2.53 New work centred largely around a major review of the objectives and organisation of the Architectural Office, the formulation of a scheme for microfilming the many thousands of drawings in the Department and the provision of assistance to those Offices which experienced problems in the organisation and methods and related fields. A review of the times taken, during 1975, to complete various types of land transactions was also undertaken and a system devised to enable the results to be compared with those of previous years.
2.54 Soon after the Unit was formed in June 1974, and when the magnitude and complexity of the tasks confronting it were fully appreciated, it was realised that the initial establishment was inadequate. After six months operational experience, an establishment of twelve assignment staff, in addition to the manager of the Unit, was considered to be essential if the Unit was to achieve its objectives and, with effect from 1 April 1977, such an establishment has been authorised. A lack of manpower has consequently dominated the activities of the Unit since its inception, despite the previously authorised strength being maintained at a high level. During the current year, this has only provided less than 40% of the assignment staff necessary for the implementation of a full and effective service.
2.55 Despite this lack of resources, not only has much of the work provided a firm foundation for greatly expanded activities but the ability of the Unit to improve the productivity of resources employed within the Department has been clearly demonstrated.
