        "content_text": "22 \n\nT. C. CHENG \n\nIn May 1915, Japan forced the Republic of China, then under the premiership of Yuan Shih-kai, to accept the \"Twenty-one Demands\". Four years later, in 1919, the Chinese delegation failed at the Peace Conference in Paris to prevent the \"transfer\" of Germany's \"rights and privileges\" in the Shantung Province to Japan. As a result of this complete disregard of China's sovereignty by the foreign powers, thousands of students took part in processions demonstrating against foreign militarism and oppression in China on 4 May 1919. In response, students, merchants, and workers throughout China also staged demonstrations and strikes, thereby sparking off in China the \"May 4 Movement\". Chinese national feelings were also stirred by the Nationalist Party, the Kuomintang (or K.M.T.), who now pressed for the abolition of extra-territorial rights and unequal treaties and the retrocession of foreign concessions. All these had serious repercussions in Hong Kong, and in 1922 the first of a series of seamen's strikes began. On 30th May 1925, certain Chinese demonstrators were shot and killed by British policemen in the International Settlements in Shanghai. This led to more serious strikes and demonstrations in Shanghai, Canton, and Hong Kong, culminating in an economic boycott which paralysed Hong Kong.\n\nDuring this period, the Chinese unofficials, viz., Chow Shou-son, Ng Hon-tsz (who died in May 1923) and Robert Kotewall (who succeeded Ng Hon-tsz), and other prominent Chinese leaders, including Sir Robert Hotung and the directors of Tung Wah Hospital, stood solidly by the Government. Some of them actually acted as unofficial middlemen in negotiations between Hong Kong and the seamen's representatives in Canton. The services rendered by Chow Shou-son and Robert Kotewall during this crisis were so valuable and outstanding that speedy recognition was accorded to them. In 1926, Chow was created a knight. Kotewall was given the honorary degree of LL.D. by the University of Hong Kong, and the following year was awarded the C.M.G.\n\nIt may be of interest to quote here the Governor Sir Cecil Clementi's remarks made in early 1926 at a Legislative Council meeting about the big strike of 1925 and the boycott that followed: \"We are determined to give full protection to the people of Hong Kong, and to put down with a firm hand any conspiracy to intimidate or otherwise to cause trouble among labourers and",

        "content_text": "24 \n\nT. C. CHENG \n\nfounded a company named after himself. He was also General Manager of Chinese Estate, Ltd., and adviser to the Hong Kong and Yaumati Ferry Company. He was Honorary Adviser to the Chinese Government as well as the Kwangtung Provincial Government. In 1924, he turned down a Chinese offer to be ambassador to England. He was a member of the Legislative Council for 13 years, from 1923 to 1936, and a member of the Executive Council for 5 years from 1936 to 1941. He was created a knight bachelor in 1938.\n\nThe big strike of 1925 was followed by a boycott of British goods and shipping in China until 10 October 1926, resulting in a serious economic depression in Hong Kong. Mainly through the persuasiveness of Robert Kotewall a special loan of £1,600,000 with an interest rate of 5½%, was arranged from the British Government to assist the merchants of the Colony until normal trading was resumed. Because of this, the Chinese gave him the nickname of \"Silver Tongue\". Sir Robert Kotewall died after the war in 1949,27\n\nIn 1929, the Legislative Council was enlarged through the initiative of the Governor, Sir Cecil Clementi, who was a noted Chinese scholar. The number of officials was increased from eight to ten, including the Governor, and the number of unofficials was increased from six to eight. Of the two additional unofficial members, one was to be a Chinese and the other a Portuguese. Thus the number of Chinese unofficials was increased from two to three and the Portuguese community was represented for the first time on the Council by Mr. Jose Pedro Braga.\n\nIn addition to Sir Shouson Chow and Robert Kotewall, Dr. Tso Seen-wan became the third Chinese member of the Legislative Council in 1929. Dr. Tso, born in 1868, studied law in England. In 1896 he started his practice as a solicitor in Hong Kong together with a partner named Hodgson. In 1902, he, Dr. Ho Kai and some other Chinese leaders were responsible for the founding of St. Stephen's Boys College. He served on the Sanitary Board in 1918 and was appointed a J.P. the same year. As early as 1916, he was awarded the honorary degree of LL.D. by the University of Hong Kong, and in 1928 and 1935 was awarded the O.B.E. and C.B.E. respectively. BALFOUR \n\nDuarte Coelho, a captain who arrived at T'un Mun a little before Fernando d'Andrade, had had to fight no less than 35 engagements with local pirates, and his fleet was almost decimated by pirates while he was away in Canton. Besides pirates, they had to put up with a local boycott. The inhabitants had refused to help when their ships had been wrecked in a typhoon and gave them no provisions. It was natural that Simon Andrade decided to solve these problems by building a fort with forced labour and by making raids on the pirates' bases. The Chinese themselves recognised this, for one of the arguments that was put before the government for continuing trade negotiations was that the Portuguese were suppressing piracy at Lo Man Shan and other places. \n\nThe Chinese officials might in fact have tolerated the outrages committed by Simon Andrade if he and his companions had not designed to annex territory at T'un Mun and organise a trading colony under the Portuguese flag. The inscription with the arms of Portugal had been one of the signs of this intention; the fort Andrade built was another. The Chinese government, which had heretofore encouraged colonies of foreign traders, now felt that their liberality was being exploited. A Chinese text explains the situation as follows: \"Some time near the end of Ching Tê's reign (1506 to 1522) a people not recognised as tributary to China known as the Feringhis (1) together with a crowd of riff-raff filtered into the harbours between T'un Mun and Kwai Ch'ung and set up barracks and a fort, mounted many cannon to make war, captured islands, killed people, robbed ships and terrorised the population by their fierce dominion over the coast. Their ambition being to annex territory they made a survey and set up boundary stones and tried to administer the various other foreign traders within this area.\"28 \n\nIn this text Kwai Ch'ung must refer to a village of that name south-east of Tsün Wan and opposite Tsing I Island. The harbour between the mainland and Tsing I Island is one of the most sheltered in the whole region and must, I think, have been one of the main anchorages of the foreign ships. The place referred to as T'un Mun O is Castle Peak Bay itself and this was undoubtedly the place where the subsequent battle between the Portuguese and \n\n28 Chang T'ien-tse connects these boundary stones with the tablet bearing the Portuguese arms mentioned by Barros.",

        "content_text": "The District Watch Committee\n\n125\n\nChinese Affairs, spent most of its time in session discussing social and economic problems. In 1913, for example, among subjects discussed at its deliberations were the regulation of Chinese theatres, the prohibition of the circulation of foreign notes and silver, and means for the more effective regulation of Chinese householders; in 1914 the prohibition of all new Chinese restaurants in the Central District, the licensing of singing girls, and the classification of boarding houses (emigration houses and hotels); and in 1915 the restriction on the numbers of clubs and societies, the appointment of midwives, the question of payment of wine and spirit licenses, and the question of new legislation for money loan associations33. It is not surprising, then, that the Secretary for Chinese Affairs was pleased to write in 1918 that 'the loyal advice and assistance of this important Committee (which deals with every kind of question affecting the Chinese community) continues to be of the greatest value to Government'. The stabilising role of the Committee is also made clear by its activity during periods of intense crisis in the Colony. Thus the Committee was extremely active during the period of ebullition following from the 1911 Revolution in China; it also helped to prevent violence during the short time when diplomatic relations between China and Japan were strained in 1915; it played a part in bringing to an end the bitter seamen's strike of 1922 and the strike and boycott of 1925-192634. It was a Committee, as Lockhart probably intuited it would become, that allowed the Chinese to 'regulate' themselves within the fairly broad limits set by government,\n\nThe committees of the Tung Wah Hospital, the Po Leung Kuk, the District Watch Force, together with those of some other associations such as the Lok Sin Tong and the Chung Sing Benevolent Society35, formed a system. The system was, in terms, of prestige, influence and power, an hierarchical one. The Tung Wah Board of Directors was usually recruited from ex-committeemen of the Po Leung Kuk; and the District Watch Committee always contained a very large number of former members of the Po Leung Kuk and the Tung Wah Hospital. The District Watch Committee thus formed the apex of a pyramidal and hierarchical structure, at the base of which were local-based associations such as Kaifong, and also district and clansmen associations, and guilds of employers36.         "content_text": "The District Watch Committee \n\n131 \n\ntoo sharply between them all. High government officials, such as the Secretary for Chinese Affairs and the Colonial Secretary, were likely to meet this cluster of Chinese constantly, if not at formal meetings, then socially, ceremonially, ritually. It follows that before the war Hong Kong had an oligarchical political structure in that a small number of entrenched and established Chinese shared political control over a largely immigrant and migratory population together with a small number of officials and taipans.\n\nThe pre-war European community in Hong Kong had no official committees of its own, although Europeans tended to predominate on certain committees such as the Labour Advisory Board and the Licensing Board60. Thus Europeans lacked the equivalent of the eleven officially recognised all-Chinese committees, the names of which were enshrined annually in the Civil Service List. The government felt no need either to sponsor or promote a system of counter-balancing European committees because of course the administration was controlled at the top by European colonial civil servants and only a few thousand Europeans were resident in Hong Kong.\n\nBut it is of some significance that in the face of growing Chinese working-class intransigence in the 1920s, illustrated by the spate of strikes, beginning with the mechanics' strike of 1920 (the first major industrial strike in Hong Kong) and culminating with the great strike and boycott of 1925-26, Europeans set up their own 'district' associations. The Kowloon Residents' Association was formed in 1922 and the Peak dwellers, the leading European residents, formed theirs a little later in the same year like the European residents on Cheung Chau, a favourite summer station with missionaries; and in 1925 the Mid Levels residents also formed an association. None, understandably, was given statutory or official recognition by government. Such associations were unnecessary for the District Watch Committee was hyper-active during these turbulent years and as keen to protect the European minority and thus help sustain the economy as were Europeans themselves. The Committee worked hard to bring the general strike and boycott to an end by mediation with strike leaders and holding talks with interested parties in Hong Kong and Canton, the strikers' base; and the District Watchmen were active in preventing intimidation of shopkeepers, fokis, artisans",

        "content_text": "224\n\nBOOK REVIEWS\n\nthe familiar background of the disasters — natural and man-made which afflicted China from the second half of the nineteenth century onwards.\n\nThe author, a retired Naval Officer, himself with a first-hand knowledge of the China Station and with some apparent experience of the military and political intelligence work supporting the diplomatic moves described in this book, weaves his story from the letter books of the Great and Ancient House, Taikoo. The period covered by these extracts and quotations is from the Sino-French war of 1883-5 through to the so-called Great Boycott of 1925. There are appended a number of short notes, some by the author, others contributed to the book, on topics ranging from \"The origin of Tribute Rice and of Lao mei\" to \"Treaty Port Racing\". Several of these are probably not to be taken as serious studies of these subjects; for example, the two devoted to \"Opium\" and \"The Eunuchs of the Empress\" are mere fragments not embodied in the main text.\n\nThere is undoubtedly a wealth — even an overflowing — of rich historical material in this volume; so much so, that the author, unwilling to sacrifice any scraps of illustrative comment from these business records, ends up by creating a confused picture of events. The significant fact throwing particular light on the business activities on the China Coast, is circumscribed by coils of superfluous trivia. From a naval writer, one might have expected a direct, economical style of exposition; and of course, the impact on the reader would have been much more effective. It is, indeed, painfully obvious throughout the book that despite the authorship of a considerable number of publications, the writer is an amateur. The book is written in a mixture of styles compounded from the Boys' Own and official memoranda; it is ridden with clichés and undigested wedges of administrative gobbledy-gook.\n\nFor the historian who would like to use this book as a compilation of source material, there are also the difficulties that the extracts are frequently not dated nor ascribed to a writer or only vaguely so. For example, there is the telegram from the Admiralty to the Commodore Hong Kong — one wonders how this came to be with the B & S records, if in fact it is extracted from them. The exercise would have been much more useful if the range of extracts had been more carefully selected, given full documentation, and",

        "content_text": "The Kam Tin Gates\n\n43\n\ncomposite whole, was put forward so convincingly that it carried the vote. And so the work was completed just in time for the ceremony of re-opening.\n\nThus, on May 26, 1925, Governor Sir Reginald E. Stubbs and his entourage arrived at Kam Tin for the ceremonial return of the revered gates. They were greeted by a Chinese salute of small guns and firecrackers and were presented with an Address which stated: \"We shall always now remember, how when your royal chair did pass, children and women left all the lanes deserted to come to bid you welcome, and when your car of state did stop, the neighbourhood was filled with joy\"16 There were \"expressions of goodwill and loyalty heard on all hands\"17, and the Government congratulated itself on a fine public relations exercise.\n\nIs there anything in this episode which gives it more than a mere antiquarian interest? Perhaps it illustrates the increasing readiness of the Hong Kong Government to accommodate the wishes of the local population; certainly, Governor Stubbs intended to impress upon the Kam Tin villagers his Government's munificence. He had gone to a good deal of trouble to ensure the gates' return, and the whole operation was paid for out of public funds. The Hong Kong Telegraph commented that \"there has perhaps been no incident in the whole history of Hongkong and of the New Territories which has more eloquently and genuinely revealed the Government's friendly feeling and sympathy towards the Chinese of the New Territories\"18. Yet within a month the anti-British strike and boycott of 1925-26 had commenced, and relations with the local Chinese thence rapidly deteriorated. One can also detect in Stewart Lockhart's Papers the Special Commissioner's disapproval of Blake's appropriation of the gates. The Governor and his deputy were at odds on several matters relating to the early administration of the New Territories, and there is evidence that differences of opinion regarding policy occasioned some personal animosity. Perhaps the episode of the gates from Kam Tin was a contributing factor.\n\nNOTES\n\n1 And to correct them. According to a translation deposited in the Colonial Secretariat Library, Hong Kong, the Kam Tin villagers offered resistance to the British in 1899 because the Ch'ing Government had not previously proclaimed the fact of the New Territories lease. This is false, for a proclamation had been issued by the San On Magistrate.",

        "content_text": "MERCHANT ORGANISATIONS IN IMPERIAL CHINA\n\n39\n\nother geographical groups. However, the Chinese chambers of commerce, with their foreign influence and official sponsorship, were a “modern” kind of merchant organisation, and their story properly belongs elsewhere.38\n\nIn the area of increased political leadership—the third area of merchant aspirations—the merchants' success was mixed and in one sense limited. As a social class, the merchants did not have an overall strategy to enhance their status and influence. Rationalisation of their political roles varied from place to place. In Canton, the merchant leadership remained with the directors and officers of the charitable halls, and they remained conservative. In Shanghai, merchants participated not only in charitable halls but also in municipal organisations with clear political aims. By the first decade of the twentieth century, merchant study groups, in imitation of others formed by students and scholar-gentry, were established to examine the questions of local government and constitutionalism. Eventually these activities led merchants to agitate for political representations in the Municipal Council of the International Settlement, and to set up a city council for the Chinese-controlled section of Shanghai.39 Others participated in direct action, as in the case of the 1905-06 boycott against American goods over that country's discriminatory immigration policy.40\n\nFew merchant organisations, however, became schools for political confrontations or other forms of patriotic outbursts. Most of them were run by establishment-oriented merchants who sought to use their institutions as a means to promote symbiotic arrangements with officialdom. Although these efforts varied by time and place, one common element stood out—the Chinese merchants in late imperial China were by and large interested in making their political links only at the local and provincial levels. Their interaction with the political order took place at these levels, for governmental sanctions and supports came from the provincial Governors-general and their lieutenants. The merchants realised that the central authority at the time was weak and far away. As practical men, they therefore limited their ties of mutual benefit to where they were counted most. Yet this went against their long-term interests. For to achieve economic development, China needed efforts at the national level. BLUE \n\nChinese shipping in these years, and anti-Japanese boycotts led to the virtual disappearance of Japanese shipping for long periods. \n\nNot that these last few years were trouble-free for British ships. There were also anti-British boycotts, brushes with pirates, war lords, and lawless soldiers, and the famous 'Wanhsien Incident' of 1926 which has already been described. Then when Japan gained control of the Lower Yangtze at the end of 1937, the British presence on the Yangtze rapidly declined. Hankow became the capital before Nanking fell to the Japanese in December 1937, and Chungking succeeded Hankow before the latter fell in October 1938. As the Japanese moved up the river the British steamers moved ahead of them as far as possible, maintaining an increasingly restricted service, which by mid 1940 had been reduced to infrequent trips between Chungking and Wanhsien. During this period many Lower River steamers were abandoned. By mid 1940 the situation had become impossible, fuel was unobtainable, and the last few British officers were evacuated from Chungking by the new road to Kunming, then by the French railway to Haiphong, and finally by sea to Hong Kong. \n\nAt this time there were two Royal Navy gunboats still at Chungking, H.M. Ships Falcon and Gannet. The former remained to act as radio link for the British Embassy, while the latter was decommissioned and her crew sent to Hong Kong by the same route. \n\nSoon after this the Japanese occupied Indo-China, and the Haiphong-Kumming-Chungking lifeline was also denied China. The Chungking-Kunming road was then extended to Burma, and became China's most important route to the outside world, fulfilling the dreams of earlier generations of China traders. This was the famous Burma Road, sometimes identified with the whole 1,000 miles from Rangoon to Chungking, but more accurately with the 600 miles from Lashio (the railhead 130 miles above Mandalay) to Kunming. \n\nThus, after decades of neglect and oblivion, the Burma Road into China was restored to international importance. It was again disrupted when the Japanese conquered Burma in early 1943; but re-opened along a new western route when General Stilwell's American and Chinese forces built a road through North Burma to link Assam with the eastern section of the Burma Road. This route played a vital part in the Allied reconquest of Burma, Malaya, and Indo-China.",

        "content_text": "TWO ESSAYS ON THE CH'ING ECONOMY OF HSIN-AN\n\n63\n\nland itself, which has been left entirely under the control of the tenants. These tenants have changed from time to time; sub-leased the land; sold the right of cultivation or mortgaged that right, without consulting the landowners, who were quite satisfied so long as the rent was regularly paid. It has often happened that some crafty tenant has asked his landlord to reduce his rent, giving as an excuse that it was impossible to make the land pay unless the rent were reduced, and that if the reduction were not agreed to the tenant must give up the land. The landlord, who has inherited the land without knowing any particulars concerning it, is practically at the mercy of his tenant, and is constrained to comply since it is impossible for him to take over possession of the land which in many cases is far removed from his own village or district. Besides, tenants generally form a \"ring,\" agreeing among themselves that no other person shall be allowed to take over cultivation from the peasant in occupation. It is easy to see how such farming rings are able to boycott the landlords. In fact, it is not an unusual proceeding for tenants, taking advantage of the ignorance of their landlords, to make an absolute sale of a part of the land, the part retained being sufficient to pay the rent.29\n\nAt the time of the cession of Hong Kong Island, the tenant economy of Hsin-An was in equilibrium. The landlords enjoyed a steady income based on the collection of rent; rent was typically paid in kind, thereby enabling the landlords to capitalize on the rising price of rice.30 The tenants, on the other hand, were free to extend the surface area under cultivation without being liable to extra rent payments. (It must be remembered, of course, that landlords were similarly exempt from extra tax payments on the extended surface area.) When the British occupied Hong Kong Island, they found slightly less than 1500 mow under cultivation, of which 1000 were devoted to paddy cultivation. The Tangs, in petitions to various officials, were able to show claim to slightly more than 1100 mow from which they collected rent-values.31 A more extreme example is offered by the Tsing Yi estate. According to the local newspaper and official reports of the colonial administration, the boatmen engaged in the servicing of ships in Hong Kong harbor refused to provide their services to ships flying the French flag. When the boatmen were taken to court and fined for refusing to work, they claimed that they were being coerced by the Chinese authorities at Canton who threatened their relatives with harm if the boatmen did not boycott the French. France and China were engaged in an undeclared war, and the Cantonese authorities were using the Hong Kong Chinese to put pressure on the French—or so the boatmen were reported to have claimed in court.\n\nWhen at last the boatmen were prepared to return to work, they could hardly have been able to afford to remain out forever—they were prevented from doing so by local Chinese mobs. Attempts by the police to break up those mobs led to serious street violence in which at least one Chinese rioter was killed and a number of Sikh police injured. Troops had to be called out, and for several days, the situation was serious enough for the authorities in London to wonder if an Indian regiment might be needed to keep order in the Colony. Fortunately, the disturbances ended before this extra measure became necessary.\n\nAs matters turned out, though no troops were needed, the colonial administration felt that a new peace preservation ordinance was necessary. It was hurriedly passed and required the collection of all arms from the Chinese population. Large quantities were collected, and a number of people believed to be agitators were ordered banished from the Colony. The belief that one of those banished, seventy-year-old Yau Poot-in, had been sent to Hong Kong with three thousand dollars to stir up trouble against the French eventually led to official protests to the Imperial Government by the British Legation in Peking.3\n\nYet, in spite of its many implications, the incident is comparatively unknown. Its underlying causes, as well as the truth about its origins, remain obscure. Was it, as the colonial administrators and the press believed, merely the result of intimidation and agitation from Canton with the support of anti-foreign and criminal elements within the Colony? It was this action which the Tsungli Yamen blamed for the troubles in Hong Kong when they refused to order Chang Chih-tung to republish the decree of censure. By October 3 trade was at a standstill and serious damage to the Colony's economy was feared. Newspaper accounts of the strike were at pains to point out that the boatmen really wanted to work but were being prevented by threats made against their family members still living in Kwangtung. A report of October 1 stated that there were three or four wei-yuen from Canton then in Hong Kong to support the boycott.15 The boatmen were supposedly even ready to return to work without a guarantee of their right to boycott French ships, but dared not do so. The theme of the unknown, but influential outside agitator is very common in the official and unofficial accounts of the troubles, just as it is in similar situations around the world in more modern times. It would be surprising if the officials and reporters of 1884 had not believed something of that nature to be true.\n\nOn October 3 the boatmen were ready to return to work. Though their reasons were probably economic, the newspapers do not support the claim made later by Charles Norman that the strike was broken by an offer to pay the Chinese double for working the French ships.16 No such offer was recorded, and the accounts quite plainly indicate that the boatmen were not prepared to return to work for the French.\n\nThough the boatmen were ready to return to work, opinion among their fellow Chinese ashore was against anything of the sort. Groups of cargo coolies tried to prevent the boatmen from returning to work. They also spread the strike to the chair-carriers and ricksha men. Violence broke out when the police attempted to stop the cargo coolies from harassing the boatmen. It was at this point that foreigners in general, rather than just Frenchmen, came under attack. A few traditional-style placards were seen denouncing foreigners in general. A very few appeared calling for the torching of the town. On October 24 the Hong Kong Chinese population was reported to have been very agitated by the appearance in the city of a man who claimed to have captured a French standard and was on his way to Canton to collect the reward being offered there for such items. The description of the stir he caused among the local population cannot but lead one to believe that a great deal of national pride was involved in the demonstration. National pride is one of the first signs of true nationalism.\n\nOne other piece of evidence may be cited along the same lines as the above incident. On August 29 the North China Herald reported great excitement among the Chinese population of Shanghai at the news of the battles at Foochow. The editor felt it necessary in commenting to state that he should withdraw everything he had ever said about the lack of public opinion or interest in political events among the Chinese. He, like his colleague in Hong Kong two months later, was trying to come to grips with the realization that the old ideas about the lack of national feeling among the Chinese were no longer valid.\n\nHow much of what happened in Hong Kong during September and October of 1884 can be traced to influences from the mainland, and how much was due to genuine national feeling among the Chinese population? We do know that one of the small number of Chinese banished under the Peace Preservation Ordinance was accused of being a paid agitator from Canton, but how many others like him were there and how much influence did they have? We also know that many of the strikers during the troubles claimed coercion from Canton in defense of their action, but in the general strike that followed they claimed to be striking for the right to boycott the French. Were they claiming coercion because they believed that that was what the Europeans wanted to believe?\n\nAnother aspect of this problem is the fact that we have here a very early example of the labor boycott and strike among a local Chinese population. Thus, in addition to the question of how much nationalism was involved in these events, we also have the question of how modern a labor movement was it? The demand for the right to boycott the French would seem to indicate some kind of developing labor consciousness which would gladden the heart of a Marxist historian if it could be proven true.",

        "content_text": "172\n\nNG LUN NGAI-HA\n\nThe person in Hong Kong who had the most direct influence on Sun's thought was Ho Kai, a founder and also a teacher of the Hong Kong Medical College, teaching medical jurisprudence and physiology.1 Ho was the son of a missionary of Cantonese origin who later settled in Hong Kong and became a businessman. Ho himself received his early education at the Central School and then left in 1872 to continue his secondary and then university education in Britain. He returned in 1882 as a qualified medical doctor and barrister. As a prominent civic leader, he served as the Chinese representative in various Government councils and boards, including the Legislative Council and the Sanitary Board. He was a great promoter of Western medicine and education for the Chinese in Hong Kong. In addition to the Alice Memorial Hospital and the Hong Kong Medical College, he was also a founder of the University of Hong Kong and patron of a number of Anglo-Chinese schools. In the Sino-French war of 1884-1885, when China failed to protect Annam, the Chinese seamen and coolies in Hong Kong reacted patriotically in boycott against French ships. Ho began to be concerned with the fate of China and the need for her modernization. From 1887 onwards, Ho began to contribute articles to the local English language newspapers, expressing his views on affairs in China. Most of his reformist essays were translated into Chinese or rewritten by Hu Li-huan and published both in Hong Kong and in China.2 Hu also received part of his education at the Central School both as a student and then as a student-teacher between 1862 and 1872. Unlike Ho, whose education was mainly in English, Hu had received very solid education in classical Chinese, and later won great fame as a gifted prose writer, scholar and poet. He was also a comprador and a very successful businessman.\n\nBecause of Ho's and Hu's prominence in Hong Kong, their essays must have caught the attention of many intellectuals. Ho's first essay was a long critical review of Tseng Chi-tse's article, \"China, the Sleep and the Awakening\". The review was published in the China Mail on February 12, 1887, three days after Tseng's article appeared in the same paper. Ho argued that the real cause of China's troubles lay not so much in her military weakness as in her \"loose morality and evil habits, both social and political\". He strongly emphasized complete and sweeping reforms in China's administration. More specifically, Ho demanded a new basis for recruiting officials as the existing civil examinations involved no knowledge of modern science or arts and were worthless as a test of real ability and talent.         "content_text": "78\n\nELIZABETH SINN\n\nThere can be no doubt that there were anti-French feelings among local Chinese of many different classes, feelings which existed independently of any initiative from Canton, but which were likely to rally to any call for patriotism from China.\n\nThe choice of the La Galissonière as the first target to boycott is significant. It had taken part in the storming of Keelung and at the attack on the Foochow fleet, and it had carried Admiral Courbet, the man in charge of these operations. It was a symbol of French aggression and a natural focus of Chinese hatred.\n\nPatriotism was recognized as an important factor in the initial strike not only by the Chinese. The Foreign Office in London sympathized with Chinese workers who refused to do work which would further French war efforts, and it implicitly raised the question of whether it was morally right for the Hong Kong Government to fine them for that.55 Questions raised in the House of Commons over the riots in Hong Kong reflected similar views, and the suggestion was made in the House that directions be sent to authorities in Hong Kong and Singapore to refrain from forcing to work Chinese who refused to do so for patriotic reasons.56 When the strike was over, Governor George Bowen identified the feelings behind it as a \"common national spirit\", and saw its rise as an important turning point of modern Chinese history.57\n\nOf course, the ties between the Canton authorities and local Chinese were not confined to the noble feelings of patriotism. The other forces at work included an assortment of interests. Many local Chinese had business and family ties in China which were vulnerable to retaliation. There was also the incentive of winning rewards from the Chinese Government which could greatly enhance status in Hong Kong. The Canton authorities exerted, therefore, by use of this carrot and stick approach, great influence on the Chinese in Hong Kong who while living and working there, still had their social, political and cultural frame of reference in China.\n\nIn many instances, local Chinese were eager to carry out official Chinese instructions.         "content_text": "87\n\nGovernment and people in Hong Kong culminated in the E-Sing bread poisoning case which found the whole Colony in a state of siege. During the strike-boycott of 1925-26 which resulted from Anglo-Chinese hostilities, a large portion of the local Chinese identified themselves with China and left, leaving many aspects of life in Hong Kong paralysed.\n\nEven when China was not at war with Britain, Chinese hostilities with other countries could also lead to complications. The 1884 events are a fine example of this. The anti-American boycott in 1905 and anti-Japanese boycott in 1907 and anti-Japanese activities after 1937 are others. From the local Chinese point of view, the Hong Kong Government reaction to these events showed that it was insensitive to the feelings of the majority of the population, and showed favouritism to the enemy. From the British point of view, such activities were causing undue embarrassment with friendly nations, infringing upon British territorial rights and breaking International Law. As often as not, the blame was laid at the doorstep of the Chinese Government.\n\nIn 1884, we find Marsh rushing letters and telegrams off to Parkes in Peking, claiming the Chinese Government was responsible for all the troubles and demanding redress.84 Needless to say, it led to much correspondence, charges and counter-charges. One instance is particularly revealing. The Tsungli Yamen, faced with charges by Parkes, defended the rioters in Hong Kong, attributing, ironically and tongue-in-cheek, no doubt their reluctance to work on French ships to their desire to observe the British neutrality laws! It further attributed the riot to precipitate action on the part of the Hong Kong Government. It disclaimed any control over Chinese in Hong Kong as they had long been under the control of the British, and it was not possible for the Chinese Government to prohibit or prevent any action these people might take. The argument may not have been very convincing, but it did get the ball back into the British court. This reply, and the 1884 events in general, demonstrates some of the difficulties Hong Kong created in Sino-British relations.\n\nOn the other hand, the presence of a \"native\" population led to the emergence of Chinese leadership groups. All in all, a model citizen of his adopted country.\n\nOne surmises that Lock settled down in England in 1895 without experiencing an acute degree of cultural ‘dislocation'; it was after all his elected country and must have appeared a land of opportunity to the young Cantonese. But he remained Chinese, enmeshed in the themes of Chinese society and culture — a migrant, a marginal man. Since wealth and status are closely linked in Chinese society, particularly so in overseas Chinese communities which then lacked a Chinese scholar class, once his fortune disappeared as a result of injudicious speculation, he must have experienced a shameful loss of 'face', a loss of standing within the Chinese Liverpool community. His bankruptcy was temporarily masked by maintaining a high degree of conspicuous consumption (how did he do it?). Lock was 52 in 1925, and to recoup his finances would have been difficult at that time, when the British economy was listing and shipping trade with China interrupted by the great strike and boycott of Hong Kong and the Treaty Ports. It is plausible to suggest, then, that Lock felt disgraced, ashamed of what the future might bring his wife and three grown-up children, victims of his middle-aged ineptitude, or bad luck. It is possible to point to a number of English, let alone Chinese murders, motivated by the same impulse: fear of the future.19\n\nAll this is speculation, need it be said. The writer has not seen the transcript of the trial — has it survived? — and Lock's case is not included in the eighty-three volumes of the Notable British Trials Series.20 It seems sensible, though, to argue that Lock's friends, all those giving evidence for the defence, would tend to over-emphasise his bouts of ill-temper and any episodes which might suggest he was mentally sick. This type of retrospective interpretation or evaluation is common in many murder trials. We do not know what precisely triggered off Lock's murderous assault in the early hours of December 2, 1925. Did some chance remark made by his wife drive him into a frenzy? Did she, perhaps unwittingly, make him aware of the shame he had brought upon his family — did she awaken the tiger? That,",

This was certainly true of the Chinese elite. A deputation of forty leading Chinese, including Legislative Councillors, the Director of the Tung Wah Hospital and members of the Committee of the Po Leung Kuk and the District Watchmen's Committee, waited on the Governor two days after the crime to testify to the loyalty of the community and their profound horror at the outrage.\n\nThere is little evidence to show how far such sentiments were widely shared by the rest of society. The only surviving Chinese newspaper made no comment and did not even carry a report of the incident.10 The police intercepted a letter from the landlady of the place where Li had been living in which she mentioned casually that her lodger had fired at the Governor 'and most unfortunately missed him'. At least one man saw a good omen in the affair; an Indian shopkeeper when told the news reportedly smiled and said, “Very good joss. That means there will be prosperity for Hong Kong.”\n\nAny deterrent effect of the sentence passed on Li did not last for long. Four months later the Hong Kong government made a further attempt to outlaw the use of coins minted in Canton by persuading the Tramway company to refuse to accept them. Agitators convinced the public that this was an insult to the new Republican government and a boycott of the tramway began in November, accompanied by widespread intimidation and violence directed against those using the trams and Europeans in general. In December the emergency powers under the Peace Preservation Ordinance were once again brought into force by proclamation.12\n\nOn\n\nLi Hon Hing only served six years of his life sentence.13 On 18 June 1918 Sir Henry May informed the Executive Council that he proposed to pardon the prisoner and order his release from prison. To the challenge is added an audience much more knowledgeable than I on the history of the area. I think I can only get away with it because nobody can check on much that I have to say. As I do not speak Putonghua or write Pinyin I am going to stick to spellings for place names used in the thirties and Cantonese for local names.\n\nThere are some references. There are three books of reference on the China Inland Mission School at Chefoo. Two are written by students who went there long before I did. They are Mrs Jean Moore and Dr. Gren Wedderburn. A full history of the school from start to finish has been written by Gordon Martin who was classics teacher when I was there and who was one of the longest serving teachers the school had. I am sure that the Methodist Missionary Society in London has copious records on the mission in Fatshan and South China.\n\nI Was Born\n\nI did not start life in China but in Hong Kong — at the Matilda Hospital in fact. My father was working in the Methodist Mission in Fatshan at the time, running Wah Ying School. This school was founded in 1913 near to a hospital, also run by the mission, which was founded in 1881. The hospital, now known officially as the Number One People's Hospital, but spoken of as the Chun Do Yi Yuen, or Methodist Hospital, celebrated its 111th anniversary last year. The school, now known as the Number One Middle School but spoken of still as Wah Ying, will celebrate its 90th anniversary in December this year.\n\nJanuary 1926 towards the end of the General Strike, when all Chinese were urged to boycott any form of service for foreigners, was accompanied by incidents of unrest in China and in Hong Kong itself. Sports time is a time for relieving the suppressed emotions, manners, ... etc. It is a time for reshuffling statuses, performances against those in real life. Participants would play a game in sports as if they were playing it in real life. The values, the rules of the game, the manners of participation in sports all reflect the order of life. As such, depictions of sports events could be taken as mirrors of life. If the concept of face is found in these mirrors, it would be reasonable to infer that it exists in real life.\n\n18\n\nSports events cover themes that are present in the concept of face. Rewards and punishments in sports correlate with the variable factors and attributes of face. Examples are prestige, recognition, pride, loss of status, embarrassment that would threaten one's identity (Snyder and Spreitzer, 1982: Chapter 5) The functions of sports also find similarities with the working of face and, particularly, with pertinence to the present study are:\n\n1) Identity and self-image of nations;\n\n2) Dominance and propaganda among powers;\n\n3) Recognition of governments,\n\n4) Political sanction through the boycott;\n\n5) Sport as a stage for ideological expression;\n\n6) Sporting image of politicians (Figle1, 1981: Chapter 8)\n\n19\n\nSport events are preferred to political or economic affairs because they belong to the socio-cultural stratum It is therefore more suited to the study of face which is of a socio-cultural nature. Social-psychological considerations should be more important in the concern of face. In political or economic affairs, political, strategic, economic considerations etc appear to be overarching and may overshadow socio-cultural factors. Hence, it may be difficult to extricate the consideration for face in these affairs\n\n20\n\nMore specifically, sports organisations in China are nationalized. They are funded by the bureaucracy The coaches, athletes, supporting staff etc are government employees. They are given government housing, paid by the national treasury etc. The performance of the athletes, the status they gain, could therefore be easily associated with the whole nation and the Government. Chorbajian, analysing the press depictions of the African boycott of the 1976 Olympics and the USA boycott of the 1980 Olympics, found that the press was hostile to the 1976 boycott while sympathetic to the latter one. He concluded that the press simply ‘agreed with the official USA government position' (Chorbajian, 1985: 134) and announced the fall of the *myth of the fourth estate* (ibid: 149).\n\nHow did the press become so unobjective? How did the press come up with such favourable images of their own countries and their respective systems? How did the People's Daily decide to be so positive towards the athletes' performance, so keen on bringing in the success of the state as the backbone of the achievements in sports? In the past, scholars have looked into other values, or a set of values that appear in the press to probe the newsmaking processes. Some of these schema appear to be too broad for small-scale investigation while some of them might contain too many different values to reach fruitful conclusions in terms of favourableness toward the ruling system (e.g. Trujillo and Ekdom, 1985; Snyder, Eldon and Spreitzer, 1983; Edwards, 1973). The present study shows that the concept of face could offer a convenient alternative in the study of news reporting.\n\nMoreover, the values presented in the press seemed to have changed over the years. Sports, for instance, has shifted from an arena of \"heroes only\" to one containing both \"heroes and villains\". One reason suggested was the rise in educational level among the masses (Garrison, 1985: Chapter 14). This educational background prompted the general readers to look for more information, more complete instead of one-sided pictures of sports and athletes. As the present study found that Chinese athletes were mostly heroes, and even though they did poorly, they are pardoned or justified. China was still a strong country with a big face after all. Could this \"heroes only\" picture be one prior to that of the “villains also””? It is possible to answer this question by studying how the concept of face is being treated by the news makers. If research could be done on how reporters of different countries differ in treating the face of their respective countries and thereby their news making processes, there is optimism that the working of different types of press systems could be highlighted.",

They were not locals (they were mostly Mandarin speakers), indulged in looting the shops in the market, and were generally believed to be behind some at least of the bandit raids. The District Officer, New Territories, specifically accused Chinese irregular soldiers of mounting eight cross-border armed bandit raids in 1924. The Kuomintang forces eventually secured the area in 1925-1926, but the irregulars were only replaced by regular soldiers in 1928, when the irregulars at Sha Tau Kok were punished for some of their misdeeds.\n\nThe period of post-Revolutionary chaos along the border came to a peak in 1925, when the Kuomintang finally secured Sha Tau Kok, but immediately used it as a base for the General Strike boycott against Hong Kong. The 1925 Boycott caused serious problems for the villagers in the Sha Tau Kok area. If they loathed the Customs for insisting that their daily marketing was dutiable, they were even less enamoured of the view that their every-day shopping constituted \"trading with the enemy\", which should be stopped by whatever terrorising tactics could be brought to bear. The strikers seem to have taken over the Customs Station in Sha Tau Kok, and it is clear that local trade, and with it the villagers of the area, suffered greatly.\n\n17\n\nA third period of disturbance on the frontier was 1928-1937, in every year of which, except one, smuggling was noted as being a greater problem than in the previous year. During this period, further rebellions (by Communist-inspired guerrillas) in the area east of Yim Tin caused problems, which were then exacerbated with the attacks on the area by the Japanese from 1938. The closure of the Mirs Bay Customs stations in 1938 marks the date when the Kuomintang Government finally took control of the area - the Customs reopened the Sha Yue Chung station in 1939, but only following an \"agreement\" with the guerrillas, who were by then the only effective government there. 40 Although the western, Yuen Long, area of the frontier was the worst smuggling centre, major battles with smugglers/pirates took place in waters close to Sha Tau Kok in 1928, 1932, 1935, and 1939, and a major battle with smugglers in the Ta Kwu Ling area in 1932. Kai Chung Customs post was sacked by bandits - presumably a smuggler gang - in 1932 as well. From about 1937 smuggling of strategic goods to Sha Yue Chung, for the guerrilla rebels, and later of goods to be slipped through the Japanese lines, became a major business at Sha Tau Kok - this trade was centred on the Sha Yue",

Finally, the Japanese attacked Sha Tau Kok in 1938, 1939, and 1940, before taking it over late in 1940,\n\n41\n\nThese periods of disturbance caused serious problems to the Sha Tau Kok villagers. Their sole desire was to sell their vegetables and firewood, and buy their salt and household goods, but this was, year after year, interfered with by political problems. Sha Tau Kok was rarely - except during the Boycott - the centre of the disturbances, but it was almost always \"in the front line\", full of intrigue, nervous military, and difficulties. A market shop-owner in Sha Tau Kok was executed by the military in about 1935, in an event still a talking point in the villages, probably for being involved with the rebels to the east. An underground Communist cell was established in the 1930s in the market, centred on one of the teachers in the Tung Wo School, with the job of encouraging smuggling of strategic goods to Sha Yue Chung and the guerrillas, and of indoctrinating suitable youngsters, to prepare for an extension of rebel activity to the immediate Sha Tau Kok area.\n\n41\n\nThe elders of the Shap Yeuk continued to function throughout this troubled period as the managers of the market at Sha Tau Kok, but less effectively than before. The strong military presence in the town, the close Government interest in it, and the elders' inability to control the Customs, greatly weakened the Shap Yeuk as the effective local administration. The guns which had been placed by the Shap Yeuk in the gun-towers they had built to guard the bridge were confiscated very soon after the 1911 revolution, and the eastern gun-tower, at the front of the Tung Wo School, was taken over as the military barracks at about the same time. The warlord and Kuomintang administrations were usually unwilling to discuss problems with the local elders - noticeably so compared with the District Officer in the New Territories - and so the elders and their Council declined to having responsibility, effectively, only for those things the officials could not be bothered to interfere with, especially the running of the market night-watch and cleaning services.\n\nBy 1910, the elders were already talking of moving the market over the frontier into the New Territories, with its better security, better villager-administration relationships, and absence of Customs problems. Nothing, however, was done until 1925, when the chaos of the Boycott started to push the market across the frontier. In Administrative Reports for the Year 1926, App J, \"Report on the New Territories for 1926\", p. J3, the District Officer notes that the fishermen in Mirs Bay suffered particularly seriously from the boycott, as they were unable to fish except close inshore, because of the \"disturbed conditions”.\n\nThese Communist guerrillas had appeared in various parts of the East River area since at least 1925. They were the direct descendants of the rebels who had operated near Yim Tin in the first decade of the century, and were closely related to the groups who took over the Hoi-Luk Fung area to form the \"Hoi-Luk Fung Soviet\" on three separate occasions between 1925 and 1928. They were the original nucleus of the \"East River Guerrillas\" of the war years and just after.\n\n40 The agreement specified that goods for the guerrillas would be treated as duty-free.\n\n41 Juntonghanguan Bainian Dashup, op cit passim.\n\n42. The son of the executed man had committed a robbery in the market, and left a \"paper\" at the scene of the crime which implicated him. He had fled back to his home near Yim Tin, where the soldiers could not get at him.
