The earlier is James Cook's A Voyage towards the South Pole, and Round the World of 1777, unfortunately the second volume only. And the second is Travels in the Interior Districts of Africa by Mungo Park, published in 1799.\n\nThere is a 1771 edition of A voyage to China and the East Indies, by Peter Osbeck which includes An Account of the Chinese Husbandry, by Captain Charles Gustavus Eckeberg and A Faunula and Flora Sinensis. The first volume contains ten engraved plates of plants found in China. In the second volume is printed a letter from Charles Linné [Linnaeus] to Peter Osbeck which says:-\n\n+\n\n+\n\n+\n\nI have read your excellent books with pleasure and surprize. You, Sir, have every where travelled with the light of science: you have named every thing so precisely, that it may be comprehended by the learned world; and have discovered and settled both the genera and species. For this reason, I seem myself to have travelled with you, and to have examined every object you saw with my own eyes.\n\nOne other eighteenth century account of travels and exploration in the Far East should be noticed: A Philosophical and Political History of the Settlements and Trade of the Europeans in the East and West Indies by the Abbé Raynal, 1784. It may be salutary to notice the bitter attacks which the Abbé makes on English administration in India and elsewhere. Books like Ellis' Embassy and Timkowski's Travels have been too often described to warrant inclusion here.\n\nThe Hundred Wonders of the World, and of the Three Kingdoms of Nature of 1824 published under the pseudonym of the Rev. C. C. Clarke, has a picture of the Porcelain Tower at Nankin, China, as a frontispiece. It is sad to think that this wonder no longer stands; it was destroyed during the T'ai-p'ing Rebellion. Processes of time, not war, have destroyed two of London's institutions listed as 'wonders', the Linwood Gallery of Leicester Square and Bullock's Museum, Piccadilly. It is strange to think that in their day they were compared with the British Museum and the Louvre of Paris.\n\nElements of political economy by James Mill appears in a first edition of 1821. James was the father of John Stuart Mill for whom he obtained a clerkship in the East India Company after he himself had been given a high position following the publication in 1818 of his History of British India.\n\nAmong the illustrated books in the collection there is an 1828 edition of Flora Javae by Carolo Ludovico Blume with remarkable colour plates.",

C. F. Neumann was a German sinologue who visited Canton in 1830 to buy Chinese books for the Royal Library, Berlin. He had a letter of introduction to Morrison from Sir George Staunton and enjoyed much hospitality from the British residents during his visit. It is recorded in the Memoirs that he deplored the attacks that von Klaproth and Rémusat were making on Morrison.\n\nSir George Staunton was a staunch friend to Morrison during long years in China and helped him in every way he could. Morrison had taken over the duties as Senior official translator to the East India Company (a post in which he had been assisting) when Staunton had to retire through ill-health in 1812. Two of Staunton's own contributions to translations from Chinese are in the Library, Narrative of the Chinese Embassy to the Khan of the Tourgouth Tartars, in the years 1712, 13, 14 & 15. By The Chinese Ambassador, and published By the Emperor's Authority, at Pekin, 1821 and Miscellaneous Notices Relating to China, and our Commercial Intercourse with that Country, printed for private circulation only in 1828. A letter from Staunton to Morrison telling him that he has sent him four copies of his work is printed in the Memoirs.\n\nThere are two translations from the Chinese by another French sinologue, Stanilas Julien (1799-1873), Le Livre des Récompenses Et Des Peines, En Chinois Et En Français: Accompagné De Quatre Cents Legendes, Anecdotes Et Histoires, Qui Font Connaitre Les Doctrines, Les Croyances Et Les Moeurs De La Secte Des Tao-Ssé and Lao Tseu Tao Te King, Le Livre de la voie et la Vertu, Paris, 1842.\n\nOne more French sinologue Jean Pierre Guillaume Pauthier (1801-1873), is represented by one of two books originally listed in the catalogue, Le Tao-Te-King ou Le Livre révéré de la Raison Suprême et de la Vertu, par Lao-Tseu, Paris, 1838, with the text in Latin and Chinese and with a French commentary.\n\nA noteworthy work by an earlier French sinologue, Jean Joseph Marie Amiot (1718-1793), (in the book printed Amyot) a Jesuit missionary at Peking is the Dictionnaire Tartare-Mantchou-Français, 1789. T. Staunton had accompanied his father, Sir George Leonard Staunton, on the Macartney embassy to China in 1793. During the long outward voyage young Staunton had learned some Chinese from two Chinese Catholic priests who were returning to China after studying at Naples. When Lord Macartney was received in audience by the Emperor Ch'ien-lung at Jehol on 14 September, 1793 young Staunton acted as his page. In 1798 he became a writer in the East India Company's Factory at Canton, in 1804 he was appointed a Supercargo, in 1808 promoted to the post of Interpreter, and in 1816 he became Chief of the Factory. In the same year he accompanied the abortive Amherst embassy to Peking. On the return of the embassy he settled in England and became a Member of Parliament. In 1823 he was active in founding the Asiatic Society.\n\nThe following letter was written by Sir G. T. Staunton to the Secretary of the Asiatic Society in 1823.\n\nSir,\n\nHaving in the course of my residence in China formed a considerable Collection of Chinese printed Books, and also of Manuscript Dictionaries, and other works of Europeans, calculated to assist the Student in the acquisition of a knowledge of the language and literature of the Chinese, I feel confident that I cannot more effectually promote the object I had in view making the Collection, namely, the more general acquaintance in this Country with whatever may be found curious or useful among the productions of the Chinese press, than by a respectful offer of the Collection to the Asiatic Society.\n\nMy wish is, that it should be preserved entire, and placed in such a situation as may admit of its being at all times readily accessible to the British and other Students of Chinese Literature, who may frequent this Metropolis, under such regulations as the Asiatic Society may deem it expedient to prescribe.",

        "content_text": "10\n\nLINDSAY RIDE\n\nLet us first go to the top of Monte Fort and view this historic spot where so many foreigners lived their eastern lives and not a few found eternal rest. From the Fort we can see practically the whole of the peninsula and the city of Macao. To the east, beyond the Guia lighthouse, stretches the South China Sea, studded by the Ladrone Islands of which the two nearest - Taipa and Coloane form part of this overseas Province of Portugal. Between these islands and the peninsula lie the Macao Roads and the Outer Harbour. To the west can be seen the narrow neck of land with its barrier gate which bars access to the large delta island of Heung Shan and to the mainland of China. Separating the main portion of this island from the city of Macao, is the Inner Harbour whose two lines of junks, Communist and Macanese, are separated only by the narrow fairway used by the larger sea-going junks, launches and the Hong Kong ferries. Just below us as we view this busy scene, stands, stately and calm, the façade of all that remains of the Jesuit Church of St. Paul, commenced in the sixteenth century, completed in the seventeenth and destroyed by fire in the nineteenth century,\n\nBehind it, almost at the harbour's edge, is a low wooded hill whose trees shelter the Camoens Grotto and on whose lower slopes nestle the Camoens Gardens and the neighbouring cemetery.\n\nIt is but a short walk from the Fort to the cemetery and gardens, access to both of which is gained from a small grassed and treed square the Praça Luis de Camões. On the extreme right as we enter this square, is a high stucco wall pierced by a most unimpressive gateway over which is mounted a small tablet; on which is carved:\n\nPROTESTANT CHURCH\n\nAND\n\nOLD CEMETERY\n\n(EAST INDIA COMPANY 1814)\n\nThis inscription poses a number of questions, a characteristic which, as you will find out later, it shares with many of the inscriptions in the cemetery itself; in fact it is the attempt to solve these problems that supplies much of the fascination and the interest of this cemetery.         "content_text": "PROTESTANT CEMETERY IN MACAO\n\n11\n\nCompany doing in Portuguese territory? Why did the Protestants need a separate cemetery? What is the significance of the date 1814? These are but a sample of the problems that these few words pose.\n\nThe first Europeans to set up permanent maritime contacts with the Chinese were the Portuguese, and by 1557 they had been granted permission to settle on a small peninsula of the delta island of Heung Shan. This peninsula, covering an area of only about five square miles, thus became the first permanent European trading base in China.\n\nLater came the Dutch, the Spanish and the British traders and navigators; the first and the second of these national groups eventually made their oriental headquarters elsewhere, but the British, through their highly organized East India Company, were more persistent and more successful as far as trade with the mainland of China was concerned.\n\nBut the China of those days was, in the eyes of her own people, the centre of the universe, and all those who lived outside the confines of her ancient and well-tested civilization were considered barbarians. They could only be admitted inside the fold as tribute bearers to the Imperial Court to receive the ethical instruction of the Son of Heaven, and were then sent back home. When such admissions were allowed, portals of entry were carefully chosen and rigidly controlled, and in the case of sea-faring people, the port appointed was Canton, situated ninety miles up the river from Macao, and thus the barbarians were kept as far as possible from the sacred heart of the Middle Kingdom.\n\nBut even at Canton there were further restrictions, geographical as well as political. The ships could only get up as far as Whampoa, which was the deep-sea port for Canton, and about eleven miles down river from it. The foreign merchants were allowed to go on to Canton itself but they had to reside in a place set apart outside the city—the Factories; nor could they remain there permanently; the length of residence permitted was determined by the time it took to dispose of the cargo brought in their ships and to load the return cargo of silk or tea. The time of the year at which these operations took place was determined by the monsoon; foreign trade was therefore completely seasonal—from September to March approximately, and as soon",

It mattered not to the Chinese officials that it was a physical impossibility for the foreigners to go to their homes on the other side of the world and be back again in time for the next trading season. When the ships sailed from Whampoa, the Factories at Canton closed, and the merchant staff called Writers, Factors and Supercargoes, all left too. They went as far as Macao, and while the cargo laden ships sailed on to Europe, the merchants waited there for the coming of the next season's ships.\n\nOne other restriction that we must mention is that no European women were allowed to go up river at all, so the annual expulsion of the men from Canton was really not so very hard to bear for most people. It meant reunion with one's wife and family for those married men whose families were in Macao, and the pleasure of European female company for the bachelors. Macao was thus the foreigners' home away from home. They worked strenuously in isolation in Canton while the season lasted, and then between seasons they repaired to the more natural abode of the families in the only equivalent of a health and holiday resort that the Far East then knew. Social life in Macao was strenuous, especially for women folk who were few in number; many of the men were either bachelors or grass widowers and for approximately six months in each year, they had very little official work to do at all; at any rate this was certainly true for the juniors.\n\nAnother significant fact which had important implications was that the Chinese, at the time of which I speak, recognized only one foreign official body other than the Portuguese- namely the British East India Company, and they made all the official contacts with the other nationalities through the controlling body of this Company in Canton -the Select Committee. As may well be imagined, this situation led to difficulties between the British and the various other foreign communities whose trade with China had increased tremendously towards the end of the eighteenth century. This was particularly true of the new maritime power, the United States of America.         "content_text": "PROTESTANT CEMETERY IN MACAO\n\n15\n\ncemetery. Membership of the Board is open to the Consular Authorities in Macao of certain European Protestant nations, plus Protestant residents in Macao. In 1924 the Rev. John Galloway, a Canadian missionary, was appointed a Trustee; he still lives in Macao and it is to him that we are indebted for much of our information concerning the later history of these two cemeteries in Macao, the Old and the New. When the East India Company ceased operating in China in 1834, its property in Macao reverted to His Majesty's Government in England. But in 1870, it was thought wiser that the two cemetery properties in Macao should come under the ownership of one body, and the Old Cemetery property was transferred to the New Cemetery Trustees, under whose control it rests to this day.\n\nEntrance to the Old Cemetery. The door in the wall already mentioned gives entrance to the property which is on three levels; the highest or first level is a courtyard in which a simple chapel stands; the burial plots are on the two lower levels which we refer to as the Upper and Lower Terraces. A wide cement path leads down from the Chapel level to the Lower Terrace and a break in the left-hand wall on the way down gives access to the Upper Terrace. In the chapel are two wall memorials of interest; one is to a British merchant named Margesson who originally came from Surrey, and who was drowned on 17 June 1869 when the ship in which he was travelling struck a rock just a mile or two off the coast of Japan; the disaster occurred on a clear evening and in a perfectly calm sea, but the ship sank almost immediately with a big loss of life.\n\nThe other chapel memorial is to James B. Endicott who died of typhoid in 1870 after living for 35 years in Hong Kong, Macao, and Canton. He is actually buried in the Colonial Cemetery in Happy Valley, Hong Kong, but he has two daughters, an uncle, and many friends in the churchyard in Macao. Endicott was born in Danvers, Massachusetts, U.S.A. in 1814, and is a direct lineal descendant of John Endicott who sailed from the harbour of Weymouth, England, in 1628 in the ship Abigail on an adventurous voyage to the New World where he became the founder and first governor of the State of Massachusetts. James B. Endicott introduces us to the important American section of the foreigners who lived in Macao more than one hundred years ago, over fifty of whom rest in this cemetery.",

Lin Tse-hsü was dismissed from office in 1840 and later sentenced to exile in Ili in Chinese Turkistan, where he remained for three years. He was allowed to return to Peking in 1845. He later served as Governor-General of Yunnan and Kweichow, and retired from office in 1849. He died in 1850 at the age of sixty-seven. (J.L.C.B.)\n\n25 Heang-shan (Heungshan). John Robert Morrison (1814-1843) was born in Macao, the second son of Dr. Robert Morrison and his first wife Mary (née Morton). He had some schooling in England but at the age of twelve he came back to Canton with his father in 1826. He became a fluent Cantonese speaker as well as a Chinese scholar, and on the death of his father in 1834 was appointed Chinese Secretary to H.M.'s Commission in China. In 1838 he became, in addition, Interpreter, and in 1841 succeeded Elmslie as Secretary and Treasurer to the Superintendent of British Trade in China. In 1843 he was appointed Chinese Secretary and member of the Executive Council of the newly founded Colony of Hong Kong and was recommended for appointment, by the Governor, as Colonial Secretary. Before the appointment was approved, however, he died in Macao in August 1843, and was buried in the Old Protestant Cemetery there. (L.T.R.)\n\n27 Kwang Chow Foo. His father served as a midshipman at the Battle of Trafalgar and after being discharged from the Royal Navy he joined the Honourable East India Company's marine service. In this service he made a number of voyages to Canton and when he decided to take a shore posting there he brought his wife and family out with him. Samuel became a fluent Cantonese speaker and in 1838 was appointed Interpreter to the Canton General Chamber of Commerce. After the cession of Hong Kong he was appointed interpreter and clerk of the Chief Magistrate's Court and a couple of months later were added the duties of Notary Public and Coroner. Three years later he was appointed Assistant Magistrate of Police and on 1st January 1845 he became Registrar General and Collector of Revenue. In July 1845 he was granted a year's sick leave and while in England he was appointed Professor of Chinese at King's College, London, an appointment which he held from December 1846 until December 1852. SHEPHERD\n\nHistorical Background\n\nThe English East India Company started to trade at Canton at the beginning of the eighteenth century. By the last quarter of the century the trade had grown extensively, mainly because of the increasing demand for China tea in England. However, the more trade grew the more the Chinese officials at Canton controlled it through various regulations. Unfortunately many of these regulations were changed frequently, especially those concerning the dues and fees to be paid. The supercargoes of the East India Company were never certain how much money would be demanded of them from one year to another, and their complaints against what they often considered to be arbitrary exactions increased. At last the government of England was forced to take notice of the unsatisfactory relations existing at Canton between the supercargoes of the East India Company and the various Chinese officials. As a result it was decided to send an embassy direct to the Emperor Ch'ien-lung at Peking in the mistaken belief that if the Emperor knew of the grievances of the English merchants at Canton he would rectify them. At the same time the English government decided to use this opportunity to attempt to put the relations between Britain and China on a proper diplomatic footing as understood in the West. The man selected as ambassador was Lord Macartney, a skilled diplomat and administrator, who had been British Ambassador at St. Petersburg and recently Governor of the Presidency of Madras.\n\nIn order to impress the Chinese officials with the advanced state of civilization in Europe, and especially with Britain's skill in scientific inventions and technical achievements, Macartney was given a large suite which included a natural philosopher, an experimental scientist, a draughtsman, a metallurgist, a watch-maker, a mathematical instrument maker and a botanist. It was leased to Britain in 1898 for 99 years, but little development was undertaken until 1960, when large schemes of reclamation and resettlement were prepared. The slumbering rural character of the island is now beginning to change rapidly.\n\nWhy was Ma Wan chosen for survey? Nearness to Macao? Access to the Pearl River and Canton? Ships occasionally came down the China coast from the east, and took a short cut to Canton through the Kap Sui Mun Channels, but Parish's report seems to suggest that this was regarded as a hazardous piece of sailing. These ships, however, would all have to pass Ma Wan, and so the island was at that time the best-known in Hong Kong waters. Also, the approach in a square-rigged sailing vessel to the then uncharted coast gave a confusing variety of small islands, promontories, and near-islands. The approach from the west was probably better known, and was easier to find. But it is to be regretted that Parish was forced by his orders and the bad weather to waste so much energy on such an unsuitable site.\n\nCONCLUSIONS\n\nWhen the East India Company's trading monopoly to China came to an end in April 1834 the position of English merchants at Canton changed. Lord Napier was sent out as Superintendent of Trade, though the Foreign Secretary, Lord Palmerston, tended to regard him as a representative of the King. Napier soon came into conflict with the officials at Canton over what may be called matters of national prestige, and relations between England and China began to deteriorate. More especially relations were embittered over the increasingly large amount of opium being brought to China from India in British-owned ships. It was illegal to import opium into China by Chinese law, and as a result a swarm of Chinese middlemen co-operated with the foreign merchants in smuggling opium along the coast, especially in the province of Kwangtung. However, in 1821 the Kwangtung authorities were much stricter in enforcing the anti-opium smuggling regulations and as a result the foreign merchants could no longer bring it up to Canton, but instead took it to the \"outer anchorages\" where permanent receiving ships were stationed during the trading season (approximately October until April). However, during the south-west monsoons the anchorages of Kapsuimun門 pq 29, and Hong Kong were used because they provided greater protection. The Kapsuimun anchorage was situated south of Ma Wan island and sheltered to the west by the headland of Lantao and to the east by Tsing I island. Because of the smuggling of opium from depot ships at these outer anchorages the capabilities of the anchorages off Lantao island and between Hong Kong island and Kowloon on the mainland became thoroughly known to British merchants and sea captains. In 1835 a former member of the British East India Company published a book in which he advocated the need for Britain to obtain some island from which trade with China could be carried on because of the uncertain conditions of trade at Canton following the ending of the Company's monopoly30. In a review of this book published in the Chinese Repository the reviewer remarks on the fact that the author pressed the idea of Britain acquiring Macao from Portugal, which he considered ill-advised. He wrote\n\nThe want of a good harbour, and its dangerous position in the season of typhoons and strong north or east gales, unfit it for the possession of a commercial nation, as point d'appui. Lantao is better, and this we should prefer of the places named by our author. It is an island, capable of defence, producing abundant supplies of food, with many good harbours, is not so near the provincial city as to render it dangerous for natives to resort to it, for the purpose of commerce.31\n\nThus in 1835 Lantao was still considered eligible as a possible British settlement. In May 1839 the British Superintendent of Trade, Captain Charles Elliot, and all British subjects, left Canton as a result of the measures taken by the Imperial Commissioner Lin Tse-hsü, and retired to Macao. However, when in mid-August of 1839 the British were forced out of Macao by Chinese pressure it was to the anchorage of Hong Kong that the English ships went. Although Hong Kong was eventually ceded to Britain by the Treaty of Nanking 1842 this had not always been an automatic choice, the possibility of forming a settlement on Formosa, the Bonin Islands, and on Ma Wan and Lantao island had previously been given serious consideration.",

There was a flavour of irony in this, as the Portuguese were to prove as great pirates as the Japanese, Their most famous pirate was Mendes Pinto, who flourished in the latter half of the sixteenth century, and who seems to have been a combination of Sir Henry Morgan and Baron Munchausen. Pinto's exploits are characteristic of Portuguese history during those early centuries, displaying that amazing mixture of gallantry and greed, of religious zeal, bigotry, and cruelty. \n\nThe eastern seas had always been full of violence, and the arrival of the Portuguese in the early sixteenth century, and the Dutch a century later, increased that violence. The Dutch lacked the religious zeal of the Portuguese, but substituted an equally unattractive obsession with trade. Much of the European trade in the Far East at that time was based on piracy. The Dutch, for instance, were excluded from direct trade with China until 1729, and in their Japan trade in which Chinese silk was the most important commodity they obtained much of their silk by plundering Portuguese and Chinese ships. \n\n— \n\nThe persistence of piracy in Chinese waters for so long after regular trade had been established there by Europeans, was due to the peculiar conditions under which that trade developed. In India, and in the East Indies, European trade was succeeded by a steady increase in European power, although in both places there was a considerable time lag between establishing political power on land and the suppression of piracy at sea. \n\nBy the mid-nineteenth century, however, British and Dutch naval power had made Indian and East Indian waters comparatively safe for European commerce. The situation in China was very different, however, and piracy continued there for fully another century. Not until after the First China War of 1841-42 were there any centres of European power in China, and the few centres established then were separated from each other by hundreds of miles of Chinese territory.         "content_text": "PIRACY ON THE CHINA COAST\n\n71\n\nPiracy was firmly rooted along the South China coast. Then, during the First China War, many junks were allowed to act as armed privateers, and when the war was over, became pirates rather than return to peaceful trade. Hong Kong and its neighbouring islands had always been centres of piracy, or the home of fishermen ambitious to earn a dishonest dollar or two from piracy. The new British colony must have appeared like manna from Heaven to these people, and the colony's first years were marked by an increase in piracy. There was a similar increase in piracy around Singapore at the same time. The founding of Singapore in 1819 had resulted in a great increase in native trade in the area, and this suffered severely from attacks by well-armed Chinese junks, which sometimes attacked European ships. Captain James Brooke with his sea Dyaks played a big part in suppressing piracy in these waters.1\n\nThe period between the First and Second China Wars is one of the most confusing in Chinese history. On one hand is the founding of a British colony at Hong Kong, the opening of the treaty ports, and the inception of regular shipping services along the coast; while on the other is the persistence of lawlessness and piracy. In the background is the increasing weakness of the Manchu Dynasty, and during the last years of the period, the Taiping Rebellion.\n\nWhen the East India Company controlled the China trade, there was little need for naval protection in Chinese waters, and the Cantonese were traditionally opposed to the Royal Navy. The large and well-armed East Indiamen and \"Country\" ships were perfectly capable of fighting their way past the pirates who infested the Canton River delta, as were smaller, but faster and equally well-armed opium clippers. In spite of Chinese objections, however, British warships visited Canton on several occasions. Anson called in the Centurion in 1741, on the famous voyage on which he captured the Manila galleon, and Cook in 1779 with the Resolution and Discovery after his three-year cruise in the Pacific. Cook's ships were careened, refitted, and provisioned at Canton, the East India Company advancing the money in return for bills on the Admiralty in London.\n\n1 The first white Rajah of Sarawak.",

BLUE\n\nJames Matheson sent his San Sebastian from Canton to ports in Fukien Province in 1820, to open up new markets for opium, and this is generally considered the pioneer voyage in the China coast trade. Although Matheson was Danish Consul at Canton at this time, and the San Sebastian sailed under Spanish colours, it is correct to describe this voyage as a British venture. The men who sailed the opium clippers, therefore, were the first 'China coasters', and since that time 'China coasters' have considered themselves a breed apart, distinct from the rest of the British Merchant Navy. The tradition of more liberal manning, of better pay, food, and conditions in general, pioneered by the opium clippers has continued to the present day.\n\nMany of the customs and practices of the lordly East Indiamen and of the Indian 'country ships' were inherited by the humbler 'China coasters'. The East Indiaman's captain could, and was expected to, make a fortune from carrying passengers and private cargo, in addition to the company's, and in self defence the latter stipulated a definite scale of perquisites for each member of the crew, from captain down to bosun and carpenter. Generous as this was, it was invariably exceeded. There was a much greater variety of 'pidgin' (=business) on the China coast, although it did not comprise such a high proportion of the China coaster's total earnings. As on the East India Company's ships, dabbling in certain types of 'pidgin' was considered legitimate and carried no moral stigma.\n\nThe most common and profitable pidgin came from deck passengers. It was on the emigrant runs to the Straits and Bangkok that this type of 'pidgin' was most prolific. I was introduced to this on my first ship on the coast, the Antung. The Antung was\n\nThe author served as an Engineer Officer with the China Navigation Company from 1928 until 1938, and was on the Yangtse in 1930 in the Shengking and again in 1934 in the Wuhu. He was captured by pirates in the Newchang river in Manchuria in 1933 and held prisoner for five and a half months. Two of his articles have been published previously in the Journal. \"European Navigation on the Yangtse\" in Vol. 3, 1963, and \"Piracy on the China Coast\" in Vol. 5, 1965.",

        "content_text": "KING MONGKUT AND THE KINGDOM OF SIAM\n\n83\n\nopened the Treaty Ports and a second British conflict with China had proved the superiority of Western arms, the Chinese court refused to reform. The Japanese were quicker to read the signs. Only Siam, unlike her weak neighbours in the tropical south, was able to adapt herself to the new world without war or its threat and without loss of sovereignty.\n\nWhy was this? Was it because Britain and France had agreed to the Thai kingdom being a buffer between their Indian and Indo-Chinese empires? Or was it that the King of Siam who received Sir John Bowring had more vision than most of his Asian contemporaries and was succeeded by an equally gifted son? Whatever the reasons, the Treaty of 1855 was a major factor in determining the future of the Thai kingdom. It provided for the opening of diplomatic relations with Britain and, as a natural consequence, with other western nations. It introduced extra-territorial rights to British subjects living in Siam and allowed them to own or rent property. In commerce the Treaty abolished the strangling system of monopolies owned by the King and 'farmed' to Chinese merchants - replacing it by a free market with low duties on imports and exports. The year after the conclusion of the British treaty the Americans and the French secured similar agreements and these in turn were hastily followed by treaties with various European nations. These treaties marked a turning-point in the modern history of Siam.\n\nIn the century and a half which followed Louis XIV's mission to Ayuthia in 1689 Siam had little or no contact with the West. In the mid-eighteenth century her main preoccupation was the constant war with the Burmese who finally sacked their ancient and splendid capital in 1767. By the time the new house of Chakri had established the capital at Bangkok in 1782 the British East India Company had consolidated its dominion over India. The tea trade with China was growing rapidly and ports of call on the eastern run were obvious advantages. Francis Light obtained Penang island for the Company from the Sultan of Kedah in 1786 for the annual payment of $6,000 and the vague understanding of British protection. Kedah was an acknowledged feudatory of Siam, but at that time King Rama I was far too busy with the building of Bangkok to concern himself with the incident and the British were not then interested in Siam. Siam was eventually drawn into the picture not for her trade or her position on the way to China \n\na little \n\noff the route -- but, in fact, because of Kedah and the other northern Malay States. \n\nBy 1818 the Chakri dynasty had gained sufficient strength to instigate her vassal Kedah to attack the neighbouring Malay State of Perak. The Siamese army then entered Kedah itself and the Sultan fled to Penang. British merchants there were indignant and called on the Company to intervene, but the Supreme Council in Calcutta considered that \"a war with Siam would be an evil of very serious magnitude\". Their policy was one of conciliation. \"All extension of our territorial possessions and political relations on the side of the Indo-Chinese nations\" the Company declared, \"... is earnestly to be deprecated and declined as far as the course of events and the force of circumstances permit\". \n\nAs well as the Malay States there was the Burma question. The restive Burmese had extended their power to Arakan, thus making them neighbours of the British in India. By the eighteen-twenties Britain became involved in war with Burma in the southern part of the country. With the extension of the East India Company's interests to Siam's western and southern borders it became desirable that relations between the Company and Bangkok should be regulated on a peaceful basis. At the same time trading relations should be improved. The bad conditions of trade were described by Raffles as \"slavish and humiliating” for English merchants. He gave this account of the trade: \n\n“On arrival in port the most valuable part of the cargo is immediately presented to the King who takes as much as he pleases; the remaining part is chiefly consumed in presents to the courtiers and other great men, while the refuse of the cargo is then permitted to be exposed to sale. The part which is consumed in presents to the great men is entire loss; for that which the King receives he generally returns a present which is seldom adequate to the value of the goods which he has received; but by dint of begging and repeated solicitation this is sometimes increased a little.\" \n\nTo remedy the situation John Crawford was sent to Bangkok by the Governor General of India in 1822. \n\nPage 90\n\nPage 91",

What is more he was received by King Rama II's officials in a most ungenerous manner. Dr. George Finlayson, the Scots medical officer and naturalist on board their ship the John Adam records this impression of the dwelling given to the mission by the Siamese: \"A habitation was provided for the British envoy, a miserable place, an out-house with four small, ill-ventilated rooms, approached through a trap-door from below...\" An official of low rank was sent to them. All he wanted was presents for the King. Finlayson goes on: \"In the urgency to obtain and the frequency of the demands of the Court for the gifts there was a degree of meanness and avidity at once disgusting and disgraceful\". The King seems to have been petty as well as rude. On one occasion the Foreign Minister called on Crawfurd to help retrieve two pairs of \"ordinary glass lamps\" on which the King had set his heart. The lamps had been promised, said the Foreign Minister, to His Majesty and sold by a member of the John Adam's crew to somebody else!\n\nFortunately the Crawfurd mission was not treated in such a mean manner throughout all its four months' stay at Bangkok. Dignity was restored by a Royal audience and there was much friendly talk. But he got no improvement in either trade or diplomacy. Crawfurd also tried to get the Siamese to accept a Consul and to obtain exemption for British merchants and crews from the harsh justice of Siam's law, but in these matters he had no success. He comments in his account of the Mission: \"If the subjects of a free and civilised Government resort to a barbarous and despotic country, there is no remedy but submission to its laws, however absurd or arbitrary\".\n\nFour years later, in 1826, the East India Company sent another mission to Bangkok. By this time the first campaign against the Burmese had been fought and won and there was a new king on the throne of Siam, Mongkut's half brother, Rama III. The mission was led by Captain Henry Burney, a nephew of Fanny Burney and military secretary to the Governor of Penang. He was much more successful than Crawfurd and came away with a treaty which somewhat improved matters. The Burney Treaty did not, however, go very far. Talbot*\n\nA recent acquisition by the Map Library of the Department of Geography and Geology of the University of Hong Kong is of some interest as it appears to be the earliest known British map or chart depicting the island of Hong Kong.\n\nThe title is \"A Chart of the China Sea from the Island of Sancian to Pedra Branca with the course of the River Tigris from Canton to Macao from a Portuguese draught communicated by Captain Hayter and compared with the Chinese Chart of the Macao Pilots\".\n\nThe places mentioned need little explanation as they are names still used today. Sancian is also called St. John's Island and is to the west of Macao, while Pedra Branca is today called Pedro Blanco and is an isolated rock, used as a navigational landmark, to the east of Hong Kong. The River Tigris is the name given to the river up to Canton, derived from the name of the narrows called \"Bocca Tigris\" (Tiger's Mouth) in Portuguese, a translation of the Chinese name.\n\nThe Captain Hayter is evidently Captain George Hayter of the East India Company Ship York. This ship was in Chinese waters frequently from 1741 up to 1786 and Hayter was compiler of another chart dated 1787.\n\nThe chart was \"... Printed for R. Sayer and J. Bennett Map and Chart-sellers No. 53 Fleet Street, as the Act directs, 29 Nov. 1780\" Robert Sayer (1725-1794) and John Bennett were well known as map-sellers at the end of the eighteenth century. It is recorded that Robert Sayer retired in 1794 after almost half a century in the map chart trade.\n\nThe size of the chart is 950 × 640 mm., while the size of the map itself is 781 × 596 mm. WRIGHT\n\nentered the Borneo scene in 1839 very much the idealist-humani-tarian, nineteenth century liberal, gentleman adventurer, in the colonial tradition of such forerunners as Francis Light of Penang and Thomas Stamford Raffles, founder of Singapore and sometime British governor of Java. Even much of the colour and romance painted by the early travellers and story writers bears up under the careful scrutiny of the historian.\n\nJames Brooke came from stock which had produced a seven-teenth century lord mayor of London. His father and uncle were civil servants in the East India Company, and James lived until aged 12 near Benares on the Ganges in British India where he was born in 1803.\n\nBrooke himself entered the military service of the Company after a somewhat indifferent education which involved only two years of formal schooling in the Norwich Grammar School. He was severely wounded in a campaign of the first Anglo-Burma war in 1825, and after a prolonged convalescence resigned from the Company, largely, we are led to believe, because of disenchantment with its conduct of eastern affairs and because of widespread corruption among Company servants.\n\nWhen in 1835 Brooke's father, then a retired nabob living in Bath, died leaving him a comfortable fortune of £30,000, James bought a schooner and fitted out an expedition to Borneo and the Celebes Islands, an area in the East Indies with which he was familiar from earlier voyages and from exhaustive reading of the accounts of George Windsor Earl and Stamford Raffles.\n\nBrooke's schooner sailed in December 1838 under the colours of the Royal Yacht Club. He looked forward to satisfying his adventurous curiosity about Borneo and perhaps doing some trading. He particularly wanted to penetrate to the interior of Borneo, and had in mind exploring up the rivers which flowed into Marudu Bay, on the northern end of the island. He was a private voyager, but the colours of the Royal Yacht Club commanded respect in naval and colonial circles and he was well received in Singapore where he arrived in May 1839.\n\nI\n\nThere he was given a pseudo-official mission to perform in Borneo. PRYOR\n\nIntroduction\n\nThe pattern of residential development in Hong Kong today is the cumulative result of historical forces which began to exert their influence almost from the time when the colony came under British jurisdiction in 1842. It is therefore towards an appreciation of the current housing situation that this study outlines Hong Kong's efforts to provide homes for its people over the past 130 years. In tracing the course of history in this particular field it will be found that the dreadful living conditions which persisted in many districts in the last century, and even in more recent years, have been the combined result of an overwhelming demand for and critical shortage of accommodation; the general poverty of the population; the inadequacy of utility services; the exploitation of families desperate for a roof over their heads; and the difficulty of enforcing (and sometimes the lack of) suitable regulations governing standards of building construction, the provision of household facilities and overcrowding. However, on the basis of recent achievements the future seems much brighter.\n\nFounding of the Colony\n\nThe sea routes between Europe and China, first established by the Arabs in the 7th Century A.D., were reopened in the sixteenth century by the Portuguese who settled in Macau in 1557. Spanish, Dutch, English and French traders soon followed but during the eighteenth century the British merchants captured most of the China trade which comprised mainly exports of tea and silk. The East India Company initially held the monopoly of trade and Canton became the centre of business for the British merchants.\n\n*Dr. E. G. BLUE \n\nsteamships in India operated on the Hoogly in the early 1820s, mainly as tug boats. \n\nThe first steamship in the Dutch East Indies was the Van der Capellen, a paddle steamer of 230 tons, designed to operate a coastal service in Java. The Van der Capellen was built by a consortium of British merchants in Sourabaya in 1825, and equipped with engines built by Fawcett and Company of Birmingham. \n\nDue to the close association between British India and Canton through the East India Company, it was not long before steamships were introduced on the Canton River. Although he did not live to see his scheme carried through, a Mr. T. J. Robarts of the Company's Canton staff is the pioneer of steam navigation in China. When on leave in London in 1821, just nine years after the Comet was launched on the Clyde, he suggested to the Court of Directors that a steam tug could be usefully employed on the Canton River. Because it was thought that the Chinese might object, his scheme was turned down, but Mr. Robarts decided to go ahead on his own. He ordered two 16 horse-power engines and a copper boiler from Henry Maudslay and Company of London, and a hull of oak frames; all of which arrived at Canton in 1822 and aroused great curiosity and admiration. Unfortunately, bad health caused Mr. Robarts to retire prematurely, and there was no one at Canton able, or willing to continue with his scheme. Everything was therefore sent to Calcutta, and arrived there in June 1822. \n\nThe parts were assembled at Kyd and Company's yard at Kidderpore, and the vessel, known as the Diana, was launched on 12th July 1823. However, the original oak hull was discarded in favour of a new hull built locally of teak. The name Diana was taken from the figurehead which had accompanied the original hull. The total cost of the Diana was 70,000 rupees, and the government declining to take any part in the enterprise--this was financed by a group of Indian agency houses. \n\nThe Diana ran successfully, but not profitably, on the Hoogly for a year, and was then sold to the government for use in the Burma War, 1824-1826. It was Captain Marryat, then the senior naval officer in India, who recommended her purchase to the government. The Diana took part in the first expedition to Rangoon, and proved so useful that she was retained on the Irawaddy for the whole of the war. She suffered at times from overloading, as not",

In the outcome, the passengers for Canton continued their journey in a sailing boat, and the Jardine returned to Lintin.\n\nSome time later the Chinese repeated their demand that the Jardine must leave the country, and as her machinery needed repair, she left for Singapore under sail, and arrived there on 28th February 1836. After several ineffectual attempts to repair the engines and to sell her, the engines were removed and the Jardine was converted permanently to a sailing ship. As such she returned to China on 23rd September 1836, but was recognised at Lintin as the \"smoke ship\" which had been turned away some nine months before. Although now minus the offending engines and paddle wheels, the hoppo decreed that she must leave. Her later history is obscure, but she seems to have continued in Jardine, Matheson and Company's fleet as a schooner. In his British Trade and the Opening of China, 1800-1842, Michael Greenberg includes her in a list of the Company's ships on the China coast in 1840.\n\nIt was the operations of the steamships of the Royal Navy and of the East India Company in the First China War, 1840-1842, which proved the value and practicability of steamships in Chinese waters. By the end of the war there were 48 British warships on the coast, including hospital, troop, and supply ships. Fourteen of these were steamships, nine wooden and five iron, the best known being the Nemesis.\n\nThe Nemesis was a pioneer in several respects, and it was her exploits in the First China War which advertised the many advantages of steam over sail in coastal waters. She was the first iron steamship to round the Cape of Good Hope, and to operate in Chinese waters for any length of time. Her outward passage to China in 1840 was probably the longest and most perilous voyage undertaken by a steamship up to that time; and some of the problems posed by her iron construction were never fully solved in her time—compass errors and the effects of lightning, for instance. She was flat bottomed and of shallow draft, only drawing six feet when fully loaded. She had two movable sliding keels, one fore and one aft of the engine room, and was divided into seven watertight compartments. With her shallow draft (she could be made to draw as little as five feet when necessary) the Nemesis was especially handy for inshore work on the coast and rivers. She probably demoralised",

        "content_text": "EARLY STEAMSHIPS IN CHINA\n\n51\n\nthe Chinese more than all the rest of the British warships put together,\n\nChinese opposition to steamships was overborne after the First China War, and in the years between then and the Second China War 1857-1858, steam navigation in China was established on a secure foundation. During the first two decades of steam, American ships were as prominent as British on the Canton River and on the coast, and sometimes more technically efficient. This was largely because the Americans made good use of their experience on the Hudson and Mississippi Rivers, and also because their early steamships were designed specially for coastal and river conditions. Many of the early British steamships were merely sailing ships equipped with engines.\n\nThe earliest American steamers were associated with Russell and Company, and Robert Benet Forbes was the man mainly responsible for bringing most of these early steamships to China. The first was the Midas, built at East Boston in 1844, which was the first American steamship to round the Cape of Good Hope, as well as being the first to be seen in China. The Midas arrived at Hong Kong on 21st May 1845, and was put on a twice weekly service between Hong Kong and Canton, the first regular steamship service in China. She also engaged in towing and salvage work, which was usually more profitable than carrying passengers or cargo; so that the advertised regular sailings were often more honoured in the breach than in the observance.\n\nThe Midas was followed by the wooden screw bark Edith, also built at East Boston, which arrived at Macao on 2nd September 1845 and Hong Kong a few days later. The Edith was originally intended to run in the opium trade between India and China, but plans were changed and she was loaded with general cargo for Shanghai. Bad weather and engine trouble foiled two attempts to make this passage, and the Edith was eventually sent back to Boston via Rio de Janeiro, reconditioned at Boston and then chartered to the United States War Department.\n\nIn 1846 Forbes sent the small 20 ton screw steamer Firefly on another ship to Hong Kong, and put her in service between Hong Kong and Whampoa until 1849, usually making two trips daily. CRANMER-BYNG*\n\nA detailed account of this incident was recorded by the senior officer on the British side, Captain the Hon. Hugh Lindsay,† the Commodore of the East India Company's fleet at that time. It is in the form of a letter to his sister, Lady Anne Barnard, undated, and was printed in The Lives of the Lindsays by Lord Lindsay, 2 vols., London, 1849. A full copy of this letter, retaining the original punctuation, has been supplied by Mr. Tom Lindsay, a long-time member of the Hong Kong Branch of the Royal Asiatic Society. It is worth printing because of the details it supplies which are missing in the brief account of the same episode in Hosea Ballou Morse, The Chronicles of the East India Company trading to China, 1635-1834, Vol. III, Oxford 1926, p. 156.\n\nHistorians of early Anglo-Chinese relations, and of the British East India Company's trade with China, have to rely to a great extent for their material on Morse's five substantial volumes. It is worth examining, at this point, how Morse wrote these volumes which are based on a massive collection of hand-written documents.\n\n* Professor Cranmer-Byng belongs to the Department of History at the University of Toronto. He was the first Hon. Editor of this Journal and has contributed to it from time to time.\n\nHon. Hugh Lindsay was a younger brother of Alexander Lindsay, 6th Earl of Balcarres and 23rd Earl of Crawford. A note at the bottom of page 400 of Vol. II of Lives of the Lindsays states:\n\nMr. Hugh Lindsay was for many years Member of Parliament for the burghs of Forfar, Perth, Dundee, Cupar and St. Andrews, and Marshal of the Admiralty.\n\nIn the text on the same page it is stated that he was also a Director and Chairman of the East India Company. He died in April 1844 in his eightieth year. The biographical note goes on:\n\nHugh Hamilton Lindsay Esq., his only son, and long a resident in China, is the author of the extremely interesting 'Voyage of the Amherst, — along two thousand miles of the coast of China,- published in 8vo. by a speculating bookseller, from his report to the East India Co., which was printed by order of Parliament.",

He took with him as interpreter the well-qualified explorer-missionary, the Rev. Charles Gutzlaff. Lindsay left Canton at the beginning of March, sailing to Amoy, Foochow, Ningpo and Shanghai as well as Korea and the Liuchiu islands, returning at the beginning of September 1832. (Morse, Chronicles, Vol. IV, pp. 332-3). For further details see Papers relating to the Ship Amherst, printed by order of the House of Commons, June 1833; Report of Proceedings on a Voyage to the Northern Ports of China in the Ship Lord Amherst, London, 1834.\n\nThese incidents involving the Lindsays, father and son, were by no means unique. Other supercargoes such as James Flint in 1759, Sir George Thomas Staunton on several occasions, and others, as well as several ship's commanders, went to protest to the Chinese authorities on behalf of their colleagues. In fact the chapter titles in the five volumes of Morse's Chronicles carry the words \"Dispute with Chinese Authorities\" or \"Dispute between Committee and Authorities\" more than any other chapter headings. The impression is of a continual struggle between the Chinese and East India Company officials carried out by orders, protests, threats and bluff. In the end it comes as a pleasant surprise to read a different chapter heading such as \"Improved Relations with Officials\" (1827) or \"Burning of the Foreign Factories, 1822\". It was a tedious business for the Chinese officials in Canton having to deal with the unpredictable barbarians from the Western Ocean, but it was also a lucrative one. The same can be said, mutatis mutandis, of the East India Company's representatives trading at Canton.",

Sugar and rice are our main and most profitable crops.\" The letter also mentioned that the Chinese did not bring their women and that it was dangerous to give them franchise because their numbers would be a threat to the Kingdom. The suggestion was to try India where the British had been successful in using their coolies in agricultural development of the colonies. Armstrong, however, later sent a report that the East Indians were not suitable nor desirable as immigrants to Hawaii. Minister Green had also written on January 18, 1881 to William Keswick, Hawaiian Consul General in Hong Kong to expect King Kalakaua's arrival and to assist Armstrong in obtaining a good class of Chinese immigrants to be accompanied by wives and children.\n\nFrom Hawaii the party first started for San Francisco where the Chinese Consul General entertained the Royal party at Hang Fen Lou Restaurant and took the occasion to thank the King for his kind treatment of the Chinese in Hawaii.\n\nSailing for Japan on the Oceanic, the Royal party arrived after twenty-four days at the Bay of Yedo on March 4, 1881 and landed at Yokohama. King Kalakaua wrote back from Tokyo on March 15, 1881, “Our reception has been most cordial and pleasant with the Emperor [Meiji]. He extended the hospitality of being his guest during our stay in the City of Tokio, occupying the same buildings that General Grant did when he was here and other distinguished guests, Prince Henri of Germany and the Duke of Genoa.”\n\nThe subject of possible Japanese emigration to Hawaii received some consideration by the Japanese officials.         "content_text": "LAND AND RIVER ROUTES TO WEST CHINA (With especial reference to the Upper Yangtze)\n\nA. D. BLUE*\n\nWest China, and in particular the provinces of Szechwan and Yunnan, interested British merchants in India before the end of the eighteenth century, and this interest increased after Britain got a foothold in Lower Burma in the early nineteenth century. Not until Britain was established at Shanghai and on the Lower Yangtze, however, did the British China traders take any great interest in West China. Until the 1860s, therefore, the initiative in opening West China to British trade came from the West, and concentrated on reviving the old caravan routes from Upper Burma into Yunnan. The Treaty of Yandabo between Britain and Burma in 1826, which established Britain in Arakan, Assam, Manipur, and Tenasserim, rekindled interest in these old routes. Sino-Burmese contacts went back many centuries, but were usually recorded from a diplomatic or military aspect, although it was well known that there had been considerable trade along these routes. At this time Canton was the only British foothold on the China coast, and the much shorter land route across Burma seemed to offer many benefits to British and Indian merchants in both India and Burma. Then, and for many years afterwards, India was the source of most of China's foreign imports, cotton and opium in particular, and much of British policy in the Far East was concerned with maintaining and extending this trade.\n\nAn interesting side product of this China-India relationship was the proposal to import workers from west China for the infant Assam tea industry. The East India Company had become interested in the possibility of tea production in Assam as early as 1823, when indigenous tea plants were found in the Upper Brahmaputra\n\n* The author served as an Engineer Officer with the China Navigation Company from 1928 until 1938, and was on the Yangtze in 1930 in the Shengking and again in 1934 in the Wuhu. He was captured by pirates in the Newchang river in Manchuria in 1933 and held prisoner for five and a half months. Although leadership of the foreign merchants resided in the Select Committee of the British East India Company, each foreign firm licensed to transact business in Canton, as well as each of its ships coming into the port, had to be secured by a hong merchant, who had to guarantee the good conduct of officers and crew of the ship while in port, and to assure the Chinese authorities that the ship was not carrying contraband. Under this system, the security merchant also served the important role as intermediary between Chinese officials and foreigners.\n\n# 2\n\nDespite accusations by the Chia-ch'ing and the Tao-kuang Emperors that Juan Yuan was expending more time and energy on compiling books and founding academies than on affairs of state, a sentiment echoed by the twentieth-century historian John K. Fairbank, both British and Chinese historical records show that Juan Yuan had taken the conduct of foreign affairs at Canton very seriously. He adhered strictly to the protocol established under the Canton system, handling negotiations with foreigners through the hong merchants and the Select Committee, refusing \"to establish direct communications between the local government and [the foreign community]\". Although contemporary foreigners at Canton complained about Juan Yuan's “inflexibility”, they remembered him later with respect. \"His conduct... was both firm and conciliatory, and his memorials were admired by foreigners for their polite and dignified style...\"\n\n+6\n\n# 3\n\nJuan Yuan saw the British as a serious threat to Chinese security, and considered them the most difficult among foreigners at Canton to keep under control. This was consistent with the general attitude of the Ch'ing court that the British were pressuring for further expansion of trade with China beyond Canton, thus challenging traditional Chinese policy. In 1818, however, his proposal for a repressive policy towards the British, outlined in a secret memorial to the Chia-ch'ing Emperor, was not accepted by the Emperor, who exhorted moderation. The Emperor restrained Juan Yuan with this rescript: “Adopt a policy showing both strength and kindness simultaneously. Sailors from foreign vessels, both merchant ships and war ships, therefore, were the chief offenders in these instances. \"The most undesirable consequences may result from the rash and improper conduct of seamen\",21 the Chinese Repository was to pronounce more than a decade later. Since the 1810's, there had been a standing order from the British that \"no boat's crew are to stop overnight at Canton\".22 thus cutting down the number of such incidents considerably. A spokesman for the British East India Company at Canton had implied that by bribing Chinese officials at the scene, matters could be silenced at the onset, but, once higher authorities in Canton became aware of the situation, there would be serious consequences, especially when loss of life was involved.23 Perhaps this explains why only a handful of such cases were recorded in history. When a case involving foreigners did occur, the Governor-General, the Governor of Kwangtung, the security merchant, the supercargo (headman) of the particular country whose national had committed the crime, and the Select Committee, as spokesmen for the foreign community, would all become embroiled in the crisis.\n\nBefore the Treaty of Nanking (1842) established the practice of extraterritoriality in China, and in the absence of any consular agreement, the Chinese policy had been that foreigners who committed crimes in China or Chinese waters were to be handed over to Chinese authorities and punished in accordance with the Chinese concept of law and justice. This would have been a universally accepted policy except for the fact that the Chinese concept of justice was quite alien, and therefore, absolutely unacceptable to those of the Anglo-American tradition. The traditional Chinese doctrine of responsibility made the governor-general in the province answerable to the Emperor for all activities, including crimes within his jurisdiction. There was also the doctrine of collective responsibility upon which the pao-chia system was based. If the lawbreaker had managed to evade justice before he could be apprehended, another person of his pao-chia unit could take the punishment in his place. Although it is doubtful that temporary foreign residents in their factories at Canton or on their vessels moored offshore had been incorporated into a pao-chia system of their own, the doctrine of collective responsibility would still apply. On the other hand, in theory at least, in the tradition of Anglo-American law and justice, punishment could be meted out only to the actual offender in person, and only after his guilt had been established by a jury of his peers in open trial at a court of law.         "content_text": "150\n\nWEI PEH-T'I\n\nSince the case of the Lady Hughes in 1784, foreigners had been decrying the barbarity of Chinese justice. On 24 November that year, a British vessel, the Lady Hughes, carrying cargo for the country merchants (individual merchants permitted by the East India Company to trade between India and points east), fired a salute to Chinese officials on shore at Canton. Unfortunately, the gun was loaded with live ammunition instead of blanks. The gunfire injured three minor Chinese officials, two of whom subsequently died from their wounds. By Chinese reckoning, the gunner of the Lady Hughes, in firing the salute, had committed murder, therefore he was subject to Chinese justice. After the British refused to surrender the gunner, Chinese authorities at Canton seized the supercargo of the British factory, isolated the factory itself, and stopped British trade. As a result, the British yielded and the gunner was surrendered to the Chinese. He met the fate of apprehended Chinese murderers, that of being put to death swiftly by strangulation. This incident brought to the fore foreign resentment against the Canton system and their having to submit to Chinese justice which they could neither understand nor condone. Subsequently, foreigners, the British in particular, were reluctant to hand over their nationals who had committed crimes against the Chinese to Chinese authorities. The Chinese meanwhile insisted on their right to dispense justice within their own land, thus leading to periodic impasses.\n\nJuan Yüan's first criminal case involving foreigners and local residents was a straightforward one, for the offenders were Chinese, and their offense was comparable to those committed by coastal pirates Juan Yuan had known on the Chekiang coast earlier. An American ship, the Wabash, secured by Puiqua, was docked at the anchorage at Taipa Island off the Port of Macau. Apparently, a group of Chinese on shore hurled insults at the seamen on 19 June, 1818, then proceeded to board the vessel, and plundered it. The raiding party left three Americans wounded, one of whom later died. Among the spoils taken were sycee silver and a quantity of opium. The presence of opium, a contraband, complicated the case considerably. It also provided Juan Yuan with the ammunition to deal harshly with the hong merchants.\n\nMacau was within the administrative jurisdiction of the district of Hsiang-shan, in Kwangtung. The Select Committee and a representative of the American merchants in Canton, referred to by Morse as \"the American consul\", brought the American complaint against the Chinese to Juan Yuan through Puiqua.         "content_text": "152\n\nWEI PEH-TH\n\n8\n\nThe killing of a Chinese man and wounding of three boys in P'an-yü by a member of the crew of a British vessel, the London, on 27 November 1820, was the first major crisis handled by Juan Yüan involving jurisdiction over foreigners who had committed crimes against Chinese nationals. On 27 November 182o, in broad daylight, a cutter from the London, a ship belonging to the East India Company, sailed “a considerable distance\" beyond Whampoa into a branch stream of the Pearl River, in search of fresh water. On the cutter was the fifth mate of the London, a man by the name of Pigott, and five other crewmen. They had a musket with them. Upon landing at P'an-yü, the men were taunted by a number of boys throwing stones and shouting \"obscenities\" at the foreigners. To frighten away the boys, Pigott fired two volleys, the first one loaded with peas and the second what he thought was \"blank cartridge” but which turned out to be live ammunition. A Chang Shun-ts'un who was hanging up laundry at the stern of a Chinese rice boat nearby, shouted at the boys to disperse. Pigott's second shot entered Chang's chest on the left side, killing him instantly. Meanwhile, three boys all surnamed Ch'en, were wounded on the nose, foot and toes, respectively. While there was pandemonium ashore, the cutter departed, pursued by two Chinese boats, thus it was ascertained that the cutter had come from the London. Later on, despite Pigott's assertion that he had fired what he believed to be blank cartridge, indicating that at least he had known something of the consequences of his shooting at that time, the British spokesman claimed that they had known nothing about the incident until two days later, when Puiqua brought them the news that a warrant had been issued by the Chinese for the arrest of the murderer at P'an-yü.\n\nNormal Chinese procedures under the circumstances would be to stop the offending ship from discharging and loading cargo, while demanding that the criminal be remanded to Chinese justice. After being informed of the incident, Juan Yuan gave instructions to the hong merchants to notify the supercargo of the East Indian Company in the British factory in Canton to bind the murderer over to Chinese authorities. Although the security merchant in this case was Exchin, because of the seriousness of the case, it was Puiqua who went to the British factory to apprise the Select Committee of the existence of the warrant. The Committee then proclaimed that they had known nothing about the incident until that moment. They suggested that Puiqua bribe the Chinese officials, but the hong merchant did not support the idea. Meanwhile, the Committee's primary consideration was “to avoid trouble and embarrassment to the Company's trade\", but Juan Yüan had already placed an embargo on the London.",

As Wu Tun-yüan [Puiqua] is the chief of the hong merchants, Your Majesty's consent is requested to have his third-rank button removed, for a couple of years at least any way, and see whether the hong merchants would still continue to connive in opium smuggling.\"\n\n4\n\nIn addition to Puiqua, sixteen opium dealers in Macau were jailed for their part in opium smuggling. One of them, a Yeh Huan-shu, confessed in detail about opium smuggling, including how officials were bribed. Juan Yuan also impounded cargoes and expelled ships that were found to be carrying opium, and burned the opium he had confiscated. “Although [these actions taken by Juan Yuan against the Chinese and foreign merchants] have not put an end to opium smuggling activities, they certainly have managed to stop opium at Lintin.\" Under such vigilance, the quantity of opium exported from India to China was held at a steady level until the next season. While demands increased, prices also rose. Statistics of consumption and value of Indian opium in China, including opium which had “passed the Company's sales in India and the Malwa opium which had come from the Portuguese port of Damaun”,** from the trading season of 1818-19 to 1827-28, show a sizeable increase in the quantity of opium imported into China after 1822-23, indicating that new methods of smuggling had been devised within two years of the strengthening of the anti-opium measures.\n\nAfter 1821 opium smuggling became confined to the islands at the mouth of the Pearl River, with the centre at Lintin Island. Macau and Whampoa were also free of opium boats. British sources cleared Juan Yuan from connivance in opium smuggling. C. Marjoribanks, Esquire, a director of the East India Company, testified before a Parliamentary committee investigating the opium trade that the \"higher officials at Canton were not involved in the smuggling activities\". Officials below the top level, however, were a part of the illegal trade. Official boats patrolling the waters off Canton reported regularly \"to the Canton authorities that they had swept the seas of all smuggling ships, yet, the ships remained there just the same\".\n47 As a result, the quantity of opium brought in during 1820-21 and 1821-22 remained steady, but prices jumped, indicating insufficient supply to meet demand, and there was a consistent increase in opium import from then on. The “value of Indian opium sold in Canton alone, without including other quantities deposited in the other parts of China”, increased from 2,951,000 Spanish dollars in 1817-18 to 11,243,496 dollars in 1827-28.",

        "content_text": "28.48\n\nJUAN YUAN'S MANAGEMENT OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826\n\n159\n\nThe Topaze crisis, lasting from late 1821 into 1822, was the most serious confrontation between the Chinese and the British to that day, especially since the controversy involving all the significant issues of the day, including naval presence, jurisdiction over foreigners, and opium smuggling, came so close on the heels of the Terranova crisis. British trade at Canton was stopped for several months. The British factory, fearful that they would be held responsible for the misdeeds of sailors from the frigate Topaze, fled to their ships at Chuenpi on 11 February 1822. At the end of the crisis Juan Yüan made a compromise by not insisting on the surrender of the already departed criminals, but the British capitulated by abandoning the policy of using \"threat of force as a means of protecting or forwarding British interests in China\" at least for the time being. The Court of Directors of the East India Company \"advised the First Lord of the Admiralty to stop all peace-time visits of His Majesty's ships to the China coast unless assistance was urgently requested by the Governor-General of India\". An Order in Council was subsequently issued to this effect in 1823,\n\n1\n\n$\n\nIn December 1821, rancour from the Terranova case had hardly died down. Foreign traders realized that they could not escape completely the newly reinstituted stringent anti-opium laws even by sacrificing Terranova. The Emily, Terranova's ship, as well as three British ships, all with opium on board, were sent away from their Whampoa anchorage to Lintin, where they remained for three years without discharging or taking on cargo. During this period, two British warships, HMS Curlew and HMS Topaze, had sailed into the Pearl Estuary to \"protect\" these commercial vessels. Sailors had gone ashore \"to fetch fresh water\" from time to time. On 14 December 1821, a group of sailors from frigate Topaze came ashore. Only this time they brought along their pet goat. Unfortunately, the goat dug up potatoes, eating a number of them, and damaging the potato patch. A Chinese peasant, Huang I-ming, owner of the patch, then called upon his wife, brothers and neighbours to trample upon the sailors with sticks and stones, and in the fracas two urns of wine on the side of the hut were broken. When the sailors were driven aboard their ship, they discharged the cannon to disperse the pursuing and cursing villagers. During the skirmish among the potatoes a number of British sailors were injured, but none died. The next morning, the sailors, reinforced, went ashore again to revenge their mates. He was an author and scholar of distinction. He had a solid reputation abroad as a pragmatic and honest official. Incidentally, still living in Cainta, only a few miles away are the descendants of the Indian troops of the expedition who decided to stay after deserting or being left behind after their boat capsized, but their distinctive looks are, however, slowly disappearing. Sadly, after being governed by the East India Company for eighteen months, Manila had to be returned to the Spanish by the Treaty of Paris in 1763. Speculation still exists amongst Filipino scholars about what the Philippines might have been if the British had remained in control — a British colony in the Far East, rich in natural resources, fifty years before the acquisition of Singapore and Malaya and eighty years before Hong Kong.\n\nTrade continued to prosper after the resumption of Spanish Authority, and, until 1821 the Philippines continued to be run from Mexico. Treaty ports and trading posts were established in several places including Sual in Pangasinan, on Luzon Island, in Iloilo on Panay and on Cebu and Protestant cemeteries were established in each town, where beforehand the burial of Protestants in consecrated ground was prohibited, (as was the importation of Protestant Bibles).\n\nWith the expansion of trade, a burial place for the four hundred to five hundred aliens from Europe and North America living in Manila, was becoming an urgent necessity.\n\nIn 1827 the first British Consul General was appointed and it was his successor, John William Perry Farren (sometimes referred to as Fearon) who in 1860 attempted to establish a Protestant Cemetery for the mostly but not exclusively British residents. Sadly, Farren became one of the cemetery's first residents within weeks of its establishment.\n\nOn May 27th, 1862, the Spanish Government by a \"Superior Decreto\" granted permission to construct the Cemetery, and on March 11th, 1864 a lease was signed between Farren and Don Jose Bonifacio Roxas, the Owner of Hacienda de San Pedro, of a parcel of land of 31,656 \"varas cuadradas\" (22,467.85 sq metres or",

The financial failure of Dent, in 1867, had the effect of freeing the Bank from dependence on any one enterprise and brought about more independent management control. Within months of setting up its headquarters in Hong Kong a branch was opened in London, and further branches were established in San Francisco (1875), New York (1880), Lyons (1881) and Hamburg (1889). By the 1880s The Hong Kong Bank had become banker to the Hong Kong Government, and to this day it is, in effect, the Central Bank of the Territory.\n\nWorld War I proved a difficult period, and its German directors resigned shortly after hostilities commenced. The Bank resumed its leading position in China and the Far East in the 1920s and 30s. Like the Chartered Bank, the Hong Kong and Shanghai Bank's branch in Shanghai operated without interruption all through the Cultural Revolution.\n\nToday 'Wardley' is the name of an investment company associated with the Hong Kong and Shanghai Bank. In 1864, Wardley House (demolished in 1882 when its new bank building was completed) was the first premises of the Bank. William Henry Wardley was a staff member of Gibb Livingston. He started his own firm about 1850. Although the company was taken over by F.B. Johnson and James Bowman the name was retained. It stopped trading about 1861, before the Bank was established. But the name, Wardley, has been perpetuated.\n\nThe Mercantile Bank\n\nThe old Mercantile Bank can be traced back to October 1853, with the founding of the Mercantile Bank of Bombay. Within two months it had become the Mercantile Bank of India, London and China, a co-partnership of four Indian proprietors and four British. An office was opened in London almost immediately, and other offices, in 1854, in Madras, Colombo and Kandy. In 1855 branches started at Calcutta, Singapore, Canton, Shanghai and Hong Kong. Comparing these dates with the Chartered Bank, Mercantile got off to a quicker start, although both banks were established in the same year. Mercantile had a branch in Hong Kong, for example, four years before Chartered.\n\nSkipping a century, in 1958 the name was shortened to ‘Mercantile",

The Berlin Foundling House had 150 children and the two Blind Homes had 120 children. \"The Government has allowed three German ladies to remain in each home and the writer was asked to take general oversight”, (Archives of the Church Missionary Society, University of Birmingham, England, CH1/P/4 No. 149, Bannister, 5 Nov. 1914).\n\nThe German community gradually reestablished itself in Hong Kong, but in 1931 it was less than half of what it had been in 1911.\n\nHong Kong being a British colony, the British were the largest non-Chinese community. Next was the Macanese-Portuguese. The third were the Germans. They were followed by the Americans,\n\nGermans in the Canton trade\n\nGerman-speaking merchants participated in the China trade in the eighteenth century. The trade was confined to Canton. In 1729, the Holy Roman Emperor, the Emperor of Austria, chartered the Imperial East India Company to trade in the East using the port of Ostend in the Netherlands as its home base. At that time Netherlands was a part of the Austrian Empire. This company did not use German ships, but chartered British vessels which were principally manned by British crews. This was a stratagem to get around the efforts of the British chartered East India Company to control the European trade with China. Over the years there were usually two or three ships each season from Bremen or Hamburg arriving at Canton.\n\nBritish free traders used the protection of the office of Consul for foreign states to acquire the privilege of permanent residence in China. These free traders were large importers of opium of India, a trade the British East India Company ships did not engage in as it was prescribed by Chinese Imperial Edict and the company wished to maintain a good relation with the Dragon Throne. It feared that if it was too closely identified with the opium trade the Chinese authorities would curtail the company's lucrative and traditional trade in tea.",

        "content_text": "As a chartered monopoly the East India Company had the right to exclude British subjects who were not members of the company from residing permanently in China. Their presence was tolerated for only the few months of the trading season. Consuls representing a foreign country could claim exemption from this rule. In 1783, John Reed was commissioned as head of the Austrian Imperial Factory at Canton - the trading establishments were called factories. He had been born in Britain but subsequently became a naturalised subject of the Austrian Emperor. Another Englishman, a subject of Austria, arrived in Canton in 1787, carrying a certificate of naturalisation from Austria. There was, however, a dispute about the national status of Edward Watts and the British East India Company demanded he leave at the end of the trading season, but he stayed on for several more years ignoring the attempt to get rid of him.\n\nDaniel Beale, a British subject who had been in the employ of the East India Company, in 1787 was appointed the Prussian Consul at Canton. This post was held by subsequent partners of the firm of which Beale was a member. The firm eventually became Jardine, Matheson and Co. The present Rua Pedro Nolasco da Silva in Macao is called by Chinese Bak Ma Lo, or in translation White Horse Road. Father Manuel Teixeira, the Macao historian, states that the white horse was on the Prussian flag which flew over what was then No. 1 Rua Hospital, a building occupied by Jardines for some years.\n\nIn the lists of residents on the China coast published in the Chinese Repository and the Anglo-Chinese Commercial Directory, the first name I have identified as German is Edmund Mueller in 1835. He was from Hamburg but arrived at Canton from Manila. He became the editor of the Canton Press, holding this position from 1836 to 1844. In the latter year he went into trade at Macao. He appears to have left China by 1847.\n\nGustav Christian Schwabe is listed as a German residing at Canton in 1837. He had arrived from Calcutta in November 1836 and sailed for Manila in October 1837. The firm of Sykes, Schwabe and Co, which later became Boustead and Co., had its head office at Liverpool with overseas branches at Singapore, Manila and Canton. Mr. Schwabe was manager of the Liverpool office from 1845 to 1853. He then returned to China to head the firm of G.C. Schwabe and Co. at Shanghai. This firm was dissolved by lapse of time in 1859 and was succeeded by Bower, Hanbury and Co, Shanghai.",

        "content_text": "119\n\nTHE TAKING OF CHAPU\n\nKEITH STEVENS\n\nRecently my daughter and I visited Chapu, a town which for a moment in history was the scene of one of the first encounters between British Forces and the Tatars of the Imperial Chinese Army.\n\nChapu, sometimes recorded as Chapoo but now romanised as Zhapu, is a small town lying almost exactly half way between the cities of Shanghai and Hangchou, the latter being the provincial capital of the central Chinese province of Chekiang. It used to be an important port on the north coast of the Bay of Hangchou noted for its connections with the Japan trade during earlier times; however, by the 1840s it had become a backwater garrison town for the Chinese army of the Manchu Ch'ing dynasty in support of the small Manchu garrison. The original Ch'ing fighting force, the Tatar Banners from Manchuria and Mongolia, had become effete through soft living, whilst the provincial forces of Chinese so-called soldiery, the Green Banners, were ill-equipped, ill-trained, and under strength.\n\nDuring the eighteen thirties, China wanted nothing of foreigners, whilst the Europeans, seeing a vast land teeming with millions of potential customers, wanted admission into China and its lucrative trade. Europeans, and to a certain extent the Americans too, were becoming more and more frustrated by the Chinese attitude towards foreigners in general, refusing to accept them under what was considered in the West as normal international relations.\n\nMisunderstandings were centred around China looking upon Great Britain and other European countries as tributary states, and the British East India Company, which had had its monopoly abolished in 1833, had entered the opium trade. Opium was banned by the Chinese authorities, and after an official was sent from Peking to Canton—the only port open to foreigners for trade in general—especially to put an end to the opium trade. British officials became involved due to confusion over recognition of their status and the question of the illicit trade of opium. A further quarrel broke out over the jurisdiction of Chinese courts in cases involving British subjects.",

        "content_text": "222 \n\nA Bold Approach to War \n\nI have referred to the indomitable spirit that animated the British troops and sailors of the War. This was something one cannot fail to notice in the various accounts of the War. As in the First Burma War, there was a boldness that must have taken the Chinese aback whenever it was demonstrated. Being practically universal, one minor example may serve to illustrate the rest. It comes from J.D. Vaughan, later a magistrate in the Straits Settlements, who had served as a midshipman on the Honourable East India Company's steam frigate Tenasserim in 1842, and is recounted here largely in his own words.46 \n\nA few days after the capture of the Yangtse city of Chin-kiang-foo, his captain took two of the ship's boats with twenty or thirty men each, with a brass three-pounder at the bow, and went to a town on a canal flowing into the great river. The writer was in one of these boats. The ship's Chinese carpenter, a Southern Chinese picked up at Singapore, could write but could not speak the Mandarin language of the area. Armed with a slate, and a truly astonishing degree of sang-froid, he made the captain's wishes to purchase provisions known to a large throng of citizens and soldiers who had assembled on the banks. Negotiating with a mandarin, they got all that they wanted, and during their brief stay were treated with the greatest civility and kindness. “A table and chairs were brought, and the elders of the city had a most interesting conversation with us through the invaluable carpenter. The correct protocol states that tea should begin between 4 and 4.30 in the afternoon and should last just one hour.”\n\nTea had become so much the national drink that the East India Company was required by an Act of Parliament to keep a year's supply always in stock. For the British Exchequer, tax on tea brought revenue amounting, in the 1830s, to over three million pounds - an astonishing amount. Tea could be obtained only from China. Indian tea (or Ceylon tea) was still many years away. It had to be paid for, preferably not in silver coin, but by equitable trade exchange. China, however, while keen to export tea, wanted nothing in return except silver bullion. Faced with an alarming trade disadvantage, British merchants discovered that opium was one item by which they could balance the trade in tea. As addiction to tea, for that is what it was, could not be stopped, moral scruples did not prevent British traders from fostering opium, far more pernicious than tea, on China. It may be safely assumed therefore that had it not been for Britain's demand for increasing quantities of tea, China might never have been subjected to opium, which was grown in India under British supervision.\n\nOpium and the Chinese\n\nMany scholars and historians believe that mankind has known opium since prehistoric times. It was certainly known to ancient Egyptians, Greeks, and Romans, used extensively for medicinal purposes mainly as a remedy for pain and to induce sleep. Opium has been known in China at least since the Tang Dynasty (618-906AD) and possibly much earlier, originally only for its medicinal value. It was derived from Papeverum somniferum, a species of poppy cultivated in India and Turkey. Although not indigenous to China, the opium-bearing poppy plant was cultivated in the western province of Yunnan to supplement opium imported overland from India. Trade with the Middle East and India flourished in the Tang Dynasty, but import of opium into China was comparatively small as homegrown opium supplied most of local needs. It would be surprising, however, if some non-medical use of the drug had not developed. M. It may therefore be concluded, with some degree of certainty, that there was no general use of opium before the introduction of opium smoking. Spanish tobacco introduced into China about 1620, probably from Philippines, gave rise to the habit of smoking, and later in the century tobacco and opium were smoked as a mixture to enhance the effect of both. The Chinese, on the whole, chose to smoke opium without tobacco. Moreover, while the use of opium as a smoke has been confined to China - elsewhere it is applied in other ways - smoking per se was introduced by the westerners.\n\nThe Chinese recognized early the potential harm of opium smoking: an Imperial Edict of 1729 prohibited entirely the use of opium, except as a medicine. When the import of opium had increased dramatically, another Edict was issued in 1799 prohibiting use of the drug, its importation, and its cultivation at home. Thenceforth opium became contraband, but while the East India Company, which by that time had full control of the Indian opium, and the Hong merchants in Guangzhou (Canton) heeded the Imperial ban, almost all the foreign traders did not, and even 'the Emperor's representatives continued to sanction it.' The illegal opium trade grew enormously. After 1830, for maximum profit and safety, chests of opium were delivered in a fleet of fast, well-armed clippers. It should be noted that these “opium clippers\" also carried tea on the return journey: sometimes engaging in \"tea races” to deliver tea quickly before its flavour was impaired. Again, it may be noted that the growth of opium trade with China was linked with another growing addiction, to tea. Detailed discussion of the opium trade is outside the scope of this paper. However, one point must be emphasised: the often forgotten distinction between Britain and British traders, and indeed, other foreign merchants with regards to the opium traffic. China, too, had an imperialist past, when the Han Empire (206BC-221AD) extended its rule from Burma in the south to Korea in the north. Britain was the last to enter the stage, after the Portuguese, the Spanish, and the Dutch, forging perhaps the largest empire since the Roman Empire 2,000 years before. In the spirit of the new age, Britain professed an obligation to assist the indigenous colonial peoples in economic development and prepare them afterwards for self-government within the framework of the British Empire. This was the foundation of the 'Imperialism' which dominated her colonial policy in the 19th and early 20th centuries. This mission was sometimes regarded as at best illusory and at worst hypocritical. However, there is little doubt that the spirit of commercial enterprise was the leading motive of the British colonial policy, and it was the British pursuit of trade in the East, which brought China and Britain into confrontation. Predictably, this encounter of two nations, both proud and arrogant, proved disastrous.\n\nBritish attempt to establish contact with China began early. A Captain Weddell approached Canton in 1637, was refused entry but forced a passage through the Humen Forts (Bogue Forts). After a skirmish with the Chinese war junks, in which it was claimed Weddell had the upper hand, he was finally forced to withdraw. It was an ominous start to what Britain hoped would be a peaceful penetration. No further attempts were made for some 150 years, though in the meantime the English East India Company had managed to secure, in 1664, a trading base in Macao, and, by the turn of the century, in Guangzhou. Slowly, and in spite of many difficulties, foreign trade with China had assumed a regular character by the early 18th century. The main difficulty has already been mentioned: while British traders were eager to trade and in particular secure a steady supply of much needed tea from China, the latter desired no trading intercourse with the West. Emperor Qianlong's oft-quoted announcement stated: \"The Celestial Empire possesses all things in prolific abundance and lacks no product within its borders, there is therefore no need to import manufactures of outside barbarians in exchange for our products.' The Emperor spoke for himself and his government but hardly for the common man, to whom trading and material profits mattered. However, he accepted the Governorship of Hong Kong in 1907.\n\nLugard as perceived by the cartoonist \"Spy\" in Vanity Fair's \"Men of the Day\" series, December 19, 1895\n\nThe events which followed and Lugard's role and achievements in the life of the Colony are mostly beyond the scope of this introduction to The Tribute. Ed. - The Straits Settlements was a former British crown colony on the Strait of Malacca, comprising four trade centres, Penang, Singapore, Malacca, and Labuan, established or taken over by the British East India Company. The British settlement at Penang was founded in 1786, at Singapore in 1819; Malacca, occupied by the British during the Napoleonic Wars, was transferred to the East India Company in 1824. The three territories were established as a crown colony in 1867. Labuan, which became part of Singapore Settlement in 1907, was constituted a fourth separate settlement in 1912.\n\nThe Straits colony, occupied by the Japanese during World War II, was broken up in 1946, when Singapore became a separate crown colony. Singapore attained full internal self-government in 1959, became a part of Malaysia in 1963, and became an independent republic in 1965. Labuan was incorporated in North Borneo (later Sabah) in 1946, which in turn became a part of Malaysia in 1963. Penang and Malacca were included in the Malayan Union in 1945, the Federation of Malaya in 1948, and Malaysia in 1963.]\n\nIntroduction\n\nThe Straits Settlements were transferred in 18671 to the Colonial Office's administration due to the dissatisfaction of the European merchants with the Indian government's rule. Malacca was about 260 miles to the south of Penang. Singapore Island was a further 120 miles south, at the tip of the Malay Peninsula.\n\nThere were problems of communication between these settlements, being only by means of sea. Until 1861, the Straits government possessed only two antiquated sailing gunboats and one steamer, used mainly to ferry the governor, recorders and senior officials between the three stations. Communications with the EIC's headquarters in Calcutta were also poor, and until 1864, a monthly steamer service between Calcutta and the Straits Settlements remained the only link with the seat of government.\"\n\nAdministration problems\n\nAccording to Turnbull, '[d]ivision of interest between the East India Company and its eastern dependencies was even more formidable than the geographical and physical problems of administration. The sole value of the Straits Settlements to the East India Company was to protect and stimulate the China trade. When [the EIC] lost its monopoly of this trade in 1833 Calcutta was left with an unrewarding and expensive burden. She could not abandon the Straits Settlements but constantly begrudged the drain they made upon India's financial resources and upon the time and attention of senior officials over the next thirty years.'",
