        "content_text": "CHEUNG CHAU\n\n101\n\n11 \"The whole of the island (Cheung Chau) was adjudged to belong to the WONG family and it is let out to various tenants on leases renewable every five years. All these leases were registered in 1906\". Administra-tive Report for 1909, District Officer, New Territories. But see also G. N. Orme's unfavourable opinion of the initial survey and Crown rent roll in Sessional Papers 1912, p. 46.\n\n12 For example, before its tax-lord rights were extinguished (along with others') by the Hong Kong Government after 1898 as \"not compatible with the principles of British administration\" (Orme, Sessional Papers 1912, p. 46), the LI Kau Yuen Tong of Sha Wan appears to have owned a considerable proportion of all the cultivated land on Lantau island under an imperial grant made in the Sung dynasty (see LO Hsiang-lin \"The Sung Wang T'ai and the location of the Travelling Courts by the sea-shore in the Last Days of the Sung\", Journal of Oriental Studies III No. 2 (July 1956) p. 217, note 29). Nineteenth Century land deeds from the village of Shek Pik show that much of the village land paid tax to the LI family, a burden which was passed on to the purchaser when a \"sale\" took place. It is not known whether this Tong owned land elsewhere in the present New Territories but its main estates lay elsewhere. It is curious how the WONG Wai Chak Tong maintained its tax-lord position whilst the LI family's was extinguished.\n\nIt is a pointer to the island's increasing prosperity, as well as to its favoured geographical situation, that when the Chinese Maritime Customs first began to operate in the Hong Kong region in 1887 they set up a post on Cheung Chau. This had previously been operated by the Canton authorities as part of the \"blockade\" system set up in 1868-71. See Stanley F. Wright, Hart and the Chinese Customs (Belfast, William Mullan & Son, 1950) pp. 385-6, 584-6 and 708, and his earlier Hong Kong and the Chinese Customs (Shanghai 1930) which I have not yet seen. See also note 15. Old villagers on the Lantau coast opposite Cheung Chau can remember having to pass through the customs every time they came to the island to buy daily necessaries and sell their produce in the market.\n\nIt is not the place to discuss whether Cheung Chau's expansion was due to the rise of Hong Kong, or whether it was already in a flourishing condition by the time Hong Kong's expansion began in the 1840's, but available information points to a community which was already well-established and prosperous by the Hsien-feng period (1851-61), which would be rather early for Cheung Chau to owe its rise mainly to Hong Kong. The preamble to the tablet in the defence bureau mentions that \"our forefathers came and lived in Cheung Chau several hundred years ago\"; whilst the attention of pirates in the early years of Hsien-feng, also mentioned in the same tablet, seems more conclusive proof of the island's established prosperity than any other. A spate of repairs and expansion seems to have been going on apace in the T'ung-chih period (1862-75) when most of the island's temples were repaired, the CHU family ancestral hall enlarged, many old houses were built or reconstructed, and the public buildings erected which these tablets commemorate.",

        "content_text": "HONG KONG BEFORE THE CHINESE\n\n43\n\nas a humble amateur I appeal humbly to the professionals for assistance; and, much less humbly, to other amateurs to take over the gathering of data on Hong Kong before the Chinese.*\n\nBy Hong Kong, I mean that southern part of the district now known as Po On,1 previously known as San On,122 and still earlier included within Tung Kwun,31 or partly within Tung Kwun and partly within Kwai Shin,60 which today comprises the Colony and leased territory of Hong Kong. By Chinese, I mean such of the inhabitants (and ancestors of the inhabitants) of that territory as would not have been described in a contemporary official document by one of the terms used for non-Chinese, i.e. I Ti Jung Man.67 If this definition appears negative it cannot be helped, since Chinese literature itself does not, until modern times, contain any word which corresponds to our word \"Chinese\", but has always had several terms for what might be called \"Non-Chinese\". Although one Chinese-type grave, said to date from the Han151 Dynasty, has been found in New Kowloon, and although one small Buddhist temple has behind it the foundation of a previous structure said to date from the Tsin158 Dynasty, there is no evidence of Chinese settlement before the end of the Tang.139 Up to and including the Tang Dynasty all the inhabitants, and up to the Yuan Dynasty most of the inhabitants of what is now the Colony and leased territory of Hong Kong are described, if described at all, as Man.88 The two Chinese clans with the longest records of continuous local residence (the Tang44 of Kam Tin,56 Lung Yeuk Tau7 and Ping Shan; and the Man of San Tin125 and Cha Hang11) go back indisputably to early Sung;132 and their traditions, to which I shall be referring again, speak of two other clans (Mo5 and Chan17) having been before them. The oldest building, except the temple previously mentioned, of which there is evidence, is the fort of Tuen Mun141 built in the Nan Han99 (Canton) Dynasty in A.D. 958. Another document refers to the appointment of a military commander of Tuen Mun in A.D. 954. I cannot be assailed if I say \"Anything before A.D. 900 is, for this territory, before the Chinese.\"\n\nThe Frame. The natural question to be asked is \"Before the Chinese, who?\" Before I attempt to answer this question, there\n\n*All local place names are given in the Cantonese pronunciation. BLUE \n\nFor the first few years after the cession of Hong Kong, the British Government and Royal Navy practically ignored piracy on the South China coast; and the American, French, and Portuguese governments were equally indifferent. Any attempts at suppression by the Hong Kong Government were as feeble and ineffective as those of the Canton authorities. British traders in Hong Kong and the treaty ports, however, considered that they were entitled to much greater protection, and after repeated protests and representations to the home and Hong Kong governments, the Hong Kong Government passed its first anti-piracy ordinance in 1847, and the Royal Navy began to take more effective action. As a result, many unsavoury practices were uncovered. It was found that certain British merchants were supplying arms and ammunition to the pirates against whom they were demanding protection; and that Hong Kong officials were licensing ships to provide convoy protection for Chinese traders, which ships were using the cover of the British flag to plunder the cargoes they were paid to protect. This licensed convoy system was open to much abuse, and a source of great trouble to the Navy. The Chinese called these ships \"protecting tigers.\" The Navy itself was not blameless in its anti-piracy operations. The over-generous bounty system, which made pirate hunting a lucrative profession for the first decades after the cession of Hong Kong, often led to innocent Chinese traders and sailors losing their lives and property. Admiralty records ignore most of the errors committed by overzealous naval officers, but the Navy's anti-piracy campaign was one of the many British activities to draw unfavourable criticism from Lord Elgin in his mission to China and Japan in 1858.\n\nThe Royal Navy and the Hong Kong Government faced a difficult and complex situation when they undertook serious anti-piracy operations in the late 1840's. The Navy could attack pirates anywhere on the high seas, and commit them for trial to any British or Chinese court; but Hong Kong could only free its own waters of pirates. Piracy on the coast and rivers came within the jurisdiction of the Chinese Government, and neither the Navy nor Hong Kong could operate there without permission from the Canton authorities.         "content_text": "PIRACY ON THE CHINA COAST\n\n73\n\nofficial agreement between the two countries to refer to piracy. and Article 52 gave British warships permission, when in pursuit of pirates, to enter any port on the coast. Provision was also made for co-operation between the Royal Navy and the Chinese for punishment of pirates, restoration of stolen goods, and so on, and later treaties and agreements followed the same pattern. Unfortunately, experience proved that the Chinese had undertaken more than they could carry out; and that the provincial authorities were as often unwilling, as unable, to implement the pledges of the Peking Government.\n\nThe pirates on the coast in the 1840's, 50's, and 60's, included British, American, French, and other foreign renegades, who often worked in league with Chinese merchants in Hong Kong and the treaty ports. The system of ship registry then in force in Hong Kong was even more liable to abuse than the present system, and allowed Chinese shipowners an easy means of claiming the protection of certain foreign flags. This increased the difficulties of the Navy, already hard pressed to distinguish between convoy and pirate, and between pirate, trader, and fisherman.\n\nThe most famous renegade among the pirates in the 1850's was an American sailor called Eli Boggs, for whose capture the Hong Kong Government offered a reward of $1,000. This was won by an even more famous American sailor, more often associated with blackbirding in the Pacific, than with piracy on the China coast. Captain Bully Hayes, however, made his debut on the China coast, and when that part of the world became too hot for him he moved south to Australasian and Pacific waters.\n\nHayes first appeared in the Far East in 1854 at Singapore, as master of the American barque, Canton. He was then twenty-five years old. After selling the Canton, which did not belong to him, he appeared in Hong Kong a few months later as master of another American barque, the Otranto, which was probably under charter to the famous American house of Russell and Company. In Hong Kong's Victoria Hotel, and in the company of the masters of two Jardine opium clippers, Long John Saunders of the Chin Chin and King Tom Donovan of the Spray, Hayes made the acquaintance of some naval officers, and for the rest of his time on the coast he was a great favourite with the Navy.         "content_text": "JOHN J. NOLDE\n\nlarger prefecture of Kwangchou, whose administrative center was at Canton. Kwangchou itself was one of the fifteen prefectures which made up the province of Kwangtung, the latter being linked with the neighboring province of Kwanghsi to form the Viceroyalty of Liang-Kwang. Kwangchou prefecture was about 25,000 square miles in size and was occupied by a population of about five to ten million people.\n\nNow, when this area appears in the standard histories of nineteenth century China it is usually as the stage-setting for the activity of the foreigner and the conflict between the Western barbarians and Chinese officialdom. There are long accounts of the nature and organization of the Canton trade. H.B. Morse wrote six volumes on the East India Company. The diplomatic historian is concerned with the Amherst mission of 1816 and the Napier mission of 1834. There are detailed accounts of the effect of the dissolution of the Company on the Canton trade. And, of course, there are numerous descriptions of the Opium War and its causes and consequences.4\n\nIt would seem, somehow, that the history, if not the day to day living, of the people of the Hong Kong-Macao-Canton axis (if not all China) was inseparably linked with the foreigner, his exploits, the Canton system, and the opium traffic,\n\nBut what was really \"going on\"? What was life really like?\n\nThe most striking fact about the area during those times was not the foreigner and his trade but the deplorable state of civil administration. It was in chaos. Official authority did not extend much beyond Canton. Banditry and brigandage were the order of the day inland. Secret societies harassed government officials and private individuals at will,\n\nPiracy, especially, was a problem.\n\nIn the early years of the century a large pirate fleet under the leadership of one Cheng I had been organized. While his theatre of operations extended from Swatow to the Philippines, and perhaps as far as Borneo, most of his activity was centered in these waters. Commanding a fleet of hundreds of junks and thousands of men, Cheng I virtually terrorized the coast.",

        "content_text": "The Five Great Clans\n\nII\n\n27\n\nAll these five clans have histories of gradual migration from the North downwards, the movement taking centuries in some cases. The Tang Clan's genealogies show that in the Sung Dynasty their ancestors moved down into Kwangtung Province from Kian Prefecture25 in Kiangsi Province.26 The Hau genealogy records that they moved down from Pun Yue27 in the Sung Dynasty, but does not say when and whence they moved to Pun Yue.28 The Pangs probably came from Kiangsi at the end of the Sung Dynasty.29 The Lius journeyed southwards from Kiangsi to Fukien in the Sung Dynasty, worked their way down through Fukien, and came to Kwangtung Province in the Yuan Dynasty. The Mans came from Kiangsi to Po On30 in the Sung Dynasty, and then moved to their present villages during the Yuan and Ming Dynasties.32\n\nAll are Cantonese (Punti33), though one of them at least has a tradition of Hakka34 origin.35 Exactly when and why this lineage should have changed from Hakka customs and speech to Punti is of course impossible to say, and it was probably only a gradual change, but it seems reasonable on two scores that, once large and wealthy, the lineage should change. Firstly, the common path to perpetuation and expansion of wealth and influence was the production of scholars and officials; and in the Sanon District Hakka examination candidates were discriminated against under a quota system whereby eight Punti candidates were allowed to pass the Prefectural Examination in Canton compared with only two Hakka.36 This proportion may be set against the figures of village numbers given by Krone—579 Punti and 275 Hakka.37 Secondly, the other large and influential clans of the area were Punti, and it would be easier in the spheres of communications and bride-finding and bride-giving for a lineage with pretensions to be Punti-oriented rather than Hakka.\n\nIII\n\nWith the help of an agricultural map of the New Territories it is possible to discover the relative values of the land which these clans acquired, and to compare this information with the",

        "content_text": "BOOK REVIEWS\n\n151\n\nThe Chinese Family in the Communist Revolution is a worthy companion to the earlier volume by Marion J. Levy, The Family Revolution in Modern China, Cambridge, Mass., 1949. Levy analyzed the traditional Chinese family as a status-role system, and noted the disruptive tensions and the controls which had maintained the system until modern times. He related changes that were occurring in urban areas to the anti-traditionalist movements of the first three decades of this century, and to the weakening of the traditional controls. Yang gives a brief description of the traditional family, and discusses in detail the movements for change beginning with Kang Yu-wei in 1898 and continuing up to the end of Nationalist rule in 1949. The Marriage Law of the People's Republic of China promulgated in 1950 is contained in an appendix. The author discusses the theoretical origins of the law, and the implications of its implementation are traced through discussions of marriage, widow remarriage, divorce, and inheritance. He goes on to discuss the interrelationships of changes in the family, changes in the economy, secularization, clan disorganization, and the promotion of the state as the new focus of the individual's loyalty.\n\nThe second study, A Chinese Village in Early Communist Transition, is based upon field work (1948 to 1951) by Yang and his students in Nanching, a suburban village near Canton. Information on developments after 1951 came from articles in the China and Hong Kong press. Yang had to leave his field records in China, and the village study was written from memory in 1952. The author carefully distinguishes what could be recalled exactly, what data are approximations, and what press information from other areas of China is used as a basis for conjecture on later developments in Nanching.\n\nThe study is divided into three parts. Part I describes the village during the pre-Communist period, with particular attention given to the family, the economy, and the decentralized village power structure. Part II describes the early impact of Communist rule, through the land reform program, on the economy, on the family, and in the formation of a new power structure in the village. Part III is based upon press reports of collectivization in various parts of China, with conjecture as to the further changes which probably occurred in Nanching after the author's departure.",

        "content_text": "50\n\nL. G. ALMER\n\na match-factory in Yau Ma Tei in 1880, and dockyards at Sham Shui Po in the same year. A glass manufactory was also situated here. An early account informs us that Yau Ma Tei, \"the principal village\" and the main centre of development,\n\nhas increased in population and bids fair to some day become an important town. There is a considerable Chinese junk trade at this place, and amongst other industries is a preserved ginger factory. The Military and Police Rifle Ranges are at the back and near the village. Gas works were erected here in 1892.7\n\nThe New Territories came under British control in 1898 on a 99-year lease, and subsequently new communications were developed. In 1900 a start was made with the main road from Kowloon to Tai Po, and in 1906 work was commenced on the construction of the Kowloon-Canton Railway by a private company. In the middle of the 19th century the organization of the State of California and the gold rush to the Sacramento Valley created new lines of commerce to connect Hong Kong with the American Continent. This was also the beginning of a steadily increasing emigration traffic between Hong Kong and San Francisco. Much of the coolie traffic to Southeast Asia, South Pacific, the West Indies and other countries was carried out through the port of Hong Kong. Whalers began to be a frequent sight in the harbour and, in a free port, the Hong Kong shipping trade was booming in the latter half of the century.\n\nBy the close of the 19th century the valley people had come to experience a critical situation demanding economic activities beyond the framework of the traditional system. Stimuli in this process were supplied by the change in the general economic milieu, and the impact of Western industrialism was not only experienced as something negative and destructive, but also as something that directly or indirectly offered a wide range of new choices. Many men grasped at the new opportunities, and soon found advantages in their changed situation. Men from Big Stream Village took up jobs in the road and railway construction across Tide Cove. Others could be found seeking all kinds of employment in the new urban area in Kowloon.         "content_text": "THE CHINA COASTERS\n\n89\n\non the outside passage, low-powered ships would have done little more than hold their own against the monsoon.\n\nOn the present day ships trading from Hong Kong around Far Eastern and South Pacific waters many of the old China coast customs still survive. The 'sew-sew' women, for instance, are now peculiar to Hong Kong alone, but used to flourish in Shanghai and Singapore in the old days. In groups of two or three these women board every ship soon after its arrival in Hong Kong to darn the socks and repair the clothes of the officers, and every officer soon after his arrival on the coast has his regular 'sew-sew' woman. They are middle-aged women, severely dressed in black with shining black hair strained back tightly in buns, and invariably sporting a few gold teeth. Whichever 'sew-sew' woman an officer employs on his first visit to Hong Kong usually remains his 'sew-sew' woman for the rest of his time on the coast, and no rival will ever try to solicit his custom. The 'sew-sew' women are scrupulously honest, and are allowed the complete run of the accommodation. They go into their client's cabin unattended, and ransack his drawers and wardrobe looking for clothes to mend, and when these have been collected, retire to a sunny corner of the deck to carry out the repairs. When they return with the clothes later, payment is the subject of shrill but good-natured bargaining.\n\nA similar system still operates in Hong Kong with regard to barbers, tailors, shoemakers, compradores, and others. The compradore in this connection is a petty trader, who deals in a wide variety of goods, from toilet materials and patent medicines to dubious literature. Either he or the tailor will also carry out miscellaneous commissions for their clients, such as posting letters and parcels and so on. An older institution than any of the above, however, were the flower boat girls. Like the 'sew-sew' women they were more common in Hong Kong than in the other ports and were an inheritance from the old days at Canton and Macao. When I returned to the coast twelve years after the end of the Pacific War, and after an absence of almost twenty years, I was pleased to find the 'sew-sew' women, barbers, tailors, and shoemakers plying their trades as busily as ever. One of my teachers acknowledged to me, that he had written one of these themes for another person, and had received in payment a pair of new shoes.\n\nLet us now take a glance at the Inhabitants of the district. Their present number I have been unable to learn, but from what I have seen, it must be very considerable. The densest population is in the plains. To any but an eye-witness, the great number of large towns and villages which are scattered over so small a space, would appear almost incredible.\n\nThe inhabitants are mostly agricultural, but there is also a considerable trade carried on with Tun-kung, Shek-lung, Hong-kong, and Canton. Many junks may be seen entering and issuing from the harbours, and numerous fishing-boats frequent the coast.\n\nWherever it is possible, the ground is converted into paddy-fields. The agricultural produce consists chiefly of rice, ground-nuts, yams, sweet potatoes, and the different kinds of garden vegetables. In the more mountainous parts of the interior of the district, large quantities of different fruits are grown, which serve not only for their own consumption, but also supply the markets of Canton and Hongkong. The principal kinds are pine-apples, pears, oranges, plums, mangoes, with the li-chee, the long-an, and the song-hin or Chinese goose-berry. Pine-apples are extensively cultivated, especially in the neighbourhood of Pukak. Whole mountains are covered with these plants, which thus give a picturesque appearance to an otherwise barren country. They are very cheap, sometimes costing only six to eight cash each.\n\nTea is also cultivated in several places, and is generally called \"Shan-cha\"✡, mountain tea. It has rather a strong astringent taste, but is much liked by the natives, and particularly by those who are of advanced age, who consider that it promotes digestion and cools the system. The inter-organization of the villages was \"fairly comprehensive in its scope of activities. Again when the Taiping threatened in North Kiangsu in 1859, villages in five districts built walls round themselves and set up defence organizations, many of which operated on an inter-village basis. Eleven villages in Shensi had a common defence system, and while other communities were punished for not deterring the Boxers, they were spared, because they regarded the Boxers as enemies and killed them.\n\nSummary and Discussion\n\nThe relative strength of organizations based on religious ideology or using religious elements at the village level, and their contribution to community stability and integration, appear to have depended on a number of factors and their relation to each other in turn. Important among them were: the degree of social differentiation in the community; differences in kinship affiliations; differences in wealth and education; also the numerical size of the village; its relation to other communities in the area and to those living outside communities; its proximity to town centres; the general economic conditions obtaining in the area at a particular time; and to some extent the virtue and competence of locally-based officials. Such factors also helped determine which type of organization would become the most important for a community.\n\nState cults were probably more successful in their aim with villages possessing gentry members and nearer to centres of government, but would be limited in their intended effect by other interests of persons able to use them. The cults were made use of by the already influential (and usually rich) on the whole in order to realize aims connected with their roles as local leaders and members of kin-groups. They could, however, through helping to realize such personal ambitions, aid in village integration: canonization of ancestors of village leaders, especially those of lineage villages, could bring prestige to a village and give it an additional symbol of solidarity. It could also, however, lead to competition and disharmonies between influential persons when their numbers were large.",

        "content_text": "FAN LAU AND ITS FORT\n\n83\n\noverlooking various approaches in connection with the maritime defence of the Chu Kong estuary.2\n\nIn the past vessels proceeding towards Canton from northerly points used two main routes. The first was an inner route through Fat Tong Mun1 into Kowloon Bay by way of Lei Yu Mun, after which a stop was made near the present day Kowloon City. Vessels then proceeded through what is today's Hongkong harbour towards Kap Shui Mun. Continuing northwestwards, they negotiated the inner Tai Yu Shan passage towards Lung Kwu island, using for their landmark Castle Peak (1, Shing Shan) the same landmark that Sung sailors used centuries ago to pinpoint the then bustling emporium of Tuen Mun, located near its base. From then on, ships continued towards their destination, stopping either at Lin Tin or at Nam Tau with a final clearance at Fu Mun.\n\nA second approach used by vessels was to raise their landfall at Pak Tsim, Yung Hai, or at Tam Kong (see page 87 for these places), and thence to proceed through the Sam Chau Mun picking up the twin-peaked heights of Fung Wong Shan, the highest point in the Tai Yu Shan, as a navigational landmark. On this bearing, ships entered the estuary of the Chu Kong at a point below Fan Lau fort. From Fan Lau they set course for Lung Kwu, before continuing up the estuary to Fu Mun and then to Canton.\n\nThe importance of Fan Lau to the Chinese coastal defence system lies in its location athwart the entrance of the Chu Kong estuary. The headland of Fan Lau too, made an excellent navigational landmark for ships approaching the estuary.\n\nFan Lau fort\n\nThe fort is sited on high ground about 235 feet above sea level. The exterior dimensions are 155 feet by 70 feet. The stone walls vary from 3 to 7 feet in width depending on the extent to which the existing walls have crumbled (plate 7). The height of the walls also varies, being higher at the southern end facing the sea than at the northern end. The area inside the fort covers no more than 7,380 square feet (123 feet by 60 feet). The smallness of this area suggests that the structure was a small outpost fitting the description of “guard-station\" rather than \"fort\", although it appears on a map in the Kwong Tung Tung Chi as the Tai Yu Shan pao tai (*: literally \"Tai Yu Shan gun terrace\").",

Imperial resources were now strained to the limit and the paramilitary associations of the Kwangtung hinterland became an essential if volatile and unpredictable adjunct to government strategy. Contingents of gentry-organized militia contributed, with government encouragement and varying degrees of success, to the defence of Canton on several occasions and were largely responsible for the suppression of the mid-century Red Turban revolt.?\n\nThe existence of such composite militia forces raises many interesting problems. For the moment they may be subsumed under two general questions. How were these militia forces organized? Can they be related to what is known of other, enduring aspects of social organization in rural Kwangtung? These questions are central to this article, as they are to Wakeman's study of the militia movement in Kwangtung province between 1839–1861. His analysis will be discussed in conjunction with the smaller, but in some respects similar, resistance movement which sought to prevent the British occupation of Hong Kong's New Territories in 1899. However, before turning to these events, it is necessary to consider two other recent contributions to the study of Chinese society.\n\nTheoretical Considerations\n\nSkinner has suggested that \"anthropological work on Chinese society, by focussing attention almost exclusively on the village, has with few exceptions distorted the reality of the rural social structure. Insofar as the Chinese peasant can be said to live in a self-contained world, that world is not the village but the standard marketing community. The effective social field of the peasant... is delimited not by the narrow horizons of his village but rather by the boundaries of his standard marketing area.”\n\nFor present purposes the central elements of Skinner's thesis are: (i) that the patterned economic activities of a predominantly peasant and agrarian society are discernible in the spatial distribution of its markets; (ii) that the markets, in terms of their different functions, can be conceptually ordered in a hierarchy; and (iii) that the overall system of differentiated marketing activities is integrated by a series of co-ordinated periodic market schedules. Both are relevant to an understanding of the mid-nineteenth century militia movement and the resistance to British forces entering Hong Kong's New Territories at the end of the century.25 The remainder of this article will be devoted to a consideration of the two subjects.\n\nThe Mid-Nineteenth Century Militia Movement.\n\nWakeman, in his analysis of this subject, distinguishes three types of militia. The first comprised yung (勇), or braves, Yung were hired mercenaries who, when officially employed, were commanded by regular officers and tended to fight as closely supervised auxiliaries to the regular forces. Tung-kwan Hsien, Kwang-tung, had a particular reputation for producing such 'bare-sticks' and sent recruits to fight the British in both 1840 and 1899. The second type of militia were gentry-sponsored t'uan-lien (團練). They were raised at Government's request or by its authority and tended to be under close official supervision, although frequently retaining considerable independence of action in the field. The third type of militia, described by Wakeman as \"genuine t'uan-lien”, might be more appropriately termed ‘local corps'26. Although their existence may have been sanctioned or countenanced by Imperial officials, they were frequently formed on local initiative and particularly during the later years of the nineteenth century were largely independent of government control. Subsequent discussion will be principally concerned with the second and third types of militia.\n\nThe t'uan-lien which assembled at Canton in 1840 were composite organizations. They came from the counties of Nan-hai, P'an-yü, Hsiang-shan, and Hsin-an and, in theory, were created by the implementation of the hu-ch'ou-ting (戶抽丁) system. This seems unlikely as the entire force was assembled within ten days. In fact, the hu-ch'ou-ting system had been \"superimposed on preexisting local militia\"27 An example is provided by the t'uan-lien (local corps) of San-yuan-li, which were “organized under 'banners' (旗), usually inscribed with the characters 'righteous people' (義民) and the name of the particular village\n\neach of the t'uan-lien represented someone's own village. Instead, the system was adopted in the early 1880s of sending cadets to Peking where they learned Mandarin, which was little used in Hong Kong.24 Finally, in the late 1880s cadets were sent to Canton to learn Cantonese, and this arrangement continued in force until the Second World War.\n\nCadets at Canton were billeted in the former residence of the Tartar General, which was taken by Britain after the war of 1857-60 and became His Britannic Majesty's Yamen. When the Consulate was transferred to Shameen, the area of original European settlement, the Yamen was turned over as a place of residence for cadets of the Malayan and Hong Kong Civil Services learning Chinese. Some cadets also resided in Shameen. In the early 1920s, according to Victor Purcell,25 who was then a Malayan cadet, there were in Canton usually about 15 or so cadets, the majority from Malaya, but a few from Hong Kong, and one or two police probationers, who were taught Chinese by a small band of Cantonese teachers... with a core of about half a dozen stalwarts who had taught generations of cadets in the past'. Sir Alexander Grantham, who was also a cadet in the 1920s, tells us that in his day there were about half a dozen cadets living in the Yamen.26 It is clear from his memoirs that the Hong Kong Government exercised little supervision over its protégés in Canton. So long as the cadets passed their examinations—four examinations taken at six-monthly intervals—cadets had two years of glorious freedom in a very free and easy Chinese city.\n\nCadets appointed to the Hong Kong Civil Service, or transferred from other colonial territories in Asia, had much in common. All were British subjects of pure European descent and all entered the Colonial Service at approximately the same age. They were educated at fee-paying schools, but most had their schooling at minor public and obscure private schools, not listed in the Public Schools Yearbook: only one Etonian, one Wykehamist, two Rugbeians and two Harrovians are to be found among the eighty-five. The majority proceeded to the universities of Oxford and Cambridge but a substantial contingent—over 30 per cent—came from universities in Scotland and Ireland; only a handful—nine in all—were from London or English provincial universities.27 A few—Cecil Clementi, R. F. Johnston, J. H. Stewart Lockhart, F. H. May and A. M. Thomson28—had outstanding academic records; yet even the rest were above average.",

        "content_text": "J\n\nHONG KONG CADETS, 1862 - 1941\n\n45\n\nThe recruitment of cadets changed the nature of administration in early colonial Hong Kong. The cadets were professionals, unlike the earlier officials who were a mixed lot from variegated backgrounds. They spent their working lives—20 to 30 years on average—in one or other of the Eastern colonies, for some of course transferred from, or to, Hong Kong. Since their profession was administration, and the government of Hong Kong was mainly a matter in those days of running a municipality—between 1886 and 1939 only four new departments were established, the District Office New Territories after 1899, the Kowloon-Canton Railway in 1906, and air services and broadcasting in 1929—they soon introduced routines and procedures, organised the files, and set the administrative machine into grooves, along which it ran, on the whole, smoothly and uneventfully for many years. Several governors evinced surprise at the little work they were called upon to do, for ways of doing things had soon become fixed and immutable, and colonial officials were reluctant to change well-tried methods. Sir George Bowen, Governor 1883-1885, declared that the routine and absolutely necessary work of Hong Kong administration \"seemed to me from the first to be much lighter than that of any Crown Colony which I had previously governed\";40 and Sir Frederick Lugard, Governor 1907-1912, of the same opinion, was amused by the bland efficiency and meticulousness of his able Colonial Secretary, Francis May. In Lugard's day, as Margery Perham writes, the officials \"were certainly efficient; the place was small and administration was conducted according to a system which had been seventy years in the making\". Of course, before 1941, most of the problems dealt with by administrators in Hong Kong tended to be workaday ones, and dramatic solutions were hardly called for until the post-1945 period, when massive immigration changed the face of things.\n\nWith regard to administration, then, Sir Hercules Robinson's scheme had worked. It also produced results in another respect, interpretation. Eitel wrote in 1878: \"There are now very few departments where there is not someone who can read a Chinese petition for himself and efficiently check the oral interpretation of the native clerks acting as interpreter. The Coroner's Courts, the Registration Office, and Chinese Protectorate, even the Colonial Secretary's Office, are well provided with a sufficient check on...",

        "content_text": "CHINESE ELITE IN HONG KONG\n\nTiuchau merchant, Ko Mun Wo\n\n93\n\nalias Ko Cho Heung\n\nof the Yuen Fat Hong. He was the founder of the firm which established itself in Hong Kong about 1858 and developed an extensive business in the importation of rice from Siam. It soon became one of the wealthiest Chinese firms. In 1881, Ko Mun Wo was the sixteenth highest rate payer, and when he died the year following, the value of his estate was estimated at $163,000. After his death the business was continued by his four sons.\n\nTang Pak Yeung\n\n16\n\nalias Tang Kam Chi was the youngest member of the first Tung Wah Hospital Committee. He was a merchant in the chartering firm of Kwong Lei Yuen. He had received an English language education. He was not a large property owner, nor does his name appear in other lists of the elite.\n\nTHE COMPRADORES GROUP\n\nThe compradores were an important new class which arose in the nineteenth century in the port cities of China. A recent study by Yen-p'ing Hao entitled The Comprador in Nineteenth Century China, Bridge between East and West (Cambridge, Mass., 1970) shows how influential this group became in providing capital for the introduction of modern forms of communication, industry, mining, banking and journalism in the late Ch'ing Dynasty. The origin of the compradore system is in the Co-Hong organization through which China channelled all trade with foreigners before the opening of the Treaty ports in 1843. The compradores were recruited from the Canton and Macao area. A large majority of the most influential compradore families were from the Heung Shan District near Macao. When the foreign firms came to Hong Kong they brought with them their compradores. As trade increased on the China coast, the compradores were provided with an opportunity to accumulate considerable capital. This they invested in real estate and in Chinese commercial firms.\n\nThe late Ch'ing Dynasty was often in financial difficulties. But Chinese on Hong Kong Island, like their fellow countrymen in Hsin-an hsien (a county which then comprised the future British Kowloon Peninsula and New Territories) formed a socially well-organised community, knit together by ties of family and kinship and involved, apart from the boat people, in wider forms of social organisation such as the clan and the lineage3. They were constrained by the type of in-built social controls found typically in any rural Chinese community. On the other hand, immigrant Chinese arriving after 1842, who came mostly from Canton and the delta counties, formed a purely urban population, lacking roots and sentiments of belonging: they had necessarily few attachments at first to their new area of residence. Congregated in the mushrooming city of Victoria and soon outnumbering the old, established Chinese population of the island, they were not subject to any in-built system of social control. The new population of urban Chinese from Kwangtung Province, like newly arrived Europeans, were faced with the problem of maintaining public order and protecting their families and properties. The better-off Chinese merchants and traders were soon compelled to employ their own guards and some householders and shopkeepers engaged their own street watchmen, either paid for by the individual householder or collectively by subscription.\n\nBy the 1850s Hong Kong Chinese had developed not only their own associations, such as Kaifong, but even a rudimentary system of self-government, if the evidence is to be believed. A note in the China Review claims, for example, that in 1851 the shopkeepers of Sheung Wan (i.e., the area of the Chinese 'Bazaar', west of the European central district) 'repaired the Man-mo Temple, elected a Committee, and therein afterwards decided all cases of any public interest5'. The same writer also claims that in 1857 'the U-lan-shing-ui (a sworn mutual aid association) united Tai-ping-shan, Sai-ying-pun, Sheung-wan and Chung-wan under one public committee, and these four districts were called the Sz-wan or four circuits'. Eitel states (but cites no authority) that around 1851 the Committee of the Man Mo Temple 'now rose into eminence as a sort of unrecognised and unofficial local-government board (principally made up by Nampak-hong or export merchants). Such evidence is not conclusive, but it seems plausible to assume that by the 1860s Chinese in Hong Kong had acquired some experience in managing their own affairs typical behaviour in other Overseas Chinese settlements and had acted with some secrecy so as not to alarm the colonial authorities. \n\nWhat was, in effect, the first District Watch Committee was formed after a meeting of the Chinese community held on 1 February, 1866. Presumably this was a meeting of the Kaifong leaders, the more prosperous shopkeepers and merchants. According to the Registrar General's Report for 1867, after much discussion, the Community of the Five Districts to the west of the Parade Ground, agreed to elect a certain number of their body to act as Watchmen, whose pay should be disbursed by themselves and be collected by men especially appointed for the purpose'. It appears they agreed among themselves to send a petition to government asking for permission to organise a force of Chinese watchmen. In this petition they claimed a rumour had reached them that the roughs of Canton intended to celebrate the approach of the Chinese New Year by making a descent upon Hong Kong 'with the object of committing extensive robberies under cover of a conflagration'. Their intention, they wrote, was to protect their families and aid the police. \n\nThe rumour of a possible criminal foray from Canton was treated with some scepticism by government officials, but the suggestion of a district watchmen force, organised and paid for by the Chinese themselves was readily accepted by the Governor, Sir Richard MacDonnell, and became embodied in the Victoria Registration Ordinance, No. 7 of 1866. As Norton Kyshe affirms : 'This may be taken as the origin of the system now known as \"District Watchmen”. \n\nIt seems reasonable to infer that the Chinese notables present at this meeting used the rumour of a foray from Canton to camouflage their real desire — their own Chinese police force. High government officials, such as the Secretary for Chinese Affairs and the Colonial Secretary, were likely to meet this cluster of Chinese constantly, if not at formal meetings, then socially, ceremonially, ritually. It follows that before the war Hong Kong had an oligarchical political structure in that a small number of entrenched and established Chinese shared political control over a largely immigrant and migratory population together with a small number of officials and taipans.\n\nThe pre-war European community in Hong Kong had no official committees of its own, although Europeans tended to predominate on certain committees such as the Labour Advisory Board and the Licensing Board60. Thus Europeans lacked the equivalent of the eleven officially recognised all-Chinese committees, the names of which were enshrined annually in the Civil Service List. The government felt no need either to sponsor or promote a system of counter-balancing European committees because of course the administration was controlled at the top by European colonial civil servants and only a few thousand Europeans were resident in Hong Kong.\n\nBut it is of some significance that in the face of growing Chinese working-class intransigence in the 1920s, illustrated by the spate of strikes, beginning with the mechanics' strike of 1920 (the first major industrial strike in Hong Kong) and culminating with the great strike and boycott of 1925-26, Europeans set up their own 'district' associations. The Kowloon Residents' Association was formed in 1922 and the Peak dwellers, the leading European residents, formed theirs a little later in the same year like the European residents on Cheung Chau, a favourite summer station with missionaries; and in 1925 the Mid Levels residents also formed an association. None, understandably, was given statutory or official recognition by government. Such associations were unnecessary for the District Watch Committee was hyper-active during these turbulent years and as keen to protect the European minority and thus help sustain the economy as were Europeans themselves. In recent years reports on the military situation in various areas have been continuous. Foreign affairs involve many subjects. After foreign envoys start residing at the capital if there is no one in sole charge of these matters giving their full attention to handling them then their management will be dilatory, and it will be impossible to co-ordinate policy. We request that a tsung-li ke-kuo shih-wu ya-men [office for the general management of the affairs of the various countries] be established with a minister of princely rank in charge of it. Since the Grand Councillors are responsible for drafting imperial edicts we fear that if they are not concurrently in charge of its affairs there will be discrepancies. We request that they all serve concurrently as officials [of the Tsungli Yamen]. Also we request that an office be provided in order to facilitate the transaction of business, and at the same time for receiving envoys of the various countries. As regards the staff to be established we suggest that eight men should be selected from the Manchu and eight from the Chinese who are presently serving as secretaries of the Grand Secretariat, the Six Boards, the Court of Colonial Affairs and the Grand Council. They should serve in rotation. All matters should be dealt with by the same procedure as in the Grand Council in order to specify responsibilities. As soon as military operations come to an end and affairs concerning the various countries become more simple it will be abolished, and its functions will revert to the Grand Council as before so as to tally with the old system.\n\n2.         "content_text": "56\n\nHENRY JAMES LETHBRIDGE\n\nIn 1878, after success in the competitive examination held by the Civil Service Commissioners in London, he was appointed a Hong Kong cadet by the Secretary of State for the Colonies. He had wished to join, like his friend E.D.H. Fraser,3 the Indian Civil Service but his address to the Civil Service Commissioners for service in India had been turned down. Lockhart was the eighth cadet officer appointed to Hong Kong after the introduction of Hong Kong cadetships by Sir Richard MacDonnell in 1861. Sir Richard had been concerned to recruit young men from Britain who would train to become interpreters, for there was a great need for such persons in the Hong Kong public service at that time. But Sir Richard's scheme was not, properly speaking, an innovation since it was closely modelled on the system devised in 1854 for supplying interpreters to the Consular Service in China. The practice in Hong Kong was for a successful cadet, who had to be between the age of 20 and 23 on the first day of his examination, to remain in Britain for one year after appointment, during which time he was required to begin learning Chinese and to attend a class for students at King's College, London, held by the Professor of Chinese at that institution. The cadet was also employed for some hours daily at the Colonial Office in the work of the Department. At the end of his year's study the cadet was examined in Chinese, and the confirmation of his appointment depended upon both his passing a satisfactory examination and on the performance of his duties in the Office. Lockhart appears to have had no difficulties in meeting these requirements.\n\nIt seems likely that the European public in Hong Kong first knew of Lockhart when they saw a notification from the Colonial Secretary, W.H. Marsh, in the Government Gazette of 1879 which simply stated: 'It is hereby notified that James Haldane Stewart Lockhart, Esq., has been appointed by Her Majesty's Secretary of State for the Colonies, to be a Cadet in the Hong Kong Civil Service, and that he reported his arrival in the Colony on Tuesday, the 18th November, 1879.' Lockhart had set out from England by P. and O. steamer some time in September 1879; and, as was the form, immediately reported his arrival in Hong Kong to the Colonial Secretary. On the 16th Lockhart accompanied by the Director of Public Works left for Mirs Bay and proceeded to delimit the boundaries of the New Territory, which were fixed along a line joining the heads of Deep Bay and Mirs Bay, following the Sham Chun River for most of its course. Lockhart had urged the inclusion of Sham Chun and its valley but this was rejected later by the Chinese authorities.\n\nOn 1 April Lockhart and a party sent by the Public Works Department to erect the posts on the boundaries settled upon were stopped by villagers and informed that if they attempted to get on with their work they would be killed. Understandably, the party withdrew to Hong Kong. At the same time, Wei Yuk# 1 an unofficial member of the Legislative Council, procured a copy of a placard that was being posted up in many villages and market towns; the translation revealed that people in the New Territories were being urged to drill with firearms. This was the first sign that the occupation of the New Territories was not likely to occur without incident.\n\nThe Governor, Sir William Blake, accompanied by his Colonial Secretary, Lockhart, hastened forthwith to interview the Viceroy at Canton and they secured from him a promise of co-operation and the sending of Chinese troops to protect the two matsheds at Taipo that were being erected for the occupancy of police and officials from Hong Kong. On 3 April, however, F.H. May, Captain Superintendent of Police, and his small party of Sikhs and Chinese guards were set upon by 'villagers', the matsheds burned to the ground, and the group forced to retreat to Kowloon. The Governor immediately despatched troops by motor torpedo boat destroyer to Taipo. The troops were accompanied by Lockhart, of whom the commanding officer later said: 'I have to record my sense of the tact and judgment displayed by Mr. Stewart Lockhart in eliciting information most unwillingly given; and the interpreter whom he brought with him was simply invaluable owing to his proficiency in both English and Chinese and his knowledge of the system of dealing with the natives.' The interpreter was Ts'oi Yeuk-shan, First Chinese Clerk in the Registrar General's Department, a former pupil at Queen's College. OF HONG KONG, 1963\n\n197\n\nto the problem of ensuring law and order by means of administra-tive, legal, and police measures which in effect left people as much as possible to their own devices. But however much an adminis-tration may seek to preserve traditional institutions and modes of behaviour and very superficially the pre-war New Territories Administration resembled a Chinese form of Government—it inevitably produces some changes which spring from the framework of its own rules. One change immediately brought about in the New Territories was the removal of political and economic power from certain clans, mainly in the west, which, under the Chinese regime, had exercised control over considerable areas by virtue of their access to the government and their tax privileges. More fun-damentally, however, the new regime set into decline a system of local leadership which had hitherto rested on principles inherent in imperial Chinese society.\n\n13. At the edge of China the county of San On (about three-fifths of which became the New Territories in 1898) was not remarkable for producing scholars, but, as an integral part of the Empire, it sent its men into the examinations and, as a result, furnished the country with some administrators. I have not yet had the oppor-tunity of checking the examination quotas operating at the end of the century, but at its beginning—I do not have the source by me as I write there was a quota of eight graduates at each three-yearly examination at Canton for San On, and an additional quota of two for the county's Hakka population. (In the last decades of the Empire, moreover, the sale of examination equivalents was very common; the number of titled scholars in San On was therefore likely to be considerably greater than that suggested by examination quotas). According to Lockhart, who surveyed the New Territories in 1898, there were about 150 sau ts'oi* in the county. See J.W. Hayes, \"The Pattern of Life in the New Territories in 1898', Journal of the Hong Kong Branch of the Royal Asiatic Society, Vol. 2, 1962, p. 11. Those who studied for the examinations were com-paratively few, and they were almost certainly members of clans, and families within these clans, which, by reason of their riches and connexions, were in a privileged position. The plan seems to have enjoyed some vogue in the Ming dynasty, but the early Ch'ing rulers took over the term to give it a new meaning: 'hsiang-yüeh' became a public lecture system by means of which the masses were to be indoctrinated with the political ethics of Confucianism. Yet by the nineteenth century 'hsiang-yüeh' had once again undergone a transformation, a lecture system developing into a framework of state control to the point where 'hsiang-yüeh' was sometimes taken to be synonymous with 'pao-chia' and 'li-chia', the state organisations for security and taxation. On the other hand, a contrary process of evolution was also at work moving ‘hsiang-yüeh' back towards the kind of self-government which had been originally conceived under its name. It is on record that in places in Kwangtung the heads of 'hsiang-yüeh' assumed roles of local leadership in such a way as to take command of local affairs. In addition, 'hsiang-yüeh' were used as a setting for organising ‘regiment and drill corps' ('t'uan-lien') for local defence, and it is an interesting speculation that just as the 'ke yüeh hsiang-yung', the village braves of the several yeuk, rallied to the defence of Canton against the British in 1842, so we might find on closer inspection that some of the armed resistance to the first British in the New Territories was bound up with the Ts'at Yeuk and other yeuk-complexes. (There are of course many sources, both Western and Chinese, for the history of 'hsiang-yüeh'. The best and most convenient is Hsiao Kung-chuan, Rural China, Imperial Control in the Nineteenth Century, Seattle, 1960, pp. 184, 205).\n\n28. My tentative view of the matter is that, while early Ch'ing policy may have popularised the term heung yeuk in the course of spreading the public lecture system, at the time we are concerned with, at least in our part of Kwangtung, yeuk were looked upon by the people who engaged in them as instruments of local control independent of state supervision. They might be used for treating with the state, as seems to have been the case especially with the three yeuk-complexes oriented to Kowloon City, and might have allied themselves with officialdom in the face of banditry or attack by outsiders, but they were far removed from being mere instruments of state control. Liang Ch'i-ch'ao, whose home was in an area of Kwangtung which may be regarded as being in many ways comparable to San On, laid stress on the heung yeuk as a basis for a high degree of local independence and self-government in his",

Early British reports on the New Territories speak not only of yeuk but also of tung, ‘cave', a term which in some contexts may be translated as a valley. When the social history of the New Territories comes to be written the significance of the groupings going under the names of heung, yeuk, and tung will need to be carefully gone into. For the moment, confining ourselves to the data, such as they are, on yeuk, let us consider the kinds of leadership which were implied in the old system of inter-village relationship. Rich and powerful clans, of which the Tang were a supreme example, were—the paradox is superficial—so tightly connected with officialdom that they could act independently of it and use their power to dominate their neighbours. (In one account I received of the founding of the Tai Po new market the ability of the Man to establish a rival to the Tang market was attributed to the 'pull' they were able to exercise, through a high Man official, at Canton. There was a limit to the influence which any one clan or clan grouping could exert on the state, for officialdom played off one local power centre against another). But dominance could be expressed in some contexts as leadership, for up to a point weaker communities were content to be guided and instructed by stronger, making use of their favours vis-à-vis officialdom, looking to them for protection against other strong communities, and submitting their disputes to them for mediation. (The Man of Tai Hang got themselves into this position of leadership; they had something to offer to the other six yeuk). Past a certain point, however, dominance became oppression, and then the weaker communities might band themselves together. The leaders of such unions (except when, as in the case of the Ts'at Yeuk, a relatively powerful clan took a hand) were not gentlemen but country people (farmers and small business men) whose claims to prominence rested on their economic substance and ability as organisers and spokesmen.",

Some of them had even succeeded in evading their head taxes through connections with the official leaders there. Thus, it was not surprising that the Kwaan in Lung-tsai She were eager to keep their separate identity by maintaining residential segregation from the Wong and the Tang while attending the annual Spring and Autumn Rites at the Kwong-ue Ancestral Hall in Che-hom. They only co-operated with the Wong and the Tang in projects of immediate concern such as irrigation and defence, since they were numerically a minority in Ts'ung-long Heung.\n\nThe study of the centrifugal forces of the headquarters of higher-order and dispersed lineages on multi-surname villages in South China has been largely neglected by scholars in the field. G. W. Skinner, in his article \"Marketing and Social Structure in Rural China\" Journal of Asian Studies, XXIV (1964-5 pp. 36-40) asserts that once segments of a lineage had moved away from the parent settlement and were attending different standard market towns, they would lose their connections with one another. The case of Lung-tsai She discussed in this paper tends to refute this argument. Despite geographical separation, the Kwaan in this village was economically, administratively and ritually still an integral part of the Kwaan lineage of T'oh-fuk until at least 1949.\n\nIn Taiwan and other parts of China, where lineages were weaker, members of multi-surname villages not only had more intra-village ties, they also had more contact with and reliance on affinal and maternal kin outside the village. Intra-village quarrels were as likely to be along class lines as along lineage lines. Village temples had much more educational, economic, administrative as well as relief functions than were the case in multi-surname villages in South China.\n\nNOTES\n\n1 Hoi-p'ing County is one hundred and four miles (290 li) southwest of Canton. Heung (Mandarin: Hsiang) was an administrative unit above the Ts'uen (: village) but below the District. There were one hundred and three Heung in Hoi-p'ing, each administered by a Heung Office since 1930. All names in this paper are in Cantonese, following the Meyer-Wempe system of transliteration.",

        "content_text": "NOTES AND QUERIES\n\n203\n\nor as it was known prior to 1587, Sham Tin (), was the recognized source of all branches and sub-branches of the Tangs. This clan, which eventually settled and dominated large sections of San On (**) and Tung Kwun () counties of the Canton prefecture, established Kam Tin as the \"administrative center\" of the unofficial government of the Yuen Long Tung(A).\n\n2. To be more precise, Kam Tin can be regarded as the heung ha (F) of the male agnatic descendants of the first, third and fourth fong \"hived off\" the central trunk originating with TANG Hung-yi (**—more below).\n\n3. It is not surprising, then, that the researcher finds himself confronted with a long and rich social history consisting of a corpus of written and oral tales. Nor is it surprising that, in attempting to bring to, or impose on this corpus an “alien” order, the researcher finds himself grappling with a number of theoretical problems which question the very foundations of Chinese anthropology and local history. I will illustrate this last point with an example.\n\n4. The very notion \"clan\" has been, and to a large extent still is, defined with reference to a \"founding ancestor\" (hoi chuk cho (M **)). That is, a clan is treated as a corporate group whose membership is regulated by the fact of agnatic descent from a \"common founding ancestor.\" Maurice Freedman, whose early works tend to confirm this basic assumption, departs from this view in his 1966 volume on lineages entitled Chinese Lineage and Society: Fukien and Kwangtung. In this work, he stresses joint ownership of a common estate, rather than “demonstrated descent,” as the defining characteristic of \"higher-order\" lineages, Freedman's new term for the older, more established (hence vague) term “clan”. \"The difference,\" he writes \"between a system of physically dispersed segments of a single corporation and a network of historically—or at any rate genealogically-related but independent lineages turns upon the maintenance of common property and the ritual obligations and privileges entailed in that property.\"* According to Freedman, both corporate lineages and \"non-corporate\" clans exist in China, and demonstrated descent from a single, common founding ancestor is crucial to neither.\n\n5. This was largely because a tradition-bound and conservative bureaucracy, loosely ruled from Peking, was reluctant to allow contact with outsiders except within the long established tributary relationship by which the \"middle kingdom\" dealt with foreigners.\n\nProfessor Graham uses mainly western (and almost completely British) sources in his research. His extensive use of Foreign Office, Colonial Office, Admiralty and Indian Office Records in London and New Delhi has given him the expertise with which to assess British policymaking and the multifarious problems arising in its implementation in the imperial period of the nineteenth century. He uses private papers to complement official sources, delving into such well known collections as those left by the \"actors\" of the story, among them Palmerston, Wellington, Russell, Pottinger, Aberdeen, James Matheson, William Jardine. And he does not neglect the less well known diaries and journals left by common seamen and admirals who were participants in the action of the book.\n\nThe purpose, then, as the author admits, is to see the conflict between China and the west \"through European eyes” (p. viii). But here the author is rather modest for he does make excellent use of the best available translated sources to attempt to understand the conflicts from Chinese views.\n\nThe chapters are roughly chronological, beginning with a discussion of the Canton \"system\" of trade in tea, silk, opium and silver, and tracing the \"campaigns\" of the naval skirmishes in 1839-41 and 1856-60. Inserted, at appropriate places, are chapters on the founding of Hong Kong as a colony, the problems of administration and command in the Royal Navy (the China Station was not actually established until a division of the East Indies Station occurred in 1844), and the impact of the Crimean War, Russia and the Indian Mutiny upon events in China.\n\nIt is curious that rather limited naval skirmishes leading to consular treaties should be denominated by historians as “wars”. Professor Graham defines three separate Anglo-Chinese Wars, viz. 1839-41 (\"the Opium War\"), 1856-58, and 1860. These limited campaigns were found necessary, according to the preponderant British view, because Chinese officialdom was largely ignorant of western armed strength and must be shown by a demonstration of",

        "content_text": "PRESIDENT'S REPORT FOR 1981\n\n1\n\nI am pleased to report, tonight, on your Society's activities over the last year: on our lectures, expeditions, publications and other projects, and on membership. I start with the lecture programme.\n\nLectures to the Society\n\nLectures during the year covered topics concerned with Chinese natural science, law, culture and society, and history, most of the material presented being based on original, sometime on-going, research, and the emphasis this time being on Hong Kong itself. We opened, however, with a film and short talk from Mrs. Peggy Craig on the culture and people of Rajasthan. This was in connexion with tours Mrs. Craig was arranging to Rajasthan later in the year. In May, a talk was given by Professor Ho Peng Yoke, who was a physicist at one time working with Joseph Needham on his Science and Civilization in China, and who had recently taken up the Chair in Chinese at the University of Hong Kong. He spoke on science and technology in ancient China.\n\nIn June Professor Allyn Rickett spoke on Chinese law and thought. Professor Rickett is in charge of Chinese Studies in the University of Pennsylvania and in the \"fifties had the dubious participant-observation experience of being caught up in the penal system of China when, while engaged in research, he was arrested and imprisoned for four years. Miss Barbara Ward, an old friend of the Society, spoke in November on the \"real\" boat people, the Tanka fisherfolk, whose way of life — literally on their boats as a floating population — is rapidly disappearing as they are becoming housed ashore. Also in November we welcomed Miss Betty Wei Peh T'i, whom many of you will know from her column \"Sweet and Sour\" in the South China Morning Post. Miss Wei, who had just completed her dissertation on Juan Yuan, Governor-General at Canton (1817-1826), spoke on her researches into his work.\n\nIn January Dr. Mary Turnbull, who has lectured to us several times, spoke on Clementi, one-time Governor of Hong Kong, and his relation to the Chinese revolution. Dr. Turnbull is with the History Department of Hong Kong University. In February Dr. John Young of the Extramural Department of Hong Kong University (Hong Kong U was well represented this year) gave us a second lecture.         "content_text": "ANOTHER LOOK AT LAND AND LINEAGE IN THE N.T. c. 1900\n\n33\n\nmigrating for a time. What makes this picture plausible is that it accords well with the findings of C. K. Yang for a village located near to the city of Canton. The Pat Heung region did not have the population pressure upon arable land that helped shape the tenure system of Yang's village; but there was a common factor of clan ownership which immediately removed a large proportion of the land from the possibility of private ownership and also made tenancy, at a substantial rate, inevitable. My findings so far are also generally consistent with John Brim's reconstruction of the tenure system in the Yuen Long region as a whole.\n\nI have identified 44 persons or households as non-corporate owners of lands amounting to over 3 acres each. The largest of these large owners owned over 50 acres, quite sizeable by New Territories standards. Another held 25 acres. All others owned less than 20 acres, the usual amounts being between 3 and 10 acres each. Parenthetically, let me say that I am well aware of the limitations of the Block Crown Lease Schedules as a research tool, including their possible inaccuracies in owner registration, and I have, I hope, maintained an open mind to the possibility that the picture may have been somewhat different from what I now see. Although some of these large owners might be classed as absentee owners for some of their lands were quite distant from their homes, there was very little absentee-owned land of this kind. And there was no urban Hong Kong or even market town (that is, Yuen Long) ownership registered for lands in this region.\n\nA small proportion of the lands of the region were subject to mortgages. Most often these were of the customary type referred to above, in which the lender takes over the land and its income throughout the life of the loan, acquiring his compensation for the loan from the land proceeds rather than from interest, which is not paid. There were, however, some interest loans, although I could not discern any patterns in the use of one type of mortgage or the other. Those lending and those borrowing were in all kinds of relationship to each other. That is, they might or might not be of the same village and surname; they might often be major owners lending to individuals or else to their own clans (in which case the major owner in question might also be a trustee of that clan); they might be clans lending to persons of the same surname or a different surname; or one clan might mortgage its property to another clan. In some cases, major landowners, some of whose lands were distant from their homes, were registered as mortgage holders on other lands away from their home territories.",

SMITH\n\n### Introduction\n\nThe events leading up to the passage by the Legislative Council of Hong Kong of Ordinance No. 1 of 1923, entitled, “An Ordinance to Regulate Certain Forms of Domestic Service\" interested me as an historian of the Hong Kong Protestant Church. It was the first time Chinese Christians in Hong Kong had worked as a group on a social question. Previously individual Christians had written or spoken about public issues, but the organisation of the Anti Mui Tsai Society in 1921 was the first major effort of a large body of Chinese Christians to campaign for social change. Of added interest was the enlistment of the labour unions to support its efforts and the active part women took in the campaign.\n\nDr. Sun Yat-sen in planning the Revolution of 1911 had received the support of secret societies and other groups whose members were from the labouring class. After the revolution some of these elements began to organise as modern labour unions. In the 1920's their desire to express themselves, gain benefits and be recognised as a political force was strengthened by the success of the Russian revolution. Communist organisers were particularly active in Canton. In February-March 1922, the Seamen's Union conducted a successful strike in Hong Kong.\n\nAt the same time that labour was asserting itself, there were efforts by women to change their traditional status in Chinese society. One of the features of the fight against the practice of buying domestic servants was the support given by the Chinese members of the recently organised YWCA under the leadership of Mrs. Ma Ying-piu. The mui tsai question involved the misuse of young girls and the conduct of their mistresses. It was to be expected, therefore, it would attract the concern of enlightened women. Other than the organisation of the wives of the Directors of the Po Leung Kuk (Society for the Protection of Women and Girls) as a committee to visit the Society's Home and check on its management, there was no active participation by women on the side of those who wished to preserve the system.\n\n### I\n\nPage 105\nPage 106",

        "content_text": "92\n\nCARL T SMITH\n\nThe establishment of the Chinese Republic in 1911 brought with it a group of leaders who held liberal ideas on social issues. A disproportionate number of these were Christians or had been trained in Christian schools. There were numerous connections between these officials in the Canton Southern Government of Dr. Sun and the Christians in Hong Kong.\n\nAnother facet of the events described in this paper is the clumsy manner in which the Colonial Office and the Hong Kong Government dealt with the problem once it was publicised. They had been quite content to tolerate the custom throughout the years, although some administrators were aware of the abuses inherent in the system. When questions were raised in Hong Kong and England about the system they immediately assumed a defensive stand.\n\nThe Colonial Office depended on information supplied to it by the Hong Kong Government. The local administration in turn relied heavily on the opinions of those \"respectable\" Chinese whom it recruited as its advisers. Then as now, these were the wealthy merchants, landowners and professionals. They did not represent the masses of the people. Their role as leaders of the Chinese community, however, was seldom challenged by the silent majority. It was a surprise to them and to the Government when an aggressive opposition suddenly emerged. This opposition was also led by \"respectable\" Chinese, some of whom were wealthy, some of the middle class, but practically all Protestant Christians who were motivated by the moral values of their faith and by enlightened ideas of the age.\n\nTheir activity did not ingratiate them to Government. A daughter of one of the leaders of the Anti Mui Tsai Society told me her father always felt Government continued to hold his position in the Society against him for many years.\n\nThe Mui Tsai System\n\nThe purchase of girls for domestic service was a long-standing Chinese custom. The children who were bought and thus became a part of the household were given the familiar name \"little sister\", mui tsai. However their lot was not always as pleasant as their name. Much depended on the kindness of the master or more especially the mistress. As very young children their duties were to run errands, fetch articles, pick up dropped fans, etc., or they might be placed under other servants to perform household tasks. An unusual feature was a group of interested Chinese ladies.\n\nThe Chairman, Mr. Lau, listed a number of questions that had been put by various individuals. He and Mr. Ho Fook put the following before the meeting:\n\n1. Is it a fact that servant girls are brought up for prostitution? 2. Are servant girls slaves?\n\n3. Are servant girls kept for the sexual purposes of their masters, who, when tired of them, sell them?\n\n4. Has the Chinese Government passed any law to abolish the practice of keeping servant girls?\n\n5. Can owners of servant girls ill-treat them as they please?\n\nThe Chairman proceeded to comment on the questions. The first concerned purchase of girls, to be trained as prostitutes. A distinction should be made between two kinds of purchasers of girls; one bought them for domestic service, the other for prostitution. The first group are respectable people who are jealous of their good name and do not wish to be linked with those who purchase girls for prostitution. As to mui tsai being slaves, slavery does not exist in China, furthermore these girls have never been regarded as slaves by the Chinese.\n\nThe speaker put forth the thesis that there are safeguards in the system to prevent the girls being sexually exploited. Parents are allowed to visit them periodically and thus would know if the child had been misused. If a master wishes to take his servant girl as concubine he must obtain the consent of his wife, the girl and her parents. If the girl had been seduced by her master and then married out, and the husband of the girl finds out her virginity has been taken by her former master, the old master would lose face before his relatives and friends, to say nothing of the views of his wife and concubines. Some masters secretly took on a servant girl as a concubine setting her up in her own establishment and later recognizing any children she bore as legal heirs. In other cases when the wife discovered what had happened, she often made it so miserable for her husband that he was forced to return the girl to her parents accompanied by a liberal bribe for silence.\n\nThe only attempt of the Chinese Government to abolish the system was an effort by the Canton Commissioner of Police Chan King-wa soon after the establishment of the Republic.         "content_text": "The Chinese Church, Labour and elites and the Mui Tsai question in the 1920's 99\n\nabuses, why, he asked, had the question never been raised by officials of the Government Cadet system who had studied Chinese language, manners and customs in Canton. \"Surely these men's experience and knowledge of the system is not inferior to those of Mrs. Haselwood.\"\n\nMr. Ho suggested the Chinese organize a society among themselves to deal with any problems there might be in the system, \"why cannot we Chinese take up the matter ourselves by forming a society with a strong committee of management for purpose of enlightening and educating the masses in their duty towards the servant girls, and securing proper power to prosecute the cases of cruel treatment of these girls?”\n\nSome passion was injected into the meeting when after Mr. Pun Yat-ki vividly described three cases in which cruel punishment was inflicted on servant girls, Mr. Ho Kom-tong, the brother of Ho Fook and Ho Tung, excitedly shouted that Mr. Pun and his informant should be charged with accessory to the crime for not reporting the offending master to the authorities.\n\nHis remarks brought both loud applause and vehement cries of protest. Mr. Chung Wen-sang arose to appeal to the meeting \"to stop these unpleasant disputes\".\n\nDr. Yeung Shiu-chuen was the main speaker for those who advocated abolition of the mui tsai system. He contended that persons who commiserated with the girls who came into their households were \"rare mortals\". Girls were always badly treated, and the Po Leung Kuk and Secretary for Chinese Affairs had little influence in alleviating their condition. To claim that there were no complaints was a failure to understand the pressures under which the girls lived, for \"many had been wronged by their masters but had not the courage to lodge complaints with the authorities, under the impression that if this were discovered, their lives would be made even more unpleasant.\"\n\nRather than attempt to counteract the accusation the English had brought against the system and regard them as a slur on the Chinese people, the problem should be honestly faced. It should be admitted that it would cause the degeneration of the Chinese as a race, for \"how could servant girls be expected to train their children properly since they had been denied education and proper treatment.\"\n\nDr. Yeung pleaded \"in the interest of humanity, the prestige of China and posterity, and also to keep pace with the advancement of civilization\" that the meeting take steps to secure the emancipation of servant girls and to put them on an equal footing with others.",

        "content_text": "102\n\nCARL T SMITH\n\nlittle girls of tender age living amongst strangers and in where to them is a strange country, no denial of succour is possible without outraging our feelings of humanity.\"\n\nInstructions from Colonial Office to Hong Kong Government\n\nIn March 1922 it was announced in the House of Commons by Mr. Winston Churchill, Secretary of State for the Colonies, that the Government of Hong Kong had been instructed by the Colonial Office to consult with both the Prevention Society and the Anti Mui Tsai Society in order to draw up a scheme for abolition.\n\nAlready the Secretary for Chinese Affairs in Hong Kong had been in consultation with the Secretaries of the two societies and both groups were in the process of selecting seven of their members to consult with him.\n\nCanton had forged ahead of Hong Kong, for the same issue of the paper which carried Mr. Churchill's remarks reported an item from the Canton Times that the President of the Southern Government had issued a proclamation abolishing the mui tsai system. The Women's Union of Kwangtung were ready to establish an industrial institution to train them.\n\nNews of progress toward abolition both in Hong Kong and Canton produced an air of elation at the first annual general meeting of the Anti Mui tsai Society held on March 26, 1922, at the Chinese YMCA. Mr. J. M. (Joseph Mau-lam) Wong, an Anglican and compradore of Messrs A. S. Watson and Co., presided. On the platform were members of the Executive Committee. These included Mrs. Ma Ying-piu (1872-1957), wife of the founder of the Sincere Co., member of St. Stephen's Anglican Church and a founder of the YWCA.\n\nThe Society had invited Mr. Hui Chien, the President of the Supreme Court of Canton and a member of the Society, to address the meeting. At the last minute he was unable to attend but sent to represent him two associates from Canton. One of them read the remarks he had intended to give to the meeting. In these he observed that the Southern Government at Canton had taken steps to abolish the system, but it would find it much easier to do so if Hong Kong also moved in this direction.\n\nSince its formation the Society had vigorously promoted its cause both in Hong Kong, China and in Great Britain.         "content_text": "JUAN YÜAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826 123\n\ncome about by which most of the Shui-sheung-yan under the age of 35 now have the choices which ability to read and write gives.\n\nHow important a part is education of the F.M.O.'s activity? Its official report rather downplays it - a neat little diagram in 1979 showed no more than 2.2% of its expenditure going on education. If, however, one adds in the government's subsidy to the F.M.O. schools to both the receipts and expenditure, one sees that in fact 22.7% of the money actually spent by F.M.O. officials is spent on education; it would not be unfair to say that it represents nearly a quarter of the department's activity.\n\nThe Comparison with European Gypsies\n\nIt is thus a serious and sustained effort, and much more comprehensive, than any provision for Gypsies in Western Europe, where illiteracy rates remain high, and probably than Eastern Europe also, where Gypsies are more likely to take advantage from ordinary schools.\n\nIt is perhaps possible to make a direct comparison, in terms of the size of population catered for, between the Hong Kong F.M.O. schools and the largest project for Gypsy children in England, one jointly financed by eleven West Midlands Local Education Authorities, which replaced previous charity-financed projects in 1973/74. The West Midlands projects had in 1974 a target of up to 1,500 children from nomadic families estimated not to be receiving adequate education, with, by rough rule of thumb estimate, as many Gypsy children again already settled, as a secondary target. The F.M.O. schools have over 3,600 children attending them. There are many differences, however.\n\nAlthough the West Midlands Gypsy population is probably more distinct culturally from the majority population than are the Hong Kong Shui-sheung-yan, the West Midlands scheme is more flexibly integrated to the general school system. Although several of the West Midlands teachers work in separate units, most become additional resources in ordinary schools receiving Gypsy children. The West Midlands project has never had more than 16 teachers. The F.M.O. schools in comparison, have over 130 teachers, and have no declared intention of integrating their organisation into the normal school system at the primary school level, despite the shrinkage of the fishing fleet, and the lessening of social prejudice against fisherfolk since the founding of the system in 1947.         "content_text": "# JUAN YÜAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON\n\n## 1817-1826\n\n## WEI PEH T'I\n\nIn November 1817, Juan Yuan (1764-1849) was appointed Governor-General of Kwangtung and Kwangsi. He had formerly served as Governor of Chekiang and of Kiangsi. The Governor-General at Canton was the highest Chinese authority dealing with foreign trade and relations in China on a day-to-day basis and on specific issues. During his tenure at Canton, for almost a decade, with the Governor of Kwangtung and the Superintendent of Canton Customs, he handled foreigners in accordance with rules set out under the Canton system.\n\nAt the end of 1817, there were several potentially explosive problems involving Sino-British relations and trade. The failure of the Amherst mission the year before had left certain controversies unresolved. The fact that the five ships carrying the mission to Taku had managed to evade Chinese surveillance after being provisioned, and had surveyed the China coast from Taku to Canton, had left the Chia-ch'ing Emperor and the court more sensitive than ever to the issue of British naval presence in Chinese waters. Jurisdiction over foreign nationals in port was also a source of serious disagreement between the Chinese authorities and foreigners in Canton. The importation of opium and exportation of sycee silver, both prohibited by imperial decree, were to become a major area of controversy in time. Diplomacy as an art of managing foreign relations was outside the Chinese experience. As Westerners at Canton were neither tribute bearers nor alien conquerors, Juan Yüan chose to manage his dealings with foreigners as a matter of security and control.\n\nThe Canton system governed all foreign (except Russian and tributary) trade in China, which had been confined to this port since 1760. Essentially, under this system, foreigners carried on their buying and selling through franchised hong merchants. As time went on, these hong merchants performed an increasing number of functions. Although leadership of the foreign merchants resided in the Select Committee of the British East India Company, each foreign firm licensed to transact business in Canton, as well as each of its ships coming into the port, had to be secured by a hong merchant, who had to guarantee the good conduct of officers and crew of the ship while in port, and to assure the Chinese authorities that the ship was not carrying contraband. Under this system, the security merchant also served the important role as intermediary between Chinese officials and foreigners.\n\n# 2\n\nDespite accusations by the Chia-ch'ing and the Tao-kuang Emperors that Juan Yuan was expending more time and energy on compiling books and founding academies than on affairs of state, a sentiment echoed by the twentieth-century historian John K. Fairbank, both British and Chinese historical records show that Juan Yuan had taken the conduct of foreign affairs at Canton very seriously. He adhered strictly to the protocol established under the Canton system, handling negotiations with foreigners through the hong merchants and the Select Committee, refusing \"to establish direct communications between the local government and [the foreign community]\". Although contemporary foreigners at Canton complained about Juan Yuan's “inflexibility”, they remembered him later with respect. \"His conduct... was both firm and conciliatory, and his memorials were admired by foreigners for their polite and dignified style...\"\n\n+6\n\n# 3\n\nJuan Yuan saw the British as a serious threat to Chinese security, and considered them the most difficult among foreigners at Canton to keep under control. This was consistent with the general attitude of the Ch'ing court that the British were pressuring for further expansion of trade with China beyond Canton, thus challenging traditional Chinese policy. In 1818, however, his proposal for a repressive policy towards the British, outlined in a secret memorial to the Chia-ch'ing Emperor, was not accepted by the Emperor, who exhorted moderation. The Emperor restrained Juan Yuan with this rescript: “Adopt a policy showing both strength and kindness simultaneously. Do not over-react under any circumstances and avoid rash actions.” \"Appointed to Canton in the wake of the Amherst crisis, only four days after his arrival at Canton, Juan Yuan embarked on an inspection tour of the Pearl estuary outside Boca Tigris in the company of the provincial commander-in-chief of the Kwangtung marine force. They visited fortifications and gun batteries along the shores and on the islands, and paid a visit to Macau.7",

When Conseequa died bankrupt in 1822 owing 22,528 taels in unpaid duties to the Canton Customs, and 172,207 dollars to foreign merchants, Juan Yüan took action. Conseequa's property in Canton was confiscated and sold for 22,354 taels. Another 174 taels were underwritten by other hong merchants. This amount totalling 22,528 taels, was paid to the Canton customs. Although Conseequa's son was not held responsible for his father's business failures, he was nevertheless blamed for \"letting things deteriorate further after his father's death\". He should have made arrangements to settle his father's debts to the foreign merchants, thus avoiding the ensuing problems. He was, therefore, to forfeit all his property in his native province, Fukien, as well as the title and privileges his father had purchased for him in 1820 through the chian-na system. His debts to the foreign merchants were to be assumed by the other hong merchants who, in turn, were to take over the business of his hong. In making decisions to discipline the hong merchants, Juan Yüan sought to control the foreign traders at Canton.\n\n18\n\nThe working relationship between the hong merchants and the foreign traders at Canton was in general a cordial one. The language used in foreign trade was English. There were interpreters on both sides known as \"linguists\" to the foreigners. The best known foreign linguist was Dr. Robert Morrison. The hong merchants themselves tended to use \"pidgin\", a mixture of Chinese, English, Parsee and Portuguese. The foreigners thought that the hong merchants as a whole were “honorable and reliable in all their dealings, faithful to their contracts, and large [as opposed to narrow] minded\". As exemplified by the existence of the Consoo fund and advances in both directions, foreigners and the hong merchants worked well together under ordinary circumstances. Puiqua was especially known for his generosity. Despite being caught himself in cash shortage situations from time to time, at least once he tore up a 72,000 dollar promissory note signed by an American merchant who, because of the note, had been stranded in Canton. In cases of dispute between the foreign and hong merchants, settlements were usually made by arbitration.\n\nIt was in criminal cases that the hong merchants' position as intermediary between the foreigners and the Chinese government took on special significance. Sailors from foreign vessels, both merchant ships and war ships, therefore, were the chief offenders in these instances. \"The most undesirable consequences may result from the rash and improper conduct of seamen\",21 the Chinese Repository was to pronounce more than a decade later. Since the 1810's, there had been a standing order from the British that \"no boat's crew are to stop overnight at Canton\".22 thus cutting down the number of such incidents considerably. A spokesman for the British East India Company at Canton had implied that by bribing Chinese officials at the scene, matters could be silenced at the onset, but, once higher authorities in Canton became aware of the situation, there would be serious consequences, especially when loss of life was involved.23 Perhaps this explains why only a handful of such cases were recorded in history. When a case involving foreigners did occur, the Governor-General, the Governor of Kwangtung, the security merchant, the supercargo (headman) of the particular country whose national had committed the crime, and the Select Committee, as spokesmen for the foreign community, would all become embroiled in the crisis.\n\nBefore the Treaty of Nanking (1842) established the practice of extraterritoriality in China, and in the absence of any consular agreement, the Chinese policy had been that foreigners who committed crimes in China or Chinese waters were to be handed over to Chinese authorities and punished in accordance with the Chinese concept of law and justice. This would have been a universally accepted policy except for the fact that the Chinese concept of justice was quite alien, and therefore, absolutely unacceptable to those of the Anglo-American tradition. The traditional Chinese doctrine of responsibility made the governor-general in the province answerable to the Emperor for all activities, including crimes within his jurisdiction. There was also the doctrine of collective responsibility upon which the pao-chia system was based. If the lawbreaker had managed to evade justice before he could be apprehended, another person of his pao-chia unit could take the punishment in his place. Although it is doubtful that temporary foreign residents in their factories at Canton or on their vessels moored offshore had been incorporated into a pao-chia system of their own, the doctrine of collective responsibility would still apply. On the other hand, in theory at least, in the tradition of Anglo-American law and justice, punishment could be meted out only to the actual offender in person, and only after his guilt had been established by a jury of his peers in open trial at a court of law.         "content_text": "150\n\nWEI PEH-T'I\n\nSince the case of the Lady Hughes in 1784, foreigners had been decrying the barbarity of Chinese justice. On 24 November that year, a British vessel, the Lady Hughes, carrying cargo for the country merchants (individual merchants permitted by the East India Company to trade between India and points east), fired a salute to Chinese officials on shore at Canton. Unfortunately, the gun was loaded with live ammunition instead of blanks. The gunfire injured three minor Chinese officials, two of whom subsequently died from their wounds. By Chinese reckoning, the gunner of the Lady Hughes, in firing the salute, had committed murder, therefore he was subject to Chinese justice. After the British refused to surrender the gunner, Chinese authorities at Canton seized the supercargo of the British factory, isolated the factory itself, and stopped British trade. As a result, the British yielded and the gunner was surrendered to the Chinese. He met the fate of apprehended Chinese murderers, that of being put to death swiftly by strangulation. This incident brought to the fore foreign resentment against the Canton system and their having to submit to Chinese justice which they could neither understand nor condone. Subsequently, foreigners, the British in particular, were reluctant to hand over their nationals who had committed crimes against the Chinese to Chinese authorities. The Chinese meanwhile insisted on their right to dispense justice within their own land, thus leading to periodic impasses.\n\nJuan Yüan's first criminal case involving foreigners and local residents was a straightforward one, for the offenders were Chinese, and their offense was comparable to those committed by coastal pirates Juan Yuan had known on the Chekiang coast earlier. An American ship, the Wabash, secured by Puiqua, was docked at the anchorage at Taipa Island off the Port of Macau. Apparently, a group of Chinese on shore hurled insults at the seamen on 19 June, 1818, then proceeded to board the vessel, and plundered it. The raiding party left three Americans wounded, one of whom later died. Among the spoils taken were sycee silver and a quantity of opium. The presence of opium, a contraband, complicated the case considerably. It also provided Juan Yuan with the ammunition to deal harshly with the hong merchants.\n\nMacau was within the administrative jurisdiction of the district of Hsiang-shan, in Kwangtung. The Select Committee and a representative of the American merchants in Canton, referred to by Morse as \"the American consul\", brought the American complaint against the Chinese to Juan Yuan through Puiqua. Upon being told of the news, Juan Yuan \"suspended the Company's trade and required the surrender of the man whom he termed the 'Foreign Murderers'\"*\n\n+\n\n63\n\nTo Juan Yuan, the Select Committee's reaction to his demand was in contravention to Chinese regulations. He was told by the Committee to communicate directly with Captain Richardson of the Topaze instead of going through the hong merchants and the Select Committee. Had Juan Yuan done as he was asked, he would have implicitly consented to change the Canton system. This he refused to do. He continued to hold to the principle that the supercargo of the British factory be responsible for the conduct of all British nationals in China. While the hong merchants, British traders at Canton, and Captain Richardson debated various possible courses to take, Juan Yuan suspended all British trade and held steadfast to his principles. On February 3, 1822, a Chinese official was permitted to board the Topaze and was understood to have said that he would make a report to the Governor-General. On 8 February, using as the excuse that as he had not heard from Chinese officials everything must be satisfactory, Captain Richardson took the Topaze to sea.\n\nIt was at this point the crisis really became serious. The British factory left Canton within three days. The language used by both sides in their communications was inflexible and threatening. The Committee insisted upon disclaiming responsibilities for the British navy. Another two weeks passed without any sign of solution. The Committee then explained to Juan that Captain Richardson had returned to Britain to \"report to his sovereign\" and that \"copies of all the papers would be sent to the Court of Directors [of the Company]\". Juan Yuan, noting that since the Topaze had already left Chinese waters, so that it was impossible for the supercargo to surrender the criminals even if he had been willing, and as the entire account was being sent back to both the sovereign and the Company, permitted the resumption of British trade at Canton. This compromise in order to resolve a difficult case reflected Juan Yuan's willingness to make the best of a bad situation.\n\nJuan Yuan did not negotiate with the British except through the intermediary of the hong merchants, and, it was the Company that was to be held responsible for finding the criminals to be remitted to Chinese justice, although no such promise had actually been made.55 And, most important of all, the British navy was removed from the China seas. Juan Yüan was summoned to Peking. One topic of their discussions was Sino-British relations at Canton. But these discussions must be interpreted in the light of another pressing development.\n\nPage 162\n\nIn 1821, the Tao-kuang Emperor, newly on the throne, adopted a policy that was closer to Juan Yüan's point of view. A more stringent anti-opium policy was enforced at Canton, leading to closer monitoring of activities and movements of foreigners in port. The following year, a new situation developed in the northwest, giving further evidence that the British were challenging the Canton system by trying to open new trading frontiers in China. The combination of these factors led to toughened measures to control Westerners in Canton. That year, Wu-lung-a, assistant military governor for administration (ts'an-chan ta-ch'en) in Kashgar, reported to the Emperor the presence of two British traders near Yarkand in western Sinkiang. These traders had entered the Chinese Empire from Kashmir and Tibet, and had travelled by camel across the Sinkiang desert, but had sent the camels back when they were no longer suitable for the terrain. These traders and the remainder of their caravan had been prevented by the local chieftain of Yarkand, Akim Beg Mohamet, from buying horses, blankets and other provisions. Wu-lung-a, whose responsibilities included Yarkand, had ascertained that these traders were indeed British, and had indeed come from Kashmir. He enclosed with the memorial a letter from a British official in India which gave in considerable detail the route taken by the two traders from Kashmir to Sinkiang, as well as their intention to travel through the Chinese Northwest to Bukhara, north of Afghanistan, hence their need for horses. This letter to the Akim Beg identified the writer and the traders, then continued:\n\nThese traders and their retinue would like to go to Bukhara, taking any road that was safe for them, ... It is their understanding that the road through Yarkand is good and safe. They also heard that his Imperial Majesty is kind and fair to strangers, therefore, they have come to discuss with me the possibility of taking this road. They have asked me to certify their need to purchase horses, blankets and stockings. As it is the British practice for the chief in each city to write a letter to the chief of the next city on the traveller's route on behalf of the traveller, I am writing this letter to the Akim Beg of Yarkand. In the midst of the Topaze crisis, there was the famous fire of Canton. On 1 November, the fire began in a cake shop outside the city wall, when the baker was careless with the pieces of brushwood he was using as fuel for melting sugar. \"The streets were narrow and the houses crowded together\", wrote Juan Yuan to the Emperor. \"Fanned by strong north winds, despite concerted efforts by soldiers and civilians, the fire could not be contained.\" It burned through the night and all of the next day, destroying \"more than 2,423 shops and extended to the foreign factories.\"64 A number of warehouses belonging to the hong merchants were destroyed. Puiqua and Mowqua especially suffered great losses. Sailors from the foreign ships managed to salvage some of the cargo in storage at the factories, but the factory buildings were burned. In the stampede of refugees from the fire and the looters, twenty-two people died. Puiqua petitioned to Juan Yüan on behalf of the hong merchants and foreign traders for remission of taxes owed. 140,243 taels of taxes due to the Canton Customs by the foreign traders were completely remitted. The hong merchants were excused from half of their taxes of 524,156 taels. They did not have to pay anything in 1823. In 1824, however, the other half of the taxes owed had to be paid, with each hong merchant's burden in proportion to the damages he had sustained. Chinese local shopkeepers who considered themselves well-to-do refused compensation from the government, but small shopkeepers as well as the Tanka boat people accepted money from welfare funds released by the province. The foreigners considered these measures fair play indeed.\n\n65\n\nWith the removal of British naval vessels from Chinese waters, threats to the Canton system were relaxed. Opium smuggling remained a major problem, but by 1823 the network of smugglers was well established, trans-shipping the contraband from foreign ships onto small local crafts outside the Bogue, so it was no longer a source of conflict between the foreign traders and Chinese authorities at Canton. Illegal payment in silver to the suppliers meant its exportation, which was forbidden by imperial decree. By the time Juan Yüan left Canton in the summer of 1826, the shortage of silver was already becoming evident. His successor became a part of the opium smuggling network as each patrol boat was paid a bribe of 36,000 taels a month to overlook the illicit trade.97\n\n64\n\nIn the summer of 1826 Juan Yüan was transferred to the post of",

He was an author and scholar of distinction. He had a solid reputation abroad as a pragmatic and honest official. His family was large and despite the loss of a young daughter under tragic circumstances in 1823, by his own assessment he was pleased with his Canton years. The grain storage was full. Fortifications and new examination facilities were constructed. Other public buildings and historical sites were restored, and, of course, the famous Hsueh-hai-t'ang Academy was a reality. The seas were free of foreign war vessels, and at least on the surface, and for the time being, foreign traders and hong merchants were under control. It was not until more than a dozen years later that British commercial interests were able to garner support from their government to challenge the Canton system by force.\n\n1\n\nNOTES\n\nJ. K. HAAN\n\nand above I have already mentioned the swamping number at the Public Meeting of March 12, 1866.\n\nOne more danger which could well have appeared was the so-called plural voting system. This meant that each person was given more votes according to the acreage of land he possessed or the amount of taxes he paid. In several other foreign concessions in China, plural voting was part and parcel of the established administrative structure; as, for instance, in the British concessions at Hankow, Kiukiang, Canton, and Tientsin, as well as in the Russian and German concessions at Tientsin.31\n\nIn Shanghai, however, it was never practised, and in article XIX of the Land Regulations 1869, it was explicitly stated that no one should have more than one vote (apart from proxies).\n\nEarlier, it had already been rejected at a Public Meeting of May 25, 1852, but ten years later, an attempt was made to introduce it. At the Public Meeting of November 30, 1863, Mr. E. M. Smith moved a resolution which would have allowed plural voting.32\n\nThe text of the motion was published in the North China Herald of November 21, and the following week, a fiery letter to the editor from “Civis” appeared in the columns of the paper, in the following terms: “Just, however, as the slave-holding planters of the Cotton states of America felt the necessity of dominant power in the Federal Government, so the principal landholders in this settlement, true to the instincts of a monopolising class, are convinced that their influence to be secure must be paramount, and relying upon the specious boldness of a few and the moral apathy of the many, they propose a revision of the constitution which will place the Municipal power in the hands of a plurality of votes according to extent of Mowage or direct taxation\n\nand it was his opinion that “in the guise of much-needed reform, a coup d'état of no ordinary boldness is in contemplation.”3\n\nMaybe this sharp opposition contributed to the defeat of Mr. Smith's proposal, for at the meeting of November 30, the motion was not even seconded and therefore could not be voted upon.\n\nWith these details about voting qualifications in mind, we might well ask: how did they work out in practice; in other",

        "content_text": "# THE STRIKE AND RIOT OF 1884\n\n# A HONG KONG PERSPECTIVE\n\nELIZABETH SINN*\n\nIn the autumn of 1884, Chinese dock workers in Hong Kong staged a strike against French ships. The strike spread, bringing trade to a standstill and creating much animosity. After a few days, a riot broke out in the Central and Western districts. This caused great excitement; the military was called out, the fleet was put on the alert, and the government passed new legislation for preserving the peace. The local press became almost hysterical. It became a diplomatic issue between Peking and London, and questions about it were raised in the House of Commons.\n\nYet, despite the uproar these events created, relatively few historians, including historians of Hong Kong, have paid attention to them. This paper is an attempt to reconstruct this dramatic episode, and to examine its significance.\n\nIn 1884, the war between China and France over Annam dominated the horizon of East and Southeast Asia. The year before, the Chinese had despatched regular troops quietly into Tongking. As negotiations broke off, the Chinese court feared a French attack on China itself, and important officials were sent south to consolidate the front. P'eng Yu-lin,** a president of the Board of War was appointed Commissioner for the Coastal Defence of Kwangtung, and in the following year, 1884, the conspicuously pro-war Chang Chih-tung became Governor-General of Kwangtung and Kwangsi. In a letter to Sir Thomas Wade, written from Hong Kong on 28th Aug. 1880, Byron Brenan describes how he went to Canton \"in obedience to your instructions\", and finding the Governor General would not be available for two weeks owing to a death in the family, argued the case with the Superintendent of Customs. This did not go straightforwardly, and involved Brenan in a trip to Hoihow to obtain the receipts required as evidence that the sums had been paid as claimed. Eventually, however, he was able to obtain payment of $787.12 as the amount of tax in excess of what would have been due under the transit pass system, plus interest of $118.06, being 5% for three years, $905.18 in all. The last paper on the matter is a receipt for the refund, signed by Louis Jüdell, who is mentioned in Mr. Herton's letter to Mr. Keswick, in the capacity of his duly authorized attorney. It also appears from the covering letter of Acting Consul Scott that Mr. Ebell had severed his connection with the firm in August 1879.\n\nThe other letter to Mr. Keswick is less interesting, as it does not lead one into such a long paper chase (albeit on microfilm) through Foreign Office records. Nevertheless, it adds to the picture of problems faced by foreign merchants in China at that time. MINERS \n\nwider powers to investigate and break into any house suspected of being a brothel without a warrant and to arrest any inmate or any suspected prostitute on the streets.\n\nThe legal system of control in operation from 1857 to 1889 placed the licensing of brothels under the control of the Registrar General. Brothels were confined to certain designated localities with separate districts for those catering for European and those catering for Chinese clients, and penalties were imposed for keeping a brothel outside these areas or an unlicensed brothel within them. Brothel-keepers had to supply the Registrar General with up-to-date lists of their prostitutes and these lists also had to be on display in every brothel. Brothels were subject to inspection by the police and medical authorities at any time. All new prostitutes were brought by their brothel-keepers before the Registrar General who questioned them to ensure that they were entering the profession of their own free will and had not been kidnapped or otherwise forced into servitude. All prostitutes were required to attend for a weekly inspection at the Lock Hospital and were then issued with a certificate of good health which could be shown to their clients, and those found to be diseased were detained at the hospital until cured. This was the system as imposed by law; the practice was rather different.\n\nChinese prostitutes catering for Chinese clients had always objected vigorously to being examined internally by a European doctor and would prefer to suffer any punishment rather than submit to such an indignity.' So compulsory medical inspections were imposed only on the inmates of brothels catering for the European population, principally servicemen and seamen. The Registrar General had the legal power to compel other prostitutes to be medically examined, but if they became diseased they normally made their own arrangements with Chinese doctors or herbalists or were sent back to Canton by the brothel-keepers.\n\nRegulations made by the Governor segregated the licensed brothels catering for Europeans to the east end of the city and those for Chinese to the west end, and brothel-keepers were required to ensure that their houses were not visited by clients from the other community. This regulation, together with the police campaigns to close down unlicensed houses (the so-called 'sly brothels') made it less likely that servicemen would come into contact with prostitutes who had not been medically examined and certified to be \n\nPage 165\n\nPage 166",

The government had to decide what was to be done and the Executive Council directed that houses containing one or two prostitutes might be left undisturbed by the police so long as they did not constitute a nuisance to the neighbourhood, but that the keepers of larger establishments should be prosecuted, and deported if found guilty.\" There was also a vast increase in the amount of soliciting on the streets, since prostitutes were obliged to advertise their services openly instead of being found in a recognized place of resort. The incidence of venereal disease soon increased among the soldiers and sailors of the garrison: during 1938 24 per cent of servicemen were reported sick with venereal disease (29 per cent in the Navy, 20 per cent in the Army).\" This compared with an infection rate of 7 per cent in 1922 when the tolerated houses were in business. There was also probably a similar increase among the general population; the number of new patients seeking treatment at government venereal disease clinics went up from 3,533 in 1932 to 8,573 in 1939, though possibly part of the increase was the result of the increased availability of treatment and changing attitudes to European medicine.\"\n\n43\n\nAlarm at the extent of venereal disease in the garrison led the Governor, Sir Geoffrey Northcote, to appoint a local committee in 1938 to examine the situation. This included representatives of the navy, army, police and medical services. The committee clearly regretted the ending of the system of tolerated houses six years earlier; the report stated bluntly: \"The results of abolition, namely the increase in venereal disease with its appalling effect upon the defence forces of the colony, and the unpleasant conditions of the streets are much more of a disgrace than the tolerated houses ever were\".\" It was noted that before 1932 any serviceman could identify the woman he had visited and she could be compelled to seek treatment at the expense of the keeper of the brothel; but in the new era there was no means of compelling a prostitute to seek treatment and it was estimated that three-quarters of the prostitutes...\n\n45",

However, vacancies which he filled during the leave of other officers (which was usually on a half-pay commuted basis and lasted from six months to one year) brought him into contact with road-laying, marine and reclamation engineering works as well.\n\nSocially, H. T. Jackman was popular and well-liked in Hong Kong. He was keen on soccer and tennis and, as he got older, he took up golf. He was a member of the Hong Kong Club, Royal Hong Kong Golf Club and the Civil Service Cricket Club.\n\nFrom 1904 to 1905, Jackman was appointed sanitary surveyor under the Public Health and Buildings Ordinance of 1903 with the job of surveying built-up areas in Hong Kong and, where necessary, condemning and demolishing slum areas (mainly in Western) to allow for the construction of sewers and rebuilding of proper accommodation for the residents. It must have been a difficult task, for the provisions of the Ordinance were generally unpopular and corruption was rife among the staff tasked with its enforcement.\n\nIn 1908, Jackman accompanied A. J. Darby of the Crown Lands Office on secondment to China to carry out route surveying work (possibly for the Kowloon Canton Railway, for which surveys on the Hong Kong side were carried out in 1905. However, the railway was not built by the P.W.D.).\n\nMuch of the sanitary work required in Hong Kong at that time was for the provision of water supplies to residential areas. Jackman was closely involved in the enlargement of the Albany filter beds and increasing the capacity of water mains serving the Peak and Western (at that time the latter was the most densely populated area of the Colony). This involved drawing water from the Tytam reservoir via new mains along Caine Road and Bonham Road and the re-design of the Bonham Road water pumping station. They had found an able spokesman.\n\nWHEN THE CANTON AND MACAU GROUPS 'RULED' SAN FRANCISCO\n\nTong A-chick had become the spokesman for the Chinese community in California because of his natural leadership qualities, his fluency in English and his knowledge of Western manners and customs.\n\nThe organisation in which he first rose to leadership was the association organised in San Francisco by people from his home district Heung Shan (Hsiang-shan, now Chung-shan). It was one of the earliest of what were eventually six such organisations of people from the Pearl River Delta. The Heung Shan men adopted the name Yeung Wo for their group, meaning Association for Peace in a Foreign Place.\n\nSuch bodies organised by the Chinese outside China to oversee community affairs were sometimes criticised by the established Government authorities. This was true of the Tung Wah Hospital Committee in Hongkong in the 19th century and it was also true of the Chinese associations or “companies” of San Francisco.\n\nIn 1853 the California Legislature and a San Francisco Grand Jury looked into the manner in which the Chinese had organised themselves to look after the interests of their community.\n\nThe report submitted to the legislature by its Committee on Mines and Mining Interests begins with a statement of the reasons the associations were organised. “After the large immigration which took place in 1850, the Chinese, finding that their language, habits and customs were not understood by our people, thought it necessary to establish some system for their better regulation and internal government.",

Henceforth it was to be a government-sponsored operation supervised by the commission itself.\n\nIn October a prospectus was distributed advertising the new policy. It made specific efforts to differentiate the new programme from the previous illegal trade. According to the prospectus, the trade was to provide labour for the West Indies and work for the poor of China. It was not to be considered slavery. The rights of those recruited would be guaranteed by the British government and families were welcome to come along. In fact, in addition to promising education for dependents, the flyer outlined contracts of five years with pay set at four dollars a month. The contract could be broken after a year though four-fifths of the price of passage had to be repaid. As an additional incentive a twenty dollar advance was offered. Happily for those interested in recruiting coolies, Lao Ch'ung-kuang, the acting Governor-General who had replaced Po-Kuei, agreed to endorse the plan and to supply a mandarin to work with John Austin, the British recruitment official. By the late autumn the French had made similar arrangements.\n\n63\n\nEvery effort was made to disassociate the now official coolie recruitment from the previous illegal trade. Because the coolie ships had often sat off the coast near Whampoa full of men usually presumed to be prisoners, the new system established land-based recruitment houses in Canton. Parkes, the dominant commissioner, also worked with the local gentry and elders to gain their co-operation. And, as mentioned above, with the co-operation of the provincial officials, each emigration office, French and British, had Chinese officials assigned to work with it.\n\nThe allied commissioners were taking no chances with a potential uprising stemming from \"misunderstandings associated with the trade. Coolie inspectors were assigned to interview the recruited labourers. The inspectors had the right to interview the men at any time and, if necessary to close down the offending establishment. No corporal punishment was to be allowed. The inspectors were to be present whenever contracts were signed and inspection officers were required to visit the emigration houses daily.\n\n67",

At last Chau was captured by the Ts'ing general, Cheung (), and Lei put out to sea again and kept his junks near Taai P'aang (A) now Kowloon city. In the 3rd year of Hong Hei, 1664, a battle was fought off Kowloon city between Cheung and Lei. The latter was beaten, and was forced to take refuge at Tung Ch'ung (Hafi) on Taai Ue Shaan (AMBULI), Lantau Island.\n\nThere now followed a time of great distress for the unhappy country people. More villages were forced to move, and the people treated with great harshness. Many of them who refused to go or even hesitated were killed by the soldiers. At the beginning of the Ts'in Fuk the people imagined that it was only a temporary measure and they managed to keep together with their wives and children. But after three years had passed they found themselves without means of livelihood. So the husbands left their wives, the fathers left their children, and the elder brothers younger brothers, each pushing north in the hope of finding work, leaving behind them the sound of crying and sorrow.\n\nIn the 8th month of the 3rd year of Hong Hei a man named Yuen Sze To (AP48), a Foo Muk (11) (an official title meaning \"Head of relief and soothing of the people\") disobeyed the order to move over the boundary, and collecting a crowd of discontented country people, he made a stronghold in Lik Yuen (HM) a village near Sha Tin. He had other quarters in Kwun Foo (1fif), now Kowloon city and his followers acted as bandits robbing and killing as they pleased. They gave much trouble to the Ts'ing government, as when the soldiers were sent out to search the solitary parts for people hiding in order to avoid being moved, they were often set on by Yuen's band and either robbed or killed by them. Eventually they were exterminated after a long time by an officer named Tseung Wang Yun (1479) who was sent with a large company of soldiers to Sha Tin for that purpose.\n\nThe following year a system of beacons was started along the coast to be used as signals in case of attack.         "content_text": "118\n\n1 left by steamer for Canton, the great southern Chinese town, which sprawls along the shore of the Pearl River; and spent a few days on the Shameen mud-bank, just off the city, where the small British and French Concessions are. The Concessions were untouched; but, across the narrow creek that separates them from the shore, the city had suffered heavily from bombing, and from the fires which raged furiously in the congested native districts after each raid. One morning I crossed to the South bank and took the branch line to Samshui on the West river, where I caught the steamer for Wuchow in Kwangsi province.\n\nAlthough owned by a Chinese company, the small river steamer flew the British flag. That was a phenomenon common enough on the inland waters of China. The foreign flag protected the ship from being commandeered by the local war lord. Sometimes for months on end steam traffic, on this water-way or that, would be completely disorganised. The Chinese ships would be impressed to carry the troops of the various armies contending for power. It was only under a foreign flag that they could find the security which would justify their remaining in operation at all. The British government did not welcome this use of the British flag, and introduced regulations to control abuse of the privilege. In order to qualify for British registry a ship must at least carry a British captain and a British chief engineer, and must comply with the Board of Trade regulations in regard to safety measures. But even so, the Chinese owners would make every effort to obtain British registry for their ships, thus in one direction taking advantage of the treaties between Britain and China while, in the other, probably contributing to the Kuo Min Tang party funds, which were used to denounce the iniquities of those very same treaties. In order to comply with the letter of the regulations, the particular ship I now found myself on carried three British officers, whose aggregate age exceeded 200 years. They were, of course, mere figure-heads, the actual work being done by the Chinese officers and crew. These river-boats kept communications open and provided a measure of security for travellers - owing to the presence of British gunboats these small ships moving on inland waters were seldom attacked by bandits which otherwise would have been lacking.\n\n―\n\nIn Kwangsi the road system had been extended to connect Wuchow with the other large towns of the province and I left by car for Kweilin, the capital. By 1936, few gas lights remained.\n\nDuring the invasion, in December 1941, a small group of Hong Kong Electric engineers and other staff, a few of whom were veterans of Britain's past wars, held the Japanese at bay in the epic defence of the North Point Power Station. Casualties were heavy. Of these, Vincent Sorby, the general manager, later died of wounds in prison camp.\n\nExcept for early days and the war years, blackouts have totalled only two hours 50 minutes. One was caused by a fire at North Point Power Station in 1930, and another when a shoal of fish was sucked into the cooling system in the same year.\n\nChina Light and Power\n\nChina Light and Power is younger than Hong Kong Electric, and until it was established, apart from a few lamps, the streets of Kowloon went lightless at night. Robert George Shewan registered the company in 1900 (some records say 1901). His main business was as a partner in Shewan, Tomes and Company. Its predecessor was Samuel Russell and Company (liquidated in 1879), which started business in Canton in 1818, an American trading firm originating in Boston which merged with Perkins and Company, another American company, in 1842.\n\nLawrence (now Lord) Kadoorie, Hong Kong's first peer, was born in Hong Kong and raised in China. His father, who became Sir Elly Kadoorie, arrived in Hong Kong, via Bombay, in 1880 from Baghdad where his was one of the leading Jewish families. Lawrence Kadoorie joined the board of China Light and Power in 1930. Since then, he has been one of the driving forces in the company.\n\nChina Light and Power commissioned its first power station, at Hung Hom, in 1903. In 1989, the company supplied electricity to nearly 1,400,000 customers in Kowloon, the New Territories, Lantau, and some outlying islands. Sassoon of Hong Kong, C.V. Smith of Shanghai, and W.K. Hughes of Hong Kong. Capital for the new company amounted to $125,000 in $100 shares. Construction began in September 1885, when 30 to 40 families customarily spent their summers on the Peak. The Peak Hotel was opened in 1873.\n\nThe Peak Tram consulting committee included Phineas Ryrie, Findlay Smith, A. McIver, J.B. Coughtrie, and McEwen and Company. The project was completed and opened on 30th May 1888. The original tram had 30 seats, the front two of which were reserved for the Governor until two minutes before departure. The steepest gradient is one in two, at May Road, and the original steam engines were not replaced by an electrically powered system until 1926. The ten-minute journey on the cable car provided the only mechanical form of transportation to the 1305-foot high Victoria Gap until Stubbs Road was completed in 1924.\n\nIn 1905, the original firm was sold to the newly-incorporated Peak Tramways Company which included entrepreneurs such as Sir Paul Chater, H.N. Mody (Mody Road is named after this Parsee merchant), Abraham Jacob Raymond, Charles Wedderburn Dixon, and Creasy Ewens. The Kadoorie family has been connected with the Tramway since 1905.\n\nTrams and trains\n\nIn spite of the original 1883 Ordinance, mentioned above, the tramway scheme along the North shore of Hong Kong Island was delayed. It finally opened in 1904. In those early years, trams were a prestige form of travel.\n\nSimilarly, although Jardine's and the Hong Kong and Shanghai Bank formed a company in 1898, which was granted rights to build a railway from Kowloon to Canton, construction did not begin until 1906 and was undertaken, in the event, by Government.         "content_text": "6\n\nCantonese Compradors\n\nCanton, the first Chinese city opened for foreign trade, has a long history of interacting with the West. The Co-hong which was set up by the Qing government, had created a system of hong merchants, linguists and compradors in response to the quest for foreign trade. As William Hunter mentions, the position of a comprador in a foreign mercantile house was important. Almost everything around the house, varying from examining silver, internal accounting, employing servants, cooks and coolies, to interpreting and even mediating with Chinese merchants were the responsibility of the comprador. Though the Co-hong system was terminated after the first Opium War, compradors still survived and started a new era of development. It was natural that Cantonese compradors formed a dominant group at the beginning of the Canton system, since most of the Chinese foreign trade was conducted in Canton. However, to account for the rise of Cantonese compradors in modern China, several factors should not be ignored. First, recruitment of new compradors by personal or regional ties, when compradors became private merchants. Before 1843, compradors had been licensed by the government and guaranteed under the officially dictated hong merchant hierarchy. Second, the disappearance of the limited trading system in Canton and opening of Hong Kong and other Chinese coastal cities accelerated the increase in the number of Western mercantile firms. Third, Western merchants, particularly the British, relied upon Chinese compradors in conducting business.\n\nGuarantorship\n\nHow did a person qualify as a comprador? First, proficiency in English was preferred but business connection was considered more important by the Western merchants. Personal trust was usually critical. The Nanjing Treaty privatized Chinese foreign trade. Compradors replaced the hong merchants as agents for foreign firms and as guarantors for Chinese merchants doing business with foreign merchants. After 1842 with the abolition of the Co-hong system, some of the former hong merchants engaged in private tea or silk business, and compradors became private agents for foreign firms rather than government-mandated agents. Former linguists, after leaving the hong merchants, served mostly as clerks of the new maritime customs or as customs brokers.         "content_text": "18\n\nthe old Co-hong system at Canton.\" The appointment of Wu indicates the power of Cantonese merchants which had gradually become the most predominant group. The Kiangnan Arsenal which opened in 1865, with additions of more industrial projects as dockyards and guandu shangban enterprises, attracted numbers of Cantonese working class to Shanghai. For instance, in Kiangnan Dock and Engineering Work, Cantonese workers constituted the dominant group. They were experienced and most of them had worked formerly in foreign dockyards at Hong Kong and Canton.\n\nCantonese in the early development of Shanghai found themselves particularly at an advantage in foreign trade as against other groups of sojourners. First, they were more experienced and better connected. Canton had been opened to foreign trade for centuries, and Cantonese merchants were connected to foreign firms in Canton or Hong Kong, most foreign firms in Shanghai at that time were only branch offices. Second, Cantonese were linguistically better equipped to deal with foreigners. It is probable most, if not all, were able to speak English, at least Pidgin. Third, early compradors of major foreign firms at Shanghai as Jardine, Matheson & Co., Augustine Heard & Co., Dent & Co., and Russell & Co. were all recruited from either Canton or Hong Kong. Fourth, Cantonese were more skilled in western industries such as ship-building and ship-repairing since most of these modern industries started earlier in Canton and Hong Kong,\n\n22\n\nBecause of the turmoil of the late nineteenth century, employers had to recruit workers on the basis of personal ties so as to prevent desertion or betrayal, thus conflicts between local ethnic groups were obvious. Cantonese in Shanghai did not meet with no competition. Sojourners came from other regions near Shanghai. The Ningbo group was regarded as a great rival. Ningbo people, for instance, concentrated in the French concession and in the northern part of the South City (nanshi) along the Huangpu River; Cantonese mainly settled in Hongkou or along Guangdong Road, near the large shipyards where many were employed. Ethnic groups in Shanghai, such as Cantonese versus Ningbo men, competed with each other not only in commercial interests but also in the local government. Ningbo merchants like Yang Fang challenged the Cantonese by connecting his business in the silk trade with Jardine, Matheson & Co.         "content_text": "65\n\nactually a few wretched huts or matsheds built on shelves cut out on the acclivity of a ridge. They were filled with Indian sepoys, the Bengal Volunteers. A supplement of a survey of Hong Kong in the Canton Press dated February 1842 gave us information about the Sai Ying Pun Barracks in 1842.\n\n\"A half-moon battery or platform which is to mount some half-dozen heavy guns on carriages is constructing at the extreme west of the town to protect the barracks there and at which are stationed the Bengal Volunteers\" (Sayer, 1937, P. 209).\n\nThe sanitary conditions of the barracks in those days were largely neglected. The water closet system that existed in the barracks was unfortunately unsuited to a tropical climate. Epidemics of fever spread through Hong Kong every summer in those early years of British occupation. In 1842, the Indian troops, stationed in Hong Kong lost nearly half their number. The death rate for the army in Hong Kong for that year was 25%.\n\nIn 1843, the sanitary condition of Hong Kong was most alarming. In the summer of 1843 an extraordinary outbreak of malaria fever occurred which during the six months from May to October carried off by death 24% of the troops and 10% of the European civilians. It was noticed that this virulent fever ravaged chiefly the extreme west and east ends of the British settlement. (It was due to the opening up of the ground by the troops in making roads or new buildings created marshy conditions that helped to breed mosquitoes). At the West Point Barracks in Sai Ying Pun where the left wing of the 55th regiment quartered, sickness was so universal that the regiment lost 100 men between June and the middle of August. On 20 July 1843, the troops stationed there were hastily removed on board ships in the harbour and the Barracks were abandoned and ordered to be razed to the ground. At the recommendation of the Committee of Public Health and Cleanliness, the ground in the neighbourhood was ordered to be levelled and well-drained.\n\nSince Sai Ying Pun had proved to be one of the most unhealthy spots in the Island, the main forces of the army began to move out of the place. The Royal Navy also found the naval base east of Belcher's Bay unhealthy and lay fully exposed to the fury of a typhoon and moved.",

Hence the superficial similarity of Pidgin speech and baby talk.\" I do not believe in this theory.\n\nThe point is, the young makee-larn had to learn quickly. Any note-taking was confined by necessity to Chinese characters. The sounds had to fit the writing system available as best they could, and there was simply no time for the extreme complexities of English morphology, much of which was rooted in phonetic differences that Chinese people could in any case not hear, or only reproduce with great difficulty.\n\nAs it was, the foreign traders were almost universally impressed by the calibre and honesty of their Chinese domestic and Factory staff. For a business season which lasted a few months a year, no-one was about to quibble over ropey English. The most that was required was to keep the vocabulary of daily life to a moderate base of general and domestic terms, not to make great demands on the use of complicated grammar, and accept whatever Chinesifications became current. How did consistent Chinese forms of English become current? Both Leland and Hunter have quoted the same answer, and it must be presumed to be broadly correct:\n\n—\n\n\"In the Canton Bookshops near the Factories was sold a small pamphlet called \"Devil's Talk\". On the cover was a drawing of a foreigner in the dress of the middle of the last century - three-cornered hat, coat with wide skirts, breeches and long stockings, shoes with buckles, lace sleeves, and in his hand a cane. I have now one of these pamphlets before me. It commences thus, \"yun\" and under is its \"barbarian\" definition, expressed in another Chinese word whose sound is \"man\". After many examples of this kind come words of two syllables-thus: \"kum-yat\", with their foreign meaning expressed by two other Chinese characters pronounced \"to-teay\" today-and so on to sentences, for which the construction of the language is peculiarly",

Like Hunter, his quotations are generally consistent with other accounts, although he has not adopted any system for spelling. But these people were travelogue writers, not philologists.\n\nWe now come to a renowned source which has been widely quoted: Charles G. Leland's book “Pidgin-English Sing-Song, or Songs and Stories in the China-English Dialect with a Vocabulary\" published by Trubner at London in 1876.\n\nThis little volume of 137 pages contains 22 \"ballads”, 10 stories and two parodies of English Romantic verse in China Coast Pidgin. At the end is a vocabulary of about 600 words and a list of Hongkong personal and place names. Leland mentions R. K. Douglas, H. A. Giles as well as Ng Choy in his introduction as having corrected the texts, and gives a basic description of the way Pidgin was spoken.         "content_text": "3\n\nThe attempts by the government to improve and modernise teaching in the village schools, therefore, although they began in 1904, only started to make a real impact after about 1920\n\nHowever, even if there was an inchoate openness to new ideas in the area, nonetheless oral testimony from all over the eastern New Territories suggests that the traditional society of the area remained basically untouched until after the opening of the railway and the new roads brought the area into a closer physical relationship with the city.\n\nThe Kowloon-Canton Railway started operation only in October, 1910, and the light railway branch to Sha Tau Kok only in December, 1911.7 The railway was an important factor in the modernisation of the central and north-eastern New Territories, but the effects of the railway were, clearly, only substantial after 1910-11\n\nIn 1914, it was decided to build a surfaced circular motor road around the New Territories This was done in phases, between 1914 and 1921. Since the crucial Tsuen Wan to Castle Peak and Kowloon to Tai Po sections were only ready for motor traffic in 1921, the road system thus only became a significant factor in the modernisation of New Territories life after that date.\n\nIn the islands, there had been an intermittent steam ferry service to Cheung Chau from before 1899, but a regular daily service seems only to have begun in 1910. It is unclear when the regular steam ferry service to Tai O began, but it was probably shortly before 1915. Our stock of portable soup was very good however, and what with venison pasties and other items we got a very comfortable dinner, much to the amusement of the Chinese passengers, about 20, and the sailors. My servant came in very handy, as he was the only professional cook of the party. Our food was cooked in the Chinese way, in a little earthenware stove, and a camp canteen kettle. The deck all the while was at a very considerable slope, so that it was necessary to mind one's p's and q's, in order to avoid catastrophies. Then when we were done and cleared away, the Celestials came forward and took the deck and began their meal. Each passenger pays 30 cash (not quite three halfpence) for his meal of rice and fish and little nic nacs: and as they only eat two meals a day, you may imagine that there is not much profit to be got out of it. They did walk into the rice and no mistake.\n\nOne little boy I took a fancy to: he was a friend of the owner of the ship and his father a rich man at Sam-tsun the place we were going to. I had a long talk with him, and we read some of the Pilgrim's Progress. He had been to school 6 years, and literally knew nothing after all. The Chinese system of education is the greatest folly imaginable: No Chinaman, in less than ten years is supposed to be able to know the meanings of the characters. Many learn 5 years and only know the sounds.\n\nHowever this little fellow and I got on very well together. He was much amused with Stringer's dog, and asked dozens of questions about it. Then I offered to sell it for a dollar, but the youngster said it was no good only to eat,\" and therefore was too dear. So I joked him that he had not a dollar belonging to him, whereupon he produced a handful of dollars from his purse, and showed me a bundle of paper which he said had 7 dollars inside. He seemed to have perfect confidence in us that we would not try to rob him. It was hard to talk with him, through his dialect. The Governor was informed by the Chinese Legislative Councillors that while Li did not dare to disregard the imperial edict, he would welcome an excuse for refusing.\n\nIn the meantime, the Governor of Hong Kong sent an urgent telegram to London asking for permission to detain Li by military force. London called upon the British Consul in Beijing for advice. This Consul, always on good terms with Beijing, advised that Britain should remain neutral. On the day when the Governor met Li, he recorded something very interesting:\n\nThe Viceroy then asked... whom the Powers wanted to see to be Emperor. Who would England like to see Emperor?... I answered that in such an event the Powers would probably ask the advice of the strongest man in China that they could find as to what was best to be done.\n\nEnding his record, the Governor predicted that Li would remain in Shanghai until \"the tide turn[ed]”. His prediction proved to be correct. Through Hong Kong, Li travelled northward, and stayed in Shanghai for three months, before he departed for Beijing probably after the \"tide really turn[ed]\".\n\nThe Late Qing Reforms\n\nTo curb this rising provincialism, the Manchu government put forward a constitutional reform in 1904. Part of its aim was to institutionalize and to centralize the practice of networking. The Manchu government introduced reform to re-define élite status in China - the imperial examination was abolished, a merchant charter was introduced, China's first legislation on chambers of commerce came about, and the first company laws were implemented. Accordingly, all commercial associations were to be reorganized as chambers of commerce. Through the medium of these chambers, merchants and companies were required to register with the Beijing government. These policies intended to organize a national system of chambers of commerce which corresponded to a hierarchy of regional assemblies leading all the way up to the Senate in Beijing. After this date road construction on the Island was usually limited to road improvement, for instance to Kellett Road in 1928 and in the following year to Barker Road.\n\nThe timing of the development of much of the road network can be readily deduced from the names of streets named after Governors, military leaders and other prominent residents, for example on the Island Pottinger Street, Bonham Strand, and Kennedy, Hennessy, Chater, Sassoon and Stubbs Roads, and in Kowloon - Robinson (later renamed Nathan), Mody, Cameron and Ho Tung Roads, Kadoorie Avenue and Braga Circuit.\n\nIn Kowloon by 1887 a fairly comprehensive road system was in place south of Austin Road. The first 850 metres of the 30m-wide Robinson (Nathan) Road from Middle Road, some 1.1 kilometres of MacDonnell Road (later Canton Road), and Des Voeux Road (later Chatham Road) were all started. Many of the intersecting roads, for example Granville and Kimberley Roads, were already built. To the north of Austin Road the road network was concentrated in the southern Yau Ma Tei district with the 15m-wide 1.6km-long Station Road (later Shanghai Street) reaching Mong Kok Tsui. A small independent road system was already constructed in the Hung Hom area near the docks, for example Bulkeley Street and Gillies Avenue.\n\nBy the turn of the century there were some 35 kilometres of roads in Kowloon which included the first two original direct links into the newly-leased New Territories, that is those to Kowloon City and the Tong Mi area. In particular the road network in the new development at Yau Ma Tei was well under way and the Hung Hom road system had been enlarged and connected to the extension of Des Voeux (Chatham) Road. In the following year the first roadworks on the outlying islands were undertaken at Muk Wo (Mui Wo) on Lantau, primarily to provide access to the ferry pier.\n\nDrainage\n\nIn 1843, a particularly bad year for disease, some essential drainage was begun and, by 1847, 740 metres of city drains had been laid in Victoria. At Happy Valley the muddy waters discharging from the surrounding hills via Wong Nei Chong (literally yellow mud stream) created swamp and healthwise lethal conditions, in particular following heavy rain. By 1846 the rice and sweet potato farmers at Happy Valley were bought out and the flat land drained, thus making the area less unhealthy than before. In spite of drainage improvements in and around the city, the mortality rate amongst European troops remained exceptionally high, for instance in 1851 it reached 24% compared with 10% for the civilian population, this latter percentage being swollen by the deaths of seamen. In the early days, to avoid flooding in low-lying areas, main drainage nullahs (large open channels) were constructed, the earliest in the central district probably being the Murray Barracks Nullah, which ran through the naval dockyard area, and the winding Victoria Barracks Nullah. At East Point, an impressive 6m-wide and 3.6m-deep nullah, the Bowrington Canal (now decked and located under Canal Road) which carried the run-off from the Happy Valley catchment area was planned as early as 1842. In Wan Chai, Stone Nullah Lane was located above a stream which ran below Hospital Hill (to the east of Morrison Hill).\n\nThe quality of design/workmanship in the original drainage system clearly left a lot to be desired as, in 1860, a very heavy rain storm is reported to have burst most of the drains and also caused the collapse of some houses in Canton Bazaar (off Queen's Road opposite to the naval dockyard). During the violent typhoon in 1874, mounds of soil were again thrown up by bursting drains. The sewers also had other uses, for instance in 1863 twenty-two prisoners were known to have escaped from the old gaol in Hollywood Road by way of the monsoon drains whilst, in the next two years, the ingenuity and engineering skill displayed by “drain gangs\" was such that a godown, jewellery store and even the vaults of a bank were entered by using storm-water drains.",

This form of ignition had been used on firearms from the first half of the sixteenth century, and by the nineteenth it had developed into an efficient mechanism. However, it had a number of faults, one being its susceptibility to dampness, so that in wet weather it was very unreliable.\n\nThe effect of rain on the flintlock is illustrated by the account of an action before Canton given by Ouchterlony: \"..., the General, finding the rain descending in torrents, and every appearance of a tempestuous night, directed a retreat towards the heights occupied by the main body of the army. The muskets of the troops being all furnished with flintlocks, had, of course, by this time, become utterly useless.\n\n27\n\nThe action came to a successful conclusion, however, as after a while help arrived: \"In another minute the marines had formed: and a destructive volley, poured into the crowded ranks of the Chinese, at a distance of a few paces, speedily swept away the astonished pursuers, and taught our own people, in a manner the most impressive, the value of the admirable weapons, the percussion muskets, with which the marines were armed.\"28\n\nThe percussion form of ignition was invented by a Scottish minister, the Reverend Forsyth in 1805. It had been known for some considerable time that certain chemicals, such as fulminate of mercury, explode when struck with a hammer. They were too strong an explosive to use as a substitute for gunpowder, but Forsyth had the idea of using them as a means of ignition. It took a little while for the standard percussion mechanism to develop, but by the 1820s most sporting guns were using it. The military, however, were, as usual, slow to respond and were even about to issue a new flintlock arm, when in 1834, comparative trials were held to assess the performance of the percussion musket. The new system proved its worth, and there was then the problem of reequipping the army. This was a lengthy process, and hence, it is not surprising that the main troops assembled for the Eastern Expedition in 1840 still carried flintlock muskets.\n\nThe action described above, which took place on 30th May 1841 was the first use of percussion muskets in war.         "content_text": "121\n\nThe reality is that the British had been able to retain Hong Kong as a Colony for another 52 years after August 1945, notwithstanding the promise of Britain to the Chinese Government in 1943 that she would return all her possessions in China after the end of the war. In this light, Churchill's decision was not irrational, and the garrison's sacrifice was a contribution to the way of life and system of government in Hong Kong today.\n\nIn terms of duty and moral responsibility, Churchill's decision was also reasonable, given the constraints confronting his administration. For the sake of argument, what other options were available to Churchill in December 1941, assuming that \"the British Far Eastern Strategy\" (Bell, 1996), for which he was not responsible, with respect to Hong Kong had been wrong? Should he have handed over the Colony to the invading Japanese forces without a fight? Should he have \"returned\" the Colony to the Chinese Government, which had lost control of Canton and a meagre military presence in or near Hong Kong? Or should he have made efforts to evacuate the Governor and the Hong Kong garrison by sea or air and left the rest of the population of Hong Kong in a state of anarchy?11 Bell suggests that demilitarisation and evacuation were feasible options and that the ruling out of these options by the British Government was not justified (Bell, 1996). I do not think that these options were politically sensible or morally responsible. Therefore, I dispute the view that the efforts of the Hong Kong garrison, though militarily probably doomed to fail, were unnecessary or pointless. The complaint by some authors, such as (Blackburn, 1989) about looting by the \"Chinese\" during and after the fighting testified the need for British military presence in Hong Kong to avoid a state of anarchy amongst the population. I further dispute the view of some recent authors that the British administration was humiliated in the eyes of the local population when the small Hong Kong garrison surrendered. That would have been the case had they fled or surrendered Hong Kong without a shot being fired. The majority of the law-abiding Chinese population, irrespective of their views towards colonialism in Chinese territories, had always been supportive of measures to defend their liberty, lives and property against Japanese invaders. It was an eight-sided tower on top of which was a cylinder that extended up to an open cupola where the fire that provided the light burned. On the roof of the cupola was a large statue of Poseidon (the Greek God of the Sea and Earthquakes) facing the sea, northward. It was said ships could detect the light from the tower at night or the smoke from the fire during the day up to 100 miles away. The lighthouse collapsed in the 14th century, probably as the result of an earthquake. The remains of Pharos are now at the bottom of the Mediterranean. Its name, however, has become the root of the word \"lighthouse\" in the French, Italian, Spanish, Portuguese and Romanian languages.2\n\nModern navigation aids\n\nBy the 21st century traditional aids to navigation have already gradually taken over. These include satellite navigation systems in order to cope with the needs of high speed and the huge volume of modern sea transportation. Even more recent inventions like the Radio Beacon and the Decca Navigator System are now almost obsolete.\n\nThe Global Positioning System (GPS), provided by satellites, is now the primary position fixing system for marine navigation. A public Differential GPS service is able to enhance the accuracy of GPS signals to within 10 metres up to 50 nautical miles around the coasts off the United Kingdom and Ireland. This system assists the safe passage of all classes of vessels from cargo ships, cruise liners and fishing vessels to small yachts. As a back-up system to the GPS, chains of Loran C on land are also adopted.3\n\nNineteenth century Hong Kong\n\nIn Hong Kong, things were quite different. There was not much sea traffic going to China before the first Opium War (1839-42) because of the Chinese policy of keeping its doors closed to foreign trade. Canton (Guangzhou), in the Pearl River Delta, was the city where limited foreign trade was permitted under stringent conditions. During the journey Jeremy Reid, one of the guards belonging to the Royal Regiment of Artillery, died:\n\nHis disorder was occasioned by a surfeit of fruits, the man having eaten no less than forty apples at breakfast!\n\nOn reaching 'Pekin' Macartney received letters informing him that Lion and other ships were leaving Chusan and that only Hindostan was remaining (Chusan being an island in the bay between Shanghai and Hangzhou, which was preferred, over Hong Kong, as a base by the British Government). Hearing that the ships had left Chusan upset the Chinese officials who wished, now the visit was over, for the Embassy to leave the coast of China as soon as possible, the limit of forty days prescribed for visits from without the Kingdom having been reached. Because of this the Embassy was then more or less directed to start on their return journey and left 'Pekin' on 7th October 1793 for Chusan travelling down the Grand Canal from Tientsin to Hangzhou. In Tientsin they were treated to a sumptuous banquet:\n\n...excellent mutton, pork, venison and poultry of all kinds, fruits in great variety - peaches, plums, apples, pears, grapes, chestnuts and walnuts and several others new to them.\n\nThe journal describes in some detail the construction and working of the system of sluices on the Grand Canal. These were unlike the locks on British canals but consisted of a single sluice which was raised by windlass, in fairly flat country, through which the boats were hauled when the sluice was raised.\n\nAt Hangzhou it was confirmed that Lion and the other ships had left for Canton being urgently in need of medicine for the men on board. Hindostan was quite incapable of accommodating the entourage and all its heavy baggage and it was agreed, as though it was simply a matter of course, that the party would continue the long journey by river and with some trekking overland on ponies between the north and south flowing rivers, and so to make their way to Canton.         "content_text": "175\n\nHong Kong shipyards to do marine engineering could also be used to make armour cladding for ships and vehicles. Hong Kong was also the base from which British aircraft manufacturers wanted to penetrate the Chinese market - the Far East Flying School wanted to train Chinese to fly so they would buy British rather than American or German planes. Hong Kong was also a centre for financial transactions both within and outside the banking system, a source for remittances and money transfers, more secure than Shanghai after the Japanese conquest. A large KMT community operated out of and lived in Hong Kong: almost a parallel government. While there was sympathy for the Nationalists, the colonial administration was uncertain how to maintain a balance between the Japanese and the Chinese Government. Riots against Japanese living in Hong Kong had been suppressed, and no protests made against Japanese attacks on the junk fleet. When the St Johns Ambulance wanted to send an ambulance to bombed Canton, the Colonial Office refused permission. Groups of Chinese 'terrorists' were arrested and deported from time to time. As late as May 1941 the colony's police force raided premises at 98 Robinson Road and destroyed a wireless transmitting station which had been operating for three years. The leader of this group was Chan So, an agent of General Wu Te Ching. When Governor Northcote sought guidance, the Colonial Office was advised by the Foreign Office that British policy had to vary according to circumstances, and support for China should be rendered 'compatible with the safety of Empire and avoidance of actual hostilities with the Japanese.'xix Nonetheless, there was a significant understanding between the Goumindang and the British when it came to matters of mutual benefit. When war officially broke out, their clandestine relationship could come out into the open. When Phyllis Harrop,\n\na civilian consultant working with the police reported for duty right after the outbreak of hostilities, she was assigned to work with the KMT who had already started to occupy offices with the police.\n\nThe Japanese were all too aware of the importance of Hong Kong to the KMT. The Japanese Foreign Minister had softly but firmly reminded the British Ambassador to keep the KMT under control. Even before their push to the south, the Japanese had identified KMT activists and targeted educated, articulate overseas Chinese as a threat and source of resistance. Then very solemn ceremonies of reverence and adoration were performed, marking the Sage as the ultimate exemplar for all who aspired to any level of leadership within Chinese society.1\n\n18\n\nThe Poklo temple to Master Kong was, indeed, more impressive than those in nearby villages, such as the one at Lung Ch'un (literally, the \"River of the Dragon,\" M. Lóngchuān) also visited by Legge and others in 1861. There the temple had no images at all, but only the spirit tablet (shénpái) of the Sage along with a large plaque citing the sixteen maxims of the Sacred Edict (Shèngyù) of the Kangxi emperor (ruling from 1662-1722).19 Both temples at Poklo and Lung Ch'un were dwarfed by the massive grounds set aside to honour the sage in the capital city of Canton. There the image of the Sage was in a hall elevated from the grounds six to eight feet above the preceding courtyards, the roof made of \"those splendid burnished tiles\" constituting imperially-sponsored buildings, garnished with mystical beasts balancing on the upper beams. Seated on a large rock dais, the thick paper-maché-like image of Master Kong was taller and larger than life. Postured as if leaning over a tablet in his hands, the Sage appeared immersed in the study of the text before him.20\n\nHow Ch'ea came to take his place in this Confucian institutional and ritual system is never explained. Whether he had been a student at one time or not is also not made explicit, but he was able to read, and so had probably spent at least part of his youth as a student, one of large majority who had obviously not been elevated by successful results in the examination system. When the two colporteurs from Hong Kong met him, Ch'ea was already in his fifties, had been married, and had at least one son.21 Because no direct mention is made of Ch'ea's wife in any of the documentation after his conversion, there is the possibility that Ch'ea had become a widower even before the pair of colporteurs met him in Poklo.\n\nIf conversion is a multiform and processural event,22 then all of the above cultural, social, personal and religious factors have a",

In all my years of study it has never lost this inherent attraction.\n\nThis paper, intended to serve as a backcloth to the others in this Symposium, deals with the places in which the Old China Trade was carried out, and with the Manchus and Chinese with whom the foreign traders and sailors came in contact during the last hundred years or so of China's foreign Trade, under the arrangements of what became known as the Canton System.1\n\nIt is essentially about the Chinese side of the Old China Trade. Their relations had for long crystallised into an arrangement that ensured access to private gain from the trade as parts of one administration, in contrast to the competing rivalries of earlier times. This was in part to provide for mutual protection against interference and accusation from Beijing officials.\n\nThe Hoppo's and other officials' treatment of foreign merchants\n\nThe language used by these officials in their communications with the traders and the EIC's Select Committee - as instanced by Dr. Gutzlaff, a most useful contemporary source of information on the times - was invariably haughty and patronising, in keeping with the accepted modes of address towards inferiors of all kinds, and did nothing to ease relationships. Gutzlaff also mentions the 'governmental proclamations, detailing the infamous conduct of barbarians, [which] have been repeatedly posted up at Canton,' imbuing the minds of the people with strong antipathy against such worthless barbarians, and discouraging them from having anything to do with foreigners. \"The writer has often heard the natives rehearse these accusations with self-congratulation at their own superiority.\"\n\nThis sort of thing was an irritant, as were the restrictions on the movement of foreign merchants whilst in residence at the Factories, mentioned above.\n\nFar more vexing were their other complaints against the Canton System, which were listed by Morse as including the heavy taxation/impositions levied on the trade; the monopoly system of the Co-hong; the uncertainty of recovery of debts due from Chinese merchants; the diversion of the Consoo Fund (provided from the trade to cover such debts) to government use and presents to officials; and the prohibition on their making representations to any official save through the Co-hong.\n\nTo all such complaints must be added the descriptions of the general venality of the administration, the Hoppo and other senior officials included, and indeed of the whole Canton System, as described in this paper.",

The pressure had intensified after a soldier had fallen into the sea and drowned whilst collecting. Failure to pay led to their catches being speared with iron rods on the pretext of looking for contraband. It was recorded that a similar prohibition had been set up in 1801, but after being observed for a time had then been ignored by the garrisons and patrol boat crews.60\n\nThe prevailing climate of bad behaviour\n\nThe general expectation of the populace was that officials and their underlings at all levels of government would feather their nests whenever they could.\n\nEarly British consular reports after the Opium War reflect the condition of the people and the exactions of the mandarins.\n\nFirst, there was the general poverty. In his report for 1862, the British Consul at Canton described the people of the province as being 'a people among whom wealth is an exception and poverty a rule.'61\n\nNext, there were the reasons for it. A brother Consul at Tientsin attributed various causes and wrote that it is, no doubt, owing still more to the bad civil administration under which the people live,' adding: \"They generally content themselves with the acquisition merely of a moderate subsistence because wealth would be certain to lay them open to the extortions of the officials, with all the troubles which these involve. The Imperial Government, it is true, taxes lightly, but the rapacity of the civil officers discourages the accumulation of wealth in private hands, by subjecting its possessors to unmitigated oppression and spoliation.\"+62\n\nThirdly, there was the system. The Chinese personnel of the Old China trade were no exceptions to the general rule, and could be very roughly treated by the mandarins when they chose to enforce the minute and graduated regulations that governed all and sundry throughout the Empire.“\n\n64\n\nA compradore was severely beaten and tortured and thrown into prison in 1816, because the EIC's ships' captains had presented a petition at a city gate over difficulties with obtaining a permit to load, with more beatings ordered for another compradore and two linguists, whilst the Company's head compradore had to leave hurriedly because police runners were looking for him. 65 In 1831, during the Canton Prefect's unannounced visit to the EIC's hall, a linguist was put in chains, taken away, and threatened with decapitation. 66\n\nThe officials, their courts and prisons were justly to be feared. Just how bad they could be was experienced at first hand by Captain Denham, shipwrecked on Formosa with his mixed crew of 55 Europeans, Chinese and Indians, and 2 passengers, in 1842. 'The purest virtue is boasted of on paper, whilst cruelty and oppression mark every public act'.70\n\n69\n\nFundamental aspects of the China Trade\n\nA Mutual Ignorance\n\nWhilst those Westerners engaged in the old China Trade became accustomed to the very different world around them, and sent back all manner of items illustrative of certain aspects of its culture (albeit those perceived by Chinese to meet demand) the greater part of those engaged were \"on the outside looking in.\" Little real knowledge of the country could be acquired by the great majority of those coming to China, because of its government's firm determination to confine the foreign maritime trade to one outlet at Canton, and to hedge in its personnel with all manner of restrictions. In this aim, the authorities were at one with the Japanese Shogun, who confined the Dutch to the one small demi-island of Deshima at Nagasaki for over 250 years of limited trading.71\n\nThe restrictions were greatly lamented by some. Major George Henry Mason, author of one of the most valuable early works in English on China and the Chinese, who stayed in Macau and Canton in 1789-90, had complained of 'the very circumscribed limits which are marked out for foreigners at Canton.' It was, he wrote, 'to be exceedingly regretted, that either habitual caution, ungenerous suspicion, or experienced necessary circumspection, should influence the Chinese, even at a distance of fourteen hundred miles from the capital of their empire, to restrain the observing traveller within his narrow compass'. And after describing the tumultuous outcome of an unsuccessful attempt by a party of British officers to gain the city walls of Canton, he had remarked, 'This adventure is related as a convincing proof of the difficulty, if not of the danger, attending inquisitive strangers in China.'72",
