APPRECIATION

14.01 The Public Works Department is the largest spending department within Government and funds committed to public works expenditure during the financial year were, once again, the highest ever recorded. Following financial restrictions due to external factors outside the Department's control and the very substantial rise in oil costs, Government departments generally and P.W.D. in particular exercised tighter budgetary control which necessitated a re-phasing of the Public Works Programme and involved all P.W.D. Offices in a complete re-assessment of their forward planning.

14.02 The Department's efficiency record has been good. In any well-run, multi-disciplined organisation of comparable size, however, areas requiring improvement may always be found. The creation of the Management Services Unit reflects the importance which is placed on the Department's efficiency.

14.03 Although staff shortages exist in all P.W.D. Offices and certain functions have been curtailed in order not to affect those which are more important, the overall output is still very high and I must record my thanks to all my staff for their work during the year.
