GENERAL
INTRODUCTION
Natural restrictions on development and land utilization in Hong Kong have always been imposed by the territory's topography. Buildings for commercial, industrial and domestic use, recreational facilities and a planned network of roads to cater for service transport requirements have absorbed the majority of the available land area. The population of approximately 4 million, is for the most part, concentrated in a very intensely developed area of some 9 square miles covering the northern shore of Hong Kong Island, the Kowloon Peninsula and New Kowloon from Lei Yue Mun in the east to Lai Chi Kok in the west.

In November 1974 His Excellency the Governor formally opened the new Mortuary, Virus Laboratory and Clinical Pathology Service building at Queen Mary Hospital. Construction on this building had been completed during the previous financial year.

During the year work was completed on the Princess Margaret Hospital at Lai Chi Kok. This is a General Hospital providing 1,300 beds, making it one of the largest in South-East Asia. The foundation stone for this hospital was laid by Princess Anne in October 1971.

Sir Sik-nin Chau, on behalf of the Royal Hong Kong Jockey Club as donors, performed the opening ceremony of the Kennedy Town Swimming Pools Complex. This complex comprises 2 50 metre pools, 1 diving pool, 1 children's pool and 1 paddling pool together with a spectators' stand capable of accommodating 800 people and kiosks, changing rooms and all the ancillary requirements of such a complex. At its peak capacity, the complex is designed to accommodate 4,000 users at one time.
1.05 Also during the year, the Vice-Chancellor of Hong Kong University formally opened the Sir Robert Black College of Education at Piper's Hill. This college is able to accommodate 400 students, half of them as boarding students.

The declared cost of private building works completed during the year reached a new peak of $1,869 M. exceeding last year's total of $1,524 M. The total number of approvals of new building proposals, however, was 643 which was a considerable drop from the previous year's figure of 1,185.

In accordance with Government policy (announced in November 1974) introducing special procedures affording priority of action by Government Departments to proposed private development schemes which are in the public interest, a Priority Committee was set up in the B.O.O. to deal with priority applications in respect of the submission of building plans. This Committee, which is responsible to the Secretary for the Environment, examined a total of 97 applications for priority status out of which 52 applications were granted, 16 being the subject of priority directives issued by the Secretary for the Environment.
