        "content_text": "THE BEGINNINGS OF TAIPINGSHAN\n\n71\n\nwhich the European had no place and was not really expected to penetrate. Two Europeans (Richard Oswald and F. J. Porter) did apparently have lots there though how they came by them is not recorded, and the American Baptist Mission Board had a school house and small chapel.\n\nA third area was Tai Ping Shan where many Chinese lived in matsheds, but it is not known how many lived there in these early days.\n\nBut one inconvenient feature soon revealed itself as the demand for building land increased in the Colony on the establishment of regular government in the middle of 1843. The town was restricted in its possibilities of development to the east by the reservation of 'Government Hill' (the area on which the Government Offices now stand) for Government purposes only. Beyond Government Hill to the east lay the military cantonment and, since the main part of the town was now inevitably fixed where the present central district stands, the only possible direction which expansion could take, other, that is, than up the mountainside, was to the west. But, between Inland Lots 43 and 10 on the Queen's Road lay the Upper Bazaar, an uncomfortable fact which not only meant that there would be a large number of Chinese-type houses in the middle of the 'European' town (with their attendant rather greater risk of fire) but that their presence would interfere with the proper development of the area with drainage and streets and so on. In terms of extent, the Upper Bazaar was occupying almost 11 acres of valuable building land for which speculators would be willing to offer far higher Crown Rents than those which the then inhabitants were paying. So almost inevitably, the suggestion came to move the Upper Bazaar lot-holders away to another location.\n\nThe story of the removal of the Upper Bazaar is of interest on several counts: it is the first 'resumption' of land for public purposes in the history of Hong Kong, a process since employed on an ever increasing scale by the Government for the improvement and redevelopment of the environment. It provides us with an insight into government practices of the day and the cumbersome manner in which decisions could be taken and implemented, and also of the role of the Press at that time. Looking up Aberdeen Street, you saw a few indications of building, and a house on the south of Gage Street, forming the headquarters of a Madras Regiment; and looking up Pottinger Street, you could see the Magistracy and Gaol of the day, where the dreaded Major Caine presided, and below them were two or three other buildings. On from Pottinger Street, a few English merchants had established themselves, and the house which long continued to be known as the Commercial Inn was a place of great resort. On the west of D'Aguilar Street, not then so named, building was going on, and just opposite to it, was a small house called the Bird Cage, out of which was hatched the Hongkong Dispensary. All the space between Wyndham Street and Wellington Street was garden ground, with an imposing flat-roofed house in it, built by Mr. Brain, of the firm of Dent & Co. That great firm had its quarters where the Hongkong Hotel is now, and further on was Lindsay & Co.'s house. All else on the north side of the street was blank, on to the Artillery Barracks, which were building. On the south of the street was the Harbour Master's establishment on Pedder's Hill; and as conspicuous as are now Messrs. Heard & Co.'s Offices, which have been manufactured from it, rose the house of Mr. Johnstone, who had been administrator of the island on its first occupancy. On the Parade Ground was a small mat building, which was the Colonial Church, and above it, about where the Cathedral and Government Offices now stand, were the unpretending Government Offices of that early time and the Post-Office. Far up, if I recollect aright, might be seen a range of barracks, out of which have been fashioned the present Albany residences, and beyond the site of the present Government House was a small bungalow where Sir Henry Pottinger and Sir John Davis after him held their court. Crossing the bridge from the Artillery Barracks, there were some poor buildings for military purposes where the Naval Yard now is, and the houses of Gemmell & Co. and Fletcher & Co., the former of which has since been metamorphosed into the Commissariat Offices.         "content_text": "CAPTIVE SURGEON IN HONG KONG\n\n155\n\nin my mind that the Colony could not hold out long against an attack. After France fell in June 1940 the outlook darkened further.\n\nAt this time I was a major of 22 years service but I held a lowly position in the Army List for my Corps, being near the bottom of a block of officers who had been commissioned during the First World War. I had prepared for a career in Surgery and I also had experience of administration. In theatres where the army was expanding, promotion for officers in my position was nearly certain but in Hong Kong there was no such possibility. For a time I hoped I might be posted elsewhere, and while I never thought it possible that I might get home the Middle East seemed just a possibility. The likeliest destination for me if I moved at all seemed to be Singapore where my friends told me of the huge increase of strength in the army there. I was never moved.\n\nI had no part in preparing the army's plans for increased hospital accommodation in Hong Kong in war. Some of the buildings it was sought to use were occupied by religious orders, some of which were Italian and I understood that Colonel John Simson, the Assistant Director of Medical Services, China Command found difficulty inspecting these and met a blank refusal to a request that we might be allowed to make a preliminary accumulation of medical stores in some of these buildings. The Hong Kong Government was, I believe, unwilling on grounds of policy to overrule the objections. The Indian Army Hospital which was in Kowloon and which accommodated some British patients as well, was on the outbreak of hostilities to close, cross the harbour and reopen on the Island of Hong Kong in the Chinese Hospital, Tung Wah East. With the frontier so close to the harbour this would obviously be a difficult operation and I was sorry for the A.D.M.S. who had to plan under these conditions.\n\nI have been able to obtain through the courtesy of Colonel R. H. Freeman and Brigadier John Lapper, a postwar aerial photograph of the Military Hospital buildings in Bowen Road, which I reproduce here (plate 17). The photograph shows that new buildings have been added since the war and does not show the hospital reservoir. The hospital was built in two wings each containing a ground floor and two storeys, and these wings were connected by a central block which held the administrative offices.         "content_text": "208\n\nA CH'ING CANNON FROM\n\nWYNDHAM STREET, HONG KONG\n\nJAMES HAYES\n\nThe photographs at Plates 15 to 17 are of a large cannon from the Chia Ching period (1796-1820) of the Ch'ing dynasty. For some time after its discovery in 1965 it was kept in the old Marine Office at Rumsey Street, Connaught Road Central, but is presently located at the entrance to the Marine Department's dockyard beside the Canton Road Government Offices, Kowloon.\n\nA plaque on the carriage made for this cannon states that it was discovered during excavations on 4th March 1965 in the forecourt of Nos. 10-12 Wyndham Street near the \"South China Morning Post\" building. It was, probably, originally positioned at the site of the third Harbour office (1843-1845). On the barrel are markings giving the weight as 1,500 catties and showing that it was made during the tenth month of the 10th year (1805) of the reign of Emperor Chia Ch'ing by Man Tsoi (*) Man Shing (萬盛) Man Ming (萬明) and Man Tat (萬德).\n\nIt is not known whether this cannon was brought to Hong Kong when it was first made, which is unlikely in my view, or whether it was taken from elsewhere by British forces during the first China War in 1840-42.\n\nOther cannons from this period are to be found on the walls of the Tung Chung Fort, at Lantau Island. The tea party was held in the grounds of a lovely little Elizabethan-style house recently opened as the headquarters of the Sino-British Cultural Association.\n\nIt was hard to believe that all the work of reconstruction, the town planning, the laying out of parks, the building of government offices, which had continued uninterrupted since Nanking had become the capital, those material expressions of the national effort to drag administration out of the centuries-old morass of incompetence and venality, were so soon to be wrecked.\n\nThe fighting in the north went badly for the Chinese, who were repeatedly compelled to withdraw. They accordingly decided to divert the Japanese effort to a terrain more favourable to themselves, and nearer to the main bases of their army. Two divisions were concentrated on the outskirts of Shanghai, and it was their attempt in August to drive the small Japanese garrison into the Whangpoo, the tributary of the Yangtze on which Shanghai stands, that unleashed the aerial war in central China. The Chinese light bombers tried to sink the Japanese flagship, H.I.J.M.S. \"Idzumo\", where she lay anchored off the Shanghai waterfront, and the Japanese retaliated by attacking Chinese airfields in the vicinity of Shanghai, Hangchow, and Nanking.\n\nRealising the danger of air raids, but without experience, the authorities in Nanking in an excess of zeal issued instructions that all light-coloured buildings were to be painted black, and so through the advancing days the view from our windows turned from the bright red and green of brick and tile to a blurred dirty grey. Even the white and blue omnibuses were changed to match the mud of the roadway. For our part we got hold of some bituminous paint and caused it to be spread on our red-tiled roof; but in the course of time rain streaked it and spoiled the effect.\n\nThe first air raid caught us by surprise at lunch on August 15th. A warning system had been established, but when the 'phone rang to advise us that the alarm had gone we did not know what to do. The financial failure of Dent, in 1867, had the effect of freeing the Bank from dependence on any one enterprise and brought about more independent management control. Within months of setting up its headquarters in Hong Kong a branch was opened in London, and further branches were established in San Francisco (1875), New York (1880), Lyons (1881) and Hamburg (1889). By the 1880s The Hong Kong Bank had become banker to the Hong Kong Government, and to this day it is, in effect, the Central Bank of the Territory.\n\nWorld War I proved a difficult period, and its German directors resigned shortly after hostilities commenced. The Bank resumed its leading position in China and the Far East in the 1920s and 30s. Like the Chartered Bank, the Hong Kong and Shanghai Bank's branch in Shanghai operated without interruption all through the Cultural Revolution.\n\nToday 'Wardley' is the name of an investment company associated with the Hong Kong and Shanghai Bank. In 1864, Wardley House (demolished in 1882 when its new bank building was completed) was the first premises of the Bank. William Henry Wardley was a staff member of Gibb Livingston. He started his own firm about 1850. Although the company was taken over by F.B. Johnson and James Bowman the name was retained. It stopped trading about 1861, before the Bank was established. But the name, Wardley, has been perpetuated.\n\nThe Mercantile Bank\n\nThe old Mercantile Bank can be traced back to October 1853, with the founding of the Mercantile Bank of Bombay. Within two months it had become the Mercantile Bank of India, London and China, a co-partnership of four Indian proprietors and four British. An office was opened in London almost immediately, and other offices, in 1854, in Madras, Colombo and Kandy. In 1855 branches started at Calcutta, Singapore, Canton, Shanghai and Hong Kong. Comparing these dates with the Chartered Bank, Mercantile got off to a quicker start, although both banks were established in the same year. Mercantile had a branch in Hong Kong, for example, four years before Chartered.\n\nSkipping a century, in 1958 the name was shortened to ‘Mercantile",

        "content_text": "now no longer on the second floor of the Murray Road Car Park and last month some of the more important records were placed in a special room in the Central Government Offices West Wing and these are accessible to members of the public. The other records have been placed in Tuen Mun in, I believe, reasonable surroundings. However, more importantly it has been reported that the Government has agreed to build a special purpose building for Public Records in Kwun Tong. This is very good news even though the building is unlikely to be completed for another two or three years. I should again like to thank all those who helped in this campaign. One of the incidental results of the move of the Public Records is that the Society's stock of journals which were there (rather surreptitiously I may add) is now temporarily (I hope) stored in the library of The Chinese University of Hong Kong. And in this connection I hope you will have a good look and buy some of these back journals at the back of the room,\n\nPublications, visits, lectures and other educational activities are the ingredients of the Society and what makes it move. However none of these can work well unless there is a satisfactory administration to back it up. The Society has been fortunate in the people who help in this direction. We have our Treasurer, Mr. Robert Nield, who helps us (even orders us!) to keep on the right financial track; he will tell us later that the Society's finances are in reasonable shape and we will not need to raise our subscriptions in January 1996, but may well need to do so in January 1997. Our Secretary, Mr. David Sheil keeps us in order at our Committee meetings and even from his Lamma outpost. Our Assistant Secretaries - you will note I have said Secretaries rather than Secretary, because we have had two in the last year. Mrs. Sharon Bruce who served in this capacity for eight years did a splendid job - her sympathetic listening and quiet efficiency served the Society extraordinarily well. Unfortunately she left in December and her position has been taken over by Mr. Martin Barnett. We welcome him; he promises to professionalise us, but not, I hasten to add, too much. He has already put our membership records on computer thereby giving us more information on the profile of our members than we ever had in the past.\n\nLastly, I think it would be useful to give some thought for the future. The Society by nature caters very much for the local amateur and professional academic interested in local affairs covering a wide range of interests, from political and social history, anthropological matters, archaeology, architecture, geography, and many other matters which stimulate the mind. Eitel, sometimes titled Hong Kong's first historian and for some time a Hong Kong civil servant, were by no means unusual.\n\nToday, far more empathy is shown towards Chinese culture in general by Westerners. For instance, many Caucasian firms believe aquariums enrich the fung shu of an office. It is not just Chinese who can relax, Westerners will tell you, when they lie back and watch fish swimming. It gives everyone a special feeling and lowers their blood pressure by a few degrees.\n\nOf course, certain rules have to be followed. The number of fish kept is often six or nine. Three multiplied by three equals nine (a lucky number); and a homonym of three, in Cantonese, sounds similar to the character meaning 'lively'. Because of colour symbolism, one fish may be black (a Black Molly), another reddish (a goldfish), and the rest any other colour. Because the fish are supposed to act as a shield against bad fung shui, sometimes a fish dies. But better a dead fish than a dead customer.\n\nHigher up the hill above Central District, at the Albany in Albany Road, residents were concerned about the 70-storey, new, People's Republic Bank of China Building 'giving off vibes'. They feared the sharp edges of its structure with their negative forces would menace the abode of some of Hong Kong's rich and famous. In the West, the new Bank of China building would perhaps be described as 'ominous', 'overshadowing' or 'overpowering'. Many Chinese, however, liken the sharp edges of the Bank of China to a knife pointed at, or arrows cast at, Government House and Central Government Offices, namely, the heart of the British Colonial Administration. These 'weapons', together with the flyovers close to Government House, tie the decision-making hands of the British Governor and threaten the prosperity of Hong Kong. The fung shui 'dragon vein', with the dragon's head turned to face its ancestors, serpents down from Victoria Peak, close to the Albany, concealed by a carpet of vegetation. It passes close to the Albany apartments. The dragon thrusts and turns as the topography changes. The earth surges with natural energy. Chinese dragons are more serpent-like and sinuous than those in the West. And, as the vein gathers strength, it proceeds vigorously on to the 'dragon sites'\n\nsuch as the home of the Governor and down to the Hong Kong Bank. It is interesting to note that, in order to conserve fresh water, a salt-water mains system for flushing was investigated in 1921 and again in 1927 but was not pursued at that time.\n\nAirfields\n\nThe original aerodrome was formed on a wedge of land comprising some 10 hectares (350m long by 275m wide) which had been reclaimed from the shallow waters of Kowloon Bay by a private housing development company established by Sir Kai Ho Kai and Mr Au Tak and bounded on the east and west by large open nullahs, with the first plane taking off in 1924. The reclamation then came under the control of Government in 1927 after the company failed. Government subsequently arranged for the airfield to be extended in 1929 and 1931 to some 83 hectares, partly using as a filling material hydraulic fill, obtained by dredging from the harbour, which was then covered with about a metre of decomposed granite and contained by a concrete blockwork seawall extending some 1.2 kilometres. The three open nullahs crossing the airport field were all covered by 1930, the concrete slab decks being propped by central piers.\n\nA short 457m-long tarmac runway, primarily for civilian use on an east-south-east/west-north-west alignment, together with hardstandings, jetty, control building, offices and a new piled civil hangar near the south-western extremity of the airport were completed in the later thirties which enabled Kai Tak to become viable, not only for flying club and military purposes, but more importantly for scheduled commercial operations which began in 1936 at a time when mail took precedence to passengers. One significant improvement noted at that time was the provision of a concrete slipway for seaplanes to replace the old tedious method of lifting them ashore with a steam-operated crane.\n\nReports that three Royal Air Force squadrons were being sent out to reinforce Hong Kong's defences shortly before the Pacific war prompted planning of a second airport, at a site near Pat Heung (Shek Kong). In 1938 the ground was levelled and grassed over but the scheme was abandoned in early 1940 with the realisation that it would be within range of Japanese artillery following their invasion of Guangdong.",

        "content_text": "176\n\n22nd December, in the midst of some of the most savage fighting on Hong Kong Island, the single largest atrocity involving civilians of the entire battle period occurred. Much has been made of atrocities that affected Europeans, but this incident is worth analysing because it gives us hints on what the Japanese knew about Hong Kong. Ma Tso Yuen recounted how, while his family were having dinner, they heard shots and found that their building, No 42 Blue Pool Road, was surrounded by Japanese. The inhabitants of the building and its neighbour, No 44, were systematically rounded up and herded together. Through a door, Ma saw a neighbour being beaten for resisting. The women were separated, many raped, and then killed. The men were taken down near the nullah and bayoneted, with Japanese stabbing the bodies to make sure all were dead. Ma survived, although he suffered nine separate wounds, because he lay hidden. When the danger was over, he realised he was surrounded by the bodies of 30 men, including that of his own son. **The number of men, women and children killed in other parts of the building is unknown; the buildings were small, low-rise apartments, but crowded: in one flat, some fourteen people were sheltering. Phyllis Harrop, through her KMT contacts, estimated that at least forty persons in her building alone were killed. No other atrocity against civilians was as systematic, organised, or as savage as this. Normal battle mayhem was not the motive. Kempeitai agents travelled with battle units, even though they were not part of the normal military structure. Under cover of fighting, they could settle other opposition. Blue Pool Road was targeted because it was where KMT officials and agents lived with their families. It was no random massacre. Among the dead included men from the Ministry of Communications and the Central Trust, a front organisation for the KMT, whose offices had been searched by the British and whose members had been arrested and sometimes deported. Ma himself had been an employee of the Central Trust.\n\nThe relationship between the KMT, the colonial government, and individuals involved in undercover work might bear further investigation. Phyllis Harrop mentions in her private diary that 'at the request of Chinese members of the Dai Li organisation who had been left behind in the colony, (she) was asked to go to Chongqing with the complete details of the guerrillas' arms and ammunition, which was buried in various homes and gardens in the island, to deliver information and arrange for instruction to be given to the men remaining in Hong Kong to carry on their work.
