Five firms of Consultants (two overseas and three local) were engaged on highways projects. As a result of an extensive project review carried out during the year, certain Consultants' Agreements were terminated because of low priority and several projects were transferred back to relevant Works Divisions. A schedule showing projects undertaken by Consulting Engineers is at Appendix Z.

9.41 On Hong Kong Island, Shek Pai Wan Road was widened to a dual 2-lane carriageway and associated with this widening an underpass at its junction with Wah Fu Estate access road was also opened to traffic. Construction of the Robinson Road/Castle Road Junction Improvement was resumed after re-entry of the ex-Paul Lee Construction Co. Ltd's contract. With the completion of Pilot Tunnel along the alignment of the proposed Aberdeen Tunnel, design on this important direct north-south traffic link across Hong Kong Island reached an advanced stage.

The opening of interchanges at several junctions along the Lung Cheung Road/Tai Po Road/Ching Cheung Road Route Improvement provided major changes to this road connection between the two industrial towns of Kwun Tong and Kwai Chung. These were Choi Hung Interchange, Po Kong Interchange Stage I, Fung Mo Interchange, Nam Cheong Interchange and Tai Wo Ping Interchange. Further extension of Ching Cheung Road to meet Kwai Chung Road was under construction. The commissioning of the two important Waterloo Road and Argyle Street Interchanges provided considerable relief to the long-standing traffic congestion in the central Kowloon area. In the Kowloon Bay area, a railway underpass which will become part of the Mass Transit Railway was built as part of the highway contract for the extension of Wai Yip Street and the flyover over Kwun Tong Road. This extension and flyover will provide a valuable traffic diversion during the construction of the forthcoming Mass Transit works in Kwun Tong Road. Another project, for the extension of Austin Road to provide a direct link from Chatham Road to the new Hung Hom Railway Terminus was also substantially completed.
Works in the New Territories

In the New Territories, satisfactory progress was maintained on the construction of Tuen Mun Road, which was nearly half completed. This new 15.3 km road will provide a fast link between the two developing new towns of Tsuen Wan and Tuen Mun and will assist the development of Tuen Mun. Another associated contract for the construction of Sham Tseng Viaduct also commenced after very protracted land acquisition arrangements.
