The Division is also responsible for the planning, design and construction of civil engineering works in connection with Airport development and maintenance and for the planning, operation and maintenance of controlled refuse tips in Kowloon and the New Territories.
Planning and Investigation

The feasibility reports on Development at Tat Chee Avenue and Lung Cheung Road Development Area 5 were completed. Feasibility studies on areas north of La Salle Road and Tai Hom were nearing completion whilst planning on further development at Kwun Tong New Town was in hand.

The Division's annual contract for site investigation, under which works are carried out for all Offices of the Department, functioned well. The total depth of probes, drill holes, bore holes and open trial pits sunk was 14,100 metres.

Kowloon
6.16
At Ho Man Tin Development Area, a road surfacing contract at Stage VII commenced while at Lung Cheung Road Development Area 1, the site formation for Section D continued with earthworks nearing completion.

At Kowloon Bay Development Area, the contract for excavation of filling material from the Borrow Area at Cornwall Street was substantially completed. Reclamation continued at Kowloon Bay where about 350,000 cubic metres of materials from Government projects and private building sites was deposited to form some 8 hectares of land.
Kwai Chung/Tsuen Wan New Town

The remedial works contract at Lai Chi Kok Borrow Area was progressing well.
6.19
Reclamation continued at Gin Drinkers Bay where some 45,800 cubic metres of materials from Government and private works was deposited, bringing the total area reclaimed to 124 hectares.
Sha Tin New Town
6.20
The contract in Areas 15A and 8B was completed and 15 hectares of land were formed for the temporary sewage treatment works site and a second Public Housing Estate. Some 789,000 cubic metres of materials were dumped during the year bringing a total of 51 hectares of land formed in these areas.
