Whenever an important matter occurs he should be authorized to act in conjunction with the governors-general, governors and prefects of the three provinces concerned in the hope that matters may be dealt with smoothly.

In the ninth year of Hsien-feng [3 Feb. 1859-22 Jan. 1860] it was transferred to the control of the governor-general of Kiangsu, Kiangsi and Anhwei.
