HAYES \n\nDespite the presence of troops, military posts and police of two types in the Territory, besides the assistance of the local kuk, the magistrate's power to prevent crime appears to have been limited. Piracy, in particular, was rampant at different times, and ranged from the anti-dynastic activities of Koxinga in the mid-seventeenth century on behalf of his former masters the Great Ming, (which occasioned the removal from the coast) through the widespread depredations of large pirate bands at the beginning of the nineteenth, to the milder but still disconcerting activities of the period under review. \n\nIt is necessary to emphasise the prevailing unrest, since until quite recently the only striking difference between the New Territory in 1898 and the territory we know to-day was the imposition of the pax britannica. Until the British Government got into the saddle and established its police stations and patrolling launches, the people were subject to piracy, robbery and other forms of violence as from time immemorial. The Governor mentioned specifically in a despatch to the Secretary of State in April 1899 that “the (Tai Po) district is well known in Canton (i.e. to the Viceroy) to be turbulent, that to the N.E. of Mirs Bay being noted for piracy, and so ill-disposed that I am informed no Customs Official dares to land there except with the support of a revenue cruiser”.30 He probably had this from \n\nLockhart, his main source of reliable information at this time. Of course, the local population were sometimes not averse to such efforts themselves, and as a British Consul wrote at the time \"The old free-booting spirit still survives among many who are now apparently peaceful traders and fishermen [of which] we occasionally get startling proofs in some unexpected daring act of piracy on the high seas or along the coast\".31 Smuggling was also common, whether of salt or opium.** \n\nLooking outside the district to the province and its capital city Canton, the political scene, as revealed by the Trade Reports to the Foreign Office of consuls in the several British treaty ports of Canton, Amoy, Samshui and Pakhoi was the reverse of satisfactory. Though written by a succession of men of obviously varying temperament and outlook they reveal a sad state of affairs. There was a flavour of irony in this, as the Portuguese were to prove as great pirates as the Japanese, Their most famous pirate was Mendes Pinto, who flourished in the latter half of the sixteenth century, and who seems to have been a combination of Sir Henry Morgan and Baron Munchausen. Pinto's exploits are characteristic of Portuguese history during those early centuries, displaying that amazing mixture of gallantry and greed, of religious zeal, bigotry, and cruelty. \n\nThe eastern seas had always been full of violence, and the arrival of the Portuguese in the early sixteenth century, and the Dutch a century later, increased that violence. The Dutch lacked the religious zeal of the Portuguese, but substituted an equally unattractive obsession with trade. Much of the European trade in the Far East at that time was based on piracy. The Dutch, for instance, were excluded from direct trade with China until 1729, and in their Japan trade in which Chinese silk was the most important commodity they obtained much of their silk by plundering Portuguese and Chinese ships. \n\n— \n\nThe persistence of piracy in Chinese waters for so long after regular trade had been established there by Europeans, was due to the peculiar conditions under which that trade developed. In India, and in the East Indies, European trade was succeeded by a steady increase in European power, although in both places there was a considerable time lag between establishing political power on land and the suppression of piracy at sea. \n\nBy the mid-nineteenth century, however, British and Dutch naval power had made Indian and East Indian waters comparatively safe for European commerce. The situation in China was very different, however, and piracy continued there for fully another century. Not until after the First China War of 1841-42 were there any centres of European power in China, and the few centres established then were separated from each other by hundreds of miles of Chinese territory. The situation was aggravated by the increasing anarchy and lawlessness which became endemic over much of coastal China from the early nineteenth century, as the authority and power of the Manchu Government declined. \n\nWhen the East India Company's monopoly of the China trade was abolished in 1833, and the trade thrown open to all comers,",

BLUE \n\nFor the first few years after the cession of Hong Kong, the British Government and Royal Navy practically ignored piracy on the South China coast; and the American, French, and Portuguese governments were equally indifferent. Any attempts at suppression by the Hong Kong Government were as feeble and ineffective as those of the Canton authorities. British traders in Hong Kong and the treaty ports, however, considered that they were entitled to much greater protection, and after repeated protests and representations to the home and Hong Kong governments, the Hong Kong Government passed its first anti-piracy ordinance in 1847, and the Royal Navy began to take more effective action. As a result, many unsavoury practices were uncovered. It was found that certain British merchants were supplying arms and ammunition to the pirates against whom they were demanding protection; and that Hong Kong officials were licensing ships to provide convoy protection for Chinese traders, which ships were using the cover of the British flag to plunder the cargoes they were paid to protect. This licensed convoy system was open to much abuse, and a source of great trouble to the Navy. The Chinese called these ships \"protecting tigers.\" The Navy itself was not blameless in its anti-piracy operations. The over-generous bounty system, which made pirate hunting a lucrative profession for the first decades after the cession of Hong Kong, often led to innocent Chinese traders and sailors losing their lives and property. Admiralty records ignore most of the errors committed by overzealous naval officers, but the Navy's anti-piracy campaign was one of the many British activities to draw unfavourable criticism from Lord Elgin in his mission to China and Japan in 1858.\n\nThe Royal Navy and the Hong Kong Government faced a difficult and complex situation when they undertook serious anti-piracy operations in the late 1840's. The Navy could attack pirates anywhere on the high seas, and commit them for trial to any British or Chinese court; but Hong Kong could only free its own waters of pirates. Piracy on the coast and rivers came within the jurisdiction of the Chinese Government, and neither the Navy nor Hong Kong could operate there without permission from the Canton authorities. The leaders of such fleets were often opposed to the ruling dynasty, sometimes being disaffected former high officials. Koxinga, the greatest of all Chinese pirates, comes into this category. Koxinga was a supporter of the fallen Ming Dynasty against the Manchus, and the Chinese honour him to this day as a great patriot. His greatest exploit was the capture of Formosa from the Dutch in 1661. This type of rebel cum bandit cum pirate continued to appear down to modern times.\n\nThe expansion of the China trade, and the opening of Japan to foreign trade resulted in a great increase in British naval forces in the Far East. The first naval ships to operate in the China seas were based on the East Indies station, but very soon China became an important sphere of naval operations on her own. The suppression of piracy was only one of the Navy's responsibilities. The distance between Britain and China meant that unusual and interesting duties were often entrusted to naval officers, especially before telegraphic communications were established and when senior Foreign Office or Diplomatic officials were unavailable. Hong Kong became the headquarters of the China station, which extended from Singapore to Shanghai, and later to Japan. It continued as such until, as the result of a reorientation of naval policy in the inter-war period, Singapore became the major British naval base in the Far East. Even after that Hong Kong continued to be the headquarters of the anti-piracy forces.\n\nUntil France sent naval forces to co-operate with the Royal Navy in the Second China War, the Royal Navy was the only effective naval force in the China seas, and undertook the protection of all shipping. Even after the United States and France stationed naval forces permanently in these waters, the major responsibility for the suppression of piracy remained with the Royal Navy. It was British policy to station a warship at or near each treaty port, whether it was a coastal or a river port. This meant warships of two distinct types. There were the larger ships and their auxiliaries, which only saw action on rare occasions, and which were based in Hong Kong, with a summer cruise to Wei-hai-wei.         "content_text": "152\n\nNOTES AND QUERIES\n\nA CANNON FROM THE END OF THE MING PERIOD\n\nYour Honorary Editor has suggested that I write a short piece about the cannon recently found near the Sino-British frontier about twenty miles from Kowloon. I do so with some hesitation, as I have not seen the piece and it has probably already received some attention, including a translation of the inscription. Nonetheless here is my rendering of the latter:\n\n\"Weight: 300 catties.\n\nConstructed on the 26th September 1650 by the following: Wu, Superintendent of Inland Seas, Chief Military Commissioner, installed (?) as Ting-hai General,\n\nTu, Governor General of Kwangtung and Kwangsi, by imperial order.\n\nFan, Regional Commander of Kwangtung and guardian of the imperial heir (?),\n\nHsiao Li-jen, Local Commander of military operations, Su, Chief of bureau (?), Chief of military commission.”2\n\nIt is of some interest to note that the names of Tu, Fan, and Hsiao Li-jen appear also on the inscription of the cannon dated June/July 1650, found in Kowloon Bay in 1956.3 So far I have not been able to identify any of these individuals, especially since four of the five are listed by their hsing only. Doubtless they would all have owed their appointments to one or other of the Ming princes who were trying to uphold the authority of the tottering dynasty. One of these was Chu I-hai (Prince of Lu), then with headquarters at Chusan, captured by the Manchus on October 15, 1651. Another and more likely one was Chu Yu-lang (Prince of Kuei) who at this date held his court on boats at Wu-chou. Canton, after a siege of eight months, was taken by the Ch'ing forces on November 20, 1650.\n\nThese, as may be imagined, were parlous days for the house of Ming. Not alone for the surviving members of the imperial family, but also for the local population and the foreigners in their midst.4 One may surmise that the casting of cannon in the summer and early autumn of 1650 was a singularly difficult and hazardous one. But cannon and their casting were well known to the Chinese in this and earlier times.",

        "content_text": "HONG KONG BEFORE THE BRITISH\n\n145\n\nIron was also used to make arrow heads, fishing hooks, and knives and the finding of moulds for making them points again to the fact that they were made on the spot.\n\nFinally we must mention that skeletons have been found in those sites; the horn of a large deer of species unknown; and that near the Lantau site is the pattern carved on a rock. This pattern is used by the aborigines of Hainan Island for tattooing, but it would be unsafe to infer a connection on these grounds alone. It is, however, a proof of aboriginal settlement.\n\nThis brief summary of the prehistoric population of our region must suffice. In later chapters we shall try to discover what these people were and when they lived. At present, it is necessary to emphasise that they were a seaboard people who practised primitive industries of their own, but who imported a great many of their possessions either from China, Indo-China or the East Indies archipelago; in other words, they were connected up with a trade route, or were even possibly one of the links in the trade routes which in early times were used in the Far East.\n\nIII. SOUTH CHINA BEFORE THE HANS\n\nThere is all kinds of evidence as to a prehistoric migration of peoples using stone tools between India, the Far East, Polynesia and even Europe. These migrants, who are called \"Austronesians” by the prehistorians, are believed to have navigated the seas and rivers in outrigger boats and to have introduced a very early exchange of objects the prehistoric world valued, such as cowries, tortoise shells and the like.\n\nThe archaeological finds point to a survival of this culture in South China. How late it survived is not absolutely clear and unfortunately no authoritative opinion on the subject has been given. But from the position of the sites it might be supposed that the inhabitants were pushed onto the seacoast by the pressure of other peoples and their survival may have lasted well into historic times, even possibly as late as the Sung dynasty (A.D. 960), the date, as we shall see, when Chinese peasants first began to migrate into this region.\n\nThe Tanka might, in theory, be the descendants of these earlier\n\nPage 146 is missing\n\nPage 150\n\nPage 151",

        "content_text": "HONG KONG BEFORE THE BRITISH\n\n169\n\nwhich had belonged to the last Emperor and in it the seal of the dynasty which was brought back as a token of the complete extinction of Sung. At Ch'ek Wan on the peninsula called Nam Shan just north-cast of our region there is a tomb which purports to be that of Ti Ping. It bears the inscription \"Grave of the Little Emperor Hsing Hsing24 of Sung\" and it is tended by a family named Chiu which was the surname of the Sung emperors. There are graves of both Tuan Tsung and Ti Ping in other places along the coast of Kwangtung province and it is not certain that this one is genuine. Most likely it was a \"garment grave\" containing some relic of the Emperor and made to deceive his enemies as to his real burial place.\n\nMany Chinese families in the district claim to be descended either from royal blood or from ministers and soldiers of Sung. These claims may be unsubstantiated individually but the fact that they are made in the mass points to a tradition that much of the Sung army settled in South China after their defeat. It may be asked whether the Tang family helped the Emperors whose kins-men they were. Tang Shou Tsu who lived about this time was a minor officer in the Yuan armies and probably fought against Sung. The Tang family nevertheless lost its paramount influence in Tung Kun district after these events, and this may be the reason why members of the elder branch settled more permanently at Kam Tin and in other parts of the region.\n\nVIII. T'UN MUN AND THE PORTUGUESE\n\nMention has been made in a previous section of the prevalence of pirates in the South China Seas in early times. The earliest record of any piratical action within the region is as early as the 10th century when a pirate named Wu Ling Kuang attacked T'un Mun but was defeated. A later event was a revolt of the population of Lantau Island in 1278 when the Yuan government attempted to enforce a monopoly of the salt production and arrested the private salt makers. It is recorded that soldiers tried to land on the island but were prevented by means of wooden stakes placed along the coast, and that the Tanka inhabitants then sailed up the estuary and attacked Canton. The civil population fled, but the sailors defending Canton, by using incendiary arrows\n\n24 The reign title of Ti Ping.",

        "content_text": "126\n\nHe went on to say,\n\nJAMES HAYES\n\nDuring my time in Kowloon territory, i.e., from 1893 to 1901, piracies were so common that we regarded it as extraordinary if a day passed without one. Indeed, it was the daily routine for junk masters to report at the Customs Station that they had been pirated and all of their cargo looted.\n\nCustoms duty was 'practically confined to chasing pirates and smugglers', and Arlington states that 'at one time I had no less than sixty pirates chained to old cannon to prevent them from escaping pending their transfer to Canton for trial'.*\n\nWhilst some villages were blameless and the victims of raids and assaults, there were others whose innocence was doubtful. Arlington mentions one case in which pirates had disappeared with an entire cargo consisting of 250 huge vats of indigo weighing as much as 500 lbs each vat, besides 100 head of cattle and 500 pigs, of which there was no trace when a Customs cruiser arrived on the scene only two hours after the piracy was reported by signal at Cheung Chau. It was, he says, 'a safe bet that the pirates came from these villages, and had secret places to hide their booty where it was safe from discovery'.2 The villages in question were on the mainland but he does not say where.\n\nIn the wider area, the reports of the British Consuls on the trade of Canton, Amoy, Sam Shui and Pak Hoi in the 1890s—all save the second within the Kwangtung Province—reveal a disturbed situation. One Canton report comments, \"The old free-booting spirit still survives among many who are now apparently peaceful traders and fishermen, of which we occasionally get startling proof in some unexpected daring act of piracy on the high seas or along the coast.3 His colleague's report from Pak Hoi was more down-right. 'Piracy\n\n'Piracy is in the blood of the race. A glance through the year's diary shows a monotonous record of petty coast raids, hoverings of pirate junks (which still terrorise the neighbouring coastline) and robberies of every degree of dignity from the sacking of the larger pawnshops to the plunder of a returned emigrant from the Straits or Sumatra',4\n\nArlington's evidence shows that the Hong Kong region was scarcely better in these respects than any other. LETHBRIDGE\n\nand China Gas Company, the Hong Kong Electric Company, the Hong Kong Distillery Company, all needed skilled European labour.\n\nThe Hong Kong and Whampoa Dock Company employed European foremen, clerks, book-keepers, shipwrights, engineers, boiler-makers, storekeepers, and superintendents. 'Where the eastern seas', J.S. Thomson enthuses, 'bubble up hot to the flame of an equatorial sun, Chinese workmen, with Scotch overseers, turn out six thousand ton steel ships and do battleship repairing worthy of Woolwich or Devonport.' The skilled British mechanic experienced a degree of upward social mobility in Hong Kong: the skilled worker became an overseer, with all the compensations of improved status and salary.\n\n13\n\nApart from any non-qualified engineers, mechanics and artisans, there were a number of Europeans employed in other low status occupations. We should mention lighthouse keepers, employed by the Harbour Master's Department (later Marine Department), tide-waiters in the Chinese Maritime Customs, whose duty it was to board ships and junks at the various treaty ports, some of whom were domiciled in Hong Kong. They were, like the skippers and engineers of the vessels owned by the Hong Kong, Canton, and Macau Steamboat Company, mostly retired A.B.s from the Royal Navy and non-commissioned officers who had served their time. Lastly, there was a sprinkling of European tailors, hairdressers, milliners, confectioners, bakers, booksellers, printers, photographers, owners of sporting-goods shops, livery stable keepers, and gunsmiths. Most bars and tap-rooms employed Europeans as managers and barmen, though many were not of British nationality. As Macmillan concludes:\n\nThe bulk of the foreign population is employed in commerce, but the police, revenue, and sanitary staffs, schools, public works, docks, etc., give employment to a large number of overseers and supervisors, mostly engaged direct from home or from military and naval men whose service with the garrison is completed.1 Macmillan, however, forgot to mention the important beachcomber element in the overseer force.\n\n14\n\nEuropean outcastes were mainly prostitutes, nearly all of whom were of working class origin. REYNOLDS\n\nport for the work came from American United China Relief (UCR) funds through the American Friends Service Council (AFSC); there were members from Canada, U.S.A., New Zealand, as well as China itself; and the self-sufficiency required was much greater than that of other FAU groups.\n\nThe original plan, worked out in late 1940 and early 1941, was for a group of forty men, equipped with 20 trucks, a mobile operating theatre and mobile workshop, to undertake two tasks. The first was the transport of medical supplies into China from Burma and the second provision of medical teams to work with civilian and military hospitals. The proposals had the support of the British Fund for the Relief of Distress in China under Dr. H. Gordon Thompson, the Foreign Office, the U.C.R. and the AFSC. The trucks and equipment were purchased in the US and shipped to Rangoon where they were assembled and driven up to China. Dr. R. B. McClure, a Canadian medical missionary born in China, was appointed to lead the Unit.\n\nIt will be remembered that in 1941 Japan occupied all the coast of China, transport up the railway to Kunming from Hanoi had ceased and the only land routes into the western provinces still held by the Government of the Republic of China under Marshal Chiang Kai Shek were the Burma Road and the road from the USSR via Sinkiang. When the Sino-Japanese war widened into the Pacific War on December 8, 1941, about half of the FAU group had arrived in Burma and China, the first trucks were being assembled in Rangoon and the rest of the party and equipment were on the high seas. All arrived safely and the Unit undertook a number of interesting tasks during the Burma fighting of 1942.1\n\nMedical Services and Supplies in China\n\nDespite the diversion of manpower and loss of trucks and fuel in Burma the work of transporting medical supplies in China got underway in 1942. In 1941 there were four organizations concerned with military and civilian medical services:—\n\n1) the Army Medical Administration (AMA)\n\n2) the Chinese Red Cross (CRC)\n\n3) National Health Administration (NHA) Weishengshu (衛 生 署) with its civilian hospitals and clinics.\n\n4) Over 100 mission hospitals, responsible to their own Mission Boards.",

        "content_text": "SILK AND SILVER: MACAU, MANILA AND TRADE IN THE CHINA SEAS IN THE\n\nSIXTEENTH CENTURY\n\n(A lecture delivered to the Hong Kong Branch of the Royal Asiatic Society at the Hong Kong Club. 10 June 1980.)\n\nJOHN VILLIERS*\n\nIn the second half of the 16th century there developed a pattern of trade in the China Seas and the Indonesian and Philippine archipelagos of which the two chief entrepôts were Portuguese Macau and Spanish Manila. Other centres were also involved, notably Japan in the north, Malacca, Timor and the Moluccas in the south and Mexico on the other side of the Pacific Ocean. All these places played a role in the development of a vast and complex trading network that depended primarily on supplying Macau and Manila with two commodities — silk and silver — which neither produced.\n\nThere was of course a highly developed trading system in the China Seas long before the Europeans arrived, but it so happened that they came on the scene just at a time when Chinese naval and commercial power was waning and Japan was in the midst of a period of feudal anarchy. It was therefore relatively easy for them to penetrate this system, and even at some points and for a limited period to dominate it. By the mid-15th century Chinese seapower had greatly declined and the famous mission of the eunuch-admiral Cheng Ho had no successors. The reasons for this decline are complex and need not detain us here. Suffice it to say that in 1420 the Ming navy consisted of some 3800 vessels. By the end of the century it had almost disappeared. By 1500, death was, at least in theory, the penalty for building a three-masted sea-going junk and in 1551 it was decreed that all communications with foreigners overseas would be treated as espionage.\n\nPrivate trading by the eunuchs and others continued during this period, but in the face of increasing official hostility, and Chinese merchants trading in South East Asian ports had to conduct their\n\n* Mr Villiers is Director of the British Institute in South-east Asia (Singapore),",

        "content_text": "152\n\nWEI PEH-TH\n\n8\n\nThe killing of a Chinese man and wounding of three boys in P'an-yü by a member of the crew of a British vessel, the London, on 27 November 1820, was the first major crisis handled by Juan Yüan involving jurisdiction over foreigners who had committed crimes against Chinese nationals. On 27 November 182o, in broad daylight, a cutter from the London, a ship belonging to the East India Company, sailed “a considerable distance\" beyond Whampoa into a branch stream of the Pearl River, in search of fresh water. On the cutter was the fifth mate of the London, a man by the name of Pigott, and five other crewmen. They had a musket with them. Upon landing at P'an-yü, the men were taunted by a number of boys throwing stones and shouting \"obscenities\" at the foreigners. To frighten away the boys, Pigott fired two volleys, the first one loaded with peas and the second what he thought was \"blank cartridge” but which turned out to be live ammunition. A Chang Shun-ts'un who was hanging up laundry at the stern of a Chinese rice boat nearby, shouted at the boys to disperse. Pigott's second shot entered Chang's chest on the left side, killing him instantly. Meanwhile, three boys all surnamed Ch'en, were wounded on the nose, foot and toes, respectively. While there was pandemonium ashore, the cutter departed, pursued by two Chinese boats, thus it was ascertained that the cutter had come from the London. Later on, despite Pigott's assertion that he had fired what he believed to be blank cartridge, indicating that at least he had known something of the consequences of his shooting at that time, the British spokesman claimed that they had known nothing about the incident until two days later, when Puiqua brought them the news that a warrant had been issued by the Chinese for the arrest of the murderer at P'an-yü.\n\nNormal Chinese procedures under the circumstances would be to stop the offending ship from discharging and loading cargo, while demanding that the criminal be remanded to Chinese justice. After being informed of the incident, Juan Yuan gave instructions to the hong merchants to notify the supercargo of the East Indian Company in the British factory in Canton to bind the murderer over to Chinese authorities. Although the security merchant in this case was Exchin, because of the seriousness of the case, it was Puiqua who went to the British factory to apprise the Select Committee of the existence of the warrant. The Committee then proclaimed that they had known nothing about the incident until that moment. They suggested that Puiqua bribe the Chinese officials, but the hong merchant did not support the idea. Meanwhile, the Committee's primary consideration was “to avoid trouble and embarrassment to the Company's trade\", but Juan Yüan had already placed an embargo on the London.",

As Wu Tun-yüan [Puiqua] is the chief of the hong merchants, Your Majesty's consent is requested to have his third-rank button removed, for a couple of years at least any way, and see whether the hong merchants would still continue to connive in opium smuggling.\"\n\n4\n\nIn addition to Puiqua, sixteen opium dealers in Macau were jailed for their part in opium smuggling. One of them, a Yeh Huan-shu, confessed in detail about opium smuggling, including how officials were bribed. Juan Yuan also impounded cargoes and expelled ships that were found to be carrying opium, and burned the opium he had confiscated. “Although [these actions taken by Juan Yuan against the Chinese and foreign merchants] have not put an end to opium smuggling activities, they certainly have managed to stop opium at Lintin.\" Under such vigilance, the quantity of opium exported from India to China was held at a steady level until the next season. While demands increased, prices also rose. Statistics of consumption and value of Indian opium in China, including opium which had “passed the Company's sales in India and the Malwa opium which had come from the Portuguese port of Damaun”,** from the trading season of 1818-19 to 1827-28, show a sizeable increase in the quantity of opium imported into China after 1822-23, indicating that new methods of smuggling had been devised within two years of the strengthening of the anti-opium measures.\n\nAfter 1821 opium smuggling became confined to the islands at the mouth of the Pearl River, with the centre at Lintin Island. Macau and Whampoa were also free of opium boats. British sources cleared Juan Yuan from connivance in opium smuggling. C. Marjoribanks, Esquire, a director of the East India Company, testified before a Parliamentary committee investigating the opium trade that the \"higher officials at Canton were not involved in the smuggling activities\". Officials below the top level, however, were a part of the illegal trade. Official boats patrolling the waters off Canton reported regularly \"to the Canton authorities that they had swept the seas of all smuggling ships, yet, the ships remained there just the same\".\n47 As a result, the quantity of opium brought in during 1820-21 and 1821-22 remained steady, but prices jumped, indicating insufficient supply to meet demand, and there was a consistent increase in opium import from then on. The “value of Indian opium sold in Canton alone, without including other quantities deposited in the other parts of China”, increased from 2,951,000 Spanish dollars in 1817-18 to 11,243,496 dollars in 1827-28.",

Upon being told of the news, Juan Yuan \"suspended the Company's trade and required the surrender of the man whom he termed the 'Foreign Murderers'\"*\n\n+\n\n63\n\nTo Juan Yuan, the Select Committee's reaction to his demand was in contravention to Chinese regulations. He was told by the Committee to communicate directly with Captain Richardson of the Topaze instead of going through the hong merchants and the Select Committee. Had Juan Yuan done as he was asked, he would have implicitly consented to change the Canton system. This he refused to do. He continued to hold to the principle that the supercargo of the British factory be responsible for the conduct of all British nationals in China. While the hong merchants, British traders at Canton, and Captain Richardson debated various possible courses to take, Juan Yuan suspended all British trade and held steadfast to his principles. On February 3, 1822, a Chinese official was permitted to board the Topaze and was understood to have said that he would make a report to the Governor-General. On 8 February, using as the excuse that as he had not heard from Chinese officials everything must be satisfactory, Captain Richardson took the Topaze to sea.\n\nIt was at this point the crisis really became serious. The British factory left Canton within three days. The language used by both sides in their communications was inflexible and threatening. The Committee insisted upon disclaiming responsibilities for the British navy. Another two weeks passed without any sign of solution. The Committee then explained to Juan that Captain Richardson had returned to Britain to \"report to his sovereign\" and that \"copies of all the papers would be sent to the Court of Directors [of the Company]\". Juan Yuan, noting that since the Topaze had already left Chinese waters, so that it was impossible for the supercargo to surrender the criminals even if he had been willing, and as the entire account was being sent back to both the sovereign and the Company, permitted the resumption of British trade at Canton. This compromise in order to resolve a difficult case reflected Juan Yuan's willingness to make the best of a bad situation.\n\nJuan Yuan did not negotiate with the British except through the intermediary of the hong merchants, and, it was the Company that was to be held responsible for finding the criminals to be remitted to Chinese justice, although no such promise had actually been made.55 And, most important of all, the British navy was removed from the China seas. On the surface at least, the principles of the Canton system were preserved.",

He was an author and scholar of distinction. He had a solid reputation abroad as a pragmatic and honest official. His family was large and despite the loss of a young daughter under tragic circumstances in 1823, by his own assessment he was pleased with his Canton years. The grain storage was full. Fortifications and new examination facilities were constructed. Other public buildings and historical sites were restored, and, of course, the famous Hsueh-hai-t'ang Academy was a reality. The seas were free of foreign war vessels, and at least on the surface, and for the time being, foreign traders and hong merchants were under control. It was not until more than a dozen years later that British commercial interests were able to garner support from their government to challenge the Canton system by force.\n\n1\n\nNOTES\n\nJ. K. The correspondent claimed that a contribution from Hongkong could benefit both the donor and the project: \"If Hongkong can help to prevent (the institute) being a failure, it would be rendering an invaluable service to the Empire, and a double service to the Colony.\"\n\nThe double benefit, for Hongkong would be that of promoting the Colony's trade and of “getting us out of our mess.\" The mess, of course, was the inability of the community to express common agreement on a memorial. It was making the people of Hongkong look foolish.\n\nHe suggested to the proposer and the seconder of the park project that they withdraw their motions, for surely “they will not miss the chance that withdrawing their proposal would give them of making a friend of the Queen as well as remaining (signed) 'Friends of the Governor'.”\n\nAgain, the proposal met little response, but Hongkong's lack of interest did not materially impede the project. Other sections of the Empire were more liberal and enthusiastic.\n\nIn May, 1888, the Queen granted a charter of incorporation to the Imperial Institute of the United Kingdom, the Colonies and India and the Isles of the British Seas. Under her conception of “incident” Japan had methods of applying pressure to foreign shipping companies, a pressure which in the existing atmosphere of appeasement it was difficult to resist.\n\nFollowing on the occupation of Canton, the Japanese mopped back towards Hongkong, but they left only a small garrison to watch the border. A heavy smuggled trade sprang up, not only over the border, but also by junk through the countless small inlets and bays of the neighbourhood. The Japanese exerted themselves to coerce the Colonial Government to suppress the trade. Their efforts met with failure: until Hongkong was itself submerged in a wider conflict, the Chinese war effort continued to benefit.\n\nHongkong is one of the world's great ports, the offspring of British administrative practice and Chinese commercial fecundity. Every year twenty-two million tons of shipping were entered and cleared. In the harbour the flags of many nations could be seen, from those of the great Western Powers to that of the little republic of Panama. The flags of the Scandinavian nations, of Norway and Denmark, were particularly in evidence, so far from home, witness to the freedom of the seas for which Britain stood sponsor. The volume of trade which passed through Hongkong was naturally restricted by the Japanese occupation of Canton. Cargo vessels called less frequently, but the great liners on fixed passenger schedules continued to go alongside the Kowloon wharves, often two or three at a time, ships of the American President line, the Canadian Pacific line, the Peninsular and Oriental, the Nord Deutscher Lloyd, the Nippon Yoshen Kaisha, the Dutch J.C.L., the Lloyd Trestino, the Blue Funnel, the City, the Messageries Maritimes and many other lines.\n\nI was due for home leave and sailed in the new P.& O. liner, the R.M.S. \"Canton\", on her maiden trip, in December 1938. The first vessel the Docks built was the 46-foot launch, Duncan, for their own use, which affectionately became known as Old No.1.\n\nCertainly a considerable outlay of capital and expertise was involved, and the Docks were well supported by the P&O line, which ran a service from Hong Kong to Shanghai from 1849, and by Jardine's.\n\n**From Rangoon to Shanghai there is nothing equal to that great concern (the Docks); nor along the entire Pacific Coast of North and South America is there any undertaking equipped with better facilities...** (MacMillan, 1925).\n\nThe Cosmopolitan Docks (later purchased by Hong Kong and Whampoa Docks) began at Tai Kok Tsui in 1880, and by the 1890s the main docks at Hung Hom had built up rapidly. The local community (even by 1881 the population of old British Kowloon numbered only 9,021) was among the largest industrial settlements. It worked day and night for years with queues of ships waiting to be repaired. The Hong Kong Guide 1893 records:\n\n**The Docks**\n\nare the most extensive of any in Asia. Vessels of 550 feet in length and 30 feet draft of water can be docked at Kowloon.\n\nExtra dividends were awarded to shareholders twice a year, and sons of skilled craftsmen from Hung Hom followed their fathers into the Docks. The village was never asleep as journeymen worked on shifts around the clock. It was one of the most prosperous places in the Colony.\n\nWith a population of only 260,000, at the turn of the century Hong Kong was the second largest port in the world. By then her own ships sailed the Pacific Ocean and the seas of Asia. Easterners (the Chinese) and Westerners (the expatriates were mostly Scottish) had joined forces in the Dockyard, and the Board was representative of many nations of maritime importance. The vessels built for this traffic, generally between three and four thousand tons in measurement, with comparatively shallow draft, were particularly suitable for use in the Persian Gulf and along the shores of North Africa. Many had been taken to serve as transports in those seas. Moreover, the Admiralty, sensitive to the dangers threatening the peace of the Far East, had directed such larger ocean-going vessels as still were available not to proceed west of Singapore. Consequently there was pressure on the remaining cabin space, and I was fortunate to obtain a berth in a small coaster, which took seven days to reach Hongkong from Shanghai, as against the usual four.\n\nHongkong was very quiet, a state of affairs not to be attributed to an entire absence of females. It was remarkable how many had succeeded in avoiding the order to leave the Colony. I had to wait a whole week for a passage to Singapore, where formerly berths on a dozen different ships would have been offered in the time. This gave me an opportunity to look around. Friends took me out to Deep Water Bay, where we sunbathed on the beach, and drank our tea on the club verandah, looking out over the little golf course. High up on the hill towards Wong Nei Chong Gap I could see the green tiled roof of the house where my wife and I, only three years previously, had been caught in the rain. I wondered whether the lady of the mansion was one of those who had contrived to remain behind. In the evening we drove round to the next bay and bathed from the Lido, a steel and concrete building of pleasing design housing a restaurant, and bathing booths. The hot weather had set in, but here a cool breeze blew down a gully on the hillside into the windows. I had always liked the place because of its informality. You could eat your dinner, and dance and talk, in shorts, and so keep cool, as compared with the stricter etiquette of the Gloucester and Hongkong Hotels, or the Repulse Bay Hotel, or even the Peninsular Hotel across the harbour, where several nights a week you were required to don “black ties”.\n\n*This is the third part of the Memoirs of Col. This was seven months before the outbreak of World War I. The subscription rate for the newspaper at the time, incidentally, was two yen per month. There are also photocopies of various accounts of the Lisbon Maru, a Japanese ship which was sunk by a torpedo from an American submarine. This resulted in considerable loss of life among the Allied prisoners of war aboard.\n\nAlso included among the items sent by Arnold Graham's daughter are two identification cards issued by the British Consulate in 1938 and 1939, during the Sino-Japanese War.\n\nOther interesting papers are the Surrender of Japanese and Japanese Controlled Armed Forces in Borneo and the Netherlands East Indies East and Exclusive Lombok to the Commander in Chief Australian Military Forces (September 1945). There is also a Chinese translation (interspersed with some Japanese characters) of this surrender document as well as a speech by Lieutenant-General Teshima, Commander Second Japanese Army which he delivered on that occasion. There is also a newspaper cutting about a letter written by a Japanese who, as a wounded soldier captured in 1943, was nursed back to health by a British nurse.\n\nAmong the many items sent by Arnold Graham's daughter is a souvenir programme of the centenary dinner of the Shanghai Volunteer Corps, held in April 1954, at the Royal Hong Kong Yacht Club. On the back of the programme is printed the song \"Maloo Memories\".         "content_text": "372\n\nAN IRISH FANTASY\n\nKEITH STEVENS\n\nA wooden effigy of a Chinese man stands above the front door of a pub called The Chinaman in Rathkeale in West Limerick in the Republic of Ireland. It is claimed by the publican to be a portrait image of the Chinese captain of a powerful sailing ship, 'The Mikado' which had brought a valuable cargo of tea to Foynes some time before 1743, the year when local people got together to honour Captain Wongyu.\n\nThe story goes that some of the Chinese crew were drinking in a wine and spirit store when one of the Chinese crew rushed in from Foynes and announced that a pirate ship had entered the Shannon Estuary and the pirates were plundering towns and villages along the shoreline. Captain Wongyu mustered more than one hundred locals and, together with his crew, they marched against the pirates. In a quick but fierce skirmish the pirates were defeated and the people of the area showed their gratitude by erecting an effigy of him over the door of the building where it stands today. Captain Wongyu died in 1789, some twenty-six years later but did not forget the people of Rathkeale. He is said to have made provision for a sum of money to be sent to the poor of Rathkeale.\n\nThe statue depicts a Chinese man but with a marked European face and beard, wearing a mandarin-style summer hat, and a half-length blue robe over a faded orange robe. I would guess that it was carved by a European who had never studied a Chinese but had seen some 18th or 19th century illustrations. A quite small round [un-Chinese] gilded medallion or disc hangs or is sewn on to the blue robe high up just below his beard, bearing an unintelligible character or squiggle.\n\nIt makes a good story but the Chinese did not sail the seven seas during the 18th century and should a junk have reached the British Isles at that time it would have made headline news. Chinese did not import tea into Britain nor, I suspect, would there have been a great market for tea on the west coast of Ireland at that era. Finally, Mikado",

Yinshen, the ghosts of those who have died a violent death before their due date.\n\nChinese usually describe this group, in English, as the 108 Martyrs. They are never portrayed as images and tend to be regarded more as public worthies, folk hero \"ethnic group\" ancestors rather than deities. The tablet is very similar to the ancestral tablet and simply states that it is the 'Tablet to the One Hundred and Eight Brothers'. It is venerated and although the spirits of the brothers are occasionally asked for advice by devotees they are not usually prayed to for major requests or protection, although in Java in one temple the tablet was prayed to by seafarers before they set out on a long journey. Their festival, simple and not in any way lavish, is generally celebrated on the 15th day of the tenth lunar month, though in Singapore it is held on the 3rd of the eighth lunar month.\n\nThe question is, who were the One Hundred and Eight Brothers? Three separate versions of the story of their demise have each been recounted with great solemnity, conviction and confidence by temple keepers in Java, Thailand, Singapore and Malaysia, and even in a Chinese temple in Bali. In Penang the story centres on a junk-load of Hainanese immigrants heading for South-east Asia which never arrived. One version claims that they were mistaken for pirates and wiped out by the 'French' [sic] navy off Annam or the 'British' off Malaya again having been mistaken for pirates. Another version suggests that they were all drowned during a typhoon off the southern tip of what is now Vietnam, and yet another that they were annihilated by Chinese government forces off the Leizhou peninsular immediately north of Hainan when, again, they were mistaken for pirates.12 The third story is that they were the original immigrants from Fujian province who arrived in Hainan to settle but all died in Hainan from disease or at the hands of the aborigines. A twist to the version heard in Penang claimed that the typhoon which sank the junk in the South China Seas drowned all but one of the one hundred and nine aboard, one small boy being saved after days of drifting on wreckage. He then died in Malaya at a ripe old age.\n\n12\n\nOne hundred and eight is a secret symbolic number used by secret societies, and one of the Triad gangs in British Malaya was known as the 'One Hundred and Eight Society.' with a devotee in Seremban",

        "content_text": "289\n\nIn 1888 the Chinese and Hong Kong Governments reached agreement. Gap Rock Lighthouse would be built by the British and maintained by them. The island remained Chinese territory not to be used for any other purpose. On the Chinese part, the Kowloon Customs was to contribute $7,500 towards the initial cost of the light and $750 annually towards its maintenance.22 The agreement was not put into effect. Towards the close of the nineteenth century, however, the proposal for lighthouses at the two main approaches to Hong Kong, on Gap Rock and Waglan Island, was revived. The previous agreement was then implemented.\n\nIn 1891 a lighthouse was built on Gap Rock, at the south-western extremity of Lema and Kypong Islands. Lighting equipment was constructed in Sweden and the light was first shown in April 1892. Three years later the lantern was smashed by a severe typhoon. According to experts' opinions later the lighthouse should have been built on the northern part instead of the southern part of the rock. But to rebuild it would cost somewhere near $140,000. So, the original light continued to function usefully through forty years of typhoons until the Japanese invasion in 1941.\n\nGap Rock is in the form of two hillocks, about 80 to 100 feet high, and the gap between gave the place its name (in Chinese it is called Man Mei Chau, meaning the last island or Mosquito Tail Island). The lighthouse tower is nearly 50 feet high, and the light is thus about 142 feet above mean sea level. In heavy storms seas broke right over the lighthouse but it stood, as a tribute to its builders and a pointer to the developments which have marked the growth of the port of Hong Kong.23\n\nWaglan Lighthouse\n\nUnlike Gap Rock Lighthouse, Waglan Lighthouse has a different history. It was constructed by a Paris company for the Chinese Customs Light Department of the Imperial Maritime Customs in 1893. It started to operate on 9th May in the same year. It was run by the Chinese Maritime Customs from Shanghai. Following the lease of the New Territories by Britain, in 1898, it was transferred to the administration and control of the Hong Kong Government on 1st January 1901.\n\nWaglan was a First Order light of 45,000 candle-power burning",

        "content_text": "32\n\ncould see, and it seemed as if it were one vast garden'.\"\n\nParkinson, Trade in the Eastern Seas (1937) writes: \"When the whole [EIC] China fleet was collected there, twelve or sixteen of the largest merchantmen in the world, together with the country ships, the spectacle must have been magnificent.\" He records that sometimes the Viceroy at Canton would come down to visit the fleet. The ships would be decked to receive the great man, with yards manned and officers in full dress.12\n\nCanton\n\nCanton was, and is, the capital of the Guangdong Province. One of the larger and richer cities of the Chinese Empire, and dating back to pre-Han times, it had long been a major sea port for overseas trade, notably in the Tang Dynasty when it had a significant Arab and Muslim population. During the turmoil which accompanied the change of dynasty from Ming to Qing, it upheld the Ming, endured an eleven-month siege in 1650, and suffered a wholesale massacre of its inhabitants. However, it recovered, and by the mid-nineteenth century was credited with a population of around one million persons. It was renowned for its manufactories, carried on by human industry, without the aid of machinery, particularly in silk and cloth, women and children included, whilst trade - international and regional trade - was described as being 'the great business of life'.13\n\nCanton was a walled city (actually two walled cities in one, the Old and the New) with major suburbs along the Pearl River, and to the West.14 As befitted its status, it contained the yamens (office-residences) of many senior government officials, including those of the governor-general of the two linked provinces of Guangdong and Guangxi, the governor of Guangdong, the Canton prefect, two county magistrates, the Tartar general, the provincial naval commander, and the like, as well as those officials with charge of other, specialised concerns, and (of special status, since he was responsible directly to Beijing) the Hoppo or Superintendent of Maritime Customs, who oversaw the foreign trade and its accruing revenue.\n\nThe Foreign Factories (British, French, Swedish, Spanish, Danish and Dutch) of the river suburb were so-called from their being the",

For the two former, I have usually stuck with historical usage in English, whilst the sources are cited as in the originals.         "content_text": "116\n\nJapanese cruiser YAHAGI11 was due to arrive at 2200 hours that evening.\n\nIn the interim the freighter MADRAS MARU2 arrived. She attempted a rescue operation but this was not successful. Indeed the seas were so high that it was not even possible to contemplate sending the nine survivors across to her for repatriation to Japan.\n\nSince all these Japanese flag ships had appeared or were due to appear at the scene of the grounding Captain Mackinnon informed NASHI that he would sail for Hong Kong that afternoon, and take with him the nine men. Later he was to write:\n\n'Many friendly and complimentary flag signals were exchanged with all ships present, including the wreck. At 1700 I proceeded to Hong Kong leaving the Japanese destroyer NASHI in charge of the situation.'\n\nOn Saturday 7 November HERMES returned to her buoy at Hong Kong and a short while later the nine rescued seamen were landed ashore.\n\nIt is pleasant to be able to record that in due course official thanks were rendered by the Japanese minister of foreign affairs, Baron Kijuro Shidehara. His letter was addressed to the British ambassador to Tokyo, H.E. Sir Francis Oswald Lindley who forwarded these thanks to the Foreign Office in London from where, in turn, they were passed to the Secretary to the Admiralty.\n\nA year later, on 6th December 1932 at Hong Kong, the C. in C. came onboard our ship to present Lloyds Silver Medals to the three officers, and Bronze Medals to the six ratings who had taken part in the rescue. Also a bronze shield, mounted on a wooden base, was presented to the ship by the Committee of Lloyds.\n\nIn December 1931 an epidemic of diphtheria struck Hong Kong. Amongst those taken ill was Captain Mackinnon. Commander Baxter temporarily assumed command until the arrival of the ship's new commanding officer, Captain W.B. Mackenzie, on 25th February 1932.\n\nCaptain Mackinnon duly returned home and on 21 January 1933",
