TRAFFIC ENGINEERING DIVISIONS

The Traffic Engineering Divisions, regionally located on Hong Kong Island and the Mainland, are responsible for the promotion of safe, expeditious and economical movement of persons and goods on the roads.

Differing from the trend over the past years, there was a drop in vehicle registration in the year under review. The actual number of vehicles registered dropped by 10,446, representing a rate of decrease of 5.2% as opposed to an increase of 4.3% in the previous year. The problem of traffic congestion in the urban areas was not, however, to any appreciable extent eased despite this decrease in vehicle ownership, since on the average there were still nearly 300 vehicles for every mile of the territory's road network.
9.47 The graph on page 102 illustrates the growth in population, road mileage, accidents involving personal injury and vehicle registration in the past decade. Apart from vehicle registration, it may be noted that there was also a significant drop in the number of accidents involving personal injury compared with that in the previous year.
Traffic Aids

The installation of all types of traffic aids continued throughout the year in conjunction with highway improvement schemes or as separate items.
9.49
As in previous years, the Stanley Prison Sign Shop continued to manufacture the traffic signs required. The machine for the manufacture of stoved enamel signs was in operation, and with a bigger machine for the reflectorised signs installed, the output capacity of the sign shop was greatly increased.
9.50
Contracts were let during the course of the year for the supply of stainless steel road studs, cats-eye replacement pads, reflective traffic cones and portable traffic sign stands.
9.51
Symbolic traffic signs, as included in the new schedule, added to the Road Traffic (Roads and Signs) Regulations were installed in Central District on the Island and Tsim Sha Tsui in Kowloon to replace existing ones in connection with a publicity exercise launched on the introduction of such signs.
9.52
'Zig-zag' line markings were introduced at existing zebra crossings to indicate zebra controlled areas as defined under the Road Traffic (Road Crossing) (Amendment) Regulations 1974.

There was a net increase of 132 illuminated traffic aids in the whole territory, 43 on Hong Kong Island, 61 in Kowloon and 28 in the New Territories.
