His daughter used to go to the vegetable fields at Tai Shek Kwu nearby where, in return for helping others to water their fields, she was given the outer leaves and spoiled vegetables to take home for pig food. Pig rearing, it appears, was as chancy a business in the 19th century as now,21\n\nAs a rule, however, the villagers produced crops and produce for the Hong Kong urban populace and for the growing townships in Kowloon itself, such as Yau Ma Ti and Hung Hom. It was fortunate for the village people that the Colony's rapidly increasing urban population required the three basic staples of rice, firewood, and vegetables.22 As Wells Williams wrote in 1883:23\n\n\"The supplies of the island are chiefly brought from the mainland where an increasing population of Chinese... find ample demand for all the provisions they can furnish.” The arrival of vegetable boats from Kowloon has for long been a feature of the Hong Kong waterfront.\n\nThese three staples, then, provided local people with the means to a livelihood; but they also had a wider effect. If they could summon the effort, villagers from further afield could and did share in meeting the urban demand, whilst local charitable and community organisations in Kowloon got part of their income from public weighing scales used for measuring vegetables and firewood destined for Hong Kong. Above all, the staples provided an opportunity for social advancement to those villagers with the necessary talent to exploit the business opportunities offered to them.24\n\nThe Colonial Government administered Kowloon with a loose rein. So far as I am aware, there was no seconding of administrators or magistrates there in the 19th century, and the police and other government departments with personnel available in Kowloon seem to have been on call when necessary in emergencies such as a fire, armed robbery, and serious crimes against the person, but were not otherwise obtrusive.25 The government did not see fit to appoint district officers to look after the people, as it was to do later in the New Territories. The advantages of doing so were suggested by a Land Commission in 1886, but never acted upon.26\n\nIn consequence, the internal management of these villages appears to have been much the same in Old Kowloon as it was",

        "content_text": "CHINESE UNOFFICIAL MEMBERS OF COUNCILS\n\nAs things turned out, Gibb did not return to Hong Kong, and Ng Choy was therefore appointed on a three-year term. This appointment was unfortunately interpreted by some members of the British community as an attempt to create an anti-English party feeling in Hong Kong.\n\nIn May 1880 when one of the magistrates went on leave, the Governor replaced him temporarily by Ng Choy who thus became the first Chinese to hold a senior appointment in the Hong Kong Government. This led to a question in the House of Commons as to why Ng Choy should combine a paid official post with an unofficial seat in the Legislative Council; but by the time these explanations were required the original holder of the post had returned to the Colony.\n\nThe attitude of the British community towards him and the Governor as a result of his appointment to the Legislative Council as well as this parliamentary question must have embarrassed Ng Choy very much. During this time, China having suffered repeated defeats from the hands of foreign powers, there was a movement in China to promote western technology and to modernize China, and any Chinese who had been trained or educated abroad would be welcome back to China. Thus when an invitation came from China for him to serve China, Ng Choy accepted it gladly. He left Hong Kong in 1882 before the expiry of the 3-year term in the Legislative Council, and later sent in his resignation from Tientsin.\n\nNg Choy became Secretary and Legal Adviser to Viceroy Li Hung-chang, one of the most important Chinese political figures of the time. Now known as Wu Ting-fang, he soon rose to become Chief Director of Railways and later Ambassador to the U.S.A. After the founding of the Chinese Republic in 1911, he held important appointments respectively as Minister of Judicial Affairs, Minister of Foreign Affairs and Minister of Financial Affairs. In 1917, when China entered the First World War, he was for a short time nominated as Premier. In 1922 he became Governor of Kwangtung and died the same year in office, soon after General Chan Kwing-ming's revolt in Canton.*\n\n* In his The Chinese (Indianapolis, The Bobbs-Merrill Company, 1909) p. 196, John Stuart Thomson praises Wu and styles him \"the Chesterfield of China in all the graces of speech and manners.\" Ed.\n\nPage 15\n\nPage 16",

        "content_text": "THE TAIPINGS AT NINGPO\n\n19\n\nIf the foreigners were surprised at the speed and smooth success of the Taiping operation, they were equally surprised and gratified at the behavior of the revolutionaries as they established themselves in the city. The initial favorable impression created by the Taipings was almost universal, for even those who were most ill-disposed toward the Taiping movement commented charitably at the outset. The principal critic of the Taipings, British Consul Harvey noted initially that the occupying force conducted themselves with \"wonderful moderation.\"4 Harry Parkes, long a detractor of the Taipings, corroborated this evaluation with an account of their entry into the city, noting that:\n\nThe Ningpo rebels have shown the utmost desire to be on friendly terms with foreigners. Outside the south gate, which formed the point of attack, stands the establishment of the Sisters of Charity, which if occupied, would form excellent cover for an assaulting force, as its upper windows command the city walls; yet, although they crouched underneath its enclosure, as they collected for their rush on the gate, they did not trespass for a moment within the premises. Another large Roman Catholic establishment was one of the first buildings they had to pass, as they poured into the city, flushed and excited with their success; but they only stopped to welcome a small knot of foreigners who were standing underneath the porch, and to charge their people to offer them no harm. Roman Catholics and Protestants they hailed indiscriminately as being the same religion and fraternity as themselves....5\n\nParkes also reported that the Taipings invited men of influence in the Chinese community to come forward and serve as magistrates, a policy they had already instituted elsewhere in the province. S. Wells Williams, the historian, also known for his personal animosity toward the Taipings, wrote of the experience of a colleague at Ningpo, a Presbyterian missionary by the name of Rankin, who spoke of \"great interest in the Gospel among some of the villages not far from the city, and (who) says that the rebels have put no hindrance in the way of his work.”\n\nThere seems to have been a great deal of sympathy generated on the part of the foreign community toward the Taipings, at least initially, in response to their positive policies.         "content_text": "SIR JAMES HALDANE STEWART LOCKHART\n\n69\n\ncentury in close proximity to Hong-Kong, and were acquainted with its methods of administration and system of law and police, many of them, indeed being engaged in trade or working as labourers in that Colony. In the latter case, the Chinese of Wei-Hai-Wei had never had any experience of British administration until the territory was leased in 1898, and were, therefore, quite ignorant of the principles underlying that administration. Again the Chinese of the new territory of Hong Kong did not enjoy a good reputation for orderly behaviour, whereas the natives here have shown themselves law-abiding, docile, and orderly. After due deliberation I came to the conclusion that the most effective and economic plan would be to continue the system of policing the territory through the headmen of the villages and to retain it so long as it continued to work satisfactorily, instead of dotting Police Stations throughout the territory in charge of Inspectors, who would be unable to communicate with the people except through interpreters, a system which almost invariably results in corruption and malpractices. That system, which is suitable to the whole of the territory, except the town of Port Edward and the island of Liu Kung, is based on the fact that the unit of society is the family or village and not the individual as in the west. Headmen are appointed for each village or group of villages and are held responsible for the maintenance of peace and good order in their villages. If any trouble arises, the headman reports the matter and aids in making any arrests that may be necessary.\n\nThe principal source of revenue, as in the New Territories, was at first the land tax. In Weihaiwei this was based on the old land registers handed over by the Chinese magistrates. For many years past, R.F. Johnston wrote, 'every village had paid through the headman or committee of headmen a certain sum of money which by courtesy is called a land-tax. How that amount is assessed among the various families is a matter which the people decide for themselves on the general understanding that no one should be called upon to pay more than his ancestors paid before him unless the family property has been considerably increased.'35 The Territory under Lockhart's administration prospered, for in four years the Imperial Grant-in-Aid was reduced to less than one-third of its amount at the time when he first took office; however, owing to the reduction of the British Fleet in China in 1906 and the less frequent visit of men-of-war to Weihaiwei, the business of Port Edward was\n\nPage 75\n\nPage 76",

        "content_text": "SOCIAL RESEARCH IN THE N.T. OF HONG KONG, 1963\n\n199\n\ndeeper inroads into rural society than the undermining of the scholarly elite. The Chinese legal system had assumed (more: it had required and been adapted to ensuring) that people would try to look to the settlement of their own differences and stay away as much as possible from the yamen as a court of law. The system of political control was loose and a large measure of autonomy, by default of efficiency if not by design, was accorded to local communities. The early British Administration was thin on the ground by comparison with what has been seen in very recent years, but by Chinese standards it was intense, and it quickly established for itself a reputation for accessibility and quick justice that attracted to it many of the disputes which had earlier been settled, or had lain unsettled, at the local level. Moreover, by preventing some disputes from being literally fought out in traditional feuds (an institution which the Chinese government often thundered against but hardly ever took steps to suppress), the British increased their burden of dispensing justice. (The feud-fights which in recent times have been witnessed in the Yuen Long District—interestingly enough in the area of the fullest development of deep clan organisation—are but shadows of their former selves). It cannot be said that the new Administration succeeded at once in imposing law and order. There was banditry in the early years; some of the village watchtowers were put up after 1899. But, within the limits of poor communications, the new Administrators made a determined effort to eliminate violence from the countryside. Certainly, they brought to their work a conception of positive government quite alien to the ideas informing the system operated by their Chinese predecessors.\n\n16. I cannot in this report document all my historical statements about China and the early New Territories, but in connexion with the previous paragraphs I should like to quote what seems to me to be an important passage in an administrative report written thirteen years after British rule began:\n\nReference should also be made to the waning influence of the village elders throughout the Territories. It was the intention of Sir Henry Blake that, 'existing village organisations should be maintained and utilised', and that the village tribunals should continue to decide local cases. But it soon became clear that the authority of the village elders was of no account, with the stronger authority of the Magistrates so easily accessible, and the idea of local tribunals had perforce to be dropped. It was only when a \"respectable\" class of rich Chinese merchants and compradores emerged that a group existed which the colonial authorities could properly recognize as speaking for the Chinese community. The Chinese account states that the two patrons of the Temple \"judge the people (there) in public assembly\". In 1851 a proper Temple Committee was elected. It met at the Kung Soh (Public Meeting Hall), attached to the Temple, where all cases of public interest were decided. This judicial function by a self-organized Chinese institution is confirmed by the British Magistrates sending complainants to the Temple authorities for their arbitration of the disputes. For instance, in 1870 a case is mentioned in which the Kai-fong had imposed a fine upon a coolie for breaking a pane of glass.\n\nA year after the opening of Tung Wah Hospital the judicial proceedings formerly held at the Kung Soh of the Temple were moved to the Hall of the Hospital. This is reported in an editorial comment in the Daily Press (Jan. 2, 1873):\n\nThe old Joss House Court the Kung Soh in the Hollywood Road has, we hear, been given up in favour of another building not far off, and it seems that there a vast number of disputes are settled, and that it is an understood rule that matters should be brought to the cognizance of the proper authorities only if they cannot be arranged in this manner. We understand the committee of the Chinese Hospital is the same body of men who head the Kaifong, and that they discuss municipal and semi-political matters in the hall of the Hospital.\n\nInasmuch as the two committees apparently overlapped and as the Hall of the new Hospital was more spacious and imposing than the Kung Soh, the transfer in Chinese eyes would seem appropriate. On a visit of the Governor to the Hall he remarked that it was a much better meeting place than the Council Chambers of the Hong Kong Government. Isabella Bird (Mrs. Bishop) the famous Victorian lady traveller who visited Hong Kong in 1879, describes the building:\n\nThe hall where the directors meet (has) one side open to the garden.         "content_text": "276\n\nNOTES AND QUERIES\n\nIncidentally, the furniture was once owned by the wealthy Canton Co-Hong family of Poon, whose fortunes had fallen on bad times. The Chinese government had seized their property for debt and sold it at public auction.\n\nThe transfer of the proceedings of the Chinese community from the Kung Soh to the Hospital Hall confirmed the suspicion of portions of the foreign community that the Committee of the Hospital was arrogating to itself too much power and was functioning as an unofficial government for the Chinese community. Even before the Hospital building was ready for occupancy, one of the newspapers reporting on a scheme to recruit Chinese labour for the southern states of the United States, stated that the Board of the Hospital \"appear to have constituted themselves the governing body in the colony in all Chinese matters. This we predicted in reference to the Hospital almost from the time it was founded; and on this point there will be much to say at some future date\". (Daily Advertiser, 7 Oct. 1871). And indeed there was much more said in the Hong Kong English language press in the ensuing years about these quasi-government functions of the Hospital Committee.\n\nWith the rising tide of criticism against the alleged usurpation of government authority by the Committee of the Hospital, the views and practices of the Magistrates changed regarding the propriety of recognizing any judicial power exercised by the leaders of the Chinese community. In a case heard at Magistrate's Court in 1875, a witness said that when the prisoner beat him, he threatened the prisoner that he would go to Tung Wah Hospital and complain about being duped and beaten. To this the Magistrate asked the witness, \n\nwhy he should go to Tung Wah Hospital to complain, explaining to him that this was a British Colony, and the Tung Wah had no powers. This was a British Colony and the police station was the place to complain to. If he had been badly injured he would understand his going to the Tung Wah for cure, but to go there for the redress of a wrong was preposterous. (Daily Press, Oct. 22, 1875).\n\nIt might seem preposterous to a European Magistrate for Chinese to first turn to their own countrymen for justice but to the Chinese it apparently was a most natural procedure.",

        "content_text": "280\n\nNOTES AND QUERIES\n\npotential dangers to the colony argued the need for a governor with an intimate knowledge of the territory and the reputation of being a strong disciplinarian.\n\nThe situation to which May returned was very different from that which he had left seventeen months previously. The early part of the year 1911 was fairly peaceful2 in spite of the abortive uprising in Canton in April and the assassination of the Manchu general there in August. But the outbreak of the revolution in central China in October soon spread to Canton and the Manchu governor was forced to flee to Hong Kong in early November. These successes were wildly celebrated by the Hong Kong population with demonstrations and firecrackers. But rejoicing soon gave way to hooliganism and violence as the feeling grew that the overthrow of the foreign Manchu government in China ought soon to be followed by the ousting of the British from Hong Kong. Shops were looted in broad daylight, the police were stoned, Europeans were threatened and attacked on the streets, bomb-making factories were discovered, and laws were openly defied. When police made arrests they were liable to be attacked by mobs attempting to release the prisoner. There was a rush by Europeans to buy firearms for self-defence.3\n\nLugard took strong measures to deal with this situation. There were daily route marches through the streets of the city by soldiers with fixed bayonets. On 30th November emergency powers under the Peace Preservation Ordinance were invoked by proclamation, giving the police wide powers to disperse crowds, enter houses and make arrests, and the same day an amending bill was rushed through the Legislative Council in one meeting to give magistrates the power to impose the penalty of up to 24 lashes with a cat o' nine tails for a wide range of offences, in addition to any other penalty prescribed by law. In the three months from December 1911 to February 1912 fifty-one prisoners were flogged with the cat o' nine tails for such offences as theft, assaults on the police and resisting arrest. At the same time the garrison was reinforced with two battalions of infantry and a battery of artillery sent from India,\n\nThese strong measures had their effect and before Lugard departed in March 1912 he felt sufficiently confident that the",

Morse commented in his International Relations of the Chinese Empire (3 volume, 1910) (Vol. I, p. 694) that it was \"history written to support the utmost pretentions of the Hongkong residents\" meaning its western inhabitants and especially the British. Saving Professor Lo Hsiang-lin's book on pre-1842 Hong Kong (1959) much of it done by his students and only part of it available in the English version (1963), we have had to wait all this time for someone to provide a clear and comprehensive account of the Chinese history of the region. It is fitting that it should have been written by China's scholar gentry, rescued from obscurity by a contemporary Chinese scholar businessman, aided and embellished by a British scholar long familiar with Hong Kong, and supported and published by the Hong Kong University Press.\n\nThe book is the result of collaboration between Peter Ng, who wrote a master's thesis for the University of Hong Kong on this subject in 1961 and Dr. Hugh Baker who revised and edited it for publication. I have used Peter Ng's thesis in connection with my own work for many years, and was consulted by the Hong Kong University Press when it was considering who might edit it for publication. I suggested that Dr. Baker, if available, would be the best person, but hinted that this would be a difficult task not because of any shortcomings in Mr. Ng's work but because a good deal of extra work would be necessary to make it suitable for the English-speaking public. It is therefore not surprising that, in the preface, the joint authors agree that the task was greater than they had anticipated. The work could have gone on and on, and it says much for Dr. Baker's will power that he was able to bring his complementary labours to a close so that we could all benefit.\n\nChinese gazetteers were never conceived for foreigners, as the Hong Kong University Press now intends. They were meant to provide a useful handbook of information on local subjects, for the benefit of senior officers in the district administration, particularly for the district magistrates and prefects who by the \"law of avoidance\" practised by the civil administration in imperial times, were required to be natives of other provinces of",

They have a history of having migrated ages ago from the Yangtse valley, and economically are pioneers, opening up inferior lands, and doing all quarry work. They occupy the eastern and northern islands, and are often called \"Chinese Scotchmen”. For this reason Scottish regiments here are called “Hakka ping\" (Hakka soldiers). Nearly all regimental servants here, I believe, are Hakkas: formerly the Hakkas were anti-Manchu and often joined Triad Societies. As such, they gave vigorous assistance to the British in 1857-61, and the connection with the Army has been kept up.\n\nHoklos, a Cantonese nickname for the coast peoples of Northeast Kwangtung; it means \"men of Hok1\", meaning Fukien. Most come from the area around Swatow and Swabue. Their language is very widely different from both Cantonese and Hakka: as different as German from English. They are fishermen, grasscutters, limekiln and saltpan workers. Their major settlements are at Tai O, Pingchau, Cheung Chau, Taipo (by the District Officer's island), and probably others. They are migrating here steadily, and many appear in court for offences of all sorts. A major reason behind the migration is probably that the coastal areas from which they come are suffering erosion and losing soil: the collapse of the Hoi Luk Fung Soviet Republic is another factor: finally, piracy is no longer as profitable as it was.\n\nPolitical divisions\n\nThe Ladrones or \"Pirate Islands\" of which Hong Kong and its outlying islands are part were so named by the Portuguese pioneers of sea trade to the East. They are shared unequally between China, Britain and Portugal. In China they are administered by the nearest district magistrates, of Hoifung, Po On, Chungshan, Sanwui, and Toishan districts. Macao has only two or three nearby isles. The British Islands are divided between the District Officer, North, and the District Officer, South, so that the latter is sometimes called \"Lord of the Isles\". I had that job for nearly 3 1/2 years.",

Their presence is recorded for Shau Kei Wan before 1841,46 which is in line with their presence on Cheung Chau from the eighteenth century.” At Stanley, village tradition ascribes the foundation of the Pak Tai temple there in 1803 to them. This widespread presence of outsider merchants is clear evidence of a substantial trade not limited merely to the immediate marketing area.\n\n48\n\nI come now to a particular feature of the Hong Kong scene before 1841 that was to be encountered again in Kowloon in 1860 and in the New Territories in 1899. According to a near contemporary account compiled by three knowledgeable British officers in the 1860s:\n\n“Hong Kong so far back as the Ming dynasty was owned by a respectable family of the name of Tang. When Kanghi ordered the Coast to be cleared of its inhabitants [1662] the possession of Hong Kong was abandoned. But when the Emperor revoked his decree [1668], the occupation of it was again resumed and title deeds granted, authenticated records of which remain to this day in the offices of the chief magistrates of Sin Ngan [ ] and Tungkwan [ ]. The land tax for two centuries and upwards had been regularly paid by this family, its members being considered by the government as its true and lawful landlords.”49\n\nThe authors continue that, when ceding the Island to Britain:\n\n“No provision seems to have been made by the Chinese Government for the original proprietors of the soil, who made suit to the British Government humbly praying for remuneration. However, a detailed large-scale survey of the Wanchai area of 1843 shows no building on the site, although the temple building is shown on maps from 1846. The temple site is adjacent to the tiny village of Wanchai, shown on the 1843 map but removed in 1845. The villagers received new lots in compensation for the village, and it seems entirely likely that the present temple was built in 1845-46 on one of these compensation lots (personal comment from Rev. Carl J. Smith). Probably, before 1845, there was a small shrine at the foot of the fung shui rock against which the temple now stands rather than a full-scale temple; this is suggested also by Eitel's referring to the temple as Taiwongkung (Earthgod shrine) rather than by its present title of Hung Shing Temple, suggesting a lowly origin.\n\n4. This temple was demolished late in the nineteenth century, and rebuilt at its present Ventris Road site in 1901. There seems to have been a delay between the demolition and reconstruction (see Temple Directory, unpub., Temple Section, Home Affairs Dept. H.K. Government 1980, p.30) and no datable items from the old temple were transferred to the new temple. The temple is shown on maps from the 1860s, but it is not clear if it is shown on Collinson's survey. It was probably built before 1841.\n\n5. This temple was founded in 1845, but the tablet recording this mentions a previous “altar” (19) on the site. The other Shau Kei Wan temples are all later (To Ti, 1877; Tin Hau, 1872; Tam Kung, 1905), although the Tam Kung Temple was also preceded by a simple shrine on or near the site.\n\nThe governance of the Hong Kong community was in the hands of the Hsin-an magistrate from his yamen at Nam Tau on Deep Bay just outside the present Sino-British boundary. The story of Weihaiwei under British administration during this highly turbulent era as well as its return to Chinese rule was the focus of her research, embracing hundreds of documents in the Public Records Office in London, a number of unpublished private papers in England and Scotland, as well as sources in Japanese and Chinese but not Chinese archival documents.\n\nA meticulous researcher and skilful writer who also provided the readers with clear and interesting photographs, Dr. Atwell has produced a book that is a joy to behold indeed, both for the specialist reader and the non-specialist. She has shown admirable understanding of Chinese institutions and British thinking, and thus has recreated an area that had needed a thorough examination by historians looking at imperialism in China. Dr. Atwell has found, for instance, that the leasing of Weihaiwei was not a simple and straightforward matter. The Chinese had first proposed the leasing through Robert Hart of the Imperial Customs Service and Ambassador MacDonald at Peking to a reluctant British cabinet. Then, even as the British cabinet were being convinced of the value of leasing Weihaiwei, the Chinese had second thoughts. Together with other diplomatic and political complications, it was not until 24 May 1898, after the Japanese forces withdrew, that the British ensign was finally hoisted over the port.\n\nResearching as a political scientist, Dr. Atwell's major interests resided in the juxtaposition of government authorities. She had observed that the British administration at Weihaiwei was noteworthy in several ways. The British never claimed sovereignty over the port. They had maintained that Weihaiwei \"remained part of a foreign country within which Britain exercised legal jurisdiction, but it was not a colony and the Chinese living there were not British citizens.\" (p. 12). They were also blessed with long tenures — J. H. Stewart Lockhart, who had advised the Hong Kong Government on administration of the New Territories, was British Commissioner at Weihaiwei for nineteen years, and R. F. Johnston for sixteen.\n\nWeihaiwei was not a major port boasting access to other areas of China. Despite efforts at cultivation - ineffective except for ground nuts — its lack of a marketable product meant the absence of a powerful foreign business community like those that challenged the authority and policies of British officials at the treaty ports. The British administrators, therefore, could establish and carry out policies without having to consider other vested interests. As a rule, they were free to work within the framework of traditional Chinese institutions.\n\nThe conservatism of the local gentry and the absence of a strong Chinese middle class meant that there was no pressure on British administrators to bow to forces that clamoured for reform and modernization. During the first decades of the twentieth century, Chinese institutions were undergoing changes. Certain constitutional features were being introduced into the Chinese government, and, with the abolition of the civil service examination system in 1905, education based on Confucian classics was being replaced by a more modern, westernized curriculum. At Weihaiwei, however, neither the local elders nor the British administration sought to change the status quo.\n\nWith the establishment of the Chinese Republic in 1912 demands for ending foreign privileges increased. Subsequent civil war among various warlord factions meant hardship for the people of Weihaiwei, but, until the formation of the National Government under Chiang Kai-shek in 1927, Britain did not have to give serious thought to returning Weihaiwei to Chinese rule. MUNRO-FAURE*\n\n113\n\nI had lost what was left of my worldly possessions in a fire which had unfortunately destroyed one of the temples at Chin Ya and so I took the opportunity of a period of leave in India to refit. By August I was back in Kun-Ming.\n\nYunnan province is recognised by all to be one of the provinces in China least affected by western ideas. It is a remote province, appointment to which in the old imperial days was considered by Chinese officials a form of banishment, indicating imperial disapproval. Until 1254 the semi-independent Shan kingdom of Nanchao shut off communications between China and Burma. In that year the capture of Talifu, the Shan Capital, by Kublai Khan extended Chinese control westwards to the Burmese border, where however through the centuries the March Barons, or Shan Sawbwas, continued to behave as independently as they might, sometimes affecting allegiance to the overlord in the East and sometimes to the overlord in the West, the kingdom of Ava.\n\nUnlike the British policy of indirect rule, which leaves the population in the Shan States on the Burmese side of the border under the administration of their own princes, with some restriction regarding the imposition of the capital sentence, the Chinese policy has been to displace the tribal chieftains by Chinese magistrates. With a few minor exceptions on the immediate border there are thus no Shan Sawbwas left inside China. As for the tribal people, they are gradually driven by the encroaching Chinese into the remoter regions and out of the valleys onto the mountain slopes: they are suffering the fate that awaits weaker peoples in the rough and tumble of natural selection.\n\nIn 1855 a great Mohammedan rebellion, known as the Panthay rebellion, broke out and a Mohammedan ruler set himself up in western Yunnan, styling himself the Sultan Suleiman.         "content_text": "32\n\ncould see, and it seemed as if it were one vast garden'.\"\n\nParkinson, Trade in the Eastern Seas (1937) writes: \"When the whole [EIC] China fleet was collected there, twelve or sixteen of the largest merchantmen in the world, together with the country ships, the spectacle must have been magnificent.\" He records that sometimes the Viceroy at Canton would come down to visit the fleet. The ships would be decked to receive the great man, with yards manned and officers in full dress.12\n\nCanton\n\nCanton was, and is, the capital of the Guangdong Province. One of the larger and richer cities of the Chinese Empire, and dating back to pre-Han times, it had long been a major sea port for overseas trade, notably in the Tang Dynasty when it had a significant Arab and Muslim population. During the turmoil which accompanied the change of dynasty from Ming to Qing, it upheld the Ming, endured an eleven-month siege in 1650, and suffered a wholesale massacre of its inhabitants. However, it recovered, and by the mid-nineteenth century was credited with a population of around one million persons. It was renowned for its manufactories, carried on by human industry, without the aid of machinery, particularly in silk and cloth, women and children included, whilst trade - international and regional trade - was described as being 'the great business of life'.13\n\nCanton was a walled city (actually two walled cities in one, the Old and the New) with major suburbs along the Pearl River, and to the West.14 As befitted its status, it contained the yamens (office-residences) of many senior government officials, including those of the governor-general of the two linked provinces of Guangdong and Guangxi, the governor of Guangdong, the Canton prefect, two county magistrates, the Tartar general, the provincial naval commander, and the like, as well as those officials with charge of other, specialised concerns, and (of special status, since he was responsible directly to Beijing) the Hoppo or Superintendent of Maritime Customs, who oversaw the foreign trade and its accruing revenue.\n\nThe Foreign Factories (British, French, Swedish, Spanish, Danish and Dutch) of the river suburb were so-called from their being the",
