This authority, with powers of discretion, was given to the D.O. to help preserve the traditional way of managing land within the clan, and to provide a cheap and impartial arbiter in case of dispute.\n\n13 In Shek Pik village the TSUI, CHEUNG, HO and CHI clans owned 1.1, 0.39, 0.55, and 0.04 acres of agricultural land in 1898. With the exception of the HO clan, they were intact in 1959. The TSUI tso probably dates from the fifteenth generation, and is therefore three hundred years old. The FUNG clan in Fan Pui owned 9.2 acres in 1898 but this was sold in 1953.\n\n14 At Fan Pui I dealt with a disputed case of ownership in which the defendant stated that eight lots totalling 9,581 square feet of agricultural land had been specially set aside as joss and oil fields (shen you tian). Fields are also set aside for the worship of earth spirits. At Cheung Kwan O village in 1898 the two clans of CHAN and NG administered 1.41 acres of agricultural land under the name of a to tei wui. The rentals were originally devoted to the maintenance of the to tei or earth spirit who looked after the village, but for many years the revenue has simply gone to the clans. Many other cases are known at Mui Wo and Tung Chung.\n\n15 See Chapter III (iii) and (iv) of H. B. Morse The Trade and Administration of the Chinese Empire (Shanghai, Kelly and Walsh, 1908) which is based on an article by Byron Brenan \"The Office of District Magistrate in China” Journal of the North China Branch of the Royal Asiatic Society XXII, (1897-98), 36-65, and incorporates his own wide experience of China and her officials in the course of over thirty years' service in the Imperial Maritime Customs. Brenan himself (1847-1927) had served in China from 1866 and was H.B.M.'s Consul-General in Shanghai 1898-1901. Of the district magistrate Brenan wrote, \"The magistrate is the unit of government; he is the backbone of the whole official system; and to ninety per cent of the population he is the Government\"; op. cit. p. 37.\n\n16 Papers 1899 p. 583.\n\nThe text of the stone tablet outside the Tin Hau temple at Kat O, referred to elsewhere in the article, uses this picturesque phraseology. Contrasting their sorry lot beside the power of the yamen officials they had written in their petition to the Viceroy \"We, civilians, whose lives are cheap as ants... who are we to start a lawsuit against the district yamen's worms?\" An interesting feature of this inscription is that it follows the customary form of Ch'ing document in which reference is made in the text to other papers, by summary or quotation, instead of the western method of adding enclosures. Fairbank, Ch'ing Documents, an introductory syllabus, (Harvard University Press 1952) p. 21.\n\n18 When I asked an old gentleman who graduated sau choi in 1896 about extortion and venality among magistrates, he replied in distinctly extenuating tones \"Some did; but then they had so many people to look after\". He observed that there were some rich districts in Kwangtung in which a magistrate had to do nothing to obtain money as it came rolling into the Office in the way of presents, inducements, additions to land and other taxes etc., whilst there were others which were so poor that the magistrate could squeeze very little from them even if he tried very hard. No dispute arises but one or more of these social pests thrusts himself forward between the contending parties, and no fraud on the revenue or wholesale extortion is free from their similar influence\". Lockhart (through Governor Blake) says that the New Territory's literati \"have hitherto lived by irregular \"squeezes\" from the people\" and he blamed the opposition to British rule to them and to \"gamblers and bad characters banished from Hong Kong\" and not to the people who were incited by the gentry and elders. This includes, pp. 97-125, a very interesting account of an enforced stay of eleven weeks and three days with the pirate fleet in 1809 by Richard Glasbrooke, the mate of an East Indiaman. The pirates spent a considerable time on and near Lantau, which must have suffered from their depredations. The clan record of the HO family of San Tsuen, Pui O, on the south side of the island mentions pirate raids and a decision to fortify the village with walls which can still be seen, with several embrasures for cannon.\n\nPiracy continued until a much later date. The Cheung Chau police station was attacked and burnt in 1912, necessitating its removal and enlargement, one of the Cheung Chau ferries was pirated in 1923, and in 1925 a band of sixty robbers from the Delta entered Tai O by way of Po Chue Tam creek, killed a woman and made off with young men and a fair amount of booty without any difficulty. The Police Station is situated at the other end of the town and knew nothing of the attack until it was over.         "content_text": "BRITISH LEGATION AT PEKING\n\n75\n\nWilkinson's book is a gay account of student life with work and play nicely balanced. He mentions many things which must have been familiar to generations of inmates of the Foreign Legations at Peking, such as paying calls on the European residents, buying a pony, choosing a reliable 'boy', the continual battle against 'squeeze', the danger of theft and so on. For pleasure not only was there the bowling alley, which provided the chief amusement inside the Legation during the winter, there was also skating on an improvised rink nearby. Three of the students once skated down the canal to Tungchow, a distance of about twelve miles. There was also the usual entertaining. \"Balls and concerts were given at some of the Legations and at the Inspectorate-General of Customs (where a number of young European men were employed). Dinners everywhere. But the pleasantest of all, perhaps, were the carpet dances (with the carpet up) at two or three houses. We shared the misfortune of most European communities in the East: an undue preponderance of the male. Dancing men were at a discount.\" At Chinese New Year the students generally put on a pantomime or a Christy Minstrel Concert. By this time there was a weekly arrival of mail throughout the summer, and a monthly one during the winter. In the spring and autumn the Peking race meetings were held at a place a mile or so from the western wall of the city. The race-course boasted a tiny grand-stand but Wilkinson is careful to state that these were pretty amateur races; they were picnics first and race meetings second. In summer there was tennis on the Legation lawn, and in the grounds of the residence of the young European employees of the China Maritime Customs, as well as garden parties at the American Legation. The courts in the British Legation lay east and west, and since it was too hot to play until sundown one of the players had to perform with the sun full in his eyes which made play somewhat erratic. For summer dress the students wore a patrol jacket of white drill with trousers to match. In July and August they usually moved to a temple in the Western Hills where they could go for rambles. The main disadvantage of this life came from rain and rats. One summer it rained prodigiously and they were almost washed out of their temple. As for rats an ingenious student subdued them by training four owls which he had bought. They spent the day roosting one on each post of his bed, but at night went into action",

        "content_text": "BRITISH LEGATION AT PEKING\n\n81\n\nthe death of Sir Robert Hart during the siege, and on July 21st it carried a long letter from the President of Queen's College, Belfast, which served as a somewhat premature obituary notice for Hart, who, in fact, lived until 1911.**\n\nThe relieving troops finally entered the British Legation on August 14th, when a Company of mounted Sikhs rode in at about 3 p.m. accompanying General Gaselee and his staff. So ended the siege which had lasted from June 20th until August 14th, a total of 55 days. Fortunately no overwhelming damage had been done to the British Legation, though many of the roofs were badly smashed about and bullets and shells had gone through most of the buildings. One last ironic touch; immediately after the raising of the siege the commissariat functioned so inefficiently that the besieged had to forage for themselves and for some days got less to eat than during the fighting. Meanwhile those who had 'enjoyed' the hospitality of the British Legation during the siege departed and the work of clearing up and repairing the damage began.\n\nThe actual damage suffered by the British Legation buildings was slight in comparison with the damage done to the other foreign Legations. The outer walls were badly damaged and had to be rebuilt, but one small section on the north-east corner facing the Imperial Canal was sufficiently unharmed to be left intact, and on its surface someone painted in black nine-inch letters the words \"LEST WE FORGET”. Most of the buildings in the compound were soon repaired and the Legation again looked substantially the same as before the siege. However, as part of the settlement after the Boxer troubles and the siege of the Legation Quarter Britain acquired considerable ground on the northern and western sides of the old Legation. This consisted of land formerly occupied by the Mongol market, by the Imperial Carriage Park and by the Hanlin Academy, which was burnt out during the fighting. This newly acquired land was later used for\n\n28 Born in 1835 Hart came out to China in the Consular Service in 1854 and spent his first three months as an interpreter at Hong Kong. After various consular appointments he was permitted by the British Government to resign from the consular service in 1859 and to join the newly formed Chinese Imperial Maritime Customs service as Deputy-Commissioner of Customs at Canton. In 1863, at the age of twenty-eight, he was appointed Inspector-General of the Maritime Customs, a post which he held until his resignation in 1908.",

        "content_text": "CHEUNG CHAU\n\n101\n\n11 \"The whole of the island (Cheung Chau) was adjudged to belong to the WONG family and it is let out to various tenants on leases renewable every five years. All these leases were registered in 1906\". Administra-tive Report for 1909, District Officer, New Territories. But see also G. N. Orme's unfavourable opinion of the initial survey and Crown rent roll in Sessional Papers 1912, p. 46.\n\n12 For example, before its tax-lord rights were extinguished (along with others') by the Hong Kong Government after 1898 as \"not compatible with the principles of British administration\" (Orme, Sessional Papers 1912, p. 46), the LI Kau Yuen Tong of Sha Wan appears to have owned a considerable proportion of all the cultivated land on Lantau island under an imperial grant made in the Sung dynasty (see LO Hsiang-lin \"The Sung Wang T'ai and the location of the Travelling Courts by the sea-shore in the Last Days of the Sung\", Journal of Oriental Studies III No. 2 (July 1956) p. 217, note 29). Nineteenth Century land deeds from the village of Shek Pik show that much of the village land paid tax to the LI family, a burden which was passed on to the purchaser when a \"sale\" took place. It is not known whether this Tong owned land elsewhere in the present New Territories but its main estates lay elsewhere. It is curious how the WONG Wai Chak Tong maintained its tax-lord position whilst the LI family's was extinguished.\n\nIt is a pointer to the island's increasing prosperity, as well as to its favoured geographical situation, that when the Chinese Maritime Customs first began to operate in the Hong Kong region in 1887 they set up a post on Cheung Chau. This had previously been operated by the Canton authorities as part of the \"blockade\" system set up in 1868-71. See Stanley F. Wright, Hart and the Chinese Customs (Belfast, William Mullan & Son, 1950) pp. 385-6, 584-6 and 708, and his earlier Hong Kong and the Chinese Customs (Shanghai 1930) which I have not yet seen. See also note 15. Old villagers on the Lantau coast opposite Cheung Chau can remember having to pass through the customs every time they came to the island to buy daily necessaries and sell their produce in the market.\n\nIt is not the place to discuss whether Cheung Chau's expansion was due to the rise of Hong Kong, or whether it was already in a flourishing condition by the time Hong Kong's expansion began in the 1840's, but available information points to a community which was already well-established and prosperous by the Hsien-feng period (1851-61), which would be rather early for Cheung Chau to owe its rise mainly to Hong Kong. The preamble to the tablet in the defence bureau mentions that \"our forefathers came and lived in Cheung Chau several hundred years ago\"; whilst the attention of pirates in the early years of Hsien-feng, also mentioned in the same tablet, seems more conclusive proof of the island's established prosperity than any other. A spate of repairs and expansion seems to have been going on apace in the T'ung-chih period (1862-75) when most of the island's temples were repaired, the CHU family ancestral hall enlarged, many old houses were built or reconstructed, and the public buildings erected which these tablets commemorate.",

This commenced the modern or more correctly the European history of the river. \n\nBy the terms of the Treaty of Tientsin three ports on the river were opened to foreign shipping and trade - Chinkiang, Kiukiang, and Hankow, Hankow, by far the largest and most important of the three, was six hundred miles from the mouth of the river. The Franco-Chinese Treaty, signed at the same time, provided for the opening of Nanking. At that time, however, and for a further six years, Nanking was occupied by the Taiping rebels, and no attempt was made to trade there, and it was not until 1899 that the Chinese Maritime Customs opened a station there. \n\nWhen the Treaty of Tientsin was signed in 1858 most of the Lower Yangtse was in a disturbed state because of the Taiping Rebellion, and a great part of the river was under rebel control. In these circumstances, therefore, it was not expected that the river would be opened to foreign trade until the restoration of Imperial authority. Lord Elgin, the British Plenipotentiary, however, was unwilling to wait for this, and persuaded the Chinese authorities to allow him to make a voyage up the river. His expedition consisted of the frigates Retribution and Furious, and three small gunboats, Cruiser, Lee, and Dove. After being fired on by the rebels at two places, Hankow was reached on 6th December 1858, the first time it had been visited by a foreign ship. \n\nLord Elgin went ashore at several places on the river, and made short excursions into the country. He found the people to have no sympathy with the rebels, and thought they welcomed the prospect of foreign trade. He also thought them reasonably prosperous and contented, and not too heavily taxed. At Hankow he found coal and iron, the latter in abundance, also considerable quantities of imported cotton and woollen goods; but he formed the opinion that British manufacturers would have to exert themselves to supplant native goods. It was a pleasing fallacy, he wrote, to imagine that it was only the malign influence of intriguing mandarins which caused the Chinese to prefer native to foreign goods. James Matheson, one of the founders of Jardine, Matheson and Company, frankly admitted on several occasions the superiority of Chinese nankeens over Manchester cotton goods.",

In that year the China Navigation Company and the China Merchants Steam Navigation Company commenced a joint service between Hankow and Ichang. For technical reasons they were unable to maintain this service during the winter months of low water, and it was not until 1884 that a regular all-year-round service was commenced by Archibald Little with his small steamer Y-Ling, the other companies following suit a short time later. By 1901 there were twenty-two steamers running regularly between Hankow and Ichang, during daylight hours only, and it was not until 1920, after intensive surveys by the Chinese Maritime Customs, that night-time sailing was possible.\n\nA further section of the Yangtse was opened to foreign trade after China's defeat by Japan in the war of 1895, namely the 400 miles from Ichang to Chungking. BLUE \n\nShanghai, travelled by junk from Yochow to Pingsan on the Yunnan border, 1800 miles from the mouth of the river; but were then forced to turn back because of the unsettled state of the country.\n\nIn 1894, the Australian A. G. Morrison,15 successfully completed a somewhat similar journey. Travelling alone and by the customary methods, Morrison went up the Yangtse from Shanghai to Chungking, and then across Western China and the Shan States into Burma, a total distance of 3,000 miles. Morrison was unable to speak Chinese, but travelled in Chinese dress, and experienced nothing but kindness and hospitality all the way. He went from Shanghai to Hankow as a deck passenger on the Jardine steamer Taiwo, paying a dollar a day extra to the steward for foreign 'chow'. From Hankow to Ichang he again travelled as a deck passenger on the China Merchants steamer Kweili, then the only triple screw steamer on the river. At that time Ichang was the last open port on the river, and no foreign ships went past there. For the next stage to Chungking, therefore, Morrison hired a small sampan called a \"weipan\", with a captain and crew of four. This stage of nearly 400 miles through the Yangtse Gorges took 15 days, which was a record at the time, and cost him the equivalent of £2-16-0 in copper cash.\n\nIn his journey up the river Morrison noticed that many of the largest trading junks flew foreign flags, thus avoiding paying “likin” at the various provincial and regional boundaries. Under treaty regulations they only paid an ad valorem duty of 5% on their cargo, which was collected by the Chinese Maritime Customs at Ichang or Chungking. Morrison left the river soon after Chungking, and travelled overland for the remainder of his journey. He found food plentiful and cheap everywhere, and opium growing all along the Chinese section of his route. The total cost of his whole journey from Shanghai to Bhamo was under £20.\n\nSir Reginald Johnston, a British consular official, followed fairly closely in Morrison's footsteps in 1906. He started from Peking, going from there to Hankow by rail, and then up beyond Chungking by steamer and junk, finally going overland to Mandalay.\n\n15 Later to become famous as \"Chinese Morrison\" of the Times.",

        "content_text": "NAVIGATION ON THE YANGTSE \n\n125 \n\nand enthusiasm of Captain Cornell Plant who occupies the place of honour next to Archibald Little in the history of Upper Yangtse navigation. Little met Plant in London when the Pioneer was nearing completion, and infected Plant (whose previous experience of river work had been command of a paddle steamer on the Euphrates) with his enthusiasm for the Upper Yangtse. Plant took over the Pioneer and commanded her on her early voyages, and the Upper River fascinated him as it had Little. After the Pioneer was taken over by the Royal Navy, Plant built himself a large houseboat and traded successfully between Ichang and Chungking for several years, studying the Upper River in its varying moods and seasons. In 1907 he persuaded a group of Chinese merchants and officials in Chungking to make a further attempt to establish a regular steamer service, and the Szechuen Steam Navigation was formed, 40% of the capital coming from official sources. Their first ship, the Shuting, was built by Thorneycroft at Southampton under Plant's supervision, and he commanded her on her first voyage in 1908, and for the first five years of her successful operations.16 The Szechuen Steam Navigation Company's Shuting was soon followed by the China Navigation Company's Shutung, and both ships maintained a regular service between Ichang and Chungking, except for the three winter months — January to March — of low water. Both the Shutung and the Shuting were about 115 feet long with a draft of 3 feet, and both towed a float alongside for both passengers and cargo. If the current was too strong at any of the gorges or rapids the steamer went ahead on her own, tied up at the head, and then pulled the float up after her. Sometimes the steamer half steamed and half pulled herself up by her windlass. For this reason the Upper River steamers had very powerful windlasses and capstans, but even with this help there were some rapids it was impossible to overcome without further help. Then gangs of coolies called trackers, were employed, and there were villages at certain places whose sole raison d'être was to supply these trackers. The first steamer to go up the whole distance from Ichang to Chungking solely under her own power was the Szechuen Steam Navigation \n\n10 Plant joined the Chinese Maritime Customs in 1913 as River Inspector for the Upper River, which post he held at his death in Hong Kong in 1921. He is buried in Happy Valley alongside his wife. See his Glimpses of the Yangtse Gorges, 2nd edn., (Kelly and Walsh, 1936) which contains some interesting photographs.",

        "content_text": "NAVIGATION ON THE YANGTSE \n\n127 \n\nthan a hundred feet above the river. The cliffs in Windbox Gorge rise to over 700 feet above the river, and it was here that in the record year the river level rose 275 feet in a short time. \n\nIn 1917, after there had been regular services operating on the river for some years, the Chinese Maritime Customs issued a series of recommendations for steamers intending to ply on the Upper River, based on the experience gained over these years. The maximum size for steamers intending to run all year round was 210 feet long by 31 feet beam and 94 feet draft, with a minimum speed of 12 knots. If they were intended to negotiate the main rapids under their own power, a speed considerably in excess of 12 knots was recommended. It was also recommended that the hull be divided into watertight compartments, and that ships should have a flat bottom. Ships over 130 feet long were recommended to have twin screws and two boilers, and if their beam was over 22 feet three rudders; all others having two rudders. Other recommendations and regulations related to steering gears, windlasses, and capstans, and illustrate the peculiar problems posed by navigation on the Upper Yangtse. By 1931 there were over a dozen special-type ships on the Upper Yangtse, half of them British, running regularly between Ichang and Chungking. Three of the others were Chinese, two American, and one French. There were also several small oil tankers. Above Chungking there were about two dozen smaller motor launches running, but in this part of the river a great part of the traffic was still handled by native craft of various types. In 1931 the American West China Shipping Company's last ship was wrecked in the Upper River, and the Dollar Company sold their last ship, the Alice Dollar, to the China Navigation Company, who renamed her the Wantung. This left British steamers predominant on the Upper River for the short time after that it remained open to foreign trade. \n\nAll ships operating on the Yangtse required pilots. On the Lower River these were mostly foreigners of the various countries which formed the Woosung-Hankow Pilots' Association. This was not a branch of the Chinese Maritime Customs, although these pilots were licensed and recognised by the Customs. On the coast and on other rivers, the Chinese Pilotage Service, which was a branch of the Customs, was the recognised authority. Cantonese pronunciation for the characters  (mandarin Ch'in-ch'ai) meaning \"an Imperial Commissioner”. (J.L.C-B.) \n\n35 Innes, James Innes (1787-1841), the \"storm petrel\" of Canton was the 7th Chieftain of the Inneses of Dunkinty, Scotland. He came out to China about 1825 and operated as a Free Trader mostly on his own, but for a time in the firm of Innes, Fletcher & Co. His dealings in opium had not a little to do with precipitating the trouble in 1839. He died in July 1841 and was buried in the Old Protestant Cemetery, Macao. (L.T.R.) \n\n36 Chaye Beale. Thomas Chaye Beale was a member of the firm of Magniac & Co. in Canton as early as 1826. In 1851 he was Portuguese Consul and Vice-Consul for the Netherlands at Shanghai. (L.T.R.) \n\n37 Se-yin. This is probably a reference to the characters Ssu-ying, the officer in command of a ying which corresponded in some ways to a battalion. However, the rank of a ying commander corresponded more to the Western rank of captain or major. (J.L.C-B.) \n\n38 Ta-lao-yeh. The phrase ta-lao-yeh signifies \"revered elder”. (J.L.C-B.) \n\n39 The linguists. Linguists (t'ung shih) were supposed to be able to act as interpreters between the Canton officials and the foreign merchants when instructions needed to be conveyed. The foreigners, for their part, usually enlisted the help of the Hong merchants when they wanted a document translated into Chinese or they needed an interpreter at an important interview. They repeatedly declared that the linguists were useless when it came to linguistic matters. In fact, the linguists appear to have been rather low-grade men of not much education, and able to speak only pidgin English. However, by law a foreign merchant trading at Canton was bound to employ a linguist. Since it was forbidden by the statutes of the Ch'ing dynasty to teach the Chinese language to foreigners, it was reasonable that linguists should be licensed to cope with their language problems. However, in order that the foreigners should not learn much about affairs in the interior, the qualifications needed by a linguist were low and their pidgin vocabulary was restricted to matters of trade. This was part of a deliberate policy which grew up among the officials at Canton, and the linguists merely acted as another cog in the mechanism whereby communication between the foreign merchants and the officials, however minor, was prevented, and the foreigners dealt instead with a number of different unofficial functionaries such as the compradores and linguists. Thus, the foreign merchants were kept at an arm's length and also kept in ignorance. \n\nThe linguists and their servants mentioned in this journal appear to have acted as general clerks and messengers, as much as linguists.         "content_text": "PIRACY ON THE CHINA COAST\n\n83\n\nAnother case which might be said to have had political undertones was that of the China Navigation Company's Shuntien in June 1934. The Shuntien was the latest addition to the China Navigation Company's large fleet, and was making only her second voyage at the time. She was captured by some thirty pirates after leaving Tientsin for Chefoo, and was taken to the mouth of the Yellow River where she was beached on soft sand. The pirates then made off inland, taking five European and twenty Chinese passengers as hostages. Before leaving, they told the ship's compradore that the piracy was a reprisal for the Chinese Maritime Customs having stationed an extra customs cruiser in Shantung Bay, thus interfering with their smuggling operations. The Europeans returned a few days later, but nothing more was ever heard of the Chinese hostages.\n\nBias Bay, sixty-five miles northeast of Hong Kong, was notorious as the pirates' stronghold in the interwar years. Unfortunately, it was just outside Hong Kong territorial waters, and came within the jurisdiction of the Cantonese authorities, who were either unwilling or unable to co-operate with the Royal Navy against the pirates. The nationalist and anti-foreign feelings of the Cantonese probably contributed to this, as did the fact that the warlords of Kwangtung were suspected of being in league with the pirates. Whether this was so or not, it was definitely established that pirates based on Bias Bay committed nine major piracies between 1924 and 1926.\n\nAlthough the Navy was unable to suppress piracy on the China coast, so much of which took place almost on its own doorstep, the mere fact that naval ships were in the vicinity must have reduced its incidence. The pirates rarely boarded ships at Hong Kong, partly because of the strict naval and police control there, and also because passengers joining ships there were unlikely to have much money or valuables. In the case of the second Sunning piracy in 1926, it was definitely established afterwards that the pirates came on board at Amoy, and that their weapons were smuggled on board by stevedores. The lack of co-operation from Canton meant that the Navy was unable to follow up action at sea by punitive expeditions against the pirates' shore bases. DA SILVA\n\nIt will suffice here to say that the exterior defence of the Chu Kong estuary consisted of a series of forts, customs-stations and guard-posts in the Lo Man Shan 老萬山, Kai Pong 鷄澎, Sam Chau Mun 三洲門, Ngoi Ling Ting 外伶仃, and the Tam Kon ## groups of the outer off-shore islands. The civil administration ruled from Nam Tau, the district city of the San On district. The military administration was centred at Tai Pang, on the western arm enclosing Tai Pang Hoi (Mirs Bay). The civil administration operated on a north-south axis, as against the east-west axis of the military coastal defence system. This is understandable when one realizes that the military could facilitate their control of the coast-line by establishing easy communications by water running the length of the coast-line from strongpoints on strategic head-lands and the offshore islands.\n\n3 For the Chinese characters of place names of some locales in the vicinity of Tai Yu Shan see map 3. For names of places within the present territory of Hong Kong see A Gazetteer of Place Names in Hong Kong, Kowloon and the New Territories (Hong Kong, Government Printer, 1960).\n\n4 So far as I know there has been no published study of this fort by Hongkong's local historians, except for a brief mention in one work which states that Kai Yik Kok fort was of Ch'ing dynasty date. Lo Hsiang-lin, Hongkong and its External Communication before 1842, (Hongkong, Institute of Chinese Culture, 1963) p. 172.\n\n5 The principal ingredients of this cement are clam and oyster shells which are crushed and burnt to produce slaked lime. The lime is then mixed with fine sand to produce a holding cement. Another point worth mentioning is the resemblance between the dragon boat and boats in scenes of everyday life depicted on bronze drums found in Tonkin. These drums were made by the natives under the tuition of their Chinese masters. One of them shows the picture of a long thin boat with a dragon's head being paddled by its crew with a drum in the middle.\n\nAnother possible survival of Indonesian culture might be seen in the matshed dwelling in our region. It is unnecessary to build matsheds in a place where typhoons occur so frequently and where there is an abundance of stone, and the explanation can only be given that matshed dwellers have no tradition of building in stone. The Indonesians are invariably matshed dwellers, they do not even use stone walls as protection. In many places they build houses on stilts. This however may be an independent custom on either side, although it should be noted that among some peoples of Indo-China there are identical huts on stilts akin to those of the Tanka and of the water population in the West river regions.\n\nAgain remembering the phenomenon that one religion can take on the divinities of another, we cannot ignore the possibility that the Tanka worship of Tin Hau (A1⁄2, i.e., the Heavenly Queen) their principal saint is an adaptation of an earlier aboriginal goddess. The original Tin Hau lived in Fukien and kept a lighthouse to guide sailors to port. She was officially canonised by the Chinese Board of Rites at the request of local officials but there was a much earlier goddess known among the Indonesians who could avert storms or drought. Temples to her existed in the Tonkin delta at the beginning of our era. It is not likely that the Tanka adopted the enthusiastic worship of such a late personage as Tin Hau without some tradition behind it.\n\nHowever we can never be certain that the Tanka are of Indonesian stock. Whether or not the Indonesians have left descendants, it is certain that they were the founders of maritime commerce in the Far East. Using perhaps canoes and coasting in such stages as for instance from Swabue to Lamma Island,\n\n8 續齊諧記 and 越地記, both Han dynasty books.\n\n9 V. Goloubew-Le Peuple de Dong-Son. (Hanoi.)",

These papers have recently been donated to the University of Toronto by Mrs. Coombs. The following brief summary will give readers of this note some idea of their scope, though it does not show the range of Bland's correspondence with prominent politicians, diplomats, civil servants, artists, actors, scholars, social scientists and public figures in general on subjects not specifically connected with Chinese affairs.\n\nBrief Summary of Contents\n\n1. Diaries. Those for October 1883 - March 1885 and 1906 - 1910 were kept while he was in China. Bland left China in 1910.\n\n2. Typescript of chapters incorporated into his various books. These include material later discarded, as well as translations from Chinese, handwritten by Backhouse, of material used in their two books. Unfortunately, these translations do not appear to contain any references to the Chinese sources from which they were made. Also included in this section is the original version of Backhouse's translation of Ching-shan's so-called 'Diary', together with correspondence from 1920 until 1945 with various authorities concerning its authenticity. Victor Purcell, in The Boxer Uprising, 1963, devoted an interesting appendix to Ching-shan's 'Diary', stating that Backhouse's papers were burned in Peking during the Japanese occupation, and adding: “I have not, so far, been able to trace the whereabouts of any private papers of J.O.P. Bland”.\n\n3. Manuscript notebooks, essays, etc. E.g., \"In a Peking compound and around it”.\n\n4. Thirteen scrapbooks of clippings and articles by and about Bland.\n\n5. Photographs of Peking, Shanghai, etc.\n\n6. Correspondence. This comprises the most important part of the collection.\n\nOne large group of letters concerns Bland's relations with the British and Chinese Corporation Ltd., and his case against it. Also in this section are letters concerning the Mackay Treaty, the Chinese Maritime Customs Service, and the British Legation in Peking.",

Taiwan City and Tamsui were ports on the island of Taiwan which came under the administration of Fukien province.\n\n12 Ch'ung-hou was appointed to this post by an edict of 20 January with the designation superintendent of trade for the Three Ports, with his headquarters at Tientsin. Hsueh Huan, governor of Kiangsu and acting imperial commissioner at Shanghai, was made responsible for the newly opened ports along the Yangtze and the coast to the south of it, by the same edict. As far back as 1844 the imperial commissioner at Canton was currently designated imperial commissioner for the Five Ports. With the addition of new ports it was made a concurrent post of the governor of Kiangsu in 1861, until 1868 when it was made a concurrent post of the governor-general of Liang Kiang residing at Nanking. In 1870 the post of superintendent of trade for the Three Ports was raised to an imperial commissionership and held concurrently by the governor-general of Chihli. It is not clear when the commonly used designations for these two posts viz: superintendent of trade for the southern ports and superintendent of trade for the northern ports were first used.         "content_text": "76\n\nHENRY JAMES LETHBRIDGE\n\ntrove is not certain. In Lion and Dragon in Northern China (1910), R.F. Johnston used the folklore material he himself garnered in Weihaiwei for purposes that are now regarded as dubious. It is clear Johnston was influenced by the theories of the cultural diffusionists, who attempted to trace everything back either to a common source or to a process of borrowing from other cultures; in other words, Johnston went far beyond the evidence available and indulged in highly conjectural reconstructions of what could have happened in the past. But Lockhart published only two papers on folklore and, as far as can be ascertained, did not engage in any comparative or theoretical study of the subject. However, it seems plausible to conclude that he, like Johnston, must have been influenced by the climate of anthropological opinion in his time, for both were active in this field before the functionalist anthropologists became intellectually influential.\n\nLockhart had a lifelong interest in numismatics and over the years he was able to build up a fine collection of Chinese copper coins. In 1895 the first two volumes of his The Currency of the Farther East, published by Noronha and Co., Hong Kong, was produced in an edition of 250 copies. The third volume appeared in 1898. The collection of coins illustrated in the work — Chinese, Annamese, Japanese and Korean — had been made by G.B. Glover of the Chinese Imperial Maritime Customs, who had supervised the production of the plates printed from blocks. But Glover died before the book went to press and it was Lockhart who supplied the introductions to the three volumes and information about the dates and inscriptions on the coins. In 1915 The Stewart Lockhart Collection of Chinese Copper Coins appeared as a one-volume supplement to the Journal of the North China Branch of the Royal Asiatic Society. 'This book,' wrote a reviewer in 1915, 'is the first of its kind, and is calculated to stimulate the interest of those who have wished to collect Chinese cash, but have been hitherto deterred from doing so by the absence of any guide to the subject.'63 In 1967 an authority on coins stated that: this is one of the all-time standard works on collecting Chinese coins, with 2,070 coins illustrated.         "content_text": "The Hong Kong Region\n\n125\n\nthe inhabitants were less fortunate and had either to flee into the hills or stay to oppose or meet the pirates' demands. Walls were built or repaired, and a defence by desperate men of even these not very imposing defences might help to stave off an attack. Village refuges, into which cattle and livestock, valuables, women and children and old people were put, were also utilised. One of these places existed at Shek Pik, but was already in ruins by about 1900.1 Most villages kept arms and even cannon available for use up to 1899 and some of these remain to this day.2\n\nNonetheless, the villagers' position was pitiful in the event of attack, and their attitude towards pirates was probably too often similar to that recorded by Commander Vansittart of H.M.S. Bittern from the River Min in March, 1855:\n\n+ miserably poor boats followed the Brig begging assistance; one Village sent me a well drawn up petition; another a present of waste paper and Joss-stick; fishermen, and passage boats, small Traders, all telling the same pitiable story; landing on Hootow, I was quickly surrounded by Peasantry; desiring the Interpreter to ask them why so many fine looking fellows permitted strangers to molest them; they declared it was useless to resist Pirates, and so whenever Pirates came the villagers hid themselves and cried.\n\nThis extract, quoted from Miss Fox's book,3 shows how Chinese on land and sea suffered at the hands of their less scrupulous fellow countrymen.\n\nThings were no better on the sea at the end of the century. L. C. Arlington of the Chinese Maritime Customs, who spent six years 1893-1899 in charge of the Customs station at Cheung Chau, says;\n\n'as well as other numerous islands forming the Ladrones, [it] was the rendezvous of pirates, who kept all of us on the qui vive, foreigners and natives alike. Gangs of pirates would get together and attack the villages, even in broad daylight, and after looting and killing, escape either to Macau or Hong Kong, where they disposed of their booty. The Customs Officers had many tussles and narrow escapes from these pests of the sea.\n\n1 The elders told me about it after I had come across a reference to it as a place name in an old deed of sale of fields in the valley.\n\n2 R. These documents he read in the India Office Library in London, in the early 1920s, at a time when there was no such thing as xeroxing or microfilming. Morse, therefore, had to read through this enormous mass of documents in the different original handwritings, and always within the confines of the old India Office Library. Morse used his own judgment on what to quote verbatim from the documents, and how much space, if any, to allot to each episode or problem. Often he simply made a brief summary in his own words. Thus what we read is Morse's version of the gist of the E.I.C. records. But this is a personal view, and whenever possible, it is useful to be able to compare his account of an incident with that of another eye witness. This is the justification for printing Lindsay's account in this article, and comparing it with the half page précis given by Morse.\n\nBefore beginning, however, it is necessary to sketch in the background to this incident. Lindsay states vaguely that \"the Hong merchants had some pecuniary demands which the supercargoes thought it their duty to resist....\" Morse devotes nine pages to the relations between the Hong merchants and the supercargoes in Canton, and to explaining the bankruptcy of two Hong merchants and the measures being taken by the other merchants, and also the senior Chinese officials in Canton, to get the E.I.C.'s representatives to pay their debts. This imbroglio was confused still further by the murder of a Chinese man in January 1810. Suspicion pointed to one or more seamen serving on the E.I.C.'s ships, but no positive proof was forthcoming so no one was arrested. According to Chinese legal principles someone must be arrested and punished in the case of a homicide, even if the guilt of the arrested man was only circumstantial. The magistrate in whose jurisdiction in Canton the E.I.C. supercargoes lived began to exhort them, in December 1810, to produce the culprit(s), and threatened that failure to comply would result in a stoppage of trade. This was a familiar threat which the supercargoes themselves were quite adept at using under the right circumstances since neither they, nor the Chinese officials, really wanted trade to stop; it was mutually lucrative. On the 23rd January, 1811 the Viceroy (Governor-general of Kwangtung-Kwangsi) left his post on transfer, and the Governor of Kwangtung and the Hoppo (Superintendent of Maritime Customs for Kwangtung) were left in charge.",

He informed me he had sent several petitions by the security merchants to the Hoppo, but he had reason to believe that\n\n1 Hoppo, or Viceroy. This mistake shows how dangerous it is to read the account of an eye witness of that time without making sure that his/her facts are correct. The Viceroy was the Westerners' name for the Governor-general of two provinces. Working in association with him was the Governor (Fu-yuan) of Kwangtung with his headquarters at Canton. Independent of these two great mandarins stood the Superintendent of Maritime Customs for Kwangtung who was the Emperor's direct financial representative at Canton, and was known to the English merchants as the Hoppo, this being a corruption of the Chinese name of the department of government at the capital under which he served, the hu-pu (Board of Revenue).",

LETHBRIDGE\n\nand China Gas Company, the Hong Kong Electric Company, the Hong Kong Distillery Company, all needed skilled European labour.\n\nThe Hong Kong and Whampoa Dock Company employed European foremen, clerks, book-keepers, shipwrights, engineers, boiler-makers, storekeepers, and superintendents. 'Where the eastern seas', J.S. Thomson enthuses, 'bubble up hot to the flame of an equatorial sun, Chinese workmen, with Scotch overseers, turn out six thousand ton steel ships and do battleship repairing worthy of Woolwich or Devonport.' The skilled British mechanic experienced a degree of upward social mobility in Hong Kong: the skilled worker became an overseer, with all the compensations of improved status and salary.\n\n13\n\nApart from any non-qualified engineers, mechanics and artisans, there were a number of Europeans employed in other low status occupations. We should mention lighthouse keepers, employed by the Harbour Master's Department (later Marine Department), tide-waiters in the Chinese Maritime Customs, whose duty it was to board ships and junks at the various treaty ports, some of whom were domiciled in Hong Kong. They were, like the skippers and engineers of the vessels owned by the Hong Kong, Canton, and Macau Steamboat Company, mostly retired A.B.s from the Royal Navy and non-commissioned officers who had served their time. Lastly, there was a sprinkling of European tailors, hairdressers, milliners, confectioners, bakers, booksellers, printers, photographers, owners of sporting-goods shops, livery stable keepers, and gunsmiths. Most bars and tap-rooms employed Europeans as managers and barmen, though many were not of British nationality. As Macmillan concludes:\n\nThe bulk of the foreign population is employed in commerce, but the police, revenue, and sanitary staffs, schools, public works, docks, etc., give employment to a large number of overseers and supervisors, mostly engaged direct from home or from military and naval men whose service with the garrison is completed.1 Macmillan, however, forgot to mention the important beachcomber element in the overseer force.\n\n14\n\nEuropean outcastes were mainly prostitutes, nearly all of whom were of working class origin. The fewest possible number of English words is used.35 The widespread use of this lingua franca prevented Chinese and Europeans from even remotely grasping the subtleties of each other's culture.\n\nThe amount of social contact, outside work and the market place, between Europeans and Chinese must not be exaggerated, for both groups enjoyed a healthy contempt for, and misunderstanding of, the other. W.A.P. Martin, at that time a Presbyterian missionary, relates that when he stepped ashore at Canton in 1850 he was greeted by a hooting mob 'who shouted Fanqui, fanqui! Shato, shato! (\"Foreign devils! cut off their heads.\")'36 L.C. Arlington, of the Chinese Maritime Customs, claims that, even in 1891, when a foreigner passed in his chair from Shameen (the foreign concession quarter in Canton) through the native city the coolies would shout out 'Take him to the execution ground'. No foreigner, he continues, be he white, Indian or Japanese, could escape the contemptuous term ‘foreign devil'. 'It was shouted at you from the tops of houses, from alleyways, and from courtyards.'37\n\nDespite the language barrier, a working class European did not find it too difficult to establish a liaison with a Chinese woman. In the early days, such women were found usually among the Tanka boat population, a pariah group that populated the fringes of the Pearl River delta region. A few of these women achieved the status of 'protected' woman (a kept mistress) and were, sometimes, well provided for by their paramour, such as a ship's captain. In time, a considerable number of police, overseers, tidewaiters and others, entered into alliances, even marriages, with local women, since, of course, there was always a scarcity of marriageable young European women in Hong Kong.* But mixed marriages were condemned by Taipans; the partners were ostracised by polite European society since a mixed marriage clearly stigmatised a European as an outcaste. Such racial attitudes became more rigid toward the end of the century.\n\nAlthough some Europeans lived with or even married Chinese women, it does not follow that such social arrangements provided\n\nSee Carl T.         "content_text": "LAND AND RIVER ROUTES TO WEST CHINA\n\n175\n\nthe Upper Yangtze-eight British, seven American, three Chinese, six French, five Italian, and three Japanese.\n\nPolitical troubles, however, had forced the pioneering Szechwan Steamship Company out of business in 1920. During the previous few years its Shutung and Shuhun had so often been forced to carry troops for the different war lords as to make their operations uneconomic. After 1920 the Chinese flag was flown by the China Merchants Steam Navigation and the Ming Steamship Company, both of whom seemed more able to accommodate themselves to the political changes. Captain Plant, however, was still active on the Upper Yangtze, but in a different capacity. He had left the Szechwan Steam Navigation Company in 1913 to become River Inspector in the Chinese Maritime Customs, and his work was one of the factors contributing to the development of steam navigation on the Upper Yangtze in the early 1920s.\n\nThere was a period during the brief heyday of the Kuomintang government between 1927 and the outbreak of the Sino-Japanese War in 1937, when shipping on the Upper Yangtze almost settled into a regular pattern. Probably 1928 was the peak year, when there were seventy small steamers in regular service between Ichang and Chungking; the smallest about thirty tons and the largest just over 1,000 tons. The average time between Ichang and Chungking was three days, as against an average of a month by junk. Britain had fifteen ships of 5,357 tons; China twenty-six of 3,672 tons; and America eleven of 2,934 tons.\n\nLosses, however, were heavy. Several of the smaller companies were forced out of business, some selling their ships to the China Navigation Company. In this manner, the latter acquired the famous Loong Mow in 1923, which was renamed Wanliu I, and the Alice Dollar in 1926, which was renamed Wantung. This company also built six ships at Yarrows on the Clyde between 1922 and 1926. These included the Wanhsien, 210 feet long with a loaded draft of eight feet and reciprocating engines of 3,000 indicated horsepower, the most powerful ship on the Upper Yangtze; two turbine steamers of less than half this tonnage, the Kiating and the Kintang, for the low water season; and two small motor ships, the Siushan and Suiting, of 296 gross tons for the Top River above Chungking. British shipping was supreme on the Upper Yangtze for the last few years of the treaty port era, since political troubles hampered",

We had good relations with the other doctors here in Pakhoi, with the result that we had many happy exchanges of experience, opinions and help in medical supplies. In the summer 1938 we had as guests in our hospital a Government health ambulance, one doctor, 5 nurses and 2 chauffeurs who made vaccinations around the country.\n\nIt was good to see the hospital flourishing again after a period in which it had to close down, and to see the growing confidence of the people in the Mission work. Our Sunday Services were again crowded. The tenor of this fruitful work was suddenly changed however when on the 11th of September the small island of Waichow, only 30 miles off Pakhoi, was occupied by the enemy and an air base built there. Pakhoi got an influx of some 7000 refugees, many of them sick, and a number of wounded came to our hospital, the first being a 26 year old woman with several small children, who was shot through the breast and elbow. She completely recovered after some months and can now use her arm as normally. Some of the women were frightened and hid themselves in the most extraordinary ways; we had 2 women in the Maternity who just before the birth of their babies hid 2 days and nights in waterholes and suffered most tragically from eclampsia. We had the satisfaction of seeing one of these children who was orphaned in good hands now.\n\nWe were asked by the local Red Cross to give them public lectures on First Aid and gas-poisoning. These were held in the hospital and attended by a good number of people. Later on we were also asked to give some lectures on First Aid to the staff of the Chinese Maritime Customs in Pakhoi.\n\nContinual air raids, influx of refugees, and a small epidemic of dysentery caused new problems for our hospital and church. We sheltered about 500 people in our compound during the daytime, and at night they went back to their own houses. Most of the refugees had not enough clothing, so we united our efforts with the local relief committee for the benefit of these war victims. A number of civilians, victims of robbers or the robbers themselves, were attended at the hospital. In spite of our relatively small space (we have only some hundred beds) we were able to take care of a great number of very interesting cases.         "content_text": "THE CHINESE MARITIME CUSTOMS REMEMBERED: AN APPEAL FOR ORAL HISTORY IN HONG KONG\n\nLuke S. K. Kwong*\n\nThe Chinese Maritime Customs has been called \"one of the great administrative achievements of the nineteenth century.\" This favourable appraisal in comparative history could hardly impress nationalistic-minded Chinese, who have since the late-Ch'ing period tended to condemn the same administration as a mainstay of Western imperialist aggressions in China. Chief among their complaints is that for ninety years since its inception in the late 1850s, the Chinese Maritime Customs had been controlled by a foreign Inspectorate, an arrangement which further violated China's sovereign rights in its own revenue matters. While the imperialist character of the Inspectorate is more often assumed than carefully defined, Chinese indignation does point to a real problem in the Service's past history. Not only had the Inspector-general of Customs always been a foreigner, but also, up until the late 1920s, when reform was introduced to improve Chinese personnel representation, nearly all senior posts in the Service had been staffed by foreign employees. It was only after foreign predominance in this respect had ended that more Chinese began to fill such key positions as commissioners and deputy commissioners. By mid-1948, they had come to occupy a great majority of these posts. The experience of these highly placed Chinese who now enjoyed career opportunities previously denied their compatriots, ought to make interesting data for the historical record.\n\nIn summer, 1979, this writer had the opportunity to interview three such former officials living in Hong Kong. All are at an advanced age: one is 90 and the others in their early eighties. They had been with the Service for 35 years or more before retiring in 1945 and in the early 1950s, respectively. One of them got to be Port Preventive Secretary at the Canton Customs, whereas the others rose to become full commissioners.         "content_text": "THE CHINESE MARITIME CUSTOMS REMEMBERED\n\n23\n\nrecalled that while in charge of the Pakhoi Customs (Kwangsi), he was assigned an official residence that spread comfortably over 32 mou of land. Finally, on a light-hearted note, the interviewees readily agreed that those in the Service usually had pretty wives, simply because they could afford to be choosy!\n\nJob security, good pay and other benefits of a Customs career, however, had their demands. Customs officials were expected to meet the high standard of efficiency that had distinguished the Service since its early days. All three had been conscientious workers, we were assured, and one of them stressed that their sense of duty was also strong. He related an incident in which his life was threatened by some local rowdies demanding the release of some confiscated goods. Even at gun-point, he did not give in. In another, during the second Sino-Japanese war, he refused to hand over the Customs buildings in his charge to enemy troops, despite the pleadings of some han-chien (i.e., traitorous Chinese working for the Japanese). His argument then was that unless proper orders were issued and received from his superiors, he would not allow any interference with Customs property.\n\nWhen asked about the integrity of the Service, the interviewees were of the opinion that Customs officials could in general pride themselves on their honesty. A distinction, however, might be drawn between the Indoor and Outdoor staff. The latter were logically susceptible to outside influences as their duties involved actual inspection and appraisal of cargoes, whereas the former as office workers were not exposed to the same degree of corrupt practice.\n\nThe efficiency and integrity of the Chinese Maritime Customs were attributed by the former officials to its foreign style of administration. Of the Inspectors-General under whom they had served, F. Aglen (1911-28) and F. Maze (1929-43) commanded their greatest admiration. Instead of disparaging the foreign Inspectorate as a tool of Western imperialism, as their nationalistic compatriots have, they saw it in a more favorable light. It would in fact be ludicrous to expect that they would have seen it in any other way, having given the prime years of their lives to serving it. This aside, their appraisal was derived also from a close familiarity with its functions and achievements. As one of them put it, the foreign inspectorate “did do good work for China,” and did so, it might be added, during those tumultuous decades to which they themselves still bear personal witness.",

        "content_text": "24 \n\nLUKE KWONG \n\nThe success of the Customs' operations hinged on various factors, one of these being the high degree of immunity that it enjoyed from the political afflictions that had plagued other Chinese government administrations. Indeed, a comparison of the working conditions of the Customs and these administrations will probably show what the problems in China's administrative modernization had been. It was a policy of the Inspectorate of Customs that its employees should refrain from all unauthorized deeds which might compromise the Service's relatively independent political status. Consequently, Chinese Customs officials were not allowed to join political parties, local or national. This does not mean that the interviewees had abstained from politics all their lives. The nonagenarian, for instance, had been a member of the T'ung-meng hui (Wang Ching-wei being his reference upon entry), and did avail himself of an opportunity afforded by his Customs post to smuggle explosives for the revolutionaries. But early attempts like this were now looked back upon more as youthful exploits than as adult commitments. Whether because of aversion to politics that came with bad initial experience, or because of the above-mentioned prohibition against political involvement, the former officials seemed satisfied with their largely a-political pasts. In this, they seem to have represented a little studied, silent counter-type of educated Chinese to their political-activist contemporaries whose thoughts and actions have attracted far greater scholarly attention.\n\nThe interviews were not meant to be exhaustive or comprehensive. Rather, they were intended as forays into a potential area of research. It was encouraging therefore to find that the interviewees were willing to share their memories of the past, and to supplement these with old photographs and private papers. One of them even made available an unpublished manuscript of his memoir on his Customs years, which he composed on his retirement. Their recollections point up the gap in previous researches into the history of the Chinese Maritime Customs. While attention has been given to its formal status, structure and functions, the human dimension of the Service has for the most part been neglected. There is even less interest shown in those aspects which affected the life and career patterns of Chinese employees. As to the inside Chinese views of the Service, these are basically lacking. If this understanding is someday to be improved upon, a systematic effort now to collect and preserve the oral testimonies of these and other surviving former Chinese officials is essential.\n\nThe interviews were also intended as a small experiment in oral history. Oral history as a data-gathering device for studying the past is, of course, nothing new. But it was only in the last several decades that a more sophisticated methodology, with the help of the tape-recorder, began to emerge and attract more serious practitioners. At many universities abroad, especially those in the United States, oral history is gradually evolving into an important branch of research. At important centers, such as Columbia University, oral history collections have become rather substantial. In Hong Kong, however, oral history has not been given the attention that it deserves. How our records of local history would be enriched if only the oral testimonies of those residents who have witnessed the great changes that occurred in the past 30 or 40 years could be used to supplement the written sources! Some, like the former Customs officials, may also have been informed by personal experiences about specific aspects of twentieth-century Chinese society. But one can never be sure of what is available in Hong Kong, a cultural and political crossroad in its own right, until one starts searching. Conceivably, every aspect of life in Hong Kong has a history capable of reconstruction, and every one living here has something to contribute to the remembrance of a collective past. In this, with its special techniques for collecting and preserving information, oral history renders good service. As for the reminiscing individual, he may find in oral history an efficacious means of relating self to society, past to present, and may learn in the process a broader significance of his own existence than that previously known.\n\nNOTES\n\n1 See John K. Pollick entitled \"Soso: A Drama of the Day\". It does not seem to have been staged in Hong Kong.\n\n\"The Cook: an Idyll of the Peak\" was produced at the Theatre Royal in 1912. It was written by R.M. Crosse, of the Royal Artillery. The plot revolved around a search for a cook when a mess of the 445th Regiment, comfortably stationed at the Peak, had to replace their competent cook who had disappeared a few days before the expected arrival of the Brigadier General.\n\nTwo years later Mr. Crosse wrote another more ambitious piece which he characterized as \"a musical stunt in two acts\" entitled \"The Idol's Eye\". The first act was set in England at a garden party. The second act's setting was the How Kwik monastery in the Province of Kwangtung. One of the principal characters Lai On is the \"boy\" of an official in the Chinese Maritime Customs. He penetrated into the monastery to secure the Idol's jade eye by the pretext of becoming a novice. In case any should have been put off from attending by the problem of the language a Chinese character might use, they were informed that “Lai On speaks both grammatical and ‘Pidgen' English during the piece. Grammatical English is used where Lai On would naturally talk and think in Chinese. 'Pidgen' is reserved for his conversation with foreigners\". The How Kwik monastery scene enabled Mr. Crosse to introduce Chinese religious ceremonies and temple music into the play.\n\nAt the time, the public was being captivated by musicals with an Oriental setting, and Mr. Crosse, who was soon to return to England, hoped to have his work produced there. I do not know if he was successful.\n\n† Pollick may not have been a resident of Hong Kong.",

This was not difficult as a Chinese with a good knowledge of English was in demand.\n\nIn August 1855, he was employed as the third interpreter in the Chief Magistrate's office at a salary of $50. The first interpreter was a former classmate, Tong A-ku, better known as Tong King-sing (Tang Ching-hsing) later associated with the development of the China Merchants' Steam Navigation Company.\n\nA-ku had been educated with his two brothers at the Morrison Education Society School, but when it was disbanded in 1849, he and his younger brother were received into Dr. Legge's school. The elder brother, A-chick, or as he was known in later life Tong Mow-chee, transferred to St. Paul's College.\n\nIn January 1856, A-sow was advanced to second interpreter with a salary increase of $25. The next year Tong A-ku left and A-sow had another substantial increase when he moved up to first interpreter. At the same time his former position was filled by his brother-in-law, Ho A-lloy.\n\nA-sow was dismissed from the Magistrate's office in 1858 because of his association with members of Hongkong's criminal element. This was revealed in the course of a Civil Service Abuses Inquiry. There were those, however, who felt an injustice had been done in his dismissal.\n\nHe then moved to the newly organised Chinese Maritime Customs Service. The honesty of its employees were at times in question.\n\nYung Wing (Jung Hung), one of the former students of the Morrison Education Society School and initiator of the Chinese Educational Mission to the United States, in his biography states that after his return to China following his graduation from Yale College, he was employed for a time in the Customs at Shanghai, but soon left as he could not countenance the corruption involved.",

In 1859, the Commodore, Chang Yu-tang ski, erected a fine pavilion over an incinerator and old men were hired to gather abandoned paper for burning. On the plaque over the entrance were engraved the characters “Ching-hsi tzu-chih-ch'u”**(A pavilion for revering word-bearing paper) in Chang's calligraphy. Though a military man, Chang had pretensions to being a scholar and calligrapher, and his inscriptions found in the pavilion were reportedly much copied in the region.'\n\n16\n\nUp to 1898 there were no shops of any kind within the City.1 In fact, the word \"ch’eng” is rather arbitrarily translated as \"city\", which to a modern person, immediately conjures up visions of shops and other commercial facilities. This is misleading since traditionally, a Chinese ch'eng was simply an area enclosed for defence, and where officials resided. However, a cluster of shops lined the street Kowloon Street — which stretched for about a quarter of a mile from the East Gate to the water front. This became an increasingly prosperous market town, serving not only the Walled City but more distant areas such as Saikung and Shatin. From a fairly early date, a kaifong (chieh-fang i.e. neighbourhood) association, which organized such public functions as health, safety and good order, had existed.ii By 1880, the Lok Sin Tong (Luo-shan-t'ang; lit. Hall of Willing Charity) was founded. Like many Chinese \"charitable societies”, it exercised great social and economic influence, and its contribution was most strongly manifested in providing free education and free medicine in the area.\n\n18\n\nAs trade grew in the area, a Kwangtung Provincial Customs station was set up in 1871 to prevent smuggling, especially opium from Hong Kong. In 1886, it was replaced by a Chinese Maritime Customs station.iii A pier, the Lung-chin jetty, completed in 1875 after two years of construction, extended some 700 ft. into the sea. As the beach silted up and the jetty became worse for wear, it was repaired in 1892 and extended for another 260 ft. with a subscription of $1,700 raised by more than a hundred shops and individuals,\n\n20",

        "content_text": "146\n\nThe Chinese desire to have a consul in Hongkong was tied to the much larger problem of the opium trade. Hongkong had a special place in the trade. As a free port immediately next to the Chinese mainland, it was an excellent base for smuggling opium into China.\n\nThe Chinese Government had for many years prohibited its importation. However, it reluctantly agreed to its legalisation by the Treaty of Tientsin in 1858. There was the hope that, if legalised, China could better control the trade.\n\nA heavy duty was levied on it, however, and to avoid payment, large quantities continued to be smuggled from Hongkong in Chinese junks.\n\nThe smuggling was difficult to control. Hongkong regarded it strictly as China's problem. It saw no reason why it should be responsible for its suppression.\n\nIt was the peculiar situation of Hongkong that made enforcement by the Chinese difficult. In Hongkong there were ample storage facilities for the drug. The processed opium could be purchased from the Government opium monopolists. There was little difficulty in putting it aboard a junk in Hongkong and delivering it to agents somewhere along the coast or in an inland waterway.\n\nTwo types of charges were levied on opium. There was the duty on goods imported in foreign vessels to the treaty ports. The Chinese Imperial Maritime Customs became responsible for collecting this.\n\nIn addition, there were provincial levies called likin. These varied from province to province and were subject to change at the will of the provincial administrators.\n\nThis is the background for the intermittent suggestion that a Chinese official be placed in Hongkong to supervise the collection of duties imposed by the Chinese upon goods shipped from Hongkong and thereby to check the blatant smuggling.",

In a despatch to London he stated that he was “convinced that the shortest, best and only remedy for disputes and differences which have existed for years, endangering our good relations with the Canton Government is the recognised establishment of a branch of the Chinese foreign inspectorate in Hongkong itself.\"\n\nIt was not until 1886 that provisions were made for establishing a Maritime Customs collecting station at Kowloon and the Hong-kong Government allowed its Commissioner, a British national, to reside in Hongkong.\n\nWAR OF WORDS OVER CHINESE CONSUL CONTINUES\n\nThe manner in which the appointment of a Chinese consul for Hongkong was announced in 1891 provoked a demand from the expatriate merchants that they be allowed a greater voice in determining policies that affected Hongkong.\n\nThey resented that they had not had an opportunity to express their opinion before the decision regarding the appointment had been made.\n\nThe Colonial Office had informed the local government of its intended decision and had received in reply the opinion of concerned government officials in Hongkong, but the mercantile community had not been consulted.\n\nIn November 1890, the Governor was asked if he had any objections to the proposal. This was followed by a telegram in January 1891 informing him that the Chinese had proposed that Mr. Tso Ping-lung, consul at Singapore, be transferred to the new office in Hongkong.",

        "content_text": "176\n\nBefore the public meeting could be held, the Home Government changed its mind about the appointment.\n\nTHE DAY AN ADMIRAL TRIED TO STEAL THE SHOW\n\nIn an attempt to solve the blockade question, Sir Brooke Robertson, the British Consul at Canton, suggested in 1878 that a European be appointed as Chinese Consul in Hongkong. He could check on cargoes of junks and make reports to the Customs authorities in Canton.\n\nIn this way the Chinese could exercise better control over the collection of duties on goods shipped in and out of Hongkong on Chinese vessels. Presumably he would not be prone to engage in all the irregularities allegedly practised by all Chinese officials.\n\nHongkong, however, resisted such an appointment and the matter was dropped at that time.\n\nThe Opium Agreement between Britain and China signed in September 1886, provided for a Chinese Maritime Customs collecting station at Kowloon. The Hongkong Government unofficially condoned the residence of its Commissioner, a British national, in Hongkong.\n\nIn view of this arrangement and the easing of the tensions created by the Chinese blockade of Hongkong, the appointment of a Chinese Consul for Hongkong continued to lay dormant.\n\nIn 1891, however, the Colonial Office suddenly informed Hongkong that a Chinese Consul had been appointed for the port. There was an immediate outcry of indignation. The opposition hauled out the same arguments they had used against any arrangement with China that would have assisted it in collecting customs duties.\n\nIn an editorial comment, the China Mail stated that the arrangement made with China for the Imperial Customs to collect its duties directly had been mutually beneficial, for \"smuggling had been discouraged and legitimate trade promoted, and the Col-",

        "content_text": "297\n\nthat guided the administration of the city of Canton during its four year occupation by the Allies, during which he laid the foundations of his knowledge of written and spoken Chinese, he joined the Chinese Maritime Customs at Ningpo. When that city was captured by the Taiping Army, he assisted the Sino-French \"Ever Triumphant Army\" to recapture it, and later commanded it in the operations that led to the recapture of Hangzhou, for which he received high rank and honours from the appreciative Ch'ing government. Contacts made during this time led to employment after the Rebellion, in and outside China, that lasted until his death in France in 1886. His principal achievement was the construction and administration of the Fuzhou Dockyard and its fleet of warships in the face of many difficulties. Ironically, they were destroyed by naval forces of his own nation during the hostilities of 1884-85 between France and China over Vietnam.\n\nGiquel was a rare bird for his times. Apart from his linguistic proficiency and administrative capacities, he was sympathetic towards China at a time when this was not common among his contemporaries. Moreover, he sought ever to combine his duties to his employers, the Chinese, with his loyalties towards his native land, a veritable tightrope which he conscientiously trod throughout his working life. As Dr. Leibo observes, \"A less committed individual might never have attempted such a balancing act”. (Transferring Technology, p. 5). He gave offence to many influential Frenchmen and to his government in 1872 by an article in the Revue des Deux Mondes in which he suggested that the French Concession at Shanghai should be merged with the International Settlement, and criticized French policy towards China in various aspects.\n\nWhy this should be so is hinted at by an English account which indicates how different Giquel must have been from most of his fellows. Even allowing for the fact that this is an English account, written at a time of strong rivalry between the two powers and by one side of an old and mutual antipathy, it speaks for itself:\n\nFrench officers are so quick to take offense (sic) — so quick to obtain satisfaction - so imperious, so impractical, and so totally uncommercial that they are viewed",

Of the original allied commissioners, only Harry Parkes was still there for the final ceremony which included a tri-national group of Chinese, French, and British dignitaries.\n\nIf the allied occupation of Canton was not as uneventful as some historical accounts record, it nevertheless had very successful elements to it and may have had an influential impact on future Sino-European relations. At least two employees of the Allied Commission, Robert Hart and Prosper Giquel, both young men at the time, went on to play major roles in future Sino-European co-operative ventures later in the century, Robert Hart as the famous director of the Chinese Maritime Customs Service and Prosper Giquel as the future European Director of the Foochow Dockyard and eventually head of several Sino-European Educational Missions of the 1870s and 1880s. Mrs. Ayscough's 1917 report summarized those war years!\n\n+\n\nThe continuance of the abnormal conditions caused by the war have rendered the normal development of libraries impossible; all exchanges from Europe are irregular in their arrival, and those from enemy countries arrive not at all.\n\nThat interest in Far Eastern affairs is greater than of yore is evidenced by the fact that the library is used by resident members, while those members who live in the interior, seem more and more anxious to avail themselves of the privileges granted to those who pay the registered postage on books they desire to take from the library,\n\n25\n\nOnce the war ended, the library rebounded quickly. To increase donations of new books, the society decided to review only those books which had been deposited in the library and letters to that effect were sent to publishers in Europe and America. About this time Samuel Couling, author of the Encyclopedia Sinica, wrote:\n\n26\n\nThe Royal Asiatic Society Library in Shanghai can have nothing said against it but one thing. It is admirably catalogued and attended to, the room is comfortable, and it is generously kept open during long hours for the studious public. Its only fault is that ... its outlay on books must be limited, so that although it possesses many works of great value there is always the chance that the very book a student needs most is not there. The library is a credit to the Society rather than to the public spirit of Shanghai.”\n\nThe fifth edition of the catalogue was printed in 1921, this time in shelflist order, and showed 3,092 titles, up by almost one-third from the last catalogue of 1909.         "content_text": "63\n\nsinister-looking spherical objects used as buoys, lengths of rope, wooden spars, kegs of nails, bolts of canvas, and paint cans, required by the River Department of the Chinese Maritime Customs to maintain the charting and marking of the neighbouring reaches of the erratic Yangize.\n\nThere was a daring gentleman who, in Victorian days when it was against the rules, introduced a lady to the Club after midnight to play a game of billiards. The original of the letter subsequently sent him by an irate secretary, demanding an explanation of his extraordinary conduct, could be seen in the Club files, as also of the contumacious answer received in reply. It is on record that the offending person was suspended from membership, sine die, for his reprehensible conduct, and that this arbitrary penalty led to an acrimonious state of opinion wherein one half of the residents would no longer speak to the other half.\n\nWhen I myself was first appointed to Kiu Kiang (in 1924) the story was old, and the dissensions of that time had long since disappeared. But even so I found there was a local tradition of competition for precedence between the lady who was the wife of His Britannic Majesty's Consul, and the lady who had married the Commissioner of Customs. The newcomer was eagerly canvassed by the more active supporters of either party and must needs tread warily, if he wished to remain at his ease amongst all sections of the community.\n\nSometime later I foolishly allowed myself to be cajoled into performing the duties of honorary secretary to the Club. The Victorian days were now over, and ladies were admitted to the Club card room, though admittedly on a footing which with some of the older club members smacked more of sufferance than of welcome. A period of unusual affluence in the Club finances happening to intervene, it had been decided to colour-wash the walls, and in my capacity as secretary the choice of colours was left to me. It was that pleasant peaceful time in the heat of summer when the female of the species retires to the coolness of the nearby mountain resort. Only one elegant specimen had stayed behind. I thought it would be a good idea to ask this lady for her advice; after all, colour schemes are outside the scope of the average male. It was this tradition that accounted for the people's readiness to identify unjust actions as \"unrighteous\" and to combine in opposition to the local authorities.\n\nMany examples of indignant or infuriated action by the populace can be cited from the Ch'ing period alone. It is hardly surprising that among them we should find a few local instances. A case in point from Tsuen Wan itself comes from Ma Wan.\n\nWhen the Chinese Imperial Maritime Customs took over the duties of the Canton Customs post on Ma Wan in 1897, there were soon serious differences with the local villagers. A large stone inscription in the village, bearing the enigmatic words \"Seven English Feet of Leased Land to the Kowloon Customs\" is a memorial of the dispute. Fortunately, because the tale that emerges has epic qualities, its enigmatic wording can be supplemented by another old text which explains what happened on that occasion:\n\nAn access road was needed from the Kowloon Customs Station to the hills behind it and the sea beyond, and [the authorities] began excavation work without any announcement. Private land was utilized at will, and the objections of the villagers were not heeded. It was intended to build a [new] customs station also. At this time the people's tolerance had been strained to the maximum and furious anger was sparked off. Neighbouring villagers willingly joined in this righteous cause.\n\nThe head Customs Office heard of this incident and feared that the incident would develop into an uncontrollable one. A special mediator was sent to the Heung [Ma Wan] to settle the dispute on the following terms:\n\n1. Land could be leased for constructing the road, provided it was not more than seven feet wide and that its route was not circuitous.\n\n2. The site of the [new] station should be kept close to the hillside and [boundary] stones should be erected to mark the four corners.",

        "content_text": "Thus it was that the stones with the inscription \"Kowloon Customs leased seven feet of land” and “Kowloon Customs” came into existence.4\n\nThis case is particularly interesting for the light it sheds on the character of the villagers: at least, as interpreted by themselves. Quick to react to injurious actions by the authorities, their concern fanned to anger by the lack of attention to their representations, they had assumed the mantle of \"righteous people\" and raised support from their neighbours, making the Kowloon Customs head-office realize it was best to come to an early accommodation with them. It was very typical of village behaviour in the Region, and a classic case of its kind.\n\nThus, whilst deferential, the people were assuredly not servile. Moreover, they considered that criticism of officials at need was definitely part of the relationship, and one to be vigorously exercised on occasion, when it served both to remind officials of this fact and to keep their feet on the ground. In the course of my earlier official career, and in my Tsuen Wan days, I was to receive scoldings and lectures, from women as well as men, on how far short of the expected norm the government's position was thought to be in regard to particular issues. Such tirades usually included the words, \"You [the] Government! times.' by way of introduction, and repeated several\n\nHowever, as A.L. Lyall, a very experienced Chinese Maritime Customs official and sinologue once observed, the Chinese people \"are singularly amenable to moral suasion\". In my experience too, this was certainly the case. The villagers' basic sense of \"right-mindedness\" usually lead to acceptable compromises being achieved, and to a change of ground if their attitudes or behaviour turned out to be unwarranted by the facts. The Kowloon Customs did get their access, if it was a narrow one! Moreover, the villagers were usually well aware of when their own or others' actions had transgressed the norm. Many times Tsuen Wan leaders told me that someone's behaviour was reprehensible, and not supported by public opinion.\n\nOn the other hand, it was not enough for officials to proceed on the basis that Confucius and traditional values nudged along by fair dealing, humour and understanding would take care of everything.",

        "content_text": "6\n\nCantonese Compradors\n\nCanton, the first Chinese city opened for foreign trade, has a long history of interacting with the West. The Co-hong which was set up by the Qing government, had created a system of hong merchants, linguists and compradors in response to the quest for foreign trade. As William Hunter mentions, the position of a comprador in a foreign mercantile house was important. Almost everything around the house, varying from examining silver, internal accounting, employing servants, cooks and coolies, to interpreting and even mediating with Chinese merchants were the responsibility of the comprador. Though the Co-hong system was terminated after the first Opium War, compradors still survived and started a new era of development. It was natural that Cantonese compradors formed a dominant group at the beginning of the Canton system, since most of the Chinese foreign trade was conducted in Canton. However, to account for the rise of Cantonese compradors in modern China, several factors should not be ignored. First, recruitment of new compradors by personal or regional ties, when compradors became private merchants. Before 1843, compradors had been licensed by the government and guaranteed under the officially dictated hong merchant hierarchy. Second, the disappearance of the limited trading system in Canton and opening of Hong Kong and other Chinese coastal cities accelerated the increase in the number of Western mercantile firms. Third, Western merchants, particularly the British, relied upon Chinese compradors in conducting business.\n\nGuarantorship\n\nHow did a person qualify as a comprador? First, proficiency in English was preferred but business connection was considered more important by the Western merchants. Personal trust was usually critical. The Nanjing Treaty privatized Chinese foreign trade. Compradors replaced the hong merchants as agents for foreign firms and as guarantors for Chinese merchants doing business with foreign merchants. After 1842 with the abolition of the Co-hong system, some of the former hong merchants engaged in private tea or silk business, and compradors became private agents for foreign firms rather than government-mandated agents. Former linguists, after leaving the hong merchants, served mostly as clerks of the new maritime customs or as customs brokers. As scholars pointed out, more than a mere recommendation from a former hong merchant or another Cantonese known to the agency house, personal guarantee\n\n1",

One aspect of Mesny's writings which will bring wry smiles to a number of western faces was his occasional essay into the ever-popular art of China-watching. In 1896 his conjecture that Earl Li Hung-chang was a likely candidate to be the first ruler of a China ruled by Chinese is now, with the benefit of hindsight, amusing to say the least. Even more so was Mesny's next thought. Li perhaps might even marry the Empress Dowager and thus amalgamate his influence with that of the reigning line. He added that the Empress Dowager was however too old to bear children and would therefore only be a witness to her own departing glory by seeing her husband, [and Li would then have been 74] begetting an heir to the throne through a younger woman.\n\nBetween 1850 and 1873 peasant discontent, both Chinese [Han] and non-Chinese, led to a wave of rebellions, some of exceptional size. These included the Taipins, the Nien and the Moslem revolts, but not Ya'qub Beg's Sinkaing rebellion which ended in 1877. Mesny first became involved in the Taiping rebellion [1850-1864] towards its latter days, a time when the imperialists were gaining the upper hand and had confronted the Taiping leadership in its capital, Nanking where he was held captive for some months. Later, whilst he was working with the Chinese Maritime Customs in Hankow, he became involved with the Nien-fei [the Nien rebels] bandits who ravaged north of the Yangtze between 1851 and 1868.\n\nThe Nien, a decentralised association of peasants, were basically bandits without any ideology as such, whereas the Taiping rebels were a pseudo-Christian movement led against the imperial rulers in Peking by Hung Hsiu-ch'uan who had adopted some elements of Christian beliefs into his ideology. The Taiping rebels, whose capital city was Nanking, enjoyed some sympathy from westerners but eventually the rebellion was defeated but not until many millions had died. When the final defeat came it was due mainly to the Chinese imperialists under Tseng Kuo-fan, Li Hung-chang and Tso Tsung-t'ang, aided to some extent by several foreign-trained Chinese forces which included the much-vaunted western-trained force, first under an American Frederick Ward and finally under a British colonel in the Royal Engineers, Charles Gordon, together with direct British and French military intervention in Shanghai and Ningpo areas. The rebels, with whom Mesny and many Christian missionaries at first sympathised, introduced many reforms such as monogamy, and the banning of opium, tobacco and alcohol, and foot-binding.",

Inherited a fortune and indulged his passion for exploration. One of his travels was through north Szechuan province, where first he travelled alone and then later with Mesny to Burma. He wrote The River of Golden Sand in 1880, and after several other travels, in Tripoli and Afghanistan, he was murdered by Bedouins in 1882.\n\nGiquel, Prosper M. [1835-1886]\n\nA French naval officer who arrived in China during the Second China War. Formerly Commissioner of Imperial Maritime Customs at Ningpo and Hankow. By 1904, the market had about doubled in size, and in the number of shops operating, from its situation fifty years earlier. From its foundation in 1830-1835, in fact, the prosperity of the town seems to have increased steadily until 1898, with the only check being the very temporary set-back of the Taiping attack.\n\nThe Market and the New Frontier\n\nThe leasing of the New Territories to Great Britain in 1898 was traumatic for the villagers of the Sha Tau Kok area. The line originally proposed for the new frontier would have run along the Sha Tau Kok River from source to sea. This would have put two of the eleven village alliance areas of the Shap Yeuk into China, the market and the other village alliance areas into the New Territories. This was unacceptable to the Chinese authorities, who were unwilling to allow so significant a place as Sha Tau Kok to become part of the area administered by Britain. Eventually it was agreed that the frontier should run along the Sha Tau Kok River from the source down to the Sha Tau Kok bridge, and then be diverted from the bridge down the centre of the bridge access road to the sluice at Yim Liu Ha, then in a straight line to the sea, and thence east along the high-water mark to the mouth of Mirs Bay.* This line was drawn very close to the northern and western edges of the market. As such it isolated the market from the rest of Chinese territory; its only access was either over the bridge, which was half in Hong Kong, or through Hong Kong territory, or by sea through Hong Kong waters.\n\nIn the late nineteenth century, China controlled imports and exports through customs regulations, enforced by the Chinese Imperial Maritime Customs Service. By the drawing of the frontier where it eventually was, the normal, day-to-day trade of Sha Tau Kok market suddenly found itself\n\n* See Map 4.",

Traditionally, sugar was grown in this area, carried as cane to Sham Chun, pressed and refined there, and then carried back for sale in the New Territories markets. This now became “importing sugar” in the first instance, and “exporting sugar\" in the second.28 In the 1930s, the Chinese Government imposed a heavy import duty on fish, causing the very important carrying trade in fish from Sha Tau Kok to Sham Chun to face the same problems.29\n\nAs soon as the new frontier was established, the Kowloon Customs (the local division of the Imperial Maritime Customs) moved to control it. The Kowloon Customs was headquartered in Hong Kong, but established its new operational headquarters at Sham Chun. Below this, work was initially conducted through three Divisions: Duty Collection, Border Patrol, and Sea Patrol. The Border Patrol duties were conducted from Patrol Stations, which were arranged in Districts, with a Patrol District Headquarters in each District. Duty was collected at only a relatively few Duty Stations, which were the only places where dutiable imports and exports could legally be handled. The Kowloon Customs also had half a dozen steam launches as gun-boats: each had a Sea Patrol District to control, centred on a Sea Patrol District Headquarters.\n\nSha Tau Kok was chosen as the Patrol District Headquarters for the Patrol District running from Lin Ma Hang to Siu Mui Sha (Xiaomeisha), with sub-stations at Yim Tin (Yantian) and Chan Hang (Chenkeng). It was the Duty Station for the north-west quadrant of Mirs Bay. It was also the Sea Patrol District Headquarters for the Mirs Bay Sea Patrol District. It was one of the centres of the Mounted Horse Patrols which, from 1932, patrolled the area behind the zone covered by the foot patrols of the Border Patrol staff. After 1934 it was one of the centres of the new Automobile Patrol, which patrolled the newly completed motor road along the frontier. The Customs Station at Sha Tau Kok was headed by an expatriate Assistant Superintendent of Customs. For most of the time, there were between 70 and 100 customs staff working in Sha Tau Kok.30",

As shall be seen in this article, since the opening of China in 1840 to 1927, when China was nominally united by Jiang Jieshi (7), settlers in Hong Kong at least found three good seasons to invest in China - they were the Western Affairs Movement in the 1870s, the late Qing reform in the 1900s, and the post-revolution “rehabilitation” in the 1910s and the early 1920s. Each occasion was accompanied by investment blooms in China - ship-building and mining in the 1870s, railway, steamship land reclamation and port developments in the 1900s, banking (especially for currency redemption) and real estate in the 1910s and 1920s.\n\nThe Western Affairs Movement\n\nSince the forced opening of China in 1840, and the subsequent establishment of trade ports in Hong Kong, Canton, Shanghai and Tianjin in 1843, 1844 and 1861 respectively, a commercial axis was gradually extending northward within coastal China. This development gave rise to an urban population which was linked by telegraph, railways, steamship, printing, census, minting, urban planning and western schooling. Before the peasant population in the inner parts of China was appealed to in the political movement of the 1930s, it was this urban population in coastal China that was being appealed to in the national politics of China. Among others things, this coastal population played a significant part in the Western Affairs Movement, as well as the \"late Qing reform\" in 1904.\n\nThanks to the hard work of Rev. Carl Smith, we recognize that in the late nineteenth century a Cantonese group was emerging within this commercial axis along coastal China. They were western-educated Cantonese, including Eurasians, who emerged in Hong Kong and Macau, where western missionary schools found their earliest presence. These Cantonese, without proper education in classical Chinese, were regarded by the Chinese as a group marginal to the Chinese community. Their job market was small - they could not climb up the traditional social ladder in the same way as their Chinese-educated counterparts could through the Imperial Examination, and the number of their potential employers was very few. This explains why their career paths were more or less identical - at one time or another, they were employed by the Maritime Customs, the Hong Kong government, or for the lucky few, they would be employed as compradores in western firms.\n\nPage 225\n\nPage 226",

        "content_text": "ARE THE TANKA PEOPLE DESCENDANTS OF MONGOL SOLDIERS?\n\nKEITH STEVENS\n\n161\n\nI have not done any research into the origins of the Tanka people of the Pearl River Estuary and have always assumed from something I read many years ago that ethnically they were one of the many original minority groups of southern China.\n\nHowever, I have just come across a paragraph in 'Pulling Strings in China', a book written in the late twenties by W.F. Tyler, suggesting that the Tanka boat people were a mixture of Mongol soldiers and Chinese with whom they had intermarried. Tyler was an interesting character, an Englishman who had been not only a young officer serving with the Chinese Imperial Navy during the Yalu battle in the Sino-Japanese War of 1894 but had gone on to be a Commissioner with the Chinese Maritime Customs.\n\nThe relative passage from the paragraph concerned claims that:\n\n*\n\nIn about 1370 the conquering Ming dynasty ordered that the soldiers of the previous Mongol garrisons - descendants of the famous hordes of Ghengis Khan - and their families should be slaughtered. At Canton there had been intermarriage and absorption in a century of Mongol rule, and enmity was dead, so there was reluctance to fulfil this drastic order: consequently it was reported to the capital that they had been driven into the river, and by inference, drowned. They were not drowned; they were allowed to live in boats and in piled shacks below high-water line. And so they lived and bred and grown for five hundred years or more, and it was no one's business to institute a change. The RASHKB photographs of Western and Sheung Wan aroused considerable interest among the public. The main purpose of the exhibition was to boost RAS membership. Although many RAS members helped mount and man the exhibition, most of the planning and the bulk of the work was undertaken by Robert Nield and Tim Ko. Members Philip Bruce and Arthur Hacker also helped plan the recruitment drive, with the latter designing a new RAS brochure assisted by Dr Michael Lau for the Chinese translation. We are grateful to all who assisted in any way.\n\n(b) Tracing Graves: From July to September our Branch was involved with tracing seven graves for the British Association of Cemeteries in South Asia. The requests to trace these graves came from descendants of the deceased living in Britain. Four of the graves were traced in Happy Valley and Carl Smith was able to trace, from his card index system, that the fifth person had died in Ningbo. The bulk of the research in Hong Kong was undertaken by Dr Dan Waters with help from the Government Urban Services Department.\n\n(c) Samuel Cornell Plant (1866-1921): Commencing in September as an ongoing project, two of our overseas members, Captain A.C. Bromfield and Mrs Rosemary Lee, have been assisting the British Association of Cemeteries in South Asia research the life of Captain Plant. By the turn of the century folk memory in Zhoushan itself of the battles and occupation by the British had disappeared much as it has today in Weihai in Shandong province, which had been a British naval base, with a colonial governor, leased at the same time as the New Territories of Hong Kong in 1898 and held until handed back to China in 1931,\n\nThe British captured and occupied Zhoushan on two separate occasions during the First Opium War. The first occupation was short and brutal, ending with an agreement ceding Hong Kong to the British, the reopening of Guangzhou (Canton) to foreigners for trade and an indemnity in exchange for the restoration to the Chinese of Zhoushan. Both sides promptly repudiated the agreement but not before Zhoushan had been handed back. The Chinese commissioner, Qi Shan was recalled to Beijing (Peking) in chains and charged with treason having surrendered Chinese soil.\n\nThe War restarted some six months after the first retrocession by the British and the city of Dinghai was once more taken. The second occupation of nearly four years was longer but much more amicable on both the British and Chinese sides. The British appear to have failed, intentionally or otherwise, to extend their control far beyond the city of Dinghai and were at the mercy of the local Chinese tradesmen who controlled the victuals required to maintain the British occupation forces. This, however, does not appear to have led to trouble as doubtless the local Chinese were comparatively well paid for their provisions.\n\nOnce the third and final British occupation ended, that is after the Second China War in 1860, there would appear to have been neither routine British consular presence on Zhoushan nor representatives of the foreign-run Chinese Maritime Customs on Zhoushan. These were stationed in Ningbo, the city on the mainland a mere couple of hours sailing away. However, there was a lighthouse on Zhoushan run by westerners of the Chinese Maritime Customs though this would seem again to have been directed from Ningbo, and at one stage there was a small American Christian missionary presence contrary to official agreements between the Chinese and Western nations, as well as a Lazarus Mission of Roman Catholics; in practice no Christian missionary presence on the archipelago had been authorised by official agreements.",

        "content_text": "289\n\nIn 1888 the Chinese and Hong Kong Governments reached agreement. Gap Rock Lighthouse would be built by the British and maintained by them. The island remained Chinese territory not to be used for any other purpose. On the Chinese part, the Kowloon Customs was to contribute $7,500 towards the initial cost of the light and $750 annually towards its maintenance.22 The agreement was not put into effect. Towards the close of the nineteenth century, however, the proposal for lighthouses at the two main approaches to Hong Kong, on Gap Rock and Waglan Island, was revived. The previous agreement was then implemented.\n\nIn 1891 a lighthouse was built on Gap Rock, at the south-western extremity of Lema and Kypong Islands. Lighting equipment was constructed in Sweden and the light was first shown in April 1892. Three years later the lantern was smashed by a severe typhoon. According to experts' opinions later the lighthouse should have been built on the northern part instead of the southern part of the rock. But to rebuild it would cost somewhere near $140,000. So, the original light continued to function usefully through forty years of typhoons until the Japanese invasion in 1941.\n\nGap Rock is in the form of two hillocks, about 80 to 100 feet high, and the gap between gave the place its name (in Chinese it is called Man Mei Chau, meaning the last island or Mosquito Tail Island). The lighthouse tower is nearly 50 feet high, and the light is thus about 142 feet above mean sea level. In heavy storms seas broke right over the lighthouse but it stood, as a tribute to its builders and a pointer to the developments which have marked the growth of the port of Hong Kong.23\n\nWaglan Lighthouse\n\nUnlike Gap Rock Lighthouse, Waglan Lighthouse has a different history. It was constructed by a Paris company for the Chinese Customs Light Department of the Imperial Maritime Customs in 1893. It started to operate on 9th May in the same year. It was run by the Chinese Maritime Customs from Shanghai. Following the lease of the New Territories by Britain, in 1898, it was transferred to the administration and control of the Hong Kong Government on 1st January 1901.\n\nWaglan was a First Order light of 45,000 candle-power burning",

        "content_text": "301\n\na Petty Officer in the Hong Kong Royal Naval Reserve (Lack; 1999).# Deakin later became Assistant Superintendent of Lights, the Number Two to Terrence Vincent Courtney, an Australian. When the latter retired Deakin took over as Superintendent although he himself never actually served as a lighthouse keeper. He proved to be an excellent man-manager (according to Lack), and he significantly raised the efficiency and morale of the Lighthouse Section. He followed in Courtney's footsteps in improving the living conditions of lighthouse staff. He was described by Lack as the \"salt of the earth.” Attempts were made, it is understood, unsuccessfully, to get him a decoration in the Queen's Honours List for which competition was keen.\n\nAt one time Deakin started, so he told the author in 1990, to write a history of lighthouses. It was never finished. He was buried in the Chiu Yuen Eurasian Cemetery, at Mount Davis, in 1995. On his gravestone, in both English and Chinese, are the characters, ‘A fighter to the end.\" The author attended his funeral.\n\nAt one stage Deakin told the author, when Waglan Lighthouse was managed by the Chinese Maritime Customs from 1893 (which is the date on the lighthouse bell), it was manned by German keepers. That was before it was taken over by the British Colonial Government on 1st January 1901. After it was handed over to the British it soon became the practice for lighthouses to be manned by Eurasians, in the same way that railways in India were staffed to a large extent by Anglo-Indians.\n\nThe post of lighthouse keeper was seen rather as a middle management, technician-type of job, which offspring of, typically, British military fathers and Chinese mothers, could handle adequately. Indeed servicemen sometimes took their discharge in the Crown Colony. The job of lighthouse keeper required a reasonable amount of intelligence, integrity, attention to detail, personal discipline, self-sufficiency and the ability to live communally,\n\nUp to about 1960, the Hong Kong and Shanghai Bank recruited Eurasian and Portuguese as clerks, secretaries and typists. The Bank only recruited Chinese as janitors and for similar, low-level posts. Likewise, in those days Chinese were not employed as lighthouse keepers. He soon gained the deep respect of all the junkmen he came in contact with and was given the name Pu Lan Tian by them.\n\nAfter trading in this way for some years he was approached by the Chinese owned Szechwan Steam Navigation Company to assist in the design of a purpose built steamer to trade on the Upper Yangtze. This vessel \"Shutung\" was built in Southampton by Thorneycrofts for £6,000. She was 115 feet long, 16 feet beam and drew 3 feet. Under Plant's command \"Shutung\" operated a 14 day service between Ichang and Chunking. She carried 12 First Class passengers, 66 deck passengers and 60 tons of cargo in lighters lashed alongside the vessel. The service proved to be very popular and a second vessel \"Shuling\" was commissioned.\n\nIn 1910 Plant was offered the post of Senior Inspector, Upper Yangtze in the Chinese Maritime Customs (CMC). He accepted and, in the course of the next few years, compiled a 'Handbook for the Guidance of Shipmasters on the Ichang-Chunking Section of the Yangtze River.' He also wrote a slim volume entitled 'Glimpses of the Yangtze Gorges.'\n\nPlant retired from the CMC in 1919. In recognition of his outstanding service, the CMC and the Chinese Government built him a small bungalow on the outskirts of the village of Xintang. This bungalow perched on a small promontory overlooking the mouth of the Xiling Gorge and the Hsin T'an Rapids. Steamers using this stretch of the river saluted Captain Plant by sounding their whistles and he would reply by waving his hat or handkerchief.\n\n1921 and the Plants decided to return to England for a short holiday before returning to Xintang to live out the rest of their lives. They were feted everywhere they stopped on the journey downriver to Shanghai. Here they took the Blue Funnel ship which was to take them to England. Sadly, en route to Hong Kong, Captain Plant came down with pneumonia and died at sea on 26th February, 1921. Tragedy struck again when Mrs. Plant died in Hong Kong shortly after arrival. They were buried together in the Colonial Cemetery, Happy Valley (now called Hong Kong Cemetery).",

In winter the climate is bracing and healthy though fever and dysentery were to be dreaded in summer'.\n\nThere are a number of highlights for foreign visitors beginning, perhaps, with the former foreign concession, though nowadays more than seventy years on, it is difficult to discern. Outside the Chinese old city with its modern main roads, cobbled side streets and a stone pagoda said to be 13th century Yuan dynasty, though its present condition suggests that it has either been well restored or completely remade within the last century, there are the fourth century Jin Shan temple and pagoda; the Grand Canal; the former British Consulate; the home of Pearl Buck, as well as the sites of the storming of the town by a British brigade on 21st July 1842 during the First China War [commonly referred to as the Opium War]. There are also the remains of the lengthy trench dug by the Taiping rebels to protect the city from recapture by Imperial forces as well as the ruins left after the destruction of the city by the Taipings during the 1850s. And for those who have read a little Chinese literature or attended Chinese opera the widely-known tale of the White Snake Lady is also part of the story of the Jin Shan temple.\n\nBefore waxing too lyrically about its glories let us remember that Zhenjiang is the vinegar capital of China, with, if the wind is in the wrong direction, an evocative sour tang forewarning approaching visitors long before they are anywhere near to the city. The majority of Chinese when confronted with the name of the city almost to a man voice the single word 'vinegar' or to the connoisseur 'brown rice vinegar'.\n\nZhenjiang was a treaty port with a foreign concession for sixty-eight years, from the signing of the Treaty of Tientsin in 1860 until 1928, one of the minor footholds foreigners had obtained from China in one of the 'unequal treaties' and the base for numerous foreign interests. There were great hopes for the place and Sir Robert Hart, the Inspector-General of the Chinese Imperial Maritime Customs, even anticipated that eventually it would eclipse Shanghai as a commercial centre. Despite numerous westerners passing through the place down the years only a few spent full tours of duty there. It was also within easy reach from Shanghai, no more than a night's sail, with the more adventurous and especially the sportsmen spending a short vacation there. The game varied from wild boar to pheasants and a typical excursion was described by Percival1 who, in April of 1887, was invited by Sir Roderick Runnimede to join him in a voyage up through the Yangzi gorges. Percival wrote that 'it was not a scientific excursion, there were no new countries to discover, no new people to trot out before the world, no new trade routes to open up; it was simply an excursion for health and pleasure combined. In a short time we arrived at the city of Chinkiang [Zhenjiang] itself, the place never having recovered its prosperity since it was burned by the [Taiping] Rebels about 1860. Not more than four or five years earlier [i.e. 1882-3] the shooting around Zhenjiang was all that could be desired; game (principally birds) of every description was most abundant. Sportsmen made Zhenjiang their headquarters. Feathers and fur - everything, in fact, between snipe and leopard - could be found within easy distance. Each year as cultivation advances, population increases, and villages, destroyed by the rebels are gradually being rebuilt, so game is being driven farther and farther into wilder and more remote regions∗. Percival went on to describe how one winter afternoon some years earlier he had joined W. De St. Croix, an old friend, stationed in Zhenjiang in the service of the Chinese Imperial Maritime Customs, and using Zhenjiang as a base they had sailed in the Custom's cruiser up stream to shoot wild fowl. After several days shooting they returned and, on the following day, set off on ponies for the Wu-chow-shang [Wuzhou Shan] Hills, about ten miles south of Zhenjiang to round off the trip with three or four days among the boars and deer.\n\nFrom the early 1890s and for about six years local post offices existed in eleven of the treaty ports issuing their own stamps, one of which was Zhenjiang. A contemporary comment noted that just as many of the stamps were sold to tourists and collectors as were used postally.\n\nZhenjiang down the centuries\n\nZhenjiang has been a place of great importance for a great many centuries. The local Chinese adored him, but not so the missionaries; they detested him, even refusing him food and shelter, or any assistance whatsoever - consoling themselves with the reflection that he was a 'disgrace to the cloth'.\n\nDr. James Hayes has reminded me that he produced a note for Volume 23 of this JHKBRAS[1983] in which he provided extracts from A. H. Rasmussen's China Trader21 describing the westerner's community shooting bungalow in about 1905. Rasmussen was barely twenty when he joined the Chinese Maritime Customs at Zhenjiang, a small, lonely British concession. When first posted there he had been assured by others that Zhenjiang was a very nice and clean Concession, with a good club and excellent shooting. He found this to be a good description of the Concession but not of the native town. During his first four years, two of the original thirty-five Europeans died, two went mad, two cut their throats, and he himself was twice nearly murdered by smugglers. After several years with the Imperial Maritime Customs he was offered a job representing a foreign firm still in Zhenjiang and found himself now one of the upper set. No longer could he walk down the crowded streets of the Concession but must ride in state in his sedan chair, borne by his four chair bearers garbed in his firm's colours. Rasmussen's sanity was saved by the presence of a small shooting bungalow in the countryside near by, looked after by a caretaker. It was about eight miles away on a hill called Wu Chow where he would stay during his off-duty hours either reading or hunting wild boar. Though it was relatively expensive in ammunition and tips for the beaters he was able to lessen the latter by sharing expenses with shooting companions. Rasmussen spent many happy hours scanning the visitors' book finding out more about previous hunting successes and failures. He describes how he relieved his boredom by walking up and down the Bund, three hundred yards there and three hundred back, and for a change he walked along the only cross street to the south gate of the Concession, two hundred yards there and two hundred yards back.\n\nOne of the most lucrative trades around Shanghai and Zhenjiang used to be that of being shot. Foreign merchants often went up creeks in house-boat parties, or wander about the fields in the outskirts, looking for snipe. There were no hedges or game laws and innumerable",

She travelled on the steamer Poyang and...'after passing Silver Island [Jiao Shan], a wooded rock on which there is a fine temple, we reached Chinkiang, the first of the treaty ports on the Yangtze, and well situated at the junction of the Grand Canal with the river. On my two visits I thought it an attractive place. It has a fine bund and prosperous-looking foreign houses, with a British Consulate on a hill above; trees abound. The concession roads are broad and well kept. A row of fine hulks connected by bridges with the shore offers great facilities for the landing of goods and passengers. Sikh police are much in evidence, the hum of business greets one's ears, traffic throngs the bund, the Grand Canal is choked with junks, ...and judging from appearances only, one might think Zhenjiang a busier port than Hankow, the great centre for commerce in Central China'. Mrs Bird then goes on to describe the passing trade including...'our German rivals have done a very neat thing' in starting an albumen factory, in which the albumen, dextrously separated from the yolks of ducks' eggs, is made into slabs, which are sent to Germany for use in photography, the production of leather, and the printing of cotton, etc.'. She also commented on 'the beautiful Golden Island [Jin Shan], separated as recently as 1842 by the channel south of the island where there is now an expanse of wooded and cultivated land sprinkled with villages'.\n\nThe hulks were replaced many years ago, and yet again, since 1980, their wooden piers have been rebuilt into a row of some half dozen concrete piers. Sir Robert Hart, the Inspector-General of Chinese Maritime Customs for forty-five years, referred several times to the hulks at Chinkiang, usually because the hulk owner, Bean in one instance, was involved in a law case with the local Customs Commissioner.\n\nIsabella Bird learned of a number of charities and organisations for the welfare of the poor from the British Consul, W R Carles, and from Rev. W W Lawton who had made careful investigations for the Christian Literary Association of Zhenjiang. She noted that there were an orphan asylum and a benevolent institute for girls in Zhenjiang as well as a benevolent institute with eighty boys. There was also a free ferry, with thirteen big boats, for crossing the ofttimes stormy and dangerous Yangzi. The city also had a winter 'soup kitchen', a Widows Relief Society and Widows' Home, the latter connected with a Boys' Orphanage.\n\nAnother of the many Western visitors to pass through Zhenjiang was one of the first British Indian Army officers to study Chinese in Peking.\" Colonel Wingate eventually retired from the Indian Army as the Director of Military Intelligence but not before he had accomplished, among other things, a journey back from Peking to India overland between September 1898 and May 1899 to collect information of all kinds'. Wingate remarked in passing that Zhenjiang was unique among treaty ports in that it had only a British settlement; consequently most of the trade was divided between British and Chinese.\n\nConsulates were set up in Zhenjiang not only by Britain but also by France, Germany, Austro-Hungary and, for a short while, by America.\n\nBritish Consuls and the Consulate\n\nIn 1858 the ruins of Zhenjiang were declared a treaty port open to foreign trade, and in 1861 a site was leased and laid out for a British concession.         "content_text": "299\n\nrecently disbanded Weihaiwei Regiment of the British Army, trained by British officers.\n\nDuring the Boxer troubles in 1900 a number of missionaries fleeing south from their threatened mission stations, having passed through Anhui, reached safety at Zhenjiang on the south side of the Yangzi.\n\nExtraordinary case of the Englishman who wanted to be King of China\n\nMesny wrote at length some ten years after the event about a case in 1891 into which he had been drawn and which, according to him, caused his name to be dragged through the mud by Li Hongzhang, the most powerful and senior Chinese imperial official in Peking, and to all intents and purposes ended any future credence he might have had as a business adviser to the Chinese. He began by writing that:\n\n*As I was turning over some old notes of mine I found the following [on Mason] almost begging to be printed so as not to be lost.\" He then described his version of his involvement with Mason and the outcome. Mesny claimed that it was believed by many that he [Mesny] had been involved with Mason [Charles Mason was a junior officer in the Chinese Imperial Maritime Customs, stationed in Zhenjiang), as a member, if not the head, of an illegal secret society. This led to him being ostracised by Chinese officials, as well as the desire of the apprehensive and phobic wife of Mesny to separate herself from him and his apparent connection with rebels, even going as far as wishing to divorce him.\n\nThe story as described in Mesny's article is as follows:\n\n'In the early part of 1891 the Municipal Council at Hankou decided to buy a machine gun as a means of protecting the foreign concession and its inhabitants from periodical riots. I therefore wrote to the municipal councillors offering them a machine gun and 30,000 cartridges.\n\nBy some means or other, Mason got this letter and tried to get the gun too. He first wrote me a letter offering me all sorts of good things if I would engage 1000 foreigners, and raise a force wherewith to capture the best ships in the northern squadron also the Wusong, Jiangyin and",

I was requested to send an answer to someone in Zhenjiang. I gave the letter to Consul Mowat.35\n\nAs I did not answer Mason's letter he called early one morning and I asked who he was and what he wanted. He replied that he was the United States consular marshal at Hankou and had come down to see the machine gun I had offered to sell to the Municipal Council at Hankou and wished to know if my machine was a single action or double action gun. I showed him the gun and how to work it, and he decided to buy it. He then wished me to send it somewhere on the Yangzi, I said I could not let it go out of my house until it was paid for, and would not deliver anywhere outside the limits of a treaty port unless provided with a special passport or huzhao. Mason then said that he was going to Ningbo and would call for the gun on his return. He did not do so. He went to Hongkong engaged a lot of foreigners, instructed them to come and report themselves to me for duty, etc., etc.\n\nOn Mason's return to Shanghai he brought a lot of firearms he had bought in Hongkong. They were seized, and the men he had engaged were looked after. He himself was introduced by Mr R.E. Bredon, Shanghai Commissioner of the Chinese Imperial Maritime Customs, to the Daotai of Shanghai who invited him to dinner and to witness a theatrical performance as if he, Mason, had been a popular hero.\n\nHe lived in the Central Hotel and was a frequent visitor at the Shanghai Club where he had been introduced by Mr Bredon.\n\nMeanwhile all sorts of tricks were being practised to inveigle me into a trap. Conch shells were blown at all hours of the night about my house under the direction of Mason. I had never met or seen Mason before he presented himself to me as being the United States Consular Marshal at Hankou, which was a lie, he being actually a Custom House Officer at Zhenjiang.'\n\nLet us try to unravel the sorry story of Mason and Mesny. It is involved and still has aspects which are difficult to fathom. We have a number of versions or parts of it available to us but will confine ourselves to three: Mason's own story, briefly described below, written some 30 odd years later after he had roamed the world as a vagrant worker; the letters from the Inspector General of the Imperial Customs, Sir Robert Hart; and Mesny's bitter accusation. Mason, according to Mesny, practically ruined him and certainly caused Mesny great personal problems as he explained in great detail in his Miscellany. It is difficult to fit these three pieces of jigsaw together as there are few elements in common; however, the basic story is there. Mason bought a large quantity of foreign arms, ammunition, and explosives with which to arm a rising against the Imperial government, and having been arrested in Shanghai, was tried, sentenced, gaoled, and finally deported. Mesny was called as a witness but was accused to his face by the Chinese Premier, Li Hongzhang, of being the chief or very senior in the anti-Imperialist bandit body, the Elder Brother Society. This led to Mesny being ostracised by Chinese officialdom and, as his be-all and end-all as a business go-between was his contacts with Chinese officials, his life quietly slipped downhill thereafter.\n\nAccording to records — ‘Charles Welsh Mason, a young Englishman, had joined the Imperial Maritime Customs in December 1887 and was sent to Zhenjiang, an important post but a minor port on the Yangzi, as 4th assistant B, where he joined the Gelao Hui and became involved in a conspiracy to overthrow the Chinese government. In July of 1891, he took two months' leave and went to Hong Kong, where he purchased a quantity of arms and ammunition for the Society and arranged for it to be shipped to Shanghai and from there on to Zhenjiang. He also recruited men for the Society and bought a quantity of dynamite, which he carried with him to Shanghai, where he requested Commissioner Bredon of the Imperial Maritime Customs to allow it to be shipped on to Zhenjiang so that he, Mason, could uncover more of the Chinese rebels' plans.         "content_text": "32\n\ncould see, and it seemed as if it were one vast garden'.\"\n\nParkinson, Trade in the Eastern Seas (1937) writes: \"When the whole [EIC] China fleet was collected there, twelve or sixteen of the largest merchantmen in the world, together with the country ships, the spectacle must have been magnificent.\" He records that sometimes the Viceroy at Canton would come down to visit the fleet. The ships would be decked to receive the great man, with yards manned and officers in full dress.12\n\nCanton\n\nCanton was, and is, the capital of the Guangdong Province. One of the larger and richer cities of the Chinese Empire, and dating back to pre-Han times, it had long been a major sea port for overseas trade, notably in the Tang Dynasty when it had a significant Arab and Muslim population. During the turmoil which accompanied the change of dynasty from Ming to Qing, it upheld the Ming, endured an eleven-month siege in 1650, and suffered a wholesale massacre of its inhabitants. However, it recovered, and by the mid-nineteenth century was credited with a population of around one million persons. It was renowned for its manufactories, carried on by human industry, without the aid of machinery, particularly in silk and cloth, women and children included, whilst trade - international and regional trade - was described as being 'the great business of life'.13\n\nCanton was a walled city (actually two walled cities in one, the Old and the New) with major suburbs along the Pearl River, and to the West.14 As befitted its status, it contained the yamens (office-residences) of many senior government officials, including those of the governor-general of the two linked provinces of Guangdong and Guangxi, the governor of Guangdong, the Canton prefect, two county magistrates, the Tartar general, the provincial naval commander, and the like, as well as those officials with charge of other, specialised concerns, and (of special status, since he was responsible directly to Beijing) the Hoppo or Superintendent of Maritime Customs, who oversaw the foreign trade and its accruing revenue.\n\nThe Foreign Factories (British, French, Swedish, Spanish, Danish and Dutch) of the river suburb were so-called from their being the",

Ayaon lived with me at Ningpo during 1857 and went with me when I was transferred to Canton in February 1858. Later in the same year I left her at Macao and from that time ceased to live with her and saw her but seldom, though I continued to pay her monthly sum of thirty dollars for her support down to the time of our connection being finally terminated as after mentioned. Between 1858 and 1864 she gave birth to three children. In 1866 I went home on leave and on that occasion the connection between Ayaon and myself was finally dissolved. I paid her the sum of three thousand dollars and she married a Chinaman. As all the children were born while Ayaon was being kept by me I decided to provide for them respectably and accordingly I made it part of the arrangement for separation that she should surrender her children to my Agent and she did so. I had the children sent to England to be educated and launched in the world and I settled a sum of six thousand pounds for their benefit which sum has long since been divided and distributed between them. Their names were Anna, Herbert and Arthur. To the best of my recollection and belief I have seen Anna twice or thrice only and Herbert once only. This was in China. I have never seen Arthur. Anna died some seventeen years ago and about the same time Arthur went to Canada, Herbert married and in or about the year 1905 went to Canada to join Arthur.\n\nHart's main purpose for producing the documents\n\nBetween 1904 and 1905, Hart was troubled by two of his children by Ayaou, Herbert and Arthur. The Court and Personal Column of the Morning Post for June 30, 1905, reported (ibid: 1480): \"Mr. Herbert Hart, eldest son of Sir Robert Hart, Bart., of Hong Kong, together with Mrs Hart and their only son left Liverpool by the steamer Bavarian yesterday for Ontario, Canada”. Hart's wife, Lady Hart visited the Morning Post soon after she learnt the news and the next day the newspaper made the following correction (ibid): \"We find that the paragraph in our issue of yesterday announcing the departure of Mr Herbert Hart for Canada does not relate to the only son of Sir Robert Hart, Bart., Inspector General of Chinese Imperial Maritime Customs, Peking.\"",

In his letter to Campbell on 2 July 1875 he said: \"I fancy Evey will be a grandmother by the time you find my rara avis!” (ibid: 198) Hart also wanted to concentrate on his work without disturbance. When he was finally reunited with his wife and children after almost a quarter of a century's separation, he did not feel completely comfortable and even hoped that they would be gone soon \"for I want to be alone to attend to the hundred and one things.\" Thus, during the period 1879-1881 when Lady Hart lived with Hart in Beijing, the couple must have discussed seriously future plans for her to return to settle in London. This is when Hart wrote to Campbell and insisted that his three wards should not be sent back to London to live with the Davidson couple.\n\nFrom this it can be seen that it wasn't just a matter of kindness, generosity, or even love that motivated Hart to make such expensive provisions for his three wards by Ayaou. Hart had always been cautious and gave mature consideration to his arrangements for his wards, not just in 1866 when he prepared to go home and marry a European, but also during the period 1875 to 1879 when he began to make plans for his wife's return to live in London permanently.         "content_text": "132\n\nof the war with intense fascination as Russia's ultimate victory, they believed, would lead to Russia riding roughshod all over northern China and not just over Manchuria.\n\nWhen, four days after the start of the war, China proclaimed her neutrality, England, France, Germany and Italy, all neutral powers, joined in suggesting to Russia and Japan that they avoid sending troops into Chih-li (Zhili - the Chinese metropolitan province), lest the Chinese Imperial Government should flee Peking. Both Russia and Japan agreed. The fact that at the outbreak of the war there were some five hundred Japanese instructors in the Chinese Army, having displaced many of the European instructors, might have complicated matters had not the belligerents and China appear to have disregarded the fact.\n\nWesterners, too, were unable to predict the outcome and in the event made a number of contingency plans. An Imperial Maritime Customs memorandum produced in Shanghai in 1904, produced by the Statistical Department of the Imperial Maritime Customs (IMC) concerned plans to rearrange Chinese land tax as more than half of China's revenue was mortgaged for payment of foreign loans, leaving insufficient funds in the event of the Russo-Japanese conflict spreading further into China.\n\nContraband of war\n\nForeign ships' captains made a fortune running the blockade from Chinese ports into Port Arthur and other Russian ports along the coast of Manchuria. One German merchant realised a profit of £10,000 in three months on contraband cargoes carried to Port Arthur by a steamer of only 180 tons burden.\n\nChina, not fully comprehending the implications of trading with both belligerents found herself accused by both belligerents of contravening the concept of contraband of war. The Chinese looked on with as much indifference as the foreigners showed.\n\nThis would appear to have been a rare display of bias against the Japanese.\n\nThe vexed question of neutrality\n\nBoth the Japanese and Russians accused each other of breaching the neutrality of China. China's neutrality was hard to sustain. Problems were mainly caused by trade being maintained as usual by neutral powers at and through Treaty Ports with both belligerents.\n\nIt was claimed that contraband included arms, coal, rice, flour and eggs. Traders in China furnished supplies with impartiality to both sides, but China feared that any breaches of neutrality could lead to retaliation against them. The brunt of maintaining a sort of neutrality fell upon the Chinese Maritime Customs.\n\nRussia was the first to bring categorical charges of breaches of neutrality against China. The long term result was a higher standard of living in Japanese-occupied Manchuria than in China proper, leading to an increase of Chinese migrants from China proper. Many of the gentry and students had had contacts with Japan down the years and saw Japan as an alternative to life under the rapidly decaying Manchu Chinese dynasty in Peking. Sir Robert Hart, the IG of Chinese Maritime Customs, made an interesting comment when he referred to militarism having taken root in China following Japan's victory, particularly with the call on Chinese Princes and Nobles to send their sons and brothers to military schools.\n\nBy October 1905 Hart wrote that the Commission for Army Reorganisation, established in 1903 under the stimulus of the impending Russo-Japanese War, hastened the modernisation of the Chinese Army. 'Chinese military manoeuvres were over. The new troops were pronounced an immense improvement on anything before seen in China - stout men, well paid and well-dressed, strict discipline willingly obeyed, arms in good condition, and officers who are really soldiers and not merely be-buttoned mandarins with fans in their hands instead of swords. Even Yuan (Shikai), the Viceroy, and Tich Liang, the military chief of the War Bureau, got out of their Chinese robes and put on gold-laced trousers and jackets, etc.'\n\nJapan's victory over Russia led to Kaiser Wilhelm repeating the warning against the 'Yellow Peril,' whilst Japanese perception of a 'White Peril' in Asia reflected their concern with European and American penetration of China.\n\nThe Russo-Japanese War opened a new chapter in world history; however, Manchuria remained in Japanese hands until the end of World War II in 1945 when finally it reverted to China.\n\nPostscript\n\nA subject that might justify further research emanates from the inability of seasonal labour from Shandong province to cross over to Manchuria during the hostilities.
