In October 1974 the Japanese Consortium submitted its base plan for the Initial System which was subsequently followed by a number of drawings and outline specifications. These were examined jointly by the Department and the Consulting Engineers, following which a set of 723 questionnaires was produced to clarify points of principle and elicit further information on matters of detail inadequately covered by the documents supplied by the Consortium. A meeting was held in Hong Kong to resolve the issues involved but it failed to yield the information required. Subsequently the Japanese Consortium unilaterally withdrew from the negotiations.

In anticipation of the possibility of the Japanese Consortium's action, and to avoid further loss of time in the programme for building the railway, contingency plans were made based on a return to the multi-contract open tendering procedure and a reduced system known as the 'Modified Initial System'. The plans were implemented by the Mass Transit Railway Provisional Authority in January and vetting of the tender documents for the first contract (Lok Fu Station and tunnels to Diamond Hill) was completed in March.

A contract for the construction of a series of trial tunnels designed to provide information on tunnelling in soils under atmospheric conditions representative of those that will be encountered during the construction of the railway was completed. Vertical access shafts for the trial tunnels were constructed by pile, caisson and 'California well' methods as well as tunnelling using cement grout, chemical grout and dewatering methods. Tunnelling under compressed air in both hard and soft soils was carried out for the first time in Hong Kong, particular attention being paid to the organisation and equipment needed to ensure the health and safety of staff. A comprehensive report on the results of the work carried out was completed for issue to potential tenderers for the main tunnelling work. It was also used as a basis for comment by the Department on the draft legislation for work in compressed air drafted by the Labour Department.

A contract arranged by the Consulting Engineers, on behalf of the Mass Transit Department, to confirm the viability of their proposals for the ventilation and air-conditioning system was satisfactorily completed. A full report on the research work involved, which was carried out on the premises of the British Hydromechanic Research Association in England and Developmental Science Incorporated in the U.S.A., was received.

General arrangement drawings for the 22 stations forming part of the Initial System, together with the interstation sections, were completed.
Co-ordination and Planning

Meetings of the four main committees set up to ascertain the views and requirements of other Government Departments continued. These included:
(a) The Station and Transport Integration Committee, earlier established to integrate the service provided by the railway with other transport services, met on 3 occasions to rationalize station entrance requirements and to consider modifications to layouts agreed at earlier meetings as a result of detailed examination of the diversion of utility services and other features.
