Work progressed satisfactorily on the Kowloon-Canton Railway Hung Hom Development project. On completion, this project will contain a railway passenger station and goods yard, railway offices, a multi-storey car park, a bus station and a podium (above the railway yard) on which an indoor stadium is to be built.

A new asphalt mixing plant was erected at Diamond Hill Quarry. A report on the planning of the territory's quarry industry for the next ten to fifteen years was completed. Two new long-term contract quarries began production.

Rainfall during the normal wet season was nearly 30% below average and the storage position by late September was such that restrictions were imposed for the first time since 1967. However, unexpected rainfall in October permitted a resumption of 24 hours supply.

Although Plover Cove reservoir did not fill during 1974/75, the late rains resulted in the highest ever end-of-year storage, some 35% above the figure for the previous year.

Work continued on the construction of tunnels for the High Island Water Scheme, including the second Lion Rock Tunnel. Civil engineering works for the 40 million gallons per day desalting plant were substantially completed. The first evaporator/boiler unit was in process of commissioning and work on the remaining five units was in progress.
1.19 The New Territories Development Department which was formed last year has since carried out a lot of essential ground work in the way of preparation of detailed plans and in drawing up development programmes and forecasts of expenditure for the three new towns at Sha Tin, Tsuen Wan (which includes Kwai Chung and Tsing Yi) and Tuen Mun and for the rural New Territories. The development programmes were co-ordinated with all other Government departments and public utilities undertakings.

While good foundations for future operations were being laid, actual construction work in the three new towns went ahead at a steady pace. Sites were formed for public housing, Government, institutional and community use and for private, residential and industrial purposes. At the same time essential engineering infrastructures such as roads, drains, sewers and water supply were built.

Negotiations were held with consulting engineers to undertake feasibility studies of development areas at New Territories rural centres and also for developing Junk Bay as an industrial area.

The Department combines many functions which in other countries would be undertaken by a number of agencies, namely :-
