After Chi Pu had been pardoned and given official honours, Chu Chia refused to see him for the rest of his life. Because of this, men came from far and near to make friends with Chu Chia. For instance, an expert swordsman T'ien Chung treated Chu Chia as his father.\n\nAnother famous knight errant was Kuo Chich. His father had also been a knight errant and was executed by order of Emperor Wen in the second century B.C. Kuo Chich himself was small in person but very strong, and was a teetotaler. In his youth he was spiteful and killed many men who had offended him.\n\nHe avenged the private wrongs of his friends at the risk of his own life, concealed those on the run from the law, robbed the rich, and illegally coined money. But luck was always on his side: he either managed to escape in time or was pardoned because of an amnesty. When he grew older, he reformed his ways. He became modest and exerted self-control; he gave liberally but expected little from others. Yet he loved knightly deeds even more than before, and remained revengeful at heart. Many young men who admired him would avenge his wrongs without letting him know it, while he on his part would save the lives of others without boasting about it. Once, his sister's son forced another man to drink beyond his capacity. The latter became angry, killed him, and ran away. Kuo's sister was annoyed that the killer escaped. So she left her son's body on the highway and refused to bury him, so as to shame Kuo Chich. Eventually Kuo found out the killer, who told him how it had happened. Kuo said to the killer, \"It was my nephew's fault; you were quite right to kill him.\" So he let the killer go and buried his nephew quietly. All those who heard about this praised him for putting fairness above family loyalty, and more and more men came to follow him. In 127 B.C., Emperor Wu ordered all those who owned more than three million cash to move from all parts of the empire to Mao-ling, near the capital, so as to keep a strict eye on potential rebels. Kuo Chieh did not have so much, but his name was included in the list of rich men. General Wei Ch'ing spoke on his behalf to the Emperor and said, “Kuo Chieh is a poor man and should not be forced to move.” The Emperor replied, \"A commoner who can make a general speak for him cannot be poor!\" So Kuo and his family had to move, and his friends contributed more than ten million towards his removal expenses. Meanwhile, his brother's son killed the local clerk who first put Kuo's name in the list. After the Kuo family moved, the clerk's father was also murdered, and when the family of the\n\nA, chüan 18.         "content_text": "29\n\nIn 1888 he was an assistant and in 1905 the manager in Hong Kong. Rudolph Ludwig Ernest Lemke was the head of the company when he died at Shanghai on 10 June 1908 aged forty-four. The company advertised on 1 July 1908 that Wilhelm Helms and Fritz Lieb were admitted as partners and C.A.H. Westerburger was authorised to sign (SCMP 1 July 1908).\n\nIn 1914 the partners were Hany Arnhold and C.H. Arnhold of Shanghai, E. Goetz of London, M. Niclassen of Berlin and F. Lieb of Hong Kong. Though the Hong Kong business of the firm was liquidated in 1914, a limited business continued at offices elsewhere in China.\n\nIn an account of the firm published in Wright's Twentieth Century Impressions of Hong Kong, Shanghai and the Port Cities in 1908 the statement is made that: \"The Teutonic thoroughness which has characterised the firm from the beginning is one of its features\" (Wright, Twentieth Century Impressions, p. 788). In 1917 the two Shanghai partners of the firm, the brothers Harry and C.H. Arnhold, both probably born in London, registered the company in China under the name of Arnhold Brothers and Co (HKT 1 Oct 1917). Five years later they took over the China interests of the old Jewish firm of E.D. Sassoon and Co; the latter is not to be confused with David Sassoon, Sons and Co, which continued its operations in China. When Arnhold Brothers was organised in 1917 the following Danish or British assistants were authorised to sign: J.S.C. Cooper and J.A. Miller at Shanghai, W. Heinesperger and A.C. Cooper at Hankow and F.N. Bell at Canton (HKT 1 October 1917).\n\n―\n\nHarry Edward Arnhold wrote his will at Shanghai in 1949. As his executors he appointed his wife Martha Jean and his brother Charles Herbert (PRC Will File No.141 of 1950/540). Esther Jean must have been a second wife as there is a will dated 1948 by Mary Oldham Arnhold which mentions her “former husband”, Harry Edward Arnhold. The will leaves bequests to Mrs Suzette Cecilia Meyrick, nee Arnhold, wife of Timothy C. Meyrick and to Philip Richard Arnhold.\n\nThe obituary of Charles Herbert Arnhold appeared in the South China Morning Post 21 November 1954: \"Died Mr Charles Herbert Arnhold, aged 75, managing director of Arnhold Trading Co. Ltd, at Matilda Hospital, Nov. 11. He had been a resident 48 years on the China coast. He is survived by his son Philip Arnhold of Hong Kong and daughter...",

        "content_text": "208\n\nnior Inspector of Nuisances' and the 'Instructions to Head Watchmen and Watchmen' are of importance in this current study and, since the duties of the Watchmen contained in these instructions are so different from those originally envisaged by the creators of the District Watch scheme, their relevant parts are reproduced at the end of this paper.\n\nBefore continuing with a discussion of the District Watchmen's role in sanitary inspections, some explanation of the word 'nuisance' is appropriate. In the context of Victorian Britain, the term 'nuisance' implied something much more than the modern milder meaning of 'pest' or 'irritant.' 'Nuisance' was a general term to describe anything noxious which would offend the senses, whether these were sight, sound, smell or touch. Brenda Yeoh, in her study of colonial Singapore, describes it as 'an elastic term which encompassed many possibilities from filthy premises to undesirable animals.' She further mentions the comprehensive list of nuisances in The Acts and Ordinances of the Legislative Council of the Straits Settlements from 1st April 1867 to 1st June 1886 compiled by Mr C.G. Garrad which extended over two pages. Given the graver meaning of the term in the nineteenth century, it can be seen that the post of Inspector of Nuisances was much more important than might be regarded today from its title. Inspectors of Nuisances were found throughout the British Empire and also in the Treaty Port of Shanghai.\n\n14\n\nReturning to the removal of the District Watchmen to undertake sanitary duties, what we have here is the appropriation by the Hong Kong Government of the whole of an existing viable private security force to be used by the Government for a completely different function. Moreover, this change would incur the Government in only minimal additional expense since the bulk of the watchmen's wages would still be met by the Chinese merchants. There can be no doubt that the plan was put into operation since, in the Blue Books for 1883-85, a total of six Head District Watchmen and thirty-seven District Watchmen appeared under the heading of Sanitary (a sub-heading under Public Works Department) at an annual cost to the Government of $24 for each Head District Watchman and $12 for each District Watchman. During these three years the Chinese merchants continued to provide these men with an annual wage of $180, in the case of a Head District Watchmen, and $72 per annum for each District Watchman.
