General

7.03

The volume of sales of Crown land in the various categories of uses continued at a lower level than in the previous year and the revenue from this source dropped correspondingly, the total for the year from sales by auction and tender amounting to $61.9 million compared with $105 million in the previous year. The main reason for the reduction in the volume of sales was the slow supply of land ripe for development, although during the latter half of the year the first three of the Urban Renewal Pilot Scheme sites were sold.

In addition, the general economic recession continued to affect the property market during the earlier part of the period but during the latter quarter there was an upsurge of activity.

Urban Estate Division

7.04

The Urban Estate Division is divided into two sections, one each for Hong Kong and Kowloon. The Division deals with all sales, new leases and allocation of Crown land on Hong Kong Island and in Kowloon and New Kowloon, and the general administration and control of Crown land in the urban areas. During the year there were 30 lots sold by public auction or tender compared with 59 during the previous year.

Apart from sales by public auction and tender, there was a continuing requirement for land needed for Government, institutional or community projects such as schools, hospitals, police stations, fire stations, low cost housing, parks and playgrounds. Land for these purposes is granted by private treaty or allocated to Government Departments and during the year 23 private grants were made and there were 89 Government Land Allocations.

7.06

The clearance of Crown land continued, mainly in connection with Mass Transit Railway proposals. The need to exercise financial stringency kept the clearance of Crown land required for other purposes to the minimum but the clearing of land occupied for the unauthorized storage of goods continued, together with the management of sites already cleared.

Property Management/Modification Division

7.07

The Property Management Section of this Division is responsible for the letting and management of premises owned but not occupied by Government. It conducts negotiations for the letting of Government buildings and piers which are not required for the time being for Government purposes or which are intended for non-Government use. It also manages buildings on former leased land which have reverted to the ownership of the Crown either through re-entry, resumption, expiry of the lease or purchase by agreement, and deals with the vacation and clearance of occupants of those properties required for redevelopment purposes such as urban renewal, highways projects, and the like.
