At the end of the year work was in progress under contract and by direct labour on 35 projects at an estimated total cost of $100 million. Among the largest of these were the construction and commissioning of Lai Chi Kok Incineration Plant 'B', a fifth line for Kennedy Town Incineration Plant and improvements to both Kennedy Town and Cheung Sha Wan Abattoirs. Work continued on the supply and installation of an improved High Voltage supply system to the Airport Runway, Apron and Terminal Building Areas. Electrical and mechanical plant and equipment for the Kwai Chung Incineration Plant is being manufactured in the United Kingdom.
Lifts and Escalators

There are now 10,161 lifts and 211 escalators in use in the territory. A total of 11,282 certificates in respect of examinations and tests of safety equipment were issued and 21 investigations made into lift accidents, un-registered lifts and complaints by the public.

OPERATIONS AND MAINTENANCE DIVISION
Chief Electrical and Mechanical Engineer: G.J. OSBORNE, C.Eng., F.I.Mech.E., M.B.I.M.
For the purposes of the operation and maintenance of major plants, specialist electrical and mechanical services and maintenance of the Government's fleet of 3,853 vehicles this Division has four sub-divisions each responsible for a certain aspect of the Division's overall responsibilities.
PROGRESS AND PLANNING SUB-DIVISION

This Sub-Division is generally responsible for the co-ordination of the activities of all workshops with special regard to control systems, repair costs and standards, manpower and workshop space utilisation and records. It was restructured towards the end of 1974 and its responsibilities now also include the Vehicle Design and Procurement, Equipment Evaluation and Transport Pool.
Progress, Planning and Co-ordination Section

This Section is responsible for co-ordinating the activities of both major workshops, their detachments and the Military Works Sub-Division with regard to job control systems, overhaul programmes, the control of spare parts, cost effectiveness of repair operations including repair standards, manpower utilisation and work evaluation, utilisation of workshop space and machinery, standardisation of working procedures, maintenance records and the vetting, processing and allocating to workshops all new work required by other Departments and Offices of P.W.D.

Towards the end of the year the staffing position improved and it was possible to fill two posts of Production Controller in the Caroline Hill Workshops and plans to use Gantt type shop loading charts were in the final stages. Further rationalisation of workshop resources took place by the combining of
