HK$35.00.\n\nThis book, edited by Professor Brian Harrison, Dean of the Faculty of Arts, was issued to mark the Golden Jubilee of the University of Hong Kong which fell in 1961. It is divided into seventeen chapters by different authors, and contains not only a great wealth of information about the University then and now, but it also unfolds the dramatic story of a long struggle in the face of financial starvation and near disaster. The book is beautifully printed and produced and the editor and the printers are to be congratulated on a fine achievement.\n\nIt is hoped to review this book at greater length in the next issue of this Journal.\n\nJ. Hitherto they have squatted in Macao and have coveted Ta Yu Shan.1 Towards the end of this memorandum he wrote: \"Moreover your minister has dispatched three hundred picked troops from [his] Regiment and appointed the tu-ssu2 (? 'Captain') Hung Fa-k'e to go to Macao to reinforce the garrison. As to the fort[s] on Ta Yü Shan we have sent an officer there to take measures for defence and secretly to make dispositions at every place, without arousing suspicion. The book has several purposes: to summarize the history of the University; to recall the names and achievements of the University's most noteworthy benefactors, teachers and graduates; to record the Jubilee Honours extended by the University during 1961; and, in the words of the Governor of Hong Kong, to “stimulate interest and sympathy amongst the people of Hong Kong in whose midst the University stands.” Persons of differing interests and capacities wrote the various chapters, with the result that there is unavoidably some disharmony of organization and subject matter and unevenness of quality. Altogether, however, there is a great deal of valuable material on the aims, organization, activities, trials and tribulations, and achievements of the University, which, while not always easy to follow as one reads through the book, is nevertheless accessible with the assistance of the index. Sir Frederick Lugard, Governor of Hong Kong from 1907 to 1912 and the first Chancellor of the University, according to Professor Harrison \"advocated a university for Hong Kong on various grounds: it would help to serve the higher educational needs of an awakening China; it would be a lighthouse of learning, a symbol of the Western cultural tradition in the Far East and a meeting-place for Chinese and Western cultures; it would help to maintain British prestige in Eastern Asia; and, through its dissemination of modern knowledge and of the English language, it would indirectly benefit British business.\" The primary aim for many years \"was not so much a university of and for Hong Kong itself, as a university in Hong Kong for China.” (p. xiii)\n\nExcept in the field of medicine, the University of Hong Kong was not able, prior to the late 1940's, to provide a level of instruction that would draw students from China, where a number of universities of at least as high quality were developing at the same time. A large proportion of this University's students therefore have come from Hong Kong itself; and it would appear that as many students were drawn from Singapore and elsewhere in Southeast Asia as from China. Since World War II, particularly since 1949, thanks to the phenomenal economic and cultural growth of Hong Kong and to the active support of both the British and the Hong Kong governments, the University has developed rapidly, both in size and in quality. Today it stands among the recognized universities of Asia and of the British Commonwealth, and its sponsors and staff are determined to achieve an even higher level of educational and scholarly leadership. The colony is populous and rich enough now to justify and to support a great university.\n\nThe historical narrative is found principally in chapters III (The Beginnings, by George B. Endacott), V (The Years of Growth, by Brian Harrison), VI (The Test of War, by Sir Lindsay Ride), and VII (A New Beginning, by Francis E. Stock). L. Johnston, W. H. Read and 'Mr. Whampoa' (Hoo Ah Kay) are traced. The setting is that of a British colonial society in its heyday; the viewpoint is rather parochial.\n\nThe author was himself a prominent resident of Singapore for nearly fifty years. He arrived there in 1864, having been told by W. H. Read that it was ‘a fine healthy place for a young man'. He dryly noted that at the time of writing (1902) the English idea that Singapore was somewhere in the centre of India was becoming less generally held.\n\nThe author writes over-modestly that his book 'will interest those only who have some association with Singapore'. It should in fact interest many today for its detailed picture of the years of growth of a great South-east Asian city-state. To take one year — 1848 — at random; we read of Chinese gang robberies, the P. & O. mail, restrictions on firecrackers at Chinese New Year, the price of gambier, the inability of the Government of India to understand the special conditions and needs of the Straits Settlements, the sending of Chinese convicts from Hong Kong to Singapore, the trade depression, interference by the Malay ruler of Johore with the movement of guttapercha to Singapore, the failure of the Balestier sugar plantation, Captain Keppel and the new harbour, the arrival of Mr. James Brooke on his way to Labuan, and Singapore as a naval station. The author remarks, in passing, that the year 1848 had also been a very exciting time all over Europe'.\n\nThe Anecdotal History was well worth re-publishing for its lively if limited treatment of an era in Singapore's history. Foreign Relations of the United States, 1887, No. 168, Bayard to Denby, May 7, 1887.\n\n* Ho Kai (Ho Ch'i) was born on 12 March, 1859, the fifth son of the Rev. Ho Jun-yang. Ho Kai obtained his Bachelor of Medicine and Master of Surgery degrees from the University of Aberdeen in Scotland, 1879, and was admitted to Lincoln's Inn on 29 April, 1879. He was called to the Bar on 25 January 1882. Ho Kai was admitted to practice as a barrister in the Supreme Court on 29 March, 1882 after he returned to Hong Kong. From 1882 onward, Ho Kai appeared to be an educationalist, reformist, revolutionary etc. Ho died in September 1914. At the time of his death he was a Member of the Legislative Council of Hong Kong and had been knighted for his public services in 1912. See the account given at pp. 12-16 of T. C. Cheng's \"Chinese Unofficial Members of the Legislative and Executive Council in Hong Kong up to 1941” in JHKBRAS Vol. 9 (1969). After Ho's article was published in the China Mail on 16 February, 1887, it was translated into Chinese entitled \"Shu Tseng Hsi-hou Chung-kuo sheng-shui hou-hsing lun-hou\" by his friend Hu Li-yüan (1848-1916) and was published in the Hua Tsu Jih Pao on 11 May, 1887. Most of Ho Kai's writings like Hsin-cheng chen chian was written in English and was translated into Chinese by Hu. He was no doubt persuaded to join because of the emergency created by the General Strike of 1925-26; that is, if he had not joined earlier. It would be interesting to know whether he was the first, or among the first, Hong Kong Chinese to join the Corps.41\n\nBecause of the empire-wide Volunteer Movement and because of or perhaps despite two World Wars, the British volunteers have often been ex-Regulars, ex-Militia or, mostly, ex-Volunteers either at home or in other places. A few examples will show this general tendency over the years. H. H. Read, who sent a letter and photograph of the 1882 Volunteers for the 1937 Year-book, mentions that he had come out from England in 1882 “and having served in the 2nd Norfolk Rifle Volunteers (Windsor Review 1881) I joined the Hong Kong Volunteer Artillery which was commanded by Col. Crawford, R. A.”.42 Sir John Carrington, Chief Justice of Hong Kong, who was Commandant of the Corps 1896-1901, had served with the British Guiana Militia before coming to Hong Kong.43 Arthur Chapman, Commandant from 1907, had come to Hong Kong in 1889 as Assessor of Rates and had served in his native Yorkshire for some years as a member of the 1st East Riding of Yorkshire Royal Garrison Artillery (Volunteers).44 Many other examples could be quoted, including His Excellency Sir Thomas Southorn, Colonial Secretary and Officer Administering the Government in 1935 who, in his address to the Corps printed in the 1935-36 Year Book, was described as \"a Volunteer in Ceylon for many years\".45\n\nIn the later period, because of two world wars, the amount of previous military experience met with in the Volunteers has been considerable, particularly in the period between the wars when there were many persons in the Colony who had seen much service in 1914-18. The skilled British mechanic experienced a degree of upward social mobility in Hong Kong: the skilled worker became an overseer, with all the compensations of improved status and salary.\n\n13\n\nApart from any non-qualified engineers, mechanics and artisans, there were a number of Europeans employed in other low status occupations. We should mention lighthouse keepers, employed by the Harbour Master's Department (later Marine Department), tide-waiters in the Chinese Maritime Customs, whose duty it was to board ships and junks at the various treaty ports, some of whom were domiciled in Hong Kong. They were, like the skippers and engineers of the vessels owned by the Hong Kong, Canton, and Macau Steamboat Company, mostly retired A.B.s from the Royal Navy and non-commissioned officers who had served their time. Lastly, there was a sprinkling of European tailors, hairdressers, milliners, confectioners, bakers, booksellers, printers, photographers, owners of sporting-goods shops, livery stable keepers, and gunsmiths. Most bars and tap-rooms employed Europeans as managers and barmen, though many were not of British nationality. It was at this time that I first proposed that I should be allowed to visit P.O.W. camps in order to discuss the various medical problems with our doctors there and plan the best use of our hospital services for their patients. We considered that two of these would improve by a further stay in hospital, though it was not vital for them to do so. The order for discharge however stood. On 21 December we had our second Red Cross inspection, the first during the period I was in charge but Saito did not appear in the suite. A day or two later however he demanded a report on our sufferers from pellagra asking for detailed information about skin, gastro-intestinal and nervous symptoms and the details of treatment and on 16 January 1943 he came to see the patients. We demonstrated these including the eye cases. As our experience in these fields was small we asked his advice and he suggested giving 100 mgm nicotinic acid by intramuscular injection daily for 10 days. As was his usual custom he would not wait to make a detailed inspection and cut his visit short. We delayed him on the stairs long enough for him to use the English words \"B. complex\" when speaking on the causal deficiency. With this exception he had spoken Japanese throughout and whether he had got the information in discussion elsewhere, it agreed with our view that the symptoms were not to be explained by a pure vitamin B1 deficiency. Authors writing about the Battle of Hong Kong have not rigorously compared the performance of the Hong Kong garrison with that of the Japanese invaders, save statistics of casualties and strength. Nor have they compared the performance of the garrison with British garrisons in other theatres of war.\n\nIt is true that the performance of the Hong Kong garrison did not prevent the fall of Hong Kong. Yet, it should be recognised by the military historian that the Hong Kong garrison, notwithstanding its inferior strength, did not only (a) manage to hold out for a much longer period of time; but also (b) sustain a much lower loss rate, as weighed by relative strength, than its adversary relative to the latter's strength. The former was probably the true mission of the garrison as contemplated by Churchill and both (a) and (b) testified to the battle worthiness of the garrison.\n\nEvidence of these two points is adduced in Table 1, which compares several dimensions of the Battles of Crete, Hong Kong and Singapore. These battles all involved British forces repulsing invading well-prepared Axis forces which had either absolute or relative local air superiority and which succeeded eventually in overrunning the defended territories, taking a large number of prisoners. Each battle has attracted much post-war criticism of the failure of Churchill's strategy or tactics about defence of the island concerned. In all cases, the battles were mainly fought on land, though the German invaders of Crete were air-borne. In the cases of both Hong Kong and Singapore, the conflict was largely between infantries supported by artillery and there was no naval support during the hostility as the navy either was absent or had been wiped out. This old cannon acted as a bollard for tying up boats. A small boat would transport supplies from the mother ship to shore. From there drums of diesel, bags of coal, firewood and other material were manhandled up the steps to the top of the Island. Coal and firewood were the only fuels for cooking up to the late 1960s. A new, larger landing stage, a little to the north, was constructed in the 1960s. A cable railway was also installed for raising stores and equipment.\n\nBecause it is a restricted area, there were (and still are) few visitors to Waglan although there was a visitors' book. It was considered an auspicious day when the late Sir Robert Black, Governor of Hong Kong from 1958 to 1964, visited the lighthouse in 1963.\n\nCommunications\n\nIn other parts of the world lighthouse keepers, years ago, would use semaphore for signalling. The author has not seen nor heard of this happening in Hong Kong. Also, in the Hong Kong Marine Police (previously called Water Police), up until about 1926 around 50 pigeons were kept on strength. Half a dozen or so were taken out on each police launch to fly messages back to headquarters. There is no record, as far as the author knows, of pigeons being used to fly messages from lighthouses. Signals used to be sent by flashing lamps, however, using Morse code, to passing ships. In the mid-1950s HMS Tamar operated a radar station on Waglan.\n\nWaglan also had two sets of fog horn signalling equipment (there were also two electrical generators), in case one broke down. When the foghorn was operating it sounded every five minutes. He ultimately relocated to New Zealand where he passed away in 1996.\n\nPeter Halliday, was formerly an assistant commissioner with the Hong Kong Police Force and its chief information officer for over six years. They might, however, not be familiar with all the work that goes on behind the scenes to make these institutions effective.\n\nOne group of specialists are the conservators. The author is employed as a conservator and is a life member of the HKBRAS. He is one of a team of thirty-five specialists who work at laboratories at the Museums of Art, Heritage and History, the Film Archive and the Central Library. These are further divided into ten specialist teams, to work on the many varied materials that these institutions collect. There is another similar team at the Public Records Office to conserve the Government's archives.\n\nA question that the author is often asked is 'What did you study to be able to do this?' The answer is that he has a B.Sc. in Archaeological Conservation, and an M.Sc. in Ancient Metal Working Techniques from University College London, and, accordingly, works in the Metals team. The other teams are Archaeology, Ceramics/Stone, Central Library, Film Archive, Historical Documents, Organic Materials, Paper, Photographs and Textiles/Natural History.\n\nThe other, curatorial, members of the section are locally employed chemistry graduates who after serving an apprenticeship at a museum head overseas to study a conservation discipline.
