# STAFF, TRAINING AND WELFARE
## Staff
10.10 The total authorised establishment amounted to 97 people. Three Planning Officers and 1 Senior Planning Officer were appointed on contract during the year. An Assistant Planning Officer who became professionally qualified was promoted to Planning Officer.
10.11 Three Senior Planning Officers and 5 Planning Officers were seconded to the New Territories Development Department and 1 Senior Planning Officer to the Housing Department.
10.12 Surveying Assistants (Planning) are mostly young men with the appropriate academic qualifications, often recruited immediately after leaving school. They all join the service initially at Class III level. They attend a comprehensive course in land survey for about 1 month and receive regular in-service training in the Office. At the end of 3½ years, they sit for a promotion examination and, subject to passing this and satisfactory service, are promoted to Class II at the end of four years.
10.13 During the year 1 Surveying Assistant (Planning) Class III passed the promotion examination and was promoted to Class II.
## Training
10.14 A number of Assistant Planning Officers and Surveying Assistants (Planning) became student members of the Royal Town Planning Institute and the Royal Institute of Chartered Surveyors. They were permitted to attend day-release courses at the Hong Kong Polytechnic on one day each week.
10.15 Three Assistant Planning Officers were awarded Government Training Scholarships for two-year post-graduate town planning courses at Universities in the U.K. and Australia.
## Welfare
10.16 The Town Planning Office Social and Sports Club was formed during the year and organised various activities which were well attended. The activities included a launch picnic, a coach picnic, a Chinese billiards competition and a Christmas party in the Office.
