        "content_text": "PIRACY ON THE CHINA COAST\n\n77\n\nWest River, and which were stationed permanently on those rivers. These were divided into two squadrons, one for the Yangtze, and one for the West River, with a senior naval officer in charge of each squadron under the overall command of the Commander-in-Chief of British naval forces at Hong Kong. The officer in charge of the Yangtze squadron was called Rear Admiral, Yangtze. The assumption of this title seems to have aroused little comment from the Chinese, unlike the British public's reaction when the Kaiser called himself Admiral of the Atlantic a few decades later.\n\nAs old-fashioned piracy died out with the coming of steamships, a new kind designed to cope with the new conditions appeared. While some of the new pirates may have been recruited from the old, the new piracy required a knowledge of modern shipping practices unlikely to have been common among the old fishermen cum pirates. As before, however, the new-style piracy was most prevalent around Hong Kong, embarrassingly close to the headquarters of the anti-piracy forces. It was adding insult to injury when the steam launch Wo Fat Shing was pirated in Hong Kong Harbour in 1927, and $30,000 in gold bars stolen. The newspapers made great play out of such facts. Highly coloured accounts of pirate companies being established in Hong Kong along sound business lines, replete with boards of directors and so on, were common in the British and American press in the 1920's and early 30's. The rumour that some of these companies had attractive Chinese women in command added some spice to these stories.\n\nOne of the earliest cases of this new kind of piracy took place in 1874, when the Hong Kong, Canton, and Macao Steamship Company's small river steamer Spark was pirated between Canton and Macao.2 The Spark's captain, mate, purser, one fireman, and four passengers were murdered. The pirates went ashore in the ship's boats, and the engineers took refuge in the bunkers then took the ship to Macao. The Spark was only 133 tons burden, but she had over 150 passengers who had prudently taken...\n\n2 The Spark was one of the oldest steamers on the river. She had been built in New York in 1849 for Russell and Company, sent out in sections and assembled at Whampoa. She was sold to the Hong Kong, Canton, and Macao Steamship Company in 1870.",

        "content_text": "The Taipings at Ningpo\n\n21\n\nShanghae, as we consider it quite unsafe to proceed to Ningpo through the pirate fleet, though we shall be quite safe in going to Shanghae, although it will be a long and tedious journey.” The agent and his companions did make their way to Shanghai, with their silk, and were everywhere treated in a friendly manner by the Taipings. Another writer reported to the North China Herald that he had been given a pass in order to conduct trade in the environs of Ningpo, and transmitted the assurances of a Taiping officer in charge of the district through which he passed that \"he would do his best to protect traders and he hoped before long to regain the confidence of the population, and see business again restored...\"13 As it turned out this particular reporter did run into some difficulties in the course of his business trip, but in the end received “adequate apology\", and another pass to travel again later on.\n\nYet despite such a positive record, the Taiping achievement at Ningpo marks a watershed in their relations with the foreign powers. Far from viewing the Taiping occupation as an experiment to determine their governmental capacity, the British only awaited an appropriate opportunity to retake the city on behalf of the Ch'ing government. And except for the initial candidly favorable appraisals of Taiping behavior, most subsequent reports were calculated to portray a negative image of the insurgents. Thus, despite the surprise of the rapid Taiping conquest and signs of Taiping reasonableness in dealing with foreigners and their promotion of the all-important trade, it seems evident that the British very early began to make preparations for the inevitable showdown. But first they were preoccupied elsewhere. A few days after the fall of Ningpo, for example, Admiral Hope again visited the Taiping capital at Nanking where he sought a renewal of the agreement for the Taipings to respect the thirty-mile limit in the environs of Shanghai. The Taipings refused to comply, primarily because of their concern that the Ch'ing forces were using Shanghai as a base of operations in the civil war. The correspondence between the Taipings and the British on the occasion of this visit to Nanking is further evidence that the latter were simply provoking the Taipings. And although the Taipings remained anxious to avoid an armed confrontation or to give rise to any pretext for one, they still firmly sought to protect their interests with dignity.",

        "content_text": "24 \n\nSTEPHEN UHALLEY, JR. \n\nas soon as they were caught.20 A few days later, Captain Dew arrived in Ningpo and apparently impressed with General Huang's reply wrote of his satisfaction, and in his momentary spirit of good feeling toward the Taipings perhaps said too much. For example, he stated that \"Till the late acts, they (the British) had every reason to be satisfied with your (the Taipings) conduct, and you may rest assured that no breach of friendly relations shall emanate from our side.\" And since the Taiping response had been \"so satisfactory\" and tended so much \"to impress on us your wish to maintain friendly relations with the English and French,\" Captain Dew indicated that he would not insist on the demolition of the battery whence came the musket fire, but only that the guns be removed from the position. Incidentally, on the same day in a separate letter to Admiral Hope, Captain Dew noted that a \"very active trade is being carried on with the rebels in rice and fire-arms,\"22 which comment would in itself seem to be additional evidence against the contrary propaganda line which held that the Taipings were anathema to commerce.\n\nOn the very next day, April 28, 1862, there came a surprising turn of events. Captain Dew suddenly reversed himself. He now demanded of the Taipings \"an ample apology,\" insisted that the offending battery \"be immediately pulled down,\" and that all guns facing the foreign settlement be removed. Twenty-four hours were given for compliance, after which he and the French naval commander would request permission from their respective admirals to destroy the battery. Dew threatened that should the Taipings fire but one shot in return it would be considered an act of hostility, leading to measures that would probably follow with the capture of the city of Ningpo.23 \n\nConsidering the startling changed tone and the demands of this letter, it would appear that it was designed to antagonize and provoke the Taipings. One might have expected a defiant reply. Instead, on April 29, Generals Huang and Fan returned a very long letter characterized by an unusual degree of forbearance. It firmly maintained that the demands could not be complied with; otherwise the security of their position would be jeopardized. The letter pointed out all that had been done to keep relations proper and to protect trade. Without rancour it mentioned foreign transgressions against the Taipings. In the event that the foreigners should attack the Taiping positions, the generals made it clear\n\nPage 30\n\nPage 31",

        "content_text": "THE TAIPINGS AT NINGPO\n\n27\n\nwhich included the alleged declaration: “In the event of an outbreak of hostilities, every man who brings in a foreigner's head, shall receive a reward of 100 dollars, and he who kills ten foreigners, shall be raised to the rank of Ta-kwan....\"33 No explanation, naturally, is given on how this alleged speech was recorded; nor is the identity of the recorder mentioned.\n\nThere is one more piece of evidence that casts serious doubt upon the contention that the British had any intention to remain neutral in the impending conflict. A Chinese by the name of Cheng A-fu who was in the employ of the British, perhaps as a servant or interpreter of Consul Harvey, was commissioned by the British to organize an armed force of three hundred so-called \"green hats\" who could be used in an attack upon Ningpo. This information comes from an account written of the Ningpo episode by a Ch'ing official, Hsü Yao-kuang, who was an administrative officer in Chekiang,34\n\nOn the 9th of May, the Ch'ing fleet captured Chinghae, then advanced up river and laid-to directly in front of the Foreign Settlement where it made preparations for an assault on Ningpo across the river. The foreigners were informed that the attack would take place the following morning.35 Thus the British and French were aware that when the attack did take place the advancing Ch'ing fleet would necessarily draw fire from the city, and this would endanger the English and French vessels and the settlement. Had Captain Dew adhered to his pledge of neutrality on April 27, in which he had said: “you may rest assured that no breach of friendly relations shall emanate from our side,” or if he had wished to remain apart from the contest, he should certainly have withdrawn his ships from the line of fire.\n\nThe events of May 10th are the most interesting of all. On that day Captain Dew was to write to Admiral Hope that he had \"found it necessary to capture the city of Ningpo....\" Dew recorded that it all began at 10 in the morning with fire from the Taipings. Dew's assumption that the fire emanated from the Taipings is unquestioning. But did the Taipings fire the initial shot? We know now for a fact that they did not. For Cheng A-fu, the employee of the British, plotted with the pirate Apak to fire upon the foreign vessels, in order to create the impression that the Taipings had done so. Another contemporary source charged perhaps more penetratingly that the Taiping possession of Ningpo was \"peculiarly adapted\" to thwart British Minister Frederick Bruce's \"schemes for aiding and abetting\" the Ch'ing side in China's civil war. The source noted that Taiping possession of the seaport would enable them to deprive Shanghai of the greater proportion of the customs duties, which not only might now be diverted into their own exchequer, but would frustrate the object of Mr. Horatio Lay's mission to London where he was seeking to put together an Anglo-Chinese flotilla to be used against the Taipings, and \"destroy the main stay of the Imperial cause.\" The Taipings would also be able to obtain needed war munitions. Finally, they would have the opportunity to dispel \"the illusion of their being inimical to foreign trade.\" This source concluded that from \"such cogent reasons\" Admiral Hope came to agree with the Minister's views, and \"resolved on the recapture of the place by fair means or foul.\"49\n\nSmall wonder that the story of the Taiping occupation of Ningpo has received little subsequent attention in Western historical accounts of the Taiping period. When it has, it has too often been sadly distorted. It is not a happy episode to think about. But however that may be, it is an historical experience that is well worth reflection upon. It was a passing moment of history which, in a telescoped span of time, rather accurately reflected a larger contemporary story. It demonstrated that Chinese revolutionaries of the early 1860s had the capacity to achieve major objectives against a weak established government, including the conquest of much of the territory of the richest provinces in the lower Yangtze River basin and the seizure of a principal seaport. It also demonstrated that the Taipings did treat foreigners respectably well and promoted trade, which was, after all, the matter of greatest importance to foreigners. It also proved that neither the apparent military nor the civil capabilities of the revolutionaries made much difference to those key foreign officials who were determined to assist the weak established government. Finally, it showed that the intervention of foreign powers made a great deal of difference in the ultimate outcome of the civil war in China. At the most, the experience at Ningpo from December 1861 to May 1862 suggests the story in microcosm",

JAMES LEGGE\n\nOn the 2nd July of that year, I was walking out on Caine's Road in the afternoon with a friend, when we saw a steamer coming through Sulphur Channel. At first we thought it must be the mail, but it proved to be the Shannon, with Lord Elgin on board. As she steamed into the harbour, and she and the Admiral saluted each other, and the thunder of their guns reverberated along the sides of the mountain, which were then all fringed with mist, I said to my companion, \"There is the knell of the past of China. It can do nothing against these leviathans.\" And so it was. I need not try to tell you how Lord Elgin's measures were delayed in a manner that contributed much, through his prompt and magnanimous decision, to the preservation of our Indian empire. All this and his subsequent proceedings in China may be seen in brief in the memoir of his Life published during the present year. It is only when he is gone that the public at large have the means of knowing what a good and great man Lord Elgin was,—bold, prudent, far-seeing, conscientious. I hope all my hearers, if they have not already read, will soon take the opportunity to read, that memoir, and especially the chapters relating to his two missions to China.\n\nThe Government at home was equal to the exigencies of the occasion as well as Lord Elgin. Fresh troops were sent out. He went to Calcutta, but was back from it in September. The war at Canton was brought to an end by the capture of the city on the 29th of that month, and Yeh was taken prisoner a few days after. The surprise and disgust of the Chinese in general were great, because he did not seal his loyalty to the dragon throne by at once committing suicide.\n\nIn January, 1858, I made a visit to Canton, and had the satisfaction of walking all over it, and on a Sunday opened the first house, that was set apart in it to that purpose, for the preaching of the gospel. My sermon was followed by one from a relative of the T'ae-ping king, who came subsequently to be well known himself at Nanking as the Shield King. Poor man! He had been connected with the London Mission here for several years, and was the most genial and versatile Chinese I have ever known, and of whom I can never think but with esteem and regret. Had he taken my advice, he would have remained quietly in Hongkong as a preacher, and might have been living with his head on him to the present day.",

Librarian's report, printed on page 11 of this issue, the most important accession during the year was the collection of nineteenth century bills of lading formed by Rear-Admiral M.A. McMullen, C.B., O.B.E., R.N. (Rtd.),* The bills are for various consignments to and from China ports, and there is a brief description of the collection on p. 37 of the printed catalogue of the Library of the Branch. A calendar with index has been prepared by the Hon. Librarian.\n\n*This was obtained as a gift for the Branch through the offices of Dr. J. R. Jones, Past President of the Branch. The following text of his letter to Mr. Rydings, our Hon. Librarian, explains how this came about:\n\nH. A. They include Bills of Lading from Jardine Matheson and Company Limited and their predecessors, Magniac and Company and Augustine Heard and Company and others trading in Canton and later in Hong Kong.\n\nThey were owned by Admiral McMullen who wished to find a suitable home for them and I considered that they were of great interest historically and otherwise, and of special interest to Hong Kong, and I have accepted them in the name of the Royal Asiatic Society.         "content_text": "14\n\n48\n\nto have been a more junior soldier such as a drill or colour havildar who would have been ordered to hoist the flag. At the moment it is not possible therefore to say whether Mohammed Arab hoisted the Union Jack on Hong Kong or not, but what is undeniable is that by his death in 1878 Hong Kong had prospered and grown in importance to such an extent that he and the wider community in the colony considered that whoever had hoisted the flag that day had done something of interest to posterity. If it had been Mohammed Arab, it would have been a foretaste of the multiracial legacies that colonialism would leave to the island.\n\n49\n\n50\n\nThe other candidate for the honour of hoisting the flag is a far more conventional one. In his guide to Hong Kong of 1893, William Legge wrote: 'In January [1841] . . . the British Ensign was hoisted on Possession Point . . . by midshipman Dowell (now Admiral Sir William Dowell KCB)'. William Montagu Dowell was born on 2 August 1825 and was made a lieutenant in the Royal Navy in 1847, rising to be vice-admiral in 1880 and admiral in 1885. In January 1841 he would have been fifteen, so it is possible that he could have been a midshipman at that date and could have been among the group landing on Hong Kong to hoist the flag. More important than whether Dowell raised the flag or not is the fact that the author wished to associate a famous person with the act. William Dowell had been involved in the Second China War of 1857, he was at Shimoneseki in Japan in 1864 and he returned to the Far East as commander-in-chief of the navy in China between January 1884 and September 1885; his naval career had also included spells at the Cape of Good Hope, on the West coast of Africa and on the Egyptian expedition of 1882. By claiming an admiral and a knight as the perpetrator of the deed, the author may have been expressing a desire that Hong Kong's rise in importance should be seen to be mirroring that of Dowell.\n\n51\n\n52\n\nIt is extraordinary that historians have paid so little attention to the acquisition of Hong Kong and that so little effort has been expended in trying to establish the manner in which Hong Kong came to be possessed by the British, and contemporary reactions to that possession. Such omissions might perhaps have been more understandable had Hong Kong at this stage only been thought of as a temporary possession. But by the 1870s it was clear that Hong Kong had become a permanent and financially successful part of the Empire, and certainly by the twentieth century it could have been expected that there would have been considerable interest in constructing a colonial history.         "content_text": "305\n\nWilson decided that the only option open to them for survival lay in a group taking one of the Norna's boats and attempting to reach civilization. A rescue party could then be arranged to retrieve the others.\n\nWilson himself led the party, taking with him his family, four Europeans, and two lascars. On the 17th April they set out in one of the Norna's open boats for Guam and arrived there seven days later. A small rescue party was organised but was driven back after encountering a severe storm and running short of supplies.\n\nWilson and his party then left Guam for Manila in a Spanish Trader and from there sailed to Hong Kong. When they arrived in Hong Kong in July, Captain Wilson reported the loss of his ship to Dent & Co. who in turn relayed the situation to the naval authorities.\n\nOn the 18th August 1861, Admiral Hope despatched the auxiliary paddle steamer HMS Pioneer from the colony to bring back the remainder of the Norna's crew. The Pioneer arrived at St Augustine on the 22nd September only to find the island deserted, save for a message left behind in a glass bottle attached to a tree. Nailed to the tree above the bottle was the Norna's wooden nameboard.\n\nThe letter stated that the crew had left the island on 19th August in one of the Norna's patched-up long boats because their provisions were long exhausted, there was little water and there were now no coconuts, turtle or wild fowl left on the island. They went on to say that they intended to make for Palau in their frail craft, 1,200 miles to the west.\n\nHMS Pioneer arrived back in Hong Kong on the 19th October and reported her findings to Admiral Hope. He promptly ordered another paddle steamer, HMS Sphinx, to be prepared and sail back into the Western Pacific, with explicit instructions to make a thorough search of the Caroline Islands,\n\nHope's written orders to Sphinx's captain, Cmdr Brown, included the route he was to follow, the contacts from whom he might get assistance in the Philippines and the charts he should take with him. On the 4th December 1861, HMS Sphinx sailed through Lei Yue Mun and headed for Manila. From there the Sphinx passed through",

The Manchus were related to the central Asian group speaking a language akin to Mongol who settled in Manchuria many centuries earlier. They were usually referred to by Europeans as Tatars.\n\n2. Lach garrison town, including Chapu, contained a Tatar walled city separate from the Chinese city.\n\nIn 1840 HMS bug Algerine paid a flying visit to Chapu and was fired upon from some batteries near the town. During the attack on Chapu in 1842, these batteries were quickly put out of action by the Royal Navy.\n\n4. Under command of Vice-Admiral Sir William Parker.\n\n*The Westmorland Regiment was granted the China Dragon superscribed “China” for service during the China War of 1840-42.\n\n*The Nemesis was the first iron steamer to round the Cape of Good Hope. She was never commissioned as one of HM's vessels of war, yet was generally commanded by Royal Navy officers. She was of the greatest use throughout the First China War and after the Treaty of Nanking returned to Bombay.\n\nA joss-house is the Victorian name for a Chinese temple or shrine, the house where the joss (god, from the Portuguese \"Deos\") was situated. From contemporary sketches and descriptions, the joss house in question would appear to have been a medium-sized Buddhist establishment, and although there were no references to priests, monks, or nuns, it had residential accommodation in addition to the usual altar halls.\n\nLung Fu was a company commander, Iso-ling (grade 4a), of one of the Eight Manchu Banners.\n\n*Parker, L. II. He was banished for disobedience in 1841 but recalled and appointed acting assistant military lieutenant-governor at Chapu in early 1842, his predecessor having died of wounds during the British attack. Chapu was still occupied by the British, and I-li-pu had to remain in Hangchou, where he received orders to move to Soochou as it was understood that he was respected by the British, and the Court wished him to be on hand to carry out negotiations.",

        "content_text": "286\n\narms Force, and at about this time Ward was strongly praised by Hope,1 the British Admiral who appealed for a large expansion to Ward's force. The eventual force of about 8,000, under a number of foreign officers and several Chinese was, after several very successful battles, named by imperial decree the \"Ever Victorious Army [Ch'ang-sheng Chün].” It was under the overall command of the Governor of Kiangsu province. He was awarded the fourth rank button with peacock feather, though he has also been said to have received the higher imperial award of the Yellow Riding Jacket. At about this time Ward married the daughter of his Shanghai Chinese merchant-patron, Yang Fang. Referred to as Major Ward or General Ward, his rank was immaterial. He was the commander and, in Chinese terminology, commanders in action of forces larger than company level, that is over about one hundred men, were referred to as Chiang-chün, a term translated into English as General.\n\nHe died in Ningpo in September 1862 having been mortally wounded in action at nearby Tz'u-ch'i while reconnoitring by himself and having asked to be buried in the court of the Confucian Temple at Sungkiang, his unthinkable request was granted. He was succeeded for a short time first by another American, Burgevine [of whom more later], and then temporarily by Captain Holland before being finally replaced by Charles Gordon, a British officer in the Royal Engineers. The latter was generally credited by foreigners with the eventual defeat of the Taiping forces. In reality, by the time of Ward's death the corner had already been turned by the much larger Imperial forces under Li Hung-chang, supported by the Ever Victorious Army and other similar small units of foreign led Chinese, and within a short time they, together with British [a brigade of some two and a half thousand men under Brigadier-General Charles Staveley] and French forces, had the Taiping in retreat. Harry Franck, the American traveller of the 1920s, explained probably quite accurately that \"Gordon did the least of the work and won most of the credit for the 'Ever Victorious Army'.\"\n\nFranck retold a legend that \"Ward had planned, in case the Trent affair [during the US civil war] resulted in war with England, to seize British warships and merchantmen in Chinese waters. He had converted his large possessions into cash and negotiable securities, which disappeared when he was killed. An English officer last seen with him was accused of the theft, and there were long proceedings in the U.S. Consular Court in Shanghai.”",

One of the last to escape the invading Japanese, he reported the retreat along the Malay Peninsula and the last stand and surrender of the British garrison in Singapore on 15 February, 1942.\n\nAfter Singapore, Mr. Morrison went to Java before following the campaigns in the South West Pacific under General MacArthur, and later in Southeast Asia under Admiral Mountbatten.\n\nMr. Morrison was a courageous correspondent who never thought twice about entering a dangerous situation to get a good story. During the Second World War he spent a lot of time reporting from the front and shared the soldiers' life in the jungle. He regularly hitch-hiked on Australian or American army transport planes in order to follow the action and provide authentic accounts of the fighting with the Japanese. He often came close to death. In late November 1942 he was slightly injured during an air raid on the Buna front in Papua, and in December 1943 he was involved in a plane crash which resulted in head wounds and fractured vertebrae. This is how he telegraphed the paper:\n\n'Regret involved in airplane accident enroute obtain eyewitness operational full stop hospitalised injuries seriouser than yestertime hope recover soon Dickson Brown newschronicler kindly consented cover next three days thereafter Curthoys sorry disappoint you good story - Morrison'\n\nHis injuries on that occasion kept him out of action until July 1944, when he returned to cover the South East Area Command. He was not out of trouble for long. On 10 December 1945, while reporting from Batavia (now Jakarta) covering a local campaign he was again wounded and cabled the paper:\n\n'Left hospital today.         "content_text": "108\n\nA total of five officers and thirty men were saved, and eighteen lives were lost.\n\nThe commanding officer of H.M.S/M POSEIDON was found to have been in error by improperly starboarding his helm when he should have maintained his course and speed under Collision Regulations.\n\nBased at Wei-Hai-Wei, through the summer until the latter part of August HERMES exercised regularly with other units of the fleet.\n\nMeanwhile in England the difficult financial situation, largely brought on by the effects of the Great Depression, had deteriorated further. The Labour government of Ramsay MacDonald had been unable to cope with the rapidly rising numbers of unemployed and in August had resigned. From 25th August MacDonald had continued as prime minister, but now as head of a coalition administration consisting of Labour, Conservative and Liberal members.\n\nOne measure of financial stringency which was adopted was to reduce the pay of civil servants and of members of H.M. Forces. Unfortunately in the Royal Navy the matter was badly handled by the Admiralty, and to a lesser extent by senior officers of the Atlantic Fleet. In addition political agitation had occurred, and elements of the press had not been of much assistance in calming the situation, rather the opposite in fact.
