This plan was brought to our notice by the following letter, (which we publish with Mr. Colledge's permission) addressed:\n\nTo the Rev. E. C. Bridgman, corresponding secretary to the provisional committee of the Morrison Education Society.\n\nMy dear sir, On the dissolution of the British factory, it became necessary to make some disposition of the library belonging to the members of that establishment; and it was proposed to give the whole collection to the Morrison Education Society. The arrangement, however, not meeting with the concurrence of all the proprietors, a division of the books was determined on; and while I regret that so excellent a suggestion should not have been adopted, I am still happy in performing with my share, what it was my anxious wish should have been done with the whole, by presenting it to that admirable institution.\n\nThe very injudicious method pursued in the division of the works, has allotted to me volumes of comparatively little value. Such as they are, I present them to the Morrison Education Society; with an ardent hope that I may live to see an institution, which so distinctly marks this enlightened age, attain, under your fostering care, the full realization of its philanthropic intentions, by promoting virtue and happiness through the blessings of education.\n\nI am, My dear sir,\n\nRespectfully and faithfully yours,\n\nT. R. Colledge.\n\nMacao, May 21st, 1835.\n\nFurther early history of the Society can be traced through reports in the above-mentioned journal.\n\nOne book still in the Library, A Catalogue of Books and Manuscripts Collected with A View To The General Comparison of Languages, And To The Study of Oriental Literature, by William Marsden, London, 1827, is inscribed by the author, \"For the Library at Canton from the Author\" and reminds the reader of the origin of some of the books.\n\n\"Proceedings relative to the formation of the Morrison Education Society including the Constitution\" were published in December, 1836. By this time there was a collection of some 1500 books on scientific, literary, and other subjects which had been presented to the Society, 700 from Mr. T. R. Colledge, 600 from Mr. J. R. Reeves, and others from Messrs. Dent, Fox, A. S. Keating, and J. R. Morrison, who gave a number of his father's books, some of which still bear his signature.\n\nA constitution was drawn up for the Library which stated that \"The books belonging to the Society shall form a public library and be styled the 'Library of the Morrison Education Society',\" and also provided that “rules for the regulation of the",

T. Staunton had accompanied his father, Sir George Leonard Staunton, on the Macartney embassy to China in 1793. During the long outward voyage young Staunton had learned some Chinese from two Chinese Catholic priests who were returning to China after studying at Naples. When Lord Macartney was received in audience by the Emperor Ch'ien-lung at Jehol on 14 September, 1793 young Staunton acted as his page. In 1798 he became a writer in the East India Company's Factory at Canton, in 1804 he was appointed a Supercargo, in 1808 promoted to the post of Interpreter, and in 1816 he became Chief of the Factory. In the same year he accompanied the abortive Amherst embassy to Peking. On the return of the embassy he settled in England and became a Member of Parliament. In 1823 he was active in founding the Asiatic Society.\n\nThe following letter was written by Sir G. T. Staunton to the Secretary of the Asiatic Society in 1823.\n\nSir,\n\nHaving in the course of my residence in China formed a considerable Collection of Chinese printed Books, and also of Manuscript Dictionaries, and other works of Europeans, calculated to assist the Student in the acquisition of a knowledge of the language and literature of the Chinese, I feel confident that I cannot more effectually promote the object I had in view making the Collection, namely, the more general acquaintance in this Country with whatever may be found curious or useful among the productions of the Chinese press, than by a respectful offer of the Collection to the Asiatic Society.\n\nMy wish is, that it should be preserved entire, and placed in such a situation as may admit of its being at all times readily accessible to the British and other Students of Chinese Literature, who may frequent this Metropolis, under such regulations as the Asiatic Society may deem it expedient to prescribe.",

        "content_text": "JOURNAL OF OCCURRANCES AT CANTON\n\n13\n\nOn the evening of the 19th affairs looked so squally that Mr. Hunter who had returned to Canton a day or two before ordered all the books and papers packed up and started with them at 2 A.M. the next morning for Macao. At 7 Mr. King started Mr. Spooner and myself off in Mr. Hunter's sail boat with a load of baggage, and books that Mr. H. could not take. We were towed down by Captain Endicott's boat and arrived safer after a passage of 6 hours on board the Naraganset. On our arrival we received a chit from Mr. Hunter stating that a number of transports and men of war were on the way up and advising us to get out of Canton as soon as possible. This I forwarded to Mr. King, but he did not get it as he had already left with the remainder of R and Co's Establishment.3\n\nExplanatory terms\n\nIn China the factory was a multi-purpose building. The lower floor usually was used for office space, storage, and the like, the second floor for dining and lounging, and the third for sleeping. Broad verandahs around the building gave it a spacious and airy quality. In Canton the factories of the various nationalities, American, Danish, French, Dutch, and Swedish faced the river. The British factory was truly magnificent for it contained a huge and lavishly furnished dining hall with terrace, library, chapel and numerous private rooms.\n\nHong was sometimes used interchangeably with factory but specifically it referred to all the buildings of a commercial establishment, i.e., the factory and subsidiary buildings such as living quarters for servants and workers and large storage areas for cargos of ships.\n\nHong merchants had formed an association in the early eighteenth century; in 1839 the Chinese merchants numbered thirteen and they had a monopoly of trade with foreigners. The most powerful and wealthy Hong merchant was Howqua, spelt by Hunter Houqua.\n\nConsoo House was the property of the Hong merchants, and in actuality was a series of buildings in the Chinese style. Compradore was a Chinese national in charge of workers in a factory.\n\nColoured buttons attached to caps determined the rank of Chinese officials.\n\nThe term Hoppo was coined by Westerners to designate the official appointed by the Emperor to look after trade at Canton and to remit the resulting revenue to the Board of Revenue (the hu-pu) at Peking. His full title was Yüeh Hai-kuan-pu which means \"Superintendent of Customs for the province of Canton”.\n\nChop was an official pronouncement by Chinese authorities.\n\nChop boats carried cargo from Whampoa to Canton; in design they resembled a melon with circular decks and sides and could provide for 500 chests of opium.\n\nJOURNAL OF OCCURRENCES AT CANTON 1839\n\nMarch 24, Sunday\n\nThe Chinese are building bridges across the street in the rear, to the roofs of our Hongs in order the better to keep a lookout.\n\nOur servants, coolies, cooks, and compradore as well as those from all other Factories, quit the Hongs this evening. It looked as if they were running from a plague, each person carried off his bed, trunk, or box, and for a short time the Square was all in confusion. The linguists permitted ours to remain till the last moment, and from the time the order for them to quit was received, which was about 8 p.m., till after 8 when not a Chinese was left in any Hong, the coolies made out to secure for us outside and bring in about 60 fowls, 15 tubs of water, a tub of sugar, some oil, a bag of biscuits, and a few other things.\n\nThe Square now is one blaze of light, innumerable lanterns from the different Hongs are disposed all over it, and the noise of some three or four hundred coolies stationed to guard any foreigner from leaving Canton makes it resemble a large wild encampment.\n\nCaptain Elliot landed at the Factory steps about 5 p.m., hoisted the British colors and called a meeting of all the foreigners in Canton. HUNTER\n\n  \n    Soldiers with matchlocks, bows and arrows, flags and songs moving across the Square to reinforce those stationed on board the Chop and other boats.\n  \n  \n    Tomorrow is Captain Elliot's last day, when I am quite sure the passports required will not be granted11. The heat of the weather is such that much of our provisions is spoiling.\n  \n  \n    New China Street still remains closed with bars of wood nailed across the gates and police stationed to guard them. The Chinese houses in all directions filled with people looking from the roofs and out of the windows but none daring to attempt an entrance into the Square which is perfectly clear, except the police force. Foreigners move across the Square and into each others Hongs without impediment.\n  \n  \n    Captain Elliot received a communication this morning from the Commissioner direct which ordered him to give up all the opium outside.\n  \n  \n    Captain Elliot's secretary and myself went to the cow-yard with a small piece of paper containing a list of a few articles, such as rice, bread and meat which they wanted in the Company Factory. Delano received, enclosed in mine, a chit from Russell Sturgis which contained much news. The Hercules and Austen left for the Bogue on Tuesday last to deliver their opium and were to be followed by the Jane and Aeriel. The Chinese would only let two vessels come up at a time. The Good Success left Macao on the 9th for Madras, with despatches to the British admiral on the India Station, and the Rob Roy was to leave today for Calcutta. The Exchange sailed for Manila on the 8th; the Nar† Naples, Roza and Benuo Successo and Poppy had also sailed for Manila but the letter does not say if they took opium or not.\n\nMr. Inness was on board the Hercules with Alex. Matthews and Chay. Beal36. The Hercules and Austen had in all over 5,000 chests.\n\nGave two bottles of beer to the Se-Ying37 or lieutenants on guard in the second line of boats in front of the Factories. Had a long chat with several of the officers belonging to Name Hoe's guard relative to matters in dispute. They appear exceedingly friendly but take no interest whatever in what is going on,\n\nSaturday, 13, 1839\n\nLast night at 12 o'clock Captain Elliot received a communication from the Commissioner, dated in the morning from the Bogue, in which he requests that the opium ships might be ordered to come up and anchor close to Chinn-up to deliver the opium, instead of Lankeel where there was much inconvenience owing to rough water. He also said that the compradores and cooks were ordered to return but they have not come yet. However it will take some time for the order to be generally promulgated.\n\nMidnight I have just returned from a chat of three hours duration held at the Hoppo House or \"Custom-House Station\" at the water's edge opposite our Factory between two officers, one equal to a captain and the other to a lieutenant, the Custom-House Officer and myself.         "content_text": "48\n\nL. G. AIMER\n\nJapanese Occupation, but this was only temporarily. It is reasonable to relate the decline in these two trades to two main factors. Extensive exploitation of the woodlands gradually brought about a destruction of the supply, so that today only some patches remain in their original state. What the wood-cutters had left was laid waste during the Japanese Occupation. The other factor was the introduction of paraffin which seems to have reduced the general demand for fire-wood and charcoal in a drastic way.\n\nI have been informed that women, apart from their assistance in farming tasks, used to devote spare time to weaving as a subsidiary occupation. This was particularly so in the slack season during winter, from the Chinese New Year up to the third month. The appearance of factory-made textiles on the market made handicraft industry come to an end.\n\nBy way of summing up we could say that, in the past, the insufficient production of rice in this particular valley was complemented mainly by planting tea and indigo, cutting fire-wood and burning charcoal, and weaving cloth. The tea production had apparently already disappeared before the British arrival, and the production of dye and charcoal as well as the fire-wood cutting and the handicraft industry came gradually to an end at the appearance of foreign industrial products in the market. Animal breeding has always been of some importance, but has on the whole suffered from bad transportation.\n\nIt could be added that, at an earlier stage, some shooting of deer and wild boar took place, but restrictions on fire-arms imposed by the British, together with deforestation, put an end to this. At the present time outsiders make use of some minor resources in the valley. In the summer frog collectors go hunting in the paddies, and in the winter season bird catchers come up to the mountains. Wild growing taro and other plants attract herb collectors who are often a nuisance to the villagers as they set fire to the shrub in order to facilitate their work. These trades require an intimate knowledge of very special markets a knowledge that only these 'outsider' specialists are in possession of.\n\nThus we have seen that, as a result of its confrontation with the impact of Western industrialism, the traditional economic system of these villages was deprived of the whole sector of activities complementary to the basic rice production.         "content_text": "50\n\nL. G. ALMER\n\na match-factory in Yau Ma Tei in 1880, and dockyards at Sham Shui Po in the same year. A glass manufactory was also situated here. An early account informs us that Yau Ma Tei, \"the principal village\" and the main centre of development,\n\nhas increased in population and bids fair to some day become an important town. There is a considerable Chinese junk trade at this place, and amongst other industries is a preserved ginger factory. The Military and Police Rifle Ranges are at the back and near the village. Gas works were erected here in 1892.7\n\nThe New Territories came under British control in 1898 on a 99-year lease, and subsequently new communications were developed. In 1900 a start was made with the main road from Kowloon to Tai Po, and in 1906 work was commenced on the construction of the Kowloon-Canton Railway by a private company. In the middle of the 19th century the organization of the State of California and the gold rush to the Sacramento Valley created new lines of commerce to connect Hong Kong with the American Continent. This was also the beginning of a steadily increasing emigration traffic between Hong Kong and San Francisco. Much of the coolie traffic to Southeast Asia, South Pacific, the West Indies and other countries was carried out through the port of Hong Kong. Whalers began to be a frequent sight in the harbour and, in a free port, the Hong Kong shipping trade was booming in the latter half of the century.\n\nBy the close of the 19th century the valley people had come to experience a critical situation demanding economic activities beyond the framework of the traditional system. Stimuli in this process were supplied by the change in the general economic milieu, and the impact of Western industrialism was not only experienced as something negative and destructive, but also as something that directly or indirectly offered a wide range of new choices. Many men grasped at the new opportunities, and soon found advantages in their changed situation. Men from Big Stream Village took up jobs in the road and railway construction across Tide Cove. Others could be found seeking all kinds of employment in the new urban area in Kowloon.         "content_text": "32\n\nDOUGLAS W. SPARKS\n\nChina to Thailand where he worked for a Teochiu trading firm. He came to Hong Kong in 1842 to establish his own import/export firm which became active in the extensive trading between Southeast Asia and the sea ports of China. This person, and the man who established a certain company still well known among Teochiu merchants today, (★★★), are treated as the first important Teochiu merchants in Hong Kong. The former was also one of the original founders of the Tung Wah Hospital (★###), one of the most important charitable and prestigious Chinese organizations throughout the history of British Hong Kong. In 1892 this man served as the Chairman of the hospital board, a reflection of the prestige accorded him. It is interesting to note that of his nine sons, two became prominent in Teochiu; one established a textile factory in the family's home town and the other became active in politics in Swatow during the 1911 Revolution and later owned a utility company in Swatow. (Ching Hoi Clansmen's Assn, 1970: 55-57). The success of the enterprises of the two sons is presumably related to the commercial success of the father's firm in Hong Kong. This example illustrates the manner in which commercial networks were established between China, Hong Kong and Southeast Asia and also partially explains Teochiu specialization in international trading in certain commodities, such as Chinese medicines and Thai rice. Teochiu firms in one country are likely to consider Teochiu firms in another country as potential business partners (there are exceptions of course) and thus the latter may easily acquire a semi-monopoly over commodities shipped from the former. International Teochiu friendship and kinship networks are undoubtedly an important basis for this intra-ethnic trading. Present-day Teochiu domination of the rice importation, wholesale and retail trade in Hong Kong illustrates the extent to which local commerce has been influenced by the development of Teochiu international networks.\n\nThe following brief discussion suggests the outlines of the development of Teochiu commercial relationships between Hong Kong and Southeast Asia. Most of the firms mentioned below were presumably located in Nam Pak Hong. Prior to the establishment of Hong Kong in 1842, trade between Thailand and China was dominated by Teochiu in Thailand. A Teochiu publication states that after 1842 many Thai Teochiu came to Hong Kong expressly to expedite trade between Thailand and China and that Hong Kong Teochiu soon handled most of this trade (Hung, 1961:3).         "content_text": "88\n\nEUGENE COOPER\n\nit were triggered initially by a lockout at a plastic flowers factory in Kowloon and fanned by some arbitrary police action taken against demonstrating workers and students. Anti-colonial demonstrations occurred and anti-British sentiment ran high, fueled by stepped up anti-imperialist propaganda radiating from the mainland then in the midst of the Great Proletarian Cultural Revolution. While most carved wood furniture factory and shop proprietors were unlikely targets for anti-imperialist attack, the Woodwork Carvers' Union seems to have taken advantage of the widespread unrest to extract a wage increase from the Merchants' Association at the time.\n\nOne school of thought (with its locus in the Far Eastern Economic Review) maintains that the Peking government was dissatisfied with its compatriots' handling of the 1967 disturbances and called a halt thereafter to revolutionary activity in the Crown Colony. While these claims are difficult to substantiate with any certainty, it is widely admitted in the Hong Kong pro-communist community that Peking was desirous of a stable situation in post-1967 Hong Kong so that it could actively pursue, from its viewpoint, more pressing diplomatic questions like its entry into the United Nations and the liberation of Taiwan.\n\n\"Hong Kong is a historical problem that will be solved at the appropriate time\" goes the refrain. The Hong Kong \"problem\" does not have the status of a \"principle contradiction\" for the People's Republic. Hong Kong continues to remain valuable to the Communist government in terms of the significant amounts of foreign exchange which China earns by marketing its products in and through the port, and also as a place in which trade and diplomatic contacts are still pursued. While such functions may decline as China continues to open up diplomatically and economically, they are still a factor in Hong Kong's historical viability as a colony.\n\nIn any event, in the post-1967 period, industrial peace in Hong Kong was the common desire of the British colonial government and the communist government in Peking. This led to the assumption on the part of the communist Federation of Trade Unions of some rather odd poses in the local adaptation of Mao Tse-tung thought to the Hong Kong scene.\n\nThis was particularly so in so far as the implementation of Mao's thought has entailed a disciplined adherence to a policy of delayed",

SCOLLARD\n\nnative Ming dynasty while under barbarian Qing rule, close scrutiny reveals the presence of two men in European dress—a strange phenomena in a Song dynasty setting. According to the curator, this scene refers to an incident involving French aggression in the Fushan area. (Plate 19).\n\nA similar incident involving skirmishes between troops led by British Consul Harry Parkes and residents of Fushan led the Shiwan potters to create pottery urinals and pillows out of the likeness of Harry Parkes. Most of these were destroyed by British order, but in 1942 one was discovered and put on exhibition, attracting much attention.13 (Plate 20).\n\nWhile I was contemplating these earlier evidences of cross-cultural interaction in Shiwan, it seemed of great significance to the town members that I was the first foreigner to be driven around the entire town. This heightened my own sense of exploration. The town itself evidences stark contrast between modern construction and underdevelopment, panoramically revealed from the observation deck on top of the new five-story \"Pottery Capital Restaurant.\" To the northwest are seen a heavy concentration of pre-1949 red brick residential houses, some prominently displaying roofs with \"ears\" which used to indicate the residences of wealthier families. The background is dominated by shorter chimneys of the traditional \"dragon kilns\" (sloping tunnel kilns). To the southeast the contrast is striking, with new concrete residential buildings and factories under scaffolding, and the tall slender chimneys of modern continuous kilns crowding the sky. The people can clearly remember the layer of soot which previously covered the town and made houses difficult to clean, and appreciate the cleanliness of the new kilns. The town has had paved roads since 1958; to the northwest of the town a public park with an artificial lake is being built, and a new \"Pottery Capital Restaurant\" was opened in March of 1978 largely to meet the demands of increased numbers of tourists.\n\nInside the factories the differences in the rate of modernization are just as striking. While the daily utensil factories as a whole operate eight continuous kilns, Daily Utensil Factory No. III operates only four dragon kilns (one dating back to the Ming Dynasty became a protected monument in 1964). The Arts Factory, which hosts all the tourists visiting the town, includes two new and large modern buildings with a partially yellow-tiled roof. The Daily",

        "content_text": "150\n\nWEI PEH-T'I\n\nSince the case of the Lady Hughes in 1784, foreigners had been decrying the barbarity of Chinese justice. On 24 November that year, a British vessel, the Lady Hughes, carrying cargo for the country merchants (individual merchants permitted by the East India Company to trade between India and points east), fired a salute to Chinese officials on shore at Canton. Unfortunately, the gun was loaded with live ammunition instead of blanks. The gunfire injured three minor Chinese officials, two of whom subsequently died from their wounds. By Chinese reckoning, the gunner of the Lady Hughes, in firing the salute, had committed murder, therefore he was subject to Chinese justice. After the British refused to surrender the gunner, Chinese authorities at Canton seized the supercargo of the British factory, isolated the factory itself, and stopped British trade. As a result, the British yielded and the gunner was surrendered to the Chinese. He met the fate of apprehended Chinese murderers, that of being put to death swiftly by strangulation. This incident brought to the fore foreign resentment against the Canton system and their having to submit to Chinese justice which they could neither understand nor condone. Subsequently, foreigners, the British in particular, were reluctant to hand over their nationals who had committed crimes against the Chinese to Chinese authorities. The Chinese meanwhile insisted on their right to dispense justice within their own land, thus leading to periodic impasses.\n\nJuan Yüan's first criminal case involving foreigners and local residents was a straightforward one, for the offenders were Chinese, and their offense was comparable to those committed by coastal pirates Juan Yuan had known on the Chekiang coast earlier. An American ship, the Wabash, secured by Puiqua, was docked at the anchorage at Taipa Island off the Port of Macau. Apparently, a group of Chinese on shore hurled insults at the seamen on 19 June, 1818, then proceeded to board the vessel, and plundered it. The raiding party left three Americans wounded, one of whom later died. Among the spoils taken were sycee silver and a quantity of opium. The presence of opium, a contraband, complicated the case considerably. It also provided Juan Yuan with the ammunition to deal harshly with the hong merchants.\n\nMacau was within the administrative jurisdiction of the district of Hsiang-shan, in Kwangtung. The Select Committee and a representative of the American merchants in Canton, referred to by Morse as \"the American consul\", brought the American complaint against the Chinese to Juan Yuan through Puiqua.         "content_text": "152\n\nWEI PEH-TH\n\n8\n\nThe killing of a Chinese man and wounding of three boys in P'an-yü by a member of the crew of a British vessel, the London, on 27 November 1820, was the first major crisis handled by Juan Yüan involving jurisdiction over foreigners who had committed crimes against Chinese nationals. On 27 November 182o, in broad daylight, a cutter from the London, a ship belonging to the East India Company, sailed “a considerable distance\" beyond Whampoa into a branch stream of the Pearl River, in search of fresh water. On the cutter was the fifth mate of the London, a man by the name of Pigott, and five other crewmen. They had a musket with them. Upon landing at P'an-yü, the men were taunted by a number of boys throwing stones and shouting \"obscenities\" at the foreigners. To frighten away the boys, Pigott fired two volleys, the first one loaded with peas and the second what he thought was \"blank cartridge” but which turned out to be live ammunition. A Chang Shun-ts'un who was hanging up laundry at the stern of a Chinese rice boat nearby, shouted at the boys to disperse. Pigott's second shot entered Chang's chest on the left side, killing him instantly. Meanwhile, three boys all surnamed Ch'en, were wounded on the nose, foot and toes, respectively. While there was pandemonium ashore, the cutter departed, pursued by two Chinese boats, thus it was ascertained that the cutter had come from the London. Later on, despite Pigott's assertion that he had fired what he believed to be blank cartridge, indicating that at least he had known something of the consequences of his shooting at that time, the British spokesman claimed that they had known nothing about the incident until two days later, when Puiqua brought them the news that a warrant had been issued by the Chinese for the arrest of the murderer at P'an-yü.\n\nNormal Chinese procedures under the circumstances would be to stop the offending ship from discharging and loading cargo, while demanding that the criminal be remanded to Chinese justice. After being informed of the incident, Juan Yuan gave instructions to the hong merchants to notify the supercargo of the East Indian Company in the British factory in Canton to bind the murderer over to Chinese authorities. Although the security merchant in this case was Exchin, because of the seriousness of the case, it was Puiqua who went to the British factory to apprise the Select Committee of the existence of the warrant. The Committee then proclaimed that they had known nothing about the incident until that moment. They suggested that Puiqua bribe the Chinese officials, but the hong merchant did not support the idea. Meanwhile, the Committee's primary consideration was “to avoid trouble and embarrassment to the Company's trade\", but Juan Yüan had already placed an embargo on the London.",

        "content_text": "JUAN YUAN'S MANAGING OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826 153\n\nThree days later, on 2 December, when official communications arrived, the British announced that Pigott had \"absconded\" during the early morning hours on the day before.32 Chinese officials were permitted to search the London (in contravention to the Company's stand in the case involving the Wabash two years before) as well as the Duke of York, another Company ship at Whampoa, secured by Chunqua. After Chinese officials left, Barrowcliff, the butcher on board the Duke of York, who had no visible connection with the case or with Pigott, suddenly went berserk and slashed his own throat. It was under these circumstances that the British seized upon the idea of selling to Juan Yüan the story that Barrowcliff had been the murderer at P'an-yü, and that his suicide had taken place because he was fearful of Chinese justice. The hong merchants, enthusiastic towards this suggestion, went together at once to the factory. By this switch, much trouble could be saved for all parties concerned.\n\nThe plan was thus communicated through the hong merchants to Juan Yuan, who, while preferring a live culprit to a dead one, \"privately\" was willing to accept Barrowcliff instead of allowing the incident to develop into a major crisis.3 Dr. Morrison had been sent for from Macau, indicating the seriousness with which foreign merchants were viewing this case. In actuality, from the Chinese point of view, the substitution of a criminal by another person was acceptable under the concept of collective responsibility. This was a case of paying for one life with another. On the other hand, Juan Yüan was not willing to let the hong merchants and foreign traders get away so easily. On 4 December, communications went out to the hong merchants for them to inform the supercargo of the Company that \"he must immediately deliver the foreign murderer, if not, then not only Cameron's ship [the Duke of York], but every English ship shall have her port clearance stopped\". This communication already indicated Juan Yuan's willingness to accept the plan of making use of the dead Barrowcliff as he had changed the name of the offending ship from the London to the Duke of York in his communication.\n\nThereupon, Chinese officials were permitted to board the Duke of York to hold an inquest of the death of Barrowcliff in the presence of the ship's captain, Cameron. Meanwhile, families and friends of the dead and the injured at P'an-yü \"were carefully instructed so that they testified to the truth and nothing but the truth, but not necessarily the whole truth\". The cut had gone all the way to the bone. The captain and the owner of the American ship both inspected the wound of the dead woman,\n\nand pronounced that \"the woman in reality died from head injury and from drowning\".\n\nThe Americans agreed to submit Terranova to an investigation by Chinese officials, provided that the hearings were conducted on the American ship with Americans present. As a compromise, the \"ceremony\" of charging the prisoner was to be conducted on a Chinese war vessel that was to carry the Chinese official to the American ship. On 6 October, Captain Cowpland cleared all firearms from the deck of the Emily, stationed all hands at the forecastle, had Terranova without handcuffs on deck, and waited for the arrival of Chinese authorities. The Chinese officials were led by the magistrate of P'an-yù who was concurrently serving as prefect of Canton. Eight hong merchants were in attendance. The service of Dr. Morrison, who was then attached to the British factory, as a translator, was refused because Juan Yuan did not want to involve a third nation. After a lengthy debate during which Captain Cowpland argued successfully that no American prisoner was ever in irons during a trial, Terranova was \"surrendered\" to the Chinese with Puiqua pledging his safe return for trial on the Emily. Captain Cowpland accompanied Terranova and the hong merchants to the Chinese war vessel and back to the Emily.\n\nTestimonies of witnesses at the trial were somewhat different from the facts Juan Yüan had ascertained earlier. The Americans objected to the magistrate's allowing the presence of two children who were prompting the witness Ch'en-Li shih, and demanded that she speak in English, as her command of the language was superior to that of the translator or even Puiqua himself. When the woman's testimony deviated from what she had said before, an instrument of torture was brought aboard. The instrument was not used, although the woman insisted upon the later version of her testimony. Altogether, there were one thousand Chinese at the trial on board the Emily, and forty Americans. At the end of the session, the Chinese wanted to take Terranova with them. Captain Cowpland said: \"Come and take him,\" but the Chinese wanted the Americans to \"surrender\" the prisoner officially. While the Americans prepared for armed resistance, the magistrate proceeded to put Exchin, the ship's security merchant, and the Chinese linguist, Cowqua, in chains. Together with the overwhelming number of Chinese on board and other considerations such as opium in the hold, Captain Cowpland changed his mind",

        "content_text": "28.48\n\nJUAN YUAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826\n\n159\n\nThe Topaze crisis, lasting from late 1821 into 1822, was the most serious confrontation between the Chinese and the British to that day, especially since the controversy involving all the significant issues of the day, including naval presence, jurisdiction over foreigners, and opium smuggling, came so close on the heels of the Terranova crisis. British trade at Canton was stopped for several months. The British factory, fearful that they would be held responsible for the misdeeds of sailors from the frigate Topaze, fled to their ships at Chuenpi on 11 February 1822. At the end of the crisis Juan Yüan made a compromise by not insisting on the surrender of the already departed criminals, but the British capitulated by abandoning the policy of using \"threat of force as a means of protecting or forwarding British interests in China\" at least for the time being. The Court of Directors of the East India Company \"advised the First Lord of the Admiralty to stop all peace-time visits of His Majesty's ships to the China coast unless assistance was urgently requested by the Governor-General of India\". An Order in Council was subsequently issued to this effect in 1823,\n\n1\n\n$\n\nIn December 1821, rancour from the Terranova case had hardly died down. Foreign traders realized that they could not escape completely the newly reinstituted stringent anti-opium laws even by sacrificing Terranova. The Emily, Terranova's ship, as well as three British ships, all with opium on board, were sent away from their Whampoa anchorage to Lintin, where they remained for three years without discharging or taking on cargo. During this period, two British warships, HMS Curlew and HMS Topaze, had sailed into the Pearl Estuary to \"protect\" these commercial vessels. Sailors had gone ashore \"to fetch fresh water\" from time to time. On 14 December 1821, a group of sailors from frigate Topaze came ashore. Only this time they brought along their pet goat. Unfortunately, the goat dug up potatoes, eating a number of them, and damaging the potato patch. A Chinese peasant, Huang I-ming, owner of the patch, then called upon his wife, brothers and neighbours to trample upon the sailors with sticks and stones, and in the fracas two urns of wine on the side of the hut were broken. When the sailors were driven aboard their ship, they discharged the cannon to disperse the pursuing and cursing villagers. During the skirmish among the potatoes a number of British sailors were injured, but none died. The next morning, the sailors, reinforced, went ashore again to revenge their mates. Upon being told of the news, Juan Yuan \"suspended the Company's trade and required the surrender of the man whom he termed the 'Foreign Murderers'\"*\n\n+\n\n63\n\nTo Juan Yuan, the Select Committee's reaction to his demand was in contravention to Chinese regulations. He was told by the Committee to communicate directly with Captain Richardson of the Topaze instead of going through the hong merchants and the Select Committee. Had Juan Yuan done as he was asked, he would have implicitly consented to change the Canton system. This he refused to do. He continued to hold to the principle that the supercargo of the British factory be responsible for the conduct of all British nationals in China. While the hong merchants, British traders at Canton, and Captain Richardson debated various possible courses to take, Juan Yuan suspended all British trade and held steadfast to his principles. On February 3, 1822, a Chinese official was permitted to board the Topaze and was understood to have said that he would make a report to the Governor-General. On 8 February, using as the excuse that as he had not heard from Chinese officials everything must be satisfactory, Captain Richardson took the Topaze to sea.\n\nIt was at this point the crisis really became serious. The British factory left Canton within three days. The language used by both sides in their communications was inflexible and threatening. The Committee insisted upon disclaiming responsibilities for the British navy. Another two weeks passed without any sign of solution. The Committee then explained to Juan that Captain Richardson had returned to Britain to \"report to his sovereign\" and that \"copies of all the papers would be sent to the Court of Directors [of the Company]\". Juan Yuan, noting that since the Topaze had already left Chinese waters, so that it was impossible for the supercargo to surrender the criminals even if he had been willing, and as the entire account was being sent back to both the sovereign and the Company, permitted the resumption of British trade at Canton. This compromise in order to resolve a difficult case reflected Juan Yuan's willingness to make the best of a bad situation.\n\nJuan Yuan did not negotiate with the British except through the intermediary of the hong merchants, and, it was the Company that was to be held responsible for finding the criminals to be remitted to Chinese justice, although no such promise had actually been made.55 And, most important of all, the British navy was removed from the China seas. On the surface at least, the principles of the Canton system were preserved.",

        "content_text": "JUAN YÜAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826 163\n\ncommercial vessels.\n\nStill, the legacy of the Chia-ch'ing Emperor in offering kindness to foreigners was continued even at this time. In the midst of the Topaze crisis, there was the famous fire of Canton. On 1 November, the fire began in a cake shop outside the city wall, when the baker was careless with the pieces of brushwood he was using as fuel for melting sugar. \"The streets were narrow and the houses crowded together\", wrote Juan Yuan to the Emperor. \"Fanned by strong north winds, despite concerted efforts by soldiers and civilians, the fire could not be contained.\" It burned through the night and all of the next day, destroying \"more than 2,423 shops and extended to the foreign factories.\"64 A number of warehouses belonging to the hong merchants were destroyed. Puiqua and Mowqua especially suffered great losses. Sailors from the foreign ships managed to salvage some of the cargo in storage at the factories, but the factory buildings were burned. In the stampede of refugees from the fire and the looters, twenty-two people died. Puiqua petitioned to Juan Yüan on behalf of the hong merchants and foreign traders for remission of taxes owed. 140,243 taels of taxes due to the Canton Customs by the foreign traders were completely remitted. The hong merchants were excused from half of their taxes of 524,156 taels. They did not have to pay anything in 1823. In 1824, however, the other half of the taxes owed had to be paid, with each hong merchant's burden in proportion to the damages he had sustained. Chinese local shopkeepers who considered themselves well-to-do refused compensation from the government, but small shopkeepers as well as the Tanka boat people accepted money from welfare funds released by the province. The foreigners considered these measures fair play indeed.\n\n65\n\nWith the removal of British naval vessels from Chinese waters, threats to the Canton system were relaxed. Opium smuggling remained a major problem, but by 1823 the network of smugglers was well established, trans-shipping the contraband from foreign ships onto small local crafts outside the Bogue, so it was no longer a source of conflict between the foreign traders and Chinese authorities at Canton. Illegal payment in silver to the suppliers meant its exportation, which was forbidden by imperial decree. By the time Juan Yüan left Canton in the summer of 1826, the shortage of silver was already becoming evident. His successor became a part of the opium smuggling network as each patrol boat was paid a bribe of 36,000 taels a month to overlook the illicit trade.97\n\n64\n\nIn the summer of 1826 Juan Yüan was transferred to the post of",

        "content_text": "30\n\nKOWLOON WALLED CITY: \n\nITS ORIGIN AND EARLY HISTORY \n\nELIZABETH SINN \n\nThe Kowloon Walled City in Hong Kong is one of history's great anomalies. Until recently, it was a place over which two governments claimed jurisdiction but with neither actively administering it; anarchy reigned while secret societies presided. Above the maze of dark filthy narrow alleys with open drains hovered high-rise apartment buildings, constructed with neither respect nor reference to Hong Kong's building ordinances. Drug pedlars, addicts, pimps and prostitutes operated openly in this favoured hideout for criminals. Small factories, some supplying food for the rest of the territory, proliferated beyond the prying eye of factory and sanitary inspectors. For many years it did not have any water supply. Dentists and doctors unable to register with the Hong Kong government served the poor while lining their own pockets and upholding their professional dignity. Outsiders were immediately recognized and suspiciously watched. The Kowloon Walled City, in fact, was a world unto its own.\n\nIt has always aroused curiosity, and fear, and few dared venture inside. Since the announcement in January, 1987 of its demolition under the auspices of both the British and Chinese governments, interest has multiplied. Hardly a day passes now without some group of visitors trooping down the alleys hoping to see this unique physical, legal, historical and social edifice before it is gone forever. But, in a way, the City remains an enigma. This paper attempts to unveil some of the mystery by tracing the origin of the historical anomaly and revealing its pre-War development and the unusual role it played in the history of the region.\n\nThe City's site at the northeastern corner of Kowloon peninsula was first fortified in 1668 when a signal station was established. About 1810, a small — and according to one account, “miserable”\n\nDr. Sinn is Resources Officer at the History Department, University of Hong Kong.         "content_text": "51\n\nOfficer, Dr. Hickling, replied that the matter needed a full investigation, and for a beginning certain broad lines might be laid down. She suggested as such (1) the conditions which would constitute overcrowding in work places, (2) the ages at which children be admitted to factories, and (3) regulation of the hours children worked.\n\nAt a meeting of the Sanitary Board on 2 April 1919 Mr. Bowley said that though previous to the meeting he had submitted his intention to place before the Board resolutions concerning overcrowding in factories and child labour, he thought it would be better if the Board first appointed a sub-committee to investigate conditions and thresh the problem out before definite suggestions were placed before the full Board.\n\nMr. Bowley was the natural Chairman for the committee as he had shown special interest in the problem and was acquainted with the corresponding legislation on the subject in England, America and the British Colonies, and as the Chinese section of the community would be chiefly affected by such regulations, Mr. Chan Kai-ming and Mr. S. W. Tso were appointed along with the Sanitary Department's Medical Officer, Dr. A. D. Hickling. As the regulations would be dealing with the working conditions of women and children, it was appropriate that Dr. Hickling, a woman, be on the committee.\n\n―\n\n―\n\nAt a meeting on 27 May, the sub-committee submitted its recommendations. An amendment was proposed to Section 16 of the Public Health and Building Ordinance of 1903 that children under the age of fourteen be prohibited from working in any factory for more than ten hours a day exclusive of meal times and that children under thirteen not be employed in any occupation likely to be injurious to their “life, limb or health, regard being had to his or her physical condition”. The committee also proposed an addition to Bylaw sub-section 13 of Section 16, that factories be regarded as overcrowded and therefore a danger to health if there was less than 250 cubic feet for every person employed, or during overtime after six p.m., 400 cubic feet per person.\n\nThe Sanitary Board had the power to require factories to provide adequate ventilation, cleanliness and latrine accommodation.         "content_text": "Introducing a motion for the adoption of the recommendations of the sub-committee, Mr. Bowley stated that in the Peace Treaty then under discussion provisions were made for an International Labour Convention and for a League of Nations. In the proposals for both organizations the welfare of women and children were dealt with. Appended to the section of the Peace Treaty dealing with the Labour Convention was the affirmation of the principle of an eight hour working day and a forty-eight hour week.\n\nMr. Bowley reminded the Board that the matters being proposed were on the agenda of the Labour Convention which was to be held in Washington, D. C. in the United States in October 1919. These developments had a particular meaning for Hong Kong as a British outpost in the East, for if Hong Kong took action as a part of the British Empire it might influence “our neighbouring allies' China and Japan, both of whom were parties to the Treaty and who had accepted both the League of Nations and the Labour Convention.” He continued. “If Hong Kong, China and Japan are to be included in the comity of nations on equal terms, it behoves us and our neighbours to consider these questions very carefully”.\n\nHe contrasted the absence of factory legislation in Hong Kong with Britain where such legislation had been gradually developed and enforced over the past eighty years. One reason for the difference between the two places was that Hong Kong until only recently had not been much of a manufacturing centre, but now there were many new factories. \"The time has come\", he said, \"when some, at least, of most of the elementary principles of the Factory Acts should be introduced into the Colony”. The experience of England had been that factory legislation had to be related to provisions for education and it would be difficult to apply the same laws to Hong Kong if there was no movement at the same time toward compulsory education, but since the Sanitary Board had no jurisdiction over education, the committee had concluded that it was impossible to prohibit employment of children even of the tenderest age, for it was better for children to be occupied with light tasks with their parents than playing in the gutter. Moreover, the criminal law contained provisions for the punishment of parents or masters and mistresses who ill-treated or neglected their children or child servants. The editor tried to prick the consciences of his fellow countrymen. \"We are all apt, when pointing out the development and growth of Hong Kong to strangers, to indulge in petty platitudes concerning the evidence of British perseverance and skill to be found in the magnificent roads and the imposing houses on the higher levels. But do we ever stop to think that our Peak residences and the roads leading to them have been largely built by the sweated labour of women and children? It is a fact, none the less.\n\nWhat was needed, the editor wrote, was legislation that would deal with the whole problem. He was convinced that even worse conditions existed in some of the factories where children were employed, and he warned that eventually the colony was going to have to face the problem of compulsory, free education for all.\n\nThe editorial put the problem within the context of the \"white man's burden” and Imperial ideas. It reminded readers that only when the problem of child labour and universal education were seriously faced would expatriate residents \"be able to talk with more pride and justification both of Hong Kong's place in the Empire and of the object lesson which it provides China in the civilising influence of British ideals\".\n\nQuestion by Dr. Ozorio in Sanitary Board\n\n——\n\nMay 1920\n\nAt a meeting of the Sanitary Board in May 1920, Dr. F. Ozorio asked if the Government contemplated the creation of the post of Factory Inspector, and, if so, would the post be open to women.\n\nIn reply the Chairman stated that if by Factory Inspector he meant an inspector whose duties were to ensure the sanitary maintenance of factories, all inspectors of the Sanitary Department were already doing so.         "content_text": "58\n\nGovernment, but the Government had not at present a plan to create a post of Factory Inspector.\n\nThe Problem publicised in Britain\n\nMiss Pitts and Mr. Bowley both left Hong Kong for leaves in England in June 1919. During their stay they might have pushed the matter of child labour in Hong Kong, for in May 1920 there was published an article in the Child Guardian setting forth the situation of children in Hong Kong. This magazine was the organ of the National Society for the Prevention of Cruelty to Children. The recommendations proposed by Mr. Bowley at the meeting of the Church of England Men's Society already referred to were published on the first page of an issue of the magazine. These were accompanied by the comment, “Judging from the necessity of bringing such proposals forward, it may be imagined this British Colony is a long way behind in its treatment of children”. It was noted, however, that a great many influential people in Britain were worrying the Colonial Office on the subject. The editor surmised, \"the Governor must be having quite a busy time answering the inquiries of the Colonial Office in regard to these questions“.\n\nIn November 1920 a Director of the British National Society for the Prevention of Cruelty to Children asked the Secretary for the Colonies for an interview with Mr. Claude Severn, the Hong Kong Colonial Secretary who was on leave in England, to discuss with him the matter of the welfare of children in Hong Kong.\n\nParliamentary question\n\nDecember 1920\n\nMr. A. Davies in December 1920 asked in a Parliamentary Question if there was any legislation in Hong Kong controlling the type of work done by children, the hours they worked, or their employment in work injurious to their health. The Government spokesman replied that there was none, but the Governor was being asked for a report on the subject of child labour.\n\nAnother question was raised at a session soon after.         "content_text": "recounts that the crew of the Sulphur landed on Hong Kong island on Monday 25 January” and as 'the bona fide first possessors' drank the health of Queen Victoria on Possession Mount. Then 'On the 26th the squadron arrived; the marines were landed, the union hoisted on our post, and formal possession taken of the island, by Commodore Sir J. G. Bremer, accompanied by the other officers of the squadron, under a feu-de-joie from the marines, and a royal salute from the ships of war'.\" Bremer himself was no more expansive. In his official despatch to R. More O'Ferrall M.P. at the Admiralty, written on 24 February but received only on 8 June 1841, Bremer reported that on 26 January he proceeded to Hong Kong ‘and took formal possession of the island, and hoisted the colours on it, with the usual salutes and ceremonies'.\n\n12\n\nNews of the acquisition of the island of Hong Kong became public knowledge in England on the morning of Friday 9 April 1841, but yet again there was no description of the ceremony of possession. On this day Elliot's circular of 20 January was printed in The Times, and it was discussed in an optimistic editorial: it was considered good news because Hong Kong was much more convenient for trade than Macao and a settlement there would be able to maintain itself independently of the Chinese.\" By the following day the tone of the editorial had changed. Its author wrote that 'the nominal cession of the island of Hong Kong to the British crown, though apparently promising considerable advantages to our mercantile interests, has been clogged with conditions which in practice may substantially defeat them', and then referred to the island as an 'insulated and unfrequented locality'. One factor which may have been decisive in settling on Hong Kong in the negotiations was, as the merchant James Matheson noted, the Chinese language, for such, he felt, is its ambiguity that it is difficult to fix in it a definite meaning.\" Matheson believed that, when Ch'i-shan remarked in one of his communications ‘as we have granted you territory you do not now require another port', Elliot in consequence gave up thoughts of British access to a port in northern China in the hope that he could hold Ch'i-shan to an interpretation of the Chinese characters which meant that the British had been granted the territory of Hong Kong rather than merely being given a trading factory there.'5\n\nTwo letters to The Times published in the same week expressed dissatisfaction with the new British acquisition. The reason for this stagnation is the political instability of the South Pacific countries like Annam which are imposing a strict quota on imports. As a result, the export value of joss stick has declined very dramatically to less than 40% of that in pre-war years. Moreover, local sales are not satisfactory. Up till now, besides the long-established enterprises like Leung Wing Shing, Leung Wing Hing and Tai Sang Loong which are still thriving in business, the rest of the joss stick factories are barely subsisting. The total number of enumerated factories is about 150 and the total sales value is less than 2 millions.28\n\nNevertheless, from the 1950s, this industry was in a much better position than much of the rest of the economy. Ingrams, quoting from an anonymous article in an American journal, notices, \"Hong Kong means trade. Apart from the British-American Tobacco Company, a few small textile, joss stick and rubber shoe factories and the like, there are no manufacturing factories of more than local importance\".29 However, the influx of refugees from China during the Civil War in the 1940s gave impetus to the industry. Indeed, according to many elder workers interviewed, the market for joss sticks expanded, as many people and refugees recently arrived in Hong Kong thanked the Gods for preserving their lives. Among the refugees were people from Tung-kuan and Hsin-hui who were very skilful in the manufacture of joss sticks. In fact, 80% of the workers in the trade in the late 1950s and later came from Hsin-hui and bore the surname Tai. Equipped with the skill of joss stick manufacture, they were ready to enter this profession as there were few alternative industries open to them.\n\n30\n\nIt became a common practice that the workers in a joss stick factory were provided with meals and accommodation. Thus, the industry was very attractive to newcomers who were not familiar with their new environment. Some entered this industry simply because their relatives and friends were working in one of these factories. After all, the manufacture of joss sticks does not require very high skill. The average period of apprenticeship is only one or two months for male workers. Moreover, the wage system by which wages are calculated on a piece-rate basis allows the workers a high degree of flexibility.\n\nIn the 1960s, the picture of joss stick manufacture was much more",

        "content_text": "As a chartered monopoly the East India Company had the right to exclude British subjects who were not members of the company from residing permanently in China. Their presence was tolerated for only the few months of the trading season. Consuls representing a foreign country could claim exemption from this rule. In 1783, John Reed was commissioned as head of the Austrian Imperial Factory at Canton - the trading establishments were called factories. He had been born in Britain but subsequently became a naturalised subject of the Austrian Emperor. Another Englishman, a subject of Austria, arrived in Canton in 1787, carrying a certificate of naturalisation from Austria. There was, however, a dispute about the national status of Edward Watts and the British East India Company demanded he leave at the end of the trading season, but he stayed on for several more years ignoring the attempt to get rid of him.\n\nDaniel Beale, a British subject who had been in the employ of the East India Company, in 1787 was appointed the Prussian Consul at Canton. This post was held by subsequent partners of the firm of which Beale was a member. The firm eventually became Jardine, Matheson and Co. The present Rua Pedro Nolasco da Silva in Macao is called by Chinese Bak Ma Lo, or in translation White Horse Road. Father Manuel Teixeira, the Macao historian, states that the white horse was on the Prussian flag which flew over what was then No. 1 Rua Hospital, a building occupied by Jardines for some years.\n\nIn the lists of residents on the China coast published in the Chinese Repository and the Anglo-Chinese Commercial Directory, the first name I have identified as German is Edmund Mueller in 1835. He was from Hamburg but arrived at Canton from Manila. He became the editor of the Canton Press, holding this position from 1836 to 1844. In the latter year he went into trade at Macao. He appears to have left China by 1847.\n\nGustav Christian Schwabe is listed as a German residing at Canton in 1837. He had arrived from Calcutta in November 1836 and sailed for Manila in October 1837. The firm of Sykes, Schwabe and Co, which later became Boustead and Co., had its head office at Liverpool with overseas branches at Singapore, Manila and Canton. Mr. Schwabe was manager of the Liverpool office from 1845 to 1853. He then returned to China to head the firm of G.C. Schwabe and Co. at Shanghai. This firm was dissolved by lapse of time in 1859 and was succeeded by Bower, Hanbury and Co, Shanghai.",

A soap factory was built on Shaukiwan Marine Lot which the company purchased at a Crown Land Sale in 1890 (DP 29 June, 6 August 1890) In a series of articles on Hong Kong Industries published in the Hong Kong Telegraph the writer chides British reluctance to invest capital in Hong Kong and cites the soap factory as another case in which German enterprise had outstripped that of the British (HKT 10 September 1895)\n\nAt the time of the forced liquidation of German firms in 1914 the partners of Blackhead & Co were F H Hohnke, then of Hamburg, E H Thiel and J E Danielsen. Hohnke had been a partner since about 1888. At about the same time a son of the founder joined the firm. After Germany acquired the concession at Tsingtao, Mr Hohnke went there to open a branch of the firm (DP 7 March 1905).\n\nGerman Watchmakers\n\nCharles Weiss, Gaupp and Co\n\nThe first shopkeeper in Hong Kong with a German-sounding name was Charles Weiss. Aberdeen Street second in the list of foreigners on the China coast published in the Chinese Repository in 1845 gives his nationality as German. In May of the previous year he advertises himself as \"Charles Weiss, Chronometer and watchmaker from London and Geneva, Oswald's Hill opposite Gibb, Livingston and Co.\" This would be in the vicinity of the present Aberdeen Street (FC 24 May 1844) Two months later he moved a bit down hill to the corner of Graham and Wellington Streets (FC 24 July 1844) His brother Alexander A took charge of the business in 1853 during a temporary absence of Charles (FC 6 July 1853). Charles left Hong Kong permanently in 1856 and transferred his business to Henni Vaucher, formerly of Canton (FC 2 June 1856) Henni Vaucher was either French or Swiss; he had been a clerk in the watchmaking firm of Bovet Brothers and Co at Canton from 1851 to the time he took over Charles Weiss's business. He died of chronic diarrhea a year after moving to Hong Kong (FC 6 Nov 1857).\n\nLouis Heermann was an assistant in the shop of Charles Weiss from the year 1854. After the shop was closed upon the death of Henni Vaucher, Mr Heermann opened his own store on Queen's Road in February 1858 (FC 1 Feb 1858). While in his shop notice Mr Heermann calls himself",

        "content_text": "Africa and South-east Asia to be suspicious of the pretensions of local leaders whose personal interests were not always easily identifiable with those of the common man—or, in their new surroundings, the worker in the plastics factory and his family. They had been conditioned by British policy and practice elsewhere to accept a goal of parliamentary democracy and self-determination as the norm; and while admitting that Hong Kong was, in the other cant phrase, “unique,” they saw no reason for it to be utterly different in ethos.\n\nSomeone who appreciated the subtle differences within colonies and between their officials was the last Colonial Service Governor, Sir David Clive Crosbie Trench GCMG MC. Trench had started his service in the Western Pacific, where as a District Officer in the Solomon Islands he had been a wartime \"coastwatcher\" in the mountains, reporting on Japanese activity, and had earned a military decoration during the Allies' reoccupation. He was one of the few Administrative Officers to benefit from the old Colonial Office's unspoken \"seven year rule.\" Under this, those who had spent that length of time in the supposedly enervating climate and mores of the Pacific should be sent to more politically and mentally bracing parts of the empire, the better to come back refreshed when more senior (determined Resident Commissioners in the Western Pacific, who thought seven years only just enough to train their juniors in the proper ways, usually managed to circumvent this best-laid plan.) Trench came to Hong Kong after the war, where he acquired a strong and popular reputation, notably in the Labour Department, as reorganiser of the Fire Brigade and as Deputy Colonial Secretary (DCS). It was no surprise when he went back to the Western Pacific as High Commissioner; there he presided over the creation for the egalitarian Melanesian society in the Solomon Islands of a novel democratic form of government based, via a constitution already adapted for Ceylon, on the pre-war London County Council, with committees instead of ministers (some of whose chairmen, however, inevitably assumed ministerial pretensions.) After three years, he returned to Hong Kong as Governor in 1964.\n\nBefore he had left, Trench had naturally always shown greater sympathy with and understanding of the \"interlopers,\" as the aforesaid subset was vulgarly known, than did some of his senior colleagues. An opera hall was added in 1830 and it became a centre for Beijing opera masters including Mei Lanfang. The hall was restored in 1992 and the site also houses a small opera museum. We watched a very lively performance of excerpts from famous Beijing Operas, the highlight of which was the Monkey King in Journey to the West defeating a rapid succession of opponents through brilliant acrobatics and martial arts.\n\nOn Monday, our final day, we visited the former Legation Quarter, now called Dong Jiao Min Xiang. This quarter had long been the place where tributary visitors, such as Mongols, Tibetans and Vietnamese stayed, and during late Qing times became a virtual \"state within a state\".\n\nDr Ting guided us on a walk which began at St Michael's Church, in Taijichang Street (formerly known as Rue Marco Polo) and built by French Vincentians in 1901. Inside the church is simple and modest with some of its services still conducted in Latin. We went on past the sites of the Russian Embassy and the former British Embassy, as well as the present Beijing Municipal Government offices, the Supreme People's Court and the Beijing Public Security Bureau. There still exists one interesting road sign, Rue Hart, named after the famous founder of the Imperial Maritime Customs, Sir Robert Hart.\n\nOur visit to Beijing ended with a brief look at the antique market Liulichang (Glazed Tile Factory) an area named after a pottery which, in Ming times, produced tiles for the roofs of the Forbidden City. It had been famous for centuries for its old book shops, pictures, rubbings, jewellery, bronzes and porcelain and for some years now it has been revived as an antique market, (but one has to bargain very hard to get a good price).\n\nWe returned to Hong Kong on Easter Monday afternoon having visited a capital undergoing both revival and development, with room for both Matteo Ricci and Nina Ricci, for both the study of history and plans for a future based on past experience; and for both the tranquillity of the Fa Hai Temple and the boisterous artistry of the Monkey King. We look forward to further insights in Qingdao during Easter 1999.",

        "content_text": "231\n\n[Seen but citation mislaid] The origin of the term \"Fokies\" is unknown to me. However, it seems to have been in use in the British navy long before the Opium War. For instance, it appears in the Account of A Voyage to India, China, & in His Majesty's Ship Caroline, Performed in the Years 1803-4-5 By An Officer of the Caroline, published by Richard Phillips, London, in 1806. There, it is written \"Fukki,\" and is applied to a Chinese pickpocket who got the worst of an encounter with a British naval officer on the street near the British factory at Canton (pp.70-71). This book is remarkable for the unmistakable impression it creates of the high morale, national pride and spiritness of a well-led ship's company, the very same qualities which were to be again much in evidence in accounts of the Opium War; whilst the fate of the forts at the Bocca Tigris in 1841 are foreshadowed by a description of the battery at “Annanhoy\" (Anunghoy) and its accompanying dismissal, “Such is the gasconade of the Chinese about a fort, that a man of war's launch, armed with a carronade, would knock about their ears in a very short time” (p.55 with 56-7).\n\nYet it would seem that those few naval officers with earlier experience of dealing with the Chinese bad, like the officer of HMS Caroline, already taken the measure of their military and naval officials and their equipment. Critical assessments can be found in John McLeod's The Voyage of [HMS] Alceste to the Ryukyus and Southeast Asia, at pp. 125-170 of the Tuttle 1963 reprint of the First Edition published by John Murray of London in 1817; and in Captain Basil Hall's account of the same voyage, Narrative of a Voyage to Java, China, and the Great Loo-Choo Island (London, Edward Moxon, new edition, 1840) at pp.68-76, including the forcing of the Bogue. Hall commanded the Alceste's smaller consort, HMS Lyra. The animated spirit of the English officers and men, and the keen sense of the national honour, and especially of the flag, are well to the fore.         "content_text": "40\n\nAmongst the equipment issued to each coolie in France were boots, ankle and puttees, two pairs of socks, one towel and one piece of soap, one groundsheet and one blanket in the summer and three in the winter, and an enamelled mug instead of a tin mug.\n\nTransportation to France\n\n31\n\nThe Chinese Labour Corps was officially formed on 21 February 1917 with Lt. Col. B.C. Fairfax appointed as the officer-in-charge as early as 15th November 1916. In the meantime, the first labourers left China in January 1917 and the first to leave France to return to China left in November 1918. Some of those sent from China died en route to France on the sea voyages. These ships travelled either via South Africa or Suez to England via the Panama Canal or sailed to Canada, the labourers being transported across Canada by train and then sailing on to England. These routes were chosen so as to confuse German intelligence and to avoid the submarine menace. None was lost in this way despite a German presence still in northern China at that time. Thence both groups were shipped to France.\n\nThose travelling via Canada landed at William Head, Vancouver Island, the old quarantine station and, following authorisation, travelled by train to Halifax, Nova Scotia. They were guarded, to prevent escape, and consequently the usual poll tax of Can$500, levied by the Canadian Immigration Department, was waived. Over a thirteen-month period, over 84,000 were so transported. From Canada, they would be shipped to the UK to Liverpool or Plymouth, then from Folkestone to Noyelles-sur-Mer in France.\n\nG.E. Cormack, who acted as an escorting officer to five hundred labourers, was stationed at the collecting depot, a German silk factory near Qingdao. This town had earlier in the War been captured from the Germans by the Japanese, assisted by a small British force. On a monolith at one of the forts was a Prussian eagle with an inscription in German stating that this town had been captured by the Germans from the Chinese. Over this, there was a Japanese inscription stating that Qingdao had been captured from the Germans by the Japanese! China had declared war on Germany on 14th March 1917.\n\nAgain, to quote from G.E.         "content_text": "3\n\nBefore 1932 a number of small factories had been established in the colonies. Cotton ginning factories, sugar cane crushing mills, fibre decorticating plants, tobacco grading and packing factories, saw mills and tin smelters had been constructed to reduce the bulk of primary products and make them more convenient for export. Other industries were started for the purpose of import substitution. In almost all the sugar producing colonies sugar refineries had been set up. Edible oil, lard and soap factories were established using local produce in Nigeria, Ceylon, Nyasaland, Trinidad, Jamaica, British Guiana, British Honduras and Fiji. Breweries had been established in the Gold Coast, Kenya, Cyprus, Malta, Jamaica and the Straits Settlements; match factories in British Guiana, Jamaica and Trinidad; a canned pineapple factory in Malaya. This is by no means an exhaustive list of industrial enterprises in the colonial empire in 1932. All these factories had been set up to serve the local market and had taken advantage of tariffs which had originally been imposed by colonial governments for revenue purposes. In some cases this level of protection was sufficient to make the factory viable. In other cases the company contemplating investment asked the governor for the tariff to be increased so as to exclude competitive imports or asked for a guarantee that no excise duty would be imposed or that any excise duty would be levied at a reduced rate.\n\nColonial governors showed no reluctance to grant these concessions in order to encourage the establishment of local industries in spite of the loss of customs revenue and the increased prices paid by the consumer for goods previously imported. Often governors neglected to seek specific permission from the Colonial Office to make such changes to the schedules of their customs ordinances. In a number of cases the Colonial Office heard of the new protective duties only when British manufacturers complained that they were being excluded from the colonial market. When an industrial project was referred to London governors used various arguments to support the protection of infant industries in their colonies: that the proposal was a legitimate development of local resources; that it would relieve unemployment; that a pledge of protection had already been given by government to the promoters; or that the proposals had the support of the unofficial members of the executive and legislative councils.\n\nNormally the Colonial Office did not refuse to sanction the grant of assistance to the new local enterprise. For example, in 1927 the legislative council of Jamaica passed an ordinance to increase the tariff on biscuits, soap, edible oils, cordage and matches and to remove the excise duty on soap, edible oils and matches in order to protect local industries.         "content_text": "could be nullified only by the use of the crown prerogative of disallowance. The Colonial Office was most reluctant to exercise this power except in extreme circumstances since it might cause the governor public embarrassment. There are only three cases to be found in the files before 1933 where the Colonial Office was consulted about a project and imposed its veto.\n\nThe progress of industrialisation in Hong Kong was completely different from all other British colonies where factories could be established only with the aid of protective tariffs and other government assistance and manufactured goods were sold only in the local market. Hong Kong island was originally occupied because it had the best deep-sea harbour between Shanghai and Indo-China. It served as a base for the British navy and a place where merchants could store their goods and transfer them from ocean-going vessels to smaller ships to trade at ports along the China coast and inland waterways. About 80 per cent of the goods passing through the harbour consisted of re-exports destined for South China from overseas or from North China, or exports from China being transhipped in Hong Kong. Since the principal reason for Hong Kong's existence was to be an entrepôt for trade with China, it has always been a free port with no customs duties on imports or exports. Industries were established early in the colony's history to provide for the needs of the port and to process primary products for local consumption and export to China. Shipbuilding and ship-repairing yards were established soon after Hong Kong island was occupied in 1841, followed by a rope-making factory in 1851, a flour mill in 1859, a sugar refinery in 1870, a distillery in 1871, tobacco and cigarettes in 1880, a cement factory in 1897, and a cotton spinning and weaving company in 1899.\n\nIn 1911 the Hong Kong General Chamber of Commerce carried out a survey of all European, American, and British Indian firms in the colony engaged in import, export, and manufacturing. The survey listed 38 trading companies which had also set up factories. The 1931 census found that about a quarter of the working population (112,133 out of 470,794) were employed in manufacturing industries. The 1930 Blue Book listed 3,164 factories and workshops under 102 categories ranging from 124 boat builders to 116 tin beaters and 14 weaving factories. Most of these establishments were very small, situated in the back streets and tenements of the urban area. In 1932 only 586 were registered under the new Factories and Workshops Ordinance, which regulated firms that employed at least 20 persons. It is difficult to quantify the size of the manufacturing sector in the absence of detailed statistics of local consumption, but it appears that domestic exports of manufactured goods in 1932 totalled at least HK$36 million (about £2,500,000).1 The main items exported were cement, refined sugar, preserved ginger, lard, knitted singlets and hosiery, and electric torches.",

Except in the case of Ceylon, where the elected unofficials had a majority in the legislature, governors were able to ensure the enactment of the new customs schedules by the votes of the officials and the nominated unofficial members, but they were reluctant to do so against popular opposition. The Colonial Office warned the recalcitrant colonies that if legislation were to be delayed or amended the dominions might refuse to implement the new preferences agreed at Ottawa or withdraw existing preferences; the British parliament might also withdraw the preferences granted to the colony under the 1932 Import Duties Act.\" So the legislation was eventually passed in all the colonies in spite of great popular opposition. In the Leeward Islands there were shouts of 'What happened to Judas?\" at the end of the meeting, and the residence of a nominated unofficial member who voted for the bill was destroyed by fire.\" \n\n... \n\nIn the West Indian colonies opposition focused on the clause in the United Kingdom-Canada agreement which obliged the colonies to impose a duty of one shilling per pair on rubber boots and shoes and rubber-soled canvas boots and shoes in addition to the general preferential ad valorem rate. Hosiery of cotton or artificial silk (rayon) was to be charged an additional duty of sixpence a pair and silk hosiery an additional duty of ninepence a pair. These massive tariff increases were designed to exclude Japanese competition from a market which had been a Canadian monopoly until 1929. The governor of Barbados protested that Japanese shoes were sold at one shilling and eightpence a pair with the result that many were now shod who had previously gone barefooted, reducing the incidence of ankylostomiasis (hookworm infestation); if a specific duty of one shilling were imposed the resultant price would be beyond the reach of the poor, while being still much below the price at which Canada could supply footwear.\" The governor of the Windward Islands protested that stockings from Japan cost only fourpence a pair and would rise threefold to 13 pence a pair if the new tariffs were imposed.\" Other governors of the West Indian colonies made similar complaints, but the Colonial Office was obdurate that the preferences granted to the colonies by the dominions on their exports of primary products were conditional on the full implementation of the Ottawa agreements by the colonies. \n\n13% \n\nIII \n\nThe swingeing increases in duty on Japanese canvas and rubber footwear did not achieve their intended effect of restricting the market to Canadian manufacturers. In November 1932 a Canadian manufacturer of rubber shoes complained to the Canadian minister of trade and commerce that in the last two months 15,000 pairs of rubber shoes had been imported into Barbados from Singapore at prices far below that of shoes produced in Canada. The Canadian minister wrote directly to Cunliffe-Lister asking for his help. He expressed the fear that unless something was done additional factories would be erected in Singapore and Hong Kong to take advantage of the new tariff and cheap Asiatic labour. The colonial secretary replied that it would be impossible to introduce in any colony legislation discriminating against goods produced in another colony; this would cut across the principle of solidarity between various parts of the empire which had been accepted at Ottawa and would inevitably cause a serious revulsion of feeling in these colonies.35\n\nExports of rubber boots and shoes to the West Indian colonies continued to increase at an alarming rate throughout 1933. They even penetrated the Canadian home market. Factories in Hong Kong which had previously exported their boots and shoes to China and the Philippines found themselves priced out of these markets by new protective tariffs and turned to export their products to the West Indies and Britain. Canadian and British footwear manufacturers faced with the loss of markets which they had formerly monopolised claimed that the Singapore factory was owned by Japanese interests who were seeking to evade heavy duties by setting up factories within the empire. In fact all the factories in Singapore and Hong Kong were owned and managed by Chinese businessmen. The empire content of the shoes was over 90 per cent since they were made from Malayan rubber and British canvas by British subjects working in a British colony and carried to Britain in British ships. There were no grounds for denying imperial preference to Hong Kong products in accordance with the Ottawa agreements. The Canadian prime minister, R.B. Bennett, complained to Cunliffe-Lister that the importation of rubber shoes was utterly demoralising the Canadian industry; thousands of workers would lose their jobs unless action was taken to prevent the continuation of this destructive and unfair competition.\" The colonial secretary replied that it would obviously not be politically possible to invite the legislative council of the Straits Settlements to pass legislation prohibiting the manufacture of rubber shoes in Singapore or their export to markets overseas.\" \n\nMeanwhile another industry long established in Hong Kong was causing embarrassment to the Colonial Office. The governor sent a telegram to London complaining that the Hong Kong and Whampoa Dock Company had tendered to build a 500 ton coaster for Australia but had discovered that it was liable to a 15 per cent duty and could not claim exemption since imperial preference was granted only to ships built in Britain.         "content_text": "II\n\nasked that Britain should approach Australia to secure for Hong Kong the same tariff preference as Britain enjoyed, in accordance with article 15 of the Ottawa agreement. He pointed out that Hong Kong had granted Australian brandy a preference in the excise duty of three dollars a gallon and had received nothing in return. Cunliffe-Lister refused to take any action minuting that he was not prepared to press for equal treatment in the dominions for British and colonial industries like shipbuilding in which owing to different standards of living the levels of cost were necessarily different. This attitude shocked the civil servants in the Colonial Office. One senior official minuted, 'I have always assumed that the Secretary of State would be the advocate of colonial interests.' The matter was not allowed to rest there in spite of the views expressed by Cunliffe-Lister. Officials consulted the Board of Trade and when that department raised no objection a letter was sent to the Australian High Commission asking for the grant of preference. The Australian government was most unwilling to extend preference to a territory with oriental wages even though it was part of the empire, but eventually granted all the colonies preference at the same rate as Britain in respect of vessels over 500 tons only.\n\nIn 1933 Hong Kong manufacturers followed the lead of the Singapore factory in vigorously expanding their exports. Sales to Britain grew from HK$16,190 in 1930 to HK$454,252 in 1933 and to HK$1,823,874 in 1934. British manufacturers protested to the Board of Trade about this competition in their home market and the Board of Trade passed on their complaints to the Colonial Office. Cunliffe-Lister suggested that Britain should confine its preference to primary products and that entry free of duty should be refused to colonial manufactured goods which could compete with an efficient British industry. This proposal did not find favour with the civil service. Instead officials proposed that an interdepartmental committee should be set up to consider the whole question of the industrial development of the colonial empire. The committee was composed of officials from the Board of Trade, the Department of Overseas Trade, the Dominions Office and the Colonial Office. The first meeting was held in January 1934. R.V. Vernon of the Colonial Office was the chairman and was said to have been largely instrumental in drafting the committee's report.\n\nThe committee concluded that industrial development in the colonial empire was an inevitable contingency which could not be prohibited or indefinitely retarded; but the committee saw no reason why a conscious policy of the artificial encouragement of industry should be undertaken by the institution of a tariff high enough to protect the products of local industry from imports from Britain or elsewhere.         "content_text": "creation of protected local industries could be justified only where the colony had natural advantages for the development of an industry and where it was likely eventually to be profitable without protection. However, regard should also be paid to the principle of trusteeship and where the commercial interests of Britain and the general economic well-being of the colony were in conflict, colonial interests should prevail. These ambiguous recommendations gave the Colonial Office a considerable area of discretion to determine whether or not a colony should be allowed to institute a protective tariff or provide other assistance to a proposed new industry.\n\nThese recommendations did not affect the situation in Hong Kong and Singapore, where Chinese entrepreneurs were successfully exporting shoes and other goods manufactured from imported raw materials without the assistance of any protective tariff. Their home market was small compared to their export markets and they could easily undercut any foreign competitors. The committee regarded the invasion of the British and dominion markets by cheap rubber shoes produced by oriental labour as an evil, but it opposed the imposition of import duties on colonial manufactures since the Ottawa agreements had granted entry free of tariffs to all imports from the dominions and India; discrimination against colonial products would undermine the principle of free trade within the empire and call into question the preferences and privileges which the colonies had extended to imports from Britain. Instead of tariffs on colonial manufactures the committee recommended that efforts should be pursued to assimilate conditions of employment and factory and workshop regulations to those in force in Britain by the adoption of the International Labour Conventions by the colonies. The committee also suggested the encouragement of negotiations between manufacturers in Britain and in the colonies to divide the market by the assignment of quotas between them.\n\nCunliffe-Lister welcomed the report in spite of the rejection of his idea of protection for British manufactures against colonial competition. The report was circulated to the cabinet for the information of ministers but objections were unexpectedly raised by the secretary of state for India and the chancellor of the exchequer. The main doubt was whether the report went far enough in recommending the discouragement of new industries in the colonies. So the report was remitted for further consideration by another committee, but nothing was done for three years. In the meantime the Colonial Office proceeded to act on the principles recommended in the report. Instructions were sent to all colonies that any proposal to protect a local industry must be referred to London at the earliest possible stage and no bill to impose or increase a protective tariff should be introduced into the legislative council without prior authorisation by the colonial secretary. After much discussion the only specific recommendation made by the committee was that when a protective tariff was granted an excise duty equivalent to the import duty should always be imposed. The final report of the committee was never published and apparently was never considered by the cabinet.\n\nSo the Colonial Office continued to vet proposals for new industries according to the guidelines laid down in the 1934 Report, that manufacturing should not be 'artificially encouraged'. Officials were concerned to safeguard colonial revenues at a time when most colonies were in financial difficulties as a result of the world depression. The Colonial Office insisted that budgets must be balanced, to avoid the need for a grant from the British government and the consequent Treasury control of the colony's finances. The Colonial Office had no money available in its own account to subsidise ingenious schemes, such as a project put forward by an entrepreneur from Trinidad to produce newsprint paper from bagasse and to power the factory with anhydrous alcohol distilled from sugar cane juice.70 Governors could apply for funds from the Colonial Development Advisory Committee which provided £36,500,000 for development assistance from 1929 to 1939. But this fund was originally set up to alleviate unemployment in Britain and no application for industrial development would be entertained which would be likely to compete with British industry.? Officials believed that by discouraging uneconomic industrial development they were acting in the best interests of the native inhabitants. An assistant secretary minuted, 'Manufacturing industry, which can be established in a colony only at the price of a monopoly protected by a high tariff, ends in producing a locally manufactured article which is too expensive for the primary agricultural producers to buy.' Governors were more suspicious of the motives of Colonial Office officials. The governor of Sierra Leone complained that any industrial project was approached from the standpoint that British trade interests must rank first, dominions' interests second and those of the colonies last. Perhaps the fairest summary of Colonial Office policy was made by a junior official: 'Generally speaking we do not want to encourage industrial development in the colonial empire, but we are reluctant to go so far as actually to prohibit it.'\"\n\nWhy then was it that Hong Kong was able to develop a flourishing export-oriented industry without any subsidy or assistance from the colonial government whatsoever when in all the other dependent territories the development of manufacturing industry was derisory, and the few factories that were established were heavily dependent on protective tariffs, special",

Almost all the raw materials for industry had to be imported. The population (840,000 at the 1931 census) was wretchedly poor and could not provide the purchasing power to support large-scale industry. But Hong Kong was well-placed to export cheap manufactured goods to the vast market of China and the neighbouring countries of Asia where until the 1930s tariffs on imports were low. The world depression led China and other Asian countries to erect high tariff barriers which threatened to cripple Hong Kong's burgeoning industry. The colony was saved by the decisions taken at the Ottawa conference to adopt the policy of imperial preference. This handicapped its main competitor, Japan, by imposing high tariffs and later quotas designed to exclude Japanese manufactures from markets in the British empire. This created a vast imperial free trade area embracing Britain, its colonial territories and New Zealand. Traders and businessmen in the African or Caribbean colonies could have seized the opportunity to exploit it, but it was only the energetic and adaptable Chinese entrepreneurs of Hong Kong who did so.         "content_text": "282\n\nin 1896 took herself off up the Yangzi and later wrote about her six-month journey, including her stopover in Zhenjiang. She travelled on the steamer Poyang and...'after passing Silver Island [Jiao Shan], a wooded rock on which there is a fine temple, we reached Chinkiang, the first of the treaty ports on the Yangtze, and well situated at the junction of the Grand Canal with the river. On my two visits I thought it an attractive place. It has a fine bund and prosperous-looking foreign houses, with a British Consulate on a hill above; trees abound. The concession roads are broad and well kept. A row of fine hulks connected by bridges with the shore offers great facilities for the landing of goods and passengers. Sikh police are much in evidence, the hum of business greets one's ears, traffic throngs the bund, the Grand Canal is choked with junks, ...and judging from appearances only, one might think Zhenjiang a busier port than Hankow, the great centre for commerce in Central China'. Mrs Bird then goes on to describe the passing trade including...'our German rivals have done a very neat thing' in starting an albumen factory, in which the albumen, dextrously separated from the yolks of ducks' eggs, is made into slabs, which are sent to Germany for use in photography, the production of leather, and the printing of cotton, etc.'. She also commented on 'the beautiful Golden Island [Jin Shan], separated as recently as 1842 by the channel south of the island where there is now an expanse of wooded and cultivated land sprinkled with villages'.\n\nThe hulks were replaced many years ago, and yet again, since 1980, their wooden piers have been rebuilt into a row of some half dozen concrete piers. Sir Robert Hart, the Inspector-General of Chinese Maritime Customs for forty-five years, referred several times to the hulks at Chinkiang, usually because the hulk owner, Bean in one instance, was involved in a law case with the local Customs Commissioner.\n\nIsabella Bird learned of a number of charities and organisations for the welfare of the poor from the British Consul, W R Carles, and from Rev. W W Lawton who had made careful investigations for the Christian Literary Association of Zhenjiang. She noted that there were an orphan asylum and a benevolent institute for girls in Zhenjiang as well as a benevolent institute with eighty boys.         "content_text": "291\n\n+\n\nIn early December 1881 Hudson Taylor convened an informal missionary conference at Zhenjiang to discuss the crucial and imperative need to increase their numbers in order to accelerate the pace of converting China. This was an on-going problem raised and discussed by Protestant missionaries across China down the years. The staff and language students from the Missionary Language School at Anqing, another city on the Yangzi, were invited to attend the Zhenjiang conference as were missionaries of the American Episcopal Church.\n\nIn 1900 Mr Absolom Sydenstricker and his wife were both Presbyterian missionaries living in Zhenjiang, together with their daughter Pearl who was eight. During the first months of the Boxer troubles they refused to flee, then in July of that year when conditions had worsened they were compelled to escape to Shanghai, to return a year later. Life for a growing young woman was fairly circumscribed with the white population limited to the few in the consulates, other missionaries and a dozen or so men working with British and American companies. Pearl left in 1917 to marry Mr Buck, an American missionary and academic interested in China's rural economy, at Nan Suzhou in Anhui. Pearl's mother died in Zhenjiang several years later and was buried in what was then known as Zhenjiang's foreign cemetery. In 1920 Pearl's father sold their house and moved to Nanjing. Pearl Buck spent in all some forty-three years in China, and her writings brought Chinese social inter-relationships, especially those of the peasants, to western readers, possibly the first to achieve a world-wide circulation leading to many a westerner's first fascination about China. She wrote many a book and chaired many a public meeting telling people, mainly in the US, of the enduring spirit and resilience as well as the wretched lives lived by Chinese peasants and of the threat from Japanese Imperialism. Her best known works include The Good Earth, and a translation of the Shuihu Ji, 'All Men are Brothers', one of China's most popular pieces of literature. Her parents' family house in Zhenjiang, at the present day address of 6 Runzhou Shan Lu, is now one of the leading tourist attractions, for Americans in particular, despite being part of a semiconductor factory.\n\nIn May 1905 Hudson Taylor, freshly back from recuperation in Europe, stopped by Zhenjiang on his way to Changsha, where he visited the graves of Maria [his first wife who had died there in July 1870] and his children in the little cemetery among the hills.         "content_text": "411\n\nYET MORE ON THE CHINESE LABOUR CORPS IN FRANCE, 1917-1921\n\nDAVID MAHONEY\n\nKeith Stevens writes that Brian Fawcett in his article on \"THE CHINESE LABOUR CORPS IN FRANCE\" quoted a figure of 30,000 Chinese who returned to and remained in France, from China, after World War I. He added that the figure appears excessive. In fact, the total of all the Chinese labourers recruited by the French for the French Chinese Labour Corps during World War I did not exceed 50,000.\n\nThe French began their recruitment of Chinese in 1916, some six months before the British did. The scheme was initiated following preliminary discussions on the practicalities of recruiting Chinese labourers to be shipped to France to work in munitions factories to release Frenchmen to serve in the trenches, with the initial idea being to recruit Chinese from the area around the French treaty port of Guangzhouwan in Guangdong in southern China. This, however, was rejected and Jiangsu province - a northern province where the Chinese were hardier and used to northern climes - was selected, particularly in view of the wide French missionary influence in that province. A French Army major was despatched from French Indo-China (now Vietnam) to Shanghai where he was based in the French Concession ostensibly as a French civil servant, to avoid embarrassing the Chinese, to report on the practicality of the proposal. His report was favourable and accepted, and recruitment of Chinese volunteer labourers was started in Jiangsu province, in the vicinity of Shanghai in July 1916.\n\nThe labourers were transported by sea from Shanghai to Marseilles, where the main French CLC was situated, and Le Havre, and trained and worked in munitions factories across France such as Bergerac in the Dordogne, or in private concerns such as the Schneider factory at Le Creusot. Such employment was not possible in Britain due to the objections raised by British trade unions. French Chinese labourers were often billeted in French homes, and an unknown but comparatively large number married French women, some of whom accompanied their husbands back to China. There was, says Morse 'an ease in their mutual relations' which was the best commentary on the condition of affairs. \"They both had a reputation for commercial honour and integrity such as has not been surpassed in any part of the world or at any time in its history: trading operations were entirely on parole, with never a written contract: and there was much help and sympathy from one to the other.39\n\nThe servants in the factories\n\nEarlier regulations stated that Chinese could not be employed as servants to foreigners, but this rule was normally relaxed, albeit with a restriction on numbers. Many Chinese serviced the Factories in diverse occupations, and most must have been local people, some of them long-serving. The personal servant of one head of the EIC's Select Committee had been with him for 16 years, and there were clearly others of the kind.\n\n40\n\nHowever, this was a dangerous employment. It became more so at times when the high mandarins were in dispute with the EIC Select Committee, and rules were invoked and enforced for a time. Servants would have to quit, or sometimes flee, and they and their families were liable to be 'squeezed' by underlings.
