The proposed resiting of the village at Kau Wah Keng Valley to make room for future public housing for 15,000 persons required the rezoning to village type development of a large portion of an area originally zoned for open space on the draft Outline Zoning Plan. This rezoning was considered and agreed by the Town Planning Board and will in due course be incorporated into the revised plan for regazetting.

During the year industrial land sales totalled 3,656 square metres (39,358 square feet) of which 1,919 square metres (20,661 square feet) are for offensive trade purposes. Totals of 23 private treaty grants, 27 land exchanges, 15 modifications and 53 building covenant extensions were granted. In addition, 76 agricultural lots (34,211 square metres) (368,255 square feet), 11 building lots (1,689 square metres) (18,178 square feet) and 2 other lots (20,379 square metres) (219,370 square feet) reverted to the Crown.

Responsibility for the development of a new town at Tuen Mun is borne by the Tuen Mun New Town Development Office. The full extent of the new town as planned covers an area of some 1,180 hectares and will accommodate a population of 530,000.
12.43 Under Stage IA, 93 hectares of land had been provided for a population capacity of 50,000 and building development was in progress. The engineering development of Stage IB was well advanced; this stage covers about 140 hectares and will, together with Stage IA, produce a balanced township for 202,000 people.

The new town development programme was updated and arranged in 17 packages to provide flexibility of expenditure whilst maintaining a balance of development.
