Training facilities continued to be provided for technical and assistant professional staff. Altogether 380 Craft Apprentices, and 112 Technical Apprentices, who had signed agreements to follow a course of instruction over a period of four or five years, were being trained part-time in the Waterworks or Mechanical Workshops and part-time at the Polytechnic/Morrison Hill Technical Institute.

A total of 54 Civil Engineering Graduates from the University of Hong Kong were on indenture to the Director of New Territories Development to gain some of the experience required for the professional interview of the Institution of Civil Engineers. Three Architectural Graduates, three Structural Engineering Graduates, nine Electrical Engineering Graduates and seven Mechanical Engineering Graduates were also under training.

The Principal Government Land Agent undertook the training of 33 Surveying Assistants (Land) and 10 Surveying Assistants (Engineering).

During the summer vacation, 74 students from the University of Hong Kong, 77 students from Hong Kong Polytechnic and 2 students from Baptist College were attached to this Department, 44 being attached to the Architectural Office, 15 to Civil Engineering Office, 14 to Highways Office, 22 to Waterworks Office and 49 to Electrical and Mechanical Office.

Altogether, 48 officers of the Department were on, or completed, courses during the year in Britain, Australia, United States of America, Philippines, Japan, Denmark and Holland. Some of these courses were taken while the officers were on vacation leave.
