After consideration by Government of the report by the Commission of Inquiry into the oil spillage at the Shell Oil Installation at Ap Lei Chau in November 1973, it was agreed that consultants should be employed to examine existing oil storage installations and to draw up a code of practice for the design, construction and maintenance of oil installations with a view to avoiding accidental oil spillage in the future. Accordingly, Messrs. Harris & Sutherland, Consulting Civil and Structural Engineers, and Messrs. Cremer and Warner, Consulting Chemical Engineers, both of London, were commissioned and their completed report is now being considered by Government.

In February 1975 a Mass Transit Unit was set up within the Buildings Ordinance Office under the direct supervision of the Government Structural Engineer. The Unit is composed of one Senior Building Surveyor, one Senior Structural Engineer and one Structural Engineer who have commenced processing Mass Transit Railway proposals to examine their effect on surrounding buildings. In addition, this Unit is compiling all available records connected with such buildings for public record purposes.

During the period under review one Authorised Person (formerly Authorised Architect) and one Registered Contractor were prosecuted. The Authorised Person was found to be not guilty, however, the contractor was convicted and fined $10,000. In addition, disciplinary proceedings were taken against two Authorised Persons and two Registered Contractors which resulted in one Authorised Person being reprimanded and required to pay $5,000 in costs, one contractor being fined $1,500 and suspended from the Register for six months and one Registered Contractor received a reprimand.

5.12 This Office is under the direction of the Principal Government Building Surveyor who is mainly concerned with matters of policy and the administration of the Office as a whole within the working context of the Public Works Department. He is assisted by the Government Building Surveyor (General), Government Building Surveyor (Works), Government Building Surveyor (Special Duties) and the Government Structural Engineer.
