FINDLAY ANDREW, O.B.E.*\n\n44\n\nIn these days of simplified travel, when one may either \"pay as you go\" or travel first and pay later; when the traveller is spoon-fed by agencies and bear-led by travel bureaux, the many difficulties which faced the would-be traveller in the Chinese Empire during the early days of this century are almost entirely forgotten. Not the least of these were the many problems which arose in connection with financing such journeys. I shall only refer to foreign exchange very briefly as my subject has to do with the disbursement of Chinese currency. Suffice to say, in passing, that the sixty years under review has witnessed the pound sterling at $2.90 Mex, and the U.S. $ at sixty cents Mex. at the nadir, through to the astronomical zenith of 1949 when staffs had to be paid in the National currency twice daily and then given time off to spend the money before it deteriorated further.\n\nTo-day the would-be traveller presents himself, hat in hand before the Manager of his bank, arranges an overdraft, converts the proceeds into letters-of-credit or travellers' cheques, then proceeds blissfully upon his way shedding rays of sunshine through the distribution of his \"promises to pay\". This was not so in the days at the turn of the century. Then, the traveller in the interior of China might be able to engage his transport by payment with the native bank draft or gold or silver bullion, but the day by day road expenses had to be paid in the existing common currency of China, the old brass cash—the coin with a square hole in the centre. At that time the issuance of this currency was under the control of the Imperial Throne and new issues were uttered by each fresh monarch, perpetuating his memory by the inscription thereon. The value of the brass cash was based upon the tael of silver and fluctuated with the law of supply and demand. BLUE\n\nthe Yangtse was now open to foreign trade and navigation for almost 1,400 miles from the sea, and access had been gained to the rich and populous province of Szechuen, of which Chungking was the chief port.\n\nThe section of the river between Ichang and Chungking was known as the Upper River, and the first steamer to navigate this section belonged to Archibald Little, whose Y-Ling had been the first steamer to navigate the Middle River. Little was a member of a well-known Shanghai family, and he was the real pioneer of steam navigation on the Upper Yangtse. He had commenced his career as a tea taster for a German firm in Kiukiang in 1859, but soon went into business on his own and was one of the first to appreciate the possibility of trade in Szechuen Province and beyond in Tibet. He settled in Chungking soon after it became a treaty port, and started up several industries connected with wool, bristles, and coal—to mention some of the more prominent, and also engaged in marine insurance, specialising in covering cargoes on the Upper Yangtse.1 The Shanghai Chamber of Commerce had sent two prominent British merchants—Alexander Michie and Robert Francis—up the Yangtse to Chungking as early as 1869, to investigate trade prospects there, but no important developments followed. In 1887 Little made a much more intensive trip from Ichang to Chungking by junk, and formed the opinion that there were great possibilities for trade in Szechuen Province and beyond. The following year he attempted to run a steamer service between Ichang and Chungking with a stern wheeler specially built on the Clyde called the Kuling. Because of a clause in the Chefoo Convention stipulating that foreign steamers could only go to Chungking after Chinese steamers had gone there, the Kuling was not allowed to go beyond Ichang. Little then sold her to the China Merchants Steam Navigation Company, who employed her on the Hankow-Ichang service.\n\nOne of his brothers was a famous editor of the North China Daily News, and another a well-known doctor in Shanghai.\n\n[Robert Swinhoe, British Consul at Amoy was sent up the Yangtse by Sir Rutherford Alcock, British Minister at Peking, in March 1869 to enquire into the trade of the Upper River. He reached Chungking in May of the same year. His account of this journey was published in the Journal of the Royal Geographical Society Vol. XL (1870), pp. 268-85. It is accompanied by a folding map of the Upper River from the Tungting Lake to Chungking compiled from the charts made by two survey officers specially sent up the Yangtse for this purpose. Ed.]",

Lin Tse-hsü was dismissed from office in 1840 and later sentenced to exile in Ili in Chinese Turkistan, where he remained for three years. He was allowed to return to Peking in 1845. John Robert Morrison (1814-1843) was born in Macao, the second son of Dr. Robert Morrison and his first wife Mary (née Morton). He had some schooling in England but at the age of twelve he came back to Canton with his father in 1826. He became a fluent Cantonese speaker as well as a Chinese scholar, and on the death of his father in 1834 was appointed Chinese Secretary to H.M.'s Commission in China. In 1838 he became, in addition, Interpreter, and in 1841 succeeded Elmslie as Secretary and Treasurer to the Superintendent of British Trade in China. In 1843 he was appointed Chinese Secretary and member of the Executive Council of the newly founded Colony of Hong Kong and was recommended for appointment, by the Governor, as Colonial Secretary. Before the appointment was approved, however, he died in Macao in August 1843, and was buried in the Old Protestant Cemetery there. (L.T.R.)\n\n27 Kwang Chow Foo. His father served as a midshipman at the Battle of Trafalgar and after being discharged from the Royal Navy he joined the Honourable East India Company's marine service. In this service he made a number of voyages to Canton and when he decided to take a shore posting there he brought his wife and family out with him. Samuel became a fluent Cantonese speaker and in 1838 was appointed Interpreter to the Canton General Chamber of Commerce. After the cession of Hong Kong he was appointed interpreter and clerk of the Chief Magistrate's Court and a couple of months later were added the duties of Notary Public and Coroner. Three years later he was appointed Assistant Magistrate of Police and on 1st January 1845 he became Registrar General and Collector of Revenue. In July 1845 he was granted a year's sick leave and while in England he was appointed Professor of Chinese at King's College, London, an appointment which he held from December 1846 until December 1852. CHENG\n\nWhile he was Legislative Councillor in Hong Kong, Ng Choy was known to oppose the office of the Registrar-General (established 1844), also known as Protector of Chinese and later renamed in 1913 Secretary for Chinese Affairs, on the ground that it was race discrimination to force Chinese and Europeans to deal with the Government through different departments.8 During his term of office, he was a member of a very important Education Commission, appointed by the Governor Sir John Hennessy in August 1880, to study the question of raising the Government Central School into a collegiate institution, giving a higher education in English and Science. What Sir John had in mind was that Hong Kong would render a great service to China by starting a collegiate institution so that young Chinese boys could come to Hong Kong for a higher western education instead of going to distant countries like America and England. However, the Commission as a whole disagreed with the Governor. It dismissed the idea of a Collegiate Institution on the ground of cost, and pointed out that the great need of the majority of the local population was a sound elementary education. Thus it was not the province of the Government to establish, at the cost of the ratepayers, an institution that would be mainly for the advantage of a small number of wealthy members of the community.\n\nNg Choy's achievements as a Legislative Councillor in Hong Kong were by no means great as compared with some of his successors, as he held office for less than three years; but he had the distinction of being the first Chinese to serve on that Council, and since his time both the Colonial Office and the Governors of Hong Kong have agreed on the principle of Chinese membership of the Legislative Council.\n\nWhen Sir George Bowen arrived in April 1883 as Governor, he was in favour of having a Chinese member on the Legislative Council but realized that it would not be easy to find a successor to Ng Choy from \"among those qualified as British subjects, a native gentleman combining in his own person the proper social position, independent means and education\". In conjunction with the question of a permanent Chinese member on the Legislative Council, Sir George Bowen also took the opportunity of re-constituting the Council. The main differences between the old and the new Council were that a Chinese member was appointed and that the Chamber of Commerce was invited to elect a member.",

The new Council met on 28th February, 1884, and consisted of 6 officials excluding the Governor: the Chief Justice, the Colonial Secretary, the Attorney General, the Surveyor General, the Colonial Treasurer, and the Registrar General. There were also 5 unofficials: Mr. T. Jackson (elected by the Chamber of Commerce), Mr. F. D. Sassoon (elected by the Justices of the Peace), Messrs. P. Ryrie, F. B. Johnson and Wong Shing, appointed by the Governor.\n\nThus in 1884 Wong Shing became the second Chinese to serve on the Legislative Council as an unofficial member. He too was a Cantonese from Chung Shan District. In 1841 he entered, with two other Chinese boys, Yung Wing and Wong Foon, the Morrison School in Macao which was later transferred to Hong Kong. In January 1847, Dr. Robbins Brown, an American teacher in the Morrison School, had to leave China on account of ill health. He offered to take a few of his old pupils back to America for further education. Yung Wing, Wong Foon and Wong Shing signified their desire to go and, through Dr. Brown and the Morrison Education Society, expenses for two years for the three boys were arranged. They embarked at Whampoa on the ship \"Huntress\" and proceeded via the Cape of Good Hope, the journey taking more than three months. Upon arrival in the U.S.A. the three boys were admitted to the Monson Academy at Monson, Massachusetts.\n\nAs a result of ill health, Wong Shing did not manage to acquire any academic honours during his sojourn in the United States. On his return to China he was offered an appointment in the Foreign Ministry. He served with Viceroy Li Hung-chang and Marquis Tseng Chi-tze and was a member of the Chinese legation staff in Washington. He resigned later from the Chinese diplomatic service and came to Hong Kong as a merchant. He was also associated with the Anglo-Chinese College and with the London Missionary Society for which he directed its printing establishment under Dr. James Legge. When the Tung Wah Hospital was founded in 1870, he was a founder director. He was naturalized in December 1883 and was appointed to the Legislative Council in February 1884. He was described as a man of property, much-travelled, speaking good English and fully qualified to “look at Chinese affairs with English eyes and at English affairs with Chinese eyes\".         "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\n19\n\nan outstanding job in these difficult times in enlightening the Chinese masses and in explaining to them the purpose of the Government measures. For these invaluable services he was later presented with a gold medal and a letter of thanks from the general public of Hong Kong.\n\nWei Yuk was also a far-sighted person, for it was he who first seriously pursued the idea of constructing a railway from Kowloon to Canton and thence to Peking. He spent large sums in furtherance of the scheme which failed, however, owing to the obstacles placed in its way by officials in China.21\n\nWei Yuk served on many Government and public committees. While not being noted for long speeches, he was always clear and precise in expressing his views and advice. He retired from public service in 1917 at the age of 68. For his invaluable services to the Colony, he was awarded the C.M.G. in 1908 and knighted in 1919. He died in 1922.\n\nWhen Sir Kai Ho Kai retired in February 1914, his place in the Legislative Council was filled by Lau Chu-pak, who was born in Hong Kong in 1866. He was a brilliant scholar at the Central School and in 1885 was the first boy to be awarded the Stewart Scholarship.22 After leaving the Central School, he was for a time chief clerk at the Hong Kong Observatory. Later he became a tea merchant and amassed a fortune. He was a generous benefactor of education and helped financially many poor children to complete their schooling. With Ho Fook, he was co-founder, in 1900, of the Chinese Merchants Bureau which was renamed in 1913 the Chinese Chamber of Commerce. Before he was appointed to the Legislative Council, he was for many years an active member of the District Watch Force Committee, the Sanitary Board, the Board of Education and the Council of the University of Hong Kong. He was Chairman of the Po Leung Kuk in 1903, a founder-director of the Kwong Wah Hospital in 1907 and Chairman of Tung Wah Hospital in 1909/1910. In January 1909 when a powerful committee was nominated, with the Governor Sir Frederick Lugard as Chairman, to raise funds to start the University of Hong Kong, Lau, Dr. Ho Kai and Wei Yuk were all members of the Committee.\n\nLau Chu-pak's concern in education was demonstrated in 1916 when he suggested, in a Legislative Council meeting, that the",

        "content_text": "The District Watch Committee \n\n129 \n\nBut one point needs further elaboration. Fifty-two Chinese were appointed to the Committee between 1891, the year the Committee was put on a proper footing by Lockhart, and 1941, the year of the Japanese invasion and occupation of the Colony. Nearly all, as I have said, were re-appointed to the Committee after their five-year term of office expired, so that the majority continued in office until death or complete decrepitude released them from public service31. A few resigned because of ill-health or because, so one suspects, they suffered severe financial reverses and thus lost standing as successful merchants or businessmen in the community, in the Chinese Chamber of Commerce, and in their district association. The District Watch Ordinance of 1930, which consolidated earlier legislation, said quite simply that 'the Governor may appoint any person to membership of the District Watch Committee (and) such persons shall hold office for such period as the Governor may direct', thus recognising a situation that had arisen: the permanency of the committeemen. On the other hand, those Chinese who served on the committees of the Tung Wah Hospital and the Po Leung Kuk, two very prestigious associations, were in office for one year only and then were replaced at the next election by a new committee: but a Chinese appointed to the District Watch remained in office practically for ever. \n\nThe Committee became, in other words, a permanent advisory board comprising the richest, most influential, most prestigious and politically powerful Chinese in the Colony; and the Committee always contained the Chinese unofficial members of the two Councils. J. H. Stewart Lockhart, who had also been instrumental in the 1890s in reorganising and strengthening the committees of both the Tung Wah Hospital and the Po Leung Kuk, may be thought of, then, as the main architect of the system of colonial government which matured in Hong Kong in the period 1891-1941. This system brought the interests of European administrators, European businessmen and prominent Chinese into a closer alignment; it tended to reduce conflict. \n\nA number of other permanent boards and committees were established in the period after 1890 but although these formed a necessary part of the system they were hardly as crucially important as the District Watch Committee. In one case, a District Watch Inspector arrested a member of the Secret Strike Party (the so-called Labour Commission) carrying illegal dispatches to union members, a fact duly noted in the Secretary for Chinese Affairs' report for 1925. \n\nIt is difficult to see how the Hong Kong government could have coped as well as it did with periods of economic recession after 1918, with years of labour unrest, with the rising tide of nationalism emanating from Nationalist China, without the strong support of the Committee, whose members between them sat on most of the ten other official Chinese committees and boards. The members of the District Watch Committee were strongly entrenched in the Chinese Chamber of Commerce and the Chinese Clubs and they played a significant role in the Chinese Manufacturers' Association. They also occupied important positions in district associations, benevolent societies, guilds of employers and business associations. The power and influence of the Committee ramified down through such associations, so that the few were able to exercise political control over the many62. Thus the power of the Committee was diffused through many associations, helping to maintain what no doubt the government would call 'sensible attitudes' among the Hong Kong-born Chinese, the group that formed the vertebra of the Colony. \n\nThe District Watch Committee was re-established after the return of the British administration in 1945, the Committee containing the same names as in 1941. No further nominations were ever made. A hundred and one District Watchmen reported for duty in 1945-6 and carried on with their normal duties: patrolling streets, conducting enquiries in connection with boarding houses, guilds, and the protection of women and girls, and making general investigations on behalf of the Secretariat for Chinese Affairs. In addition, the force assisted the rice controller in checking black marketing in government supplies; they were also put on static guard duties at various premises requisitioned by government. But the pre-war system of soliciting private subscriptions for the upkeep of the force was abandoned in 1945: henceforth it was financed entirely by the government; and government soon decided that the strength of the force should gradually be reduced to about fifty men, which would be sufficient to deal with the special requirements of the Secretariat for Chinese",

        "content_text": "The District Watch Committee\n\n137\n\nto be the richest man in Hong Kong. When Ho Tung retired as chief compradore to Jardine, Matheson's in 1900, Ho Fook succeeded him. Ho Fook's assistant was Ho Kom Tong, another of Ho Tung's brothers. The members of the District Watch Committee were members of a small circle of businessmen, often related through ties of blood or marriage. When the Tai Yau Bank was established in 1914 with a paid-up capital of $6,000,000, the proprietors were named as Lau Chu Pak, Ho Fook, Ho Kom Tong, Lo Chung Shiu and Chan Kai Ming. Lau Chu Pak was compradore to A. S. Watson and Co., chairman of the Po On Commercial Association and chairman of the Chinese General Chamber of Commerce; Chan Kai Ming was manager of the Opium Farm; and Lo Chung Shiu, assistant compradore to Jardine, Matheson and Co., was Ho Fook's brother-in-law. All were or became members of the District Watch Committee.\n\n22 T. C. Cheng writes that Wei Yuk 'was very much concerned about law and order among the Chinese masses because in those early days riff-raff and political refugees from South China continued to come into Hong Kong. Thus it was at his suggestion that the District Watch Force was founded in 1888. Mr. Cheng appears to be mistaken about the date and is no doubt referring to the ordinance of that year, no. 13 of 1888 rather than to its proper date of origin. Wright and Cartright, Feldwick, and Professor Woo all state that the Committee was formed on Wei Yuk's suggestion. See: T. C. The Committee after 1891 represented the views of a more westernised and modernised elite with a knowledge of modern business techniques and modern financial manipulations. Dr. Ho Kai, for example, played the stock exchange with great success and speculated in many fields, particularly land development. He was, properly speaking, a financier although his occupation is often given tout court as lawyer. He had also qualified in medicine at Edinburgh but gave up the practice of medicine soon after his return to Hong Kong in 1882 because of Chinese resistance to western medicine.\n\n25 In 1903, for example, the Committee opposed the re-introduction of the night-pass system but suggested other remedial measures (see Index to Correspondence (General Register) 1894-1904, Hong Kong, Noronha and Co., 1909, p. 100). Sir Robert's brothers—Ho Fook and Ho Kom Tong—and other relatives became members of the Committee.\n\n45 Sir Chau Tsun-nin, who served on the Committee, was the son of Chau Siu-ki, a prominent financier and member of the Committee until his death. There was first police supervision, then official protection under a succession of qualified officers, then representation in the Colony Legislature and on the Commission of the Peace. The colonial executive has wisely left to the Chinese a large measure of a kind of self-government which is more effective than anything that could find its expression in votes of the Legislature. The administration of purely Chinese affairs by native committees, with a firm ruling hand over their proceedings, seems to fulfil every purpose of government.\" The Englishman in China during the Victorian Era, Edinburgh and London, William Blackwood, 1900, vol. 1, pp. 280-1.\n\n60 The Labour Advisory Board was established in 1937 and consisted of the Secretary for Chinese Affairs, the Secretary and Cashier of His Majesty's Naval Yard, the Assistant Director of Supply and Transport of the China Command, a representative of the Public Works Department, the Manager of the Taikoo Sugar Refinery, the manager of the Hong Kong Electric Company, and the manager of the Taikoo Dockyard. The members consisted entirely of representatives of large government departments and employers of labour. The board rarely functioned.\n\n61 The Chinese General Chamber of Commerce was founded in 1896 principally by Ho Kai and Wei Yuk. It was called at first the Chinese Merchants Bureau. In 1913, after a period of decline, a new building costing $40,000 was erected in Connaught Road. After 1913 the Chamber became one of the most influential bodies in Hong Kong, and many members of the District Watch Committee served at one time or another on its executive committee. The Chinese Club was founded in 1899 by Sir Robert Ho Tung and modelled on the European Hong Kong Club. A description of the Club's premises is to be found in Mrs. Archibald Little, The Land of the Blue Gown, London, T. PRYOR\n\nthe Commission reported that \"there are many insanitary properties in the Colony, and dwellings which, in their present condition, are unfit for human habitation.\" The Commission came to the conclusion that it was unnecessary for the government to undertake widespread resumption but that it would be sufficient for various improvements to be carried out at the owners' expense. The principal improvements which were recommended were the provision of open spaces at the rear of premises and the prohibition of cubicles under certain conditions.\n\nIn the compilation of the Commission's report, the views of Dr. Ayres, the one-time Colonial Surgeon, were sought. He very observantly commented that:\n\nMany laws have been made in the 20 years previous to 1894 to remedy the insanitary state of the Colony, but most have remained dead letters owing to the difficulties of enforcing them and the prejudices of the Chinese especially and other sections of the community. The labours of Hercules in cleansing the Augean stables were a trifle compared with that the Government has to contend with in the near future in cleansing the City of Victoria and other inhabited portions of the Colony.14\n\nThe recommendations of the Commission were by and large incorporated in the Insanitary Properties Ordinance of 1899, the provisions of which, however, the then Director of Public Works regarded as a compromise designed to meet objections by the unofficial members of the Legislative Council and the propertied interests which they represented.15\n\nChadwick Returns and New Reforms\n\nDespite all the steps taken by the colonial government to come to grips with the problems created by the disorderly growth of the city, deep feelings of discontent were expressed by certain sections of the community against the inadequacy of the administration's efforts.         "content_text": "YAUMATEI TYPHOON SHELTER, HONG KONG\n\n31\n\nOn 13th September, 1906 it again became time for His Excellency to speak on the Estimates of Revenue and Expenditure for the coming year. In the course of that speech he said—\n\nOne of the items which I wished to appear on the Estimates for this year but which does not appear is the typhoon shelter. So long as we have those waterworks on hand to which I have referred there is very little chance of doing anything in connection with the shelter; unless the Chamber of Commerce would suggest raising the light dues to provide funds for its construction, in which case such a reasonable suggestion might be adopted.\n\nEvents were then to take a tragic turn. A week later on 20th September, 1906, His Excellency returned to the Legislative Council and informed the members that (as they well knew)—\n\nHong Kong had just suffered from catastrophe as calamitous, if not more so, than any which had previously befallen the Colony, the loss of life and property between the hours at 9 and 11 on Tuesday morning were as far as can at present be judged greater than those incurred in the great typhoon of 1874.\n\nHe went on to say--\n\nNone of us are likely to forget the scenes of that morning, first of all we saw when the typhoon gun was fired about 9 o'clock crowds of helpless shipping drifting to the east before the wind, then the whole scene was wiped out by the blowing sheets of rain, and an hour later the atmosphere being again clear, we saw that the junks and small craft had disappeared and that many of the larger ships were aground or in distress. What had happened to the Chinese boats was evidenced by the appalling scenes of desolation along the prayas or the Kowloon shore. I need not, however, dwell on those scenes nor account the losses which were witnessed and known to all of you.\n\nHe went on to detail and pay tribute to various acts of heroism which had occurred during the course of the storm.\n\nThis typhoon had occurred just after the budget for 1907 had been presented and before the Council had had an opportunity to comment on the proposed expenditure at its next sitting. Now the Governor had suggested the construction of a typhoon shelter could not be started unless perhaps it were financed out of increased light dues. Notwithstanding the refusal of the Chamber of Commerce to aid the Government he thought that Government should at once devise means for the erection of the refuge, going on to say that it would be an excellent thing to have a number of typhoon shelters which might be available for the floating population, and urging the necessity for the work not only on the grounds of expediency but on grounds of humanity also.\n\nLater that afternoon the Governor replied to these speeches saying that he would endeavour to start work upon the typhoon shelter in the coming year since he believed it to be absolutely necessary. He thought it would take some time to decide on the best site and a satisfactory design, and in the meantime he would consider how the necessary expenditure could best be met. He did not intend to raise a loan, or repeat the reasons why he was against such course of action, but would answer one of the arguments commonly used in favour of a loan.\n\nIt is said why should we pay now for what will benefit coming generations. That I do not think is a fair way to put it, we should pay for whatever benefits the next generation in the same way as the past generation paid for the benefits which the present generation enjoys. There is no finality in this progressive Colony about any of our public works.\n\nThis credo was greeted by applause. Later in his speech, his Excellency said—\n\nIf the cost of the typhoon shelter is not to be met by a loan (and I think I have the majority of the Council with me that it\n\n* Dr. Ho Kai, listed in Who's Who in the Far East as Senior Unofficial Member of the Legislative Council representing the Chinese and Justices of the Peace, b. BELL*\n\nIn the Bulletin de Geophysique No. 34 from the College Jean-de-Brebeuf, Montreal there was enclosed a notice of the death of Father Ernesto Gherzi, S.J. at Saint-Jerome, Quebec. He died on 6 December 1973 at the age of 87 years and 4 months. Fr Gherzi was a very well known and popular figure on the China coast between the years 1910 and 1954. He made notable contributions to the science and practice of seismology and meteorology while at Zikawei Observatory, Shanghai from where he operated an efficient typhoon warning service. He was a colourful character who made a great impression on all those who met him and he is remembered with affection by very many mariners and aviators—both military and civil—who served in the Far East in the thirty years prior to 1954.\n\nEARLY YEARS\n\nFr Gherzi was born in San Remo, Italy on 8 August 1886. In October 1903 he joined the Society of Jesus, an order whose members had made great contributions to geophysics and meteorology at their Observatories at Zikawei and Manila. He was posted to Zikawei for the period 1910-13 after which he went to England to work with Appleton on ionospheric studies for the Admiralty, London. He was ordained in England in June 1916 and returned to China in October 1920 to start his long scientific career in the famous meteorological, seismological and magnetic observatory at Zikawei.\n\nThe Zikawei Observatory was supported by grants from the Chinese Customs, the Shanghai General Chamber of Commerce, the Shanghai municipality and the telegraph companies; in return it provided time signals, weather forecasts and magnetic data for shipping. Fr Gherzi produced annual summaries of typhoon tracks for 1926 and for the years 1928 to 1940; they were addressed to the\n\n* Mr. Bell has been Director of the Royal Observatory, Hong Kong, since 1965. The present premises were purchased about 40 years ago. There is an interesting commemorative board above the window in the main hall presented by four shops in Liu Po New Market, Tung Kwun in 1912 in appreciation of flood relief work and settlement of disputes and of a defamation case by the Hong Kong Chamber. This shows that its influence extended beyond Hong Kong.\n\n3) The Nam-pak Hong Association in Bonham Strand, though in new premises that are of no appeal, is of great interest. This powerful commercial association was established in 1868 by merchants from different parts of China together with Chinese merchants from South-east Asia. This explains the name of the association which, in Chinese, means South-North Firms' Public Office.\n\nAdditional Notes for the Visit to Old Western District Carl T. Smith\n\n(a) The Development of West Point\n\nThe area we are visiting today was formerly dominated by two points of land. After the British occupation of Hong Kong they became known as Possession Point and West Point. Between the two was a steep hillside with a bay at its foot. The present Ko Shing Street approximates the original beach.\n\nDr. Eitel in his history of Hong Kong, Europe in China, pp. 123-124, gives an account of the event which gave Possession Point its name:\n\nOn January 24, 1841, Commodore Bremer, having arrived at Lantao, directed Captain Belcher, in command of H.M.S. CHAN \n\ncharitable halls were not merely institutions in which merchants participated; they were merchant institutions initiated and dominated by merchants. In Canton, Governor-general Chang Jen-chün once observed that charitable halls were particularly numerous in Kwangtung because there were a large number of rich merchants.24 \n\nSeveral factors contributed to these developments. The first was a change in the composition of the merchant class by 1900. By turning themselves into entrepreneurs, a number of officials and gentry members had joined the merchant class. Men like Yen Hou-hsin and Chou Chin-piao who came from official backgrounds took the lead in the formation of the Shanghai Commercial Consultative Association and later the Shanghai Chamber of Commerce. The founders of Ai-yü shan-t’ang in Canton probably had official backgrounds as well. Two had taotai rank and the house they bought had belonged to their friend, an official salt merchant who had gone bankrupt. \n\nA second factor was these merchant founders' conscious borrowing from the West. It is not enough to argue that they started charitable halls because as a group they commanded great wealth. For then the question arises: Why had the rich salt merchants or the cotton merchants not done the same before? Insofar as the merchants who sponsored charitable halls came from the treaty port areas, it seems that these merchants had been influenced by the work of the Christian missionaries. In one case, an orphanage was founded in Shanghai in 1892 by merchants and the district magistrate after there were reports of alleged cruelty to orphans in the missionary orphanage.22 Indeed, Po Leung Kuk's emphasis on tracking down kidnappers was in response to complaints of a similar sort, while Tung Wah Hospital's emphasis on healing and hospital care paralleled the activities of missionaries like Peter Parker in Canton. This in no way means that works of philanthropy were alien to the Chinese merchant's ethos. The merchant's traditional justification for acquiring wealth was in order to benefit the rest of society. What was new was not the attitude, but the organisational mechanism they now employed to further their ends. \n\nA third factor was the local officials' increasing reliance upon the leaders of the trade and handicraft guilds from the 1860's. CHAN \n\nCharitable halls in Shanghai did not display the same amount of community leadership even though they should have had a greater community base than the guilds. The reason seems obvious. Charitable halls dominated in communities where the merchants had no problem of collaboration because of differences in dialects or in regional customs. Hence their pre-eminence in places like Canton and Hong Kong. In Shanghai, the cultural gaps between, say, a Cantonese and a Ningpo merchant were often insurmountable. In the final analysis, charitable halls, like the formalised committees of guilds and Landsmannschaften, failed to grow into truly community-wide institutions. \n\nAchievements \n\nMerchant leaders in nineteenth century China were adept at adjusting their organisations to the changing needs of the day. By building up different types of organisations, they hoped to acquire first, broader economic and social interests; second, a large community base; and third, greater political leadership responsibility. As a result, these leaders were singularly successful in the first, especially in providing social welfare and municipal services, but were only partially successful in the second. Thus, in the more homogenous commercial centres such as Canton and Swatow, the charitable halls and the assembly commanded a community base far larger than the traditional guilds, but could not win the allegiance of the entire community. In other places like Shanghai, where the merchant leaders came from several provinces, it was more difficult to set up community-wide organisations. Even the chamber of commerce which followed these organisations and which had explicit aim of involving each entire community was unable to do without sectional interests. \n\nThe Shanghai chamber was dominated by the Ningpo merchants from its inception in 1904 to at least the 1920's.35 The Canton chamber had seven vice-presidents (fu-pan) who were elected by the various guilds from among the chamber directors.36 The most extreme assertion of this form of group separatism was written into the bylaws of the overseas Chinese chamber of commerce in Singapore. SPARKS\n\ndually pushed into the hilly regions further away from the coastal areas and the majority were eventually exterminated or assimilated after a series of rebellions during the seventh and eighth centuries (Chan, 1974:123). In successive dynasties, as southern Fukien became over-populated, there was further extended migration into Teochiu beginning at the end of the T'ang Dynasty and lasting until the 1660's (Chan, 1974:125). There are a few settlements of the original natives of Teochiu that have survived until the present in several of the Teochiu districts (Chiu Chow Chamber of Commerce, 1971:66; personal communication with Jao Tsung-i of The Chinese University of Hong Kong). Hoi Luk Fung was presumably populated during these successive waves of southward migration by groups who moved a short distance beyond the present day boundaries of Teochiu.\n\nAccording to Jao Tsung-i, who has edited and compiled Teochiu local histories or gazetteers, a separate administrative unit was first established in Teochiu in the Ch'in Dynasty (221-209 B.C.) and was a part of the Nan Hai prefecture (☞☞) (Jao, 1965). There then followed a confusing series of boundary and name changes which will not be mentioned here. The name Teochiu first appeared in 591 A.D.; this name was chosen because it refers to a coastal area where the tides move constantly and the first character of the name () has the literal meaning of “tide” (Chiu Chow Chamber of Commerce, 1971:59). Although there were later name changes this particular name survived into the present. There were also frequent internal boundary changes. To simplify, in 1936 Teochiu was divided into 9 districts, one city and one supervised area (Chan, 1972:93). After 1949 other surrounding districts, including Hoi Luk Fung, were added to the traditional districts to make a larger administrative area,\n\nIn the late 15th century the town of Hui Lai, three surrounding districts of Teochiu (which was then known as Chiu Yeung, * () and a small subdivision of Hoi Fung were joined together to form the administrative district of Hui Lai (Chiu Kiu, 1975:33; Hui Lai Gazetteer, 1930:80). At that time the village of Kap Jih was part of Hoi Fung and everything 5 li inland from Kap Jih became a part of Hui Lai and the villages and towns along the banks of the river running into Kap Jih became part of Hui Lai (Hui Lai Gazetteer, 1930:59).         "content_text": "A HAWAIIAN KING VISITS HONG KONG, 1881\n\nEditor\n\nTIN-YUKE CHAR*\n\nJournal of Royal Asiatic Society, Hong Kong Branch\n\nSir:\n\nI am submitting a manuscript for publication in your Journal on King Kalakaua of Hawaii and his visit to Hong Kong in 1881. It gives a clear explanation why Hong Kong was chosen as the principal embarkation port for the Chinese labor recruitment to Hawaii. The strict administration of British regulations on emigration, the designation of an honorary Hawaiian consul in Hong Kong, and the reasonable contract between employer and employee signed in Hawaii, as documented in an appendix, all give a better understanding of the good treatment of our Chinese immigrants to Hawaii compared with the abuses in Peru and Cuba.\n\nThe first reigning monarch to make a trip around the world was King David Kalakaua of the Kingdom of Hawaii. The year was 1881. King Kalakaua, born November 16, 1836, reigned for twenty-three years (1874-1891) until his death in San Francisco on January 20, 1891.† He had already had his first experience travelling abroad in November 1874 when he called on President Ulysses S. Grant in Washington and addressed the United States Congress in fluent English. As a result of this visit, the Hawaiian government was\n\n* Mr. Char was born in Hawaii in 1905 and has had a colorful life combining business and education. A graduate of McKinley High School in Honolulu, he received his B.A. degree from Yenching University in Peking and his M.A. from the University of Hawaii, and pursued graduate studies at Columbia University. He then taught, both in Hawaii and in China. In 1938, Mr. Char and his family returned to Hawaii as refugees from the Japanese military invasion of Canton. He spent the next thirty years in the insurance business. In 1952, he became the first person in Hawaii to gain the national professional designation of CPCU (Chartered Property and Casualty Underwriter) in the field of insurance. Always active in community affairs, Mr. Char served on the boards of the Chinese Chamber of Commerce, the Hawaii Congress of Parents and Teachers, the Nuuanu YMCA, and the Board of Underwriters of Hawaii (insurance), among others, and is currently a member of a number of historical societies, including the Hawaii Chinese History Center. Upon retirement in 1969 as president of the Continental Insurance Agency of Hawaii, Mr. Char spent a year on the campus of Chung Chi College, a division of the Chinese University of Hong Kong, as a volunteer in student counseling and placement service. Since then, he has devoted his time to historical research and writing.\n\nMr. Char is also the author of The Hakka Chinese: Their Origin and Folk Songs and Chinese Proverbs, both published by the Jade Mountain Press of San Francisco in 1969, and The Char Family Genealogy Book, privately published in Honolulu in 1970.\n\n† See Plate 15.",

        "content_text": "166 \n\nA. D. BLUE \n\nIn 1868 T. T. Cooper, a British merchant in Burma, came to Shanghai and attempted to improve on Blakiston's feat. His venture was partly financed by the Shanghai Chamber of Commerce. Cooper went up the Yangtze to Chungking, and then overland to Chengtu, the capital of Szechwan. Here he received permission from the Governor General to travel on through Szechwan and Tibet to India; but he met such determined opposition and hostility from the lamas on the Tibetan border, where he was imprisoned for five weeks, that he was forced to turn back. \n\nIn the following year, Sir Rutherford Alcock, British Minister at Peking, sent Robert Swinhoe of the China Consular Service to investigate trade prospects on the Upper Yangtze. Vice-Admiral Keppel, R.N. was making a survey of the river, and Swinhoe's party, which included Alexander Michie and Robert Francis of the Shanghai Chamber of Commerce and two naval surveyors, travelled to Ichang on H.M.S. Opussum. This was the first time a steamship had reached Ichang, and the Chinese pilot refused to go any further. A junk was hired for the passage through the Gorges to Chungking, and soundings and surveys taken en route. The surveyors, however, gave an unfavourable report on the feasibility of steam navigation on the Upper Yangtze. They particularly commented on the force of the current, lack of suitable anchorages, intricacy of navigation because of the changeable channel, and so on. They also thought descent would be even more difficult than ascent. The chief engineer of Opossum described a sample of coal obtained half way between Ichang and Chungking as resembling good anthracite in appearance, but requiring large furnaces and a long time for combustion. \n\nThis was the most thorough navigational survey of the Upper Yangtze, and many of the factors militating against steam navigation between Ichang and Chungking were investigated and made known. The bed of the river falls 470 feet in the 360 miles between the two places, and this fall of one and a third feet per mile is the cause of the strong currents and rapids in this section of the river. The most difficult stretch is the first half of the Upper River between Ichang and Wanhsien, where the most difficult rapids and gorges are encountered. The Ichang Gorge begins five miles above Ichang, and then come the Ox Liver and Horse's Lung Gorges, and the Hsintan Rapid immediately after the latter. The most spectacular",

        "content_text": "100 \n\nCARL T SMITH \n\nA resolution was proposed and seconded that the mui tsai system be abolished. The Chairman ruled it out of order as the meeting had been called to consider the advisability of establishing a society for the protection of servant girls. At the conclusion of the meeting a resolution to form such a society was passed. It was duly organised as the \"Society for the Protection of the Mui Tsai,\" \n\nFormation of the Anti-Mui Tsai Society - September 1921 \n\nThe group that had proposed a resolution for abolition regarded the new society as the vehicle of the elite establishment composed of past and present Directors of Tung Wah Hospital, members of the Chinese Chamber of Commerce and Kaifong leaders. The abolition group was made up of members of the churches, the YMCA, the YWCA and labour unions. They believed the Protection Society would advocate palliative measures only and not get at the root of the problem, therefore they were determined to organize another group to be called the Anti Mui Tsai Society. An organization meeting was held in September 1921 and a public manifesto was published a month later under the names of the Society's Provisional Executive Committee. \n\nThis document was divided into sections dealing with (I) the inherent evils of the system, (II) reasons for abolition, (III) the system not being charity, (IV) the futility of reform by persuasion, and (V) tentative proposals to effect abolition. \n\nThe document argued that the basic evil of the system was that the treatment and status of the servant girls were similar to that of slaves. Like slaves 'they were bought with money,... exploited without reserve, not paid for labour and can be resold”. The only difference between a slave and a mui tsai was that a slave served for life and his descendants inherited his status, while the servant girl received her freedom on reaching the usual age for marriage. \n\nAs reasons for its abolition the manifesto declared the system to be injurious to public morality, subversive of righteousness, and injurious to national prestige. On the last point reference was made to the fact that the 1918 Peace Treaty included the International Labour Convention in which the contracting nations agreed to endeavour to secure fair and humane conditions of labour for men, women and children. \n\nOne of the principal arguments used by those who wished to continue the practice was that it was charity. Managing Director of Kwong Man Loong Firecracker Co. Tse Ka-po, also known as Simon Tse Yan (\n\n—\n\n1966), son of compradore of Banco Ultramarino, Macao. Established Po Kee Shipping Co. Compradore for Nippon Yusen Kaisha. A Roman Catholic. Son-in-law of Mr. Ho Kom-tong, a brother of Sir Robert Ho Tung.\n\nWong Ping-suen (1873 - 1942), member of a wealthy land-owning, merchant-compradore Hong Kong family. Compradore of Mackintosh, Mackenzie and Co., and P. & O. Steamship Co. Tong Shau Shan, manager of the San Tak Hing Lok firm on Des Voeux Road.\n\nAfter much hedging for a number of years, the Colonial Office determined to push the Hong Kong Government into drafting a bill for the abolition of the mui tsai system. The concerted efforts of concerned groups in England and the Anti Mui Tsai Society in Hong Kong were producing results. The Secretary of State minuted a despatch on March 21, 1922 instructing his under secretary that in writing to the Governor of Hong Kong, “A fairly full answer should be drafted explaining the difficulties, but making it clear that the abolition is going to be carried into effect. There is to be no nonsense about it and no sham. One year would be a reasonable time to allow”.\n\n10\n\nThe Governor was not happy with these instructions, particularly after the Chinese he depended on for advice raised strong objections to passage of the Bill. He felt himself threatened. The Colonial Office had not been altogether satisfied with his handling of the Seamen's strike earlier in the year, and now it appeared they were repudiating the position he had promoted that it was not wise to radically change the mui tsai system. The best policy, in his opinion, was to advocate the correction of certain abuses and this could well be left in the hands of the elite Chinese establishment in Hong Kong.\n\nGovernor Stubbs took a very serious view of the implications of the opposition to the Ordinance. In a letter to a Colonial Office official in September 1922, while on leave, he said:\n\nIt means that the Chinese for the first time are setting themselves against the Government. That is the beginning of the end. I told you the other day I believed we should hold Hong Kong for another fifty. I put it now at twenty at the most.",

It seemed to be on the opinion that the only views of Chinese to be taken seriously were those of his long-time advisers, and now they were deserting him. One of the Colonial Office administrations minuted a letter from Governor Stubbs:\n\nIt seems to me the advice we have received on the general question of mui tsai has been throughout faulty and incorrect and in certain respects misleading. It seems also the Hong Kong Government does not desire to press the Secretary of State's reform on the Chinese.12\n\nOn December 23, 1922 the Mui Tsai Bill was gazetted, and on December 28 it received its first reading in the Legislative Council as \"An Ordinance to regulate certain forms of domestic service\".\n\nThe Editor of the Daily Press, a strong advocate of abolition, felt the remarks of the Attorney General in introducing the Bill reflected the reluctance of the Hong Kong Government to implement the instructions of the Colonial Office:\n\nThe Attorney General in introducing the Mui Tsai Bill can hardly be said to have shown... fully sympathy with the object of the Bill... The attitude of the local Government to agitation for abolition has been hostile all along,13\n\n13\n\nChinese Chamber of Commerce Meeting – January 1923\n\nThe members of the Protection Society had second thoughts about the approval given by four of their representatives on the joint committee to assist in drafting a bill (three did not sign the agreement). An extraordinary meeting of the Chamber of Commerce was held early in January to air reservations about the proposed Ordinance. Mr. Li Po-kwai (1871-1963), a wealthy property owner, presided. Among the members in attendance the following were named:\n\nThe two Chinese Unofficial Members of the Legislative Council, the Hon. Mr. Chow Shou-son and the Hon. She would do \"mad and silly things\" which would lead to her downfall.\n\nChow Shou-son spoke out as \"being dead against the Bill\". If left alone the custom would die out in time as had the practice of foot-binding. After making his speech in Chinese, for some reason he shifted to English to conclude it, saying, “It is the opinion of the Chinese community and the Chinese people generally that the system should not be abolished”.\n\nMr. M. K. Lo interjected a moderating tone into the discussion when he reminded the meeting that it would have been better if the Chamber had expressed opposition to abolition sooner and more clearly, instead of keeping relatively silent until the Government had drafted and introduced a Bill.\n\nMr. Wong Kwong-tin objected to the Ordinance because it did not provide protection to the owners of mui tsai and was therefore grossly unfair. He gave a warning to the British Government they should be very careful in interfering with an old Chinese custom which had become an unwritten law.",

        "content_text": "108\n\nCARL T SMITH\n\nMr. Chow Shou-son came to the floor again to chide the Protection Society for not being as aggressive in placing its views before the public as had the Anti Mui Tsai Society.\n\nAt the conclusion of the meeting a resolution was passed that the Chamber of Commerce was not in favour of the proposed Bill at its second reading.\n\nIn a letter Mr. M. K. Lo wrote to the Daily Press after the meeting, he expressed dissatisfaction with the tone of the meeting. As one of the persons appointed by the Protection Society with full powers to forge out with the Secretary of Chinese Affairs and representatives of the Anti Mui Tsai Society draft terms to be submitted to Government for the abolition of the system, he felt he had been placed in an invidious position. Now that the majority of the representatives of the Society on the committee had signed the agreement, the meeting of the Chamber with nearly all the members of the Protection Society present had passed a resolution that the system should continue. They should have been fully aware of this position when he was appointed to the committee for he had clearly stated it in a letter to the Secretary of the Protection Society. He mentioned that the news account, which stated the resolution at the recent meeting was passed unanimously, was in error; he had voted against it.\n\nThe meeting came in for further attack when the editor of the Daily Press asked why a commercial organization like the Chamber of Commerce was discussing a social question. He described the meeting as one of employers of mui tsai who cannot be regarded as disinterested parties.\n\nA European correspondent to the paper said the well-to-do opponents of abolition were so aroused not because the Bill will put an end to an old custom but because it would deprive a group of pampered women of servants over whom they had complete control. Any inconvenience the change may bring to their mode of life will be taken out on their husbands.\n\nThe Kai Fong Meeting at Tung Wah Hospital\n\nSeveral days after the Chamber of Commerce meeting, the Kai Fong called a meeting at the Tung Wah Hospital to rally opposition to the Bill. SMITH\n\nThe Chairman seeing that the meeting was getting beyond his control announced that there would be no further discussion and declared the meeting closed. Pandemonium broke out. The meeting began to take on an angry tone. Some, fearing trouble, slipped out. The crowd was standing on its feet shouting for a vote and began to press forward in a threatening manner toward the long table at which the Chairman and his supporters sat.\n\nAt this point Mr. M. K. Lo arose and eventually quieted the crowd sufficiently for his voice to be heard. He asked permission of the Chairman for the use of the hall for a few minutes. He pointed out the irregularity of closing a meeting without taking a vote to ascertain the sense of the meeting on the issue under discussion. He suggested that as the Chairman had closed the meeting, a new Chairman should be elected who could then take a vote. His idea was warmly approved. Backing down, the original Chairman, after some hesitation, then reopened the meeting and asked for a vote. By a show of hands the meeting overwhelmingly expressed its support for the Bill. The organiser skulked away chagrined and shaken.\n\nMeetings of Anti Mui Tsai Society and of Labour Unions\n\nIn a spirit of jubilation the Anti Mui Tsai Society convened a delayed general meeting on January 15, 1923 to follow up the success in thwarting the hopes of the merchants who had called the Kai Fong meeting at Tung Wah. It unanimously passed a resolution supporting the Bill, though it noted that the Ordinance had excluded suggestions for an employment bureau and an industrial home. It expressed surprise that at the recent Chinese Chamber of Commerce meeting three of the representatives of the Protection Society on the joint draft committee for the Bill had spoken in opposition to it. These were Messrs Wong Kwong-tin, Ip Lan-chuen and Wong Ping-suen.\n\nThe meeting of the Anti Mui Tsai Society was followed a few days later by a meeting of three hundred delegates from 154 labour guilds of Hong Kong at the Chinese YMCA. Mr. So Chui-chung, the Chairman of the Chinese Seamen's Union, was elected Chairman. In his remarks to the meeting he reminded his listeners that they had methods to bring their grievances before their employers, but servant girls had no such opportunity. Holyoak, elected representative of the Hong Kong General Chamber of Commerce on the Legislative Council, also deplored the image of Hong Kong created by the discussion of the mui tsai question. He referred to the \"gross misrepresentations of fact made throughout the press at Home\". He described it as \"a malicious campaign that should not remain unchallenged in defence of the fair name of the Colony and the good Government which it represents.\"\n\nThe Hon. Mr. E. V. D. Parr referred to the united action of Christians and the labour unions:\n\nThe support of the Bill came from a most extraordinary combination of bodies. Anyone who knows anything of the inside history of the Colony could say perfectly well that support of the Bill is — I hesitate to describe it — perhaps it is best to describe it as a fake. There can be nothing in common or in sympathy between the labour unions and the YMCA and they join together on this occasion for reasons far different from any consideration for the welfare of the mui tsai.\n\nWhat these reasons were he did not state.\n\nThe Daily Press viewed these remarks in the Legislative Council as attempts to defend the Council and the Hong Kong Government for allowing the system to prevail so many years without taking any action either to ameliorate the practice or to abolish it. The speeches also clearly showed the real position of the Government to the Bill:\n\nIf we had ever entertained any doubts of the Government's real attitude toward the Bill which it has been obliged to father, it would certainly have been dissipated by the wonderful unanimity shown by Unofficial Members in attacking the measure and scoffing at its sponsors. The speakers imputed unworthy motives — including a desire for cheap advertisement, political intrigue and even malice to those who, without any hope of reward, sacrificed time, energy, money and even position, in order to help those who could not help themselves.\"7\n\nThe editor concluded that the views expressed by Chinese Christians and union members, rather than those of the elite establishment,",

        "content_text": "174\n\nNG LUN NGAL-HA\n\ndemonstrated on his occasional visits to his native village while he was a student in Hawaii and in Hong Kong.\n\nAs to the promotion of commerce, Sun's ideas were very much inspired by Ho and Cheng, both of whom were of the comprador merchant class preoccupied with commercial interests. Yet, as an eye-witness of the economic prosperity of Hong Kong, a free port under the Western and British commercial system, Sun's ideas were much more than echoes of the above thinkers. His exposition on this aspect went much deeper than the section on industrial development, which was then not a main feature of the Hong Kong economy, and which he knew about merely from his reading. The three important measures prescribed by Sun for the promotion or free flow of commerce were not original. They were the abolition of internal customs barriers, protection of merchants by government against extortion and the building of railways and ships to ensure facilities for transportation. Yet the examples he cited as being carried out by Western nations, especially Britain, were evidently learnt in Hong Kong. He pointed out that the merchant class in Western countries had long been actively involved in government policies and their overseas commercial expansion had received military support from their governments. In return, it was the financial support of the merchants which enabled Britain to conquer India, territories in Southeast Asia and Africa, and also to annex Australia. Sun wanted to prove that commercialism was the road to the nation's wealth and power and that merchants were a very influential class in the nation. The privileged position and influence of merchants and the mercantile houses were in fact evident in Hong Kong since the first day of its founding. Very often, the Governor and even the home government had to yield to their requests and demands, and all the unofficial seats in the Hong Kong Legislative and the Executive Councils were taken by prominent merchants and members of the General Chamber of Commerce.18 To show that Chinese merchants, if given chance and encouragement, would also be able to help in building up a modern China, Sun pointed out that a great part of the railway network in Southeast Asia was built by overseas Chinese investment. \"If government would give assurance for proper interest and profit, these merchants would certainly be willing to invest in their native country\", Sun remarked.\n\nSince Sun had received a major part of his formal education in Hong Kong, he was able to experience personally the advantage of a Western education, especially the professional training at the medical",

Members of the crew were forced to finish painting her themselves.\n\nA few days later, Sino-French hostility manifested itself in Hong Kong in another way. A French steamer, the Atalante, had stopped and searched Chinese junks near Hong Kong, and thrown overboard the guns of one of them. At a meeting of the General Chamber of Commerce, E. R. Belilios, a prominent Indian merchant, expressed the opinion that such action would cause consternation among the junk people of Hong Kong. Ho Hsien-chih 何獻鄰, better known as Ho Amei 何亞美, condemned the French more vehemently. He pointed out, not without some exaggeration, that such interference would cut off supplies to Hong Kong, and, since war between China and France had not been officially declared, he roundly announced, “I consider it an act of piracy.” In Ho's stand we have a demonstration of anti-French feelings at the other end of the social spectrum from that of the Dock workers.\n\nOn the 17th, the proclamation by the Canton authorities issued on the 5th calling on Hong Kong workers to strike, was published in the four Chinese-language papers in Hong Kong. On the following day, the crew of the French man-of-war at the Dock heard rumours that the Chinese planned to destroy it. The French admiral Léspès wrote at once to W. H. Marsh, the Acting Governor, asking for protection. There was also fear that the dock workers would riot. Police were despatched to the dock, but they arrived to find everything quiet. A guard was nevertheless left behind, and nothing untoward occurred but the tension was not dispelled.\n\n8\n\nAnti-French actions continued. In the meantime, the Chinese provisions store Yu-hsing-hsiang refused to sell themselves in arms to the French, But the French found an even more embarrassing situation on the 22nd. That morning, about twenty-five head of cattle were herded to the Praya Central,\n\n* Governor Bowen's departure from Hong Kong on 15th September caused a series of shuffles in the administration: the Colonial Secretary W. H. Marsh became Acting Governor; F. Stewart, the Registrar-General became Acting Colonial Secretary and James Stewart Lockhart Acting Registrar-General.",

There is no need for [professional] agents.\n\nWe have no means to prove or disprove Chang's somewhat extravagant claim, but we can be certain that there was at least some truth in it.\n\nIn Ho Amei, we have an example of Chang's \"Man in Hong Kong\". Ho is one of the most colourful personalities in 19th Century Hong Kong, and, as such, was one of those whom the Rev. Carl Smith has chosen to write about in several of his works on the Chinese in Hong Kong. Ho Amei had worked in Australia and New Zealand, in mining and emigration; for a while he worked at the Registrar-General's office in Hong Kong. He also worked in the Chinese Customs Service for a time. In 1882, he started the Telegraph Company in Hong Kong which the Chinese Government took over 2 years later. Then and after, he had many business connections with the Chinese Government, in emigration, mining, railways and telegraphy. In 1884, he was secretary of the On Tai Insurance Company, a position which entitled him to sit at the meetings of the predominantly European Hong Kong General Chamber of Commerce.\n\nThroughout the Sino-French War, he regularly sent telegrams to the Canton authorities reporting on French movements around Hong Kong. As we have seen, at the meeting of the Chamber of Commerce, he condemned the French for searching junks. At the same meeting, he spoke out for China's right to block the river entrance in Shanghai in case of a French attack, an opinion which found no sympathy in the Chamber. Indeed, he was voted down as \"an interested party\".01\n\nInterested party he certainly was, but what we must not overlook amid the complexity of his material interests was his courage in speaking up for China, knowing full well his lone opinion would not reverse the resolutions reached by the predominantly European members of the Chamber. In 1846 the Registrar-General became also the Protector of Chinese Inhabitants in the Colony, 88 \n\nBut the Registrar-General's office was small, and its function was very much one of liaison. It depended heavily on Chinese leadership groups to manage the native population, The Man-Mo Temple Committee was one of the first such groups to emerge, followed by the Nam Pak Hong and the Tung Wah Hospital, which since its inception in 1870, became the predominant institution of its kind, until the Chinese Chamber of Commerce began to share its status in the 20th Century.87 \n\nThe Tung Wah Hospital, like the rest, had functions beyond what its name might suggest. It was modelled upon traditional Chinese urban gentry organizations which provided relief of various types, arbitrated conflicts, sat in judgement over minor offences, ran schools, and occupied a privileged position between the officials and the common people. In short it provided in Hong Kong what the Chinese population expected from gentry organizations in China, and created in its merchant-members images of the gentry. \n\nIt may appear anomalous to describe the Chinese leaders in Hong Kong as shen (gentry). If defined as degree holders then certainly not many of the Chinese leaders in Hong Kong would qualify for the description of \"gentry\". Yet these men were consistently referred to by Chinese officials as shen-shang (gentry, merchant). Mariane Bastid raises the very interesting point about the transition over time of the expression shen-shang from denoting merchant and gentry to denoting merchant-gentry in China. This change, of course, reflects nothing less than the change in social composition in late Ch'ing China, and perhaps nowhere did this change take place more dramatically than in Hong Kong. The one important difference was that being in Hong Kong, the shen-shang had to act as a bridge, not only between the people and government of Hong Kong, but also between the Chinese of Hong Kong and the Chinese Government, and, in particular, the authorities in Canton. He introduced the first group of Chinese miners into New Zealand goldfields. He opened up lead, tin and silver mines in Kwangtung province. He was a principal in organising a company to build a telegraph line between Canton and Hongkong. He initiated a proposal to organise a waterworks company at Canton. He was the first president of a Hongkong Chinese Chamber of Commerce. I shall be writing about these and other aspects of his career in this and future articles.\n\nAfter leaving Dr. Legge's school he left Hongkong in 1858 to join his brother in Australia. Here he acquired enough capital to embark on a project to introduce Chinese labour to the goldfields of New Zealand. The details of his effort are set forth in a letter he sent in 1871 to the Otago Daily News Times in New Zealand.\n\nHe begins with an estimate of himself and his intentions. \"Sometime in the month of November 1865, being an energetic and enterprising man, blessed with the health and hopefulness of youth, and more especially animated by a spirit of speculation, I started from Melbourne for your city (Dunedin)... My object was for obtaining reliable information, and making necessary preparation previous to the introduction of Chinese labour into your goldfields, but being not a miner myself, my view therefore was to first secure the introduction of labour; then, with a hope to reap the benefit by having the full command of provisioning business, should the scheme prove a success.\n\nA-mei gives the impression that he alone was responsible for initiating the project. In 1872, under the patronage of the Chinese Government, the China Merchants Steam Navigation Co was organised at Shanghai. Progressively the Chinese entered areas of business formerly monopolised by foreigners.\n\nIn 1877 the On Tai Insurance Co was organised in Hongkong. At the annual meeting of the Chinese Insurance Co, the chairman took notice of the new competition. The two companies had almost the same constituencies.\n\nThe chairman reported at the meeting that this overlapping threatened to have a serious effect on the company's resources, but as yet was not as disastrous as had first been expected. He remarked: “This is proof that the habit of insuring is being developed amongst the natives of this mighty empire.”\n\nIn 1881 the On Tai Insurance Co applied for and was granted membership in the Hongkong General Chamber of Commerce. They were its first Chinese members.\n\nAt the annual meeting at which the firm was elected as a constituent member, Ho A-mei thanked the chamber and then asked if the rules permitted him, as a new member, to propose anything. If so permitted, he wished to bring up a matter that was to the general interests of the commercial life of the whole Colony. The scheme was financed by the wealthy Li Sing family of Hongkong. They had purchased through a Hongkong-based company, Fuk Tin, the remaining rights of the Tang clan in the area between Laichikok and Shamshuipo. There are also references to the Fung Fuk and Tin Fuk firms in connection with the deal.\n\nThe Tang's claim to the land extended back many centuries, most likely to the Sung dynasty, when members of the family first came into the region. There is well-substantiated evidence that the family once owned Hongkong Island, British Kowloon, much of New Kowloon, Tsing Yi Island and a substantial part of the New Territories.\n\nThe original grant had been broken up through the centuries. Those arrested in Kowloon were less fortunate, for they were convicted and beheaded on the beach in front of the City, with British officials invited to witness the execution.\" The Chinese were of course also interested in keeping Chinese waters free of pirates and joint efforts were made to this end.\n\n18 \n\nOfficials at Kowloon performed more than their strictly official duties. Numerous temple inscriptions testify to their active involvement with the community activities of the territory, on both sides of the border.\" The stone tablet over the entrance of the Pei-ti Temple at Wanchai, with the temple's name inscribed in Chang Yu-t'ang's calligraphy is particularly significant.\n\n29 \n\n30 \n\nThe Chinese community in British Hong Kong were obviously very aware of the Chinese official presence across the harbour. Sometimes they looked to it for protection. For instance in 1886 when it was rumoured that 500 children would be required to consecrate the Tytam Water Works, children were sent to Kowloon City for protection, to the extent that hardly any child was to be seen anywhere for two days.\"\n\n31 \n\nThe Chinese in Hong Kong also looked to Kowloon as a source of authority and patronage, and this was most clearly seen in 1896 when the first Chinese Chamber of Commerce opened in Hong Kong. As was customary, rites were performed before the Kuan-ti M, or martial god. The Kowloon Commodore, Ch’en Kun-shan 120!!, officiated, as the dragon flag of Ch’ing China fluttered above,32 as if to establish the Chineseness of the occasion. Not surprisingly this display of loyalty to Chinese officialdom incurred the resentment of the local English press. This reason was seldom openly acknowledged. The other reason was frequently stated.\n\nIt was the ever-present fear that the Chinese population of Hongkong would be influenced or controlled by the officials in China and British prestige and sovereignty would be affected.\n\nThe dispatches, memorials and letters of the Hongkong Government, the General Chamber of Commerce, the Foreign Office, the Colonial Office, the representatives of the Chinese Government, the British Consul at Canton, and the British Minister at Peking, as well as the editorials and correspondence in the local papers, such as the letter of Ho A-mei in 1891, point up the issues involved.\n\nThe matter was first raised in 1868. Much revenue was slipping away because of the ease by which Hongkong exporters could evade the custom taxes. China wished to plug the leak. The simplest and least expensive method was to check it at its source.\n\nSir Rutherford thought that Britain should not permit a Chinese Government official to reside in Hongkong in any official capacity other than that of consul. He complained that it had been his experience that Sir Rutherford was not concerned about the interests of Hongkong and in his negotiations with China paid little attention to Hongkong opinion.\n\nThe Governor wrote to the Secretary of the Colonies that it was no surprise to him that Sir Rutherford had sent the suggestion of a Chinese Consul to the Foreign Office without consulting or informing the local government, nor had he given Hongkong an opportunity to register its opinion on the matter.\n\nWhen the Governor had eventually heard the British Minister's suggestion, he immediately called together his Executive Council to consider the issue. Its conclusions were considered not acceptable and its tone would have aggravated differences between China and Britain.\n\nIn December 1873, the Governor of Hongkong had appointed a three-man commission to investigate the alleged interference by China with the trade of Hongkong. Its members were Phineas Ryrie, a businessman and chairman of the Chamber of Commerce, H. G. Thomsett, the harbour master, and M. S. Tonnochy, his assistant. They then followed this up with their own public meeting.\n\nThe commission had taken the position that the method China was using to enforce its revenue collection was seriously hurting Hongkong trade. In 1895, he took the leading role in the opening of a Chinese Chamber of Commerce.\n\nWHEN TELEGRAPH CAME TO THE SUPPORT OF A-MEI\n\nBy the time the translation of Ho A-mei's letter urging his countrymen not to attend the meeting called to protest against the appointment of a Chinese consul in Hongkong was published in the English press, word had been received that the appointment had been cancelled. The meeting was never held.\n\nThough Ho A-mei's endorsement of a consul did not receive the support of most of the European community, it did receive a favourable notice in the Hongkong Telegraph.\n\nThis paper was often found on the opposite side of any question under discussion in the press. It was the voice of minority opinion within the expatriate community. It was also generally sympathetic to Chinese viewpoints.\n\nWhen news of the appointment first broke in Hongkong, it humorously commented on the reaction of the daily press. Ho A-mei was chairman of the organising committee. The opening was the fulfilment of a long-felt need within the Chinese community. \n\nThere had been a need for a proper meeting place for the leaders of the community. Previous centres had not been altogether satisfactory and there had been agitation for something like a Chinese Town Hall for a number of years. However, no definite action was taken.\n\nThe same meeting that had discussed the need of a kung soh or town hall also considered related questions, such as: “Should the hospital committee in the future participate in anything which affected the interest of the Chinese community at large; had the committee usurped the authority of local officials; and was the hospital a guild detrimental to the interest of the community?”\n\nNo.\n\nThe answer to the first question was yes. For all the efforts of the expatriates to recreate the social and political structures of the homeland, Hongkong was at heart Chinese. They had yet to discover and employ adequate ways of relating to this fact.\n\nThey projected their insecurity on the prestige of the Tung Wah Committee within the Chinese community. Its past and current directors were the recognised leaders of the Chinese in Hongkong and had assumed responsibility for matters which affected their community.\n\nAfter the opening of the hospital in 1872, the committee was frequently criticised for assuming functions beyond that of hospital management.\n\nStrong objections were raised against alleged quasi-governmental functions undertaken by its directors. It was also charged that it was not appropriate for the main hall of the hospital to be used for public meetings where matters of general interest to the Chinese community were discussed.\n\nIn September 1881, the editor of the China Mail expressed his growing exasperation at the state of affairs. \"The Tung Wah Hospital subject we have worn nearly threadbare, but with little result.\" He felt it was time that the proper role of the hospital was defined.\n\nHe combined criticism of Tung Wah activities with the animosity the expatriates in Hongkong felt towards Governor John Pope Hennessy's liberal policy toward the Chinese.\n\nThe editor believed that what he called the presumptions of the directors could be blamed on the Governor:\n\n\"When the directors act as a sort of Small Cause Court, Chamber of Commerce, Tribunal of Arbitration, Hongkong Association and Advisers General of the Government, it cannot be said they are much to blame.         "content_text": "200\n\nJUBILEE JOY HAS A SOUR START\n\nFunds for a hall for the Chinese Chamber of Commerce, which was opened in 1896, were raised as a part of the celebration of Queen Victoria's Golden Jubilee in 1887.\n\nHongkong's planning for the jubilee was officially launched by a question raised in the Legislative Council in February of the Jubilee Year by Mr. Paul Chater, an unofficial member.\n\nIn the opinion of the China Mail it was none too soon: “We have been waiting and watching for many weeks for some sign on the part of the Government or on the part of the committee who, we understand, had taken the matter in hand, but we have waited in vain, and we are thankful to Mr. Chater for saving us the trouble of losing our patience.”\n\nHongkong was lagging far behind the rest of the British Empire in formulating plans. In India, the date for the celebration had already been fixed, and the home country was a-bustle with preparations.\n\nThere had been some preliminary discussion in Hongkong by a small group of concerned loyal subjects. Their action, however, was criticised by the editor of the Daily Press.\n\nThe journalists of that day were always quick to object to efforts of small groups to manage or control Hongkong affairs. The editor felt that this group was presumptuous for privately taking an initiative regarding the jubilee.\n\nPlanning, the editor contended, should be a thoroughly open and public matter. Although he expressed approval of Mr. Chater's move to query the Government regarding its intentions, he felt that it would have been preferable first to have had an open meeting to discuss what projects were most popular with the general public. Such a meeting could have then appointed a committee which would have been representative of all sections of the community. All members of the community are invited to attend. That meeting decided to raise funds for a building for a Chinese Chamber of Commerce. \n\nWHEN EXPATS WAXED OVER GLORIES OF SOVEREIGN \n\nOn March 2, 1887, a public meeting was convened at the City Hall to pass resolutions concerning Hongkong's celebration of the Golden Jubilee year of Queen Victoria. \n\nFive resolutions were passed and several amendments were proposed. The proposer of each resolution gave a speech as did its seconder. It was an occasion upon which Hongkong's would-be Demosthenes could display their oratorical skill. \n\nThe anticipated celebration was one in which national pride could luxuriate. In that day loyal Britons took pride in the worldwide Dominion of the Empire. At the meeting it was decided to create a park in the Wongneichong valley to be named after the Queen. Both before and after the meeting many objections were raised to the scheme, which was eventually abandoned.\n\nAt the meeting, the chairman, Sir George Phillippo, in his introductory remarks mentioned a number of proposals that had already been put before the public.\n\nHe referred to an institution to be located in London to display and promote the products of the Empire. A year or so before the Indian and Colonial Exposition had been held. The various possessions of Great Britain had sent examples of their natural resources and products to it.\n\nIt was such a success that plans were put forward for something more permanent. The jubilee seemed an appropriate time to promote such an undertaking.\n\nAt the time, the British people were basking in the extent and importance of their empire. Its many colonies and dominions were rich in raw materials to feed the industries of the United Kingdom.\n\nThe multitude of people of different races under its rule were regarded as an inexhaustible market for the manufactures of the home country.\n\nIn recognition of the financial importance of Britain's possessions the plan for an Imperial Institute in London was launched.",

There were others who had no one in China to receive them and they needed to be cared for until proper arrangements could be made for their future.\n\nThe Tung Wah Hospital, however, agreed to make room for them, but, as a Government report states: \"There were no arrangements for the separation of the older from the younger girls, and no attempt at education, and the girls were, not unnaturally, a cause of annoyance to the Tung Wah Hospital patients.\"\n\nThe proposal for a hostel for children and young women, \"who have been rescued from a life of infamy and vice,\" was not adopted as a jubilee memorial. The discussion, however, prompted the Tung Wah to build five houses on New Street nearby the hospital.\n\nThe top floors of the houses were to be used as a home for the girls and women and the ground and first floors were to be let as shops and residences. The Po Leung Kuk had anticipated that the rent income would be handed to them for the expenses of the hostel. Instead, the Government decided they should be paid to the general fund of the Government treasury.\n\nThe Po Leung Kuk refused to occupy the quarters. He proposed the Chinese put up a building for a Chamber of Commerce.\n\nSuch an institution, he maintained, was not only much needed, but indispensable, because \"Hongkong was the entrepôt for the commerce of Asia; and yet the Chinese had no place where they could discuss matters relating to commerce and trade in particular, and also hold public meetings.\"\n\nBesides a hall the building would contain a free library and a reading room where both Chinese and English books and periodicals would be available. The library would be named after the Queen,\n\nWhile the Portuguese and even the Japanese had a meeting place, the Chinese had none. To them it was a disgrace that there was no hall where they could hold official receptions and celebrate public events.\n\nThey were holding their meeting in the Tung Wah Hospital. The Chinese had used it as a meeting place since it was opened, but it was only out of necessity. They did so \"because they had subscribed to it, and had no other place to go, but it was really a Chinese hospital and not a place for meetings to be held.\"\n\nIt would take time to build a suitable hall. As a temporary measure it was proposed to use a building next to the Man Mo Temple on Hollywood Road.\n\nIn presenting the plan, Ho A-mei reviewed some of the past history of a search for a site for a meeting hall. Furthermore, the Government had put an objectionable dustbin at one end and a latrine at the other, not a very appropriate setting for receiving Chinese ambassadors and other high officials passing through Hongkong.\n\nThe building for the Chamber of Commerce should be entirely independent of Government. He recalled a similar plan had been advanced some twenty years before, but nothing had come of it.         "content_text": "45\n\nThe mui-tsai question provoked more reaction and heat in the Chinese community than child labour, since the mui-tsai system affected the domestic life of the owners of the child servants. Most of the households affected were of the wealthier class. Child labour also affected families but these were the poorest in the community. The Chinese Christians organised to abolish the mui-tsai system. Those opposed to any drastic changes were the wealthy merchants and compradores.\n\nThere was no easy solution to either problem, as both were part of a complex social and economic pattern.\n\nAnother stimulant for action on child labour was the regulations laid down by the International Labour Organisation following the end of World War I. Britain was committed to these proposals as it was a signatory to the Peace Treaty which embodied them. Both in Hong Kong and in the British Parliament calls were made for the commitment to be honoured in Hong Kong as a colony of the British Empire.\n\nThe 1896/97 Chamber of Commerce Report on labour conditions in the East\n\nUnder the auspices of a British Chamber of Commerce a mission was sent to China in 1896-97 to investigate conditions in trade and industry.\n\nThe mission rejoiced that in China there had been no legislation controlling workers; this included Hong Kong. The report said,\n\nThere is... no hampering legislation for which there has been such a reckless desire in recent years in the West; curtailing the liberty of the labourer within the narrowest possible limits and unduly harassing the employer.\n\nBy contrast,\n\nIn the East every man, woman and child is allowed, without restriction, to sell his or her labour at the best price obtainable, and to work under any conditions as to hours, systems or place. Employers are at liberty to conduct their own business as seems best to their discretion and judgment.",

This, of course, led to the consumption of large quantities of joss sticks.\n\nDuring the Second World War, the Hong Kong joss stick industry, just like many other industries, was greatly impaired by the Japanese Occupation. Many factories were closed down during the War as the industry faced a period of exceptionally lean years. Some of the factories relocated to the New Territories where the larger and more open area offered better shelter. The majority of the factory proprietors fled to Mainland China. The years of stagnation continued until the end of the War as, after all, joss sticks were not basic necessities to living. In times of war, few people had the spare time and money to spend on such items.\n\nAfter the period of Japanese Occupation, the joss stick industry was slow to recover. The Hong Kong Annual Report states in 1946, the production of joss sticks was seriously affected by the internal strife in Indo-China which was formerly the principal market for the export trade\".27 The situation was no better in 1949.         "content_text": "205\n\ndifferent parts of China As the Manchu government was drumming up a \"commercial war\" between Chinese and foreign enterprises, overseas Chinese merchants were targeted by Beijing as a source of wealth for new industries.\n\nIn Hong Kong, the first groups of Hong Kong Chinese to respond to this reform were a group of newly returned migrants of Siyi and Xiangshan origins. They returned from America and Australia, where exclusion policies against Chinese immigrants had been implemented during the 1890s. Once settled in Hong Kong, they found themselves left outside the established leadership hierarchy in the colony (the Legislative Council-Tung Wah circle). They had to vest their interests in other institutions They looked northward and, immediately, they saw hope in China, where the late Qing reforms offered them ample chances for political and economic advancement. The Governor recalled with contempt the composition of the Siyi Chamber.\n\n[It is] composed of Californian and Australian coolies, artisans who though [they] could often talk fair English, could not write their names in any language\n\nThanks to this rhetoric of \"commercial war\", these overseas returned migrants penetrated into south China. They formed themselves into regional chambers of commerce and through which they raised capital for such large-scale investments as railways, public utilities and land reclamation in Guangdong. Among others, these enterprises included a Siyi Steamship Company, a Sunning (of Siyi) Railway Company and two companies, with respectively 500,000 and 580,000 silver taels in capital, for “port-building” against Portuguese Macao and British Hong Kong. With the approval of the Qing government, these two port-building companies initiated two large-scale port and market development schemes in Siyi and Xiangshan which were intended to recover benefits lost to Hong Kong and Macau. The channel that these merchants went through was the following, the chambers of commerce submitted petitions to the Commissioner of Industrial Promotion and thence to the Bureau of Commerce in Beijing\n\nConservative in design, this late Qing reform led to revolutionary consequences.         "content_text": "208\n\nWhen the Chinese in Hong Kong representing other districts in China saw that the power in Canton was drifting into the hands of the Sye Yup [Siyi] Association, they organized societies of their own, preventing the Sye Yup [Siyi] Association from monopolizing political influence in Canton.\n\nOne consequence was that the number of regional chambers in Hong Kong was increased from two in 1909 to sixteen in 1913, and to twenty-four in 1920. Besides, the Governor also supported the establishment of a large association in the colony as \"an effort to hold all these societies [regional associations] into one society... to break the power of the Sye Yap [Siyi] Association\". This association was but the Chinese General Chamber of Commerce. The Governor specified that it was a gentleman called Liu Zhubo (1), who became the first chairman of this Chamber that he found trustworthy. It is to this Mr. Liu, and the leadership group with which he was affiliated that we now turn.\n\nLiu and his associates were a new generation of western-educated Chinese leaders. To illustrate the nature of this group of social leaders, I cite Liu Zhubo and Ho Tung (He Dong)'s personal histories. Both Liu and Ho were born in the China town of Hong Kong and both had very poor family backgrounds. They were raised by their widowed mothers. Ho Tung, for example, was the eldest of four brothers, who had different fathers. The four brothers shared the same surname only because they adopted their mother's family name. Ho Tung himself was a Eurasian and was always excluded by Chinese circles in the colony. But like Liu, he managed to gain a scholarship to study at the government-supported Queen's College and turned out to be an active member of the Alumni Association. After a brief career serving as instructors of the College, Liu and Ho were employed as compradores of Lapack Co. Ltd. and the Jardine & Matheson Co. Ltd., respectively.\n\nIn business terms, these new leaders were closely connected with the Hong Kong and Shanghai Bank, as well as with the Hong Kong government. I cite one example to illustrate this point. In 1914, Liu Zhubo and Ho Tung established The Da You Bank (The Bank of Great Wealth) with their Eurasian friend, Lo Changzhao.         "content_text": "221\n\nThus, a new political language, clustered around the ideas of labour and trade unions soon overshadowed the existing political language, which was introduced in the late Qing and clustered around the ideas of merchants and chambers of commerce. To curb the political power of merchants, the Canton government dissolved all the existing merchant associations in Canton. The directorship of the Canton General Chamber of Commerce was abolished and the Canton government appointed their own supporters to the Chamber. Liao Zhongkai even went to the extreme of making legislation in 1925 to prohibit \"compradore merchants” from taking up government posts.\n\nPolitical regulations were changing fast during these years. Trade unions continued to expand and were politically active in Canton. This eventually led to the 1925 General Strike which in Hong Kong involved a total of 300,000 labourers. It was known as the greatest and largest strike which had ever occurred in China, and retrospectively, the Chinese Communist Party would time and time again herald its success.\n\nAs for the Cantonese merchants and the Communication Clique, they retreated from Canton to Hong Kong after 1924. I have tracked down a very beautiful piece of information from 1941 - on a Julao Hui (九老會), or the Nine Elders Club. The club was formed by the retired leaders of the regional Chambers of Commerce. These retreated Cantonese, despite their previous competition, joined together as a social club to celebrate the abundance of their offspring and their own longevity. These nine gentlemen enjoyed a total age amounting to 676 by 1941. On this occasion, Liang Shiyi sent them a couplet. It read:\n\nThe three of us in person congratulating the nine elders, altogether in one hall we celebrate our thousand years.\n\nAs far as this small circle is concerned, it sounds like a happy ending.\n\nBeyond this circle, all we can see is a Hong Kong society with its members, for a long period of time, showing little interest in the issue of constitutional reform, representative or self-government, as their Indian, African, or Malay counterparts did.         "content_text": "16\n\nsufficient to qualify for preference in colonial 'native' markets then it is a very bad outlook for us as I cannot see how the growing population of Victoria and Kowloon are going to find employment without industrial development,\n\nI therefore consider it as politically important as it is, from our point of view, economically advantageous to give the Hong Kong Chinese a commercial attachment to the empire. Our military and naval defences are designed against external aggression, but if relations with China ever became antagonistic there would be an enemy totalling over one million within the fortress gates, unless their bread is liberally spread with Empire butter.\n\nThe governor's plea for Hong Kong's manufacturing industry was warmly supported by all the Colonial Office officials who wrote minutes on this despatch. It was quickly passed up to the colonial secretary, W. Ormsby-Gore, who endorsed it as 'an admirable letter' and gave instructions for copies to be sent to the Foreign Office and the Board of Trade.\" Officials made frequent use of Caldecott's argument of imperial interests when attempting to repulse proposals from the Board of Trade and other departments to place further restrictions on Hong Kong's manufactures in the years that followed.\n\nBritish textile manufacturers continued to protest that they were suffering from unfair competition in the British and colonial markets and demanded that Hong Kong exports should be excluded by tariffs or quantitative restrictions. In order to fend off these pressures the Colonial Office suggested to the governor of Hong Kong that all cotton and artificial silk piece goods exported to Britain and the colonies should be accompanied by a certificate that they had been made from cloth which had been spun, woven and finished within the empire. This proposal posed difficulties for Hong Kong. There were no spinning mills in the colony and more than half the cotton yarn used in the production of piece goods and hosiery was imported from Japan and Shanghai. In order to continue to enjoy the benefits of imperial preference, the Hong Kong General Chamber of Commerce secured the manufacturers' agreement to switch their purchases of yarn from China and Japan to cotton mills in India which were within the empire. But the manufacturers of goods made from artificial silk protested strongly that the only alternative to yarn from Japan was British yarn which was double the price ($1.70 a pound compared to 85c). This would destroy their competitiveness with Japanese products in British Malaya, the African colonies and the West Indies and drive them to bankruptcy.         "content_text": "It's no doubt advisable to have every plague patient properly isolated but I fail to see how this can be done in practice as the Chinese do not like to part with our sick until there is no hope of saving them, and it is only in extreme cases, especially in the case of husband and wife and mother and child that they should do so. It has been amply known from experience that the Chinese rather conceal their sick until the last moment and dump their dead in cases where their fellow lodgers would be involved in trouble in order to avoid detection than to submit to forcible removal. Would it not therefore be better to give them the option of treating their sick in their own houses or in some places where the relatives can tend their sick or soothe the mind of the sick by being present oftener, thus ensuring the disinfection of every infected building and placing every plague patient under proper surveillance.
