The volume of sales of Crown land continued in the various categories of uses at about the same level as in the previous year but the revenue from this source dropped slightly through the year and the total for the year from sales of Crown land by auction and tender amounted to $105 M., compared with $110 M. in the previous year.
Urban Estate Division
7.07
The Urban Estate Division is divided into two sections, one each for Hong Kong and Kowloon. The Division deals with all sales, new leases and allocation of Crown land on Hong Kong Island and in Kowloon and New Kowloon, and the general administration and control of Crown land in the urban areas. During the year there were 59 lots sold by public auction or tender compared with 45 during the previous year.
7.08
Apart from sales by public auction and tender, there was a continuing requirement for land needed for Government, institutional or community projects such as schools, hospitals, police stations, fire stations, low cost housing, parks and playgrounds. Land for these purposes is granted by private treaty or allocated to Government Departments and during the year 46 private grants were made and there were 49 Government Land Allocations.
7.09 With a substantial increase by way of a supplementary financial allocation to the Maintenance and Preparation of Crown Land vote it has been possible this year to obtain full benefit from the new Crown Land Ordinance. Not only has it been possible to clear land to enable the sales programme to be maintained but it also has been possible to clear Crown land 'black spots' of unauthorised storage of goods and thus continue the work started by the 'Clean Hong Kong Campaign'. The policy of fencing sites and installing security guards continues thus, ensuring that once cleared, land stays cleared, and can thus be quickly made available when required for permanent development.
Property Management/Modification Division
7.10
The Property Management Section of this Division is responsible for the letting and management of premises owned but not occupied by Government and it conducts negotiations for the letting of Government buildings and piers which are not required for the time being for Government purposes or which are intended for non-Government use. It manages buildings on former leased land which have reverted to the ownership of the Crown either through re-entry, resumption, expiry of the lease or purchase by agreement, and deals with the vacation and clearance of occupants within those properties required for redevelopment purposes such as urban renewal, highways projects, etc.

The Property Management Section is also responsible for the management on a temporary basis, pending sale, of those properties, or parts of properties, which have reverted to Government in the form of the Colonial
