        "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nRASHKB and author\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\n3\n\nTHE NORTH CHINA BRANCH started in Shanghai in 1857 under the name of the Shanghai Literary and Scientific Society. Its first President was the Rev. E. C. Bridgman, D.D., the first American missionary in China and the founder and manager of the Chinese Repository. Its first Journal appeared in 1858 in the name of the Literary and Scientific Society, but in that year the Society became affiliated to the Royal Asiatic Society as its North China Branch. Except for a brief period between 1861, when Dr. Bridgman died, and 1864 when the Society was reanimated through the unremitting efforts of Sir Harry Parkes as President, the Society maintained for nearly 85 years—until the outbreak of the second world war in December 1941—almost an unbroken vigour and a high reputation as the principal centre of Oriental culture among the foreign and Chinese communities in Central China. It also kept up a high standard of scholarship and of cultural appeal in its Journal, which appeared unfailingly every year. After the war it continued its work until, after 1948, it was forced through political troubles to cease its activities. The last issues of the Journal had been published with the co-operation of the International Institute of China.\n\nThe Society in Shanghai was from its early days fortunate in the support of a generous public and of the British Government, which in 1868 provided it with a site at a nominal rent for its own building, completed in 1871. Later the property was conveyed to the Society in perpetuity or for so long as it was used for the Society's purpose. Thus, in 1931 the Society was able, with the aid of public subscriptions and generous municipal grants, to build in Museum Road close to the British Consulate a commodious building of its own; it contained a lecture hall named after the late Dr. Wu Lien-teh, a floor to accommodate its Oriental Library of 12,000 volumes and adjacent reading rooms, as well as space for an excellent natural history museum and for the exhibition of Chinese paintings and other works of art.\n\nIn 1941 the Society had nearly 800 members, including most of the leading Oriental scholars, explorers and travellers. Amongst the outstanding personalities who had been associated with the North China Branch a few may be mentioned—Dr. Joseph Edkins, Thomas W. Kingsmill, Dr. Emil Breitschneider, Henri Cordier (at one time the Society's Librarian), P. G. van Mollendorf, Sir Robert Hart, Sir Harry Parkes, Sir Byron Brennan, W. H. Medhurst, Sir Edmund Hornby (the first British Judge in China), Sir Rutherford Alcock, H. A. Giles, G. H. Parker, H. B. Morse, A. P. Parker, Alexander Hosie, Samuel Couling, Sir Sidney Barton and Dr. J. C. Ferguson, an American, former President of Nanking University and a man of profound learning and wisdom who, in the course of half a century, served the Society as President, Secretary and Editor of the Journal.",

        "content_text": "82\n\nJ. L. CRANMER-BYNG\n\nexpansion. Thus a new student-interpreters' mess was built and also a new house for the Counsellor in a pleasant garden. A barrack was also built for the Legation guard on the site of the former Chinese Board of Works, Board of War, and Court of State Ceremonies, an area with historic associations. The barracks were large enough to house 500 men though normally not more than 100 were stationed there at any one time. As a result of this enlargement the British Legation now covered about thirty-five acres, and was the largest foreign Legation in Peking. While this reconstruction was going forward the opportunity was taken to make the Legation more self-contained so that if ever it were again besieged it would be in a better state to resist. With this object in view the Ministry of Works built a thoroughly ugly electricity power-plant and a water tower. A large coal dump was also formed so that now the Legation had its own supply of water, coal and electricity.\n\nGradually memories of the siege became less vivid and life settled down into a routine which was much the same as before the siege. Perhaps the only difference was that by 1908 there were signs of some modernization in Peking itself such as macadam roads, handsome cabs and electric light. Meanwhile visitors to Peking continued to enjoy the hospitality of those living in the British Legation, and no clear change can be seen until 1928 when the Kuomintang was victorious over the Northern warlords and the capital was established at Nanking. As a result the British Ambassador moved south of the Yangtze and resided mainly at the British Consulate in Shanghai while the majority of his staff moved to Nanking, though the student-interpreters continued to study at the Legation in Peking which now became a Consulate. When war broke out between England and Japan in December 1941 some British nationals and American nationals, who were sick or elderly, were interned in the Legation. The Swiss Consul looked after the buildings, aided by Chinese employed by Her Majesty's Ministry of Works. The buildings were reoccupied as a Consulate at the end of the war, but in 1948 the Chinese Communists captured Peking, and at first the government of the Chinese Peoples' Republic refused to recognize the status of the British Consulate there. Dr. Alan Birch, Senior Lecturer in History at the University of Hong Kong, came across this article in the China Review, Volume II, 1873, pp. 51-55. This publication was made available to him from U.S. National Archives Microfilm, Gp. 108, Roll 9 by courtesy of the United States Consulate General, Hong Kong. The Branch is grateful to Dr. Birch for bringing this interesting article to our notice. It is reproduced here exactly as in the original, though a different format has been adopted to suit the Journal's printing style.\n\nMy friend was sitting at his desk, busy, no doubt, in framing the best-worded sentence ever penned in the East, when a howl from the street rang through the lofty verandah, and rebounded, as it were, from the high ceilings of the room. \"That's one of those ubiquitous hawkers,\" said my friend angrily, springing to his feet and rushing to the verandah to have a look at the back of the disturber. I joined my friend quietly and was just in time to see a pair of broad shoulders raising themselves, and a pig-tailed head bending backwards; and then came a second edition of the howl we had heard before. I myself, being of an asthmatic nature, rather envied the sturdy fellow who could carry so much on his shoulders and walk a brisk pace, and yet have breath enough left to utter such stentorian sounds.\n\n\"What does that fellow call out?\" my friend asked. I could not say, though I had been in China for some years, and, as my friend remarked, ought to know, if I pretended to know Chinese at all.\n\nThat was some years ago. In the mean-time others like my friend must have suffered from the annoyance which led to the framing of Ordinance No. 8 of 1872, which says that:\n\n\"Every person is liable to a Penalty who shall use or utter Cries for Purpose of buying or selling any articles whatever,... within any District or Place not permitted by some Regulation of the Governor in Council.'\n\nFor the hawkers of Hongkong wooden tickets are provided which must be renewed every quarter at a cost of 50 cents.         "content_text": "182\n\nBRO TSUNG LAI SHUN IN MASSACHUSETTS\n\nThe Lai-Sun family came to this city about 1872, and lived at first in a house on the west side of the old Charles Merriam homestead on Howard street. There were six children in the family, two young women, about 18 years old, two boys about 16 and two younger children. The young women were named Annie and Lena. The former, as has been said, is now Mrs N.P. Anderson, her husband being a captain in the navy, and evidently an Englishman. They live on Carter Row, which is one of the fashionable residence streets of Shanghai, and are quite wealthy. Mr. Lai-Sun died a year ago last June, and his widow is now living in Shanghai. The second daughter, Lena, married a Mr Buchanan, who has since died. The youngest daughter, Amy, died several years ago, just two weeks before the date fixed for her wedding, her intended husband being a Scotchman. 'Elijah, the oldest son, is also dead, and Spencer, the second son, is employed as an interpreter in the Swedish consulate (probably in Shanghai).\n\nThe Lai-Suns' participation in the social and religious life of this city was very interesting and not without its amusing features. When they came to Springfield they seemed to be quite wealthy. Mr Lai-Sun was a decidedly intelligent man and was well educated. He spoke our language fluently as did also his daughters and his older sons. The young women had lived in ... [missing section of unknown length] ... rather discountenanced Mr Lai-Sun's liberality.\n\nBut despite their evident sympathy with things and theories American, the Lai-Suns remained Mongolian in many of their habits. They continued to wear their Chinese costumes and queues, and on all public or semi-public occasions the entire family turned out in a body. All of the adults became members of the South church by that time on Bliss street, and attended the services regularly, marching up the aisle in an august procession headed by the pater familias, who was a very imposing personage. As may be supposed, their appearance always caused a little rustle of interest and politely suppressed amusement. Their costumes, though of course oddly fashioned, were of the finest material, the richest silks elaborately and beautifully embroidered. Their faithful adherence to their native costumes was varied in only one particular and this change caused some amusement, particularly among their American women friends. When the cold weather came they protected their bodies by piling on an unknown number of their loose garments, the very looseness making the multiplication necessary. But when the winter blasts began to sweep down in good earnest from the Berkshire hills they suffered considerably from the cold, despite this excess of ward-",

        "content_text": "It is with much regret that I record that among the deaths of members this year are some of our oldest friends. One, Mr. Holmes Welch, was a founding member of the Society and Member of Council during our first four years. He came to Hong Kong with the American Consulate General after academic studies in Sinology and publication of a highly original work on Taoism: The Parting of the Way. In Hong Kong his interest in Chinese religion and philosophy, and the organization of religious institutions, continued, and he gave one of the very first lectures to the Society, published in our first Journal, “Buddhist organization in Hong Kong”. Later he left the Consulate but remained in Hong Kong to continue field research into Chinese Buddhism, working with refugee monks. In the late sixties he published several volumes on contemporary Buddhism in China. After returning to the United States he continued his sinological studies and whenever I met him at conferences on religion he always asked after the progress of the Society.\n\nAnother of our recently deceased friends was Mr. John Romer, Curator of Mammals at Hong Kong's Zoological and Botanic Gardens, Hon. Research Fellow in the Department of Zoology, University of Hong Kong, and Senior Pest Control Officer of the Hong Kong Government until he retired. He has contributed on several occasions to the Notes and Queries section of our Journal.\n\nIt was also with great shock that we learnt of the death, in January this year, of Barbara Ward, whose last talk to the Society was given only just over a year ago. Barbara was the first anthropologist to conduct field-work in Hong Kong. Coming out in 1950 she picked as her field a very challenging group about which very little was known from direct contact: the Cantonese Tanka, or sui seung yan “people upon the water” as they preferred to be known, that is, the floating population of fisherfolk. She showed how the traditional Chinese institutions and culture in which they participated were modified by their very way of life: ancestor worship is different when you do not live on the land, the role of father in a family is different too when he is also captain of a boat. His countenance was intelligent, and his dress and manners most decidedly genteel,\" a contrast to the vast majority of Chinese in California whose dress and action reflected their peasant origin.\n\nTong A-chick, of course, was from a similar background, but his years of training under foreign teachers and his experience in the British Consulate in Shanghai had given him another air. The news article said: \"The individual under notice exhibited indisputable proofs of education and good breeding. His English, which he spoke with almost elegance, had, as it fell from his lips, a softness and sweetness rarely heard even among ourselves, and excited the admiration of all present.\"\n\nFrom all the evidence, both from the press and from churchmen, we may conclude that A-chick had been well trained in English, had a bearing which set him apart from the ordinary person, and had qualities of leadership. These qualities were to be of service to him when he became spokesman for the Chinese community in combating the first attempts at anti-Chinese legislation in California.\n\nHOW A-CHICK FOUGHT FOR CHINESE IN CALIFORNIA\n\nSoon after Tong A-chick arrived in California in the spring of 1852, he became the spokesman for the Chinese community. Just at this time, illness forced the recognised leader of the community to curtail his activities.         "content_text": "67\n\nanti-British propaganda, which the facile Eugene Chen* was then addressing to a gullible American press.\n\nSet back from the Bund behind a heavy hand-wrought iron fence of ugly design, the Consulate building was typical of those erected in the 1860s, when the Concession was first opened. The two-storied thick brick walls, shaded all round by wide arched verandahs, in the style affected in India, housed both the office and the residence of the Consul. Upstairs, parts of the verandah had been boarded in to provide bathrooms in accordance with modern practice. From the bedroom windows the view carried across the Yangtze to the flat north shore, a mile away, where the farmers were already cutting down for fuel the tall reeds, which yearly grew along the banks of the river. We would often cross over at this season with our guns and our dogs to beat the pheasant out of the smaller clumps left by the reed-cutters.\n\nHaving completed their inspection, the plotters moved on down the Bund, past the godowns of Messrs. Butterfield and Swire, past the Customs House, past the Roman Catholic Church to the Bund gate, through which they trouped a little self-consciously under the eye of the steel-helmeted gentleman, who stood there with his rifle at the slope, in the blue uniform, the khaki webb equipment, and the spats of the Royal Navy.\n\nTheir plans soon matured. Some afternoons later a political meeting was called on the foreshore outside the Bund gate, which the Navy had left open to avoid any accusation of provocation. By the offer of a ten cents inducement to the loafers and riff-raff of the Chinese city an adequate attendance was ensured. Orators stood on the Bund wall whipping up the temper of the crowd: they shouted slogans in which the words \"Beat down” and “Kill\" echoed frequently. The crowd soon responded and parties began trickling into the Concession. Stones flew through the air. The sentry at the gate discreetly withdrew and sounded the alarm. The British Naval guard turned off: they had strict orders not to fire, but to protect themselves by dropping their rifle butts on the toes of any rioters who pressed them too closely.         "content_text": "152\n\nGerman, Central and Eastern European Jews\n\nThe third wave of Jewish immigration into Shanghai, and incidentally the largest, was in the years following 1938, as a result of Nazi persecutions in Germany, Central and Eastern Europe. Since Shanghai was the only port that accepted people without visas, Jews who were not permitted to enter other countries came to Shanghai.\n\nThey travelled by water, on Italian liners via Africa. Since canal tolls had to be paid in pounds sterling, ship captains tended to take the long way by going around Africa, making the journey to Shanghai more than six weeks. Other refugees took the Siberian Railroad to Manchuria, then went from there to Japan. The Japanese consul at Vilna, apparently for humanitarian reasons, issued transit visas for those who possessed another, usually for some Latin American country. Or, for those who did not have any visa at all, the destination was to be Shanghai. As a result, a large number of Jews congregated at Kobe or Yokohama, waiting to travel to Shanghai by ship. Among this group were the faculty and student body of the Yeshiva from Poland. So, until the school moved to New York after 1945, the rabbis were trained in Shanghai.\n\nWhen the Sino-Japanese conflict merged into the global war following Pearl Harbour in December 1941, resulting in Japanese occupation of the International Settlement, the Jews in Shanghai were treated according to their nationalities. The large refugee community, either with 'non-enemy alien' status or stateless, manned the factories and operated cottage industries in their homes. In 1943, when special privileges enjoyed by foreigners in China came to an end as the unequal treaties of the 19th century were formally abrogated, the Jewish population in Shanghai was estimated to number 25,000.\n\nAs the war ended in 1945 the Jewish refugees left to settle in the United States, Canada, Australia or, after its establishment, Israel. Long-term Jewish residents left as well after 1949. By 1956, only 543 Jews remained in China, 231 of them in Shanghai, 402 of these Jews were classified as Soviet citizens by the Chinese government, and were therefore unable to obtain the necessary papers in order to emigrate without cooperation between the Chinese authorities and the Soviet consulate. The board commented that Petersen's more lucrative employment at the German Consulate led him to neglect his business. If he was to continue to hold his spirit licence, he could not leave the management of his business to others (DP 2 Nov. 1875).\n\nPeter Henry Schmidt was a German by birth but came to the East as a young man and married a Portuguese girl from Macao. For many years he was the proprietor of a licensed boarding house for seamen. Over the years he and Petersen built up a money-making business as shipping masters for the recruitment of crews. While Petersen worked his business through the German Consulate, Schmidt did the same through the American Consulate. In 1881, Mr. Smith - he had changed his name from Schmidt to Smith - brought action in the Supreme Court against the American Consul, Colonel John Mosby, for slander. The alleged slander were remarks published by the Consul concerning the involvement of Smith in the desertion of two seamen from the \"Belle of Oregon\". The Consul had been informed that Smith had harboured the deserters in his garden in Kowloon and that after the \"Belle of Oregon\" left port, he brought them to his boarding house in his launch. The testimony of Smith stated he had been in Hong Kong about twenty years and had held a licence for a seamen's boarding house for some eighteen years. \"During that time,\" he continued, \"I have done a great deal of business for the various Consuls. I and Mr. Petersen have done lately more than half the foreign business of the port. On December 24th, they (the two deserting seamen) brought permits to ship and I took them into my house. They were Scandinavian. I do work for the Consulate. I have done so for the last ten years, gave them board and lodging in the ordinary course of business.\" Smith then goes into some of the history of his connection with the American Consulate and its licensing of crews, \"Since Colonel Mosby has been in the Colony, I have not been an officer of the American Consulate nor in any way connected with it. Under his predecessor I had a desk and a clerk in the U.S. Consulate.\" Mr. Smith's assistant testified that Colonel Mosby had said, \"You can tell Peter Smith he is not going to ship any more men in this office. I shall tell all the American shipmasters not to have anything to do with him.\" The assistant also told the court that in his despatches the Consul had called Mr. Smith some very hard names. Mosby had attacked everyone who had previously been connected with the Consulate.",

        "content_text": "Colonel Mosby had been sent to Hong Kong by the United States State Department to investigate and eradicate reputed abuses that had arisen in the affairs of the Consulate. His report to Washington was published as a pamphlet. The report claimed that Mr Smith had been instrumental in the perpetration of great frauds on the United States Government. The court found Consul Mosby guilty of slander. Before sentence, Mosby spoke in his own defence. \"It has been proved that when I came here Peter Smith was what was known as 'the shipping master' at the American Consulate. He had a desk and a clerk, and he had a monopoly of the shipping business. He was a powerful man at that time, so far as American shipmasters and sailors were concerned” (CM 10, 11 Jan. 1881). Upon losing the lucrative business of shipping master for the American Consulate, Peter Smith applied for a spirit licence for a house on Queen's Road West which he wished to name the City of Hamburg. The Superintendent of Police questioned whether a boarding house keeper should also operate a tavern. However, the licence was granted, but only for a year and with the caution that if there were any complaints regarding its conduct, the spirit licence would not be renewed (CM 4 Jan. 1881). Smith did not live long to enjoy his accumulated wealth. He died in December 1882, aged forty-seven.\n\nOther taverns which would have attracted the German sailor on shore were the City of Hamburg 1861 to 1976, Bremen Tavern 1866, City of Bremen 1866 to 1867 - when the name was changed to Scandinavian Tavern, the Prussian Eagle 1870, and the Hamburg Tavern 1861 to 1878. Several of the proprietors of these establishments followed a pattern set by Peter Smith in marrying women from Macao families. William Gardner, who was born at Strassburgh in 1834, married, in 1863, Cecilia Libina de Jesus Correa. Her sister Melena Rita Correa married William von den Busche in 1864. Both Gardner and von den Busche were associated with the Hamburg Tavern. John Juster took over the Hamburg Tavern from William Gardner in 1871. He had been born in Hanover in 1834 and married in Hong Kong, in 1875, Maria Antonia Botelho, a native of Macao. Louis Kuchmann held the licence for the Land We Live In for twenty years. In 1886 the licence was transferred to Tevel Silbermann, probably a German Jew. Kuchmann had one daughter, possibly by a Chinese wife. She married in 1885 Carl Holm, captain of a German schooner.",

Both of these gentlemen were formerly in the Comptoir as was also Mr. Wallach who will take charge at Berlin. Mr. Probst, formerly of Pustau and Co. takes the branch at Hamburg. At Bremen will be Mr. Van der Heyde, formerly of Behre, Meyer and Co Singapore.\"\n\nAt the same time as the Deutsch Bank was in the process of opening offices in China, the Deutsche National Bank of Bremen was organised and appointed Melchers and Co. their agent in Hong Kong and Siemssen and Co. their agent in Shanghai (DP 29 June 1872).\n\nThe Deutsch-Asiatische Bank was registered at the Imperial German Consulate in Shanghai on 15 May 1889. In 1905, M. Hemann, the manager of the Hong Kong branch of the Bank was succeeded by Hugo Suter (DP 17 July 1905). The Bank redeveloped in 1913 the property on Queen's Road which it had occupied since 1901. The building, of modern renaissance style \"on chaste and simple lines\", was occupied for only a few months before it had to shut its doors with the outbreak of hostilities between England and Germany (SCMP 14 Aug. 1913, HKT 6 Jan. 1914). The building was purchased from the liquidators in 1917 by Sir Paul Chater for $355,000 (SCMP 14 Aug. 1917).\n\nFrom the time of the organization of the Hongkong and Shanghai Banking Corporation in 1864 to 1914 there were Germans on the Board of the Bank. Woldemar Nissen of Siemssen and Co. was on the Provisional Committee. Another member of the Provisional Committee was Waldemar Schmidt, whose name sounds German, a partner in the English firm of Fletcher and Co. In May 1868 Julius Menke of William Pustau and Co. joined the Board. With the failure of William Pustau and Co. in 1877 the firm was no longer represented. But in the meantime Hermann Melchers of Melchers and Co. was elected to a seat on the Board in 1872. The bank was watchful that the British interests should not be swamped by German and American, Arnhold, Karbegg and Co. had a representative on the board from 1888 and Carlowitz and Co. from 1875. In 1914 all the firms mentioned, but William Pustau and Co., had a partner on the Bank (Dr. King's detailed history of the bank has lists of the directors for each year).",

This was seven months before the outbreak of World War I. The subscription rate for the newspaper at the time, incidentally, was two yen per month. There are also photocopies of various accounts of the Lisbon Maru, a Japanese ship which was sunk by a torpedo from an American submarine. This resulted in considerable loss of life among the Allied prisoners of war aboard.\n\nAlso included among the items sent by Arnold Graham's daughter are two identification cards issued by the British Consulate in 1938 and 1939, during the Sino-Japanese War.\n\nOther interesting papers are the Surrender of Japanese and Japanese Controlled Armed Forces in Borneo and the Netherlands East Indies East and Exclusive Lombok to the Commander in Chief Australian Military Forces (September 1945). There is also a Chinese translation (interspersed with some Japanese characters) of this surrender document as well as a speech by Lieutenant-General Teshima, Commander Second Japanese Army which he delivered on that occasion. There is also a newspaper cutting about a letter written by a Japanese who, as a wounded soldier captured in 1943, was nursed back to health by a British nurse.\n\nAmong the many items sent by Arnold Graham's daughter is a souvenir programme of the centenary dinner of the Shanghai Volunteer Corps, held in April 1954, at the Royal Hong Kong Yacht Club. On the back of the programme is printed the song \"Maloo Memories\". Arnold Graham composed the words; the first verse of which goes as follows:\n\nLet us sing of that old city in the North we knew so well\n\nWhere to sing to love and laugh we used to dwell,\n\nFrom the Seven Seas foregathered to the Bund and Bubbling well",

These enigmatic statements suggest that Mesny believed that ‘charity funds for famine relief' were being misused by the Viceroy and others to buy off bandits, even if he does not actually spell it out. There is no indication in his Miscellanies to whom he reported after his fact-finding mission or what he did with his information about the famine, or whether he actually provided physical relief for some of the unfortunate victims.\n\nAs so often happened a very minor incident, in this case concerning a Sikh policeman, grew in a matter of hours into a major riot. It was riots in 1889 referred to by Mesny, when the Sikh, a member of the municipal police force of the Zhenjiang Concession, was alleged to have struck a Chinese. According to Arlington it was started by the Concession Chief of Police, an Indian, accidentally killing a coolie who 'dared' to have his head shaved on the Bund [a terrible thing to shave the head on the Bund!]. The events followed a not unusual pattern with the mob throwing stones and the Europeans managing to escape to a ship on the Great River but not before telegraphing for assistance to Shanghai. The Chinese authorities too had been called upon for help and though both Chinese police and soldiers arrived they simply stood around and did nothing. Both the British and American consulates were destroyed; meanwhile Shanghai replied requesting additional information and advising the westerners in Zhenjiang that a gun boat was being prepared. Order was restored by Chinese troops on the following day. Three days later the British gunboat arrived and was boarded by the Consul who was greeted by a gun-salute. The very first report of the guns sent every Chinese off the Bund and out of the Concession like a cloud of smoke being dispersed by a typhoon. A benefit arising from the riot was the construction of a new consulate office and house with its own garden. A slightly different picture of the cause was given by Consul Parker which he had obtained from hearsay.*4 The Zhenjiang municipal police had arrested a Chinese military officer for 'reckless riding'.\n\nAfter the riots of the 1880s strong, double riot gates of stout iron bars were constructed, each with a span of some twenty feet, so that the whole of the width of the Bund, some forty feet, would be barred when they were closed.
