The role of the Accounting Services Division - Headquarters, in summary, may be described as follows:-

(a) to provide financial management services to the Directorate and other officers in senior management positions;

(b) to provide accounting services to Offices, either directly or through individual accounting service units in departmental Offices;

(c) to act as a clearing house for all departmental expenditure payments, with the exception of the Waterworks, which is a sub-accounting Office;

(d) to exercise financial control over the Public Works Department estimates of revenue and expenditure, and funds voted for commitments under the Defence Costs Agreement;

(e) to ensure, by a financial inspection of audited accounts, that P.W.D. contractors have adequate resources to fulfill their contractual obligations; and

(f) to formulate, in consultation with all Offices, the Department's five year forecast of revenue and expenditure and the annual estimates of revenue and expenditure, for both civil and military works.
