A development programme was prepared in August 1974 for the 12 areas where development is required to provide balanced communities associated with proposed public housing projects.

12.50 With the exception of Sham Tseng, negotiations with three firms of consulting engineers for their appointment to undertake engineering studies for each area have been concluded and fee proposals submitted to the Secretariat for approval.
12.51 Additional sites for public housing estates associated with the Rural Housing Programme in Lantau, Sha Tau Kok and other outlying islands have been given a preliminary engineering appraisal as a prelude to the comprehensive housing survey scheduled to take place in April/May 1975. A pilot survey was carried out at Hung Shui Kiu in April 1974, the results of which indicated that the response to rehousing was not particularly favourable. Detailed requirements of questionnaire and sampling method to be used were agreed at ad hoc meetings.

Consulting Engineers were appointed to undertake the feasibility study for the development of Junk Bay to provide sites for capital intensive, low density industries.

Preliminary works in connection with proposed industrial estates at Tai Po and Yuen Long, also to cater for the need of capital and land intensive industries, were carried out.

12.54 During the year, work continued on the preparation of outline development and layout plans for the areas within the jurisdiction of the Branch so as to establish a basis for engineering investigations and future development.

A total of twenty-five plans reached an advanced stage of preparation. Of these four have been agreed by the Rural New Territories Works Progress Committee and two by the New Territories Development Progress Committee. Further nine have received general inter-departmental agreement prior to onward
