        "content_text": "Journal of the Royal Asiatic Society Hong Kong Branch\n\nORASHKB and author\n\nVol. 1 (1961)\n\nISSN 1991-7295\n\nBesides the Governor and Shortrede, the first office-bearers included Major-General D'Aguilar, Peter Young the Colonial Surgeon, Mercer the Colonial Treasurer, John Bowring the Younger (of Jardines); and also Thomas Wade, the celebrated interpreter and Envoy to China, who later became famous as inventor of the Wade System of romanization of Chinese still in general use today, and, as Sir Thomas, was to become President of the Society in London in 1887.\n\nIn his Inaugural Address as President, Sir John Davis stressed the importance of directing the Society's attention to practical projects and to natural history, geology and botany, as well as to literary pursuits, and suggested that he could get the sanction of the Colonial Office to the grant of a moderate piece of ground for a Botanical Garden. Sir John left the Colony in 1848; but, as the result of a stirring appeal by Mr. G. Gutzlaff, the missionary, at a meeting of the Society in August 1848, the project was approved, although it was not carried into effect until the governorship of Sir John Bowring (the younger John Bowring's father), and then the Garden was placed under Government control and not under that of the Society.\n\nDuring the twelve years of its life, the Society was dogged to some extent by the personal animosities prevalent in Hong Kong in the early days; but it flourished under the inspiration of Sir John Davis, and also for a time under Sir John Bowring, who enjoyed a European reputation as a scholar—as President he preferred to be called Dr. Bowring—and who animated the Society with his personal influence and by his contributions to its discussions. The Society had no permanent home of its own, but in 1849 it was granted by Sir S. G. Bonham a room in the Supreme Court building. It published six volumes of Transactions, the first in 1847 and the last in 1859.\n\nWith the departure of Sir John Bowring in May 1859 and the death in the September following of the Branch's devoted Secretary—Dr. W. A. Harland, M.D.—the Society collapsed. The efforts of Dr. James Legge, as well as those of Sir Hercules Robinson, the new Governor, as President, of the Bishop of Victoria and of the Acting Chief Justice as Vice-Presidents and of Harry (later Sir Harry) S. Parkes were of no avail.\n\nThe collapse of the Society came at an unfortunate time and deprived it of the prestige and momentum which it would have gained from the work of some of its famous members. Legge was on the eve of publishing his famous translation of the Chinese Classics, which could be printed and distributed only through the generosity of Joseph Jardine, and his successor Sir Robert Jardine, and of John Dent, the heads of the two largest merchant houses in the Colony. A little later, in 1865, T. W. Kingsmill had to resort to the aid of the Shanghai Branch for the publication of his studies on the geology of Hong Kong.",

The books had suffered a good deal in being constantly moved about, the number was now 3800, all of them dilapidated and 3000 were considered worth rebinding. This would cost about $3,000 but the Society had no money for this work. A despatch dated 29 December, 1863 from the acting Governor, W. T. Mercer to the Colonial Secretary quoted the Morrison Education Society's circular and asked for action.1 \n\nA City Hall containing a Library and a Museum was eventually built on the site now occupied by the Bank of China and the Hong Kong & Shanghai Banking Corporation in Queen's Road Central and adjoining Statue Square. It was opened by the Duke of Edinburgh on the 2 November, 1869 and during his tour of the building His Grace visited both the Library and the Museum. \n\nA printed catalogue of the Morrison Library was issued in 1873 by the City Hall Committee. It contains 1666 entries arranged in alphabetical order of authors or titles, editor, translator, etc., where the author is not known, only eight of which I have been able to identify as belonging formerly to the Royal Asiatic Society. The books are classified, single letters indicating the following groups :- \n\nA History. Peerages, &c. B Biographies and memoirs. C Geography including works on various countries. Travels, Voyages and Adventures, \n\nD Natural History: Ornithology. E Botany. \n\nF Atlas Gazetteers, Meteorology, Guidebooks, Geology, Metallurgy and Mineralogy. Topography. \n\nG Mechanics. \n\nH Encyclopaedias, \n\nI Commercial Statistics. International Law, Jurisprudence, \n\nJ Complete Works. K Astronomy. \n\nL Chemistry. Optics. \n\nM Mathematics. \n\nN Painting, Music. Science and Art, \n\nO Medicine and Surgery. \n\nP Biblical works. \n\nQ Oriental Societies. Journals. R Classics. Dictionaries. \n\nS Novels. \n\nT Drama and poetry. \n\nU Periodical works. Directories. V Divinity. Law, Treaties and Conventions. W Miscellaneous works. \n\nA stocktaking was made in 1956 and of the 1666 titles there are now 1233 remaining (2748 volumes out of 3583). Some volumes were removed during the Japanese occupation of Hong Kong and were not subsequently recovered. The condition of the books is poor.         "content_text": "148\n\nNOTES AND QUERIES\n\nabandoned, broken-down, and over-grown with trees and scrub, probably because it lies in a more remote and less populous part of Lantau, so that there would be no use for it after the garrison left.\n\nAn interesting feature of the Tung Chung fort is the presence of six old muzzle-loading cannons on its walls, each fixed to a cement base. (There are now none at Fan Lau). How these were preserved at Tung Chung is told in the following extract from the 1918 Administrative Report of the District Officer, South:\n\nMiscellaneous Receipts show an increase of $5,000 odd, due to the sale of old cannon for $5,265 which had previously remained neglected in the district. In this connection, it may be noted that any specimens of interest were retained, and that six guns were selected for mounting upon the wall of the old Yamen — the present Police Station — at Tung Chung, Lantau. So the guns at Tung Chung may not always have been there, but may have come from elsewhere, some perhaps from Fan Lau.\n\nThe cannons vary in weight from 1,000 to 2,000 catties, i.e. between 12 and 24 cwts., and are quite large. An interesting comparison is the Ming cannon dredged from Kai Tak Bay in 1956 during the construction of the new runway, which weighs 500 catties and is now mounted outside the Colonial Secretariat. All six pieces carry inscriptions, of which only four are now legible. A typical description reads as follows (though there is room for dispute as to the precise translation):\n\nCannon; weight - 2,000 catties (23-8 cwts.) YIK, Border Pacification General by Imperial Appointment. CHAI, Minister of Constant Support, Junior Guardian of the Heir Apparent and Viceroy of Kwangtung and Kwangsi.\n\nLEUNG, Assistant Minister of Defence and Governor of Kwangtung.\n\nLAU, Acting Prefect of Fat Shan Prefecture.\n\nCHEONG, Hoi Fung District Magistrate, on Reserve, supervised its manufacture in the 21st year of Reign of To Kwong, 10th Moon (1842)\n\nby Cannon Artisans LI, CHAN & FOK.",

        "content_text": "BOOK REVIEWS\n\ndoing of proper things at the proper time.\n\n149\n\nOn the lighter side, and perhaps this is the main intention of the author, we are treated to a series of ‘delights'. A liberal dose of humour is always injected into each and every chapter. The author recollects, for example, and perhaps not without some pleasure, in Nigeria, how, one morning, the train in which he was travelling suddenly stopped in the dead of nowhere so that he, then acting-Governor, could have a leisurely breakfast without being jostled about. In the same breath, we can say that the book is very 'domestic'. The description of family life, in very pleasant and readable prose, is ever-present. We are privileged to know how Mrs. Grantham goes about re-decorating residences, how they loved and adored their cats and dogs but inevitably always have to part with them; and how they adored flowers and plants and how one species, found in Hong Kong, was named Camellia Granthamiana. Such pleasant reminiscences, which are very seldom found in other books, would greatly interest the reader, I trust.\n\nUniversity of Hong Kong\n\nWILLIAM WAUNG\n\nSEALS OF CHINESE PAINTERS AND COLLECTORS OF THE MING AND CH'ING PERIOD, Victoria Contag and Wang Chi-ch'ien. HK$200.00.\n\nThe re-issuance of this valuable and useful work in a revised and supplemented edition is a welcome event, if not to a very large public, at least to a growing number of appreciative individuals with more than passing interest in Chinese seals and painting. The original 1940 edition which contained upwards of 9,000 seal facsimiles, taken from authentic paintings in China by means of a finger-print camera, has for long been generally unavailable except for occasional rare copies at prohibitive prices. This edition adds a supplement containing many new seals copied from American private and public collections as well as additional information gathered in the intervening three decades.\n\nThe title is somewhat misleading, though in an easily forgivable way, for while the bulk of reproduced seals are from the Ming and Ch'ing dynasties, there are also included a number from the Sung and Yuan periods as well.",

        "content_text": "NOTES AND QUERIES \n\n157 \n\nThe only study of the question which has any pretence to authority is that by Sayer in his work on the first 20 years of Hong Kong under British rule. In that study he makes use of various contemporary descriptions and accounts to fix the site of the first building to which the name 'Government House' has been given on the location of the Victoria District Court at the top of the present Battery Path. Though I do not contest that the site was so used for a period, it would appear that Sayer's conclusion is at variance with other contemporary material which should have been available to him. The problem stems partly from a failure to distinguish between the offices where the Governor performed his official functions and the residences where he lived. When Sir Henry Pottinger, the first Governor, arrived in 1841, he spent one night in a tent. When he returned to Hong Kong after the successful conclusion of the war against China, he lived in a number of houses, though there is positive evidence only about one of them. Though visual evidence from drawings of Hong Kong suggest that he may have resided in a house in the possession of Major Caine, the Chief Magistrate, there is no documentary evidence of the fact and I am not concerned with it; if he did so reside, he must have done so gratuitously, for the Government Accounts of the period do not record any rent payments which might be attributed to this.\n\nSayer is able to state confidently that \"the first Government House has disappeared without trace” as a preamble to his attempt to re-trace it. The Canton Press of January 1842 reported that “a public office to serve as a temporary residence for the head of the Government\" had just been finished. The same newspaper shortly after this referred to this building as \"Government House,\" but added that it had changed its name to the \"Record Office\" since \"the late Acting Governor has been metamorphosed into a Lieut.-Governor.\" The reference is to A. R. Johnston, who administered Hong Kong during Pottinger's absences from the Colony. Sayer concludes from this that the building referred to by the newspaper must have been the house undeniably built by Johnston at the top of Battery Path. He further supports this by pointing out that, on Collinson's Map of 1844, Johnston's House is marked 'Government House.' Lest, however, this should seem to answer the question beyond further argument, I have a few observations to offer.\n\nAs early as the end of 1841, Johnston was writing letters dated 'Government Hill' and there is no doubt that this was the",

        "content_text": "J\n\nHONG KONG CADETS, 1862 - 1941\n\n45\n\nThe recruitment of cadets changed the nature of administration in early colonial Hong Kong. The cadets were professionals, unlike the earlier officials who were a mixed lot from variegated backgrounds. They spent their working lives—20 to 30 years on average—in one or other of the Eastern colonies, for some of course transferred from, or to, Hong Kong. Since their profession was administration, and the government of Hong Kong was mainly a matter in those days of running a municipality—between 1886 and 1939 only four new departments were established, the District Office New Territories after 1899, the Kowloon-Canton Railway in 1906, and air services and broadcasting in 1929—they soon introduced routines and procedures, organised the files, and set the administrative machine into grooves, along which it ran, on the whole, smoothly and uneventfully for many years. Several governors evinced surprise at the little work they were called upon to do, for ways of doing things had soon become fixed and immutable, and colonial officials were reluctant to change well-tried methods. Sir George Bowen, Governor 1883-1885, declared that the routine and absolutely necessary work of Hong Kong administration \"seemed to me from the first to be much lighter than that of any Crown Colony which I had previously governed\";40 and Sir Frederick Lugard, Governor 1907-1912, of the same opinion, was amused by the bland efficiency and meticulousness of his able Colonial Secretary, Francis May. In Lugard's day, as Margery Perham writes, the officials \"were certainly efficient; the place was small and administration was conducted according to a system which had been seventy years in the making\". Of course, before 1941, most of the problems dealt with by administrators in Hong Kong tended to be workaday ones, and dramatic solutions were hardly called for until the post-1945 period, when massive immigration changed the face of things.\n\nWith regard to administration, then, Sir Hercules Robinson's scheme had worked. It also produced results in another respect, interpretation. Eitel wrote in 1878: \"There are now very few departments where there is not someone who can read a Chinese petition for himself and efficiently check the oral interpretation of the native clerks acting as interpreter. The Coroner's Courts, the Registration Office, and Chinese Protectorate, even the Colonial Secretary's Office, are well provided with a sufficient check on...",

        "content_text": "HONG KONG CADETS, 1862 - 1941\n\n47\n\nrelieved by H. E. Wodehouse until January 1890, resuming duties until June, when Wodehouse again acted until the end of the year. Mitchell-Innes was then appointed Treasurer on January 1, 1891, and in 1893 defalcations were discovered in the Treasury. During Mitchell-Innes' term of office, F. H. May acted for him during a six months' leave of absence. Throughout this period 1888-1892, one Alves, first Clerk in the Treasury, had been systematically embezzling crown rents paid to him as shroff for the Department. Alves was sentenced to six years imprisonment with hard labour. It seems that he had been, like many others, caught up in a tide of building speculation, and had lost most of the stolen money, amounting to $67,817, a large sum in those days.46\n\nThe fact that the defalcations occurred in the Treasury and went unnoticed by several heads of department - Lister, Wodehouse, May and Mitchell-Innes - caused a great stir in Government and in the Colony. Lister had died in 1890, and before he died he had been given a bond of $10,000 for the faithful discharge of his duties, so that only Wodehouse, May and Mitchell-Innes were called upon by Sir William Robinson, the Governor, to show cause why they should not be held pecuniarily responsible for the sums embezzled by Alves. Each of the officials replied in his own way and attempted, naturally, to exculpate himself. The Governor mildly censured Wodehouse and May but concluded that Mitchell-Innes had continuously neglected the duties of his office, especially as his was a substantive post but theirs had been merely acting posts in addition to their regular duties in other departments. A confidential despatch was sent to the Secretary of State, the Marquis of Ripon, setting out the facts of the case. Ripon replied that 'the officer to whom the heaviest amount of blame must be attributed is unquestionably Mr. Mitchell-Innes, and I regret to observe that he has not improved his position by the tone and temper of his defence'. Ripon concluded: 'I must mark my sense of his shortcomings, by directing that, as a condition of his remaining in the public service, he be required to pay into the Colonial Treasury a fine of $1,000... and that as he has not justified his selection for the headship of a department in Hong Kong, it will be necessary for me to arrange, if possible, his transfer to another Colony. But such transfer will not mean a promotion, but I trust that...",

        "content_text": "50\n\nH. J. LETHBRIDGE\n\nSuperintendent of Prisons. In the 1920s a larger number of cadets were recruited—22 in all—but the number dropped to 12 in the 1930s. Three more were appointed in 1941, just before the Japanese occupation.\n\nThis increase, particularly in the 1920s, must be related to a general expansion of services and a growth in the functions undertaken by government, and to the near cessation of recruitment during the war years 1914–18. In 1901, the total number of employees in all grades of the government service was 715; and in 1938 the figure was 2,886.55 Another trend, which was to radically reshape the cadet service after the 1939–45 war and change its composition, was a growing demand for the appointment of local people to more senior posts. In the 1935 budget debate the Acting Colonial Secretary, echoing the views of the Governor, Sir Andrew Caldecott, declared that the ‘Government has fully and frankly accepted the policy of replacing wherever possible European by Asiatic employees’.56 But the pace of localisation was exceedingly slow and the policy was hardly implemented, outside the Medical and Health Department, before the Governorship of Sir Alexander Grantham, 1947–1957.\n\nColonial officials have been caricatured as stiff, arrogant and snobbish, bemused by questions of precedence and protocol.57 They have been accused by Americans in particular of ‘spirited amateurism towards administration and technological illiteracy in relation to the problems of economic development’.58 But these characteristics in a milder form are a reflection of the values held by the English upper middle class, from whom the cadets were recruited. The cadets did not suffer a sea change on their way out by P. and O. to Hong Kong. They were gentlemen trained in the ideology of the pre-war English public schools and older residential universities. In Hong Kong they went on launch picnics; they swam, played polo, golf and tennis, walked in the New Territories, and played bridge in the evenings. A substantial number, however, did not allow their curiosity and intelligence to slumber in a sub-tropical climate: they wrote books and scholarly articles about the East. And one cadet—Geoffrey Sayer, an historian of early Hong Kong—claims that the bridge between East and West has been bridged ‘in so far as it has been bridged, by \"linguist\", \"comprador\", \"missionary\", \"interpreter\", and \"cadet\"’.59",

Then came the close of the war in America, which had produced a feverish activity in the cotton market, ultimately disastrous to many. There followed, in 1866, the commercial disasters consequent on the fall of Overend and Gurney, and the panic at home, with the crashing of banks and the downfall of Houses which had been supposed to be firm as the foundations of the mountain behind us. It was a time of trouble and darkness. Sir Hercules came to the Colony when the tide was rising, and he had it at the flood for the greater part of his time. There remains the Robinson Road to perpetuate his name. When he went away, Mr. Mercer took his place as acting governor, an able man and accomplished, who would have done better for himself had he ventured to assume more responsibility. Then came Sir Richard MacDonnell to the helm at a time of great difficulty; but here I must bring my reminiscences of Hongkong to a close. The events of Sir Richard's incumbency are fresh in the memory of most of you, fresher, indeed, than in my own, for I was absent from the Colony during his administration for three whole years. As regards Tientsin and Shanghai, whoever manages all the business ought to copy the practice of the provinces in sending separate reports, and through these great officials keep the Tsungli Yamen regularly informed in order to avoid discrepancies. As regards Kirin and Heilungkiang, Russians have in the past crossed our boundaries and occupied our territory. Successive military governors have concealed this information and not reported it with the result that after a lapse of time we can no longer prevent it. We wish to request that instructions be sent to these military governors truthfully to report on the situation along the frontiers and not allow them to gloss over the facts in the slightest.\n\nFor matters involving China and foreign countries everything must be reported monthly to the Tsungli office for examination. Furthermore, in the particular port of Tientsin, in future trade will only be in the import of goods and there will be no large-scale export of goods. If, after a certain length of time, trade does not prosper the foreigners will decide to leave in disappointment. We propose that when the right time comes the situation should be reviewed in case we can abolish the trade superintendency and so discharge redundant officials.\n\n3. As regards the customs revenue of the newly added ports, we request that separate instructions be sent to the provinces that they choose upright and honest local officials and put them in charge in order to increase the revenue. We observe that hitherto in levying duties on foreign commodities the practice was that the full amount should be remitted to the capital. The customs officials looked on this as a source of self-enrichment. Embezzlement and smuggling and a hundred malpractices flourished, and were a great hindrance in the collection of customs revenue. Lockhart had received the administration of a territory that could never be a great financial success.\n\nExcept for two periods of leave, in 1909 and 1918, and short absences from the Territory, such as ceremonial visits to the Chinese Governor of Shangtung at Tsinan, Lockhart was continuously in charge for nearly nineteen years. Weihaiwei was an extremely healthy place, free of malaria, with a climate like that of a northern European country and Lockhart was able to indulge in the recreations he loved most. He rode nearly every day or played a round of golf on the mainland on Yuan Shih-k'ai's parade ground. The dedication to Lockhart of Johnston's book, Lion and Dragon in Northern China, reads: 'In memory of two moonlit nights at Lutao-k'uo, five frosty mornings at Pei-K'uo Temple and a hundred breezy gallops over the hills and sands of Weihaiwei.'\n\nIn 1904, Johnston, then Acting Assistant Colonial Secretary at Hong Kong, had been appointed to Weihaiwei and the two men, who had worked together previously in Hong Kong, soon became close friends. In 1919 Johnston accepted an appointment as tutor to the ex-Emperor of China, P'ü-i,37 and Lockhart in his report for that year spoke of the 'great loss to the service. He had served uninterruptedly in Weihaiwei since 1904 and had proved himself an officer of exceptional administrative capacity, his intimate knowledge of the Chinese, their customs, and their language having won for him a high place in the esteem of the native population with which his duties brought him into such intimate contact.'38 They were both Scots but their friendship, it would seem, was based not on tribalism but on a mutual admiration for Chinese civilisation.\n\nLockhart left Weihaiwei on 23 April, 1921, on H.M. Ship Cairo, a passage having been placed at his disposal by the Commander-in-Chief, China Station. His popularity with all classes of the Chinese population 'was evidenced by the erection of two \"Pei\" (commemorative tablets) in his honour and the presentation of numerous addresses and scrolls, two \"myriad name\" umbrellas, one dress of \"myriad name robes\" and a bowl of pure water (the symbol of purity of administration).'39\n\nLockhart had been popular mainly because he understood the Chinese and left them alone. LACK \n\nAt the first intimation of the storm all local craft sought shelter where they could, there was thus a shortage of craft in the harbour available for working ships, and he thought that if ample additional accommodation were provided, preferably on the west side of the harbour, the shipping of the port would be relieved of much of the inconvenience and loss which the present conditions give rise to at such times. \n\nThe official response to this resolution was given by the acting Colonial Secretary who said that the Government was fully aware of the need for new accommodation such as was indicated in the resolution, only lack of funds had been the difficulty hitherto, but steps had now been taken to obtain definite plans for the construction of a harbour of refuge at the west end of the harbour. This was greeted with applause, as was his further statement that the Government had no objection to passing the resolution. \n\nHowever, the subject was not mentioned again in the Legislative Council until the following September, when the Finance Committee was advised it was regretted it had not been possible to include any sum for the construction of a harbour of refuge in the Estimates of Expenditure for the coming year. The matter had received consideration but owing to the large requirements of other works it had not been found possible to include it. \n\nThus 1904 passed without action on the proposed shelter and most of 1905 also, but late in that year things did begin to move. Sir Mathew Nathan*, the Governor at that time, delivered a very long speech to the Legislative Council which gave an estimate of the Colony's probable financial position on 31st December, 1905, in which he listed a large number of projects intended to be embarked upon. Amongst these he referred to the provision of a typhoon shelter for the increasing number of junks which had now prematurely to leave their work to ensure not being shut out of the limited accommodation in Causeway Bay. That reference to the proposed shelter was welcomed by Honourable Members at a subsequent meeting. However, by the early part of 1906 it was clear that the proposed typhoon shelter was likely to remain among the projects to be embarked upon \"only when the financial situation of the Colony allowed it.\" \n\n*1862-1939, Governor of Hong Kong 1904-1907.",

        "content_text": "NOTES AND QUERIES\n\nWILLIAM THOMAS MERCER (1822-1879):\n\nHONG KONG'S POET LAUREATE?\n\n151\n\nHong Kong, a city dedicated principally to the acquisition of wealth, has produced few, if any, English writers of quality. But it did provide a home for over twenty years for a poetaster deserving of a niche in D.B. Wyndham Lewis's anthology of bad verse, The Stuffed Owl? This colonial versifier was William Thomas Mercer, who arrived in Hong Kong in 1844 as Private Secretary to his uncle, Sir John Davis, Governor of Hong Kong, became Colonial Secretary in 1854 and remained thereafter the chief executive officer of the Colony until retirement on pension in 1867, being then only forty-five years of age.3\n\n4\n\nIn 1869 Mercer appeared on the London literary scene as the author of Under the Peak; or, Jottings in Verse, written during a lengthened residence in the Colony of Hong Kong. This book, an octavo volume of 305 pages, was published in London by John Camden Hotten of 15lb Piccadilly. That Hotten published Mercer's innocuous poems is surprising. That Mercer should have entrusted his precious verses to such a man is even more startling. Hotten, a speculative and disreputable publisher, in 1866 took over the publication of Swinburne's Poems and Ballads after the original publisher, Moxon, had withdrawn, frightened by the clamour that arose over Swinburne's 'fleshly' poems. Hotten, who died in 1873 of 'a surfeit of pork chops', was in his day a notorious publisher of erotica and facetiae. His list included not only Swinburne and, in 1869, the 'unfleshly' Mercer, but such works as Aphrodisiacs and Anti-Aphrodisiacs and A Discourse on the Worship of Priapus. Mercer, who was described by Sir Richard Macdonnell as 'a gentlemanly, scholarly person', was in Hotten's list keeping decidedly curious company.\n\n5\n\nIt seems likely, however, that Mercer paid for the cost of publication of Under the Peak, for Hotten was a shrewd businessman and not likely to invest his own money in such a humdrum and tame book. Mercer had, in fact, done this before. In 1867, soon after his return from Hong Kong, he had put out at his own expense Addresses presented to W.T.M., recently Acting Governor of Hong Kong; with services, testimonials, etc., a eulogistic volume prompted by pique at failure to obtain a colonial governorship.",

Sir John ranks high among the Colonial Governors of England.\" And a Grand Cross of Kalakaua was later conferred on him.\n\nHong Kong Chinese merchants who traded with the people in Hawaii came to call on the King, and told him that their countrymen in his Kingdom appreciated the opportunities in the islands and were loyal to the Hawaiian government.\n\nAt the last State banquet in Hong Kong, as Armstrong reported, \"the lifeless air and heavy food made the King drowsy. The numerous receptions and late hours had deprived the King of sleep. His eyelids dropped . . . The Governor's wife was seated on the King's right, and I was seated next to her. I feared a nasal explosion if the King's doze should deepen, and devised ways of preventing it. It was a case of emergency. I whispered to the Governor's wife what my fears were, and asked her aid in preventing a loss of royal dignity. There must be a proper diagnosis of cases according to western medical practice and careful and accurate mortality schedules kept. Fortunately, the majority report of the Commission recommended the continuance of the Hospital, though it would be necessary to appoint a western trained doctor as a member of the staff.\n\nOn the occasion of an official visit of the Tung Wah Hospital Committee at Government House in December, 1896, the Governor set forth his views on the Hospital.\n\nI am especially glad to observe that the three members of the committee who are entrusted with the management of its financial affairs and upon whom the chief share of the executive falls are gentlemen who have been long connected with Hong Kong and possess a knowledge of English. I trust that this is a sign that the Corporation as represented by the Committee is prepared to take steps to improve the present condition of the hospital. That such an improvement is necessary, I am fully convinced.*\n\nHe announced that he was about to appoint a Steward for the Hospital whose responsibility would be to establish sanitary and clean conditions, commenting that this \"should stop complaints as to unclean hospital clothing and bedding and unwashed and unshaven patients\". He reassured the committee that he didn't wish to interfere with Chinese medical treatment but that he believed patients ought to be able to have a choice regarding the type of treatment they received - Chinese or Western. He pointedly remarked that some members of the Committee were in the practice of consulting western trained doctors. Why then should not the poor have the same chance? To give them this opportunity he would appoint a Chinese trained in Western medicine to reside at the Hospital. He encouraged the Committee by saying, \"I feel sure you can explain this to the Chinese community or Kaifong for whom you are acting.\" He then shook a firm stick.\n\nIt has been hinted to me that there may be opposition to these appointments I intend to make. If I find anyone trying to stir up trouble, and by means of misrepresentation create bad feeling, I will take prompt steps to deal with such a person. KAMM \n\nIt is interesting to note that each of the five great clans (§ Tang (鄧), Hau (侯), Pang (彭), Liu (廖), and Man (文) — are represented on the schedule.30 Of these, the Tangs clearly have the greatest share. Another point, which is less obvious from the scanty data presented above, is that the taxlords only chose land within the boundaries of the tung itself, even though plots existed in Un Long Tung considerably closer, and hence easier to manage, than the plots chosen. This seemingly minor point leads us into an examination of the political and economic foundations of the tung. \n\nThe standard \"primary source\" on the nature of tung is Lockhart's description of “Local Government in the Villages\" contained in his report on the Extension of the Colony of Hong Kong.31 On the basis of this report, which heavily stresses the judicial functions performed by the chu (Cantonese: Kuk) which oversee the tung, Acting Governor Black recommended the appointment of “a commissioner or a Resident, possessing knowledge of the Chinese” who \"should govern somewhat in the present Chinese system, i.e., the village elders to rule the villages, which grouped according to topographical limits, form a tung having a council composed of representatives from the village elders.\"32 \n\nConsiderable confusion exists over the precise nature of tung and chu. Lockhart clearly overestimated the political-judicial power of the Tung Ping Kuk (東平局), a mistake which would have proven costly had not the British possessed superior firepower in the Pat Heung Valley. Having won the support of this chu, Lockhart believed that the gentry of the various “divisions” would follow suit. He was to discover later that the gentry of Un Long Tung had convened another chu, the Tai Ping Kung Kuk (太平公局) which financed, and to some extent coordinated, the local revolt; in so doing, they effectively dismantled the Tung Ping Kuk by summoning Tung-Kuan clansmen to occupy Sham Chun.33 \n\nIn most of the counties of the Kwangchow Prefecture, chu formed the basis of local self-government throughout the troubled nineteenth century. One of the best descriptions of these organizations is to be found in Kang Yu-wei (康有為)'s chapter on self-government.... \"taxlord claims,\" but, since the inhabitants could not produce title to the land, the Tangs were recognized as \"chief landlords.\" CSO8551 in 1903. Again, this cannon and some others were probably cast for the defence of the region against pirates.4 The cannon which lies next to it had been severely weathered, and the inscription is illegible. \n\nTwo cannons on the east wall bear the same inscriptions. These read as follows:-- \n\nCannon: weight 2,000 catties. \n\nYik: General of Border Pacification, by Imperial Appointment (欽命靖逆將軍奕(山)). \n\nChoi: Minister of Constant Support. Kay: Junior Guardian of the Heir Apparent, and Viceroy of Kwangtung and Kwangsi (太子少保廣東總督都堂祁(墳)). Leung: Assistant Minister of Defence, and Governor of Kwangtung (兵部侍郎廣東巡撫部院(寶常)). \n\nLau: Acting Prefect of Fat Shan Prefecture. Cheong: Reserve Magistrate of Hoi Fung District, supervised its manufacture (海豐縣丞即補縣昌、監造). \n\nIn the 10th moon of the 21st year of the reign of Tao Kwang (1841) (道光二十一年十月吉日). \n\nCast by Cannon Artisans Li, Chan, and Fok. \n\nDuring that time, British influence in this area was strong. Viceroy Lin Tse-hsü ordered the casting of cannons from Fat Shan for the fortification of the coast of Kwangtung. These two cannons must be two of those that Viceroy Lin had ordered to be cast, and they were placed in this region for defence purposes. \n\nThe cannon which lies next to these two is again illegible, because of severe weathering. \n\nThese six cannons were selected from elsewhere, some perhaps from the Kai Yik Kok Fort, others from the Shek Se Fort, and were mounted there. Though they were not cast at the same time, they had the same purpose: they were used to defend the region against pirates and foreign invasions. We still welcome volunteers who would like to help him, particularly with the cataloguing work, however. In capturing old Hong Kong on film time is of the utmost importance, for Hong Kong is being reconstructed at a very rapid pace. So more hands are needed if we are to work faster.\n\nMembership\n\nApplication forms for membership are displayed as usual so that members who have brought along guests to the dinner tonight can invite them to join. Our total membership, as at January 31, was 543, consisting of seven honorary members, 113 local life members, 311 local ordinary, two institutional, seventy overseas life, and forty overseas ordinary members. Changes between March 1, 1982 and January 31, 1983 consisted of twenty-one resignations, four deaths, twenty-five notices returned, presumed resigned or moved without notifying us of a change of address, and thirteen unpaid members. There were fifty-two new members. Members of the crew were forced to finish painting her themselves.\n\nA few days later, Sino-French hostility manifested itself in Hong Kong in another way. A French steamer, the Atalante, had stopped and searched Chinese junks near Hong Kong, and thrown overboard the guns of one of them. At a meeting of the General Chamber of Commerce, E. R. Belilios, a prominent Indian merchant, expressed the opinion that such action would cause consternation among the junk people of Hong Kong. Ho Hsien-chih 何獻鄰, better known as Ho Amei 何亞美, condemned the French more vehemently. He pointed out, not without some exaggeration, that such interference would cut off supplies to Hong Kong, and, since war between China and France had not been officially declared, he roundly announced, “I consider it an act of piracy.” In Ho's stand we have a demonstration of anti-French feelings at the other end of the social spectrum from that of the Dock workers.\n\nOn the 17th, the proclamation by the Canton authorities issued on the 5th calling on Hong Kong workers to strike, was published in the four Chinese-language papers in Hong Kong. On the following day, the crew of the French man-of-war at the Dock heard rumours that the Chinese planned to destroy it. The French admiral Léspès wrote at once to W. H. Marsh, the Acting Governor, asking for protection. There was also fear that the dock workers would riot. Police were despatched to the dock, but they arrived to find everything quiet. A guard was nevertheless left behind, and nothing untoward occurred but the tension was not dispelled.\n\n8\n\nAnti-French actions continued. In the meantime, the Chinese provisions store Yu-hsing-hsiang refused to sell themselves in arms to the French, But the French found an even more embarrassing situation on the 22nd. That morning, about twenty-five head of cattle were herded to the Praya Central,\n\n* Governor Bowen's departure from Hong Kong on 15th September caused a series of shuffles in the administration: the Colonial Secretary W. H. Marsh became Acting Governor; F. Stewart, the Registrar-General became Acting Colonial Secretary and James Stewart Lockhart Acting Registrar-General.",

The animals remained at the Praya the whole morning as no cargo boats could be hired to ship them out to the French man-of-war. Eventually the crew had to man a boat themselves to take the cattle on board.11\n\nThese events convinced Acting Governor Marsh that the proclamation of the Canton authorities was achieving its intended effects. Worried that more inflammatory proclamations would be published and stir the people to more extreme actions, he decided to prosecute the four Chinese newspapers on a charge of Inciting to Murder.12\n\nIn the meantime, the Chinese refusal to work for the French had other repercussions. On the 26th, 3 Chinese cargo boats were charged with unlawfully refusing to accept employment, i.e. to transport the bullocks. The charges were brought by Mr. Vincenot, the French agent provisioning the man-of-war. The mistresses of these boats were fined $5 each.13\n\nThe following day, eleven cargo boats were also fined for refusing to work for the French; this time, it was for refusing to unload a steamer of the French Messageries Maritimes Company. They were also fined.14\n\nOn the 30th, an all-out strike of boats took place. They were no longer boycotting just the French. Almost every boat, those engaged in loading and discharging cargoes as well as passenger boats, rowed off to the Chinese side of the harbour. Boats which continued to work were stoned from the Praya, but when the police arrived, no trouble developed. In the course of the day, the strike became more widespread, and even employees on boats owned by hongs joined it.15\n\nNo arrests were made that day, and the China Mail reported that the boating community was to meet at Yaumati to decide on future action. The strike continued into the next day, the 1st of October. Only a few boats chartered at East Point were still operating.16\n\nThe strike spread on 1st October from the Praya and the boats to many other areas. Later that same afternoon, the 4th, Marsh himself met some of the sureties of the boatmen and assured them of police protection if the boatmen returned to work. They told him they feared violence despite this, but Marsh got the impression that this was merely an excuse to avoid returning to work. He came away with a feeling that they were waiting for some secret order on whether to resume work or not. He also sent word around through Stewart Lockhart that if the people would resume work, the Government would consider as an act of grace any appeal which might be made for a remittance of the fines. No appeals, however, came forward.88\n\nThe Chinese merchants, too, continued for the rest of the day exerting themselves in an effort to end the strike. There is no documentary evidence recording specifically what they did, but we shall return later to discuss what had probably been done.\n\nEarly the next morning, placards signed \"All the kaifongs of the Colony\" were posted all along the Praya. They claimed that a meeting of those pursuing various trades in the Colony had been held, and the resolution was that all the cargo boats and coolies should resume work on the morning of the 5th October.30\n\nAt about 10 o'clock on the 5th, cargo boats started coming over from the Chinese side of the harbour. A crowd gathered on shore and, to forestall violence, a picket of soldiers was moved from the Tung Wah Hospital to the Harbour Master's office. The police read a proclamation calling upon the people to disperse and they did so. Though there were a few isolated cases of attempted interference with those resuming work, the general strike may be said to have ended.10\n\nIn fact, there was no serious disturbance after the 3rd. Yet despite this and the resumption of work on the 5th, the Acting Governor remained anxious about the angry and excited feeling among the lower classes of coolies and the large number of triad members he believed to have assembled in Hong Kong.         "content_text": "77\n\nIt is reasonable to believe Chang's claim to the Acting British Consul in Canton that he had no wish for disturbances in Hong Kong, 19\n\nCanton depended on Hong Kong for provisions of arms and ships as well as on loans from banks and contributions from wealthy Chinese there. It is more difficult to believe that he had not desired at least some anti-French activities in Hong Kong. A French invasion of Canton was imminent in the minds of Canton officials, and they believed that non-cooperation of Chinese in Hong Kong could do much to hinder French war efforts.50 It is no surprise that he should appeal to the Chinese in Hong Kong to refuse working for the French.\n\nIn fact, a more pertinent question is why did Hong Kong Chinese of various classes respond to the proclamation? Again, Marsh and the English newspapers were convinced it was fear of retaliation in China, and the Daily Press spoke of agents sent here to make sure that Canton's instructions were followed.51 Perhaps this did apply to parts of the population. But I believe there were other forces at work. One of these was a mixture of strong anti-French and patriotic feelings.\n\nThe war between China and France had been well reported in Hong Kong newspapers, and local Chinese had apparently kept a close eye on its development throughout. In September, 1884 sketches of the siege of Keelung in which the French had been repulsed, were being sold in Hong Kong streets.52\n\nIt was reported by several sources that among local Chinese, there were strong feelings against the French, and the local Chinese newspapers gave vent to similar expressions of public opinion.\n\nIn September 1883, the Hua-tzu jih-pao went so far as to suggest that awards should be offered by the Chinese government for the heads of French officers and soldiers for their evil acts in Tongking and Annam. The Hong Kong newspaper proved more zealous in this respect than the Canton government. The Governor-General of Kwangtung and Kwangsi, Chang Shu-sheng, became so alarmed at this provocation by the Hong Kong newspaper that he protested to the Acting British Consul in Canton, H. F. Hance. Hance in turn complained to Marsh, who was Acting Governor at that time, and he issued a warning to the paper.54",

Many of the stone throwers were mere boys, a fact which further supports the theory that the riot initially broke out spontaneously amid excitement and confusion, (even a desire for some naughty fun) and was finally accelerated by the provocation of the police.\n\nCould we not further suggest that Marsh had blamed \"bad elements\" for starting the riot in order to divert attention from the unjust imposition of fines which had triggered off the strike and subsequently the riot and from his own mishandling of the affair? This could be his motive for exaggerating the threat of the triads out of all proportion.\n\nWork was resumed on the 5th. What ended the strike? The English newspapers offered no explanation. The Acting Governor himself expressed uncertainty, writing, \"It seems to me very doubtful whether work has been resumed in consequence of order having been restored by the authorities or whether it has not been rather in consequence of secret instructions conveyed by those who had been the instigators of the disturbance.\"71 went no further.\n\nHe\n\nIronically enough, it was Chang Chih-tung who seemed sure about what had brought the strike to an end. He claimed that work in Hong Kong was resumed because the Hong Kong Government had remitted the fines through the mediation of the Tung Wah Hospital. But, in fact, Chang was wrong. The Hong Kong Government had not remitted the fines.\n\n72\n\nWe may recall that the fines had been a major bone of contention, and possibly the primary cause for the strike becoming general. The boatmen and coolies had made representations to the Chinese leaders that the remittance of the fines must be a prerequisite for the resumption of work. We\n\nWe may also speculate that in their minds, if the fines could be remitted on the basis that they had been wrongly fined, workers would in future be free to refuse to work for the French.\n\nYet, strangely enough, when the Chinese leaders did meet with Hong Kong officials, no demand for a remission was made.         "content_text": "288\n\nNOTES AND QUERIES\n\nThe reply from the Secretary of State, Lord Salisbury, was, “I approve your proceedings\" (F.O.228, v.605, p.237, dated Dec. 9, 1878).\n\nThe letter from the Foreign Office to Mr. Herton which he referred to in his letter to Mr. Keswick has not been traced in F.O.228. Perhaps he would have been less pleased with Foreign Office action if he had been aware of the above exchange.\n\nNothing further appears to have happened until 24th July 1879, when Sir Thomas Wade, who as H.M. Minister in Peking had meanwhile taken over from Chargé d'Affaires Fraser, wrote to Mr. Scott enclosing a memorandum on the Herton claim (F.O.228, v.630, p.101-2), and instructing him to inform the Superintendent of Customs at Kiungchow that the firm's claim for $909.57 was supported, and that the attention of the Chinese authorities in Canton had been directed to the case. It is not entirely clear whether this was before or after Scott's letter of 3rd July, enclosing one from Herton of 2nd July to Sir Thomas Wade (F.O.228, v.630, p.134-6), had reached Peking, though the latter are filed later. Herton claimed that, because of his \"unfair treatment at the hands of the Authorities\" his business had been \"entirely crippled\", and he was \"now in most pressing need of the money,\"\n\nIn accordance with Sir Thomas Wade's instructions, Scott wrote on 22nd August 1879 to the Customs, claiming $909.57, and rehearsing the whole affair on the lines of Wade's memorandum (F.O.228, v.630, p.165-7). No reply of substance was received until November, when, on the instructions of the Governor General of the two Kwangs, the old argument was reiterated, that no instructions for issue of transit passes were drawn up until January 1879 and as Herton had made his journeys in 1877 the duties paid were legally charged (F.O.228, v.630, p.174-5). In reply, Scott referred Acting Taotai Liu to the Treaty of Tientsin, art. XXVIII (see note 3 below), and pointed out that transit passes had been obtainable at Shanghai and other open ports for many years. In a letter to Sir Thomas Wade, written from Hong Kong on 28th Aug. 1880, Byron Brenan describes how he went to Canton \"in obedience to your instructions\", and finding the Governor General would not be available for two weeks owing to a death in the family, argued the case with the Superintendent of Customs. This did not go straightforwardly, and involved Brenan in a trip to Hoihow to obtain the receipts required as evidence that the sums had been paid as claimed. Eventually, however, he was able to obtain payment of $787.12 as the amount of tax in excess of what would have been due under the transit pass system, plus interest of $118.06, being 5% for three years, $905.18 in all. The last paper on the matter is a receipt for the refund, signed by Louis Jüdell, who is mentioned in Mr. Herton's letter to Mr. Keswick, in the capacity of his duly authorized attorney. It also appears from the covering letter of Acting Consul Scott that Mr. Ebell had severed his connection with the firm in August 1879.\n\nThe other letter to Mr. Keswick is less interesting, as it does not lead one into such a long paper chase (albeit on microfilm) through Foreign Office records. Nevertheless, it adds to the picture of problems faced by foreign merchants in China at that time. Carl Smith's researches show that some Hong Kong village men took advantage of the new situation to acquire language skills and advance their fortunes through service as government interpreters and clerks to solicitors, or by acting as compradores for Western business firms. Instead of following the model ordinance sent from London, this bill repealed the Contagious Diseases Ordinance of 1867, but then immediately re-enacted most of its provisions for the licensing and inspection of brothels, omitting only the clauses providing for the compulsory inspections to which the Secretary of State had specifically taken exception. Other features of the existing Hong Kong system were retained in the regulations issued by the Governor in Council after the bill had been passed, and these regulations were not forwarded with the ordinance when it was sent to the Colonial Office for confirmation. The deliberate flouting of a directive from London could not be permitted, and in 1890 the 1889 ordinance was itself repealed and a new ordinance enacted on the lines laid down by the Secretary of State. Both the 1889 and 1890 ordinances were only carried through the Legislative Council by the votes of the official members acting on the instructions of the Governor against the unanimous opposition of the unofficial members.\n\n14\n\nIn spite of the dissension which it aroused, it seems that the repeal of the Contagious Diseases Ordinance made little practical difference to the operation of the Hong Kong system of control. The inmates of the houses reserved for European clients continued to report at the Lock Hospital for their weekly examination as regularly as before, even though certificates of good health were no longer issued. They had all been individually informed by the Colonial Surgeon and the Registrar General that attendance was no longer legally obligatory, but they turned up just the same. The prostitutes in the brothels catering for Chinese had never submitted to these examinations, so the repeal of the ordinance made no difference to them. The distinction between the two types of brothels was still maintained in the regulations issued under the 1890 ordinance, and penalties could still be imposed on any brothel keeper who allowed his house to be patronized by members of the wrong community, since the Hong Kong government had been successful in persuading the Secretary of State that this continued segregation was necessary if breaches of the peace were to be avoided. So servicemen continued to enjoy some measure of protection against the danger that they might come into contact with a prostitute who had not been medically examined.",

However in a report to the Governor (Hennessy) he wrote \"if after the circumstances shall be forgotten, say a year after the Regiment shall have left the Colony, you should think it fit to remit any portion of the sentence it might be done”. In another case of robbery in which two defendants were convicted by a majority of the jury of four to three he wrote “I know the Chief Justice has expressed dissatisfaction at verdicts by majorities but the judges have found themselves bound to accept them as conclusive and the practice has been to act on such verdicts. I felt myself obliged to follow such precedents\". He recommended that they be pardoned because a co-defendant who pleaded guilty asserted that they were innocent. In September 1881 the Governor discharged them, and the two soldiers, from prison and was abused by the press for his \"capricious leniency”. (In 1894 an Ordinance provided that a majority of five to two was required in criminal cases). When criticised for hearing proceedings in camera he said \"I mean as long as I sit on this bench to continue to exercise the discretion vested in me by law to hear a case in camera when the ends of justice appear to me to require it, in entire disregard of all obloquy to which it may expose me”. When he ceased to act as Puisne Judge the Chief Justice wrote to the Governor to say that he entirely agreed with the Daily Press that Francis had earned for himself a high reputation for ability and clear-headedness. In addition he was appointed to the Commission of the Peace in 1878, and a member of the Commission to Revise the Laws and Ordinances of Hong Kong in 1887. He was also an examiner of candidates for admission as attorneys both when he was a solicitor and after his call to the Bar. He was never appointed acting Attorney General or Chief Justice, which appointments carried a seat in the Legislative Council (the latter until 1889) and that according to his obituary in the China Mail was a matter of regret to him. The system of acting appointments could have disadvantages as Francis pointed out. In 1885 there was a rumour that the Puisne Judge was going on leave for twelve months and that E.J. Ackroyd the Registrar of the Supreme Court would be appointed to act in his place. Francis wrote to the government expressing the view that officers of the Supreme Court should not be appointed to the bench and that the Registrar was a far more important official than the Puisne Judge. The Hong Kong Telegraph in its obituary described him as “an entertaining and instructive companion and full of anecdote. At public functions he joined in heart and soul, ever ready with a cheery word for all. Many were helped by him financially and with advice. He never made a parade of charity but anyone who went to him in trouble seldom left without help. He was a staunch friend and a generous enemy\". The Daily Press said of him that he had a genial breezy presence, a ready eloquence and a cheerful willingness to assist in the promotion of any public measure or social institution. He met with many rebuffs and suffered many reverses but always met them manfully and never bore malice\". The China Mail observed that true to the instincts of his race he was always best in opposition. \n\nA coincidence which affected his life and career was that Hennessy, a fellow Irish Roman Catholic, arrived to take up his appointment as Governor shortly after he was admitted to the Hong Kong Bar. He admired Hennessy describing him as “probably the most eloquent of Irishmen\" and supported him. The Daily Press said in its obituary that Francis \"obtained his acting appointments through the influence of Hennessy whose side he consistently espoused in his long quarrel with the British and Foreign Community, and that on the whole his friendship with Hennessy cost him more than he gained by it, and there was little reason to impute to him self-interest as a motive for his advocacy of the Hennessian regime”. In May 1877 Francis was presented to Hennessy at a General Levee at Government House (though his wife was not presented to Mrs. Hennessy) and that may have marked his arrival in society. He took Hennessy's part at the public meeting held in October 1878 to consider the existing state of insecurity of life and property and in effect to censure Hennessy. Francis was against putting the blame on Hennessy's policies. He said his present house had been burgled three times but the remedy was to amend the law and reorganise the police force. He caused much offence by saying that there was opposition to Hennessy even before he arrived in Hong Kong. His support for Hennessy on this occasion was remembered against him for many years. If he had done so it had been with the best intentions. A gentleman from Shanghai who had recently witnessed them at seven pounder gun drill had expressed the opinion that the Shanghai artillerymen could not hold a candle to them. In May the Governor congratulated the Volunteers on their smartness at the Queen's Birthday parade. In November the Daily Press noted “The Volunteers are very fortunate in the officers they have elected to command them, for since the time they were appointed they have shewn an enthusiastic interest in the welfare of the Corps. During the past week Captain Francis has been busily engaged in getting up a field day at Kowloon so as to give the men a good introduction to the new equipment of small arms and mountain guns which were sent out in the Telemachus, with the additional attraction of a knife and fork drill at Mr. Chater's bungalow afterwards”. In June 1884 a volunteer complained to the press of having to drag guns up and down the parade ground for over an hour. However Francis seems to have been absent from the colony at that time. In 1886 and again in 1887 he was acting Commandant but his active participation in the Corps was coming to an end. He was absent from the Annual Meeting and there was a critical letter in the press about that. He tendered his resignation and in 1888 was placed on the retired list as an honorary member with the rank of captain. However that did not end his contributions to the Corps. In December 1892 he was a member of a committee formed to re-establish the Corps on a new basis and in January 1893 he was chairman of a recruiting committee which met at his chambers on Tuesdays and Fridays at 4-5p.m. In 1897 he contributed to prizes for a firing competition. The firing point was on an eminence near Wong Nei Chong Gap and the target at Deepwater Bay. Common and shrapnel shells were used and “some good practice was made”. Francis presented a cup for competition known as the \"Francis Cup\" but it seems to be no longer in the possession of the Volunteers. And as one of his obituaries noted he \"took a keen interest in military matters and was seldom absent from any important parade or display in his uniform\". It was a substantial commitment, involving fortnightly meetings and reading papers in-between meetings. Considerations of space allow reference only to certain events in 1894 and 1895 for which Francis is best known. Suffice it to say that he appeared to try to dominate the proceedings of the Board but at the same time had an ambivalent attitude to it because he considered that it did not have sufficient powers and independence to make it an effective body. For example, in March 1894 he seconded a proposal that it be reconstructed on a popular basis but also argued that that was premature until its powers had been enlarged. Prior to the election in June 1891 the Daily Press said that he had rendered good service and that his keen and ever-ready criticism, sometimes perhaps degenerating into captiousness, had exercised a wholesome influence both on the Board and its officers. The China Mail in its obituary said that he was not an unqualified success and his performance as a member of the Board might have deprived him of support for a place on the Legislative Council.\n\nIn May 1894 plague struck Hong Kong, and a Permanent Committee of the Sanitary Board, comprising three members with Francis as Chairman, was set up to cope with the emergency. It met daily at his chambers at 4 p.m. Its actions were not universally popular. It was in conflict with the Government on occasion, and at one stage was said to be daggers drawn with the Governor. The business community complained that its activities had an adverse effect on commerce, and its relations with the Chinese community were not assisted by wild rumours such as that pregnant women were cut open and children's eyes were gouged out to make medicines for the treatment of the plague. There were recriminations as to whose fault had led to the outbreak and whether the right steps were taken to combat it. Francis bluntly laid the blame on gross mismanagement by the Public Works Department. Whatever the rights and wrongs of particular matters, there were many tributes to his work. The Governor in a dispatch to the Secretary of State, Lord Ripon, in June said that the Permanent Committee acted with extraordinary energy and efficiency and that the Government was indebted to him and others.         "content_text": "50\n\nSTEPHEN SELBY\n\nPlanning maps for that time show extensive plans for dwelling houses along the alignment of Prince Edward Road out to East Kowloon and the reclamation works undertaken by Ho Kai and Yau Tak (the Kai Tak residential development at Kowloon Bay) were under planning. The plans even show the proposed alignment of a branch railway to Ngau Tau Kok which is very close to the present-day MTR alignment.\n\nJackman was promoted to Assistant Director of Public Works on 1 June 1921 at a salary of £1,000; he had acted in the post for much of the previous year. His responsibilities included overseeing the planning of the Kowloon urban layouts and their implementation, including negotiation over resumption of private building and agricultural lots and arbitrations over difficult cases. In the mid-twenties, the Kai Tak residential development plan failed and the Government took back the partly-reclaimed area in order to form a commercial aerodrome using material dredged from the Harbour. The aerodrome came into use in 1928, although the flying club occupied a corner (as it does now) from about 1925.\n\nIn 1922, Jackman acted Director of Public Works during the sickness of the substantive incumbent, and from 15 May to 29 August of the following year, he again acted during his superior's leave. As DPW, Jackman also served as vice-president of the Sanitary Board and member of both the Legislative and Executive Councils. He was member of the Court and Council of the University of Hong Kong. The period of the mid-1920's was an unsettled one in Hong Kong, reflecting political events in China. A number of seamen's strikes and general labourers' strikes took place causing much uncertainty in the commercial sector and the Government.\n\nH. T. Jackman acted DPW for most of 1927, but at that time was already suffering from ill health. He was seriously ill at the end of the year, and at the St. George's Ball on 7 January 1928 he was invited to the official supper party, but only his wife could attend. We have heard that it is A-chick's intention to return to Hongkong.”\n\nA-chick did not spend all his time visiting the Governor as representative of the Chinese, acting as community peacemaker, drafting letters setting forth the Chinese side of a controversy, or appearing in court. He was also a successful businessman.\n\nNotices relating to his first arrival in California speak of him as an associate of his uncle. Their firm was that of Tun Wo and Company. Soon, however, Tong A-chick was the manager of the Sam Wo Company. There may have been an amalgamation of the two firms. The store of Sam Wo was on Sacramento Street above Kearny. It was in the heart of the Chinese commercial centre.\n\nAn 1853 account of the Chinese section says it was \"the spot on which they first located their canvas houses in 1849, and they have stuck to it with remarkable tenacity.\"\n\nThe San Francisco establishment had direct links with a firm in Hongkong owned by the Tong family. The United States Customs House records for the port of San Francisco contain several ship manifests of goods shipped by the Hongkong firm and consigned to Tong A-chick.\n\nThese manifests show the kind of commodity in demand by the Chinese in California, items which could not be procured easily locally. John Francis, an acting police magistrate, was its spokesman. At the opening of the meeting he raised the question of whether a small clique had pre-arranged to control the meeting. Naturally, no direct answer was forthcoming.\n\nThe first resolution was proposed by William Keswick, senior partner of Jardines and an Unofficial Member of the Legislative Council. The resolution stated: The past 18 months have produced feelings of insecurity which in the opinion of the meeting are mainly caused by a policy of undue leniency towards the criminal class.\n\nWhen the chairman, H. G. Gibb, called for remarks or amendments, Francis proposed that the last part of the resolution be struck out, his intention being that the fact of insecurity was one matter, the cause of it another, and the two should be discussed and voted on separately. All could agree about the present state of affairs. But there was difference of opinion regarding its cause and cure.\n\nThe motion was seconded by a Mr. Hallyar, an Official Member of the Legislative Council, Queen's Counsel and a friend of Governor Hennessy at least at that time. Later he was to be charged by Governor Hennessy with betraying their friendship by alleged indiscretions towards his wife.\n\nDuring the course of Mr. Francis' remarks, the chairman several times called them out of order. The exchange between the two became so heated that at one point Gibb told Francis: “I think a more gross insult to me could hardly be made.\" This was followed by cries from some: “Turn him out, turn him out,\" and by others, \"No, let him remain.\" He remained.\n\nA Parsee gentleman, Mehta, further confused the meeting by proposing another resolution before that of Francis had been put to a vote. Mehta proposed that \"the amendment from the Government officials (he meant Francis and Hallyar) be not accepted.\"",

It was a gradual and slow process for the two to overcome mutual distrust and accept each other with respect.\n\nWHEN THE CHINESE CALLED ON THE GOVERNOR\n\nHo A-mei was a member of a deputation of prominent Chinese which called upon the Acting Governor, the Honourable Henry Marsh, in January 1883. He was one of the three Chinese who spoke, though Dr. Ho Kai monopolised the meeting with a lengthy prepared speech.\n\nThe deputation created considerable controversy. It released for public airing brooding tensions within both the Chinese and foreign sections of the community. It is true that it did not take much to arouse controversy. In those days, even as now, feelings could be stirred up over rather insignificant matters. But some of the discussion arising out of the 1883 visit to the Officer Administering the Colony concerned long-standing problems in Hongkong, some of which still trouble us.\n\nA secondary issue was the qualifications needed by the person who should represent the Chinese on the Legislative Council. To this honour Ho A-mei had aspirations. The issue, already under discussion, peaked because of the manner in which Ho Kai represented, or rather, as it was claimed, misrepresented the views of the Chinese in his speech.\n\nThe deputation was the first official expression of Chinese public opinion since the departure of Governor John Pope Hennessy from Hongkong. Those who had been his bitter critics hailed the advent of Marsh as administrator as opening a new page in Hongkong's relation to the Chinese community. But joy over the change did not lessen antagonism towards Governor Hennessy. The Chinese deputation provided an opportunity for the old objections to Governor Hennessy's policies to be reviewed.",

The 1883 deputation called to mind the clash of Chinese and European interests at the 1878 meeting which we discussed in previous articles. Now, as then, Ho A-mei was quick to speak out to present the case for the Chinese.\n\nIn future articles we shall discuss more fully the issues provoked by the 1883 deputation, but first an examination of the editorial views of the two newspapers will link 1878 with 1883. In addition they illustrate a type of colourful journalism now not considered respectable.\n\nThe day after the Chinese met the Acting Governor the editor of the China Mail praised the deputation. He described it as \"one of the most significant demonstrations of the kind made by the native community for many years past. It was unique in more ways than one - in its initiation, in its aims, and in its character.”\n\nHe then proceeded to view it in the light of previous dealings of Chinese with the Government, using expressions which reflected the patronising and hostile attitudes towards Chinese among expatriates in Hongkong in those days. He noted: \"We have of late years been accustomed to one of two things in native demonstrations - either feeble protests against interference with so-called Chinese usages, linked to blatant blustering against European residents: or fulsome adulation of the Executive got up at the bidding of the head of the Government and meaning nothing.\n\n\"Petition-signing and deputation-making during the last administration, not only were reduced to a mockery, but they became a scandal and a disgrace.”\n\nBy contrast, the editorial described the deputation to Marsh as being purely voluntary with no one manipulating it in the background.\n\nThe editor referred to remarks made at the banquet given for Governor Hennessy by the Chinese at the time of his departure. First, there was his election as Chairman of the Tung Wah Hospital Committee to be followed by that of the Po Leung Kuk. These positions were honours awarded by the Chinese community to a member who merited recognition for his concern about their welfare.\n\nSecond, there was the prospect of selection by the Governor to the vacant seat in the Legislative Council created by the resignation of the Honourable Ng Choy. One of the hurdles to get across was the competition provided by other possible candidates, particularly Dr. Ho Kai, for this position of leadership.\n\nRemarks made by Dr. Ho Kai, acting as spokesman for the Chinese, when an official deputation visited the Officer Administering the Colony in January 1883, provided an opportunity for Ho A-mei to suggest publicly that Dr. Ho Kai was not representative of the Chinese community and, by implication, not a suitable person to represent them on the Legislative Council.\n\nHo A-mei had been elected Chairman of the Tung Wah Hospital in 1882. In the official list of directors his name appears as Ho Hin-ping, otherwise Kwan Shan, of the On Tai Insurance Co.\n\nThe following year he became the Chairman of the Po Leung Kuk, an organisation for the prevention of kidnapping and the protection of women and children.\n\nThese offices, the highest the Chinese community in Hongkong had to bestow, made Ho A-mei a possible candidate for the Legislative Council.\n\nNg Choy, who had recently resigned, was the first Chinese member of the council. He was not a scholar, but a promoter and financier. He sometimes expressed himself too bluntly on public occasions and was quick to engage in controversy.\n\nThe hostile attitude of Ho A-mei toward Dr. Ho Kai may not have rested entirely upon his ambition to be a Legislative Councillor. It possibly might go back to the days when they met as boys in the home of the Rev. Ho Fuk-tong, Ho Kai as a son of the family, A-mei as the poor relative. Whatever the foundation for A-mei's critical attitude towards the doctor, the Chinese deputation of 1883 provided the opportunity for him to express it.\n\nThe controversy within the Chinese community created by Dr. Ho Kai's remarks not only revealed that the Chinese were torn by parties and factions, jealousies and rivalries, but that Dr. Ho Kai, while eminently suitable from the foreign standpoint, might not be altogether acceptable to the Chinese as their representative and hence frustrate the purpose of having a Chinese on the council.\n\nThis possibility was acknowledged by the English press. In commenting on Dr. Ho Kai's remarks to the Acting Governor, an editor said: “Granted that the learned barrister had been a most successful student, and admitting that he is a person of great attainment and doubtless of some ability, it is only fair to remember that he is a young man who can have but a very imperfect knowledge, whether of his countrymen or of the political and social exigencies of Hongkong.\"\n\nIt concluded furthermore that the views he expressed “are merely the opinions of himself and perhaps a few of his immediate friends and supporters, but do not represent in any way the voice of Chinese public opinion in Hongkong.\"\n\nPerhaps it was unfortunate that Dr. Ho Kai assumed the responsibility of speaking for the Chinese before he had become thoroughly reacquainted after his long absence with the Chinese community in Hongkong. These were the increase in gambling and illegal brothels and the congestion and nuisance created by hawkers.\n\nDr. Ho Kai, who had recently returned to Hongkong after completing his studies abroad, was the spokesman for the group. He had brought with him a reputation as a brilliant and learned man. His training as a barrister provided the skill to set forth problems in an eloquent and persuasive fashion.\n\nAs to eloquence, Dr. Ho Kai brilliantly displayed it in his maiden speech as a public figure in Hongkong. But as for adequately presenting the views of the Chinese community, some felt he had dismally failed. Ho A-mei was one of his severest critics.\n\nNot long before the deputation made its formal visit, a petition bearing the chops and signatures of more than 1,000 Chinese shops, hongs and individuals had been submitted to the Registrar-General for transmission to the Governor. This widely signed petition dealt with the increase in gambling and was an appeal for action by Government to suppress the evil.\n\nThe greater part of Dr. Ho Kai's speech dealt with this problem. In his remarks he set forth the manner gambling was carried on in Hongkong.\n\nThere were three popular ways to gamble, tse-fa, pak-kop piu (white pigeon ticket) and fan-tan. The first two are a form of lottery. It was felt that the previous Governor, Sir John Pope Hennessy, had manipulated such meetings to promote policies which favoured the Chinese to the disadvantage of the interests of the European population. They felt that the old established indirect approach through the Registrar General was the best way for the Govern-ment to relate to the Chinese. The Registrar General was the offi-cer responsible for matters affecting the Chinese. His modern counterpart is the Secretary for Home Affairs. \n\nNot everyone in the foreign population looked with disfavour on the idea of Chinese deputations. The senior partner of Jardine, Matheson and Company, F.B. Johnson, expressed his support. He felt it was his duty, as he said, not merely as a member of the Legislative Council, but as a resident of the Colony to be present and \"to show every possible sympathy he could with the move-ment this deputation had met to advocate.\" \n\nIn commenting on these remarks, the editor of one of the Hong-kong papers was not very kind to Johnson, describing him as \"one of those eccentric and ostentatious gentlemen who will rather commit any absurdity than be debarred from a public indulgence in windy and meaningless platitudes.\" A species not unknown in Hongkong today. \n\nThe Chinese criminal power group was also not happy about the visit, especially as it was to present matters which touched upon their activities. The writer felt \"some other influence besides a desire to inculcate in the entire community the true principle of decorum, piety and virtue, had been at work to manufacture the pretentious deputation.\"\n\nThe cynical conclusion drawn was that it took place because \"Dr. Ho Kai was anxious to deliver a prepared speech, and that the majority of gentlemen forming the deputation came for fashion's sake.”\n\nThe deputation, with all its troubles, was yet another step in the groping of Government and of Chinese to create ways of communication with each other. With every attempt some lesson was learned.\n\nHOW A-MEI RETRIEVED HIS PLACE AT THE TOP\n\nHo A-mei clashed with Dr. Ho Kai over the doctor's remarks about hawkers during the visit of a Chinese deputation to the acting Governor in January 1883.\n\nA half year later there was another encounter between the two over Dr. Ho Kai's representation of Chinese interests at a public meeting called to discuss a suitable memorial for the late Governor.",

        "content_text": "61\n\nthoughts back to the decision to leave the Central School and the teaching profession.\n\nEven before the expiration of any bond period to which he might have agreed, he capitalised on his extra training in English by moving out of the underpaid teaching profession and into the more prestigious, and better paid, government service as a Chinese Clerk and Interpreter. Thus, even if he were an open collaborator with colonial rule, he also made use of it for his own purposes. His first post was with the Registrar General's Department. He joined the Registrar General's Department on 1st April, 1887, not, as his Who's Who in the Far East entry claimed, in 1893. This move raised his annual salary to $660. The experience certainly provided him with evidence about active negotiation at the sharp end of the relations between the colonial government and Chinese social, cultural and political mores.\n\nWhile working in the Registrar General's office, he probably not only improved his facility to translate between Chinese and English, but also made useful connections. He was certainly in good enough standing to be able to secure a brief endorsement of his book by the new Registrar General, A.W. Brewin, over ten years later, in August 1904. Towards the end of his time at the Registrar General's Office, Mok Man Cheung had begun another potentially prestige-making and personally rewarding middleman activity. In 1890, he was translating Chinese wills into English. Indeed, his dual role is recognized in the Government Blue Book of 1890 where his name appears twice — first, substantively, as Chinese Clerk and Interpreter at the Registrar General's Office, but, also, as “Acting Chinese Clerk and Translator at the Supreme Court”, having been appointed to this acting post by the Governor on 7th July, 1890 under C.S.O.1531 of 1890.\n\nIt is not surprising, therefore, that his next career move was to the even more face-giving Supreme Court. This he joined, substantively, as \"Chinese Clerk and Translator”, on 17th September, 1891, under Colonial Standing Order 351 of 1891, not in 1895 as he elsewhere suggests. Tonnochy, Acting Colonial Secretary, 19th January, 1882, and his second report enclosed in his letter to Tonnochy of 19th January, 1882) shows that Eitel, the Inspector of Schools, felt that there would be very unfortunate repercussions if the school were to be closed and that the headmaster, A.J. May was even prepared to take a salary reduction (from the original proposal of $2,400 a year to $1,600) rather than see the Normal School break up. In later reports (contained in CO129/202 p. 532f.), Eitel compared the Normal School, with its \"special private tuition and instruction\" in pedagogy, to the pupil-teacher scheme at the Central School to the disadvantage of the latter, and May, in his letter to Frederick Stewart of 19th July, 1883, mentioned the virtues of being able to utilize simulation techniques for the preparation of teachers at the Normal School. The actual end of the Normal School, which had been dismissed as unnecessary in the Education Commission Report of September 1882, was precipitated by A.J. May's insistence, in September 1883, that the students agreed to a bond to teach for five years at a salary rate of $25 per month on their completion of the course. The immediate result was that four of the ten students left for the Medical College at Tientsin, three joined commercial firms, and one became a government interpreter, leaving only two of the original intake, as mentioned above, to become teachers.\n\n33\n\nIn Singapore, a central training college for men teachers using English as the medium of instruction was proposed in 1904 and again in 1910, but the scheme was aborted because of the lack of applications. In Kuala Lumpur, an experimental teacher training course began in 1905, proved successful, and was followed by a two-year course in Penang in 1907. As noted above, Mok Man Cheung won the Class 1 Mathematics prize in January 1884. He was employed as \"Fourth Chinese Assistant\" at the Central School from September 1884. He did not, therefore, have the time to be enrolled in a pupil teacher's course, which customarily lasted for three years, but he might have taken an examination in \"Pupil-Teacher's Theory\" while studying in Class 1.\n\n35\n\nThe dispute over the opening hours at the City Hall Museum had come to a head in 1880 when the Executive Committee of the City Hall Museum, led by its chairman, William Keswick, attempted to restrict the entry of Chinese to the afternoons. They were opposed by the first Chinese member of the Legislative Council, Ng Choy, and by the Governor, Sir John Pope Hennessy. See CO129/189 p. 476-614 for correspondence, largely unsympathetic to the Committee's discriminatory proposal and including an extract from the Hong Kong Hansard for 1880 reporting a speech by Ng Choy, and CO129/192 p. 438-446 for correspondence which includes Keswick's opinion that racial distinctions should not be abolished with regard to admission to the Museum of the City Hall. First, there was his election as Chairman of the Tung Wah Hospital Committee to be followed by that of the Po Leung Kuk. These positions were honours awarded by the Chinese community to a member who merited recognition for his concern about their welfare.\n\nSecond, there was the prospect of selection by the Governor to the vacant seat in the Legislative Council created by the resignation of the Honourable Ng Choy. One of the hurdles to get across was the competition provided by other possible candidates, particularly Dr. Ho Kai, for this position of leadership.\n\nRemarks made by Dr. Ho Kai, acting as spokesman for the Chinese, when an official deputation visited the Officer Administering the Colony in January 1883, provided an opportunity for Ho A-mei to suggest publicly that Dr. Ho Kai was not representative of the Chinese community and, by implication, not a suitable person to represent them on the Legislative Council.\n\nHo A-mei had been elected Chairman of the Tung Wah Hospital in 1882. In the official list of directors his name appears as Ho Hin-ping, otherwise Kwan Shan, of the On Tai Insurance Co.\n\nThe following year he became the Chairman of the Po Leung Kuk, an organisation for the prevention of kidnapping and the protection of women and children.\n\nThese offices, the highest the Chinese community in Hongkong\n\nThis instalment completes the reprinting, with the author's kind permission, of “A sense of History\" that appeared in the South China Morning Post between 1977 and 1979.",

He had served the Kwangtung Government for a number of years in an official capacity.\n\nHe had received a mandarin's degree from the Chinese Government. His education was limited to the years in Dr. Legge's school. He was not a scholar, but a promoter and financier. He sometimes expressed himself too bluntly on public occasions and was quick to engage in controversy.\n\nThe hostile attitude of Ho A-mei toward Dr. Ho Kai may not have rested entirely upon his ambition to be a Legislative Councillor. It possibly might go back to the days when they met as boys in the home of the Rev. Ho Fuk-tong, Ho Kai as a son of the family, A-mei as the poor relative. Whatever the foundation for A-mei's critical attitude towards the doctor, the Chinese deputation of 1883 provided the opportunity for him to express it.\n\nThe controversy within the Chinese community created by Dr. Ho Kai's remarks not only revealed that the Chinese were torn by parties and factions, jealousies and rivalries, but that Dr. Ho Kai, while eminently suitable from the foreign standpoint, might not be altogether acceptable to the Chinese as their representative and hence frustrate the purpose of having a Chinese on the Council.\n\nThis possibility was acknowledged by the English press. In commenting on Dr. Ho Kai's remarks to the Acting Governor, an editor said: \"Granted that the learned barrister has been a most successful student, and admitting that he is a person of great attainment and doubtless of some ability, it is only fair to remember that he is a young man who can have but a very imperfect knowledge, whether of his country or of the political and social exigencies of Hongkong.\"\n\nIt concluded furthermore that the views he expressed “are merely the opinions of himself and perhaps a few of his immediate friends and supporters, but do not represent in any way the voice",

Ho Tung, a younger man, had not yet so much experience in the public arena. But as the years passed, he would outshine Ho A-mei as a public figure. Neither, however, was given the honour to represent his community on the Legislative Council.\n\nIn spite of all the Governor's threats, a compromise was reached. The regulations were not repealed, but the Governor issued a statement in answer to the Chinese petition.\n\nHe stated that in view of the advice given by the Registrar General and by other leading European residents, thus implying that Chinese opinion was of little value in the matter, \"I have out of consideration for the comfort and convenience of the orderly Chinese community issued the following instructions to the Police.\" His instructions said the regulations were not to be enforced except in case of persons abroad after midnight whom the police might have reason to suspect criminal intent.\n\nThe China Mail, true to form, deplored this compromise and was sure that the Chinese would view it as vacillation and weakness.\n\nThe Telegraph was for strength but also for freedom of speech. It stated that if anyone stirred up or incited \"the ignorant masses\" to resistance or disobedience, it would be the first to call for the deportation or punishment of the guilty party.\n\n\"We advocate strong and decisive measures whenever the need arises, but there must also be in all British colonies the right of freedom of speech.\"\n\nIt called for an immediate repeal of the objectionable regulations: \"We repeat that the Light and Pass Ordinance is an insult to the intelligence and honesty of any community and is a slur on the Chinese that ought to be wiped out of the Colony's records.\"\n\nThe suggestion, however, was not acted on and the law remained.",

Between his first appearance at the Happy Valley track in 1865 until his death in 1925, he never missed a meeting.\n\nAs for the park, it was true that the Government had appropriated $25,000 for the construction of a park to be named Bowen Park several years earlier, but little had been done.\n\nMr. Chater asked: “Do you not think this is a fitting opportunity for pushing on this much needed park and of naming it after Her Most Gracious Majesty, Victoria Park?”\n\nHe was sure that it would be a project of which the good Queen would approve as it would be \"so beneficial to all the residents of her densely populated little Colony of Hongkong.”\n\nAfter this long introduction, Mr. Chater put the question: “As there is a general desire on the part of the community of Hongkong to celebrate Her Majesty's jubilee year in a fit and appropriate manner, I wish to ask whether the Government would co-operate in any movement made by the public for the purpose?”\n\nThe presiding officer Sir George Phillippo, the Chief Justice, replied on behalf of the Acting Governor who was ill and not able to attend the meeting of the council: \"In answer to the question, I am requested by His Excellency the Acting Governor... to say that the Government is prepared to co-operate with the public of Hongkong in celebrating Her Majesty's jubilee year in a manner befitting the occasion, and is ready to take into consideration any definite proposal on the subject that may be made to it in accordance with the wishes of the community.”",

He suggested that of Tze Tso, the founder of Chinese literature. Ho A-mei objected. There were Chinese temples for the gods. The proposed building was not a suitable place for them.\n\nThe chairman of the meeting then suggested that as there seemed to be no opposition to the proposal, it be formally placed before the meeting.\n\nHo A-mei proposed: \"That the celebration of the Queen's jubilee, by the Chinese residents of this colony, take the form of the building of a Chinese Chamber of Commerce, and Public Library and Reading Room.” Mr. Wei Yuk seconded it and the meeting unanimously approved it.\n\nA committee of thirty-seven was chosen. The president was Ho Kwan-shan (Ho A-mei), the vice-president was Wei Yuk, the treasurer Lee Yuk-hang (Li Shing), and the secretary Ho Yuk-shang (Dr. Ho Kai)\n\nThe meeting ended amid satisfaction over the harmony that had prevailed. With enthusiasm the committee set about its task of soliciting funds.\n\nCHANGING FACE OF CHINESE SPORT\n\nThe decision by the Chinese to mark 1887, the jubilee year of Queen Victoria, by building a hall for a Chamber of Commerce, as reported in the Daily Press, “really put an extinguisher on the projected Victoria Park.”\n\n\"The coup de grâce to the scheme\" came when the acting Governor informed the committee that he could not approve of the public taking up a project which had been accepted as a Government scheme by the Secretary of State for the Colonies.\n\nTwo letters which appeared in the press before the project had to be abandoned are interesting commentaries on life in Hong Kong at that time.",

The friend was a boatman who crewed and looked after a pleasure boat for a European firm. He lived in a squatter hut in Chai Wan Cottage Resettlement Area.\n\nThe old lady belonged to the indigenous boat population of Hong Kong Island. She had been born on a boat moored off the old Dairy Farm pier inside the present typhoon shelter. This was in 1890. Her father had also been born there in a boat, and she thought this had been so for several generations: at least, this was the family's received information. Her husband had also been born on a boat in the area, and his father before him, and with the same family tradition of local identity.\n\nThis evidence is not conclusive, being based only on word of mouth within these two families of boat people. The grandparents might have come into the area upon the opening of the port in the 1840s. On the other hand, a pre-British origin would accord with many other cases known to me, in which Tanka boat people had attached themselves to small bays and local anchorages: by all accounts and certainly by their own traditions for generations, and perhaps even for centuries.\n\nT",

Henceforth it was to be a government-sponsored operation supervised by the commission itself.\n\nIn October a prospectus was distributed advertising the new policy. It made specific efforts to differentiate the new programme from the previous illegal trade. According to the prospectus, the trade was to provide labour for the West Indies and work for the poor of China. It was not to be considered slavery. The rights of those recruited would be guaranteed by the British government and families were welcome to come along. In fact, in addition to promising education for dependents, the flyer outlined contracts of five years with pay set at four dollars a month. The contract could be broken after a year though four-fifths of the price of passage had to be repaid. As an additional incentive a twenty dollar advance was offered. Happily for those interested in recruiting coolies, Lao Ch'ung-kuang, the acting Governor-General who had replaced Po-Kuei, agreed to endorse the plan and to supply a mandarin to work with John Austin, the British recruitment official. By the late autumn the French had made similar arrangements.\n\n63\n\nEvery effort was made to disassociate the now official coolie recruitment from the previous illegal trade. Because the coolie ships had often sat off the coast near Whampoa full of men usually presumed to be prisoners, the new system established land-based recruitment houses in Canton. Parkes, the dominant commissioner, also worked with the local gentry and elders to gain their co-operation. And, as mentioned above, with the co-operation of the provincial officials, each emigration office, French and British, had Chinese officials assigned to work with it.\n\nThe allied commissioners were taking no chances with a potential uprising stemming from \"misunderstandings associated with the trade. Coolie inspectors were assigned to interview the recruited labourers. The inspectors had the right to interview the men at any time and, if necessary to close down the offending establishment. No corporal punishment was to be allowed. The inspectors were to be present whenever contracts were signed and inspection officers were required to visit the emigration houses daily.\n\n67",

        "content_text": "84\n\nthe accuracy of the registration.7\n\nIt is consistent with a climate of insufficient funds and a well-established colonial principle of subsidy to voluntary agencies to provide services that fee payment was resisted by government. Mr. May, the Acting Governor, proposed instead that the money should be spent on a maternity charity, viz. the Training School of Chinese Midwives at the newly completed AMMH, which subsequently enrolled the two trainees from the Civil Hospital.\n\nSetting Up: the LMS and the Chinese subscribers.\n\nDr. Ho Kai is largely credited with the initiative in promoting Western medicine for the Chinese people in Hong Kong, building on the LMS' interest in missionary medicine and funding the Alice Memorial Hospital and the College of Medicine for Chinese. From its inception, the Alice Hospital, by now comprising the Alice Memorial Hospital and the Nethersole Hospital, had been dependent on the wealth and goodwill of the Chinese elite, amongst whom Dr. Ho Kai was a leader. After just six years of operation, the 1893 Annual Report of the Finance Committee noted that subscriptions from the European community were down by $1,000, although the expenses of a growing hospital were higher. At the same time, subscriptions from the Chinese had increased from $1,708 to $3,131 between 1891 and 1892. Indeed, the Report suggested that the example of the Tung Wah should be followed, and representatives of the Chinese guilds be invited to join the hospital finance committee, to increase Chinese participation.\n\nThis proposition was not implemented, and in 1908, Dr. Gibson opposed any increase in Chinese membership of the AMMH's Management Committee, because of likely friction and consequent reduction in trust which Chinese people had in the LMS organisation. At the same time he noted that the subscribers gave little to the Alice compared with their donations to Chinese institutions, such as the Tung Wah and District Dispensaries.9 Chinese finance was crucial for the expansion of the hospital; indeed, for the establishment of the maternity hospital proposed in 1901, support from the rich Chinese was essential.\n\nWhen the Chinese benefactors moved, mobilisation was rapid. However, he made some annotations at a later date, 1933, on some of the entries and these were written in very clear, tidy, and easily legible handwriting. He was then sixty-seven, two years before he died. The diary must have meant a lot to him that he should review it forty years after the events. Maybe it was then that he decided to bequeath it to posterity with the hope that it might see the light of day, one day. Lowson began his diary in January 1894 and stopped writing after July. It was in the three-month period from May to July that he recorded the day-to-day happenings in connection with the Epidemic. He put down some statistical and clinical data in the first few days but, afterwards, he wrote mainly about the development of the situation, the measures taken to handle it, and of even greater interest, his clashes with the authorities. By editing the diary's contents, it is possible to write a coherent account of the early phase of the Epidemic, and this is what I have attempted to do. Lowson had also kept several pages of the Hong Kong Weekly Press dated May, June, and July 1894, on which weekly summaries of the events related to the Epidemic were reported. Besides, I am most grateful to Dr. John Nicholls of the Department of Pathology, Hong Kong University, for giving me a copy of a Report Lowson submitted to the Governor dated May 16th. Incidentally, the handwriting in this Report was as good and clear as the annotations. From these other sources, I have been able to obtain further data and information to elaborate on some of the entries I have chosen to present.\n\nTo us, the diary came to life on May 4th. Lowson wrote that he went to Canton by night boat and mentioned seven names. It would seem that they were going there to play some match, for the next day, the 5th, he wrote 'Murray and Potts licked hollow.'         "content_text": "142\n\nimportance of an unexampled calamity. However in spite of difficulties in balancing the budget, many public works projects were completed during his term. He governed with a liberal-mind for he increased the number of unofficial seats in both the Legislative and the Executive Councils in response to a demand for reforming the government. He also agreed to have an unofficial majority on the Sanitary Board. Generally regarded as an able administrator he stayed for fully six years as Governor, the longest tenure held by any governor thus far. In the history of modern China, he would be remembered as the Governor of Hong Kong who imposed a five-year ban on Dr. Sun Yat Sen, who then went to London and was kidnapped but rescued by Sir James Cantlie but that is another story.\n\nSir James Stewart Lockhart, the main target of Lowson's attack, was Registrar General and acting Colonial Secretary in 1894. There is a biography of him written by Shiona Airlie entitled 'The Thistle and the Bamboo.' He emerged from it as a capable but ambitious man who was eager to seek promotion ahead of his time, and in spite of what Lowson said of him, he got on well with the Chinese. The function of a Registrar General in the early years was to deal with Chinese affairs, not legal matters as at present, in fact, the initial title was Protector of the Chinese. In this office, Lockhart maintained good relations with the directors of Tung Wah Hospital and Po Leung Kuk and the District Watch Committee, the three main representative bodies of the Chinese community. As to his character, he was said to possess 'humoured geniality which endeared him to his contemporaries' but 'occasionally his patience snapped and from a man considered in the main to be warm-hearted and genial, he became angry and stubborn.' He made at least one important contribution in connection with the Epidemic. After the Resumption of Tai Ping Shan Ordinance was passed, action had to be taken to demolish the old houses. Both landlords and tenants put up a spirited resistance as they both had to suffer financial loss, no rent to be collected by the landlords for sometime and no cheap lodgings for the tenants who were mostly coolies. The coolies threatened to go on strike which would paralyse the city in already very difficult circumstances. Lockhart, who was fluent in Chinese, having been a cadet in the Hong Kong Civil Service, was instrumental in solving the dispute which ended amicably. In 1895, at the age of thirty seven, he became Colonial Secretary when his acting appointment was substantiated. In addition, he was appointed as Special Commissioner for the New Territories in 1897 after the lease was settled. In 1902, he went to Weihaiwei as its first Civil Commissioner. The foreigners then got over the wall and burnt the Manchu quarter, the Assistant Tatar-General and the acting Sub-Prefect losing their lives, and the taotai escaping to Kashing. The Magistrate Wei Feng-chia led a body of militia to oppose the British advance on the town and was killed, and whilst Heng Hsing, the Chinese Force commander at Hangchou was cashiered, the Chinese commander at Chapu, Chang Hsi, escaped death and capture but was later, posthumously, accused of having run away. The official toll of Chinese casualties including civilian casualties was said to exceed 1300. This figure includes more than 400 officers and men from the Green Standard force and 280 Manchu Bannermen.\n\nWhen I-li-pu \"arrived at Chapu, the English demands, so the Chinese version continues, were so extravagant that nothing definite could be arrived at; and, when the Governor requested the Emperor's sanction to the restoration of the score or two of white and black barbarian prisoners, the foreign ships had left Chapu. The prisoners were then sent to Chen-hai, and it was suggested that bygones should be bygones; but the English would not listen any more.\n\nThe idea of an attack on Hangchou itself by the British forces was now abandoned and attention was directed to the important trade centre of Shanghai. The British, having destroyed the Chinese arsenal, guns and all Chinese government stores in Chapu, released all their prisoners of war cash with a small present, and then on the 28th May embarked for the Yangtze and Woosung, the town at the mouth of the river leading to Shanghai. The transports took fifteen days to cover the hundred miles to Woosung which was bombarded and captured by naval forces. The war ended two months later before the walls of Nanking,\n\nThe 18th Royal Irish was disbanded in 1922 and amongst its many battle honours was 'China 1840-42'. The men of the regiment who took part in the campaign were eligible for the medal awarded for the 'China War' though, regrettably, there was no bar for Chapu.\n\nIn March 1994 my daughter and I tried to find the site of the joss house. The Manchus were related to the central Asian group speaking a language akin to Mongol who settled in Manchuria many centuries earlier. They were usually referred to by Europeans as Tatars.\n\n2. Lach garrison town, including Chapu, contained a Tatar walled city separate from the Chinese city.\n\nIn 1840 HMS bug Algerine paid a flying visit to Chapu and was fired upon from some batteries near the town. During the attack on Chapu in 1842, these batteries were quickly put out of action by the Royal Navy.\n\n4. Under command of Vice-Admiral Sir William Parker.\n\n*The Westmorland Regiment was granted the China Dragon superscribed “China” for service during the China War of 1840-42.\n\n*The Nemesis was the first iron steamer to round the Cape of Good Hope. From contemporary sketches and descriptions, the joss house in question would appear to have been a medium-sized Buddhist establishment, and although there were no references to priests, monks, or nuns, it had residential accommodation in addition to the usual altar halls.\n\nLung Fu was a company commander, Iso-ling (grade 4a), of one of the Eight Manchu Banners.\n\n*Parker, L. II. Chinese Account of the Opium War.\n\nA Tao-tai was an imperial Circuit Intendant, a member of the hierarchy controlling several prefectures.\n\nI-li-pu (1770-1847) was a member of the Manchu Bordered Yellow Banner and an Imperial Clansman. He was banished for disobedience in 1841 but recalled and appointed acting assistant military lieutenant-governor at Chapu in early 1842, his predecessor having died of wounds during the British attack.         "content_text": "88\n\n\"The total Northern District recorded population was 69 thousand in 1911, and 699 thousand in 1921 (including the boat-people), suggesting, at 35 births per thousand, about 2420-2450 births a year, of which half (1210-1225) would be male.\n\nThe 1921 figures for women aged 10-14, 15-19, 25-29, 30-34 do not show the same pattern as the 1911 figures did for the same group a decade earlier; in 1921 these groups, namely 4,380, 3,390, 2,792 and 2,616, thus making it very likely that the differences were due to under-reporting, given the static nature of the population.\n\nThe figures in Table 7 take no account of emigration from the area which would reduce the resident adult male population (particularly between ages 20 and 40). Emigration was a significant social feature (it is discussed more fully below), but does not make the very rough figures in Table 7 substantially inaccurate.\n\n42 Death-rates, of course, differed much more on a year-by-year basis than today. Epidemic disease (smallpox especially) killed many children, but smallpox struck only one year in every 3 or 4. Malaria and dysentery, the other major killers of children after neo-natal infections, were more endemic as problems. The Census officer in 1921 discussed death-rates within the New Territories, but, presumably because he was aware of the problem of under-reporting of children, he limited himself to the death-rates of persons aged over 25, pointing out that the death rates of males between 25 and 50 were double those of England and Wales at the same date, and were 50% higher for females. Between 50 and 60, death rates in the New Territories were, he found, 1.4 times those in England and Wales and rather higher than this for females. What is beyond dispute is that these widely publicized fears were used by the leaders of the Chinese community as a reason to petition the Government for permission to organise a force of Chinese watchmen who would help the public police. The scheme received the blessing of the Governor, Sir Richard MacDonnell, though it met with less than wholehearted approval from some other members of the administration, most notably the Chief Justice, Sir John Smale. The feature of the plan which appealed most to Government officials was its economy. Since the expenses of operating the scheme would be borne by the Chinese merchants, the Government would not need to spend any money yet it would, in effect, gain additional police constables.\n\n\"The Victoria Registration Ordinance 1866\" (No. 7 of 1866) provided the authorization for the formation of this body of men and came into effect on 1 January 1867. By its provisions the Governor, on the recommendations of the inhabitants of a particular District, could appoint a Chief Watchman and Watchmen who were under the control of the Registrar General and had the same powers as a constable. Thus, although both the words 'District' and 'Watchmen' appeared in the Ordinance, the combination 'District Watchmen' was not used. Two of the most informative early accounts of the District Watch Force appeared in the Registrar General's Reports for 1867 and 1868. In 1867 the Registrar General's post was held by a young Cadet Officer, Cecil C. Smith, who also acted as Colonial Secretary whilst in 1868 Alfred Lister, a Cadet with even less experience, acted as Registrar General. From the tenor of the earlier report it seems that Smith favoured the establishment of 'a body of men acting as a help to the Police Force.' The introduction of the scheme was not easy and 'Much jealousy was at first displayed as to the powers which were to be exercised in controlling the Watchmen.' Although the wording is ambiguous and the sentiments could have applied equally to some Europeans, the tone of the following sections of Smith's report suggest that this 'jealousy' prevailed within the Chinese community.         "content_text": "211\n\nfuture years was missing in 1881, a point made by Elizabeth Sinn in her study of the Tung Wah Hospital15\n\nNew Legislation - 1888\n\nIn March 1888 \"The Regulation of Chinese Ordinance' (No. 13 of 1888) was introduced under the governorship of Sir William Des Voeux. Chapter IV of this Bill related to the District Watchmen and was entitled appropriately 'District Watchmen.' Despite the passage of more than two decades, the wording of the new ordinance was almost the same as the 1866 version referred to earlier. A few years later James H. Stewart Lockhart, who occupied the combined posts of Registrar General and Colonial Secretary, recommended the establishment of a board of prominent Chinese men to oversee the running of the District Watch Force. He appears to have been encouraged greatly in this endeavour by Wei Yuk, the rich comprador of the Chartered Mercantile Bank of India, London and China. Thus at the end of 1890, General Barker, the acting Governor, appointed a group of twelve Chinese gentlemen as a committee to co-operate with the Registrar General's Department in the administration of the District Watch fund. In his annual report of 1892 Lockhart, in his capacity of Registrar General, stated that the introduction of this Committee had been a resounding success. He also maintained that, not only had the Committee proved to be of great assistance in increasing the efficiency of the District Watchmen's Fund because of being able to exercise closer supervision, 'it has also by its advice on several important questions connected with the affairs of the Chinese community been a great help to this Department.' However, despite the creation of the twelve-man Committee, the Government's control over the District Watch Force did not diminish. On the contrary, Lockhart noted that 'New Rules were drawn up under Ordinance 13 of 1888, Chapter IV, Section 19, with the advice of the Committee, for the regulation and guidance of the District Watchmen, and approved by the Governor on Council. Copies of these rules have been distributed among the contributors of the District Watchmen's Fund, by whom more interest seems to be evinced in and more assistance asked from the Force than formerly.'17 The newly formed Committee was concerned about the state of the Force and during 1892 new pay scales were considered. As a result of these increases it was hoped that a 'better class of recruits' could be enticed to join the Force.",

That these changes did not happen is due in no small part to differences in personalities at the top of the Hong Kong Government.\n\nIn late August 1922 Claud Severn, the Colonial Secretary who was also the Officer Administering the Colony, wrote to Winston Churchill regarding the remedial action taken by Government following the strike.22 The Acting Governor noted that an investigation into the running of the regular Police Force had found the calibre of some of the men working in the 'Chinese Police Force' to be decidedly wanting in the loyalty stakes. As a result of the inquiry a total of fifty Chinese sergeants, constables and detectives were either dismissed, ordered to retire, reduced in rank or otherwise censured. Severn noted that the situation regarding the District Watch Force was 'somewhat delicate' and one which he had discussed at length with the Secretary for Chinese Affairs. Both Severn and Edwin R. Hallifax, the Secretary for Chinese Affairs, recommended that, contrary to Governor Stubbs' proposal, no reorganization of the District Watch Force should be attempted. Severn stressed that any 'enquiry and action would necessarily be a matter for the [District Watch] Committee, which shows the greatest reluctance to carry the subject any further.'23 There can be no doubting the considerable power and influence exerted by the District Watch Committee at this time since the Acting Governor was worried that any 'action taken \"by order\" would certainly create unnecessary and serious trouble and might put an end to the Force, a result which is to be deprecated, since the District Watch Force is ordinarily of the greatest value to the Secretary for Chinese Affairs.' Without mentioning Timothy Murphy by name, Severn concluded his letter to the Secretary of State by noting that the District Watch Force was under the charge of ‘a very efficient Inspector of Police.' Thus, Stubbs' suggestion that the District Watch Force should be revamped was discarded. It would have been most informative to know how Governor Stubbs reacted to this news when he returned from leave on 18 November 1922 but unfortunately this was not recorded in accessible official documents.",

Lam Institute for East-West Studies.\n\nFrederick Stewart, born in Buchan, Aberdeenshire, Scotland, was known by his contemporaries as the “founder of Hong Kong Government education.” He was the first headmaster of the Central School, now Queen's College, which led Hong Kong English education from 1862 until 1911 when the first university in Hong Kong was established.\n\nStewart became Registrar General, then Colonial Secretary, acting as Governor of Hong Kong on several occasions. He was keenly aware of his historical context at the meeting of the two cultures of East and West, and of his role as a facilitator in the modernisation of Chinese thought. His consistent policy was to educate pupils in Western knowledge, while preserving their Chinese identity, and he insisted on equal time for Chinese and English studies. Although retiring, unassuming and modest, Stewart was highly popular among the Chinese, foreign and Portuguese communities. By the end of his life, Stewart's intimate knowledge of Hong Kong was considered unequalled among non-Chinese in Hong Kong at the time. Never married or in particularly good health, he died at the early age of 52 of double pneumonia and is buried at Happy Valley.\n\n“Unassuming and modest,” in the nicest possible way, might be a good description of the book and its author. Although the book is printed using an unusually small font, it still manages to be 308 pages long, which gives you an idea of the amount of content.         "content_text": "19\n\nvery useful in the depression, and the factory would provide employment for 100 Africans.\" Hong Kong was also seen as a special case where the decline of the entrepôt trade with China justified the policy of fostering industrial development. After much discussion the only specific recommendation made by the committee was that when a protective tariff was granted an excise duty equivalent to the import duty should always be imposed. The final report of the committee was never published and apparently was never considered by the cabinet.\n\nSo the Colonial Office continued to vet proposals for new industries according to the guidelines laid down in the 1934 Report, that manufacturing should not be 'artificially encouraged'. Officials were concerned to safeguard colonial revenues at a time when most colonies were in financial difficulties as a result of the world depression. The Colonial Office insisted that budgets must be balanced, to avoid the need for a grant from the British government and the consequent Treasury control of the colony's finances. The Colonial Office had no money available in its own account to subsidise ingenious schemes, such as a project put forward by an entrepreneur from Trinidad to produce newsprint paper from bagasse and to power the factory with anhydrous alcohol distilled from sugar cane juice.70 Governors could apply for funds from the Colonial Development Advisory Committee which provided £36,500,000 for development assistance from 1929 to 1939. But this fund was originally set up to alleviate unemployment in Britain and no application for industrial development would be entertained which would be likely to compete with British industry.? Officials believed that by discouraging uneconomic industrial development they were acting in the best interests of the native inhabitants. An assistant secretary minuted, 'Manufacturing industry, which can be established in a colony only at the price of a monopoly protected by a high tariff, ends in producing a locally manufactured article which is too expensive for the primary agricultural producers to buy.' Governors were more suspicious of the motives of Colonial Office officials. The governor of Sierra Leone complained that any industrial project was approached from the standpoint that British trade interests must rank first, dominions' interests second and those of the colonies last. Perhaps the fairest summary of Colonial Office policy was made by a junior official: 'Generally speaking we do not want to encourage industrial development in the colonial empire, but we are reluctant to go so far as actually to prohibit it.'\"\n\nWhy then was it that Hong Kong was able to develop a flourishing export-oriented industry without any subsidy or assistance from the colonial government whatsoever when in all the other dependent territories the development of manufacturing industry was derisory, and the few factories that were established were heavily dependent on protective tariffs, special",

It is evident that, to a certain extent, the British were inconsistent with their policy of non-intervention, but compared to the period after 1874, when the policy was reversed, these interventions were limited and they only occurred where unavoidable (Ibid. p 179). In this respect, I would argue that the merchants had valid grounds for their petition of complaint to the House of Commons.\n\nThe EIC's non-intervention policy reflected realism and flexibility. They took the stance of non-intervention wherever their commercial interests and political prestige were not threatened, but their policy changed according to the dictates of time, thus in reality, causing them to play dual roles of non-activity and intervention in accordance with the change of times. Whilst the period 1824-73 was not marked by any 'spectacular action or further territorial advances', it can neither be described as being inactive, because as Tan observes, '[c]ases of intervention were...more in evidence than cases of non-intervention' (Tan D E, supra, p 120), and I will highlight some of the more important and interesting ones. From its footholds in the Straits Settlements, the EIC gradually extended its influence over the independent Malay States chiefly through trade and treaties. (Thio E, British Policy in The Malay Peninsular 1880-1910 Vol 1 - Introduction pg xvi-xvii)\n\nThe following examples could be used as evidence to challenge the truth of the merchants' statement of complaint, although in the final analysis, their complaint was a bona fide one.\n\nCases of Intervention\n\nAfter 1826 the Malay states tended to look to the EIC as the arbiter of local politics to whom they reported the ascension of new rulers, and appealed for help in settling internal disputes and quarrels with their neighbours. (Thio, Ibid. p xvi-xvii) For example, the proximity of thriving Singapore to Johore led the British to intervene in the affairs of Johore. When Sultan Hussein died in 1835, Governor Murchison refused to acknowledge Hussein's son, Ali, as the Sultan. It was only in 1852 that Acting-Governor Blundell persuaded the Supreme Government to recognise Ali as the rightful Sultan. Later, compromise was reached when Ali accepted an empty title of Sultan and Temenggong Ibrahim retained control over Johore in 1855. Nothing seems to have been consciously planned as an attack on the Governor-General, though he felt threatened by the riot (the events in Poklo being some 40 miles east of Canton). At the very least the vigilantes were acting \"in flagrant violation of the stipulations of the [1860] Treaty,\" \"stirring up the hatred of the people toward foreigners, and their dislike to Christianity.\" Whether they had other \"ambitious ends\" hidden under the banner and their rhetoric remained a serious, but moot, question.\n\nFollowing normal protocol for this kind of emergency, Chalmers acting on behalf of the London Missionary Society presented their complaints to the consul at Canton. The missionaries had been given no indication of the Governor-General's intentions, but Legge specifically adds that, if all else failed, they could refer the matter \"to our Ambassador at Peking.\" His attitude toward the Qing bureaucracy was unqualified and negative: \"The [Qing] Government is effete. The foundations are destroyed.” Although this might seem like an overstatement, the feelings reflected a fairly realistic evaluation of the disarray of an empire overcome by foreign powers in the capital and unable to handle the massive Taiping Rebellion which continued to defy imperial armies and ruled over much of the centre of the empire at the time. Other means for dealing with the crisis were also at hand. Daily prayer about the whole situation and its continuing problems became the self-imposed discipline by the Chinese Christians in Hong Kong, prompting Legge to compare this \"painful and discouraging\" situation in Poklo with the \"primitive forthgoing of Christianity” where persecution was also a stimulus for expansion.\n\nIt was part of the \"cunning of history\" that Legge's life and name for the next decade were identified with two major issues of the year of 1861: Poklo and his Chinese Classics.90 In missionary publications he became \"Dr. Legge of Hong Kong and Poklo,” and in Hong Kong itself, the memories were more vivid and even more powerful in creating around him a kind of aura as a “folk hero\" in the Carlylean sense of the term.
