        "content_text": "CHINA'S 35 MILLION NON-CHINESE\n\n63\n\nAmong the Wu-man or Yi people, settlement tends to be more sedentary than among the Miao and Yao, although where forests existed, fire-field cultivation also has been practised. Dry-land crops such as corn, buckwheat, wheat, barley, beans and (since its relatively recent introduction) white potatoes are the main crops. In the higher altitude, horses, sheep and cattle, including yak, are raised on the grasslands. Hunting and fishing are practised where feasible. The material culture includes wooden houses with shingle or slat roofs, but traditionally, beds are on the floors with skin or felt bedding. Clothes of felt or coarse wool accompany the use of leather shoes and leggings. The hair of the noble men (Black-bone) is worn in a forward pointing horn. The beard is plucked out. Weapons include cross-bows, shields, armour, bows, swords and lances. As with the Tibetans, the Yi use milk, butter and tea.12\n\nThe Yi possess their own writing, but the written language has been used mainly for religious or superstitious purposes rather than for ordinary communications. Sorcery is a strong part of their religion, and animal sacrifices are made in connection with it. Divination is accomplished through the use of plant stalks. In the social organization are signs of an early matriarchal system which is reflected in the significant status of women in Yi society. A caste system of nobility and commoners differentiates them from most other non-Han tribes of southwest China.13\n\nAn interesting amplification of the Yi social system as well as those of the Wa or K'a-wa † and Ching-p'o 景颇 is provided by Alan Winnington14 who purportedly travelled under Chinese Communist auspices in western Yunnan in 1956. Although the book parrots the Communist line in making overmuch of Communist achievements and in vilifying the Kuomintang handling of the minorities problems, there is much useful information if the reader is careful to discard the chaff. The purported intention of the writer was to investigate slavery and this no doubt limited his observations of tribal society. Concerning the Black-bone Yi, Winnington found that, without a central administration among them, each family was a law unto itself. Finding the foreigners resolute they were allowed to return to their Factories, but were told that the bond must be given on the following day, and no excuse would be given. Yesterday Elliot, Snow, and Van Basil31, sent in written communications to the officers who all came again to the Consoo House stating that they could not give the bond required, but that they would avail of the first vessel sailing for their countries to make known to their sovereigns and governments that this new law relative to opium was now published, and that all who brought any here within a certain time must suffer the penalties. Elliot's and Van Basil's Chops were to this effect, but Snow said that if they insisted up his signing the bond for himself and countrymen he could not do it but must ask for permission to leave the country. This was unsatisfactory and his letter was returned as well as Van Basil's.\n\nToday we heard nothing further of the matter, but this morning the Commissioner, the Viceroy32 and the Hoppo33 left Canton for the Bogue, which looks a little as if they did not mean to enforce it.\n\nWe are all quiet, provisions supplied us but no stranger allowed to be in the Factories.\n\nThursday, 11th April, 1839\n\nWe anxiously expected news today from the Bogue but none came and we are surprised that the Chinese have received no letters. The uncertainty of what will be the termination of all this business give us great uneasiness. It appears evident that the English will all leave the place the first opportunity that offers and their doing so may give rise to some serious confusion. Captain Elliot it appears intends the moment he gets without the Bogue to communicate to the Commissioner his sentiments on this piratical act he has perpetrated, of [the] seizure of the opium or causing it to be delivered by seizing our persons and keeping us in prison. The Yum Chae34 may be enraged at that and God knows what he may do with those foreigners who happen to be in Canton when he hears from Captain Elliot that retaliation will be visited upon the Chinese for seizing this property.         "content_text": "MILITARY EDUCATION IN CHINA, 1842-1895\n\n27\n\nestablishment of a Directorate for Military Affairs (Tu-pan chün-wu ch'u) in early November, 1894, did virtually nothing to alter the course of the war, and the nearly useless Naval Board (Hai-chün ya-men) was disbanded even prior to the end of the fighting. Neither body found it possible to effectively coordinate land fighting or to insure cooperation between the army and navy.76 Meanwhile, poor field communications and transport facilities, inadequate preparation, faulty intelligence, and widespread corruption in pay and supply, made it virtually impossible for Chinese forces to fight efficiently.77 Ammunition shortages, worthless shells, and lack of standardization in weapons proved especially troublesome at sea. On land, ammunition shortages seem to have been less acute, but morale undoubtedly suffered from the absence of a modern hospital corps and ambulance service such as Japan possessed.78\n\nSurprisingly, Chinese forces did not always do poorly, in spite of these handicaps. Portions of Li Hung-chang's Anhwei Army under Chang Kao-yüan, for example, performed admirably during the war, as they had done a decade earlier under Chang on Taiwan during the Sino-French hostilities. Chang, who had once served with the Ever-Victorious Army, received the praise of foreign observers not only prior to Sino-Japanese War but also during and after the conflict for his tactical ability and the training, discipline, and effective weapons of the troops under his command.79 I-k'o-tang-a, a Manchu general, also gained plaudits from foreigners, including the Japanese, who acknowledged that he had surprising tactical talent for \"a Chinese warrior of the old school.\"80 A few other Ch'ing commanders, such as Tso Pao-kuei, at least received praise for their bravery against the Japanese. But overall, Chinese troops were poorly-led and unsuitably trained. Lack of effective leadership exacerbated all of China's military problems and undermined both discipline and morale. The overwhelming majority of China's field commanders and middle-grade officers were not graduates of China's two infant military academies, and although some such individuals served with distinction in low-ranking positions, their mere presence within a given army was seldom enough to inspire confidence among either officers or the rank and file.81\n\nGenerally, the Chinese were extremely timid on land and sea, encouraging the Japanese to attempt daring and highly successful tactics that would ordinarily be considered too hazardous for use",

        "content_text": "THE MARYKNOLL MISSION, HONG KONG 1941-46\n\n143\n\nrice at a very low price in order to help the people and giving away bread and canned goods in order to insure that they would have enough to eat. On communications he noted that there were no buses in the city at all. The Japanese had sent them all to Japan early in the war. He got from Stanley to the city and back again by hitch-hiking in army jeeps and trucks. At the same time he applied to the military for a telephone and electricity connections. He noted that business was at a complete standstill. The two American banks had no business at all since they were not allowed to receive U.S. currency from the States. The exchange rate was 8 to 1 when he arrived but by the end of November it was down to HK$4.50. In December the railway between Canton and Hong Kong was reopened and people began flocking to Hong Kong; however, due to the poor condition of the track the trip was taking eight hours instead of the normal three. In normal times most people would have made the trip by boat, but in the course of the war more than half of the Canton boats had been sunk by mines, usually with the loss of all aboard. Nevertheless, as order was gradually restored in the Colony, more and more Chinese who had fled during the Japanese occupation returned and the Colony witnessed a spectacular recovery. People were returning at the rate of one hundred thousand a month, and the population, which had been reduced to about 600,000 in August 1945, rose by the end of 1947 to an estimated 1,800,000.\n\nWhen Father Meyer first returned to the Stanley House he was overjoyed to find that his priceless manuscript and 200 copies of the famous \"Meyer-Wempe Cantonese-English Dictionary\" had not been destroyed. In his correspondence to the Superior General about this he learned that the dictionary had been used by the U.S. Navy during the war years, and the Navy had given Maryknoll 50 copies of the printing they had made for the use of their personnel. In the same correspondence the Superior General announced that former South China missioners Fathers Keelan, Sprinkle, Youker, Weber, Cunneen, O'Neill, and Brother Michael Hogan were on the high seas returning to their mission posts.\n\nJust before Christmas Father Tennien hitched a plane ride from Hong Kong to Kunming in Yunnan Province, the city where every Maryknoller stayed before his thrilling flight \"over the hump\" into India during the war years.         "content_text": "CHINESE MONASTERIES, TEMPLES, SHRINES, ALTARS\n\n33\n\n14 Because of the exorbitant rents for such accommodation, temples in shop houses and flats in Hong Kong are few and far between. In Singapore and Malaysia, temples in shop houses are very common indeed, though they are becoming less so as the years pass and rents in urban areas rapidly rise.\n\n15 Occasionally such a temple may be a converted private house, as in the many examples in Lo Wai village, Tsuen Wan, but more often it is a purpose-built but inexpensive hut.\n\n18 Temples containing images of the Buddhist deities Di Zang Wang, Milofu, and Guan Yin are not necessarily specifically Buddhist, as all three of these deities nowadays are also extremely popular deities in folk religion temples.\n\n17 Mahayana is Northern Buddhism and Theravada or Hinayana is Southern Buddhism.\n\n18 \"Illegal\" is a Hong Kong term for buildings which have been built on Crown Land often by squatters without Government land control or planning permission, but which have been permitted to remain standing under sufferance. In practice, they are temporary structures put up without permission, occasionally ramshackle though more often they are well-built timber, weather-board, and corrugated iron buildings, clean and well-proportioned.         "content_text": "JUAN YUAN'S MANAGING OF SINO-BRITISH RELATIONS IN CANTON, 1817-1826 153\n\nThree days later, on 2 December, when official communications arrived, the British announced that Pigott had \"absconded\" during the early morning hours on the day before.32 Chinese officials were permitted to search the London (in contravention to the Company's stand in the case involving the Wabash two years before) as well as the Duke of York, another Company ship at Whampoa, secured by Chunqua. After Chinese officials left, Barrowcliff, the butcher on board the Duke of York, who had no visible connection with the case or with Pigott, suddenly went berserk and slashed his own throat. It was under these circumstances that the British seized upon the idea of selling to Juan Yüan the story that Barrowcliff had been the murderer at P'an-yü, and that his suicide had taken place because he was fearful of Chinese justice. The hong merchants, enthusiastic towards this suggestion, went together at once to the factory. By this switch, much trouble could be saved for all parties concerned.\n\nThe plan was thus communicated through the hong merchants to Juan Yuan, who, while preferring a live culprit to a dead one, \"privately\" was willing to accept Barrowcliff instead of allowing the incident to develop into a major crisis.3 Dr. Morrison had been sent for from Macau, indicating the seriousness with which foreign merchants were viewing this case. In actuality, from the Chinese point of view, the substitution of a criminal by another person was acceptable under the concept of collective responsibility. This was a case of paying for one life with another. On the other hand, Juan Yüan was not willing to let the hong merchants and foreign traders get away so easily. On 4 December, communications went out to the hong merchants for them to inform the supercargo of the Company that \"he must immediately deliver the foreign murderer, if not, then not only Cameron's ship [the Duke of York], but every English ship shall have her port clearance stopped\". This communication already indicated Juan Yuan's willingness to accept the plan of making use of the dead Barrowcliff as he had changed the name of the offending ship from the London to the Duke of York in his communication.\n\nThereupon, Chinese officials were permitted to board the Duke of York to hold an inquest of the death of Barrowcliff in the presence of the ship's captain, Cameron. Meanwhile, families and friends of the dead and the injured at P'an-yü \"were carefully instructed so that they testified to the truth and nothing but the truth, but not necessarily the whole truth\". That Barrowcliff had indeed taken his own life in a fit of remorse after murdering the Chinese at P'an-yü was accepted by the investigating officials at the inquest. Upon being told of the news, Juan Yuan \"suspended the Company's trade and required the surrender of the man whom he termed the 'Foreign Murderers'\"*\n\n+\n\n63\n\nTo Juan Yuan, the Select Committee's reaction to his demand was in contravention to Chinese regulations. He was told by the Committee to communicate directly with Captain Richardson of the Topaze instead of going through the hong merchants and the Select Committee. Had Juan Yuan done as he was asked, he would have implicitly consented to change the Canton system. This he refused to do. He continued to hold to the principle that the supercargo of the British factory be responsible for the conduct of all British nationals in China. While the hong merchants, British traders at Canton, and Captain Richardson debated various possible courses to take, Juan Yuan suspended all British trade and held steadfast to his principles. On February 3, 1822, a Chinese official was permitted to board the Topaze and was understood to have said that he would make a report to the Governor-General. On 8 February, using as the excuse that as he had not heard from Chinese officials everything must be satisfactory, Captain Richardson took the Topaze to sea.\n\nIt was at this point the crisis really became serious. The British factory left Canton within three days. The language used by both sides in their communications was inflexible and threatening. The Committee insisted upon disclaiming responsibilities for the British navy. Another two weeks passed without any sign of solution. The Committee then explained to Juan that Captain Richardson had returned to Britain to \"report to his sovereign\" and that \"copies of all the papers would be sent to the Court of Directors [of the Company]\". Juan Yuan, noting that since the Topaze had already left Chinese waters, so that it was impossible for the supercargo to surrender the criminals even if he had been willing, and as the entire account was being sent back to both the sovereign and the Company, permitted the resumption of British trade at Canton. This compromise in order to resolve a difficult case reflected Juan Yuan's willingness to make the best of a bad situation.\n\nJuan Yuan did not negotiate with the British except through the intermediary of the hong merchants, and, it was the Company that was to be held responsible for finding the criminals to be remitted to Chinese justice, although no such promise had actually been made.55 And, most important of all, the British navy was removed from the China seas. On the surface at least, the principles of the Canton system were preserved.",

        "content_text": "118\n\n1 left by steamer for Canton, the great southern Chinese town, which sprawls along the shore of the Pearl River; and spent a few days on the Shameen mud-bank, just off the city, where the small British and French Concessions are. The Concessions were untouched; but, across the narrow creek that separates them from the shore, the city had suffered heavily from bombing, and from the fires which raged furiously in the congested native districts after each raid. One morning I crossed to the South bank and took the branch line to Samshui on the West river, where I caught the steamer for Wuchow in Kwangsi province.\n\nAlthough owned by a Chinese company, the small river steamer flew the British flag. That was a phenomenon common enough on the inland waters of China. The foreign flag protected the ship from being commandeered by the local war lord. Sometimes for months on end steam traffic, on this water-way or that, would be completely disorganised. The Chinese ships would be impressed to carry the troops of the various armies contending for power. It was only under a foreign flag that they could find the security which would justify their remaining in operation at all. The British government did not welcome this use of the British flag, and introduced regulations to control abuse of the privilege. In order to qualify for British registry a ship must at least carry a British captain and a British chief engineer, and must comply with the Board of Trade regulations in regard to safety measures. But even so, the Chinese owners would make every effort to obtain British registry for their ships, thus in one direction taking advantage of the treaties between Britain and China while, in the other, probably contributing to the Kuo Min Tang party funds, which were used to denounce the iniquities of those very same treaties. In order to comply with the letter of the regulations, the particular ship I now found myself on carried three British officers, whose aggregate age exceeded 200 years. They were, of course, mere figure-heads, the actual work being done by the Chinese officers and crew. These river-boats kept communications open and provided a measure of security for travellers - owing to the presence of British gunboats these small ships moving on inland waters were seldom attacked by bandits which otherwise would have been lacking.\n\n―\n\nIn Kwangsi the road system had been extended to connect Wuchow with the other large towns of the province and I left by car for Kweilin, the capital. The embankment was finished, the culverts and bridges were in, and the construction gangs laying the rails were only a few miles off. The rails had been salvaged from sections of line abandoned to the invader in the distant north, and brought to Kwangsi despite great difficulties.\n\nI drove on to Hengyang and on the way observed one of those curious inconsistencies to which you grow accustomed in China. The Ministry of Communications, all the handicaps of the war notwithstanding, continued resolutely with its programme of road building. Where rivers were too wide to justify bridges, ferries were used. The ferry boat, a wide pontoon long enough to carry two lorries, one behind the other, would be poled across the river, or rowed over those stretches where the water might be too deep. As the current often ran fast some skill was needed to bring the ferry safely to the far side, and it took time. You would have thought that on these main roads, on which the movement of war supplies depended, relays of ferries would have been installed at the wider rivers to avoid unnecessary delay. Not only was that not so, but the ferry men, who were controlled by the Provincial Road Bureaux under the Ministry of Communications, refused to work after dark, or at meal hours. The consequence was that again and again a long string of vehicles would be held up waiting to cross, and if the ferry-trip took half an hour, as it usually did, you might have to wait a whole day for your turn. The wooden ferry boats were of local construction and not difficult to build. It would have been easy to increase the number of boats and ferrymen, but these serious bottlenecks in transportation continued to hamper the Chinese war effort. Only too often have Japanese bombers taken advantage of the target presented by a group of vehicles bunched at a ferry.\n\nBetween Kweilin and Hengyang you pass the watershed that separates the Yangtze basin from the West river basin. An ancient narrow canal, five feet wide, recently repaired, connects the two headwaters. There is an old story of a British gunboat having come up from the West river past Kweilin to a point whence those on board could see the mast-tops of a sister ship which had sailed up from the Yangtze. Dependence on the favour of aristocratic protection found in Europe was represented in China by dependence on the favour of personified officialdom from the central extending all the way down to the localities. Accordingly, the rivalry within central officialdom would extend downward to their protégés in the local regions. The Cantonese experience can illustrate this point.\n\nAs such \"reform-minded\" officials such as Li Hongzhang and Zhang Zhidong were competing for national influence, their protégés recruited in the provinces were also competing among themselves. After the opening of Shanghai and Tianjin, increasing numbers of men from Ningpo and Zhejiang were appointed compradores of western firms or advisors to the reform-minded officials. Even within the Cantonese group, some were more influential than others.\n\nIn terms of national influence, those Cantonese engaged in economic reforms always gained the upper hand from those engaged in legal reforms. As shall be seen, for those Cantonese engaged in economic reform (from Tang Jingxing to his nephew Tang Shaoyi, and through him to Liang Shiyi), they eventually advanced to positions in Beijing and monopolized the influential Board of Communications, which commanded huge economic resources in steamships, railways, mining and telegraph. This group of Cantonese was known as the Communications Clique. Their interests were vested in a China united under the central control of Beijing. This partly explains why Liang Shiyi and his clique were willing to finance Yuan Shikai's government after 1911, as well as his monarchical movement in 1916.\n\nThose Cantonese advisors such as Wu Tingfang and Ho Kai (He Qi) who were engaged in legal and diplomatic reforms, had not established their power base in Beijing and so eventually they based their influence in south China. After all, they were appointed Legislative Councillors in Hong Kong, the highest political posts that the Hong Kong Chinese could expect. They were sympathetic to the revolutionary activities in south China. As shall be seen, they sided with Guangdong in reform, in revolution, and in independence. Remarkably, both the Communications Clique and the \"legal-reform group\" turned out to be political patrons for competing groups of Cantonese merchants in Hong Kong.",

Chinese government official and financier. Under the Qing government, amongst his financial dealings, he helped found the Bank of Communications (1907). He was President of the Board of Communications (1912), Chief Secretary in the Presidential Office and General Manager of the Bank of Communications, acting Finance Minister (1913-1915); Director-General of the National Revenue Administration and Director-General of the Domestic Loans Office. He was linked with Yuan Shikai and in 1916 fled to Hong Kong. He formed the Wei Min Corporation for the recruitment of Chinese labourers to serve in France, as a proponent of China's entry into the war. Returning to Beijing in 1918, he was made Chairman of the Board of the Bank of Communications; Speaker of the National Assembly; Director of the Domestic Loan Bureau (1920); and Prime Minister (1921-1922). After exile (1922-1925) he again served in the Beijing Government under both Duan Jirui and Zhang Zuolin. He retired to Hong Kong in 1928 after the Northern Expedition reached Beijing.\n\nThis was usually referred to by “real” soldiers as the Crosse and Blackwells, as this British provision company had a very similar crest.\n\nLt Col. Bryan Charles Fairfax, a Yorkshireman, was born on 12th September 1873, the second son of Col. T.F. (or L?) Fairfax of the Grenadier Guards and passed through the Royal Military College, Sandhurst, being commissioned on 8th March 1893 into the Durham Light Infantry (DLI).
