1931, nothing was done. Only in the heyday of Chinese nationalism were some minor facelifts agreed, without altering any of the fundamentals.\n\nIt was only after the return of the Settlement to China in 1943 and especially after the communist takeover in 1949 that",

The mud, waist-deep and soft in the autumn, when first exposed by the receding waters of the snow-fed river, was now dried firm, and streaked with gutters, where the drainage from the houses along the Bund had cut out little evil-smelling runnels.\n\nA broad gravel walk reached the full length of the Concession, half a mile or so along the river front to a small creek at the western boundary. Plank gangways led from the bund across the mud to each hulk. A thoughtful municipality had provided benches, where on a warm day you could sit under the shade of the large trees planted by an earlier generation, rest your feet on the iron railings erected along the Bund edge, and watch the junks go by; or listen to the coolies chanting as they carried cargo between godown and ship. At the eastern end of the Bund and at the back, gates gave access to the narrow teeming lanes of the Chinese walled city and the congested suburbs, that hedged in the Concession on the two landward sides.\n\nWithin this small space lived a mixed community. There were several dozen British, a few Americans and some Japanese, with the odd Frenchman, Italian or Portuguese; also a small Russian group, who kept much to themselves and were mainly concerned with compressing and exporting brick tea, stamped in designs calculated to appeal to Muscovite taste. For a long time Chinese had not been allowed to live in the Concession, as they would soon have crowded out the limited space set apart for foreign occupation, but at this time exceptions had been made. The odium of owning the Concession, as was not infrequently pointed out by their kind friends, lay with the British; but all shared in its benefits alike under the \"most favoured nation\" clauses included in the treaties with China.\n\nThese benefits in retrospect did not appear small. Here within the Concession, in contrast to what went on without, law, order, and security prevailed. The law was known, the administration was honest, the small police force of Chinese constables under a British superintendent was reasonably efficient, taxation was equal for all, and the expression of opinion was free.\n\nSocial activity centred round the Club where the times were often good.         "content_text": "―\n\n131\n\nEast. Thirty-five million tons of shipping entered the port each year, carrying twenty-five per cent of the trade of China. The vast town was controlled by three independent authorities: the International Settlement, where British and American influence predominated; the French Concession, mostly residential; and the Chinese Municipality. A polyglot population of between four and five million Chinese, and fifty thousand foreigners, thronged the streets. The war had brought about a great shift of population from the Chinese area, where residents were exposed to Japanese oppression, to the comparative safety of the two foreign areas, whose Chinese inhabitants increased from 1½ millions to 4 millions, resulting in a heavy congestion.\n\nIt was a far cry back to those days in 1845, when in the British Concession, before it was amalgamated with the American district to form the International Settlement, the British Consul appointed \"three upright merchants\" to act as a Committee of Roads and Jetties to supervise the inconsiderable municipal needs of a small community living on a mud bank. From those simple beginnings had grown the proficient machine required to cope with the extensive complexities of a unique metropolis.\n\nH.G.W. Woodhead, the talented editor of \"Oriental Affairs\", described the functions of the Municipal Council of the International Settlement, and I cannot do better than quote his words:\n\n\"Owing to its peculiar status as a sort of 'imperium in imperio', the Shanghai Municipality has had to shoulder various responsibilities that in other countries would be assumed wholly or in part by the State. For example, it maintains its own Defence Force, the Shanghai Volunteer Corps, and a highly efficient professional Russian unit. It maintains, what, for the average daily number of prisoners, is the largest gaol in the world. It maintains or makes substantial grants in aid to many hospitals. It started subsidizing Foreign education in 1880, and Chinese education in 1900, and now operates, or makes grants in aid, to numerous Foreign and Chinese schools. It has an Industrial Section, which concerns itself with labour problems, and also controls the rickshaw business to the extent of limiting hire charges, and providing for welfare work among the pullers. It maintains a public library and a municipal orchestra and an up-to-date Public Health Department. And it finances these and other important activities such as Policing, the Fire Brigade, Public Works, etc., mainly from",

We would walk along as the spirit moved us; and on arriving at a cross-roads would take up a position in the middle of the street, cock our pistols, and stop all cars to look inside them. The idea of this was to catch kidnappers, as they usually carried off their gagged victims by car. One day we stopped a large car, only to find the venerable Mr. Yu Ya Ching in it. He was the senior of the five Chinese representatives on the Municipal Council. I do not know who was the more astonished, he or we! On another occasion when we looked into a car we found a complete thuggery of Russian gunmen; there is a large White Russian community in Shanghai, a survival of the Russian revolution, and many of the men were engaged by rich Chinese as bodyguards. They looked ugly, as if they were more used to holding people up themselves than being held up. The next car turned out to contain the puppet Mayor of the Chinese Municipality, who durst not venture abroad without a heavy escort. All passed off with mutual compliments. In my time we fortunately never ran into a real gangster: I have difficulty in hitting a haystack even with a snug little weapon, let alone with so heavy a piece of ancient ironmongery.\n\nUntil about 10 p.m. a heavy traffic would continue in the Avenue Joffre, the main highway on our beat. Sometimes, when we went out on bicycles, a form of sport to which I had been unaccustomed for at least a quarter of a century. I found it rather tricky moving in patrol formation amidst the traffic. If we came across an obstreperous drunk, we would turn tactfully in the opposite direction. It at least gave the Chinese some confidence to see armed foreign patrols out at night, a confidence which, I fear, may have been exaggerated. Sometimes we would stand at the corner of the street, at about the time the cinemas came out, and watch our families go home; and, when the time was up, we might go into that little bar on the ground floor of the Cathay Mansions for a bottle of \"Ewo\" Beer.\n\nAt the police station the French Municipality provided sandwiches, crumbly French rolls split in half, buttered, and holding a slice of ham, which we would munch, while our leader made his report. Then early in the morning we would go home, feeling we had earned our sleep.\n\nThe cinemas of Shanghai are as luxurious as any in the world.",
