        "content_text": "92\n\nS. HUANG\n\nMainland. Chung Chi College has the tradition of Christian universities and colleges in China. United College is a merger of a number of small colleges organized by scholars mainly from Kwangtung Province, colleges that were privately and locally financed. Now the Chinese University is bringing all these three distinct elements of Chinese higher education into one single institution. Its success may become an everlasting contribution towards Chinese higher education.\n\nThe Chinese University Ordinance of 1963 provides for a federal university, in which the principal language of instruction shall be Chinese, incorporating as Foundation Colleges the three Colleges named above. Provision is made for a University Council, Senate and Convocation, as well as Boards of Studies and other bodies necessary to regulate the academic and administrative affairs of the three Colleges in a manner suitable to an institution of university status.\n\nTo keep pace with the unique international status of Hong Kong, the Chinese University immediately after the appointment of its first Vice-Chancellor, Dr. Choh-Ming Li, launched itself into a special role. International interest towards the University has been strong and genuine from the beginning and the University is aiming to be \"not just a Chinese institution with British affiliation but as a Chinese institution of international character,\" as the Vice-Chancellor said in his inaugural message.\n\nThe University has formed three Advisory Boards with prominent scholars from all parts of the world as their members.\n\nAlso serving on the Council are the Vice-Chancellor of the University of Sussex, the Director of the School of Oriental and African Studies of the University of London, the President of Harvard University and the President of the University of California.\n\nThe University is closely associated with the Inter-University Council for Higher Education Overseas in the United Kingdom. A programme of close affiliation with the University of California was finalized in April, 1965, and is expected to be developed into a comprehensive co-operation programme that will include general research efforts and exchange of scholars, faculties and students.\n\nMeanwhile, ties were strengthened with the Yale-in-China Association, the United Board for Christian Higher Education in Asia, the Harvard-Yenching Institute, Princeton-in-China,",

This at least had the merit of demonstrating that no hazard was likely to result from having a Chinese representative permanently on the Legislative Council. When his six-year term was up in 1890, he asked not to be re-appointed, and a very prominent \"local boy\", Dr. Ho Kai (later Sir Kai Ho Kai) succeeded him.\n\nDr. Ho Kai, born in Hong Kong in 1859, was the fourth son of the Rev. Ho Tsun-shin (alias Ho Fuk-tong) of the London Missionary Society. Having studied Chinese for several years, he was admitted to Class 4 of the Central School in 1870 at the age of 12. He was an extremely clever and hardworking boy for, according to the school record, he was already in Class 1, the top form, in September 1871. He completed his studies at the Central School the following year, and proceeded to Palmer House School, Margate, England. From there he entered St. Thomas' Medical and Surgical College and received the degrees of Bachelor of Medicine and Master of Surgery from the University of Aberdeen in 1879. In the same year, he was admitted as a member of the Royal College of Surgeons of England by examination. He then turned to the study of law and was admitted to Lincoln's Inn in May 1879. He was Senior Equity Scholar, Lincoln's Inn, in 1881 in which year he passed the finals with flying colours and also married a charming English girl, Alice, the eldest daughter of the late John Walkden of Blackheath. On his return to Hong Kong in 1882 with his newly-wedded wife, he first practised medicine but was unsuccessful, because the Chinese at that time were not prepared to avail themselves of western medical treatment unless it was offered free. He then turned to the Bar and since 1882 had practised as a barrister in Hong Kong.\n\nUntil his death in 1914, Dr. Ho Kai rendered his services freely and ungrudgingly to the Hong Kong community. For many years he was a valuable member of many important committees, including the Standing Law Committee, the Public Works Committee, the Examination Board, the Medical Board, the Sanitary Board, the Po Leung Kuk Committee, the Tung Wah Hospital Advisory Committee, the District Watch Force Committee, the Architects' Advisory Board and the Advisory Committee of the Hong Kong Technical Institute. The Committee would be in a far stronger position to moderate government policies - or at least to influence the Registrar General by a flow of opinion and advice about the wishes of the Chinese than any committee which was remote from government. It seems likely that Wei Yuk, a shrewd man of affairs, understood that once the Registrar General brought the Committee within the colonial system of government, the latter would be forced not only to give the members of the Committee much 'face' but would have to engage in an intimate and prolonged dialogue with it: benefits would need to pass in both directions. Each, the Registrar General and the Committee would need to feel it gained from the special relationship25.\n\nBasically, the system created by Lockhart and Wei Yuk remained unchanged - there were a few slight modifications until 1941, the year of the Japanese occupation. The members of the Committee were nominated to their office by the Governor in Council, on the advice of the Registrar General (after 1913 renamed the Secretary for Chinese Affairs); and the Registrar General, before he put forward the name of a Chinese to the Governor, canvassed the opinions of prominent Chinese: nominees needed the support and approbation of both Chinese notables and the Registrar General.\n\nIn 1917 the Committee was enlarged from 12 to 14, exclusive of the Secretary for Chinese Affairs, the ex officio chairman, by the addition of two members selected from the retiring annual committees of the Tung Wah Hospital and Po Leung Kuk but holding their appointments for the term of one year only. Usually these special nominees were the retiring chief directors of the two associations26. They were probationers in a sense. But usually such 'short-term' members of the District Watch Committee were made full members at a later date; or, in some cases, after their year of office was up. This special device allowed the Secretary for Chinese Affairs to include on the Committee any promising, emergent leader in these two lesser associations; at the same time, it helped inflate the status of the committees of the Tung Wah Hospital and Po Leung Kuk by making possible a speedier transition for some to the key advisory board, the",

        "content_text": "The District Watch Committee \n\n129 \n\nBut one point needs further elaboration. Fifty-two Chinese were appointed to the Committee between 1891, the year the Committee was put on a proper footing by Lockhart, and 1941, the year of the Japanese invasion and occupation of the Colony. Nearly all, as I have said, were re-appointed to the Committee after their five-year term of office expired, so that the majority continued in office until death or complete decrepitude released them from public service31. A few resigned because of ill-health or because, so one suspects, they suffered severe financial reverses and thus lost standing as successful merchants or businessmen in the community, in the Chinese Chamber of Commerce, and in their district association. The District Watch Ordinance of 1930, which consolidated earlier legislation, said quite simply that 'the Governor may appoint any person to membership of the District Watch Committee (and) such persons shall hold office for such period as the Governor may direct', thus recognising a situation that had arisen: the permanency of the committeemen. On the other hand, those Chinese who served on the committees of the Tung Wah Hospital and the Po Leung Kuk, two very prestigious associations, were in office for one year only and then were replaced at the next election by a new committee: but a Chinese appointed to the District Watch remained in office practically for ever. \n\nThe Committee became, in other words, a permanent advisory board comprising the richest, most influential, most prestigious and politically powerful Chinese in the Colony; and the Committee always contained the Chinese unofficial members of the two Councils. J. H. Stewart Lockhart, who had also been instrumental in the 1890s in reorganising and strengthening the committees of both the Tung Wah Hospital and the Po Leung Kuk, may be thought of, then, as the main architect of the system of colonial government which matured in Hong Kong in the period 1891-1941. This system brought the interests of European administrators, European businessmen and prominent Chinese into a closer alignment; it tended to reduce conflict. \n\nA number of other permanent boards and committees were established in the period after 1890 but although these formed a necessary part of the system they were hardly as crucially important as the District Watch Committee. LETHBRIDGE\n\nPermanent Board of Direction was established by ordinance in 189352, the Tung Wah Hospital Advisory Board came into being in 189633, the Chinese Permanent Cemetery Committee in 1913 and the Chinese Temples Committees in 1928. Two other Chinese committees should be mentioned: the Chinese Recreation Ground Committee, established in 1890, contained the Registrar General and the Chinese unofficial members of the two Councils; and the Chinese Public Dispensaries Committee, formed in 1909, consisted of the Registrar General as chairman, the Chinese members of the two Councils and the Sanitary Board, the three chairmen of the annual committee of the Tung Wah Hospital and a number of other leading Chinese. In 1941, the official Chinese committees, inclusive of the District Watch, were eleven in number. Together their members represented a Hong Kong Chinese élite, in which such values as wealth, prestige and power, to use William Skinner's expressive term, ‘agglutinated’.\n\nNomination to the District Watch Committee was a great achievement, but nomination to the other ten committees and boards was also regarded as an honour and an additional notification of a person's standing within the community. But Chinese appointed to these ten committees and boards exercised either a more specialised or more purely honorific role, primarily because these committees did not hold a constant or uninterrupted dialogue with the Registrar General/Secretary for Chinese Affairs. They met infrequently, sometimes only once or twice a year; and although they gave advice on occasions, the giving of advice was not their primary function. Much of the work of these committees centred on the allocation of charitable funds, the management of property and the supervision of accounts. The District Watch Committee represented the real locus of power: at its meetings the members formulated a Chinese point of view on government policies and general issues. The Committee acted as a permanently installed barometer for the government, giving it a clear indication of the state of mind of the Chinese bourgeoisie. It marked out for government how the élite felt on certain questions39.\n\nThe same people were to be found represented on all the eleven committees and boards (although in slightly different combinations in each case) so that it is a little unreal to distinguish",

        "content_text": "The District Watch Committee \n\n131 \n\ntoo sharply between them all. High government officials, such as the Secretary for Chinese Affairs and the Colonial Secretary, were likely to meet this cluster of Chinese constantly, if not at formal meetings, then socially, ceremonially, ritually. It follows that before the war Hong Kong had an oligarchical political structure in that a small number of entrenched and established Chinese shared political control over a largely immigrant and migratory population together with a small number of officials and taipans.\n\nThe pre-war European community in Hong Kong had no official committees of its own, although Europeans tended to predominate on certain committees such as the Labour Advisory Board and the Licensing Board60. Thus Europeans lacked the equivalent of the eleven officially recognised all-Chinese committees, the names of which were enshrined annually in the Civil Service List. The government felt no need either to sponsor or promote a system of counter-balancing European committees because of course the administration was controlled at the top by European colonial civil servants and only a few thousand Europeans were resident in Hong Kong.\n\nBut it is of some significance that in the face of growing Chinese working-class intransigence in the 1920s, illustrated by the spate of strikes, beginning with the mechanics' strike of 1920 (the first major industrial strike in Hong Kong) and culminating with the great strike and boycott of 1925-26, Europeans set up their own 'district' associations. The Kowloon Residents' Association was formed in 1922 and the Peak dwellers, the leading European residents, formed theirs a little later in the same year like the European residents on Cheung Chau, a favourite summer station with missionaries; and in 1925 the Mid Levels residents also formed an association. None, understandably, was given statutory or official recognition by government. Such associations were unnecessary for the District Watch Committee was hyper-active during these turbulent years and as keen to protect the European minority and thus help sustain the economy as were Europeans themselves. Sir Robert's brothers—Ho Fook and Ho Kom Tong—and other relatives became members of the Committee.\n\n45 Sir Chau Tsun-nin, who served on the Committee, was the son of Chau Siu-ki, a prominent financier and member of the Committee until his death. Chau Siu-ki (1863-1925) was killed in the collapse of a house during an abnormally heavy rainstorm.\n\n46 I think one may conclude that by the time the Committee met the Registrar General most of the problems to be discussed had been thrashed over previously, most likely at the Chinese General Chamber of Commerce or at the Chinese Club, both located in Connaught Road. Many members of the District Watch Committee had offices and businesses in Canton and invested heavily in Kwangtung enterprises. The administration of purely Chinese affairs by native committees, with a firm ruling hand over their proceedings, seems to fulfil every purpose of government.\" The Englishman in China during the Victorian Era, Edinburgh and London, William Blackwood, 1900, vol. 1, pp. 280-1.\n\n60 The Labour Advisory Board was established in 1937 and consisted of the Secretary for Chinese Affairs, the Secretary and Cashier of His Majesty's Naval Yard, the Assistant Director of Supply and Transport of the China Command, a representative of the Public Works Department, the Manager of the Taikoo Sugar Refinery, the manager of the Hong Kong Electric Company, and the manager of the Taikoo Dockyard. The members consisted entirely of representatives of large government departments and employers of labour. The board rarely functioned.\n\n61 The Chinese General Chamber of Commerce was founded in 1896 principally by Ho Kai and Wei Yuk. It was called at first the Chinese Merchants Bureau. In 1913, after a period of decline, a new building costing $40,000 was erected in Connaught Road. After 1913 the Chamber became one of the most influential bodies in Hong Kong, and many members of the District Watch Committee served at one time or another on its executive committee. The Chinese Club was founded in 1899 by Sir Robert Ho Tung and modelled on the European Hong Kong Club. A description of the Club's premises is to be found in Mrs. Archibald Little, The Land of the Blue Gown, London, T. Fisher Unwin, 1902, p. 323: \"We were taken by the Committee into an upper room, where European comforts of curtains and cushioned arm-chairs were judiciously intermingled with Cantonese elegances of black carved wood and landscape marble.\" Mrs. Little was a member of the Anti-Footbinding League or Natural Feet Society.\n\n62 See G.         "content_text": "MERCHANT ORGANISATIONS IN IMPERIAL CHINA\n\n35\n\nbuildings and roads destroyed during the Taiping Rebellion. Collaboration of this sort gave these merchant leaders a greater voice over taxation and other local public affairs.23 The same guild leaders joined charitable organisations because their larger numbers offered them a wider base of support.\n\nAs the merchants assumed a leadership role in providing social services and welfare, they gradually took over responsibilities and privileges which went along with their work. Because permanent charitable organisations could cut across guilds and sometimes Landsmannschaften, they claimed that their leadership was based on community-wide support. And since they were merchants, they should be identified as merchant leaders to whom matters affecting the merchants would be referred. Moreover, these merchants were elites in their own communities, and were regularly referred to as \"titled merchants” (shen-shang). Even as individuals, they had some political influence with the local officials. But unless they had begun as gentry or officials, such influence rested on no legitimate basis. When they organised themselves in institutions which had a communal purpose, they quickly used them to claim legitimate leadership.\n\nThis was what happened by the late nineteenth century. In Hong Kong, the board of directors of the Tung Wah Hospital quickly gained the right to present petitions to the Hong Kong government on all matters related to the Chinese community. Institutionally, the hospital was put under the jurisdiction of the Registrar General, after 1913 styled the Secretary for Chinese Affairs, who also served as its patron. By the early 1880's, the board opened up another channel when the Governor-general's Office in Canton began to correspond with it. There is some indication that the directors acted as a kind of information centre and advisory board for the Governor-general on matters involving the overseas Chinese.24 To this day, a seat on the board of directors of either the Tung Wah Hospital or the Po Leung Kuk still represents the government's recognition of each occupier's leadership status.\n\nIn Canton, charitable organisations, too, quickly became a regular channel of communication between the government and the merchants. ACTON \n\nare organised into four regional federations, whose four elected chairmen become important people indeed, and sit on the Hong Kong Government's Fish Marketing Advisory Board. The co-operatives and the regional committees have their meetings in a friendly, informal way in the Liaison Officer's office, whose job description includes a duty to \"convince troublesome committees or members to observe the ordinance and by-laws.” — fortunately, rarely necessary. \n\n30 \n\nIn addition, the Liaison Officers encourage mechanisation, training classes (also held in their offices), sensible insurance, the \"Keep Hong Kong Clean\" campaign, and have the duty \"to assist the fishermen in the organisation of festival opera performances, dragon boat races, and other recreation activities.\" 31 \n\n32 \n\nOne major effect, however, of the development, assisted by F.M.O. loans to credit societies and individuals, of a more capital-intensive, mechanised fishing industry, is a sharp decline in the number of persons actually required to man it or make a living at fishing, especially over the past 10 years. In 1971 there were around 50,000 working fishermen in Hong Kong. *2 By 1979 that number had fallen to around 35,700,13 Those with sufficient initial capital to catch the boat of modernization have done so, and now, though working on water, actually live in houses ashore, whether in Aberdeen or new villages on remote islands. It is those who were too poor to mechanise who still live on their old, leaky boats, going ashore to work in factories, sweatshops or street markets. The Shui-sheung-yan community of the early '50s has become polarised into rich and poor, between well-to-do active fishermen, living on land, and poor ex-fishermen, living on boats until they can secure resettlement. \n\nThe F.M.O. schools system, by making available alternative careers to the children of fishermen, has facilitated, and lessened the pain of this reduction of manpower. \n\nIn all other fields, however, the commitment of the F.M.O. is to active fishermen rather than ex-fishermen. Little connection is made between their work and that of the poorest Shui-sheung-yan. Indeed, Government spokesmen, talking of the poor boat-dwellers often refer to them as \"squatters\", implying that they are not true \"Shui-sheung-yan\" at all, but land-people who have moved into leaky boats typhoon shelters like Yaumatei simply to find somewhere to live or perhaps even to jump the queue for public housing. Japan got another seat in 1927 and although they pressed for more representatives these demands were resisted.41\n\nChinese representation\n\nThe Settlement was really a foreign one in so far as its government was dominated by non-Chinese, but with the advance of time, introduction of new ideas among sections of the Chinese population, the increase of this population itself and the resulting problems, it was evident that some mode had to be devised for representation of Chinese on the Municipal Council, if not at Public Meetings. The very first proposal for native representation was made in 1866 by the Commission which had drafted the new Land Regulations. It was proposed that a Board of three Chinese was to be established to advise the Municipal Council. This scheme was apparently not approved by the foreign ministers, for it was never put into practice.12\n\nA second attempt was dodged by the ratepayers in 1906. After the Mixed Court riots a new move was deemed necessary to improve contact between the Chinese and foreign sections of the population. Chinese merchants proposed a Consulting Committee which could express native opinion, especially that of a business nature. The Municipal Council inclined to agree with this scheme, but the ratepayers objected to it on the ground that they feared the body would be government infiltrated.\n\nAnother effort was made in 1915 when a Chinese proposal to set up an Advisory Board which would include members of different guilds was passed at a ratepayers meeting, but rejected by the foreign ministers.\n\nFour years later there was agitation among the Chinese residents for direct representation on the Council. This campaign was partly engendered by a threatening increase in taxation, partly by the heightened feelings of nationalism. Both the Municipal Council and the ratepayers objected to direct Chinese membership and as a temporary measure an Advisory Committee was installed in 1921. Apart from its main function of informing members about our activities programme, it serves as a means to distribute other information that may be helpful to the membership and on occasion to issue SOS calls for assistance. Our Newsletter owes much to Mrs. Anita Wilson who promptly gave herself another job when she retired from the Honorary Secretaryship last year at this time. Thanks to her, it is readable, human and good humoured. Thank you, Anita!\n\nThe Antiquities Advisory Board\n\nSince early 1987, the Society has nominated one of its members for appointment to the Antiquities Advisory Board. This was at the request of the Authority. Paragraph 7 of the Board's latest Report (1986 and 1987) stated: \"With effect from January 1987, Government officials ceased to be Members of the Board and nominees of the Hong Kong Anthropological Society, the Hong Kong Archaeological Society, the Hong Kong Geological Society and the Royal Asiatic Society were appointed to serve as members of the Board”.\n\nThe Board's term is two years, and it was expected that the four Societies would be asked to renominate or nominate another person from their membership when a new Board was appointed thereafter. However, it appeared by early November 1988 that the four societies would not be asked to nominate for the following term. It was only after several exchanges of letters and discussions with the Authority that our serving nominee, Rev. Carl T. Smith, upon the Council's confirmation that it wished him to continue, was accepted as our nominee for 1989-1991 and written confirmation received that the nomination system would continue. I am glad that the outcome preserved the four Societies' link with the Board, but hope that we will receive a formal notification the next time round that will give the Council more freedom over the nomination or renomination, as it may not always happen that the serving nominee will be available. [His appointment has now been confirmed]\n\nI have advised Members of these facts, because I did not mention the Society's new link with the Antiquities Advisory Board in my last annual Report, as I ought.\n\nFinance\n\nThe Hon. Treasurer has given an account of our present position, and expectations for the coming year. It is clear from our financial position over the past few years that, even with increased subscriptions, we can barely make ends meet. The rising cost of services and publication make this inevitable. We have already used part of our reserves to meet deficits last year. We should now be looking for ways to replace what has been spent in this way, and also to add to our funds, in order to further the aims and objects of the Society in Hong Kong.\n\nSome of you may recall that we celebrated our 25th anniversary by a joint publication with Oxford University Press. We would like to publish more in this way, but need funds to do so. We also considered an annual prize Essay in English on a Hong Kong subject, and would like to take this idea further. It could be at two or three levels, in schools and tertiary institutions, and should be made a valuable prize in order to attract enough competition.\n\nWith these and other needs for more funds in mind, Phillip Bruce of the Council has suggested a new type of institutional membership, in addition to the scholarly institutional one that has existed since the re-establishment of the Branch. The Council has supported this idea, which is being put to the AGM for consideration tonight. There is no doubt that we could put extra funds to good use, and members are asked to consider the suggestion carefully and support it if they can. In this connection, I have just discovered from the latest Journal of our parent Society that it now has a number of “Corporate Subscribers\", as they are styled, \"whose generosity sustains its work, including the publication of the Journal\".         "content_text": "and a treadmill was in operation for punishment up until the early 1900s. Prisoners were escorted to Court, so it is believed, by a tunnel. Although the author went to Victoria Prison in the 1970s, on Justice of the Peace visits, he is unable to substantiate this.\n\nA few colonial-style buildings, such as the Helena May Institute (completed 1916) on Garden Road, and the old Supreme Court building (foundations laid 1903, completed 1912) in Central District, are still in use. The latter is now the Legislative Council Chambers, and has been described as \"Lutyens classical revival style adapted for the tropics\".\n\nIn spite of forceful protests by the Heritage Society which was wound up, despondently, in 1983 — and the Conservancy Association, the Repulse Bay Hotel, the previous Hong Kong Club building, and the old Kowloon Railway terminus (except for the tower2) have all succumbed to the wrecker's hammer. The average Hong Kong citizen, it seems, has limited interest in conservation. He or she believes that a building has an economic life span, and, after that, it should go. To be fair, the Government, advised by the Antiquities and Monuments Office and the Antiquities Advisory Board, has declared a number of structures, for instance the Stanley Police Station (1859)13 as Monuments under the Antiquities Ordinance. Other Monuments include the steps and gas lamps in Duddell Street, Central District; rock carvings and inscriptions; old villages, for example Sam Tung Uk in Tsuen Wan; and the District Office, North, building at Tai Po in the New Territories.\n\nThe Territory also possesses a variety of other old structures, such as the fort and battery at Tung Chung and the fort at Tung Lung. There are also ancestral halls and study halls, like Shut Hing Shue Shan, at Ping Shan, and Chou Wong Yi Kung Shue Yuen, in Kam Tin.\n\nAmong other declared historical Monuments are Wan Chai Post Office (1915)1* in Queen's Road East, Western Market in Sheung Wan, and the Pathological Institute,1 in Caine Lane. As of 1990, such Monuments totalled 43. One of the most famous of Hong Kong's old buildings was Murray House (circa 1843).1 It was demolished carefully in 1982, and the parts were labelled, numbered and stored. The intention is to re-erect it on another site.\n\nIn 1935, the then new 66-metre high Hong Kong Bank (the third bank on that site) was fully air-conditioned (the first large building in Hong Kong).",

These objectives must always be borne in mind and so it was particularly gratifying to see that the Hong Kong Standard thought we were worthy of space in their special 150th anniversary issue on the Foundation of Hong Kong, published late last year: I am grateful to Carl Smith for writing this article and to see that it brought forth many favourable comments. It is interesting to note that in spite of a 112 year gap in our history the influence of the Royal Asiatic Society is very much in evidence.\n\nThis evidence can also be seen in other areas. I would hesitate to call this Society a watchdog for the History of Hong Kong but nevertheless we are concerned about matters which could erode the historical heritage of our local community. For this reason the Council thought it appropriate to write to the Urban Council urging them to think again about the proposed charges for entering museums under their control; this is a new departure for the Urban Council and we will inform you in due course whether our representations make any headway. Again, whilst the Society does not have direct representation on the Antiquities Advisory Board, (a matter of some controversy), there are three members of the Council on the Board and we are therefore in some position to make our views known. We have also at their request written to the Government about the conservation and rescue programme for the area affected by the Airport and Lantau Port Study Areas.\n\nFinally I would like to turn to the future. Whether 1997 was on the horizon or not a Society such as ours needs to ensure that it continues to meet the aspirations of its members, have an active and interesting programme, a Journal which is worthy of the best, and that we are in a position to make our contribution within our objectives to the community at large. The Society was asked to comment by OMELCO on the Bill of Rights and we responded by emphasising the need for real freedoms, as opposed to paper ones and that such conditions in the Bill of Rights should also be included in or be in accord with the Basic Law when it comes into force: in particular, members of Council agreed on the need for freedom of academic research and that there should be no diminution of existing access to government and other records. We shall continue to watch developments, but if we are to succeed in continuing as a viable and active society we will\n\nxii",

        "content_text": "would be surprised how many members have actually published a book over the last two or three years or are going to publish in this forthcoming year. We are a society whose members get consulted on a variety of matters from the Urban Council when they set up the Hong Kong Museum of History, to the Hong Kong Government when seeking assistance for the grading of historical buildings for the Government Antiquities Advisory Board, and by the Legislative Council inviting us to make representations on the Council elections and even from abroad by people who want to know for instance about how Chinese junks are constructed; we even have applications from persons who wish to work for the society full-time but unfortunately they wish for remuneration! So although we are inclined to look back, historically, we are a Society whose members consist of people from all walks of life and who take an active forward-looking interest in Hong Kong and events which are likely to affect the future well-being of the Society,\n\nAll this may sound too self-congratulatory and in some ways it is: there are of course some problems, but before coming up to them I would like to briefly outline what we have actually done to justify our existence over the last year. First and foremost there is the Journal. The 1989 Journal was published recently and if you do not have your copy please see the Assistant Secretary. I think you will agree with me that it is full of interest and is up to the high scholarly standards we have come to expect. For this we have to thank not only all contributors but particularly our Editor Dr. Patrick Hase. He has toiled long with spectacular results: but even so we are asking him to toil even harder to get out the 1990 Journal and we are hopeful this will be published later this year.\n\nThe next area I wish to highlight is the Programme: the Society has a Programme Committee under the able Chairmanship of Mr. Peter Leeds and arranges a variety of talks and visits: for the last year there have been the following talks:\n\nFather Louis Ha\n\nDr. Graeme Lang\n\nMs. J. You will note the Librarian has tabled a short report on the Library: it is a very fine collection and I hope that interested members will make good use of it in its new location.\n\nBefore I leave the subject of journals and libraries, may I report to you that the Council has decided that it would be appropriate to bring out a 35th anniversary publication, which falls in 1995. No final decision has been taken on the contents of this publication, but it could take the form of the \"Going and Gone\" series, where there was a large photographic input: Dr. Elizabeth Sinn, one of our Vice-Presidents, is in charge of this project and I am sure she would welcome any ideas from members.\n\nAnd finally, I come to the last of our activities, i.e., the watchdog role, and this can take many forms, either of a negative or a positive nature. We are still concerned about the charging of an entrance fee to several local museums, whereas they were free before, since this does discourage the local public from entering, if the latest figures are anything to go by. We continue to assist the Government Antiquities Advisory Board, in that three members of your Council are on this Board, and we provide nearly 20 members to assist in the grading of buildings. One Council member, Dr. Dan Waters, has been largely responsible for this, and again I would like to place on record our sincere thanks to him and his team. More recently, we have become very concerned at the proposed move of the more accessible part of the Government's Public Record Office. For those who do not know, this is at present on the second floor of the Murray Road Car Park and is in a very convenient location for those who wish to research Hong Kong history. It is a mine of information, and the Government's proposal to move it to an inaccessible and unsuitable industrial estate in Tuen Mun without any consultation does appear to be a very retrograde step in the light of its avowed objective to make government more open and transparent. We have written to our Patron on the matter, and although we have received a reply, the current position is not at all satisfactory, and we will be taking the matter further. I should add that we are not alone in our representations — all the heads of the tertiary institutions have also written, backed up by many academics. It is hoped that a more conciliatory outcome can be reported to you.\n\nYou will notice that I have left to last any reference to finance and membership. Our Treasurer, Mr. Robert Nield, will report to you on the state of our finances: briefly, he will report on a satisfactory position.\n\nXI",

This project has been going on for two years and I understand has made significant inroads and according to Mr. Peter Chan, Curator (Historical Buildings), their reports and work are very professional. Our thanks are also due to those members who sit on the Antiquities Advisory Board and particularly to Dr. Dan Waters who co-ordinates all these efforts.\n\nOn the administration side all of us have a good deal to be grateful for; keeping a list of members, and ensuring that they pay their subscriptions are we know thankless tasks but without them a Society such as ours would soon die; Mrs. Sharon Bruce, our Assistant Secretary does a superb job here, and so does Mrs. Anita Wilson on the newsletter, without which nothing would happen; also our Secretary, Mr. David Sheil who somehow manages to produce coherent minutes of our Council meetings from his Lamma Island outpost. I will leave Mr. Robert Nield, our Treasurer to explain our finances to you; you will, I hope find them in good shape, and whilst a Society such as ours should not boast that it has made a profit on the Stock Exchange, the fact is we have.\n\nTwo of the most important academic activities of the Society are the build up of the Library and the publication of the Journal. Last year I reported that the Library, under the capable direction of our Librarian, Mr. Y.C. Wan, would be moving from its location in the rather inaccessible Kowloon Central Library to a special collection room in the re-organised City Hall Central Library. Together with new acquisitions during the last year this is now likely to happen in the foreseeable future. Not only that, it is liable to be input into the Urban Council's data base, and therefore computerised. This is indeed very good news and I hope that when the Library does move it will be utilised more than it is now: it is a very fine collection.\n\nThe publication of the Society's Journal is one of the most arduous tasks; editors of journals are a wonderful breed and our editor, Dr. Patrick Hase is no exception; indeed his patience with late contributions and sub-standard publishers is a model. It is therefore with some relief that I report that the 1990 Journal was finally published earlier this month and there is no doubt that it is fully up to the high academic standards of the ...",

In addition one of Hong Kong's oldest members and of this Society, Dr. Dan Waters, has published his own memories entitled unashamedly \"An Old Hand's Reflection\" - again it can be bought at all leading bookstores and at the back of this room.\n\nIn addition we have an excellent quality library with many interesting books and, not only is this steadily augmented by our past roving President, Dr. James Hayes, from Australia, but in this past year we have been given a magnificent collection of books on China and Hong Kong from Mr Archie Graham, who at the age of 91 has emigrated to New Zealand. All these books are now in a special room on the 3rd floor of the City Hall, High Block; and at this point I would like to give a sincere thanks to the Urban Services Department and their library staff in particular. In the past year not only have they moved the Society's library from the rather inaccessible Kowloon Public Library to the City Hall library in Central but they have computerised the collection and altogether made the whole collection far more accessible than it has been in the past.         "content_text": "Fung shur is not composed entirely of superstitions. Much consists of a complex web of well-documented metaphysical beliefs and esoteric knowledge based on first principles and supported by philosophical theory and practices grounded in ancient, indigenous lore. There is a rich technical vocabulary (Morgan, 1980:209).\n\nAlthough sometimes dismissed by sceptics as old-wives tales, psychic power in various forms and occultism are, of course, not uncommon in the West. They include hypnotic suggestion, thought transference, telepathy, premonition, emotional links, out-of-body experiences, life-after-death, and even the charming of warts.\n\nFung shu doctrine embraces magnetism, cosmic waves, radio activity, the mysteries of heaven and earth, the natural sciences, logic, higher mathematics, chemistry, geology, geography, philosophy, astronomy, psychology, ecology, architecture, spatial orientation, and ergonomics. It has been claimed that what geomancy is to geography, astrology is to astronomy (Cumine, 1981:75). Although fung shui depends upon elements such as design, spatial planning, ecology, and common sense, there is also a degree of mysticism. Sometimes geomancy is debased by gnosis, ancient spiritual sciences and beliefs, folk religion, and traditional mythology. The relationship to nature, and observing nature's principles linked to the universe, is important. Some practitioners claim, 'One does not demand reasons from nature.'\n\nOne fung shui master stated, 'A person is not just born, married, loses his or her job, and dies. There are reasons. For example: in early 1992, the Antiquities Advisory Board was preparing for a group photograph. The author wanted to walk in, and stand in the centre behind a row of chairs, but his path was blocked by a group of fellow members. During those intervening seconds, a heavy electric-light globe capable of maiming or killing came crashing down just where the author would have stood. Some Board members reacted by saying good fortune comes in waves. At that time the author's luck was at a high ebb. Then would have been the time to have bought a sweepstake ticket. Luck attracts luck. Other members said that, because the author had donated blood 70 times, escaping death was a reward for good deeds.'\n\nThere are references to fung shui as early as the third century BC, referring to the construction of the ... Dependence on the favour of aristocratic protection found in Europe was represented in China by dependence on the favour of personified officialdom from the central extending all the way down to the localities. Accordingly, the rivalry within central officialdom would extend downward to their protégés in the local regions. The Cantonese experience can illustrate this point.\n\nAs such \"reform-minded\" officials such as Li Hongzhang and Zhang Zhidong were competing for national influence, their protégés recruited in the provinces were also competing among themselves. After the opening of Shanghai and Tianjin, increasing numbers of men from Ningpo and Zhejiang were appointed compradores of western firms or advisors to the reform-minded officials. Even within the Cantonese group, some were more influential than others.\n\nIn terms of national influence, those Cantonese engaged in economic reforms always gained the upper hand from those engaged in legal reforms. As shall be seen, for those Cantonese engaged in economic reform (from Tang Jingxing to his nephew Tang Shaoyi, and through him to Liang Shiyi), they eventually advanced to positions in Beijing and monopolized the influential Board of Communications, which commanded huge economic resources in steamships, railways, mining and telegraph. This group of Cantonese was known as the Communications Clique. Their interests were vested in a China united under the central control of Beijing. This partly explains why Liang Shiyi and his clique were willing to finance Yuan Shikai's government after 1911, as well as his monarchical movement in 1916.\n\nThose Cantonese advisors such as Wu Tingfang and Ho Kai (He Qi) who were engaged in legal and diplomatic reforms, had not established their power base in Beijing and so eventually they based their influence in south China. After all, they were appointed Legislative Councillors in Hong Kong, the highest political posts that the Hong Kong Chinese could expect. They were sympathetic to the revolutionary activities in south China. As shall be seen, they sided with Guangdong in reform, in revolution, and in independence. Remarkably, both the Communications Clique and the \"legal-reform group\" turned out to be political patrons for competing groups of Cantonese merchants in Hong Kong.",

When it is 'within the family', there is, naturally, a tendency for us members sitting on the Council to take one another rather for granted. For example, although our speakers who have given lectures over the past year are invited to this dinner tonight, Council members, even if they have given lectures or led groups and no matter how much they have contributed, are expected to pay for their own dinners.\n\nAs a democratic institution, this year again we invited members of good standing to nominate members to sit on the Council. No applications have been received. I am pleased to announce, however, that all Council members, with the exception of one, are willing to offer themselves for reelection for 1998/99. Owing to other pressing commitments Peter Rull has decided he must step down. During the past year he played a major role in organising the successful trip to Wai Chau, in Guangdong Province, in November. Together with a past Council Member, Phillip Bruce, and others, Peter has also done useful preliminary work on the publication of a special edition of our Journal which will include re-printed military articles and articles about World War II. Peter informs us that he intends to continue with this project and that he is willing to help the Branch in other ways even if he no longer sits on the Council.\n\nAssisting other bodies\n\nOver the past year some of our members, especially Council members, have assisted other bodies in various ways. This has included sitting on the Antiquities Advisory Board and its committees and helping the Antiquities and Monuments Office. It has also included RAS volunteers assisting with the grading of buildings and some Council members helping to organise Heritage Year which ran successfully throughout 1997. They pointed up more outspokenly than the emollient main report the shortcomings of an out-of-touch government administering a non-English-speaking population that was only too open to misunderstandings and misconceptions (such as that taxes levied were drained off to the UK Treasury.) Interim steps should concentrate strongly on building up public confidence in the unaccustomed principles and practice of popular elected representation (the ‘political education' mentioned above.) The provisional system of regional advisory councils, coupled with departmental decentralisation and administrative co-ordination, should then lead to full local authorities in about six years. Meanwhile Tsuen Wan was indeed a unique opportunity for immediate action (the new towns to come of Tuen Mun, Sha Tin, Tai Po et al had yet to be envisaged.) These three semi-dissenters did not co-ordinate their Note with the other.\n\nDickinson has been described by one of his working party as “the least understood and worst treated member of the Cadet Service\" (the original title of Hong Kong's Administrative Branch of the HMOCS, which survived in common parlance long after the absorption into the Colonial Service of the pre-war Eastern Cadetships.) He chose to retire early for personal reasons. It is ironic that in the aftermath of the Cultural Revolution overspill, when special duties officers in the defence branch of the secretariat, the SCA and the Information Services Department became so active in devising new ways to win hearts and minds, to keep in touch with the people and to encourage the use of Chinese language, so much of what had been adumbrated in the Working Party Report re-appeared; but because the new ideas now came from well-established senior sources, they became respectable and it was to be long before they offered electoral participation in executive decisions. The SCA became the Secretariat for Home Affairs; City District Officers were created in ten urban districts, and found much to do that had not been done before; City District Committees were established in 1972; a Tsuen Wan District Advisory Board was at last set up in 1977, followed by others; in 1980 a new pattern for district administration was at last suggested, with direct elections to District Boards.         "content_text": "152\n\nOn the publishing side a bimonthly newsletter as well as a reputable annual journal, which is highly thought of in academic circles, are produced. Other publications like occasional papers consisting of such topics as write-ups of symposia, and books like Hong Kong Going and Gone (1980) and Beyond the Metropolis (1995), have been, and are being published. A number of Branch members have also published on their own account and others have been decorated by Her Majesty the Queen for heritage related work and community service. In Her 1997 Official Birthday Honours' List, four RASHKB members were awarded the MBE and another the Queen's Police Medal.\n\nIn addition to several members serving in their own capacities on Government committees, such as the Antiquities Advisory Board (AAB), a number of RASHKB volunteers have assisted the Antiquities and Monuments Office (AMO) with the grading of buildings. Also, the AMO and the RASHKB banded together to mount a four-month long exhibition, entitled Hong Kong Going and Gone, in 1995-96. The Branch has also helped the AMO by providing speakers as well as leaders of tour groups.\n\nPersonalities\n\nObviously the RAS, like most organisations, depends on people. When the Branch was first formed the then Governor, Sir John Davis (1844-48), frequently took the chair as a scholar of both literary and scientific achievement. He retired from Hong Kong a year after the Branch was established. On leaving the Colony Sir John resumed his China studies, founded a chair at Oxford University and died academically revered at 92 showing, yet again, that those interested in heritage are often a long-lived breed (Spurr 1995: 35).\n\nHe was followed by Governor Sir Samuel Bonham (1848-54) who believed the study of Chinese addled the brain, although he did allocate a room in the Supreme Court solely for the use of the RASHKB. But his successor, Governor Sir John Bowring (1854-59), when he chaired RAS meetings, always insisted on being addressed as Dr Bowring and not as \"Your Excellency\". Bowring was fluent in, or had a working knowledge or a book knowledge of upwards of 14 languages (Chambers 1969: 162). He had also spent five years as British Consul in Canton where he learned Chinese. One of his accomplishments was translating",

        "content_text": "# Appendix D\n\nThe RAS Volunteers\n\nThe main task of the RAS Volunteers is to assist the Government Antiquities and Monuments Office (AMO) by inspecting, reporting on and, if deemed worthy, grading, old, interesting Western and Chinese style buildings. Such research also often involves visits to the Public Records Office, libraries etc. to obtain further information. The results of inspection and research, by the RAS Volunteers, are finally passed to the Antiquities Advisory Board for formal recommendations for possible grading and preservation.\n\nDuring the 1998/99 year two formal meetings have been held between the Volunteers and the AMO and a visit was paid to view the Reverend Carl Smith's Card Index System.\n\nBuildings inspected and researched during the year included churches and religious buildings, military installations such as old gun emplacements, terraces and an old pawn shop in Johnston Road, Wanchai. A full programme of structures, to which visits have to be paid, lies ahead. New members, especially those with an appropriate expertise to offer, are welcome to join the Volunteers.\n\nThe RAS Volunteers are led by two experienced surveyors who are both long-time residents of Hong Kong: namely Bill Greaves and Council member Bob Horsnell. This was attended by Professor David Lung, Chairman of the Antiquities Advisory Board, Mr Alex Yip, then Executive Secretary of the Antiquities and Monuments Office, and Dr Dan Waters, Council member of the HKBRAS.\n\nLeading on from there, volunteers were invited from among HKBRAS members and from the membership of the Hong Kong Institute of Architects. The response was reasonably good and some 20 odd members, from both societies, submitted their names. The first get-together and briefing was held in May 1992, in the old Museum of History in Kowloon Park.\n\nThose present included historians, architects, surveyors, a civil engineer, lawyers, and others, many with a wealth of local experience. In addition, there were a few members who were interested and just wanted to tag along, help where they could, and learn something in the process.\n\nAt that first briefing, the Volunteers were split into four or so groups and the intention was for each group to operate independently. Assignments were provided by the Antiquities and Monuments Office and generally consisted of inspecting, surveying, researching, and writing up reports on various buildings, both Chinese and Western. Preparatory work was carried out for consideration by the Antiquities Advisory Board concerning the grading of buildings and the Volunteers made recommendations. The research frequently necessitated visits to the Public Records Office, libraries, and similar institutions.\n\nAlthough a great deal of useful work was undertaken, progress was not entirely satisfactory. With a group consisting of, say, four persons, there was sometimes difficulty in agreeing dates when all participants could meet. Then, on the agreed date, possibly there were some who did not turn up. Because of such factors, enthusiasm and numbers of Volunteers unfortunately gradually dwindled.",
