For this quotation see p. 198. Lockhart was referring specifically to development which was noticeably lacking. The same cannot be said of the population during this period. The evacuation of the coastal areas (1662-69) caused a great disruption to the villages at the time. For a brief mention in English, based on Chinese authorities, see S. F. Balfour, \"Hong Kong before the British\", an article in T'ien Hsia, Vol. XI, No. 4, 1941, p. 334. In any case there has been a continuous inward flow of both Cantonese and Hakka since then, more especially of Hakka in the 19th century, from which time many of the hill villages in the Colony take their origin.\n\nIt is interesting to compare this report with a book on Wei Hai Wei, Lion and Dragon in North China (London, John Murray, 1910) which was written by a junior colleague from Hong Kong, R. F. Johnston (1874-1938) who went to Wei Hai Wei as Magistrate and Secretary to Government in 1904, probably at Lockhart's request. Johnston, later knighted and Professor of Chinese in the University of London was a man of great application and erudition who became tutor to the deposed boy emperor, P'u Yi, (1919-25) and wrote the well-known book Twilight in the Forbidden City, (London, Gollancz, 1934). He was himself Commissioner of Wei Hai Wei 1927-30. His detailed description of Wei Hai Wei, its people and their customs leaves an impression of the striking similarity of life and thought between that remote part of Shantung and this small corner of Kwangtung. The means of government was of course the same, but so also are the ways of doing and thinking which seem, in my own experience, hardly to differ at all despite the different agricultural background. To anyone interested in the Chinese peasant Johnston's book is a mine of information. The annual reports on Wei Hai Wei presented to both Houses of Parliament are, too, an interesting commentary on life in this northern leased territory.\n\nThe market towns of the New Territories in 1898 were Tai Po, Yuen Long, Tai O, Cheung Chau, Sai Kung and Tsuen Wan. A despatch of 1905 in connection with the Kowloon-Canton Railway No. 59 dated 11th January 1905 from Governor Sir Matthew Nathan to the then Secretary of State, Mr. Lyttelton gives some figures. Yuen Long had \"seventy-four shops of which twenty-five are large and deal in rice, oil, samshu etc. The remainder belong to barbers, doctors, jewellers, vegetable sellers, piece goods dealers etc.\" Tai Po Market consisted of twenty-three large shops and fifteen smaller ones, Tsuen Wan had a few shops supplying the local needs\". No figures are given for Cheung Chau or Tai O with which the railway was not concerned, but an inscription of 1878 inside the grounds of the Fong Pin Hospital at Cheung Chau states that there \"used to be over two hundred shops trading here\". Lockhart Papers 1899, p. 207 gave Cheung Chau a population of 5,000, whilst Tai O with its fisheries and salt pans was reported to have about 3,000. These were larger towns than Yuen Long (no figure given), Tai Po (280), Sai Kung Market (800) and Tsuen Wan (900). The present New Territories towns were not the largest in the San On district. Pride of place went to Sham Chun, now on the Chinese side of the border, with sixty-one large shops and three hundred and twenty-three medium sized shops, and to Kun Lan Hui, also north of the border which was the cattle centre of the whole district with fifteen large and one hundred and thirty-six medium sized shops. I have been unable to get confirmation of this story in Thailand; nor have I been able to confirm the related episode, in which Hsü-yün on his way to Bangkok that year met an Englishman who had been British consul in Teng-yüeh and Kunming and who gave Hsü-yün 3,000 pounds Sterling towards the expense of transporting a set of the Tripitaka back to Yunnan. The records of the Foreign Office in London do not appear to reveal who this may have been.\n\n51 White marble images from Burma and Thailand, termed in Chinese \"jade buddhas\" (yi-fo) have been popular in China during the past century. In the late 1890's a set of such images was made in India for a Chinese monk from P'u-t'o Shan, who spent the better part of three years at Oudh overseeing the work.         "content_text": "EARLY STEAMSHIPS IN CHINA\n\nA. D. BLUE*\n\nIn East Asia: The Modern Transformation, Professor J. K. Fairbank writes, \"This carrying trade on China's waterways was to prove the Westerners' main point of entry into the Chinese economy, for here the introduction of the steamship could alter the inherited technology\" As late as 1880 there was still not a single mile of railway in China, nor a single machine-driven loom or spindle. At that date, however, the three leading steamship companies owned forty-two steamships operating on the various routes on the Canton River, the Lower Yangtse, and between the various treaty ports on the coast. As K. C. Liu points out in his Anglo-American Steamship Rivalry in China, 1862-74, the steamship was not only a technological innovation. It was also a business innovation, because it brought with it new methods of capital organisation and management on a scale hitherto unknown in China. Many Chinese of the scholar-official class also recognised the importance of steamships, and of guns, and—by inference—the political system which made these things possible. From the mid 19th century onwards, memorial after memorial to the Throne emphasised this. Sir Charles Snow was not exaggerating so very much when he wrote that the steam engine helped to shape the modern world as much as Adam Smith or Napoleon. Unfortunately for China, officials closer to the Throne discouraged its occupants from pursuing modernisation.\n\nSteam navigation in China began in the south, on the Canton River, and—like so many other aspects of the Western invasion—came by way of India. The first steamship in Asia seems to have been the Nawab of Oude's steam yacht, about which little information has survived. According to Prinsep, this was built at Lucknow in 1819, and equipped with an eight horse-power engine sent out from England, so she must have been very small. She is said to have been capable of seven to eight knots, but when the Nawab tired of her was allowed to go to ruin. Apart from this, the first\n\n* Mr. Blue is well-known to readers of the Journal. An engineer officer of the British Merchant Marine since 1928, he has now contributed five articles on Eastern marine subjects.",

BLUE \n\nChinese shipping in these years, and anti-Japanese boycotts led to the virtual disappearance of Japanese shipping for long periods. \n\nNot that these last few years were trouble-free for British ships. There were also anti-British boycotts, brushes with pirates, war lords, and lawless soldiers, and the famous 'Wanhsien Incident' of 1926 which has already been described. Then when Japan gained control of the Lower Yangtze at the end of 1937, the British presence on the Yangtze rapidly declined. Hankow became the capital before Nanking fell to the Japanese in December 1937, and Chungking succeeded Hankow before the latter fell in October 1938. As the Japanese moved up the river the British steamers moved ahead of them as far as possible, maintaining an increasingly restricted service, which by mid 1940 had been reduced to infrequent trips between Chungking and Wanhsien. During this period many Lower River steamers were abandoned. By mid 1940 the situation had become impossible, fuel was unobtainable, and the last few British officers were evacuated from Chungking by the new road to Kunming, then by the French railway to Haiphong, and finally by sea to Hong Kong. \n\nAt this time there were two Royal Navy gunboats still at Chungking, H.M. Ships Falcon and Gannet. The former remained to act as radio link for the British Embassy, while the latter was decommissioned and her crew sent to Hong Kong by the same route. \n\nSoon after this the Japanese occupied Indo-China, and the Haiphong-Kumming-Chungking lifeline was also denied China. The Chungking-Kunming road was then extended to Burma, and became China's most important route to the outside world, fulfilling the dreams of earlier generations of China traders. This was the famous Burma Road, sometimes identified with the whole 1,000 miles from Rangoon to Chungking, but more accurately with the 600 miles from Lashio (the railhead 130 miles above Mandalay) to Kunming. \n\nThus, after decades of neglect and oblivion, the Burma Road into China was restored to international importance. It was again disrupted when the Japanese conquered Burma in early 1943; but re-opened along a new western route when General Stilwell's American and Chinese forces built a road through North Burma to link Assam with the eastern section of the Burma Road. This route played a vital part in the Allied reconquest of Burma, Malaya, and Indo-China.",

Another evening we were invited to see a film at the American Army Observer Section which was established there under Colonel David Barrett in July 1944. There was also an invitation to mid-day meal with Marshal Chu Te. My memory is that there was not much conversation as Yu Chin-lung found him taciturn, my Chinese was inadequate, and the others were tongue-tied in the presence of the famous soldier. On leaving Yenan we were each presented with a warm woollen blanket of local manufacture (I still have mine) and I was given a painting, which I had uncautiously admired, by the Bureau chief of the Medical Service. I was also presented with a made-to-measure Army uniform complete with cap and badge.\n\nMedical Work in the Border Region\n\nThe day after unloading we were taken to see the hospital named after Doctor Norman Bethune. Plate no. 17 shows the operating theatre. One of the famous 'three constantly read articles' of Chairman Mao Tse-tung is a eulogy of Bethune, delivered on December 21st 1939 soon after his death.\n\nAt the Bethune Memorial Hospital we were shown how supply difficulties had been overcome, including steel dental picks forged from railway line. We asked about medical supplies from the USSR since 1941 and were told that there had been some, perhaps five, plane loads (say 15 to 20 tons). The supplies we had brought included a portable X-ray with a petrol-driven generator.\n\nThe problems of civilian and military medical work in the Border Region are fully described by Margaret Stanley in a current series of articles in Eastern Horizon*. She was a member of the Friends Service Unit (the successor organization in China to the Friends Ambulance Unit) Medical Team 19 which went to work in the area in 1947. She revisited Yenan in 1972 and writes not only of her memories of the medical work but also the contrast between then and now.\n\n* Vol. XVI No. 3, March 1977 & No. 4 April 1977 onwards. There is also a good picture of what life in the Shensi countryside was like to be gained from the accounts given in Gunnar Myrdal's book Report from a Chinese Village. Penguin.",

The new urge for progress had overcome the financial reluctance of shopowners, in their dark narrow alleys, to allow the authorities of the town to tear down their shop fronts without compensations. For where was the money for compensation to be found \n\nand put back the frontage twenty or thirty feet. It was a double loss. Not only were the shop owners faced with the cost of rebuilding the shop front, but the ground surrendered was irretrievably lost. Often, the depth would be cut down by half, leaving only a fraction, inadequate to the continuation of the business on that site. When that happened, it was just too bad. There was nothing that could be done about it. The process of road widening was in full swing when the war started: it was even continued during the war, and often a bombing raid saved the cost of pulling down a street length of shop fronts. The new Chinese towns will be rebuilt with wider streets, and the houses will be of improved design. The Chinese are learning the advantages of sunlight and fresh air. \n\nKiu Kiang was captured in July: in October the Japanese landed in Bias Bay and marched through, apparently with little opposition, to Canton: there was yet another surge of refugees into Hongkong. Shortly after, Hankow fell, and the capital removed to Chungking. The Japanese continued their advance up the Yangtze until they reached Ichang at the foot of the Gorges; but, some local incursions apart, those were the limits of their advance for the next four years. \n\nThe railway connection was cut. No longer was I pressed by the insistent Chinese officials to load cargo onto lighters to be ferried across the harbour to the Kowloon railway jetty. In the past only too often were the promised railcars not available at the appointed time, and the cargo would have to come all the way back into the godowns on the Hongkong side, at considerable cost in lighterage and coolie hire, unrecovered. The shipment of supplies was now diverted to Indo-China. From Haiphong they were sent by rail to the Kwangsi border for transfer by lorry to Kweilin, which became the distributing centre for Western China. \n\nSubstantial supplies for Eastern China could still pass in, under a foreign flag, through the unoccupied eastern ports, such as Ningpo, Wenchow and Foochow. Japan was not at war with China, and so was unable to declare a blockade; but such trade was mainly confined",

Mac was full of energy and good cheer, spoke fluent Chinese, and had a supply of good stories, which had by no means been exhausted during our stay at Maymyo. Over the next eighteen months in China he added to his fund of stories in English, another fund in Chinese of no less lurid a nature.\n\nOur plans were advancing slowly, and we decided to pay a visit to Kinhwa, the temporary capital of Chekiang and the largest shopping centre at that time in eastern China. We needed stores and supplies of various kinds and thought to fill in time by laying those in now. The intention was then to go on to Chin Ya to make all the necessary preparations for opening the school. Unfortunately I was taken ill and had to enter the hospital in Kinhwa kept by the American Presbyterian Mission, where I was given every attention. My symptoms were complicated and it was impossible to decide whether I was suffering from appendicitis or malaria: however, a regimen of alternate sulfanilamide and quinine - I am told they cannot be taken together - gradually restored my health, though it took a month. Meantime Singapore had fallen and I think my Chinese friends must have thought I was so mortified that I was feigning a diplomatic illness, which of course I was not. General Ku sent his Adjutant General to enquire after my condition and the Army Commander in that area also took a kind interest in me. Mac went off to Chin Ya with Michael and they engaged carpenters, masons, and furniture makers to provide for all the needs we could foresee.\n\nBy the beginning of March I had recovered and was back in Shangjao awaiting the arrival of the small convoy which was due with the first of our personnel and military stores. Part of a much larger contingent, destined for other purposes, they had driven in by lorry all the way from Burma, over the Burma road, through Kunming and Kweiyang, to the Hunan-Kwangsi railway, where the lorries had been entrained, to conserve petrol, already a rare and precious fluid. The contingent had detrained in south Hunan, from where our party had sorted out their stores and come on with four lorries. This advance party consisted of two officers, Leo and Cyril, and a stalwart warrant officer of the Royal Engineers, whom we shall call the Chief. I made hurried arrangements to return; but before we left I was disconcerted to learn from the Chinese general, X....., under whom the British contingent in Hunan worked, that I was to come under his orders. General Ku had placed us under an Army Group Commander, whose headquarters were in the village next to ours; and I could not understand the advantage of now being placed under a General whose headquarters were 1600 kilometres away and, moreover, in another war zone. It looked as if the work we had commenced in Eastern China was to be wrecked; I saw General X...... and he assured me the change was a mere formality and would make no difference to the work we were doing. Later events, however, were to show that my uneasiness was fully justified and that we had become a pawn in high level politics.\n\nThe news of the Japanese advance on Kinhwa got worse. I loaded the lorry with all the stores we could beg or borrow, and we set out on a return journey which was to prove exciting. In addition to Michael and Doctor Petro, and the driver and a mechanic, I had been able to collect two Chinese medical orderlies, who had escaped from a detention camp in Hongkong, and a Hongkong wireless operator. I still hoped I might one day have a wireless set. The lorry was grossly overloaded and we nearly lost it next day when crossing on the Siang river ferry. We had to collect volunteers to help us to unload it hurriedly, as the ferry arrived on the far side with such a heavy list that we could not drive the lorry off. Further on a tyre blew out; we also received news not only that the Japanese were on the point of occupying Kinhwa, but that they had commenced a push from Nanchang to the east along the Kiangsu-Chekiang railway to meet their troops who were advancing from Hangchow. It became a race to see if we could reach Yingtan before the Japanese, and as we had no more spare tyres, we could not risk continuing with an overloaded lorry; we had to dump some of our previous cargo.         "content_text": "116\n\nAmerican air forces based in China and to the extensive establishments supplied to train and equip the Chinese Expeditionary Force, as the army which had been built up in Yunnan by the Chungking government to assist in driving the Japanese out of Burma was called.\n\nI was sent to Kun-ming to see about giving assistance to the Myosa of Kokang, prince of a small Burmese border state. The longest unnavigable river in the world, the Salween, rises in Tibet, flows through China, and enters Burma at about the level of Bhamo. For a stretch the river flows from east to west; to the north of it the territory is still China, to the south lies Kokang. The river then leaves China altogether, bends south, and lower down at Kunlong receives the Nam Ting flowing in from the east. The Nam Ting forms the southern boundary of Kokang, while the mountain-tops that divide the Salween watershed from the next river to the east form the state's eastern boundary. The stones marking this boundary were set up in 1898 as a result of the agreements made at that time. Kokang also spreads across the Salween to the territories of the large Shan state of North Shenwi, of which Kokang is actually a sub-state. The greater part of Kokang though is sandwiched between the Salween and China. Kunlong is the site of one of the most frequented of the Salween ferries, and it is down the valley of the Nam Ting that the projected railway from Kun-ming to Lashio, connecting China with Burma, will run. The embankments to carry the line had been nearly completed before the Japanese advance into Burma put an end to the work. To the south of the Nam Ting are situated the Wa states, inhabited by wild head-hunting tribes.\n\nThe Myosa of Kokang was a most loyal subject of the British crown, and because of that loyalty he was to suffer great injuries. When the Japanese advanced up the length of Burma in 1942, the British troops, who were covering the western flank, that is the flank towards India, withdrew into India. The civil administrative staff of the Shan States also withdrew to the west, while the Chinese armies, on the eastern flank,\n\n\"One British administrative officer, Evans, withdrew from Kengtung, away to the south of Kokang, into south-west Yunnan. He had established cordial relations with the Chinese troops there, and with their assistance organised local levies, drawn from the dispersed ranks of the Burma Rifle regiments; he used these to wage a small campaign of his own against the enemy until he was killed during an assault on a position manned by Siamese troops. He died unknown, unsupported, unrewarded, but not unsung, because at a time when throughout the East the British star was thought to have set for all time, this lonely man left a record of British pluck which will long be remembered on the border.",

It was because of the Lopez incident that for a long time some of the most useful men in Kokang, intimidated by Chinese threats, did not dare to work for us.\n\nAt Hsintang we occupied the thatched wooden building which the people of the village had erected for Lopez and in which he had been surrounded and arrested. It had two stories, with three small rooms on each floor, and packed into these rooms were no less than twenty beds, in layers. Though small, the building could thus house the whole of our party. All the furniture was made of bamboo, the beds, the steps leading to the upper storey, the stools on which we sat, and the table off which we ate. In the centre room below, Lopez had installed a mud fireplace, where of an evening we lit a fire, because here we must have been somewhere about 7,000 or 8,000 feet up and the nights were bitterly cold. The chimney, a hollowed bamboo over which we had to throw water every now and then, was unsatisfactory and the smoke hung about the top floor to the discomfort of those trying to sleep above.\n\nOur wireless was a great asset; it made such a contrast to the isolation which had been our lot when in eastern China. We could send and receive signals, and by laying the headphones in a tin basin, we could make a near-enough imitation of a loud-speaker to sit by and listen when the news came in. It was about this time that the Japanese made their desperate attack on the British at Imphal in an attempt to cut the railway, which supplied General Stilwell's Chinese divisions; in this attempt they were to exhaust themselves, and open Burma to reoccupation by the Allies. A little later General Wingate's second l.r.p.g. - long range penetration group - operations were launched. We were later to discover that the withdrawal of Japanese troops from all along the Salween to meet Wingate's threat offered an explanation of why they failed to raid across the river to disperse us.\n\nStan rejoined us, reporting that there was no flat territory in central Kokang, but that he found a hill slope which would do well enough as a dropping zone. The slope was near the large village of Lunghtang, two days march south, and we prepared to move there. The country became more open; the jungle on the mountain slopes was replaced by long grass. We passed herds of brood mares, with their young. The Myosa in the past had been the contractor for the supply of mules to the Burma Government; we were passing the breeding centres. A lonely",

Country folk who used to require a full day to reach Hongkong can now go in and out and do their shopping in the day.\" It is, however, clear that the district officer considered that this development had not yet begun in any significant way at the date when he was writing.\n\nIn these circumstances, it is not surprising that the district officer felt that the broader picture in 1912 was of a generally unchanged traditional life: \"A visitor to the Territory of 1899, upon returning in 1912, would find changes to remark in the outward appearance of the country, but he would not find the life or character of its inhabitants greatly altered... The domestic life of the villager does not differ much from that of Chinese in other parts of China, nor has it altered much during the few years of British occupation: if anything, it falls rather behind the general standard of freedom and enlightenment in the Canton Province.. even now the customs and habits of the people are probably little changed from what they were a hundred years ago.” The district officer feared that modernisation, when it came, would cause the inhabitants \"to lose their simple old-fashioned virtues,\" But clearly he felt that this unwelcome development had yet to begin.\n\nIn summary, therefore, the district officer's view was that the New Territories in 1912 were ripe for modernisation, but that this process had only just begun.\"\n\nBy 1921 it is interesting to note that another well-informed European - the Census Officer - could still make very similar remarks: \"The opening of the railway seems, contrary to expectations, to have produced little change\", and the effect of the Government schools “is just becoming apparent\n\n*12\n\nThus, by 1911, the village society of the New Territories, while more prosperous than a decade or two earlier, and aware of, and at least partially receptive to, modern ideas, was still (other than for New Kowloon, the southern strip immediately around Kowloon City and Sham Shui Po) almost entirely traditional.         "content_text": "84\n\nNevertheless tun fu may be seen as an extension of feng shui, although the latter is riteless whereas the rites of tun fu are complicated as can be seen from this paper. Feng shui is sometimes inadequately called 'Chinese geomancy', and the home, the workplace and the grave are designed so that they 'reconcile' with environmental currents and cosmic principles. And when the Author has told Chinese friends that there are aspects of feng shui that he believes in they have frequently retorted that you cannot be selective and just pick what you like as in a supermarket. You either believe in it in its entirety or not at all. But with much of the doctrine being considered by some Westerners as little more than superstition, total acceptance is not always easy for the average Caucasian. One person's superstition can indeed sometimes be another person's religion.\n\nThe Pat Heung ceremony\n\nThis paper concentrates on the large tun fu ceremony that was held in the district known as Pat Heung, which is situated at the eastern end of the Kam Tin--Pat Heung Valley.3 This lies nearly in the middle of the New Territories and is enclosed by steep hills on its northern, southern and eastern sides (Hong Kong Government; 1960, 170). To give an idea how rural it was until comparatively recently, in 1965 it was reported that a tiger had been sighted in the Pat Heung district (South China Morning Post, 1965). The police conducted a search but failed to find it. Approximately 90 per cent of the population in Pat Heung are of Hakka stock and the remainder are Punti, although today, only the elderly speak Hakka. The people have mixed surnames unlike many old, single family-name villages in the New Territories although nowadays, with greater social mobility, people with other surnames have not infrequently moved into them in varying numbers. Freedman writes that possibly tun fu rites were originally Hakka but they were adopted by the Cantonese (1979, 207). I have not seen any evidence to support this view nor does he appear to provide any sources supporting this statement.\n\nThe reason this large tun fu ceremony was held in the Pat Heung district, in 1999, was because a tunnel (at the time of writing) is being cut through the mountain for a new railway line. This necessitated moving family graves. It is understood the Government paid Pat Heung District village committees HK$600,000 to meet expenses for the holding\n\nPage 120\n\nPage 121",

        "content_text": "128\n\nimmediately led to political intervention by Russia, France and Germany which forced Japan to give way and retrocede Liaodong to China. This high-handed action by Western powers left a permanent scar on the Japanese psyche.\n\nIn the last years of the 19th century, as a result of Russian forward policy in the Far East, Russian pressure had forced the Chinese to grant them railway and territorial concessions in the southern part of Manchuria. This, as well as Russian interference in Korea, led to ever increasing Japanese fears of further Russian expansion within the Pacific region. The Russian Government used the Boxer Rebellion in 1900 as a pretext for sending thousands of troops into Manchuria, ostensibly to protect the China Eastern Railway. Her encroachment in Manchuria, which she had promised to evacuate after having occupied it on the pretext of protecting it against the Boxers but which she firmly held, disturbed the Powers.\n\nThe causes of war were not insignificant. During the years immediately following the suppression of the Boxers Russia saw an increasingly formidable Japan rise up before her. Put bluntly, Russia and Japan went to war to determine who would control Manchuria and Korea, with one of the main Japanese grounds being fear generated by the threat posed by the land-bridge of Korea pointing threateningly straight at Japan, with the belligerent Russians poised on Korea's northern border. Another, and possibly a more credible threat, was the probability that a strong, victorious Russia would lead to the dismemberment of the Chinese Empire. This would have made a case for Japan's 'defensive war' - to occupy Port Arthur in order to place herself in a position to prevent any such dismemberment by laying the first stone in her long-term plan for predominance in Peking.\n\nThe war 1904-1905\n\nAfter several years of Russian-Japanese political sparring the latter grew impatient with diplomacy and war became inevitable. The Japanese took the initiative. Their plan envisaged a swift knock-out blow against the Russian Far Eastern Fleet with a night torpedo-boat attack, followed the next day by her fleet attacking the Russian fleet off Port Arthur and defeating it. Occasional bandit-suppression campaigns and schemes to tame or buy off thugs were only temporary checks. There were two generic names for bandits in Manchuria, one mainly reported across the south, was Red Beards, Hong Huzi (in the romanisation of the day - Hung Hutse) while the less well-known term for those across the north was Chunchuse. Red Beards included a mixture of seasonal bandits who came over to rob and pillage from Shandong. This mutated into the Red Beards, local criminal thugs, both individual groups and those part of a larger network, thieving as a way of life due to endemic poverty.\n\nAny act of brigandry in southern Manchuria was blamed on the Hong Huzi; hence, sketches in British illustrated journals of Chinese robbing the dead and dying on the field of battle all bore the caption naming the robbers as Hong Huzi.\n\nOne of the better-known Chinese \"brigands,\" a seasonal worker from Shandong, was Wang Delin.* By 1899 he had established a considerable following among Chinese workers in Manchuria opposed to Russian encroachment, and in 1903 he openly declared his opposition to both the Russians and the non-Chinese Qing dynasty. His band operated along the eastern part of the China Eastern Railway, attacking trains and Russian shipping on the rivers. His men had a code of conduct based on three rules:\n\nThey were forbidden to harass or harm Chinese\n\nThey should not kill captured Russians without reason\n\nAnd, they should assist the poor and helpless.\n\nHis band was typical of the gangs roaming Manchuria with their various motives, some simply thugs and robbers others political, but all were generically referred to as Hong Huzi.\n\nWesterners writing about their travels in Manchuria were not slow in providing valid reasons for their nickname. Harvey Howard in his Ten Weeks with Chinese Bandits [1927] explained that 'during the 18th and 19th centuries roving bands of unshaven, red-bearded Russians",
